All mining operations using trucks have a common need to properly match the number and size of hauling units (trucks. wagons. scrapers. etc.) to a loading unit (wheel loader. hydraulic shovel/excavator, cable shovel. push tractor. etc.) to provide the best possible fleet match. Optimizing fleet match minimizes the cost per unit of material moved by that fleet. As haul conditions change (haul length. grade. or rolling resistance), there may be need to adjust the number of trucks to maintain the optimum fleet match. Fleet Production and Cost is a tool which, among other things, can be used to optimize the truck-loader match.

Recently passed federal strip mining legislation officially emphasizes that the increased coal production required by this country through surface mining is going to be obtained only with stricter environmental standards. Dozing overburden down the hillside in Appalachian contour mining or leaving drag1ine spoils in area mining is now taboo and it is now or will soon be necessary to return the disturbed land to as good or better condition than before mining. These new restrictions will create a need for new and better ways to do the job. This paper describes one approach for utilizing scrapers and dozers to strip all of the overburden and to replace that overburden in an environmentally satisfactory fashion. The objective was to do this at a lower cost than that possible with the traditional dragline system using dozers and scrapers for reclamation and topsoil handling. In area stripping, the dragline has been able to move overburden at an extremely low cost. Operating costs of 8-13¢/bcy are typical in many operations where rehandling is not required. However, the cost of leveling the spoil piles and rehandling topsoil add considerably to the low basic cost of drag1ine stripping.

Technological innovation in the minerals industry must be driven by the need to improve performance according to social, as well as environmental, safety, efficiency and production criteria. This paper outlines the possibilities and rationale for incorporating constructive technology assessment into technology research and development within the CSIRO Minerals Down Under National Research Flagship (MDU). The paper develops a process of Social License in Design that attempts to address the future social challenges and opportunities of a technology during development by utilising forecasting techniques and accounting for the perspectives and values of decision makers and likely stakeholders. Interviews with senior technologists and social scientists within MDU reveal the institutional context into which the Social License in Design process is to be situated and highlight key factors that may inhibit or enhance its uptake.

Although production generally satisfies demand for rare earths, new markets may make undeveloped resources, particularly those rich in yttrium, more interesting. A Precambrian carbonalite orebody at Mountain Pass, California, has been the world's largest rare earth producer. Minor rare earth production comes from titanium placer mining in Florida and uranium mining in Canada. Prior to operations at Mountain Pass, North American production was mostly from placer deposits that constitute large, low-grade rare earth resources. Newly discovered North American rare metal resources in peralkaline igneous rocks are potential yttrium producers. Most of these resources are in a continent-wide belt of anorogenic magmatic rocks approximately coeval with mineralization at Mountain Pass. Other untapped rare each resources in North America are generally light rare earth-dominated and small or of low grade.

The DEAREX knowledge acquisition and engineering system is a teaching and exploration tool designed to facilitate the under- standing and development of expert systems by explorationists without the aid of a knowledge engineer and without recourse to expert system languages. To fulfill its objective, the DEAREX system considers the selection of exploration methods in desert areas. The system consists of three parts: 1. A tutorial which introduces the basic and selected advanced concepts of expert systems, 2. A sample program illustrating how an expert system works and can be used, and, most importantly, 3. A knowledge acqusition and engineering program which enables users to develop their own expert systems. The tutorial provides a brief and concise introduction to expert systems, a 10 rule exploration example which defines, explains and illustrates the basic concepts and design of expert systems, and a glossary of expert system terms including cross references. The sample program is a larger, self contained example of an expert system with some commentary illustrating addition- al expert system concepts and the role of the knowledge engineer in particularizing rules and ascertaining the knowledge base. Restricting itself to the selection of exploration methods in desert areas, the knowledge acquisition and engineering program questions the user and converts the answers into an expert system. Questions pertain to geology, infrastructure, availability of instrumentation, personnel, etc. Additional information may also included. In conclusion, some salient points concerning knowledge engineering toolkits, shells and knowledge acquisition capabilities such as contained in DEAREX are discussed.

The CP-3A contract is the final segment of the MWWST’s 28.3 km (17.6 mile)pressurized water supply tunnel for the metropolitan Boston area. The 1,288 m (4,226 feet) of U-shaped tunnel alignment passed through five rock zones employing four different primary support systems. The short tunnel began in Weston, Massachusetts, at Shaft 5A in soft, completely weathered argillite, passed through a fault zone, and ended in Dedham granite. An 18-foot diameter horseshoe starter tunnel was built to accommodate a 4.94 m (16-foot 2 1 / 2 inch) diameter Robbins TBM. Heavy water inflows were anticipated and subsequently encountered during probe drilling. Pre-excavation grouting was implemented at high pressures to displace high water inflows in the starter tunnel and consolidate the fault zone. This paper will provide an overview of the tunnel construction with an emphasis on ground control, grouting and survey control.

Recent research by the investigators has evaluated the oxidation roasting of refractory gold concentrates in the presence of hydrated lime. (Taylor, 1990, 1991, 1992, 1993). These results have indicated that it may be possible to roast concentrates in such a way as to contain nearly all of the sulfur and arsenic in the roaster calcine and that cyanidation may be possible. To further evaluate the behavior of this type of roasting system a laboratory cyclone reactor was built and operated using pyrite and hydrated lime as a .model system. Approximately 50 years ago, the principle of cyclone firing entered practical boiler construction. The appeal of the cyclone configuration was that it afforded the flash combustion process greater efficiency due to turbulence-induced increased mass transfer, heat exchange, and combustion rates.

In order to clearly understand our process control system it is necessary to briefly discuss the various process control systems that were considered and why we chose our particular configuration. We considered Analog Systems, Computer Supervisory Systems, Computer Setpoint Systems, Direct Digital Systems and Direct Digital with Backup Systems. Our concept of these systems is illustrated in Figure 1 through Figure 5. We chose Direct Digital Control with Manual Backup because it had the greatest flexibility, ease of implementation and cost no more than a pure Analog Control System for one control concept. There would be no increase for a Direct Digital Control with Manual Backup System if the control concept were changed, while there could be considerable additional cost with an Analog System, if the control concept were changed.

The Automated Minerals Information System (AMIS) is an integrated data base system being developed to support the Bureau of Mines minerals information collection and analysis activities. The system facilitates cross-referencing and integration of domestic and foreign information from a variety of sources. The AMIS provides a central source of minerals information that is versatile and responsive to the needs of problem and policy analysts as well as supporting the needs of those involved in data collection and interpretation. As the AMIS becomes fully implemented, it will become an important tool in forecasting and assessing the impact of policy decisions that affect the supply and demand for minerals. The Bureau of Mines has long been the Federal Government's principal source of worldwide information on non-fuel minerals. Emphasis is placed on the analysis of mineral problems and policies as they affect the world's nonfuel mineral resources. To facilitate timely and accurate analysis, comprehensive data on 87 commodities are collected by various Bureau programs. Minerals information is made available through a number of periodic publications including the annual Minerals Yearbook and monthly Mineral Industry Surveys. These data collection and analysis activities have traditionally been supported by over 200 separate information processing systems. The Bureau of Mines has begun to implement a broad information strategy to provide a better response to the mineral problems and issues of the 1980's. The cornerstone of the Bureau of Mines information strategy is the development of the Automated Minerals Information System. When fully operational, we believe that the AMIS will provide the Bureau of Mines with the most comprehensive source of minerals information available anywhere in the world.

Moving ground in the mining industry is almost inevitable; however comprehensive awareness of these movements is necessary to mitigate risk. Monitoring of displacements caused by mining is a key tool for geomechanical risk management. Good monitoring may prevent unexpected failures and protect personnel and equipment. Many displacement monitoring techniques are available, however not all are reliable, accurate, and cost effective. Close range photogrammetry (CRP) is a monitoring method with high accuracy, reliability, and cost effectiveness; and has the ability to measure places that are inaccessible. In CRP, some series of photos are taken in different positions with different angles at different time intervals depending on the displacement rates. These photos are processed using PhotoModeler software and 3D models are made. By comparing 3D models, displacements can be measured. This method has been demonstrated at the Freeport-McMoRan Safford Mine in Arizona. A fault related instability in part of the pit is reactive to mining, and provided an opportunity to compare results between traditional monitoring methods and CRP. In this project, multiple series of photos were taken at different times using a Canon 5D Mark III digital camera, then PhotoModeler software used to make 3D models for each specific measurement event. Movement rates were determined by comparing different 3D models. These results are then compared to results of other monitoring methods to validate the CRP displacement method.

The beneficiation of barite has been the subject of many investigations at CANMET, thus reflecting barite's importance as an industrial mineral. Fifty-one studies relating to various aspects of beneficiation were conducted between 1920 and 1986, and a review of some of the more important studies is presented. The information, including mineralogy, beneficiation methods and results, flotation parameters, and reagent concentration data, is presented in tabular form. By so arranging the principal data, the research worker and production metallurgist will be assisted in the evaluation of barite ores from a variety of origins.

Other than being used to convey fill material for the gob stowage or building of ribside packs on advancing longwell faces, pneumatic conveying has not been used for the transport of materials on a large scale in mining operations. The technique is extensively used in the wood products industry for conveying wood chips, limestone and other ingredients for the manufacture of paper, for the transfer from railcars, barges or ships to silos or stockpiles and further transfer into the pulp mills. This method of material transfer has the distinct advantage of transporting suitable material over horizontal and vertical distances within the same system. In considering material associated with mining, this includes, ore, coal and rock up to 4 inch cubed size, throughputs of 200 tons per hour over horizontal distances of 3000 feet or vertical lifts of 2000 feet. In recent years tests have been carried out to determine the physical and economic limitations of pneumatic hoisting, the results of which have led to the installation of two fully productive coal hoisting systems at mines of the National Coal Board in Great Britain. The equipment used for the pneumatic hoisting of coal or waste rock is described in this paper, together with a brief history of the tests which led up to the installation of the two hoisting systems in Great Britain.

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from a high-extraction retreat room-and-pillar operation in southern Illinois. The objective of this monitoring program is to study the inter- action between the ground surface and a structure during a subsidence event. Data from such a study should enhance the understanding of the mechanisms that produce structural damage and aid in the design of structures that resist such damage. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tiltmeter to detect and follow the tilt of the foundations caused by the mining subsidence sequence is demonstrated. Using data from this tiltmeter, the development of curvature in the foundations as they conformed to the displaced ground surface is shown. This curvature is rep- resented by differences in tilt at various points on the foundations, indicating a change in tilt over a horizontal distance. Also, even though subsidence damage has not been fully analyzed, preliminary observations of the cracks that formed in the foundations are reported. These cracks resulted in the separation of one footing into distinct pieces; therefore, their effect on the tilt readings is cited.

Discussion focuses on site selection, embankment design and construction, site preparation, facility operation, abandonment, and reclamation. It emphasizes measures that should be adopted in the design phases and during construction of the facility. Recommendations are also made concerning special problems, including seepage, ground water contamination, and mine sealing.

Lateral migration of leach solution in heaps and dumps is attributed to two phenomena. One is site-specific anisotropic conditions that exist on a macroscopic scale on the surface or within the rock piles. The second is associated with a random walk phenomenon that causes dispersion of solution, especially at gradients in flow or hydrostatic pressure. The latter phenomenon is a general condition that will occur in any leaching operation. Its effects are modeled by computer analysis and are compared with available field data on heap leaching. Under appropriate assumptions, the observed 58° angle of solution dispersion can be reproduced by the model. The combined effects of both anisotropy and random walk are also discussed. Finally, the impact of lateral solution flow on actual leaching operations is considered.

The US Bureau of Mines investigated the fundamental aspects of shear-flocculation using a rapid, in-situ particle size analyzer. Silica was stirred in the presence of an aliphatic amine to determine the effects of collector coverage, stirring speed and solids concentration on the kinetics of shear-flocculation. The results showed that shear flocculation is a two-stage process. In the first stage, which occurs during the first 1-2 min. of the reaction, the mean particle size increases rapidly, and in the second stage, an equilibrium is set up between the rates of floc growth and floc decay. Collector dosage affected the position of the equilibrium by altering the number of surface sites for particle-particle attachment. A minimum stirring speed was necessary for shear flocculation, which was dependent on solids concentration and collector dosage. This stirring speed was the minimum necessary for particles to overcome the electrostatic energy barrier, and that results in keeping the conditioned particles dispersed. Larger particles flocculated more rapidly. At very high stirring speeds, large flocs became unstable, resulting in a narrowed particle size distribution in the slurry.

The original patent for the gyratory crusher was granted to Philetus W. Gates in 1881. This first crusher was used by the Buffalo Cement Co. At the time these early gyratory crushers were developed all mining and quarrying, either underground or open pit, was done by hand; tonnages generally were small and product specifications simple and liberal. Likewise plants were small and demands for small product sizes practically nonexistent. In addition to substantial amounts of hand labor, the available material handling equipment was small, simple, and not suited to handling large run of mine ore. Mine can, cable ways, or belt conveyon transporting crushed material to the mill had limited capacity per hour. At the turn of the century the largest Gates crusher, the No. 9, had a receiving opening of 21 x 48 in. with a three-arm spider and a 21 x 80-in. opening with a two-arm spider. The steam shovel began to change the entire picture of open pit quarrying. As a result of the use of steam shovels around 1910 crushers with 48-in. receiving openings were built; thus it can be seen that the basic gyratory crusher was developed prior to World War I. The improvement of the internal combustion engine and the use of pneumatic tires created a new set of operating conditions. Early mines were small, using shrinkage stoping and small mine can. The capacity of material handling was small, limiting the size of the largest piece and the feed rate. Improved material handling resulted in more and more large open pit mines with large shovels and a tremendous increase in the size of off road or mine haul trucks or rail can. Primary gyratory crushers also increased with receiving openings as large as 60 in. and connected hp of 1,000.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market.
