Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

The Electroslurry TM electrowinning concept has been incorporated into a process flowsheet for recovering copper from smelter flue dusts. The process has averaged 96% recovery of the copper as high-grade electrowon while at the same time removing a majority of the impurities that degrade drawn copper as a result of recycling flue dust and liberator cathodes: The dust is processed through several stages consisting of leaching, copper precipitation, Electroslurry TM electrowinning and waste liquor treatment. The process may be integrated into a smelter operation and become an effective and feasible means of maintaining good product purity.

It is doubtful if anyone knows precisely how many U.S. coal miners have been killed by roof falls. In 1931, 51 miners were killed by falls or rock in every 10-day period (Paul, 1). Roley (2) indicated that from 1882 to 1945, over 3,700 men were killed by roof falls in Illinois alone. During this 63-year period, roof falls accounted for 47.6 percent of the coal mine accident fatalities. Similarly, Price and Nolting (3) reported that during the 10-year period beginning in 1937, roof falls claimed over 50 percent of the lives lost in West Virginia coal mines. Over 150 miners died under fallen rock in West Virginia alone, in each of those years. Certainly, the statistics have improved over the years. The Theodore Barry Report of 1971 (4) indicated that during, the previous 4 years, fewer than 100 miners per year lost their lives to roof falls--in the entire United States. The improvement is less remarkable when it is realized that the accident rate has declined only as the number of miners employed underground has declined. The TRW Report (4) pointed out that although the number of fatalities in underground coal mining (from all causes) had been cut in half from 1956 to 1965, the fatality rate per thousand miners had remained virtually constant. The decreased accident rate was due not to a reduction in hazards but to a reduction in work force. Roof falls still claim approximately 50 percent of the lives lost in underground coal mines. Considering the increased underground production of coal which must result from our energy crisis, the environmentalists' pressure against strip mining, and our inevitably diminishing supply of strippable coal, it is apparent that some means must be found to reduce the number of lives claimed by coal mine roof falls.

The recent depressant research is summarized, and a new kind of depressant (SCO) has been put forward in this article. Using Na-oleate as a collector and SCO as a depressant, separation of dolomite and phosphate was studied. When SCO was added in the concentration range of 80 g/t to 2kg/t at pH 9.5 ± 0.2, dolomite was absolutely depressed, and apatite kept its floatability. Interestingly, in the mixture of phosphate and dolomite, the dolomite floated. The reasons for such a behavior are investigated through flotation and electrokinetic studies. It was found that the adsorption of dissolved species on dolomite and phosphate resulted in reverse flotation. A concentration of 31.59% P205 and 83.87% recovery of P205 was obtained from the mixture of phosphate and dolomite (2:1) with 26.6% P205 using 210 g/t SCO and Na-oleate 4.93*10-5 M at pH 9.

The ever-increasing demand for steel and the subsequent depletion of high-grade ores requires the massive utilization of low-grade iron ores. In the present study, an iron ore slime sample containing 56.1% Fe was investigated using physical beneficiation, carbothermal reduction, and a microwave-assisted process; however, physical beneficiation and microwave exposure were found to be inefficient as they yielded lower iron recovery. Using coconut shell as an alternative reductant was found to be promising and does not lead to the formation of higher iron oxides, such as fayalite and wustite phases. The microwave-assisted carbothermal reduction was found at par with conventional reduction, saving time and heating. The optimum magnetic concentrate obtained in both carbothermal reduction routes (microwave and muffle furnace: Fe grade, Fe recovery, and yield of 64.3, 97, and 84%, and 67, 99, and 83%, respectively) are suitable for alternative iron-making or blast furnace units.

Powerful mining systems typically generate high-level noise that can damage the hearing ability of miners. Engineering noise controls are the most desirable and effective control for overexposure to noise. However, the effects of these noise controls on the actual hearing status of workers are not easily measured. A tool that can provide guidance in assigning workers to jobs based on the noise levels to which they will be exposed is highly desirable. Therefore, the Pittsburgh Mining Research Division (PMRD) of the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a tool to estimate in a systematic way the hearing loss due to occupational noise exposure and to evaluate the effectiveness of developed engineering controls. This computer program is based on the ISO 1999 standard and can be used to estimate the loss of hearing ability caused by occupational noise exposures. In this paper, the functionalities of this software are discussed and several case studies related to mining machinery are presented to demonstrate the functionalities of this software.

A two-step flotation scheme was employed to beneficiate a low-grade, cherty-calcareous rock phosphate ore from the Jhabua district, Madhya Pradesh, India. In the first stage, apatite and calcite ire floated together to remove silica, and, in the second stage, calcite is floated and apatite is depressed. The reagent scheme consists of sodium oleate, sodium silicate, orthophosphoric acid and sulfuric acid. The effect of reagent dosages on the efficiencies of separtition in each stage was studied systematically. A flowsheet was proposed for the processing of a low-grade phosphate ore containing 12.5% P2O5, 26.5% SiO2 and a CaO/P2O5 ratio of 2.64 (=32% calcite). The proposed flowsheet would produce a composite phosphate concentrate containing 27.2% P2O5, 6.37% SiO2 and a much reduced CaO/P205 ratio of 1.66. The total P2O5 recovery for the composite concentrate would be 73% .

New developments have occurred in Wyoming's industrial minerals industry since the 32nd Forum on the Geology of Industrial Minerals in Laramie, Wyoming in 1996. The soda ash trona and bentonite industries have experienced overall growth. Gypsum and limestone production have remained constant, but have the potential for dramatic growth. The mining of zeolite ceased in 1997. The struggling dimension stone industry has increased production, but development has lagged behind the schedule predicted in 1996. The construction of a container glass plant and associated production of glass raw materials, as predicted in 1996 and imminent in 1998, is now on hold due to unforeseen market factors. Increases in railroad and highway construction have, and will, greatly increase the production of construction aggregate for local uses. An iron carbide industry, not foreseen in 1996, is in the planning stages.

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

Solvent extraction as a method of purifying and concentrating metal values from solution has become a standard hydrometallurgical operation for recovery of both uranium and vanadium, and within the past two years it has been put into operation in a commercial plant for recovery of copper from leach solutions. In this first full scale solvent extraction plant for recovery of copper operated by Ranchers Exploration and Development Corporation near Miami, Arizona, a kerosene solution of an organic compound, LIX-64® is used to selectively extract the copper from the dilute acidic copper sulfate leach liquor obtained from heap leach operations. The copper is back extracted from the solvent into a stripping solution which is fed to an electrolysis circuit producing cathode copper for sale.

"1. THE VICTORIA STATION TRANSPORT HUB Victoria Underground station is part of the Victoria transport hub, which comprises one of London’s main train termini and a major bus station. At the Underground station, the District Line running in the older shallow brick tunnels dating back to 1868 cross the Victoria Line running in the lower tunnels, which were opened in 1969. After Waterloo, Oxford Circus and King’s Cross/St. Pancras Tube stations, Victoria is the most frequented station on the London Underground network and is used by over 80 million passengers per year. Capacity at Victoria Tube station has been inadequate for many years with passenger numbers steadily rising. Overcrowding is a constant challenge and the station has to be closed regularly during morning and evening peaks until sufficient trains pass through to clear the platforms. For this reason an extension has been debated since the 1990s. After intensive preliminary investigations and feasibility studies covering many variants, which included a large-scale jet grouting test to determine the applicability of this technology as a protective measure for the tunnelling works, the project was officially started with the Victoria Station Transport and Works Act Order (Secretary of State, 2009) effective on the 18th of September 2009. Following a competitive tender process a joint venture of Taylor Woodrow and BAM Nuttall were awarded the contract by London Underground, with their design being carried out by Mott MacDonald Ltd. Ensuring the busy station remained open to the public was a key requirement of the Victoria Station Upgrade. Jet grouting works, which were executed from ground surface, were also carried out while the station was fully operational 2. OVERVIEW The Victoria Station Upgrade aims to increase the capacity of the Underground station significantly and one of its major design objectives is to optimise the transfer between the Underground lines. In order to achieve this, the following new structures are currently under construction: •,A new North Ticket Hall •,Extension of the existing South Ticket Hall •,Nine new escalators •,Connecting tunnels between the North and the South Ticket Hall •,8 new lifts providing step free access to all platforms •,An improved connection between the rail/bus terminus and the Underground station As the elevation and geometry of the existing structures cannot be changed, the new structures need to be adapted to the existing structures (see Figure 1)."

Important aspects of kerosene penetration into tar sand have been investigated. The natural tar sand porosity was measured and used to analyze the performance of the hot water process. Subsequently, pretreatment experiments, using 20-kg tar sand samples (Asphalt Ridge and Whiterocks, Utah) and kerosene as a diluent were carried out at the expected summer temperature (26°C) and the expected winter temperature (-14°C). The natural tar sand porosity accessible by diluent has a crucial impact on the reduction of bitumen viscosity and influences the penetration time required for successful bitumen separation from tar sand by hot water processing. Thus, the tar sand porosity is a critical variable that determines appropriate operating conditions. Experimental results indicate that diluent penetration into the Asphalt Ridge tar sand (high porosity) is almost complete after 30 min, whereas for the Whiterocks tar sand (low porosity) the penetration process is much slower, being still incomplete after 15 hours regardless of the ambient temperature.

In 1967, development of the Cyprus Thompson Creek molybdenum deposit began near Challis, ID. The first mining claims were staked on an intrusive rock out-crop. Exploration continued for 14 years. In 1978, the decision was made to develop the deposit. In Dec. 1980, approval was received for the environmental impact statement and facilities construction and waste rock removal began. By the middle of 1983, 126 Mt (139 million st) of rock had been removed and all facilities completed. Location The Thompson Creek project is located about 58 km (36 miles) southwest of Challis in Custer County, in south central Idaho. The mine and mill are situated between 2.2 and 2.6 km (7,217 and 8,530 ft) in elevation. The project is located in an isolated area. Of the impurities present in phosphate ore, dolomite is the most difficult to remove due to the similar chemical compositions of the impurities and also adsorption of dissolved species of dolomite onto phosphate. A new amphoteric surfactant was found to be a suitable collector for separation of dolomite from phosphate. Flotation results showed that the new amphoteric collector had a high flotation selectivity for dolomite in wide pH ranges. The flotation study of francolite and dolomite in each other's supernatant demonstrated that the dissolved ions had little effect on the selectivity of the new collector, but were detrimental to the flotation separation using sodium oleate as collector. A phosphate concentrate with 35.2% P2O5 with 90% recovery was obtained using 290 g/t of the amphoteric collector from a mixture of francolite and dolomite containing 26.2% P2O5. The rejection of MgO was 81.41%.

Fluid energy grinding, or jet pulverization, refers to the process of entraining solid particles in high velocity gaseous or vaporous streams and reducing their size by impact and attrition against other particles or some sort of target. Since all desired size reduction is not achieved in one pass through the zone where energy is applied, some form of classification is necessary to return oversize particles to the grinding zone for further size reduction. Applications Fluid energy mills have normally been used to produce products where the particle size is basically finer than 325 mesh. Products having particle size distributions with a maximum size of 4 or 5 µm, and with a high percentage finer than I µm, can be produced using fluid energy mills. More recently, some fluid energy grinding units have been applied economically to produce ground products with 1 or 2% coarser than 200 mesh. It is also possible to consider usage of a jet-pulverizing zone, without the usual integrated air classi¬fier, operated either in open circuit or in conjunction with a screen. Feed sizes to be delivered to the fluid energy mill depend on the material involved, the type of jet pulverizer used, the finished product size requirement, and the upstream process. In some units feed sizes up to l in. or larger can be accepted, but practical economics usually require the starting material to be -4 mesh or smaller and some pulverizers are typically fed at 20 mesh top size. It is not unusual to find feed materials at essentially -325 mesh when extremely fine products are needed, since capacities are improved with finer feeds. Conventionally the fluid energy grinding process has been used for relatively soft and nonabrasive materials. This includes very low¬melting-point and temperature-sensitive materials or coatings, since there is no measurable temperature rise during fluid energy milling. More recently, however, jet pulverizers are being used on highly abra¬sive materials such as silica, feldspar, glass, zircon, calcined alumina, coke, boron carbide, and similar materials. Since the primary energy application is by impact of particles against themselves, there is a low rate of wear resulting in a small amount of product contamination and in low maintenance costs. Usually the fluid energy pulverizer produces a more narrow particle size distribution than other mills provide, and this is useful where such a requirement exists. It is possible, within limits, to adjust classifi¬cation and other functions of the overall fluid energy system to vary the particle size distribution curve and thereby approach the broader distribution obtained from other grinding methods. By controlling the temperature, composition, and humidity of the fluid used, it is possible to incorporate other functions with the size-reduction process. These include drying or adding moisture, coating, mixing and blend¬ing, and even oxidation or reduction and other chemical reactions or their inhibition. The finished product is discharged in the fluid stream and is conveyed pneumatically to the desired point, where a suitable dust collector must be provided. Operation and Mechanical Features One of the earliest fluid energy mills is the Micronizer now manu¬factured by the Sturtevant Mill Co. Similar units are also manufac¬tured by Jet Pulverizer Co. and others. As shown in Fig. 81, the micronizer consists of a shallow circular grinding chamber with noz¬zles arranged at the outer periphery to discharge tangentially inward. Fluid (usually compressed air or superheated steam) is provided to the nozzles from a manifold at pressures normally in the range of 100-150 psig and at temperatures up to 800°F or higher, depending on the raw material, required results, and economic factors. The Smoky Canyon Mine has recently installed a PROMPTED GAMMA NEUTRON ACTIVATION ANALYSIS (PGNAA) on-line analyzer as part of a long-term advanced process control program. The on-line analyzer was adapted from a continuous dry analyzer and a large on-stream wet analyzer to a compact, multiplexed 3" slurry analyzer. The analyzation feed system utilizes a multiplexer system to accommodate up to fourteen (14) different plant process streams. The corresponding sampling system also provides for dewatering of sample streams too dilute for timely analysis. Key analysis includes, but is not limited to, phosphorus, aluminum, magnesium, calcium, and potassium. This data currently allows plant operations to be manually evaluated and controlled. Future development of a plant-wide supervisory control system will utilize the data for plant operations. This paper discusses the design, installation, and operation of the PGNAA on-line analyzer at the Smoky Canyon Mine.

The conversion of organic matter to petroleum by hydrothermal activity is an easy process, occurring in nature in many types of environments. Geologically immature organic matter of marine sediments is being altered by this process in Guaymas Basin (Gulf of California), Escanaba Trough and Middle Valley (northeast Pacific), Bransfield Strait (Antarctica), and Atlantis 11 and Kebrit Deeps (Red Sea). Contemporary organic detritus and viable microorganisms are also converted in part to petroleum-like products by the same process when present to become entrained, as for example on the East Pacific Rise at 13o N and 21o N and on the mid-Atlantic Ridge at 26oN. The hydrocarbon products (methane to asphalt) generated in all these areas have been elucidated in terms of composition, organic matter sources, and analogy to reservoir petroleum. This petroleum represents a major input of carbon to the primary chemosynthetic productivity of hydrothermal vent systems and may be important to interactions with metals in hydrothermal ore formation.

Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit of oxidized ore became known as the Mossy Creek Mine. From that time until 1913 small scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposits dates from 1913 when the American Zinc Company started operations at Mascot. Six mines are in operation by three companies and a seventh mine is being developed by a fourth company. The total daily production from the field is 11,000 tons of crude ore, which grades from 3 to 6 per cent zinc. Most of the ore bodies are large and ramiform, resembling asyrmetrical networks in which the ore shoots form channel like branches with areas of non-comercia1 rock, called blank islands. Most of the orebodies are adapted to large scale mechanization.

In the course of the grinding experiments conducted at Climax over the past twenty years one interesting phenomenon was discovered. This was that balls made of certain types of steel grind more ore than some others. The most significant variation was found in the results secured with a hard alloyed forged bail compared with the forged carbon ball supplied by most ball manufacturers These findings were confirmed in many repeated controlled tests. The value of these tests depends on the methods used, the facilities available and the care with which the investigations were conducted. These are described in the following. This testing has largely been done in eight 91 x 81 low discharge ball mills in closed circuit with 7811 duplex screw classifiers. The mills run at 20 RPM on a feed approximately minus 3/8 inch. The ore is ground through 28 - 35 mesh in one stage. Each mill and auxiliary classifier is in a separate, parallel grinding and flotation section The, ore to each: section is the same in every particular and is fed to each mill bin from a common conveyor tripper. The ore from the bin to the ball mill is weighed on a conveyor scale. The power input to each mill motor is determined with a watt hour meter which measures the power to the mill motor only. Both the scales and meters are checked periodically by standard methods and have been found to give consistent readings. Automatic samplers are employed on each section to obtain accurate measurement of the size reduction. A size analysis of the classifier overflow is made each shift and a composite size analysis is obtained from a weighted average of the various shift analyses. The mills are driven by 450 horsepower synchronous motors so that there is no speed variation and shell liner age is kept as nearly the same as possible in mills under test. The same set of operators is assigned to a mill under test as to the control mill. In all other particulars such as ball load, mill density, liner design, etc., the mills are operated in precisely the same manner. This is an ideal arrangement for plant testing. From observations of ball mill performance over the past twenty years, it is the opinion of the operating staff that variations of as little as one to two percent in mill capacities may be determined if sufficient operating hours are devoted, to a test. Relations between mill capacities, fineness of grinds and power consumptions have been established with a high degree of accuracy. In Table I are given the figures for one test. These show that while the grind with the hard ball was slightly coarser, the tons ground per hour was 5.4 percent greater with the soft ball, and 6.1 percent greater on the basis of minus 100 mesh produced. The power consumed per ton with the hard ball was 4.4 percent greater on a tons per hour basis. The soft ball was inferior in wearing qualities and steel consumption per ton of ore was 24 percent greater with it. In this test the mills were charged with the two different balls for a period of three months to allow the ball loads to come to equilibrium. In Table II are given the specifications of the two balls. The difference in grinding rates may be accounted for by the nature of the ball surfaces. The surfaces of the soft balls after being worn a while are rougher to the touch. Enlarged photographs of the worn-in surfaces of hard and soft balls are shown in Figure I. These show the presence of scratches or skid marks on the hard ball surface which indicates less nipping effect. The Climax ore pulp has a pH of 6.0 and is in a dispersed state. The viscosity is low compared with most ores especially those that are conditioned with lime. This would lower the tendency of the pulp to adhere to the balls with a lower grinding efficiency as a result. It was also thought that the relative rates of wear from surface to center might affect the make-up of an equilibrium ball charge. This probably has little effect on capacity as shown by the size analyses of the two ball charges in Table III. This hypothesis was subsequently investigated by the use of rationed charges.
