Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). Bastnaesite, a rare-earth fluocarbonate, was separated from associated calcite and barite gangue minerals in the Mountain Pass, CA rare-earth ore beneficiation plant by froth flotation using fatty acids (tall oil) collector, lignin sulfonate depressant and soda ash modifier after high-temperature (steam) conditioning with reagents. Starting with a feed grade of 7.6% REO, concentrates having a grade of 65% REO can be produced at a recovery of around 80%. A detailed investigation consisting of Hallimond tube microflotation experiments, bench-scale tests with a laboratory Denver flotation cell, and predesigned plant campaigns was made to delineate the underlying surface chemistry involved in this separation and to develop an alternate reagent scheme to enhance the selectivity of separation for this ore. Our results clearly demonstrate the superiority of alkyl hydroxamates to the conventional fatty acid collectors that were being used in the plant. Our study also indicates the possibility of achieving the desired selectivity with alkyl hydroxamates even at room temperature, thus obviating the need for steam conditioning. A critical review of the literature on rare-earth mineral flotation suggests the possibility of designing a more selective reagent combination for the beneficiation of Mountain Pass rare-earth ore, using a methodology based on ab initio molecular modeling computations.

The results of a study are presented in which gaseous oxygen was dissolved in the leach liquor at concentrations of the order of 300 parts per million. This oxygen-containing solution was injected into portions of a field being operated on a commercial basis with hydrogen peroxide as the oxidant. Comparative results indicate that were concentrations and production rates were essentially equivalent with these two oxidants.

Congress, under the Nuclear Waste Policy Act of 1982, as amended, charged the U.S. Department of Energy (DOE) with the responsibility for safe and permanent disposal of high-level radioactive waste in a geologic repository. The waste will consist of spent fuel from commercial nuclear generating plants and reprocessing activities. Under direction of this law DOE is currently evaluating Yucca Mountain in Southern Nevada as the candidate site for a potential high-level radioactive waste repository. Presidential, Congressional and State of Nevada approval are needed for repository construction to proceed after successful completion of site characterization and recommendation of the site to Congress. The DOE will submit a license application to the Nuclear Regulatory Commission (NRC) to construct the geologic repository. Following successful construction DOE will update its license application to operate the repository.

"The “Biohydrometallurgical Center for Strategic Elements (BHMZ)” is a cooperation of 13 departments of the Technical University Bergakademie Freiberg fostering interdisciplinary research along the whole (bio-) hydrometallurgical process chain to extract indium and germanium from sulphide ores. Research comprises methods to (i) bring the respective metal from the source material into aqueous solution and (ii) different approaches to extract pure metal or metal-containing materials from the solution. Within the BHMZ the Department of Underground Mining Methods deals with the design and implementation of an underground testing facility for bacterial in-situ stope leaching in its own “Research and Educational Mine”. The intention is to investigate innovative approaches for leaching technologies by crack initiation due to hydraulic fracturing or water pressure blasting under consideration of leaching kinetics and underground conditions. It is planned to set up two testing units comparing energy input and the metal output of conventional (blasting) as well as one of the innovative technologies. Aim of subproject is to establish an innovative and sustainable method ready for up-scaling. BACKGROUND Metals like copper and zinc mainly occur as sulphide ores in nature. Due to the insolubility of these sulphide minerals the respective metal is commonly extracted by pyrometallurgical processing methods. These methods require several steps of enrichment of concentrates such as flotation and roasting (Figure 1) under extensive energy utilization. Additionally, this arouses the emission of sulphur dioxide gas which can have a negative impact on the environment in form of acid rain, as long it is not caught by sulphuric acid facilities (Schippers et al. 2011). However, to treat the ore on the surface either open pit or underground mining operations are necessary. This implies operation steps from excavating, loading, and conveying/hauling, to dumping with the sub-processes crushing and stashing. Due to the tendency of increasing depth, more complex ores and decreasing ore grades of the mineable deposits as well as increasing energy and environmental costs these conventional mining and processing methods become in general more costly and difficult to apply. Hence, hydrometallurgical processes and especially the suitability of bioleaching as an alternative in-situ method for future mining projects should be examined. Leaching by means of microorganisms is a combination of mining and processing by converting the insoluble metal into an aqueous form. This technology is an economically beneficial and environmentally friendly alternative to pyrometallurgical processing methods especially for primary and secondary low grade ores. Mainly the extraction of copper but also of zinc and lead from sulphide ores is state-of-the-art in surface leaching operations like heap and dump leaching (Figure 1)."

Four areas have been identified as favorable drill-site locations for determining whether or not a suspected prophyry copper deposit exists in Rowe Canyon, Nevada. Favorability is based on the similarity to a deposit model constructed from geochemical data for the porphyry copper deposit near Ely. Favorability is defined as the coincident number of positive anomalies for the elements zinc, silver, arsenic, antimony and iron. The favorable areas coincide with an observed magnetic high and areas in proximity to major faults.

Automatic digital phase imaging should yield unbiased and representative characterizations of gold ores. However, this is not a simple tusk due to low gold grade, fine grain size, possible complex mineralogy, nugget effect, etc. Using the same sections of a gold-rich ore, a critical test was performed using an optical microscope (OM) and an electron microscope (EM). In general, the two methods are consistent and useful for ore processing. There are some minor differences, such as the detection of very fine gold grains is enhanced by EM. In 2017, the North Texas Municipal Water District (NTMWD) initiated the design of the Sister Grove Regional Water Resource Recovery Facility (SGRWRRF) to provide additional treatment capacity for future population growth within the Lavon Lake watershed. To provide a discharge location for SGRWRRF approximately 4.5 miles of 2.4- meter (96-inch) internal diameter pipeline will be constructed, including 2.3-kilometer (7,800) feet and 487-meter (1,600 foot) long tunnel segments. This paper will discuss the anticipated geology of the two tunnel segments, selection of the tunnel alignment, the anticipated initial tunnel support requirements and other aspects of the project design

In seeking cost reductions, control methods are a fertile field because they significantly affect labor and other costs. While process control in uranium mills is excellent by the evidence of high recovery, the costs seem high to those familiar with extractive operations for other metals. To some extent this high cost is inevitable, because of exacting quality control-, the technically complicated recovery processes; poor control over grade and nature of mill feed- special problems arising out of the radioactive property of the material. Practices used in uranium mills and the limitations indicated for instrumentation and automation are discussed. It is concluded that any large investment in automatic controls should be preceded by a careful study of their reliability and maintainability, and an estimate of the net income after taxes smaller plants my find it more profitable, or at least less risky, to concentrate their efforts on the possible reduction of some control problems and to development of a stable force of skilled employees. The observed experience does not inspire optimism that ore-dressing plants can be extensively automated although certain unit operations offer a challenge for improvements in instrumentation and machine design.

Reconnaissance mineral exploration based on the distribution of ore metals in stream sediments has become a generally accepted method of mineral reconnaissance. This approach seems to work almost equally well in all climates and in all kinds of terrain, provided of course that the ore deposits being sought are exposed at or near the surface and are actively undergoing erosion. Nobody with any experience in the field would question the validity of the concept on which stream sediment reconnaissance is based. Considerable dispute does arise, however, when the subject of density of sample sites per unit area, or sample spacing, comes up for discussion. What is the optimum balance between completeness of coverage and cost? The tacit assumption is frequently made that a greater sample density necessarily leads to more complete coverage and hence a lower probability of missing an important discovery, without regard for the size of the stream sample or the topology of the drainage pattern. The purpose of this paper is to attempt to bring the problem of site selection in stream sediment sampling into better focus, and to present a formula that may help in planning reconnaissance programs.

Although lateritic deposits have long been a principal source of bauxite and are becoming an increasingly important source of nickel, the problems in the evaluation of such deposits are not generally understood. In the evaluation of lateritic bauxite and nickel deposits, there are many similarities, but there also. are significant differences. It has long been recognized that laterites with commercial concentrations of trivalent metals represent the ultimate in the intense leaching of tropical soils. Any factors which effect-the rate of soil leaching will effect the form of local lateritic concentrations. Although the most intense leaching generally occurs on somewhat elevated areas of gentle relief where there is a free downward flow of rain water, the- effect of local rock structures in effecting varia¬tions in soil metal concentrations has-not been well understood - primarily because the laterite forms a masking blanket over the rocks from which the laterites were derived. All of the-factors which facilitate downward movement of water may effect greater surficial concentrations of trivalent metals. Such features as zones of fracturing, zones of greater rock permeability, and areas of karst topography may, therefore, be responsible for greater leaching. The variations in rock structures and the vagaries of ground water flow pat¬terns impart, to the laterites, rapid lateral and vertical variations in thickness and metal concentrations. Each year hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s implementation of an IoT-based intelligent machine monitoring system to improve safety during operation and maintenance at a concrete batch plant. INTRODUCTION Of the hundreds of machinery-related accidents occurring every year in the mining industry, incidents involving stationary machinery at surface mines continue to be amongst the most frequent [1]. A National Institute for Occupational Safety and Health (NIOSH) study showed that the majority of fatal accidents involving stationary machinery at surface mines occurred at sand and gravel (38%) and stone (26%) operations. Of these accidents, entanglement in conveyor components were the most common cause of fatal accidents (48%) [2]. The same study stated that one-third of these accidents involved improper lockout/tagout (LOTO) procedures as a contributing factor. The U.S. Mine Safety and Health Administration (MSHA) acknowledged this problem, stating in a recent request for information (RFI) [3]: “Since 2007, there have been 17 fatalities related to working near or around belt conveyors, of which 76 percent were related to miners becoming entangled in belt drives, belt rollers, and discharge points. Factors that contribute to entanglement hazards include inadequate or missing guards, inadequate or an insufficient number of crossovers in strategic locations, and/or inappropriate lock out/tag out procedures. Systems that can sense a miner's presence in hazardous locations; ensure that machine guards are properly secured in place; and/or ensure machines are properly locked out and tagged out during maintenance would reduce fatalities [3].” In response to this problem, NIOSH’s Spokane Mining Research Division (SMRD) is exploring the potential application of Internet of Things (IoT) technologies to provide cost-effective intelligent machine monitoring systems for improved worker safety [4, 5]. SMRD partnered with Central Pre-mix CRH Company (Central Pre-mix) to develop and install a proof-of-concept wireless IoT solution to monitor machinery and conveyors during operation and maintenance. The primary goals of the system were to provide real-time monitoring of access points and facilitate the planning and execution of LOTO procedures

Originally constructed in the 1930s, the 1-mile-long Sumner Tunnel is 31 feet in diameter and carries traffic deep below Boston Harbor, connecting Boston and East Boston. This project includes both design and construction for the rehabilitation of the nearly 100-year-old tunnel. The primary work includes repairing advanced deterioration at the tunnel crown with new precast arches that will add protection and strengthening. The restoration also consists of upgrading the tunnel systems, including permanently removing 75% of the existing exhaust duct suspended over the roadway to improve the overall ventilation system capacity and performance.

"Organic smoothing additives are used to produce dense, thick, high-quality cathodes in copper electrowinning. Glue had been used traditionally and is still used in operations that do not employ solvent extraction to produce the electrowinning electrolyte. With the advent of solvent extraction–electrowinning, guar started to be used and remained in use for many years as it does not affect the phase disengagement in solvent extraction. Recently, however, guar has been replaced by less-expensive saccharide- and polyacrylamide-based additives. This paper is the first of a series of four papers that examine saccharides and polyacrylamides as new additives for copper electrowinning. A review of previous research related to copper electrowinning additives is presented here, along with a selected review of additives in other copper electrodeposition systems.IntroductionThe recovery of copper from solution by electrowinning was first practiced in the early 1900s, but it was the combination of solvent extraction with electrowinning (SX-EW) in March 1968 at the Ranchers Bluebird Mine (Kordosky, 1992) that changed the landscape for the electrowinning process. Most copper electrowinning capacity is now associated with solvent extraction, though some copper is still won directly from leach solutions (Robinson et al., 2013). The ability to produce high-purity copper cathodes from SX-EW has taken the continued improvement of SX-EW technology over the past more than 40 years.One of the technologies that has seen improvement is that of the organic smoothing agents used during the electrodeposition of copper in the tankhouse. These organic additives are added to the acidic copper sulfate electrolyte during electrowinning to improve the smoothness, brightness and density of the copper cathodes. The organic additives that are presently in use are different from those used in 1999 (Jenkins et al., 1999). Over the past decade, many tankhouses have replaced the use of guar-based organic additives with those derived from other saccharides. Until now, there has been no comprehensive publication in the open literature on the behavior of these additives during copper electrowinning."

Selective flocculation enables the production of high-brightness kaolin products from kaolin ore once considered too poor in quality for beneficiation into paper-coating pigments. Anatase, Ti(1-X)FeXO2, with X = 0 to 0.05, is a common iron-bearing impurity in sedimentary kaolin that can be unresponsive to kaolin beneficiation processes, such as magnetic separation, due to its extremely fine particle size (<0.3 µm), or chemical bleaching, because of its chemical stability. Described here are selective flocculation technologies that separate anatase by flocculating anatase or flocculating kaolinite from dispersed slurries. Applying the advances in the chemical and mechanical dispersion of ultrafine particles and the selective aggregation of kaolinite or anatase particles have resulted in the selective flocculation processes practiced today that have increased process recoveries from those technologies practiced beginning in the 1960s.

Middle Pennsylvanian (Desmoinesian) coals of certain areas of the Illinois and Forest City Basins contain epigenetic sphalerite and associated minerals in veins, clastic dikes, cleat, and other small-scale structural features. The presence of sphalerite in these coals records information about the geology of coals and coal basins, and represents a potential source for zinc as a byproduct of coal production. Origin of Sphalerite in Coal The origin of sphalerite in coal suggested by Cobb (1) involves sphalerite precipitation from zinc-bearing ?Na-Ca-Cl brines upon contact with sources of sulfur in the coal bed, e.g., pyrite, H2S, and organic sulfur. These brines were essentially at the temperature of the host coals as determined by fluid-inclusion thermometry and vitrinite-reflectance studies. The migration of these brines into coal beds may have been caused by compaction of sediments due to continued sediment loading of the coal basins. Zones of high permeability such as sandstones and the coals themselves presumably acted as conduits for the movement of the brines. The open spaces where sphalerite was deposited resulted from minor deformation associated with differential compaction and cleat formation enhanced by volume shrinkage during coalification.

Recent major floods have inundated Historic Ellicott City, Maryland, resulting in loss of life and property damage. Howard County, Maryland, has developed the Ellicott City Safe and Sound Plan to mitigate the risk of flash flooding in the Historic District, including a proposed stormwater conveyance tunnel. Challenges to overcome include thick zones of saprolite along the alignment, multiple near-surface structures, and minimal rock cover under an active railroad, while minimizing impacts to the public and historic structures. The project will also pursue recognition through the ISI Envision verification process.

On the job injuries to the musculoskeletal system are probably the oldest of the industrial safety problems. Long before we had pinchpoints to guard, chemical vapors to ventilate, and noise to enclose, people were getting strains, sprains, and sore backs from their work activities. In spite of the age of the problem, it remains a long way from being solved. The past ten years have seen a significant commitment by the sci¬entific community to understanding the problem. Engineers, scientists, doctors, and epidemi¬ologists have been involved, and as a result, today we have a much better understanding of the problem. The first step in understanding a problem such as this is to explore its history and epidemiology. The research done by Chaffin (1977), Snook (1970), Ayoub (1978), the ILO (1962), and others, led NIOSH to publish its Work Practices Guide for Manual Lifting in 1981. The guide was based on research carried out in general industry, but subsequent research by Stobbe (1983) and Peters (1983) has suggested that the nature of the problems producing injuries in underground mining is the same as in general industry. The problems are more intense in the mining environment.

In attempting to tell the general public about the coal industry&apos;s land reclamation efforts, we have often said, "We&apos;re not doing things by the book, because we&apos;re still writing it." Like any good catchphrase, the statement is not only striking but true. It is particularly true in the mountains of Appalachia, where the problems of mining; and of reclamation are made more intense by the nature of the terrain. Mining and reclaiming the land "by the book&apos; --which is to say by the methods of contour mining traditionally used in hill country--hasn&apos;t worked too well. So a lot of conscientious coal operators and associations are trying new methods--new ways of mining, new machines for seeding and planting, and new species to seed. Not all their experience can be transplanted to other areas, and of course I don&apos;t believe that Appalachia is the only place where new methods are being developed. Nevertheless, there&apos;s enough action in Appalachia to make a detailed examination rewarding, so let&apos;s focus on the hills to see what&apos;s new.

The growing demand and a diminishing supply of conventional crude oil in North America are bringing about an ever increasing interest in the so-called "synthetic fuels". With one commercial plant already in full production, another in the planning and engineering stage, and still others being seriously considered, the Athabasca tar sands is proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.1 This major source of new oil is about ready to play a significant role in the filling of ever increasing market demand. When and if fully developed, the Athabasca tat sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulphur synthetic crude, is beginning to enter the market place at a most favourable time.
