Many factors -- political, environmental and technological -- will determine the extent to which the United States realizes the potential of its vast coal resources. Not the least of these factors is technogical development including mining, processing and transportation. With regard to processing technology, about 50% of the 800x106 tons of coal mined annually in the U.S. is processed in preparation plants. The purpose of the physical separations accomplished in these preparation plants is to remove ash (present as clays and other oxide minerals) and sulfur 'present mostly as pyrite). Coal flotation circuits for such separations are becoming more important in the processing of minus 28 mesh coal. (1,2,3) For example in the U.S. in 1960, 31 flotation plants processed 26,500 tpd; whereas in 1980, there were 80 flotation plants which processed 78,300 tpd. This corresponds to an annual growth in flotation plant capacity of 10 per year during the past two decades. Coal flotation is based on the natural or induced hydrophobicity of coal particles which are separated from hydrophilic ash and sulfur constituents by attachment to air bubbles. The coal particle/air bubble aggregates are collected in a froth phase which is created by the addition of a suitable frother such as MISC. Without exception, such separations are made in a conventional flotation cell, which, in essence, is a stirred tank reactor with a shrouded rotor to shear the air as it passes through a hollow shaft. The dispersed air bubbles (4.0 mm diameter) are stabilized by addition of the frother. Collision of the air bubbles with, and/or precipitation of the air bubbles on, the coal particles results in the formation of coal particle/air bubble aggregates which rise in the gravitational field and are collected in the froth phase developed at the top of the flotation cell. Restraints on successful separation by this conventional flotation technique are particle size and retention time. Generally it is found that effective flotation is only achieved for particle sizes between 10 and 1000 microns. Further, with respect to retention time, it is found that a nominal retention time of at least 2 minutes is required for successful separations. These facts limit the effectiveness of conventional coal flotation. Coal fines may be lost in the reject stream and disposal is frequently a problem. The retention time required for conventional flotation results in large floor space demands which limit the capacity of the plant.

The objective of this paper is to describe a study sponsored by the U.S. Department of Energy during which a model was developed to optimize haulback mining procedures in single and multiple seam contour mines, The study objective was to achieve financial- based productivity increases approaching twenty percent. This paper reviews the results of the first year's Phase I activities, which include four main tasks: formulate a methodology that can be used to select equipment and mining procedures that result in optimal performance in a particular haulback mining situation; conduct field studies of representative single and multiple seam mines to obtain quantitative background information for development of the formulated methodology: develop the methodology into a useful design tool for mine operators; and prepare plans for field tests to evaluate the effectiveness of the developed tool.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. Sophisticated computer analysis methods such as finite elements, finite differences, and numerical integration have become tools in the mineral processing industry for design of large mill shells. While use of such methods allows the analyst-designer to take new freedoms with his designed structure, there are also pitfalls and dangers which must be recognized for the proper use of such sophisticated tools. One of the worst of these is treating any computer answers as "gospel truth". The present paper discusses the knowledge required by the analyst-designer for proper use of computer analysis, as well as explaining to the layman how to identify questionable areas in such structural analyses.

As diesel exhaust contains a mixture of several materials of varying degrees of toxicity which interact to a currently undefined extent in their effects on health, the prescription of a quantity of ventilating air to dilute the exhaust to a safe level is necessarily, to some extent, arbitrary. Some jurisdictions rely on the application of a safety factor to a single "governing" component (usually nitric oxide for most modern diesel engines). Others specify that the total of the "adjusted" concentrations (actual concentration divided by maximum permissible concentration) not exceed "one" for related constituents (irritant gases for example). Neither of these approaches, however, takes account of the interaction of the gaseous constituents with diesel soot (although many studies verify such interactions), nor do they provide any economic incentive for reducing pollutants which are not included in the criteria for ventilation. Because of these factors, the Canadian Department of Energy, Mines and Resources awarded a contract for a study of the current literature bearing on the "Health Implications of Exposure of Underground Mine Workers to Diesel Exhaust Emissions" (1). One goal of this study was the formulation of a new ventilation criterion. The contractors, Ian W. French and Associates, studied more than 1500 literature citations which they interpreted in a 350 page report and summarized in a companion 1600 page annotated bibliography. In the recommendations section of the report, they defined a new 'health effects index' or ventilation criterion "V" as follows: [ ] The contractors consider that a "V" between 3.0 and 4.0 poses a moderate threat to health which could be alleviated by the use of protective equipment such-as filter helmets. If V exceeds 4.0, an increase in ventilation quantity to reduce the pollutant levels is indicated. In the case of mines with a quartz content in excess of 20% in the ore, the contractor recommends that a term. [Quartz]/ [Threshold Limit Value Quartz] be added to the equation, and [2.0 = ?v? = 30] be the range justifying protective equipment, with added ventilation if "v" exceeds 3. A degree of pragmatism was inherent in the development of the equation, as the contractors recognized that the components of the index, if it is to be useful in the near term, should be within current routine underground environmental assay capability.

Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill and blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at approximately 380,000 tons a year generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This paper presents how we collected data, reviewed design standards, and found opportunities to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71% on the mine’s highwalls.

Pigments are used in two segments of papermaking, as the major component in paper coating formulations and, in small percentages, as fillers in the paper web. Historically, the dominant use has been in coating, however, recent developments have fostered a multifaceted effort to substantially increase the pigment component in the paper furnish. Factors responsible for these developments together with their relationship to recent and forecast changes in papermaking technology are reviewed. Finally, some thoughts are presented on the probable timing and extent of these changes as well as their expected impact on the future demand for the common paper pigments.

For centuries small amounts of copper have been recovered from acid mine-drainage waters. In recent years, the expansion of copper-bearing waste dump leaching for copper recovery has established a technological basis that is rapidly converting the art of copper leaching' into a science. Leaching of copper, whether from copper-bearing ore or waste, follows well established chemical reactions. These reactions are commonly in an acid circuit, but where leaching of copper is to be made in rock that is a high acid consumer, ammonia and ammonia carbonate, as well as cyanide leach solutions, can be used effectively. Current hydrometallurgical processes are being applied at an ever increasing rate to recover the trace amounts of copper in copper mine waste by in-place leaching. Currently approximately 300, 000 tons of copper are produced annually in this manner where as recently as ten years ago, only one-eighth of this amount of precipitate copper was produced.. Where copper occurs as an oxide in higher concentrations as to be classified as an ore rather than waste, then the hydro-metallurgical processes are applied as percolation or agitation leaching in vats, pachuca tanks, or prepared heaps. This approach gives better control over the recovery of the leach solutions, particularly in the processes where ammonia or cyanide leaching agents are to be used.

The laboratory ball mill grinding of coal/water slurries is described for three coals. Emphasis is placed on the measurement of specific rates of breakage for various operating conditions. Corresponding rheological information is also presented based on data collected using a rotational viscometer. A rheological explanation of the influence of various slurry fluidity conditions on the specific rates of breakage is presented. This rheological approach has proved useful In both the identification of suitable chemicals for increasing breakage rates in coal/mineral slurry grinding and in the plant scale implementation of dense slurry grinding systems.

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

"The early mining of iron ore in Minnesota was carried on with the most primitive kind of tools. The pioneers used only such equipment as could be packed from Duluth through one hundred miles of forest to the first mines on the Vermilion Range and the operations were carried on with picks, shovels, hand drills and wheelbarrows, the ore being hoisted in buckets with a horse winch and carted in horse drawn wagons to the stockpile. This was about the extent of the mechanical equipment of the Minnesota iron mines in the early eighties.As soon as a railroad was pushed through from Two Harbors to the Vermilion Range the equipment began to be improved upon; wood burning steam boilers were installed and small steam puffers displaced the horse-winches, wheelbarrows were aban¬doned and small cars were introduced. Hauling the hoisted ore in wagons was discontinued and trestles were built so that the ore could be stockpiled more cheaply through the use of cars and high piles. These same stockpiles were loaded by hand into the 10 and 15 ton capacity railroad ore cars.Within a few years a marked change took place—the hand drill gave place to the air drill, such as No. 3 Rands, Ingersolls, Sargents and some Sullivans. Tramming was done by mules, the ore hoisted in. self-dumping skips, hoisting engines were intro¬duced and it seemed as though mining as a business in Minnesota had come to stay. At this stage someone conceived the idea of making the stockpile floor about three feet above the top of the ore cars to facilitate the hand loading of stockpile ore for trans¬portation. This was done through the use of wheelbarrows at first and later by using I-ton cars running on tracks laid on the stockpile floor."

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. One of the first activities after returning to the Moon will be finding sources of water and materials for the construction of human settlements and other infrastructure. There is evidence of the existence of deposits in the bottom of craters at the South Polar region and in flat areas around. Based on geological data from the Moon, a block model representing a deposit or icy regolith has been defined in the vicinities of Shackleton Crater, with unique characteristics of shape, thickness, and water contents. A mine plan utilizing surface mine modeling software for ore extraction from an open pit- type of excavation to a delivery point near a water processing facility is proposed, with monthly, quarterly, and yearly schedules. Production results, dashboard charts and progress of the topographic changes are also presented.

The Jerritt Canyon Joint Venture project is located about 80 km (50 miles) north of Elko, NV. It produces approximately 9.3 t/a (300,000 oz/year) of gold. The joint venture is 70% owned by Independence Mining and 30% by Meridian Gold. Independence Mining is the operator. The Jerritt Canyon Joint Venture started operations in 1980 by mining a series of open-pit mines. The discovery of deeper ores during early 1990s made it neccessary for the operation to mine a large portion of its annual production by underground mining methods. Underground production started in 1993 at the West Generator Mine. This was followed by the Murray Mine in late 1994. Two additional underground projects are being developed. Underground mining at Jerritt Canyon is scheduled to produce about 3.9 t (128,000 oz) in 1997.

One of the most important applications of material handling engineering technology occurs in iron ore pelletizing plants. Although the total installed value of material handling systems in such plants, as well as in many other modern process plants, is a relatively small percentage of the value of the plants (5 to 10% perhaps), their significance is considerable. Indeed this significance equals that of the more expensive process equipment in the plant, since the failure of any component of any system causes, shutdown of the entire plant. It is because of this increased consequence of failure that design criteria for process plants are more conservative than for conventional material handling applications. A second unique characteristic of material handling technology applied to process plants in general is the variety of materials being handled and the wide range of problems this variety presents. One extreme encountered is the stickiness of filter cake. Here the entire design effort is aimed at keeping the material flowing through transfer points and preventing it from building up on components. Another extreme is the conveying of fired pellets - hard spheres with a very flat angle of repose and abrasive characteristics severe enough to make conventional wear plate materials impractical.

This paper is based on the philosophy that the management structure and strategy required for mine construction and development projects are different from that required for routine production and maintenance operations in a mine. The purpose of this paper is to present an integrated approach to the management of mine development projects. This paper highlights the four major aspects of the integrated approach. First, a brief review of the various types of contract documents is provided. Second, the management organization of a project is discussed. Third, the project manager's role and the field supervisor's responsibility are briefly outlined. Finally, the use of scientific techniques for planning, scheduling, executing, and controlling projects is presented. Each of these aspects is important; however, each by itself cannot be expected to bring order or unifying impact to the complexities involved in overall project management. When all these aspects are coordinated, the result will be a sore successful project from conception to completion.

Consider a typical blast at a surface gold mine in North America. For example, the low-grade area of Bench 4000 at AMAX Gold's Sleeper Mine (Winnemucca, Nevada). Bench 4000 is 20 feet high (=6m) , and blast holes are drilled and sampled on a 14 foot by 14 foot square grid (a4m x 4m). A representative blast includes between 50 and 150 holes, encompassing 15,000 to 45,000 tons of material (w14,000 to 41,000 metric tons).
