Automation is a word whose meaning has been broadened by popular usage to include any labor saving device. We with restrict our usage to the replacement of human judgement by instrumental measurement and mathematical analysis in the control of industrial processes. Mineral concentration is an area which has resisted automation because of the great difficulty in developing measuring instruments which can exist in the rugged environment and can measure useful properties with acceptable accuracy. This is not the only factor limiting progress, but until recently it has been of over-whelming importance. The development of on-stream X-ray analysers, magnetic flowmeters and nuclear density meters for mineral slurries has eliminated this obvious barrier and is enabling us to locate and attack the less obvious problems which still limit our ability to automate concentrators. If we examine the history of automation in industries which are highly automated we find that it has usually gone through three distinct phases. The first phase has been regulation. This is the simplest form of control and involves manipulating some variable whose value is of no importance in order to maintain the value of some other variable which is important at a constant specified value in spite of disturbances which may occur in other variables which affect it. A simple example is the use of a control valve to maintain a constant flow of fluid in a line in spite of changes in pressure in the vessels at the ends of the line. The request to participate on your theme panel was accepted with some reluctance but indeed as an honor. My subject was outlined to cover 'Energy Resources - both nuclear and conventional' as related to your theme 'Minerals - Treasure Trove of the West'. This is indeed quite an order and I hope you will forgive me for concentrating mainly on the nuclear-uranium portion with brief references only to conventional fuels some of which will be covered in detail later in your conference. In regard to Uranium, I am speaking on the fringe of the area containing half the uranium reserves in your country and no doubt to many who are very conversant with knowledge of these resources. Nevertheless since our two countries have been very closely allied in both nuclear developments and uranium supplies I hope an exchange of information may be mutually beneficial. Concentration on the nuclear fuel resources is I hope understandable as nuclear energy is the coming source of power which will augment the rapid demand in the industrialized countries and provides hope for economic power in many of the more underdeveloped countries. The situation regarding conventional fuel resources is more widely known and their expanding future revolves around production cost reductions, research into diversified uses, plus more assurance of imports from countries less effected by international controversies determining export policies.

The Republic of Botswana, one of the newer countries of southern Africa, attained independence on September 30, 1966. It covers an area of about 225,000 square miles (582,000 square kilometers) which makes it slightly larger than France, or slightly smaller than Texas. It is bounded by Zimbabwe, the Republic of South Africa and Namibia, including the Caprivi Strip. Angola and Zambia are close neighbors. (Map 1). Botswana lies at the center of the southern African plateau at a mean elevation of 3,300 feet (1,000 m). It is a natural habitat for most species of African fauna. The rolling sands and extensive grasslands of the Kalahari Desert cover the southwest. The climate is sub- tropical. Summers, although tempered by north- easterly breezes, are hot, but mean maximum temperature seldom rises above 100°F (38°C). Winters are dry with wide temperature variations, which often give rise to frosts.

It is very seldom that a completely new project is initiated. Most projects consist of a new and different combination of proven techniques or a combination of proven and new techniques. The theme of my discussion today falls in the second category. Proven methods of water transportation and proven methods of bulk material handling were combined with some new techniques which resulted in a new market for the coal industry and a cheaper fuel supply for the power industry. In this respect I refer to the water transportation of coal from the West Kentucky coal fields to coal burning power plants on the west coast of Florida. Peabody Coal Company, Florida Power Company, Gulf Coast Transit, and Mid-South Towing combined their individual requirements and "know how' to make this project possible. I feel the results speak for themselves since it proves that coal can be mined in the West Kentucky coal fields, transported some 1,200 miles by river barge and some 450 miles by ocean going barges, be delivered to power plants on the west coast of Florida and still meet the competitive prices of gas and residual oil. The unique parts of this project concerns the storage and trans loading facilities for coal from river equipment to ocean equipment near New Orleans; the return haul of phosphate and it's trans loading from ocean to river equipment at the same facility and the use of large ocean going barges. In detail it works as follows: Coal is mined in West Kentucky and loaded into 1,500 ton river barges on the Green River. It is then transported some 100 miles to the mouth of the Green on the Ohio River, then 200 miles down the Ohio to it's convergence with the Mississippi, and then 900 miles down the Mississippi to the trans loading facility some 40 miles South of New Orleans. There it is transferred from the 1,500 ton river barges to 18,000 ton ocean going barges and hauled some 450 miles across the Gulf of Mexico to the Gannon Station of Tampa Electric at Tampa entailing a total haul of approximately 1,650 miles.

Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.

A stable and continuous leaching process for niobium and tantalum extraction from ferrocolumbium tantalum (FT) was developed. The effects of initial concentration of HF and H2SO4, grinding fineness, leaching time, and temperature on the leaching rate of Ta, Nb, Fe, and Si were studied. Experimental results show that the leaching rates of Ta, Nb, Fe, and Si were enhanced by the increase of acid concentrate, fineness, leaching time, and leaching temperature. The optimum process conditions are HF initial concentration of 5 mol/L, H2SO4 initial concentration of 2.5 mol/L, − 74 μm percentage of 65%, leaching time of 20 min, and leaching temperature of 25 °C. Continuous leaching of FT was carried out by feeding ore and acid every 20 min. By leaching with HF − H2SO4 for 4 h, then adding appropriate amount of HNO3 into the solution and keeping for another 1 h, a high Nb extraction rate of 99.8% was achieved. The established method provides a promising technique for the high-efficiency separation of niobium and tantalum from FT.

Fully-bonded rock bolts have been widely used in construction sites and mines in recent years. The purpose of this investigation is to prove the effectiveness of rock bolt supports in unstable ground through in-situ tests and numerical analysis. 2. MEASUREMENTS AND PROCEDURES OF IN-SITU TESTS The fully-bonded rock bolts as the mine road¬way supports were tested in the Fukasawa mine which is located in the northeast district of Japan (Fig. 1). The Fukasawa mine (one of the Kuroko mines) started the production in 1973, and the present monthly production is slightly less than 20,000 tons. The ore deposit which exsists at about 400 m depth is divided into several small lenticular shaped bodies. They are distributed apporiximately 1500 m in NW-SE direction and 700 m in NE-SW direction. The hanging wall is basaltic lava and the footwall is tuff. The rocks surrounding the ore bodies are soft but relatively intact, so the trackless mining system has been adopted from the beginning of the development.

As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices

A laboratory investigation was carried out to study the influence of asphalt, bentonite and corn starch binders on the pelletization kinetics of coal fines and on the quality of the resulting pellets. Pellet quality was evaluated in terns of the compression strength, impact resistance (drop test), abrasion resistance and resistance to severe weather conditions. The amount of binder addition did not significantly influence the pellet growth kinetics. However, the pellet quality varied markedly depending upon the type and the amount of binder used. Experimental results are explained on the basis of the mechanism of interaction between the coal particles and the binders. Of the three binders tested, corn starch proved to be the best in all respects but for the resistance to water penetration. Finally, a combination of corn starch (imparting strength) and asphalt emulsion (imparting resistance to water penetration) was found to yield the best quality coal pellets.

Over the last fifty years, the treatment of enargite concentrates has not received much attention, primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite concentrates by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid bake-leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400º C) sulfuric acid baking of an enargite concentrate followed by water leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate happens during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase when baking at 400º C. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400º C, a sulfuric acid concentration of 0.5 mL/g and two hours baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). X-ray diffraction (XRD) analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in a similar fashion.

At the, Crescent Valley Mine of the Hanna Coal Company, several 10,000 ton unit trains of 41" x 0 strip coal are loaded per week during the lake season. This is accomplished without the use of any accumulation of prepared coal. A large raw coal pile is built up during the winter months adjacent to two truck dump bins. This is added to whenever trucks are coming in from the pits and trains are not being loaded. During the loading of trains, trucks from several pits dump into the truck hoppers and coal is also dozed in from the pile. At a rate up to 3200 tons per hour this coal is screened, the plus 6" hand picked, the plus 4" crushed, and' all weighed and sampled as it goes directly to railroad cars being handled on two tracks by car retarders. With such an arrangement it is possible to exercise some control over coal quality, if it can be assessed rapidly. For instance, if the moisture rises to a level where it seems probable the BTU per pound will be reduced to the point where the contract calls for penalties, the trucks from, the wettest pit may be stopped, more or less coal may be moved in from the stockpile, or other measures taken to assure that the average BTU of the trainload will be satisfactory.

Electronic systems have been increasingly used in underground mines to improve mine safety. These electronic systems emit electromagnetic (EM) energy which can adversely impact the performance of other electronic systems nearby and thus should be characterized. Researchers at the National Institute for Occupational Safety and Health (NIOSH) characterized the magnetic fields emitted from devices that can potentially interfere with the performance of proximity detection systems (PDSs) and compared the emission levels of these devices to the susceptibility of PDSs. In this paper, we present our measurement results pertaining to this effort. Particularly, magnetic fields emitted from the different orientations of a powered air purifying respirator (PAPR) and two lite trackers are evaluated based on the RE101 protocol specified in the MIL-STD-461G standard. The results show that both devices emit strong magnetic fields which strongly depend on the orientation of the devices. At some frequencies, the maximum emission levels from the two devices exceed both the emission limit given in MIL-STD-461G and the maximum magnetic fields that a PDS can withstand without a failure. The results and findings in this paper can help the mining industry better understand electromagnetic interference (EMI) underground and provide critical scientific data that support mining-specific recommendations to address EMI-related challenges.

The development and testing by the Bureau of Mines of a prototype crib and cable conveyor for handling large rocks are discussed, and possible modifications of the concept for a production model are examined.

In the past 100 years in the mining industry, many references are made to the "Widow Makers", 'Miners Con" and many other derogatory names related to physical hazards. They reflect the lack of understanding of the problem facing the early day miner. Workers were enticed, in some cases, to take a chance against a medical question mark that could not be explained by the doctors of those early days. The optimism of the mining man and the challenge of work led him to believe that the physical results could not apply to himself and only applied to some of his fellow workers. Much of the time, to his dismay, he found that he had lost to the game of chance. As medical knowledge improved and mining management began to understand the effects of conditions in the mines and beneficiation plants, steps were taken to alleviate or eliminate the health hazards that were present, The organizations engaged in mining that did not take an active interest in employee health found themselves to eventually be placed in the position of being forced to take action by Federal and State legislation. We find ourselves in the 1970's on the threshold of a new era where the general public is concerned vociferously about "their" environment and the industry feels the governmental controls more strongly than ever before. It can be said that in the past 100 years we have advanced from the "Widow Makers" of the 1870's to the "Retirement Makers" of today. The difficulties of the early days in underground mining were of times compounded in the beneficiation plants above ground. As late as the 1950's some crushing and milling installations in the United States were operating under environmental conditions that complied to the then existing legislation but were below the health level sought by conscientious management. The Mission Concentrator Crushing Plant was designed in 1959 and placed in operation in July, 1961. A short review of the current practice and recent developments is followed by a description of a newly developed approach for the solution of the optimum ultimate pit limit problem. The new approach utilizes the network modeling of the problem for solution by maximum flow algorithm. The latest developments in the implementation of maximum flow algorithm present significant time and memory savings as compared to initial development due to Ford and Fulkerson. Results of a series of computational tests are presented to demonstrate how this approach performs as compared to the well-known Lerchs Grossman algorithm. It is also shown that the solution by the new method will automatically include several optimal solutions based on predetermined number of benches to be included in the analysis.

The guiding principle in developing this plan resulted from evaluating potential future markets for oil, the quantity of mineable oil shale and the optimum rate of production comensurate with market demand on the available oil from shale. In addition, the rate of production may depend upon a solution to the problems of scarcity of resources other than oil shale. The rate of production finally will tend to establish the choice of technologies with these limits. The principle components discussed will be: 1) The place of oil shale among the various energy sources and its relative adaptability for use in the area of major consumptive demand. 2) A recalculation of the reserves and their classification on the basis of quantity, grade - gallons per ton, - and physical characteristics principally thickness, overburden and depth.

In order to predict and minimize detrimental production problems due to the recycling of process water in sulfide ore processing, the influence of major species, calcium and sulfate in process water on sphalerite flotation was investigated through Hallimond tube flotation, zeta potential, diffuse reflectance Fourier transform infrared spectroscopy (FTIR) and X-ray photoelectron spectroscopy (XPS) measurements using sphalerite mineral sample. Assessment of process water species in flotation was done using deionized water, process water and simulated water containing calcium and sulfate ions in experiments. Hallimond flotation shows increased sphalerite float-ability in process water compared to deionized water, but no significant effect on the presence of calcium and sulfate ions in deionized water using isobutyl xanthate as a collector. The presence of calcium ions reduced the sphalerite?s negative zeta potential, while at higher concentrations, a charge reversal occurred, at about pH 11. FTIR and XPS studies revealed the presence of surface-oxidized sulfoxy and carbonate species on sphalerite at pH 11.5 in deionized water, process water and water containing calcium and sulfate ions. These surface species do not influence xanthate adsorption.

This paper considers the potential water quality impacts of future energy scenarios which project an approximate doubling of coal utilization from 1975 to 1985. The major impacts estimated for coal extraction are related to effluents from unregulated activities (reclaimed areas prior to stable vegetation) and pollutants (e.g., metals and ammonia). Where applicable, the EPA effluent guidelines to be in effect by 1983 reduce the impact of individual sources to low levels. For example, total suspended solids and acidic discharges are to be regulated to levels generally below recommended water quality standards for receiving streams. However, implementation of these guidelines, particularly for coal extraction, has not been demonstrated on a wide scale. Water quality is not expected to be a major constraining factor for increasing capacity of coal fired utility and industrial boilers. Water quality control has not been demonstrated on a commercial scale for coal conversion to synfuels, but adequate control technologies appear to be feasible.

Anthracite preparation developments, particularly in the early days of the anthracite industry, formed the basis for the modern coal preparation plants that have become so essential to the coal industry today. The anthracite industry, from early in the 19th century until relatively recently, was a leader in mining, preparation and marketing of coal, and played a leading role in the development of the industrial America we know today. Anthracite was discovered in America in about 1760--the story of Necho Allen is well known--but the rediscoveries leading to mining operations took place about 50 years later. The Wurtz brothers in 1815 at Scranton, the Smith brothers at Wilkes-Barre in 1807, Beach in Hazleton in about 1814, and Boyd in 1816 at Shamokin were all instrumental in promoting early mining and marketing of anthracite (J3. The early canals and railroads were built for the specific purpose of moving anthracite to the market areas. Eventually, the industry grew until, in 1917, it reached a production zenith of a little over 100,000,000 tons, representing about 20 percent of the total coal output in the United States. Almost half of the anthracite produced that year was consumed for domestic heating, a utilization that had dominated the industry for almost 100 years. Initially, anthracite had to be used by gunsmiths and blacksmiths, after which had followed the consumption of extensive quantities for railroads, blast furnaces and foundries, and electric power generation. Most of the markets have been lost to coke, oil, and natural gas. Near the anthracite regions, however, significant quantities are still used for domestic heating, power generation, carbon black manufacture, blending with bituminous coal to make metallurgical coke and fuel, and for other industrial purposes. Thus, anthracite production has not been entirely committed to history, but remains an active industry that follows modern practices in the mining, preparation, shipping, and utilization of a fuel that is still a valuable adjunct to the national economy. In fact, its inherent low sulfur content may make it an important fuel of the future. Estimates indicate there are reserves of anthracite to last for 300 years at a consumption rate of 50,000,000 tons/year. Anthracite Preparation Yesterday A 170-year history of the anthracite industry obviously is not the purpose of this discussion. A complete history of anthracite preparation, the rather unglamorous step in the processing of "mine run" hard coal to make it suitable for the user, is also not practical. Hence, the purpose of this report is to trace the development of some of the most important processes used through the years to meet a part of the demand for energy developed by our modern society. Anthracite preparation in the early days of the industry consisted solely of separating slate from the coal, by hand, underground (Z). This method prevailed for almost 20 years until wrought iron hand rakes were introduced to separate the large and small sizes. Shortly thereafter, the first attempts were made to size and clean the coal aboveground. The coal was dumped on a perforated cast iron plate, and men used sledge hammers to break the larger pieces into smaller sizes suitable for the market. The smallest sizes--that is, the material that went through the plate--were thrown away because they had no value at that time--a concept that existed for many years and actually was the basis for the subsequent "river" coal production and the many silt banks which are landmarks in the anthracite region. The larger sizes, at that time, sold for 50 cents per ton. The Batten breaker, or roll crusher, was invented in 1844, followed soon thereafter by the Snell-Diehm breaker (A). The latter had disadvantages, including excessive waste and fixed product size, but it later was improved in these respects. A breaker was also developed at Minersville, Pa., at about the same time that processed 200 tons of coal per day, using roll crushers and circular screens (1). Handpicking, from the beginning of anthracite preparation, was an important part of the cleaning process and was still being practiced as late as 1950. It was this process that involved the "breaker" boys of coal region lore. How much good handpicking accomplished depended on how much impurity was present in the coal--the more the impurities, the greater the reduction in ash. Thus, high-impurity streams were significantly improved, whereas picking of relatively clean coal was mainly to show an effort to make a quality product. As indicated, picking is largely a visual operation. It was and is wasteful of coal in the larger sizes since some good coal is always associated with the bad. However, it was probably much more effective' in the larger than the smaller sizes.

Pillar strength is a fundamental variable in the design of room and pillar mining. A number of researchers have investigated the strength of mine pillars by loading cubical, cylindrical and rectangular model pillars to failure in a compression testing machine (1). Several of these researchers have observed an increase in the compressive strength of model pillar with an increase in friction at the platen-specimen interface (2, 3, 4, 5). It has been postulated that the friction prevents lateral expansion of the specimen, thereby exerting a confining pressure at the interface. Seldenrath and Gramberg in their work with cylindrical specimens of limestone and marble noted that the effect of clamping the ends of the specimens, i.e., to restrict lateral movement of the specimen face, was to increase the compressive strength about 10% for marble and from 50-75% for the limestone, as compared to the same type of specimens when tested with the end planes free (6). No attempt was made to determine the confining pressure exerted by the clamps. In recent years, Bureau of Mines has conducted an extensive study, similar to Seldenrath and Gramberg's, with dog bone specimens. The confining pressure exerted by the clamps was determined and an increase in the compressive strength with increasing confining pressure noted (7, 8).
