The Potomac River Tunnel (PRT) is the next major phase of the DC Clean Rivers Program. The design-build PRT project includes a 5.5-mile-long, 18-foot-internaldiameter tunnel, seven shafts, and two underground connections to existing structures. Major challenges include tunnel boring machine (TBM) excavation though mixed-face conditions within a buried paleo-channel and an approximately 1,350-foot-long rock/ soil transition zone; construction beneath the elevated Whitehurst Freeway; tunneling beneath an existing luxury residential building and existing transit tunnels with limited clearance; and complex coordination with a variety of federal, regional, and local stakeholders. This paper describes the overall project scope, geotechnical conditions along the alignment, and primary design/construction challenges and mitigations.

Rail access to Ontario International Airport (ONT) has long been a goal of San Bernardino County Transportation Authority (SBCTA) to increase public transit options to ONT and provide incoming ONT passengers improved access to San Bernardino County and the greater Southern California region. This paper describes the planning for the Design-Build-Operate-Maintain (DBOM) delivery of an emerging technology tunnel connection between the Rancho Cucamonga Metrolink station and ONT. The paper discusses key technical considerations, challenges, and opportunities; conceptual configuration development; and construction planning and establishment of the footprint for the underground connection.

The Narragansett Bay Commission Phase III CSO Program includes construction of the 11,600-foot long, 30-foot ID, deep rock Pawtucket Tunnel in Rhode Island. This paper provides an overview of the Design Build Project features and highlight some of the important design considerations, features, and innovations, including geologic conditions and related TBM design, and deep shaft and tunnel segment designs. The paper provides the most recent updates on some of the project construction activities including TBM tunnel progress and retrieval schemes, tunnel pump station and deep vertical shaft liner installations, SEM construction, and microtunneling for the longest adit using Fiberglass Reinforced Polymer Mortar pipes.

The Bureau of Mines conducts studies of the economic impacts of regulations on federal lands. These studies are part of the Bureau Potential Supply Analysis (PSA) program. To meet the needs of these studies, a methodology was developed to estimate operating and capital costs for a mineral deposit given its tonnage, grade, and depth. The format for the cost models in this study was developed at the Bureau's Western Field Operations Center (WFOC), Spokane, W. A., for studies of known and undiscovered resources on Federal lands. These cost models are described in a Bureau publication by Camm (1991).

DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

The present interest in large diameter grinding mills and the rapidly rising cost of the drive in proportion to the cost of the mill establishes a need to explore the drive system in detail. The drive for a seven to eight thousand horsepower mill will cost from 1350 thousand to $600 thousand which represents nearly half the total cost of the mill package, and requires as much building space as the mill proper. Some of the drive components require a longer time to manufacture and the installation time and costs are equal to those for the mill. It is apparent that the drive has become a dominant factor in the overall mill design consideration. A new plant requires a tremendous investment in both time and money. With the high degree of competition in the mining industry, low capital cost is an exceedingly important factor in the development of a project. It is just as important, however, to insure that the equipment is going to perform satisfactorily for the anticipated life of the project without adding unplanned operating, maintenance and replacement costs. This is the position in which the engineer or designer usually finds himself and is really one of his primary functions -- establishing a realistic compromise between cost and performance.

In the process of quartz purification by calcination water quenching, the different expansion rates of gangue minerals and quartz were used to produce cracks or remove fluid inclusions, which is conducive to subsequent purification. However, the role and mechanism of calcination-water quenching are still lacking in research. In this paper, the position of calcinationwater quenching in gangue quartz purification process was adjusted and the removal effect of calcination-water quenching process at different nodes in the process was explored. The results show that the purification effects of grinding-calcinationwater quenching-classification-acid leaching process and grinding-classification-acid leaching-calcination-water quenching process were relatively good. The main reason is that calcined water quenching can make quartz produce cracks, which are more rough. At the same time, calcined water quenching is located after grinding, which has a larger specific surface area, pore volume and pore diameter, and has a strong adsorption capacity for acid solutions.

Interferometric Synthetic Aperture Radar (InSAR) has played an integral role in many large scale tunneling projects globally. Until recently, it has been regarded as a complementary monitoring tool. On the Los Angeles Metro Purple Line Phase 1, InSAR was proposed as a primary means to replace weekly and bi-weekly surface monitoring requirements on surrounding critical infrastructure. This paper will summarize the statistical analysis approach engaged in order to compare and contrast a year of historical InSAR data to known geodetic survey data, in order to utilize InSAR as an operational monitoring tool on this project.

This paper addresses strategic investment decisions when they are nested in a project development format where each project is implemented in phases and each phase is approved to move on to the next phase only if certain technical and economic requirements are met. This configuration is sometimes referred to as a ?Project Portfolio?. Mining companies maintain project portfolios in their exploration investment plan. This study proposes a procedure to best manage an exploration project portfolio including technical and economic uncertainties. The procedure may support decision makers in a simple and intuitive way, while maintaining the rigor and precision required by the rather large amount of financial resources typically called for by mining projects. The procedure was tested in a real case study of a gold mining company and its exploration projects portfolio. The procedure uses the following approaches: i) investment valuation methods under technical and market uncertainties based on Option Pricing Model, Real Option Theory and Option Space; ii) portfolio management and Stage Gate®1 method; iii) Monte Carlo simulation.

Underground mine fires are a threat to the safety and health of mine workers. The timely determination of the location and size of an underground fire is of great importance in developing firefighting strategies and reducing the risk of any injuries. Machine learning was used in this paper to develop a predictive model for fire location and fire size in an underground mine. The ventilation data were obtained by simulating different mine fire scenarios with MFire. The ventilation data of all airways were used as features to predict the fire location. Based on the feature importance, five airways were selected to monitor, and the airflow data of the selected airways were used to predict the fire location and fire size. An accuracy score of 0.920 was obtained for the prediction of fire location. In addition, in-depth analyses were conducted to characterize the wrong predictions with the purpose of improving the performance of the random forest model. The results show that the occurrence of fire at closely connected airways at some locations can generate misleading ventilation data for each other and the model performance can be further improved by grouping them. Fire size is another factor affecting the model performance and the model accuracy increases with increasing fire size. The result from this study can help mine safety personnel make informed decisions during a mine fire emergency.

The Woodsmith Project is located in north-eastern England within the North York Moors National Park. The strata contains the world’s largest known high-grade Polyhalite resource of around 2.66 billion tonnes. The Project was initiated by York Potash Limited (YPL), a subsidiary of Sirius Minerals plc., but in March 2020, a takeover was completed by Anglo American, one of the largest mining companies in the world. Polyhalite is an evaporite mineral and contains essential nutrients required for plant growth. The Polyhalite will be extracted via two deep mine shafts and transported underground from the mine site to a Materials Handling Facility on a Mineral Transport System (MTS), which comprises a high-capacity conveyor belt system located within a 4.9 m ID tunnel. In 2018, STRABAG were awarded with the design and construction of the MTS tunnel and associated infrastructure, including the high-capacity conveyor system. The scope of work consists of 300 m of open cut, 100 m SCL tunnel, 36.5 km TBM drive (originally anticipated as three separate TBM drives) along with a network of underground caverns at the Woodsmith Mine. The construction of two 380 m deep intermediate access shafts was later awarded as Amendments to the Contract. The tunnel is constructed using a Herrenknecht Single Shield TBM. As a result of how the various elements of the project have developed over time, the first TBM drive has been extended to ~29 km making it the worlds longest single heading TBM Tunnel when complete. The option of completing the entire tunnel length with a single heading TBM drive is currently being assessed by Anglo American and STRABAG. This unprecedented tunnel length requires two intermediate shafts to provide essential access and services, the first intermediate shaft is at Lockwood beck (LWB) and the second is at Ladycross (LDX). The LWB shaft has been constructed utilising the innovative Blind Boring technique never used before in the UK. This paper will explain the methodology and technical risk management associated with this technique. The authors believe that the collaborative approach between all contract partners is and continues to be the important contributor for the success of this project.

18.1-RAILROAD JOHN W. BRAUNS Conventional railroad haulage can be employed at both open-pit or strip and underground mines-in the latter case, largely for transfer of ore from distant openings to processing plants, or processed material to loading points or docks, using standard hopper cars for bottom unloading or gondolas for rotary dumping. The major application, however, is in surface mining for moving ore and/or waste out of the pit to a crushing plant or dump. Consequently, the following will deal largely with this phase of railroad operation, though the conclusions apply equally, for the most part, to other rail-type surface haulage. In surface mining, trains consisting of a locomotive and gondola or side-dump cars suitable for loading by power shovels are used. Gondolas are restricted to hauling ore as a rotary dumper is required. Side-dump cars are more versatile, carrying both ore and waste, but because of their additional dumping mechanism they are likely to be more expensive to maintain.' Also they weigh up to twice a flat-bottom car of the same capacity and. therefore, fewer" cars can be hauled per train. Standard-gage track is most commonly used. Track systems incorporate low-quality temporary track where moves are frequent and permanent high-quality track on main lines. Rail haulage can be used alone, or in combination with other surface haulage methods, thus permitting a selection best adapted to the peculiar requirements of each mining project. 18.1.1---GENERAL APPLICABILITY, CONTROLLING PHYSICAL CONDITIONS For handling rough rock, the shovel-train system is unexcelled.' The ideal applica¬tion is in a large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported over 3 mi. If. in addition, a high production rate is to he maintained, railroad haulage probably will afford a lower cost per ton transported. Grade must he relatively gentle-usually 3% uphill and 4% downhill. The greater the differences in elevation involved, the greater are the track grade space requirements; for example, a 3 c ramp out of a pit only 300 ft deep is almost 2 mi long. Main-line track locations should he selected carefully so that the number of moves during the life of the mining operation can he kept to a minimum. This applies both to the ore haulageway and that for waste. Such moves are not only expensive, but are difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semipermanent trackage. Figs. 18-1 and 18-2 illustrate typical track layouts. The effect of terrain in considering railroad haulage is confined chiefly to the initial cost of the installation. Grade construction in mountainous territory is ap¬preciably more expensive. However, if that expense can be borne, the subsequent maintenance cost of trackage will not he much higher than in areas of low relief.

Twin 8.5 m diameter, 10 km long headrace tunnels under overburdens of up to 1870 m were excavated for the neelum jhelum hydroelectric project in north-eastern pakistan using two main beam gripper tunnel boring machines (tbms). Rock bursts were encountered and presented a significant danger to personnel and equipment. Micro seismic monitoring was installed to analyze rock burst characteristics and to create a database for future reference. Correlation of rock burst characteristics improved the ability to predict the likelihood, location, severity, and number of rock burst events. Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said. Coal supply analysis has since about 1973 become a major activity of many scholars and consulting firms. The present paper is an effort to explain in as nontechnical fashion as possible the state of the art and what implications, if any, the research has for those actually engaged in producing coal or regulating the industry. l The discussion stresses the coal supply side of the models and makes limited comments about other elements in the analysis. To orient the appraisal, it is desirable to recall the features of coal supply that an adequate model should capture. The first considerations are the locational aspects of the industry. Transportation costs can, in some cases, exceed the production costs of coal, and thus any adequate model must incorporate a treatment of the economics of transporting coal from one location to another. A second major issue is that of the heterogeneity of coal; models should treat as well as possible such key differences among coals as their Btu and sulfur content. Third, we recognize that, with given technology and labor, capital, and supply costs, an expansion of the supply of a given type of coal in a specific region will occur only if prices rise. This is the familiar proposition of textbook economics that supply is an increasing function of price. Finally, over time, changes in technology, input cost, and depletion interact to cause changes in the price of given amounts of coal. Economics represents the net effect of this process by a shift over time in the supply curve. During the 1950s and 1960s, the trend was to reduce the production costs of a given output; subsequently costs rose sharply.

Since coal has been designated as the short-term answer to the threatening world energy crisis, improved surface mining techniques, along with improved extraction and handling equipment, are needed to increase the amounts that can economically be mined by open pit methods. A dwindling supply of low cost oil and gas have dictated a major rethinking of our energy sources and their use. New methods for open pit coal mining have to be found to increase coal production and to meet more stringent reclamation laws. Modern twin-engine elevating scrapers can play a vital role in meeting these needs. They are readily available, with short delivery times, from several experienced manufacturers of earthmoving equipment. Recent developments of the elevator system have extended its working range to include many of the materials commonly encountered in open pit mining. The paper deals with the advantages of using twin-engine elevating scrapers in the performance of various mining tasks. These tasks range from utility work to the major task of using the scrapers as a primary stripping toot and, of even more importance, a stripping- reclamation tool for, with scrapers, the overburden can be moved and redeposited in the same strata sequence or soil horizon as in its natural state. A recap of current applications of the elevating scraper will be presented, along with proposed uses.

The P.W. Gillibrand Company holds 705 placer and lode claims in the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. These claims contain large tonnages of ilmenite, magnetite and apatite with anomalous quantities of zirconium (zircon), niobium, vanadium and rare earth elements. Stockpiling of heavy mineral concentrates associated with aggregate mining from alluvial pits has occurred since 1984. The limited reserves of material from these alluvial deposits and their relatively low heavy mineral grades caused Gillibrand Company to initiate an extensive drilling and exploration program to develop the hardrock resources of ilmenite, apatite and magnetite.

Gold extractions from three refractory sulphide concentrates have been increased by bacterial oxidation with T. ferrooxidans prior to cyanide leaching. Arsenopyrite, pyrite and stibnite were the major sulphide components associated with gold in the concentrates examined. Kinetic oxidation tests were conducted for each concentrate by monitoring iron and arsenic levels in leach slurry. A correlation has been established between the level of bacterial oxidation and gold extraction from cyanide leaching of oxidised residues. High levels of bacterial oxidation have been achieved in approximately 8 days at pulp densities of 20-25/ w/v solids, resulting in 70-90% gold extraction.

The Bureau of Mines has developed a continuous ultrasonic flotation cell for the recovery of Florida phosphate ore. Within a small mixing chamber near the bottom of the flotation cell, an ultrasonic probe agitates an injected mixture of air, water, and phosphate ore and breaks the air into fine bubbles. Phosphate particles are preferentially attached to these fine bubbles and floated in the main chamber of the flotation cell. Over 94 pct of the phosphate was recovered, resulting in a 30 pct P205 concentrate. The ultrasonic energy consumption was less than 7 kW.h/mt of phosphate ore.
