Raw materials and mineral products are crushed, ground, or pulverized for a variety of reasons. Some of the most important reasons for size reduction are: to liberate marketable mineral species from a matrix of commercial minerals and gangue, to promote rapid chemical reaction through exposure of large surface area, and to produce a material with desirable size characteristics for handling, utilization, and storage. Comminution processes are currently used on vast tonnages of raw material annually. In the mineral industries where mineral products and other solids are processed, the various size-reduction unit operations represent a major portion of the manufacturing costs. The comminution process is an expensive unit operation from the stand- point of both capital and operating costs. Power consumption is large, and the energy conversion to useful work is very small regardless of the size-reduction system. In energy terms, about 1% of the all electricity generated throughout the world is expended in crushing and grinding operations by the cement industry alone. Comminution is a general term for size reduction that may be applied without regard to the actual breakage mechanism involved. The successful genetic manipulation of T. ferrooxidans is partly dependent on an understanding of the molecular biology of the organism. For optimum controlled expression of foreign DNA in T. ferrooxidans it is important that donor DNA is derived from bacteria that are genetically similar to T. ferrooxidans or placed under the control of T. ferrooxidans transcriptional promoters. Several structural genes and their controlling regions from T. ferrooxidans have been isolated and their DNA sequenced. These include the genes that encode the nitrogenase enzyme (nifHDK genes), glutamine synthetase (glnA gene) and the recA gene. These genes and the identical genes from a wide variety of other bacteria have been compared at levels of DNA sequence, protein sequence. Where possible, gene expression as well as transcriptional control and protein function of the cloned genes were tested in the enteric bacterium Escherichia coli. The two genes involved in nitrogen metabolism were either expressed or possessed the necessary elements for expression in other bacteria. In contrast the recA gene was not expressed in E. coli from its own promoter. The two gene products that would be tested (glnA and recA) were fully functional in E. coli. Slurry system are the principal method for storage and transportation of solids within and between concentration operations In a mineral processing plant. A slurry 1s a mixture of solid particles In water, or a chemical solution, that behaves like a liquid. The design of slurry transportation systems is generally analagous to pumping and piping water, but with a few notable exceptions: • The interaction of particle on particle affects slurry transport. • Particles often interact with the fluid, particularly when chemicals have been added to the system. • Particles have a frustrating tendency to settle from the slurry suspension, especially into locations not considered In the design. • Solids have an affinity for wetted surf aces and tend to wear them away. Slurry transportation systems Include a number of separate components, each requiring special design considerations. A systematic evaluation of each component of a slurry transfer system will help overlooking the small details that could cause operational headaches. Most slurry transport systems include: • A receiving sump or tank that provides for mixing and/or momentary storage of slurry. • A driving force.. by a pump, atmospheric pressure or gravity. • A suitable conduit for transportation.. pipes or launders. • A delivery objective.. another sump or process vessel, or distribution system to several process points. • A control strategy and design to regulate the transfer operation. The Bureau of Mines monitored the water quality in and near a copper/gold tailings impoundment. Samples were taken from the unsaturated %one. and dissolved concentrations of over ZO constituents were measured with respect to depth and moisture content, factors which influence oxygen content and sulfide oxidation. Samples from the unsaturated %one were drawn through a hypodermic needle sampler into individually evacuated vials fitted with septa, thus preventing oxygen contamination. Water quality was also monitored in the saturated tailings, underlying colluvial aquifer, and weathered andesite bedrock.

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. Limestone can be used effectively in treating acid mine water. Aside from a lower cost than for other treatment agents, limestone has the advantages of easy storage and effectiveness even when impure and in slack sizes. Limestone incorporated into waste piles in layers or as riprap can inhibit acid formation; limestone rubble packed in a mine entry offers promise in formation of a low-cost autogenous resilient seal.

The concentration of mineral slurries by conventional thickening devices is discussed. The role of additives on the compression of mineral slurries is also examined. Results for a range of flocculation conditions are presented. The compression of flocculated mineral slurries is found to be highly dependent on the fundamental particle-particle interaction forces and hence, the rheology of the particulate fluid. It is demonstrated that a detailed knowledge of the properties of both the mode of operation of the thickening device and of the solid/liquid interface is required for improvement in the rate and in particular, the extent of dewatering.

A versatile acid leach process has been developed which is applicable to a broad range of oxide nickel ores. Inherent in this process are high recoveries of nickel and cobalt, as well as a relatively low energy consumption. These features extend the range of economic exploitation of laterite deposits to low grade limonites and to garnieritic ores not suitable for pyrometallurgical processing. Particular advantages can be realized in treating orebodies containing both limonite and garnierite and ores containing significant amounts of cobalt.

Coal mines and power plants utilize different methods to control dust for the safety of their workers and to protect their installations. The methods that they use are limited by the Environmental Protection Agency or the states in which they operate. Now there is a new technology for controlling dust at conveyor transfers! The Passive Enclosure Dust Control System utilizes several proven technologies to mitigate fugitive dust. This new system has been proven to be four times more effective than standard enclosures utilizing bag house collection and is considerably less expensive to install and operate.

One of the major operating costs for any labor-intensive operation is that of its employees' wage and benefits package. Today's packages are extremely complex, with multiple pay rates for different grades and shifts, intricate bonus criteria, and expansive benefit packages that include all sorts of medical, dental, pension and other costs that can be "hidden" from direct examination and consideration. The problems of estimating the total cost of such a package to a company becomes even more acute at negotiation time, when pressure from both sides to settle intensify and changes to package offers come rapidly. A comprehensive system is needed that can evaluate these costs and perform sensitivity analyses, on the various components of an agreement so as to aid in the solving of major labor deadlocks, productivity problems, and cost impacts created by those agreements.

Yttrium Oxide is versatile; it is essential for television phosphors, for microwave garnets, for laser crystals and for high-performance ceramics, to name but a few advanced applications. When produced commercially, the material must satisfy not only stringent specifications regarding chemical purity but, increasingly, also meet closely defined physical parameters. The techniques needed for its production range from solvent extraction to carefully controlled precipitation and calcination. The processing steps from mineral concentrate to pure oxide will be described and related to the final oxide. The simple word "material" has complex connotations; it means, to paraphrase "Alice", exactly what we want it to mean. Throw in the label "advanced" and the picture darkens further! Just what is an advanced material and how does it differ from a common-or-garden material?

Computer processing and high resolution graphics display of geochemical data were used to quickly, accurately, and efficiently obtain impor¬tant decision-making information for tin (cassiterite) exploration, Seward Peninsula, Alaska (USA). Primary geochemical dispersion patterns were determined for tin-bearing intrusive granite phases of Late Cretaceous age with exploration bedrock lithogeochemistry at the Kougarok tin prospect. Expensive diamond drilling footage was required to reach exploration objectives. Recogni¬tion of element distribution and dispersion patterns was useful in subsurface interpretation and correla¬tion, and to aid location of other holes. Tin was its own best pathfinder. Arsenic, also a useful pathfinder element, forms a discrete halo peripheral to tin mineralization. The arsenic halo is expressed in hand specimens by asenopyrite and/or scorodite staining.

A laboratory tower mill was used to investigate the effect of some variables on the power requirements of a plant mill. The grinding laws were tested for fine grinding and Charles' law and Rittinger's law found to be most closely satisfy the experimental data. The effects of ball size, ball charge mass and media type were investigated. The screw speed was altered to control the power input as required. The results indicate that changes in these variables will change the grinding kinetics but in terms of the grinding efficiency they have no effect on the size-energy relationship. The main factor in the specific energy efficiency is the transfer of the input energy to the charge by variation of the agitation mechanism. The efficiency of a tumbling ball mill and a pin stirred mill were tested for comparison.

Longwall faces can move at high advancing rates, but many geological variations can cause unexpected instabilities and production losses. The rapid movement makes it necessary to evaluate different geologic conditions in the rock mass as fast as possible to assess their effects on the longwall face and shields. It is believed that prompt awareness of geologic conditions is the key to preventing instability at a longwall face. This paper introduces the application of fuzzy set theory for characterizing and evaluating roof conditions. Real-time monitored data coupled with fuzzy set analysis provides valuable information, such as shield leg pressure, developing load on shields, intervals of periodic weighting and the ratio of developing loads during periodic to normal times.

High gradient permanent magnetic separators (termed "Ferrous Wheel") are described as used to recover the iron bearing minerals from mill tailings at the Grupo Acerero del Norte's Hercules iron mines in Coahuila, Mexico. The pilot scale test work as well as the "in-plant" test work provided the basis for a 385 MTPH plant expansion to be commissioned late in 1995. Approximately 6 million metric tons of flotation tailings averaging 50 percent iron, mostly as hematite, are contained in two separate ponds. The tailings are relatively fine at 93 percent -200 mesh and 72 percent -500 mesh. After testing various recovery methods, a high gradient permanent magnetic separator was selected to produce a preconcentrate prior to flotation. The separator uses a flux converging matrix to generate high gradient magnetic fields and capture the hematite. The advantage of the Ferrous Wheel high gradient permanent magnetic separator is the use of permanent magnets as opposed to electro-magnets. Further the vertical rotating ring is much more conducive to matrix cleaning as opposed to the conventional horizontal ring separators. This feature also allows the use of a wide range of matrix materials to achieve the optimum metallurgical response

Sampling data from large mined out areas of, existing Witwatersrand mines is split into areas accepted as 'mines' and used to provide for each mine the equivalent of a number of sets of borehole values as well as the follow-up 'actual' value. This data is used to establish the spatial structures on a macro scale between 'mines' for grade as well as variance and the suitability of the three-parameter lognormal model Is tested for the borehole and 'mine' frequency distributions. A comprehensive range of borehole valuation techniques is then applied to a large number of borehole sets on an individual mine basis. The results for each technique are then compared with the corresponding follow-up 'actual' values for these mines. After normalisation via the three- parameter lognormal model the estimates are also correlated with the 'actuals' to define any conditional biasses and to establish the observed error distributions and error variances of the estimates. On this basis the various techniques are rated for their relative efficiencies and the significance of the advantages gained.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Service vehicles, often called support vehicles or auxiliary vehicles, are used in secondary functions to support production activities such as loading, drilling, and timbering. Probably the most common support vehicles are the personnel carriers used to move miners to and from work areas. Utility designs are used to transport supplies and various less mobile equipment. Specific application designs are used for special work such as explosives transportation and loading, equipment maintenance, and equipment lubrication. PERSONNEL CARRIERS Personnel carriers are available in a wide variety of sizes and configurations. Some are two-wheel drive, though most are four-wheel drive. Smaller versions carry at least two men and usually have sufficient capacity to carry a small payload of supplies or equip¬ment. The American Motor's 05 Jeep, equipped with an optional diesel engine, has been adapted successfully for this light duty. Larger personnel carriers with ca¬pacities of 12 to 20 or more men currently are available, as shown in Fig. 1. The designs often are customized to the operating characteristics of each mine. All meet the latest federal requirements for rollover protection, emergency brake systems, etc. UTILITY VEHICLES Utility vehicles are adaptable to numerous duties. Probably the most common are ordinary haulers with a flat bed or low-sided box. They are used for hauling supplies and equipment from one point to another. Some occasionally are used for towing and may pull one or more trailers. Fig. 2 shows a typical utility truck. SPECIAL-APPLICATION VEHICLES Special-application vehicles are possibly the most important of all support types since these vehicles di¬rectly support and maintain production equipment. Such vehicles are available in a wide variety of sizes, mechanical functions, and operating specifications. Most versions are four-wheel drive and articulated. Among the more common vehicles are explosive haulers and loaders, mechanic's trucks, lubrication trucks (Fig. 3), and special carriers. TYPICAL APPLICATIONS Development Utility haulers are essential in trackless operations to bring supplies to advancing headings. Some utility haulers may be dedicated to bringing in steel sets and may be equipped with boom lifts to unload heavy sup¬ports or even place them as required. A rockbolt hauler may have a boom-mounted operator's basket which can be used for bolt installation or inspection. Various mechanic's trucks and pipe trucks service the heading to keep power, air, water, and ventilation at the face and to keep face equipment at maximum utilization. Production Production operations require a variety of support equipment. Because of the larger crew size brought about by the addition of the production force, personnel carriers play a greater role. Correspondingly, steel¬support hauling equipment and bolting trucks usually see limited application. PRODUCTION UNITS Capacity Personnel carriers are available to carry almost any number of people desired. Likewise, other types of carriers or haulers can and are built to fit specific re¬quirements. Physical size, capacity, and operating char¬acteristics can be varied to fit any size of opening and operating condition. Generally, articulated models offer greater maneuverability than straight frame-axle steer designs. Most vehicles of this type are lower in power than production units, generally under 74.6 kW (100 hp). Operating performance still compares favorably to that of production equipment, i.e., the support vehicles can travel at equivalent speeds on the various mine gradients. Manpower Auxiliary vehicles should require only a single opera¬tor. Specific application vehicles may require more than one person. For example, ventilation trucks usually require a crew of two where pipe must be installed.

A sizable surface mining industry exists in Western Canada. There are the surface coal mines in the provinces of Alberta, British Columbia, and Saskatchewan producing the bulk of Canadian Coal. The two oil sands plants in Fort McMurray, Alberta producing synthetic crude oil are surface mining operations. Much of the metalliferous mining in British Columbia is carried out by open pit methods. This paper discusses the current surface mining methods in both of these industries with particular reference to Alberta. Issues relating to environmental impact assessment, mine reclamation and mine site closure have been dealt with.
