Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. Tripoli and the related mineral commodities such as micro- crystalline silica have been mined for more than 100 years for their abrasive properties. Although abrasive and buffing compound markets are still very important, within the last 15 years the filler and extender markets in paint, plastics, rubber, adhesives, and sealants have increased substantially. Tripoli or microcrystalline silica consists almost entirely of very small quartz crystals, many less than one micrometer in length. Material mined from different districts differs in crystal shape, grain size, and texture of the rock, all of which influence markets. Most US deposits are now mined by surface methods, and both air floated and micronized products are marketed. Deposits of tripoli now mined in the United States occur in chert-bearing Paleozoic limestone in the central part of the country with producing districts in southern Illinois, central Arkansas, and eastern Oklahoma. Although deposits within each district are confined to specific formations and extend laterally within those formations, individual bodies form minable deposits that are typically several hectares in areal extent. Tripoli is white to cream to rose and characterized by high porosity and ease of disaggregation. DEFINITIONS Tripoli In the United States, tripoli was first used to describe the fine-grained, easily disaggregated material from Seneca, MO, be- cause of its similarity to a rock from the Tripoli region of North Africa (Hovey, 1894). The North African rock is actually diatomaceous earth, a material that is similar in appearance to the rock from Seneca, but is of entirely different origin having formed by the accumulation of siliceous remains of microscopic marine or fresh- water animals. Tripoli is best defined as a very fine-grained, generally porous rock that consists of microcrystalline quartz, typically formed by the alteration of a chert-bearing limestone. Tripolite A term used to describe a rock from the vicinity of Tripoli in North Africa which is diatomaceous earth (Quirk and Bates, 1978) Microcrystalline Silica Microcrystalline silica is the same material as tripoli, but the distinction between the use of these two names is dictated largely by convention and markets. Material produced from southern I1linois deposits and used in white pigment and filler applications is generally referred to as microcrystalline silica, whereas that used in abrasive applications, both from the Illinois district and from other states, is commonly called tripoli. Amorphous Silica Amorphous silica, a term formerly used to describe the material produced from the deposits in southern Illinois, is now replaced by the term microcrystalline silica. Amorphous silica came into use when even optical methods for the identification of very fine- grained quartz were not widely available and the Illinois product, composed of quartz grains too small to be seen with the unaided eye, was thought to consist of amorphous silica. The Illinois material is clearly crystalline quartz, as shown by X-ray diffraction analysis and scanning electron microscopy (Fig. 1). Novaculite Although originally used to describe a rock suitable for the manufacture of whetstones, novaculite is now defined more generally " - as a homogeneous, mostly white or light colored rock, translucent on thin edges, with a waxy or dull luster, and almost entirely composed of microcrystalline quartz" (Steuart et al., 1983). The more compact rock mined in central Arkansas from the Arkansas Novaculite is referred to as novaculite, whereas the more porous rock is referred to as tripoli. Rottenstone The commodity rottenstone is sometimes included within the general mineral commodity category of tripoli. Rottenstone is mined in Northumberland County in eastern Pennsvlvania and formed by the weathering of a siliceous shale of Devonian age (Faill, 1979, Berkheiser, private communication, 1991). This material is used as a filler and extender, but is apparently unlike tripoli both in origin and physical properties. Spiculite Spiculite is a rock consisting of siliceous sponge spicules having formed by the removal by solution of the carbonate matrix of a spicule-bearing limestone. Spiculite has been mined in Texas and, because it resembles tripoli in several aspects, is included in the discussion of deposits.

The Bradshaw Section 5A Interceptor involves the construction of two miles of 108-inch, finished diameter tunnel in dry soils. Excavation is generally by Lovat TBM with ribs and lagging support. The tunnel is beneath a recreational parkway and stringent measures have been enacted to preserve the parkway and minimize disruption to the neighborhood. Apart from these constraints, the project would have been unremarkable but for the intervention of CalOSHA and the local fire department who ordered extraordinary fire protection measures. The paper discusses the cause and effect of these measures and comments on the potential repercussions for other projects.

Mine No. 95 is located in Harrison County about 5 miles west of Shinnston, WV, with coal properties covering the northwest corner of Harrison County and the southwest corner of Marion County and with adequate Pittsburgh seam reserves to support the mine for many years. The mine was opened in 1967 and was planned, projected and operated as a room and pillar mine. It is located on a spur branch of the Baltimore and Ohio Railroad, has rail loading facilities and shipped by rail during its development stage. In 1972 it was converted to a mine mouth power station supplier and now transports coal by conveyor belt directly to the Harrison Power Station of Allegheny Power System. In 1971 the first longwall unit was installed in a selected area of the mine and immediately an orderly system of planning was developed to overcome the restrictions associated with longwall mining. The first was the development of the technique necessary for the plugging of abandoned oil and gas wells that existed in the area. With the assistance of the Morgan- town Energy Research Center of the Bureau of Mines, this restriction was overcome and thus opened a great potential for longwall mining in northern West Virginia. Other restrictions that had to be considered for longwall planning were dwellings and other improvements, snap top zones, water courses, and adequate bleeder systems, and the handling and treatment of mine drainage. In 1975 the second longwall unit was installed and soon therefore became a total longwall mine.

In this chapter, I shall discuss railroad con¬struction for modern underground coal mines. Because men, materials, and supplies are being moved more often and farther by rail, the ef¬ficient and safe construction of the system takes on new importance. Most large coal mines are opting to use track haulage over other support transportation systems because of cost, ease of installation, reliability, and other factors. En¬gineers tackling the problem of designing such a transportation network must be aware of all the steps required for an effective transportation system design. This chapter discusses all aspects of efficient trackwork construction. The areas covered in¬clude design factors, laying the track, installing turnouts and switches, and installing trolley wire. Each area includes a description of the steps needed to complete the work.

Mathematical models of mineral processing unit operations have been developed and used for a variety of purposes. Models, defined as equations which mathematically approximate the behavior of process units, are being employed in simulators to evaluate proposed flowsheets, to investigate flowsheet modifications, to study the effect of variables on circuit behavior, to optimize the performance of circuits off-line, and to compare alternate control strategies (Mular and Herbst, 1978). Models developed for mineral processing operations may be placed in one of two general categories: phenomenological (based on mechanism) and. empirical (based on experimental data only). Dynamic models (including time as a variable) .are useful for control studies, while steady-state models (independent of time) are employed in flowsheet evaluations. Phenomenological models are potentially more flexible and accurate than empirical models. However, models constructed from theoretical knowledge are less easily developed compared to empirical expressions fitted statistically to experimental data. The latter apply only over the range of data acquired. Most often, models used in practice are the result of a combination of theoretical and empirical approaches.

The Gross Rosebel gold deposits are located in theGuiana Shield of northcentral Suriname in South America. The property lies 80 km (50 miles) south of the capital city of Paramaribo. Gross Rosebel covers 170 km2 (65 sq miles) in an area of small hills covered primarily with secondary tropical rain forest, separated by discontinuous savannah (Fig. 1). The concession is accessible from Paramaribo by a 120-km (75-mile) paved and all-weather gravel road. Surficial gold was discovered in 1880 by local artisanal miners. This was followed by small-scale mechanized mining from 1885 to 1939. Placer Development carried out the first systematic exploration program from 1974 to 1977. In May 1992, Golden Star Resources optioned the property. Initial shallow reconnaissance diamond drilling of the extensive surface geochemical anomalies intersected sporadic gold mineralization with no apparent continuity between drill sections. Successive deep augering, trenching and systematic grid drilling, based on information from surface mapping, allowed the development of a preliminary geological model. Further drilling of specific structural-lithologic targets and more complete synthesis of geological data from the trenching and deep auger sampling added to the geological model and defined the multiple controls of gold mineralization. Carefully planned infill drilling on a tighter grid spacing resulted in progressive definition of reserves within six discrete gold deposits. Reserves based on $11.25/g ($350/oz) gold now stand at 35.5 Mt (39.1 million st) of 1.8 g/t (0.053 oz/st) gold, or 62.2 t (2 million oz) of gold.

An active underground lead mine produces water having a pH of 8.0 with 0.4 to 0.6 mg/L of Pb and 0.36 mg/L. of Zn. This water is pumped at the rate of 1.200 gpm into a five-cell, bioreactor system covering about 5 acres. The gravity flow system is composed of a settling basin followed by two anaerobic bioreactors arranged in parallel which discharge into a rock filter polishing cell that is followed by a final aeration polishing pond. The primary lead removal mechanism is sulfate reduction/sulfide precipitation. The discharge has met stringent in-stream water quality requirements since its commissioning in 19%. However, there have been startup and operational difficulties. The system was designed to last about 12 years, but estimates suggest a much longer life based on anticipated carbon consumption in the anaerobic cells.

Modern metallurgical processing often depends heavily on the use of flocculants to achieve the high levels of efficiency required. Selection of the optimum polymer can be complicated by the effects of process streams on the chemical and physical stability of the chosen polymer. Similarly, the presence of the polymer can have positive or negative side effects on process streams, such as phase disengagement in solvent extraction, foaming at filters and thickeners, crystal growth modification or flotation performance. Guidelines are given to highlight areas where problems may occur and suggestions made as to how these can be overcome. Practical advice on the preparation and application of polymers in process liquors is provided.

INTRODUCTION Following the world stock market debacle in October 1987, it would have been foolhardy to expect that securing equity funding in 1988 would be easy. Indeed, major equity financing's for gold mining companies have until recently been few and far between in the weeks and months following Black Monday. As a result, gold bullion loans have taken on an increasingly important role among producing firms in the industry. During 1988, the role of bullion loans has become increasingly complex and controversial. Some observers herald the emergence of a new breed of bullion loans - such as the 1,000,000 ounce loan to Newmont Mining, and the 400,000+ ounce facilities drawn down by Bond International Gold and Placer Pacific - as both increasing the public's awareness of the technique, and representing the dawn of a new age of gold financing. But are these recent loan facilities significantly different than those issued worldwide during the early to mid 19801s? Similarly, observers have voiced concerns regarding the role that gold loans play in the world's bullion markets, specifically in relation to their impact on prices. Have the new generation of mega-loans depressed current and future prices? Has the current surge of bullion loans irrevocably changed the nature of the gold market? Is there an upper limit on the number and size of gold loans?

Island Creek Coal Company has had, for many years as a primary concern, the activity of handling large quantities of methane in the ventilation of its deep mines of southwest Virginia. Since the development of the Beatrice operation in the mid 19601s, the concern has been well founded, and through the years progress has been made in this most important facet of the extraction of the coal reserves to insure the safety of the employees engaged in the mining opera- t ions.

Working places in underground mines are formed by digging. The main feature of underground working places is that they are surrounded by rock. Digging through rock, which is main operation of mining, generates great reacting force. In many cases, supports are required to maintain a roof. Working places change their location with progress of mining operation. Therefore, for automate the work in such environment, a locomotive mechanism which can endure great reacting force, can support effectively the roof and floor, and has high moving performance in rough environment, might be required. In narrow underground environment which is surrounded by rock, it is possible to generate great fixing force by means of a jack which is set between the roof and floor or both side wall it is usual to apply a jack as anchor post for fixing machinery or reacting force. Self advancing supports widely used in long wall faces in coal mines could be said an example of locomotive mechanism with propping up fixing method. However it is difficult to say that ordinary self advancing supports have enough adaptability for various condition of the roof and floor. New locomotive method for underground working place 'Swing Phase Locomotion' is proposed. It is achieved by mechanism based on frame type support and synchronous control of jacks. Furthermore, to achieved high adaptability to various conditions of the roof and floor, another walking mechanism has been developed. The mechanism employs propping up jack as its legs.

Microbiological leaching has been used as an alternative approach to conventional hydrometallurgical methods of uranium extraction. In the microbiological leaching process, iron-oxidizing bacteria oxidize pyritic phases to ferric iron and sulfuric acid, and uranium is solubilized from the ore due to sulfuric acid attack. If uranium in the ore material is in the reduced, tetravalent form (UIV), a red ox reaction is involved whereby uranium is oxidized to the hexavalent form (UvI) upon dissolution. In acid-leaching systems, the primary oxidant is ferric iron, which is reduced to ferrous iron by its chemical reaction with UIV. The ferrous iron thus formed is reoxidized to ferric iron by iron-oxidizing bacteria such as Thiobacillus ferrooxidans and Leptospirillum ferrooxidans. Nutritional requirements and responses to environmental extremes of acidophilic iron-oxidizing bacteria are appraised. The S-entity in Fe-sulfides is oxidized to sulfate by bacteria similar to Thiobacillus ferrooxidans and Thiobacillus thiooxidans. Pyrite and marcasite oxidation is a sulfuric acid forming reaction. Heap, dump and in situ leach techniques are feasible as bacterial leaching systems.

In Europe, novel low-cost excavator-mounted Multi Tool Miner (MTM) systems, consisting of cutter head, hammer, bucket and drill attachments permit one unit to perform multiple tasks replacing several purpose-built machines. At the Weser Tunnel in Germany, cross-passages between the twin tubes were excavated in frozen ground with a remote-controlled mini-excavator equipped with a quick-change cutter head, ripper tooth and bucket. In Switzerland at the N2 interstate near Basel, W. Dietrich AG enlarged a 2-lane tunnel to three lanes with a cutter head mounted on a special excavator. Blasting and heavy hammers were not permitted due to the closeness of the “live” twin tube. At the N20 Zurich bypass, the Joint Venture of Jaeger, Frutingerand AHB excavates highway tunnels, some with extremely large cross sections, conventionally. A cutter head mounted on an excavator removes the rock shattered by blasting precisely to the pay line, thus preserving the rock’s self-supporting capacity preventing subsidence and damages to water resources and buildings on the surface under low overburden.

Longwall mining is certainly not new in the United States, having first been used in the late 1800's in Illinois, but the surging acceptance of the method is relatively new. The number of longwall installations in this country are nearly doubling annually as this method continues to prove itself as a coal producer's delight terms of operating cost, performance and safety. Since 1951, several longwall installations have been tried in Barnes and Tucker Company operations. Although all efforts actually proved that the system itself could be used in prevailing conditions, it was not until 1967 that a unit was put in use that proved competitive with regular mining equipment, both conventional and Continuous.

This section contains a description of the ore processing methods of the walled industrial minerals that are not described in major sections of the book. Table I contains the production figures for each of these commodities in the United States and the world. Specifications for concentrates or final mineral product are also summarized as well as prim for them at the time the section was written. In each chapter an attempt has been made to provide the reader with information on the common commercial mineral or minerals involved with the commodity, some of the uses. the processes used to recover and concentrate the minerals, as well as geographical areas where these process are utilized.

Terminology. The term potash originated in "pot ashes" produced by burning wood to ashes in iron pots and then leaching out the soluble salts, chiefly potassium carbonate, from the residue. In modern usage potash is a generic term for various potassium salts used in agriculture and industry. More specifically, it denotes the oxide of potassium, K2O, and the content of potassium in ores and products is stated as weight percent of K2O present. Its salts are commonly referred to as muriate of potash, sulfate of potash, etc. The presence of an adequate supply of available potassium in the soil promotes the health and improves the quality of the plant. insures greater efficiency in photosynthesis, increases resistance to certain diseases, offsets the effect of an oversupply of nitrogen, and helps the plant to utilize soil moisture more advantageously. ("Soils and Men," U.S. Dept. of Agriculture Yearbook 1938.) Occurrence. Potassium ranks seventh among the elements in abundance. It is estimated to constitute some 2.6% of the lithosphere and is found in soluble forms in the oceans, lakes, rivers, and subsurface waters. It is also an important constituent of plant and animal life. Commercially significant accumulations of potassium salts occur in underground deposits formed in past geologic times by evaporation of ancient bodies of saltwater, inland drainage basins, and shallow sea lagoons. The potash content of such waters was the end result of weathering and leaching of insoluble potash-bearing aluminosilicates, such as feldspars, micas, leucitcs, and others. The concentrations of potassium salts in the natural brines of some lakes in the arid and semiarid regions of the continents are also important as sources of potash; the brines of the Dead Sea in Asia Minor, the Great Salt Lake in Utah, and Searles Lake in California typify such concentrations. Every continent has major potash deposits as listed in Table 1 adopted from Cawley.1

Land use and access to land are limiting factors in economic development in the Western region of Ghana. Mining uses land during operations and then rehabilitates the land as part of ongoing operations and closure. Golden Star Resources Limited (GSR) aims to contribute to the sustainability of the local economy during its operations and then post-closure. Following a series of alternative livelihood initiatives, GSR reviewed the success of these programs and decided to focus on an oil palm project that uses out-growers to reach the local economy. The project started using small holdings that were individually managed. However, the ongoing effects were limited. Following a review of the options, the Golden Star Oil Palm Project was started using land committed to the pro-gram by the Bogoso Mine. The initial program covered 275 ha with over 40,000 trees with 300 people involved in the development. The Traditional Authorities have committed additional lands to the project to a planned total area of 18,000 ha.

I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.
