"The Multiple Blasthole Fragmentation (MBF) model models multiple explosive charge contributions and the effect on fragmentation of delay timing with its associated scatter for each blasthole. The model uses near-field blast vibration attenuation parameters and the ground p-wave velocity as inputs for part of the in situ rock property to model rock fragmentation. It models most blast design parameters explicitly and simulates the effect of wave reinforcement due to the interaction of simultaneously arriving waves or diminishing cooperative contribution from long delay intervals between charges within a blasthole or among blastholes. The fragmentation size is calculated at three-dimensional grid points within a blast, and the fines and oversized blocks are treated explicitly. The model takes a surveyed irregular geometry of the free face of a blast as the calculation boundary.This paper presents a case study on applying the MBF model at an openpit mine. Near-field vibration measurements from signature hole blasts were conducted to obtain the stress-wave magnitude and attenuation parameters as well as ground sonic velocity. A production blast was then monitored with the corresponding fragmentation measured, serving as site-specific inputs to the MBF model. Various blast design scenarios were then simulated to develop ones that provide better fragmentation to improve mill throughput for the mine. IntroductionThe semiempirical fragmentation models currently found in the literature (Cunningham, 1987; Lownds, 1995) cannot explicitly model contributions from multiple blastholes with varying delay intervals. Most of these models are not three-dimensional. Furthermore, these models predict an average fragmentation size within a volume surrounding a blasthole and use the average size to generate a size distribution over the volume. The percentage of fines and oversize blocks is included in the distribution. Typically, such models are inadequate for predicting fines and oversize blocks (Cunningham, 1987)."

As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

South Bulga is a new longwall operation located in the Hunter Valley coal-mining region in Southeastern Australia. The mine’s objective is to achieve productivity levels significantly higher than the current industry average. From the day longwall production began, South Bulga’s output was below both budget and industry expectations, primarily because of the poor performance of the conveyor system. In the past, conveyor systems have been seen as an adjunct to the mine plan, not as an integral part. At past production levels, this approach may have been acceptable. In today’s mining operations, the conveyor system must be treated as integral and vital to the mining operation. The conveyor system is analogous to the vascular or circulatory system of the human body. Of itself, the system does not do anything, but if it is not functioning satisfactorily, the mine cannot operate.

Acid-Minesite-Solutions (AMS) are defined as copper-containing pit lake, tailing pond, acid-mine-drainage, and heap and waste dump irrigation solutions. All of these solutions are characterized by copper, acid and water contents that have value as individual commodities. HW Process Technologies, Inc. (HWPT) has developed nano- and hyper-filtration membrane methods for the separation of copper and other base metals, acid and water from AMS. These treatments are collectively called HWPT?s Engineered Membrane Separation® (EMS®) systems. The EMS® method of copper recovery produces small volumes of higher-concentration copper solution from large-volume, copper-dilute AMS. A case study of the 4,000 gpm Cananea EMS®-AMS plant for the recovery of copper from an acid-pit-lake resource is described. The EMS® method of copper removal from AMD and tails pond waters has been bench-scale demonstrated and are described, complete with projected budgetary capital and operating costs. Additional treatments for the recovery of sulfuric acid and high-quality water from the permeate (membrane passing) waters for the above-described AMS treatments are presented, with budgetary capital and operating cost estimates. Past failures of coal refuse embankments have resulted in intensified efforts in inspections of coal refuse sites by the Mining. Enforcement, and Safety Administration (MESA). MESA inspections however, are mainly qualitative and are often time consuming, Therefore, in August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in MESA inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photo interpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Based on CH2M HILL results cost for monitoring by rapid system was approximately 25 percent of cost by conventional ground survey.

In spite of the deflationary state of the minerals business today, there will be opportunities for those who can fulfill future needs. Since there are abundant supplies of ores and fuels to keep prices down, at least in peacetime scenarios, future needs may be as much political and social as technical and economic. Engineers and economists will develop new and innovative ways to find, mine, process and pay for mineral deposits. Pressure from governments and non-governmental organizations and the public will combine with market forces to provide opportunities for highly competitive, risk-taking enterprises who can leverage the qualities of their orebodies and employees by being good neighbors and partners.

"BACKGROUND In the event of an explosion or fire in an underground mine, workers can be exposed to a deficiency of oxygen, an excess of carbon monoxide, or both. These threats can occur as separate conditions or simultaneously. A lack of oxygen in the breathing air can only be addressed via the use of a self-contained breathing apparatus (SCBA) acting as a source of oxygen. An excess of carbon monoxide can also be addressed via the use of an SCBA, but if the threat occurs in isolation (that is, the atmosphere still contains sufficient oxygen to support life) and the concentration of the threat gas is not extreme (< 2%) then the carbon monoxide threat can also be addressed by the use of a filter self-rescuer (FSR). Used together, the SCBA and FSR offer a far more efficient and universally capable life support system than when used in isolation. However, the SCBA does not take advantage of the fact that the surrounding atmosphere likely contains some level of useable oxygen; i.e., the SCBA always supplies the total required oxygen from its limited supply, resulting in a ceiling on its useful life regardless of the level of oxygen in the surrounding air. To address this technology gap, what is needed is a ""smart"" SCBA that provides filtration and catalytic protection against threat gasses and has an extended duration life-sustaining oxygen inhale stream independent of the threat content and oxygen deficiency of the surrounding atmosphere. DEVELOPMENT Developed under contract with NIOSH the Smart Escape SCBA is comprised of three major components including; 1) oxygen supply, 2) oxygen sensing & dosing electronics and, 3) a CO catalyst and carbon bed broad spectrum FSR. The SCBA is designed as a hybrid system that provides non-toxic breathing air by using an approved Chemical, Biological, Radiological and Nuclear filter self-rescuer and a catalyst to convert high levels of carbon monoxide to harmless carbon dioxide (CBRN FSR/CO). In addition, the Oxygen Sensing & Dosing Electronics (OSDE) package adds sufficient oxygen to make up for deficiencies detected in the ambient air (Figure 1). By making use of the ambient oxygen, less oxygen is required for a one-hour unit life. This means that the Smart Escape SCBA fits in a smaller and lighter package than a similar-duration conventional Self-Contained Self-Rescuers (SCSR). Alternatively, taking advantage of available ambient oxygen could offer a significant increase in working duration in a unit with the same size as current SCSRs. The research performed under this NIOSH contract involved numerous tasks including: (1) definition of performance and system requirements for the Smart Escape SCBA, including keeping environmental stressors within acceptable ranges, providing at least one hour of breathable oxygen supply, and using a mask or hood that allows high-quality voice communication; (2) designing, building, and evaluating prototype units to support extensive bench top testing at Avon Protection and third party labs to demonstrate the device’s capabilities; (3) building sufficient quantity of Smart Escape SCBAs designed to be intrinsically safe (per MSHA criteria); (4) testing and evaluation by the National Personal Protective Technology Laboratory (NPPTL)."

There was a time when heavy-duty apron feeders were built to last almost forever. The machines were heavy and built to maintain certain expected longevity and reliability. Increasing emphasis on return on capital leads to cost-effective designs. Costs can be increased or decreased, depending on customer specifications and the design philosophy of the feeder manufacturer. Specifiers can make important contributions to cost effectiveness. To do so, this article describes what should be known about planning with a supplier for heavy-duty apron feeders. There are several factors that should be considered, including capacity, characteristics of material carried, length, method of feeder loading, degree of lift, hopper opening, pan construction, and type of drive. Today&apos;s apron feeders are built in various sizes and with a variety of components to handle heavy, lumpy, or abrasive materials that can ruin lighter feeders. Careful feeder selection is important if it is to provide a controlled feed rate, absorb huge impacts, be used with long hopper openings, and have a relatively low power-perton capacity. Variations in systems and materials demand that each feeder be designed for its application, drawing on a wide range of components. Therefore, certain factors must be considered before final specifications are drawn. Capacity The design and application of an apron feeder is based on how material passes through a given system over the feeder into processing machinery. The processing machinery&apos;s capacity governs other equipment and productivity of the flow. From this basic information, related sizes of upstream equipment can be determined. Of these, the apron feeder acts as the "mouth and neck of the bottle." No more will pass than the mouth and neck will accommodate. Everything in the apron feeder design, from dimensions to power, is based on processing machinery. Material Considerations Are Vital Just as the nature of materials to be crushed or screened affects capacity and productivity of a crusher or a grinding mill, so does it affect capacity and performance of a feeder. Lump size must be identified closely so the pan width can be selected to accommodate the maximum lump with room to spare. Caterpillar unveiled a new dozer, the new Cat D10T2 dozer, that builds on the success the company has had with its D10T model. The newest version of the dozer includes refinements to its power train, automated controls and structures. The result, the company said, is high productivity with superior fuel efficiency, reliable operation with long-lived structures, as well as enhanced access for service technicians and operators. The D10T2 uses the latest load-sensing hydraulics technology combined with Cat advanced engine controls to maximize the amount of material moved for every drop of fuel burned. Improved filtration protects the fuel system, hydraulic system and power train oil system to help ensure high reliability and minimal machine downtime. Refined large structures, such as redesigned track roller frames, deliver longer service before rebuilds. Improved access and egress features enhance safety and productivity of technicians and operators, and optional powered access systems and platforms enable configuring the D10T2 for the site. Caterpillar offers the D10T2 with two variations of the Cat C27 engine with ACERT Technology. One version is U.S. Environmental Protection Agency (EPA) Tier 4 Final certified, and the other is capable of achieving emission levels equivalent to EPA Tier 2 standards. Both engine configurations produce net power of 447 kW (600 hp) in forward gears and 538 kW (722 hp) in reverse gears. The engine controller automatically adjusts power output based on the direction of travel. With the new system, the D10T2 has about 20 percent more power in reverse compared to its predecessor model. The result is faster cycle times and greater productivity in certain applications. The D10T2 is suited for a variety of applications including mining, heavy construction and bulk materials handling.

A roasting-leaching process has been developed for concentrating platinum group metals (PGM) from a PGM-containing ferroalloy. The optimized roasting conditions used a NaOH-to-ferroalloy mass ratio of 1.2 at 600 °C for 2 h. The roasted product mainly comprised Na4SiO4, NaFeO2 and Fe2O3. The iron oxide and sodium silicate associated with the roasted product were leached in water and dilute sulfuric acid solution, while the PGM was concentrated in the acid-leached residue. A PGM concentration of 23.4% was obtained with assaying, and the concentration factor of PGM from the ferroalloy to PGM concentration was greater than 9.

FTIR spectroscopy has been used for the characterization of adsorbed oleate at the fluorite surface. It has been found that modest changes in the adsorption density at high temperature and high oxygen potential do not provide a satisfactory explanation for the significant increase in the hydrophobic character of the system under similar conditions. Rather, FTIR spectroscopic measurements suggest that chemical interaction between adsorbed oleyl groups occurs at high temperature and/or oxygen potential and accounts for the increased hydrophobicity. Specifically, the intensity of the =CH bond of the adsorbed oleate diminishes at high temperature and/or high oxygen potential. Such a phenomenon was not observed in control tests with the calcium oleate soap. For extensive reaction at the fluorite surface, the presence of a new surface species has been identified. These results indicate that the fluorite surface catalyzes an oxidation and/or polymerization reaction between adsorbed oleyl groups which results in a more hydrophobic structure at the fluorite surface.

Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

This paper outlines the results of a study of opinions of practicing engineers concerning the value of environmental engineering courses in a mining engineering curriculum. One hundred engineers with significant experience in mining-related engineering work were carefully chosen. Of the sixty-seven responses received, about half were from mining engineers and half from environmental engineers. The results of the survey are outlined in detail. The number and type of courses recommended by the respondents are summarized as well as the specific topics recommended for inclusion in a mining engineering curriculum. The survey form also asked for the stages in the mine life when environmental experts were needed and the percentage of environmental engineering performed by outside experts for many mining-related environmental tasks. The results of this line of questions are provided. Finally, the paper offers a comparison of the results for environmental engineers and mining engineers and analyzes the differences.

This paper describes the application of a cyclonic flotation column (CFC) for coal cleaning. A CFC makes use of centrifugal force to create a density gradient in a column to augment the froth flotation process. In a CFC, a series of angular helical inserts is attached to the wall of a conventional column and coal slurry is mixed with a series of impellers attached to a central shaft. The hydrophobic froth concentrates near the center shaft and moves upward, while the relatively heavy hydrophilic particles concentrate near the wall and are guided downward by the helical inserts. Results of pyritic sulfur removal from an Upper Freeport coal during CFC flotation are discussed in this paper.

Potash production from natural brines of the Bonneville Salt Flats has a comparatively long history dating back to the start of World War I. However, it vas sot until the late 1930&apos;s that a successful commercial potash operation was achieved by a firm known as Bonneville Ltd. While improvements in operating techniques, pond design and equipment have been incorporated as they became available it should he understood that the basic technology developed in the late 30&apos;s and early 1940&apos;s by Bonneville Ltd, for potash production has not been changed significantly. The purpose of this paper is to present a brief review of the history, geology and hydrology of the Bonneville Potash operations and discuss the cur¬rent methods employed for brine collection, solar evaporation and the recovery of potash and other brine chemicals. A detailed study of the hydrogeology of the Bonneville Salt Flats wan made by L. J. Turk,1 Ph.D. thesis for Stanford University in 1969, under the auspices, of Kaiser Chemicals the Industrial Chemicals Division of Kaiser Aluminum & Chemical Corporation. Turk&apos;s thesis furnished much of the information presented in this paper.

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

An overwhelming amount of data can be collected around the blasting process. This information can include blasting product, pattern design, blast results, and routing. It is only when these data sources are combined in a concise and accurate form that they are of real use in determining the safety and economic implications of each parameter. Two key technological aspects of blasting are drill fleet management (DFM) and size fraction analysis (SFA). As these technologies are integrated as near-real-time measurement and QA/QC tools, the resolution and realization of blasting parameters is significantly increased. The Freeport-McMoRan Morenci Mine has integrated these technologies along with other existing database structures to create a responsive and sustainable tool for reconciliation, forecasting and parameter matching. This ability allows Morenci to customize blast patterns to meet the criteria most critical to each shot, whether the impact is influenced by routing and recovery, equipment maintenance or safety concerns. DRILL FLEET MANAGEMENT The current DFM was stabilized in its current form in mid 2009 after database and hardware maintenance met stability requirements. Currently the system is running on 12 production drills. The system receives pattern layout and is capable of semi-autonomous drilling over the entire district. The fleet is capable of drilling in highly altered intrusive units and hard granites through the range of sedimentary and volcanic units that comprise the Morenci District. The system brings a level of accuracy not achievable with earlier paint-marked patterns. Depth control is also increased along with more consistent wear and maintenance patterns due to semi-autonomous drilling.

No other region of the world is enjoying the tremendous growth of power use that is currently being experienced in Asia. Fortunately for the coal industry — particularly in Asia — the power plants being planned or under construction are designed to use coal as fuel. This has produced a significant increase in the demand for steam coal that, in turn, has encouraged many in the industry to develop new coal mines. Indonesia is a country that has enjoyed substantial growth in coal production. This developing country has 195 million people who live on the nearly 13,000 islands. It has quickly emerged as the third-largest exporter of steam coal, following only Australia and South Africa. Almost all coal in Indonesia is mined by surface-mining methods.

The extraction of thorium from industrial radioactive wastewaters discharged from Rare Earth (RE) plants was studied by the liquid membrane emulsion technique using P507- Span80-sulphonating kerosene-HCl. The emulsion conditions, the technological factors such as ratios of oil to the internal aqueous phase and water to emulsion, and the extraction time etc. were investigated.

Surface mining of multiple seams by mountaintop removal and contour mining is complex in Appalachia. Arch of West Virginia, a division of Apogee Coal, has made its operations state-of-the-art to cope with this challenge. Arch of West Virginia moved into the heart of coal mining in Appalachia when Arch Mineral acquired coal reserves and coal operations in the southern West Virginia counties of Logan and Wyoming. These reserves were initially developed at the turn of the century as underground operations. Today, though, they are mined using mountaintop removal and contour mining. The steep slopes in the mountains of Appalachia generated a method of mining referred to as contour mining. During the late 1960s and early 1970s, contour mining was introduced at these operations using front-end loaders with bucket capacities of more than 7 m3 (10 cu yd) that could load 45-t (50-ton) end-dump trucks.
