Linear programming (LP) has proven to be a most effective mechanism for modeling a vast array of practical problems, while the development of LP applications in engineering have been extensive enough to show its advantages and limitations. In this paper: we focus on the properties of the widely-wed linear programming transportation (LPT) model formulated and developed by Koopmans (1) . There have been many models of this type applied especially in the field of energy economics (2-7). Since most of these applications can be linked to the seminal work of Henderson (8), we stall present our discussions based on his work.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. There was a tendency several years ago for the average coal producer to more or less sit back satisfied with the big utility and metallurgical mar¬kets with long term contracts, not realizing, or possibly not evaluating correctly the importance of the growing industrial market Even the companies which were producing coal for the industrial market were primarily interested in the larger industrial customer, not fully realizing that a large percent of the industrial coal sold was to plants using less than 15,000 tons per year. As a result, possibly, the greatest inroad made by competitive fuel was made in this group. The situation mentioned previously cannot be blamed entirely on the fact that the coal markets were not evaluated in their proper perspective. Some of the responsibility would have to be due to the situation that existed during the last war' and the period immediately following, when most of the coal was put to markets of higher realization, leaving the relatively small -industrial user-to get his fuel wherever he could. This usually would mean coal from some 'gopher hole" with fluxuating quality and supply. Therefore, it was not uncommon for some industrial customers to go to competitive fuels as soon as equipment and fuel were available. Fortunately, before this situation got completely out of control, the coal producers, realizing the seriousness of the problem, made available, usually through their sales department, combustion engineers and other specialists, to help the industrial user with his problems; The engineers usually found several problems, old equipment, use of incorrect size con¬sist, ash and fusion coals, lack of automation, fly ash and dust problems which increased cost and jeopardized the customer's relations with his employees and the public.

To determine the effect of flux crystal size on the production rate and strength of sinter, batch sintering tests were conducted on samples of both dolomite and limestone of various crystal sizes. In addition, calcination tests .were performed on the dolomite and Limestone to determine the effect of crystal size on calcination rate at various temperatures normally attained in sinter beds. The results indicate that flux crystal size does not affect sinter production rate or sinter strength.

The mineral kaolinite is one of the commonest minerals in the uppermost 10 m of the continental crust; ranking in abundance alongside minerals like quartz, mica, feldspar and calcite. Only very exceptionally does it possess all the necessary properties needed to make it worth commercially exploiting. The terms 'Kaolin' and 'Kaolinite' are derived from a locality known as 'Kau-ling', in Jiangxi Province, Peoples Republic of China; where samples of a white clay used by the Chinese to make porcelain were first obtained by European missionaries and explorers in the eighteenth century.

The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

As the flaws in the population balance model (PBM) comminution model are examined more deeply, further errors and problems were discovered. The Levenberg-Marquardt algorithm for systems of constrained non-linear equations was used to solve the dynamic PBM grinding equations to obtain the grinding selection and breakage rate functions. The fact that the PBM model equation Inverse Problem is degenerate or underspecified is demonstrated. Multiple solutions to the same PBM equations are provided. It is shown that there is no unique solution to the Inverse Problem unless additional constraints are provided or assumptions are made such as the Arbiter-Bhrany normalization assumption. The severity of the non-uniqueness problem for dynamic grinding is demonstrated. Each solution to a dynamic PBM, while giving the same prediction for a given grinding time interval, gives different solutions or predictions for mill composition for other grinding times. Actual experimental grinding data was assessed to determine the functionality of mill selection and breakage functions.

Heavy mineral mining has been a relatively small but important Florida industry for over sixty years. Geology of the Florida heavy mineral deposits is similar. Each formed along active coastlines after which the titanium minerals were upgraded in TiO2 by post depositional oxidation and leaching of the iron. There are four heavy mineral plants currently Operating in Florida. Ore is mined by dredges and the heavy minerals concentrated by gravity separation. The heavy mineral concentrates are further processed with high tension and electromagnetic separators to Produce titanium mineral concentrates for TiO2 pigment manufacturing plants. Zircon sand is produced as a co-product at all of the Florida plants. Staurolite is produced by Du Pont and Titanium Enterprises. Du Pont also markets a kyanite-sillimanite product. (Monazite is produced by Humphreys and Titanium Enterprises). Reclamation of mined-out land is an important part of heavy mineral mining. At the Du Pont plants soil is removed ahead of the dredge and placed over the quartz sand tailings. Grass is planted after fertilizing. A year later the land is fertilized again and pine trees planted. Most of the heavy mineral deposits now being mined will be nearly exhausted by the end of the century. New deposits to be mined in the 21st century will probably be smaller and lower grade than those now being mined. Advances in mineral processing technology will have to be made to allow these lower grade deposits to be mined economically.

The estimated total energy demand for the U. S. is 60 quadrillion BTU for 1970 and is expected to more than double by the year 2000. Today the energy crunch is here. It is evidenced by brownouts to conserve electrical energy, and the shortage of gas and oil. Many such headlines, including suggestions for energy rationing, are in the news today. Paradoxically we have an abun¬dant source of energy in the form of coal. Energy consumers, however, are geared to use fuel in other forms. It is the intent of this presentation to discuss processes under development for conversion of the energy contained in these vast coal reserves to more usable forms. Coal conversion to synthetic fuels should be of particular interest to those engaged in mining. Coal consumption in a single conversion plant is expected to range from 10,000 to 40,000 tons per day. Plants will be located at the mine mouth and will operate continuously 24 hours per day, seven days per week. Further, many such plants will be needed., For example, looking at natural gas only, the supply/demand gap is estimated to reach 13 trillion cubic feet per year by 1985. Assuming that gas from coal conversion were to fill only 101, of this gap, 15 plants producing 250 MMSCFD would be required. These plants would consume about 90 million T/Y of coal or 135 million T/Y of lignite. It will indeed be a challenge to mine, suitably prepare, and transport coal at these projected volumes without interruption. Many ideas have been conceived for better utilization of coal and these are in various stages of development. Those supported by public money are covered by the Annual Report of the Office of Coal Research (OCR), Department of Interior. The two processes to be discussed, the Consolidation Coal Company's (Consol) C02 Acceptor Process (1)(2)(3) and The Pittsburg and Midway Coal Mining Company's (PAMCO) Solvent Refined Coal Process (4)(5) are both sponsored by OCR.

A major problem in future discoveries of base metals is their "explorability". By this I mean an exploration program must be designed that assures accurate assessment of the potential for ore, but is within reasonable budgetary constraints. As we are compelled to depend more and more on non-outcropping prospects, "blind" deposits, and as drilling costs multiply, the costs of exploration increase significantly. Solutions to the problem of defining exploration targets are influenced by our conceptions of the origin and recognition o f conditions that localize ore. The maxim that "elephants should be sought in elephant country" presumes we can recognize elephant country. This paper presents a suggested origin for some mineral deposits, and their controls; particularly those termed ?Mississippi Valley type". Tennessee is used as an example of the ideas offered. Mining districts designated "Mississippi Valley type" are, and have long been, the principal sources of barite, fluorite, lead and zinc ores in the United States and elsewhere throughout the world. A large volume of literature is available describing this class of ore deposits, explaining their habitat, and invoking genetic models for them. The quality of this literature is notably uneven, some of it demonstrably erroneous, and much of it is restricted to detailed descriptions of one aspect of the problem, or to detailed descriptions of one aspect of the problem, or to a single mine, or even a single stope. However, fifteen years ago, there was little reason to believe that any significant variation of these parameters had been overlooked. It was attempted to revitalize an old sulfide leach dump by increasing the oxygen content within the dump. Compressed air was introduced into the old dump. This was accomplished by drilling 300 foot angle holes into the dump surface with an Aardvark drill which holes are then cased with 1-1/2 inch perforated PVC pipe. Compressed air is injected through these cased holes during a 10 day rest cycle. The second case consists of bedding perforated polyethylene pipe at the interface between the old dump surface and the next Lift of a new dump. Compressed air is then blown through the bedded perforated pipe on a continuous basis while leach solution is applied.

There are two basic problems when one attempts to separate a solution of metal ions utilizing a chelation-solvent extraction cascade (commonly called liquid ion exchange). First, it is impossible to produce any great degree of separation unless the separation factor (also called selectivity, which is the ratio of the distribution coefficients) is very large. Second, the richest possible extracted product, using an infinite number of equilibrium stages, is at best only in equilibrium with the feed solution. These factors combined with equipment design considerations have led to a situation where only the most selective chelating agents are applicable to economic industrial operations. The authors know that distillation techniques are used routinely to separate compounds with nearly identical relative volatilities and that there should be a way of operating solvent extraction cascades in an analogous manner to obtain separations of metal ions. The advantage of this approach would be that solutions of metal ions of any desired purity could be obtained even if the separation factor was close to unity. This paper presents this idea and suggests some possible applications.

INTRODUCTION As a set of management practices, "Knowledge Management" (KM) has disappointed many of its early advocates. The core notion behind KM can be summed up in the oft- quoted adage, "If we only knew what we know." KM describes a set of tools, practices, and approaches for using data, information, and expertise-knowledge-resident in an organization to improve the performance of that organization. The idea was incubated, hatched, and grew among some the largest and most successful companies in the world. Some of these companies created "Chief Knowledge Officers." Many more collectively invested billions in a huge range of KM efforts, all designed to use their organizations' information and expertise to innovate, improve margins, sell, or accomplish any of a myriad of sound business goals. Some KM efforts were successful, and many were not.* Today, it is indisputably the case that KM as a named set of practices has fallen out of favor. Why, then, should KM be discussed at a conference on "Things that Actually Work" for plant operators? Because, in many instances, KM has actually worked. The practices that represent KM done right offer significant opportunities for plant operators to achieve real gains, especially in times of resource constraints and in the face of ever-increasing technical and commercial goals. The KM fad is all but over. The KM benefits continue to accrue to those who have applied the lessons learned from that fad, and implemented sound * Fair disclosure: I am not unbiased with respect to the potential impact of KM. The Mini-Disc TM cutter drill bit is a radical design departure from the traditional tri-cone rock drill bit. Miniature disc type cutting tools as small as 3.25 inches (82.5 mm) diameter are fitted to a bit body to cut individual concentric kerfs. The action is the same as that commonly used on large tunnel boring machines but miniaturized. The high performance rate and efficiency of a disc cutter are the result of producing a large proportion rock chips rather than sand or powder. The Mini-Disc TM drill bit, referred to as the "Disc Bit" has other unique features as well. It can be re-greased between runs. It can be rebuilt in the field in about 15 minutes, cutters can be replaced and the Disc-Bit appears to require less down hole hydraulic power than conventional bits. Thoroughly tested in the laboratory, the bit has recently been undergoing field trials in well drilling, blast hole drilling and shaft drilling. As any engineer knows, the laboratory cannot shake out all the problems but it eliminates the more glaring weaknesses. Performance results have been exhilarating, and a few mechanical problems were discovered and largely overcome. This paper is a progress report.

Coal is America's most abundant energy resource. Therefore, it IS logical to assume that coal must be produced in much greater quantifies in order to make the United States self-sufficient, as far as energy is concerned by 1985. However, there are a number of obstacles which have to be overcome in order to achieve such a great task. According to one of the most outspoken American Mining men, there are three major obstacles. Those are: (1 ) Mining technology (2) Public image of the coal mining industry (3) Governmental policy toward the mining industry The following will be dealing with Shortwall Mining, which is a very specific part of mining technology and which might influence the image of the coal mining industry as well as the governmental guidelines, at least to make it easier to live with those guidelines. During recent years the operation of coal mines has been more expensive than ever. Since 1970, the cost of producing coal increased by 30% and the productivity dropped by just about the same amount. Those are alarming signs.

A program of geological research in support of mineral exploration efforts is outlined. Specific goals are stated, approaches to accomplish their attainment are described, and the type of useful results to be expected are outlined. Because mineral exploration or prospecting has intensely practical goals, research in support of it must be applied research, applied to the problem of maintaining or increasing the discovery rate of the exploration effort. To attain research goals, attention to personnel selection, group structure, and program are critically important, and in about that order. A large percentage of the professional personnel should have had experience in mining geology or mineral exploration, and they all should be prospector-oriented. Structuring in the group should be at a minimum, with wide allowance for the kind of independent research which is essential to the nurturing of on-target creativity. The program should be field-oriented, and it should include a wide representation of those subdisciplines of geology which are applicable to mineral exploration. The types of results to be anticipated include improved or new conceptual models for various types of orebodies and their settings from which new ore guides can be derived, new exploration techniques, and the development of a knowledge bank for various aspects of the exploration effort.

In 1977, an article in World Mining (1) reported a total of 2726 rotary blast hole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher: Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item, to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to re¬ducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, five factors affect the rate of penetration. They are: 1. Bit selection 2. Weight on the bit 3. Rotary speed 4. Hole cleaning 5. Formation properties Of these factors, all but one may be control¬led by the operator. Looking at any one in detail may reveal possible improvements in the system. Cleaning the hole is a good place to start. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh, clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in re drilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole.

Regardless of the mechanical design features of a particular air classifier certain basic principles apply. Specifically , there are two forces at work: 1. An air drag force 2. An inertial or centrifugal force. The air drag force has an increasing influence as particles become smaller. A very small low mass particle is easily carried along with an air stream even when turning a corner. Thus, fine particles follow the air away from the classifying zone. Inertial forces increase as the mass of a particle gets larger. Thus oversize particles tend to obey Newton's laws and respond to centrifugal forces or simply continue in a straight path when the airflow changes direction.
