Subsidence resulting from mining operations, has been the object of sporadic study for many years. Reports have shown that subsidence has ranged from minor settlement detected only by precise measurements to great slips where buildings are destroyed, roads disrupted, and large fissures opened at the surface. For years, a controversy has raged over the question of whether there is a positive or negative angle-of-draw. None of these questions can be given a flat answer for the variables controlling, subsidence are infinite. Generalizations can be made for various situations and areas but some means of control must be executed.

Uranium tailings at Cotter Corporation's Canon City, Colorado Mill were moved to a double-lined impoundment, but uranium and molybdenum salts remaining in the fractured bedrock underlying the old tailings ponds seeped into groundwater. Fluor Daniel GTI recommended an in situ geochemical fixation remedy, flushing Best Sulfur Products' calcium polysulfide reductant into the subsurface with clean water. Residual metals became immobile, trapped in the bedrock. Fluor Daniel GTI designed and implemented the process on ten acres with high metal concentrations. Cotter is operating and monitoring the system, which can be expanded to "hot spots." The original remediation time was estimated at less than five years.

Today, aggregate producers in the Denver Metropolitan area, herein defined as Denver and surrounding communities in Adams, Arapahoe, Boulder, Douglas and Jefferson Counties, are scrambling to secure their future reserves. The Denver market is somewhat unique among the larger metropolitan markets in that the source of needed aggregate for the future is very much undecided. 2. Present Aggregate Resources Presently, the annual consumption of aggregate resources in the Denver Metropolitan area amounts to approximately 16 million tons of sand, gravel and crushed stone of which the later accounts for about 20%. Based on population growth projections for the front range, by the year 2000 the annual rate of consumption for aggregate in the Denver Metro area could be in the 25+ million ton range.

Texasgu1f's Lee Creek Mine in Eastern North Carolina is usin8 a combination Dredge-Dragline method for mining deep phosphate ore at a rate of 8.5 million tons per year. The matrix is thick, uniform in grade, and is processed into agricultural products. As in many other good mineral deposits, there are tough obstacles to overcome in recovering the ore. The deposit is in an area with a land surface of about ten feet above sea level, is close to tidewater, is overlain with 90 to 130 feet of unconsolidated overburden, and is underlain by an artesian aquifer with over 140 feet of natural hydrostatic head at the bottom of the bed, The upper 40 feet of overburden will not support stripping equipment and is unstable when cast as spoil. Barriers are emplaced to prevent flooding from hurricane tides. The ground water problems have been successfully controlled by pumping 60 million gallons per day from the aquifer. Only recently have the severe ground problems been overcome by this unusual Dredge-Dragline combination of mining equipment.

The Oglebay Norton Company has traditionally been a supplier of metallurgical grade fluorspar gravel to the American steel industry and, in the early sixties, fluorspar pellets were entered into the market. The gravel has been imported from Mexico, the pellets were produced by the Minerva Company in southern Illinois. While the acceptance of the pellets by the industry was satisfactory, overall marketing considerations caused the Minerva Company to discontinue the pelletizing operations. Thus it was that Oglebay Norton came to the decision to revive earlier plans to produce fluorspar agglomerates. A survey of the market and related factors led into two basic conclusions: 1) Because of steel plant safety considerations, flat, pillow- shaped briquets were preferable to easily rolling, marble-like pellets. 2) Briquets competitive with gravel could be produced by cutting imported, low-duty, acid grade spar to metallurgical grade by limestone and binders. A plant was built in Brownsville, Texas, and started operations in early 1970.

"In recent years, much has been said and written on Lake Superior ores, giving the impression that the quality of the ore is deteriorating in grade and that the reserve of high grade ore is rapidly being depleted. Average analyses of ore produced in this district since 1902 show that the average quality has been practically uniform since 1910, and now closely approximates the average for the total reserves of merchantable ore.The accompanying tables and charts show the average analyses for the past ten years, weighted according to tonnage: The chart above shows graphically the average natural iron content for the old range, Mesabi, and grand total Lake Superior ore shipments since 1902.During the last ten years the decrease in iron content for shipments from all ranges except the Menominee was only' .05 of 1 per cent, while for the Menominee ores there was an increase of .052 of 1 per cent. These tabulations and the chart prove that the average quality of the total annual production of iron ore from the Lake Superior district is uniform. Mining men of the district know that all of the merchantable ores of every ore body are being mined out cleanly, and therefore the present average iron ore content of total annual shipments from the district may be expected to continue as long as the present merchantable ore reserves last. There is no logical reason to expect a decrease in the average iron content. Furnaces require ore of definite quality, and if this quality of ore cannot be produced from the natural ore bodies, it must be produced by mechanical means—that is, by concentration of low grade ores or iron formation."

While respirable dust monitoring has long been done on the basis of mass concentration, it is increasingly recognized that specific dust characteristics may play an important role in health outcomes. Scanning electron microscopy with energydispersive X-ray (SEM-EDX) can be used for detailed particle analysis, but the quality of results can be dependent on the sample substrate; ideally, particles should be deposited on a smooth, uniform substrate like polycarbonate (PC). While direct air sampling onto PC filters is possible, this is not the standard approach in many situations. For example, in coal mines, polyvinyl chloride (PVC) filters are often used. They enable conventional mass-based analysis — of the total respirable dust, and the content of crystalline silica in this fraction — but are fibrous and thus not ideal for SEM-EDX or other microscopy. To address this issue, the current work tested a simple method to recover respirable dust particles from PVC filters and redeposit them to PC. Results generally indicated that recovered particles are representative of the original dust sample in terms of mineralogy distributions. Where this was not the case, the issue appeared to be with high particle loading density during SEM-EDX work rather than related to the recovery/redeposition method itself. This bodes well for applications where a single PVC filter sample could be used for nondestructive analysis to determine respirable dust mass and/or respirable silica mass, followed by preparation for SEM-EDX analysis to evaluate particle characteristics. The recovery and redeposition method might also be adapted for other applications, such as to enable the analysis of respirable dust samples collected by the continuous personal dust monitor (CPDM).

The clays in Eastern Washington occur in a variety of forms and are extracted for uses in Face Brick, paper coatings, and aggregates. Not in large volumes in comparison to other areas, not even from impressive large mines. However, mans utilization of these clays has progressed from historical clay tablets to the present technically oriented manufactured products of today. White Face Brick, perhaps the whitest produced anywhere is the unique product produced by INTERPACE CORPORATION's Mica Plant from these unusual clays. It is this basic characteristic feature of the clay's in the Mica area that differentiate them from the other clay's in this belt. ORIGIN The significant properties of clay's used in Face Brick are plasticity, fired color, fired strength, dry and fired shrinkage, the PCE or Pyrometeric Cone Equivalent, and extrudability. Testing clay's for these properties is standard laboratory procedure. No two clays are alike, and seldom can one clay be substituted for another. Mica White Clays respond favorable to all these properties, but more especially, the Mica Clays fire to a brilliant white color, from almost the natural state. The geologic history of Eastern Washington is largely conjectural because of the absence of rocks representing segments of geologic time. The oldest rocks in this area are the argillaceous and arenaceous sedimentary rocks which have been slightly metamorphosed. These rocks have been correlated with the Belt Series of the Pre-Cambrian age, although some may be older. These problems are so severe and some so new that conventional thinking may not be adequate to resolve them. Innovation has to be a part of every company's approach to the solutions, our concept is to start with a "Blank Piece of Paper.' The objective of 'this paper is to outline steps which can be taken to improve the profitability of a mining business. This is not an examination of technical solutions to individual problems, but rather recommendations for overall change in management thinking. This philosophy is based on our actual, hands-on experience in major open pit operations worldwide over the past 25 years.

In an industrialized nation, as the process of industrialization continues, the ratio of the value of production of non-metallic to metallic minerals normally increases gradually over a period of years. For example, in the United States, the ratio of the value of production of non-metals to metals now is approximately two-to-one. Those of us who come from California like to think that we inherit the mantle of the old hard-rock miner, but the truth of the matter is that, in California, of the total value of mineral production exclusive of fuels, 97% comes from non-metallic - industrial - minerals. Since the industrial minerals furnish a principal source of raw materials for the construction and chemical processing industries and since these two industries, in industrialized nations, generally increase directly with increasing population, the future of industrial mineral production both in the United States and throughout the world is indeed bright. Because of the importance of industrial mineral production, it often surprises those of us in the industrial mineral industry to find that industrial minerals are poorly understood by many of our colleagues in the mining industry. I think that one reason for this comprehension of the industrial mineral industry is that the education of both geologists and mining engineers still markedly emphasizes exploitation of the metals.

At the risk of belaboring certain facts which have so often been stated in the past, please bear with me while I set the stage. What are the projected electrical power needs of the nation and of the Northwest during the next 15 to 20 years? No one who has researched the subject over its historical past has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. We are not here today to decide who should have light, heat, jobs and comfort, for we know that a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown. The Northwest area (the States of Oregon and Washington), for which I speak, has the same case history of electrical power need as does the nation as a whole, and the requirement boils down to roughly an average of a million kilowatts of new capacity each year over the next ten years and we can estimate an average two million kilowatts per year in the 1980's. This is simple arithmetic, but the problems of meeting this exhausting schedule are a real challenge. The subject to which I address this paper is the role that Western Coal will play in the 6 billion dollar investment in these power generation stations. That 6 billion dollar figure represents today's dollar value and you may wish to apply your own escalation - frankly, I haven't the courage.

Recycling of such municipal solid wastes as glass containers, metal cans, and newspapers has received increasing attention recently. However, municipal solid wastes account for only 1% of the total solid waste stream in the United States. The remainder includes hazardous and non-hazardous industrial wastes. Generators of industrial wastes are facing higher landfill costs. Future liability potential, and public image concerns which are forcing them to seek innovative and often profitable solutions to minimize, reuse, and recycle their waste streams. Opportunities for the mining industry in industrial recycling include recovery of mining wastes and by-products, and utilization of mineral products for treating waste streams.

Today, I would like to talk about ways to maximize the efficiency of surface coal operations. I doubt I will present any startling new ideas, but my comments may, hopefully, stimulate some conversation today and later back at your own operations. Strip mining is a very old technique used by ancient societies. Only with the coming of the machine age in the early twentieth century did we attempt to increase the magnitude of our operations. The industry, as we know it today, really only got started in the early 1900s with the advent of steam shovels. In the first portion of this presentation, I will attempt to show that we have, in many cases, not changed the basics of strip mining, only the scale. In doing so, quite often we have complicated the operations to the point of being unmanageable and unprofitable.

Few issues pose quite as profound consequences to the quality of life and the creation and distribution of wealth as how we protect the natural environment. No longer a peripheral but a global concern, the environment, once almost nobody's business, has now become everybody's business. It is also the single biggest issue facing mining and mineral activities. This heightened ecological awareness and sensitivity have spawned a new commitment to restore, protect, and preserve nature. But that very commitment poses difficult socio-economic trade-offs, such as: What and how many resources can be given up to prevent and reduce pollution? What are the opportunity costs associated with meeting higher environmental standards? What problems are more important or pressing than others and should be given priority? Choices have to be made that may entail unintended consequences for other societal goals.

"As the speed of business has continued to increase over the last decade, the focus on real-time control of the performance of both stationary and mobile assets has become an increasing priority. Traditionally the maintenance team has been focused on the management of the availability of assets while the operations team has been focused on the throughput of those same assets. Typically operations and maintenance teams worked almost independently in spite of the fact that they were both working with the same assets. Part of the problem has been their traditional performance measures which have often been diametrically opposed. Recent advancements in the area of real-time performance measures and decision support have helped to drive higher levels of collaboration between operations and maintenance leading to real-time asset performance control and higher levels of business performance. This paper will explore the forces driving the need for changes, present an effective approach to the definition of the most appropriate business performance measures, and examine the effectiveness of contextualized real-time decision support resulting in asset performance control. TRADITIONAL APPROACHES TO ASSET PERFORMANCE MANAGEMENT In most industrial operations the phrase asset performance management is synonymous with maintenance of the industrial assets. This is the way industry has viewed asset management and asset performance management for decades. This is a very limited perspective that is serving to constrain the profitability of industrial operations. As industrial organizations began to form following the Industrial Revolution, the complexity of the operations forced an organizational design based on specialization. No single person could understand all of the aspects of an industrialized operation. This was particularly true at the plant floor level where the operation and maintenance of the industrial equipment required very different skillsets and training. To accommodate the vast differences most industrial organizations set up operations teams to run the equipment and maintenance teams to keep the equipment available to the operation. Both teams were dealing with the same industrial equipment but from very different perspectives and with very different performance measures. Typically the operations team was measured on maximizing the output of the equipment – or throughput. On the other hand the maintenance team was measured on the uptime – or availability of the equipment."

A number of open pit gold mines in Nevada extract ore from areas below natural groundwater elevations, necessitating dewatering and some method of disposal of the extracted water. These open pits extend well below the water table, with associated dewatering volumes greater than 10,000 gpm. Some mines, with large volumes of dewatering water to manage, have constructed re-infiltration basins to re-introduce dewatering water to the groundwater system some distance from the pits. This paper presents an overview of the state of the art of re-infiltration projects, including the permit process for such projects in Nevada, and the necessary engineering considerations.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. "INTRODUCTION The 2014 SME Guide for Reporting Exploration Results, Mineral Resources, and Mineral Reserves (the SME Guide) has been adopted by the Society for Mining, Metallurgy, and Exploration, Inc. (SME). The SME Guide is recommended as a minimum standard and a basis for developing industry best practices in the classification of Mineral Resources and Mineral Reserves for public and private purposes. The Guide is therefore strongly recommended to be used by members of this organization. The SME Guide was updated in 2014 to include CRIRSCO (Committee for Mineral Reserve International Standards) core definitions, and it is envisioned that the U. S. Securities and Exchange Commission (SEC) will adopt the SME Guide in 2016. However, as of the end of 2015, the SEC Industry Guide 7 remains the standard for the U.S. reporting of Mineral Reserves. This paper will cover the classification of Mineral Resources and Reserves, a discussion of Modifying Factors, and the classification definitions and guidelines. The definitions and guidelines contained in this report are from the SME Guide. FRAMEWORK FOR MINERAL RESOURCE AND MINERAL RESERVE CLASSIFICATION Figure 1 illustrates the classification of Mineral Resources and Mineral Reserves using the Guide. Mineral Resources are divided into three classifications of Inferred, Indicated, or Measured while Mineral Reserves include Probable and Proven classifications. These classifications reflect improved knowledge and confidence of the deposit from the top of the figure to the bottom. In other terms, the deposit risk also decreases from top to bottom.The relationships in Figure 1 reflect different levels of geoscientific knowledge and different degrees of technical and economic evaluation. Mineral Resources can be estimated on the basis of geoscientific information with input from other disciplines to establish reasonable prospects for eventual economic extraction. It was not too many years ago that the classification of a Mineral Resource was based on the evaluation of a limited set of factors that included spatial drill hole and grade distribution (kriging variance, as example), distance to the closest hole, and number of samples used to estimate a block grade. These are still important considerations, but classification following the Guide must also take into account sample integrity, sample QAQC, database integrity and completeness, geological understanding, and geological and grade or quality continuity. In addition, a general consideration of the Modifying Factors, to establish reasonable prospects for eventual economic extraction, adds complexity to the classification."
