Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and P80 of 6 to 7 µm), pressure leaching at 160ºC and 1,380 kPa (200 psi) oxygen overpressure, DEW to produce LME Grade A cathode, recycling of the lean electrolyte to the pressure leaching step and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of the lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an ?acid-autogenous? process referred to as the ?MT-DEW-SX? process. This paper (Part III) discusses the steps taken to develop and complete a large-scale demonstration of the process at Bagdad, Arizona, in 2005.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to the DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. This paper summarizes the work that has been completed through September of 1981 and presents the results that have been achieved during this period. Technical difficulties encountered during both the installation and monitoring phases are discussed, and recommendations for future work are presented.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10- 20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C range.

The evolution of sustainable development in mining is recognized as a key contributor to sustainable development (SD), which is defined as the ability of current generations to meet their needs without compromising the ability of future generations to meet their own needs (Brundtland, 1987). This includes, in equal parts, social, economic and environmental impacts ? triple bottom line (Munashinge and Shearer, 1995). Alternately, sustainability has been defined in relation to social, natural, human, physical and financial capital. Our way of life relies significantly on the materials provided by mining, while mining activity affects the triple bottom-line or the five capitals. The mining community and its professionals have come to realize the importance of engaging all stakeholders in the discussion on sustainability. SME, as the leading professional mining organization, has been involved in these discussions. The society has various initiatives in sustainable development for members and stakeholders. The objective of this article is to: provide historical context for current trends in mining and SD and share SME sustainability initiatives ? their goals and rationales ? with the broader mining community. This article is timely because the past year saw two landmark forums on sustainable development: Rio+20 ? the 20th meeting of the United Nations Conference on Sustainable Development, and MMSD +10, the Mining, Minerals and Sustainable Development project 10 years on. Furthermore, this year marks the 10th anniversary of the Milos Declaration on the minerals professional?s responsibilities in achieving sustainable development, forums in which SME was involved.

For an industry that provides more than half of the nation’s energy needs, the U.S. coal industry still attracts negative publicity. However, the nation’s energy appetite continues to increase. And political leaders and the public are beginning to understand that alternative fuels will not be enough to keep up with that appetite. Does that mean the nation will now embrace the coal industry? No, according to speakers at the Rocky Mountain Coal Mining Institute (RMCMI) meeting. The industry still needs to sell the public on coal’s advantages over other fuels. And the industry must continue to develop technology that will allow coal to meet and exceed strict clean air and clean water regulations.

South Africa (SA), a country in which all three commercially important asbestos minerals have been mined and milled, has retained proven cases of mesothelioma linked with environmental exposure to asbestos. This study illustrates the importance of fiber type in the occurrence of environmental mesothelioma. Four studies have reviewed the source of occupational or environmental asbestos exposure in 504 histologically proven cases of mesothelioma in South Africa. One hundred and eighteen cases (23%) were thought to be related to environmental exposure to asbestos. In the vast majority of these cases, exposure was linked to crocidolite mining activities in the Northern Cape Province. Two cases were thought to have occurred in relation to amosite and Transvaal crocidolite exposure in the Limpopo Province. In the balance of cases there was some uncertainty. No cases were reported with exposure to South African chrysotile. Consequently, in the vast majority of cases of mesothelioma, environmental exposure to asbestos occurred in the Northern Cape Province, in proximity to mines, mills and dumps where crocidolite was processed. Crocidolite appears to be far more mesotheliomagenic than amosite, and chrysotile has not been implicated in the disease. In January 2001, French and Italian governments signed an agreement for the construction of a new Lyon-Turin railway line. This project includes a tunnel of 53.1 km length and a maximum of 2500 m overburden to be designed for a reference speed of220 km/h. The tunnel crosses major part of the West Alpine geological formations, which are very complex and contrasted in terms of the nature of rocks and the mechanical and hydrogeological conditions. In addition to the twin single-track tubes, numerous intermediary shafts, security station and intervention sites and cross passages should be built to respond to the security, operational and construction requirements. This paper describes the results of the preliminary engineering design and multiple challenges of this very long and deep railway tunnel.

"The identification and mitigation of adverse geologic conditions are critical to the safety and productivity of underground coal mining operations. To anticipate and mitigate adverse geologic conditions, a formal method to evaluate geotechnical factors must be established. Each mine is unique and has its own separate approach for defining what an adverse geological condition consists of. The collection of geologic data is a first critical step to creating a geological database to map these hazards efficiently and effectively. Many considerations must be taken into account, such as lithology of immediate roof and floor strata, seam height, gas and oil wells, faults, depressions in the mine floor (water) and increases in floor elevation (gas), overburden, streams and horizontal stress directions, amongst many other factors.Once geologic data is collected, it can be refined and integrated into a database that can be used to develop maps showing the trend, orientation, and extent of the adverse geological conditions. This information, delivered in a timely manner, allows mining personnel to be proactive in mine planning and support implementations, ultimately reducing the impacts of these features. This paper covers geologic exploratory methods, data organization, and the value of collecting and interpreting geologic information in coal mines to enhance safety and production.The implementation of the methods described above have been proven effective in predicting and mitigating adverse geologic conditions in underground coal mining. Consistent re-evaluation of data collection methods, geologic interpretations, mapping procedures, and communication techniques ensures continuous improvement in the accuracy of predictions and mitigation of adverse geologic conditions. Providing a concise record of the work previously done to track geologic conditions at a mine will allow for the smoothest transition during employee turnover and transitions. With refinements and standardization of data collection methods, such as those described in this paper, along with improvement in technology, the evaluation of adverse geologic conditions will evolve and continue to improve the safety and productivity of underground coal mining."

Episyenites are sub-solidus, quartz-depleted alkali-feldspar-rich rocks. They form veins and lenticular bodies in granitoid rocks and migmatites in a late- to post-orogenic or anorogenic setting. Leaching of quartz is usually a response to a flux of weakly saline hydrothermal solution in circulation cells above cooling intrusions, where sufficient fluid-rock ratios and thermal gradients are achieved. Fluid Si-undersaturation is achieved by rapid cooling within the field of retrograde Si solubility or by temperature and pressure increase outside retrograde conditions. Some quartz may also be consumed in metasomatic reactions and in response to pressure fluctuation in sealed episyenite bodies. The small size and overall rarity of episyenites imply that conditions for episyenite formation are not commonly encountered in the crust. In addition to quartz depletion, episyenites record complex histories of metasomatic alteration and hydrothermal mineral growth. Nearly all episyenites have undergone Na-metasomatism, which may have led to the formation of nearly monomineralic albitite, and which is occasionally followed by late K-metasomatism, phyllic alteration, and argillization. Depending on the effectiveness of later compaction, recrystallization and vug-filling episyenites may preserve the macroscopic porosity formed by quartz dissolution and brittle deformation. Vuggy episyenites can act as significant sinks for metals carried by crustal fluids and host many significant U, Sn, and Au deposits worldwide. Rare earth-critical syenitic fenites around alkaline intrusions share mineralogical and genetic traits with episyenites.

The last five years have seen a remarkable increase in tunnelling projects in both soft ground and hard rock applications. Part of the increase is a result of recent Research & Development efforts to improve Tunnel Boring Machine (TBM) adaptability, capability and reliability. This paper will review the latest innovations in the TBM industry and explain in detail the results of these innovations followed by a forecast where the technology will take the tunnelling industry in the future.

The rapid development of the global alumina and aluminum industry is straight coupled with the demands and the needs of these materials. Nowadays, the only well-known accessible resources to produce alumina and aluminum are bauxite ores. But bauxite ores are limited, and the remaining exploitable reserves do not have high contents in alumina. In countries where there is little or no bauxite reserves or where the recovery of existing bauxite ores to produce alumina with the Bayer process are not economic, alternative resources for alumina have been explored. The most attractive resources for replacing bauxites are aluminosilicate clay minerals and coal fly ash. The important processes developed for the recovery of alumina from these sources are acid leaching and alkaline leaching processes. The acid leaching is known as the most efficient in which thermal and mechanical activation are included for improving the performance of the process. The objective of this review is to give a comprehensive insight on the production of the alumina from thermally or mechanically activated clays and coal fly ash by hydrochloric, sulfuric, and nitric acid leaching processes.

Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

Mining is a significant emitter of greenhouse gases and is the focus of increasing attention from green groups and regulators. Miners need to know their own carbon emissions and how they compare with the rest of the industry. Miners and mining companies need to know where they fit in the emissions curve. Who is in the bottom quartile? This article is based on research report data from minecost.com and Metalytics Pty Ltd which detail the specific carbon dioxide emissions for 208mines producing 90% or more of western world copper, zinc, lead and nickel in 2007. The copper and nickel mines also include Norilsk in Russia, KGHM in Poland and Kazakhmys in Kazakhstan. This is the first time that such information has become available.

A 70% excess of mesothelioma, an asbestos-related cancer, has been reported among men in northeastern Minnesota, where iron mining has been the major industry. The Minnesota Department of Health has studied iron miners who developed mesothelioma to identify possible sources of asbestos exposure. A database of all Minnesota residents diagnosed with mesothelioma between 1988 and 1996 was linked to a database of approximately 72,000 current and former Minnesota iron-mining employees to identify cases who had ever worked in the mining industry. The job histories of the cases were examined to determine if any of their jobs could have involved exposure to commercial asbestos. Seventeen individuals diagnosed with mesothelioma in Minnesota between 1988 and 1996 were found to have worked in the iron mining industry. Of the 15 for whom adequate work histories were available, 14 had identifiable sources of exposure to commercial asbestos in jobs held both inside and outside of the mining industry. The time between employment in these asbestosexposed occupations and the diagnosis of mesothelioma is consistent with the 20 or more year latency period that has been observed in other studies of this cancer. © 2007 Elsevier Inc. Libby, Montana is the site of a large vermiculite deposit that was mined between 1920 and 1990 to extract vermiculite for commercial applications such as insulation, gardening products, and construction materials. The Libby vermiculite deposit also contains amphibole minerals including tremolite, actinolite, richterite, and winchite. Historically, Libby mine workers experienced high exposures to amphibole structures, and, as a group, have experienced the health consequences of those occupational exposures. It has been suggested that Libby residents also have been and continue to be exposed to amphibole structures released during the vermiculite mining operations and therefore are at increased risk for disease. The Agency for Toxic Substance and Disease Registry (ATSDR) conducted two epidemiological-type studies of residents living in Libby and the surrounding areas to assess these risks. The Environmental Protection Agency (EPA) collected and analyzed exposure data in Libby and used those data to project risks of asbestos-associated disease for Libby residents. The EPA has placed the Libby Asbestos Site, which includes the mine and the town of Libby, on its National Priority List of hazardous waste sites in need of clean up. This article presents a review of the exposure studies conducted in Libby and an analysis of health risks based on the data collected in those studies. Libby mine workers have experienced elevated levels of asbestos-associated disease as a consequence of their occupational exposures to amphibole structures. Libby residents? exposures typically are substantially lower than mine workers? historical exposures, and the health risk projections for residents are, accordingly, substantially lower. © 2007 Published by Elsevier Inc. The Flambeau and Ridgeway Mines, both owned and operated by wholly owned subsidiaries of Kennecott Minerals Company, were located very close to populated areas having initial concerns about health, safety and the environment. The success of both operations depended upon developing a framework of community support and enhancing sustainable development opportunities throughout the entire life cycle of the mining operations to address these concerns. The protection of the Flambeau River was the cornerstone of the Flambeau Mine’s success. The highest priority for the Ridgeway Mine was to ensure long-term physical, chemical and ecological stability of the reclaimed mine site. Both of these goals have been achieved and are discussed in this paper, which highlights Kennecott Minerals Company’s integration of sustainable development principles into its business decision-making and management processes.

1. Paper1?Identification and enumeration of asbestos fibers in the mining environment: mission and modification to the federal asbestos standard Arthur M. Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.
