The International Finance Corporation (IFC), the private investment arm of the World Bank Group (WBG), requires all IFC-financed projects to comply with its environmental and social policies and guidelines. IFC's review process involves an environmental and social assessment and the implementation of an Environmental Action Plan (EAP) that will set forth the necessary actions to bring the operation into compliance. This paper provides an overview of the environmental and social policies and guidelines that apply to mining projects and examines how WBG/IFC policies and guidelines are applied to mining projects in developing countries. In addition, it includes a review of the increased emphasis IFC is giving to social issues over the past several years based on the existing WBG policies. IFC’s process for the environmental and social review of proposed investments is briefly discussed. The paper focuses on how IFC emphasis has shifted from the traditional environmental and impact mitigation analyses of a few years ago to the integrated social and environmental awareness, action (EAP), and implementation programs (social plans) required today. Today, IFC's focus is to promote sustainable development by investing in projects that directly benefit local communities and the environment. Examples of these changes will be highlighted by a review of recent investments located in West Africa. The goalposts have not moved, but the rules of the game have become tougher.

Contract required excavating 2,000 If of 14' horseshoe tunnel in rock, a 95' deep work shaft on shore, and a 50' deep intake shaft located in the middle of the Niagara River just above Niagara Falls. Large quantities of H2S were encountered in the range of 20 PPM with ventilation. Peak levels of 40 PPM were recorded. The original designed ventilation system required only a volume of 10,000 CFM to meet OSHA requirements. The volume of air was increased to 50,000 CFM to dilute the H2S to al- low workmen to work and comply with OSHA H2S action levels. The second phase of the tunnel consisted of placing 72" ID X 20 foot long concrete reinforced pipe in the tunnel. When the tunnel was holed through and both shafts were open, a substantial amount of work was required to take place in the shafts which eliminated the possibility of placing a bulkhead to secure proper ventilation. The ventilation team designed a jet system airlock. The design of this system was to bring fresh air down the work shaft in two duct systems; one 30" diameter and one 24" diameter. Following the excellent work of Jan Wolski (7th Mine Ventilation Symposium chapter 58) our design incorporated nozzles located approximately 100' in by the work shaft. The velocity of the 24" diameter duct was 6,365 FPMD2.2 MPH. The velocity of the 30" diameter duct was 6,117 FPMl69.5 MPH. Both systems were on blow and being that air expands at 3112 degrees per side this high velocity of air expanded and created an air bulk head through which men and the large sections of concrete pipe could be passed without any delay or additional cost to the project.

SCHEME DESIGN London’s Heathrow Airport, as the world’s busiest international airport, is missing one vital aspect - a dedicated rail link which connects directly to the city. All this is about to change with the construction of Heathrow Express - a fast, high quality rail service between the airport and the centre of London. It was recognised in the mid 1980s that if Heathrow was to accommodate the forecast growth in passenger numbers and the resulting increase in road traffic, a dedicated airport rail service would be vital. The main access into the centre of Heathrow is via a road tunnel with a direct link to the M4 motorway. The airport has introduced a number of traffic management schemes, but these can only achieve so much benefit. Growth in air passenger traffic is predicted to continue at an average of 4% per annum well into the next century and it was clear that significant investment was needed. Heathrow Express at a cost of over £350 million will provide this when it starts its service in June 1998. The business case for the scheme is based on a rider ship of around 15% of air passenger traffic. The initial Heathrow Express service will be based on four trains per hour, up to 8 car train lengths, providing a high speed non-stop service between the airport and central London in just 16 minutes. Initially a joint venture between the British Railways Board and Heathrow Airport, by mutual consent of the two parties, Heathrow Airport recently purchased the British Railways Board share making this one of the largest private sector rail projects currently under construction in the UK. Leaving Paddington, the main rail terminus in West London, Heathrow Express trains will travel 12 miles on the newly electrified line to airport junction, north of the airport. At this point they will leave the mainline to enter a 5 mile tunnel section that runs underneath the heart of the airport. The railway companies are responsible for track work, signalling and electrification of the 12 mile main line section including a grade separated junction over the main tracks for the Great Western Railway which links London and South Wales. Underground coal mining systems have kept pace with developments that have occurred in other types of mining. A diversified group of machines are now available with high horsepower motors, built-in microprocessor technology, and numerous options to satisfy miners' needs in various geological environments. The results will be a greater degree of mechanization and recovery of coal from inclined seams, thins seams, and seams mined in lifts from shallow as well as deeper deposits. This article is based on a general suvey carried out by the authors to detemine the current status of mechaniztion and systems development in underground coal mining. It indicates that the next two decades will see increasing use of longwall mining, which has already reached a high degree of sophistication. Automation, remote control, and robotics are the key words of the future. Data transmission from underground to surface and over long distances will be almost routine. Many components of the high technology industry that are just being considered by the mining industry regarding equipment health and perform¬ance monitoring, quality control, application of expert systems, and computer networking will become a routine part of underground mining technology. Within the next 21 years, "manless" mining, first attempted about 25 years ago, will become a reality. Current coal face developments Developments in underground mining equipment, its application, and associated technology have made phenomenal progress compared to those in other types of mining. Room-and-pillar systems, on one hand, and longwall mining, on the other, have sophisticated equipment at their disposal. Both of these systems have become highly productive, with output per manshift about 50% higher than that achieved a decade ago. Introduction The gold rush to the Canadian Klondike and then to the Alaskan gold camps is legend to Americans. The early years of the century also saw flourishing hard rock mining at the famous Treadwell and Alaska Juneau gold mines and the bonanza Kennecott copper mine. Over the last two decades, rich discoveries of copper, cobalt, zinc, lead, molybdenum, tin, and silver have furthered Alaska's reputation as a storehouse of US minerals. Alaska may also contain large commercial deposits of chromite, platinum, and nickel. Yet in 1984, with the exception of the Usibelli coal mine and several hundred small placer gold mines, Alaska's mineral potential remains largely undeveloped. Uncertain 70s The 1970s were years of uncertainty for the mining industry in Alaska. The discovery in 1968 of a huge reservoir of oil and natural gas in Prudhoe Bay brought the land claims of Alaska's natives to national attention and focused interest in Alaska's resource wealth. The Alaska Native Claims Settlement Act of 1971 (ANSCA) created the regional native corporations and granted them selection rights to some 178 000 km2 (44 million acres) of Alaska's 1.5 Gin' (375 million acres) - about 12% of the state's land area. The native land selection process would take years. During this time, the status of much of Alaska's land was in question. Additionally, section d(2) of ANSCA provided for the conversion of an undetermined amount of federal lands into conservation units. These consist of parks, scenic rivers, national monuments, and wildlife refuges. The debate over the d(2) lands was long and acrimonious. National conservation groups lobbied to include as much acreage as possible within restrictive classifications, regardless of its mineral or energy potential. The process was polarized into a preservation-versus-development struggle. To many Alaskans, what was at stake was the ability to develop a viable independent economy, rather than an ongoing role as economic wards of the federal government. INTRODUCTION This paper discusses aspects of rock engineering applicable to surface gold mines. Discussion particularly centers on areas in which rock mechanics can enhance the mine productivity or profit- ability. Methods of analysis are discussed briefly but for more detai1s the reader is referred to the appropriate references. A team approach to the overall design of the pit generally pro- duces a better result at an overall lower cost. In particular, money is wasted by asking for a "report on slopes" and then input- ting this slope angle into a pit design and economic analysis study without further reference to the geotechnical engineer. Pit slope angle depends on slope orientation, location, pit shape, pre-existing discontinuities and mining methods. Preliminary slope angles can be produced but optimization depends on ongoing inter- action between the mining engineers, geologists and geotechnical engineers. This interaction can a1 so substantially reduce overall design time which may be critical in bringing remote plays into production. Most surface gold mines in North America are in igneous or metamorphic environments. Rock mechanics aspects discussed in this paper will be discussed with reference to these environments al- though most of the principles and comments are applicable to sedimentary environments as we1 1.

INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. INTRODUCTION Mobile excavating and handling equipment are important 'tools of trade' in the mining and construction industries. The handling of this equipment must be mastered so that its limitations are learned and its harmonic use with other pieces of equipment is practiced. he sudden growth in mobile excavating and handling equipment type, size, complexity, and application started after the Second World War. This growth has not been accompanied by pertinent human factors research. Investigations into the proper and safe handling of such equipment with due regard for human and machine limitations are lacking. One such piece of equipment is the front-end loader (FEL), which during one cycle of operation excavates, loads, and hauls, (Lotfi and Adler, 1981). The diversity of action by FEL is archetypical among excavating and handling equipment. Front-end loaders are the most rapidly proliferating type of equipment in the industry. Also, front-end loaders are involved in the highest number of accidents involving mobile excavating and handling equipment. In the period 1970 to 1978, FEL's were involved in 27% of all mobile equipment accidents in surface mining (Adkins, 1980). Improving operational safety and efficiency will reduce the frequency of accidents. The performance of the operators can be evaluated and improved by the following steps: first, define the operating conditions and the operator workload intensity (Adler and Lotfi, 1983), second, monitor the operator to evaluate his task performance, and third, make recommendations based on the findings. The stressful nature of the equipment operating task is an acknowledged fact (Field, 1980). However, a systematic measurement of stress evaluation is lacking. In this paper, methods for measuring mental stress and fatigue, are defined, the mental load which caused the stress is outlined, and stress measurement methods are proposed. Introduction Engineering Health and Safety is concerned with the understanding of the complex interplay between the risk of injury with technological ,environmental, individual, organisational and legal factors. With this understanding, the design and decision making processes can be balanced with the other objectives of industry and employment to arrive at solutions which place appropriate controls on technology and other aspects of human activities to prevent disease and injury to personnel in the coal mining industry and the design of safe production machinery and ancillary equipment. Advances in the detection and diagnosis of causes of diseases and the need for engineering health and safety in the coal mining industry has increased the need for appropriate education and training. Hazards arise in many forms; exposure to toxic chemicals, escape of radio - active materials, explosion of pressure vessels, contact with moving machinery, exposure to dust, environmental dangers such as excessive noise, high temperatures and manual handling etc. As technology advances, these dangers become more complex and less clearly defined and less easily perceived. Consequently, the ways of controlling the dangers also become more complex and wide ranging. The need to educate and train people in coal mining applications of engineering health and safety has been enhanced over the last five years and courses should be established to fulfil the need for competent people to deal with the problems which modern coal mining technology creates together with the legislation that governs engineering health and safety and to carry out research and development work in the coal mining industry. Industrial Involvement The engineering health and safety experts must be prepared to take a more active part in monitoring conditions that exist in the mining industry, and not design from information obtained from the mechanical, electrical and hydraulic expertise and off-the-shelf components from other industries. Surveying and control of the operating environment must be essentially the concern of the engineering health and safety experts and, whilst it is not possible to create a perfect environment for each machine, every effort must be made to minimise failures and hence plan for designs which will maximise

Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable. Should an arbitrary reduction factor be applied to laboratory compressive strengths when designing pillars? The answer is, as is the main contention of Peng's article, probably not. Many factors affect the strength of the material remaining in the pillar. On the other hand, outside influences will influence the strength testing results from the lab. This is not the first article, nor the last, to discuss the discrepancy between the two strengths. As was discussed in the article, actual pillar strength is affected by several factors. The two mentioned were: • The scale effect of discontinuities. How large must the pillar be so that the increase in discontinuity count with size will not decrease the strength. • Non-uniform strengths and lithologic units within the pillar. The scale effect of discontinuities is important. What size block must be tested so that the rock mass strength is actually measured? For a highly fractured rock mass, or coal with a high cleat density, this sample may be quite small. Conversely, if an unaltered, moderately jointed, quartz monzonite was examined, the sample block would likely be very large. This is the subject of ongo¬ing research. More to the point, if the tested sample is sufficiently large to model the rock mass strength, then no reductions should be made in the lab strength based on this factor alone. Non-uniform strengths and variations in lithologic units will also affect the pillar strength. I am not an expert in coal mines, having gained my experience in hard rock metal mining. These problems, though, are commonplace. However, strength sampling for pillar strength determination involves sampling material from within the lithologic unit that will form the pillar, not from pieces of material found on the floor. In addition, this sampling should cover the entire range of strengths of the material in the pillar-hard units (such as the partings described by Peng), as well as soft units. Testing results should then be included in the pillar design. Contrary to statements in Peng's article, at least one rock mass rating system (Laubscher, 1990) allows for the compositing of strong and weak units into a design rock mass strength that can be used for pillar design.

Employing a combination of two types of polyelcctrolyte might become necessary to enhance both the settling rate of the flocs and the water clarity of a fine-particle suspension in a high-capacity thickening process. The sequence of addition, mixing, type and dosage of polymer all affect the overall performance and capacity of a thickening process. For the sedimentation of copper flotation tailings, the cylinder test results showed that two different techniques may be used to achieve the required performance, i.e., a high settling rate of the flocs and the deisired underflow density and overflow water clarity. The required performance can be achieved by either adjusting the pH prior to anionic polyelectrolvte flocculation or using a combination of polymer flocculant and coagulant (dual-polymer system). The dynamic thickening test results showed that only the approach using a dualpolymer system is capable of meeting the required performance. The effects of polvelectrolvte dosage, the sequence and numbers of polyelectrolyte addition, the feed concentration, the bed level and the rake speed on the settling rate, underflow percent solids and water clarity were studied in cylinder tests and in a laboratory dynamic thickening unit. The dynamic test is especially valuable in evaluating the addition and mixing of polymers. The results were evaluated quantitatively using total suspended solids in supernatant, underflow density and capacity per unit of settling area per unit of time. The objective of this study was to quantify and explain some of the parameters involved in the sedimentation of copper flotation tailings.

Istanbul is the bigest metropolitan city of Turkey with more than 15 millions of population and construction activities are steadly increasing with respect to that increase in population. In this papaer petrographical, physico-mechanical properties of natural aggregate mines from west, (Tekirdag) to East, Izmit (Gebze) 'will be summarized in connection with the concrete production. However the locations suitable for aggregate production in these area as; Paleozoic aged sandstones (Ayazaga, Cendere, Mahmutbey areas), Permb-Carboniferous aged limestones (Cebeciköy area), Triassic limes tones (Ömerli-Gebze areas) and Eosen limestones (Çatalca area), Plio-Quaternary aged volcanic basalts (Tekirdag, Çorlu, Beykoz areas). Plio-quaternary aged, fine grained aggregates within sandy formations are mined in Silivri-Sinekli area, Catalca-Ormanali area, Agacli-Akpinar (Kemerburgaz area) and Sile-Karakiraz-Sahilköy areas. Sandstones mineralogically contain mainly of Quartz+Feldspar and less amount of Mica (biotite+muscovite) rich with slica content and sedimentary origined. Especially limestones are cryptocrystaline textured, unique mineral composed of calcite and secondary have Dolomite ± (Quartz+Albite). Basalts are microlitic textured and contain Olivine+Pyroxene+Plagioclase. Chemically basalts rich with Fe and Mg and also volcanic origined. Sands are fine grained natural aggregates mainly contain semiangled, rounded minerals and rock fragments. Mineralogically have Quartz + Feldspar ± pyroxene+ ambhibole ±garnet and less amount of epidote ± magnetite ± hematite. Different rocks, used in aggregates such as limestones, sandstones-sands and basalts, supply varied concrete strength because of their mineralogical composition and characteristics of textures. Moreover, Basalts (Karatepe area) are good example for the higgest concrete strength (1017-1895 sc; kg/cm2) in our study area because of their clambed mineralogical apperance such as intersertal texture. As the result of extensive field and comparative laboratuary studies, the effect of petrographic, physical, mechanical properties of the aggregates on concrete srtength is extensivelly discussed in this paper.

INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. OVERVIEW Blind drilled shafts are becoming increasingly popular, particularly in the Appalachian coalfields, as a secondary and sometimes primary means of ventilation. The reasons for the rebirth of the blind shaft are mainly due to it's economics, timeliness, safety characteristics and inherent independence from underground operations. Historically blind drilling has been used to a limited degree in hard rock and tunneling ventilation. With the recent advances in cutters, bit design, equipment and lining systems, particularly in the Appalachian coalfields, blind drilled shafts are once again the shaft construction technique of choice to the educated ventilation specialist. [ ] HISTORY OF BLIND DRILLING Blind drilling has it's roots in numerous places, including the Nevada Test site, the coalfields of Appalachia and Germany along with the uranium mines of Arizona. Early technology was developed using a variety of equipment mainly of oilfield origin with oilfield drillers entering the industry on a project basis only to "pull in their horns" and return to the oil patch. Shafts completed by oilfield equipment range from the shallow 5' and 6' lined shafts on the Nevada test site to two (2) 10' lined, 730' deep shafts in Alberta for heavy oil development. Several of these shafts were completed to extraordinary depths with the record being a 90" diameter, 6,150' deep shaft being completed in the Aleutian Islands of Alaska in 1969. EQUIPMENT Oilfield equipment is still being used on the Nevada test site but elsewhere specialized blind hole equipment has been developed to enhance the efficiency of particular applications. Where steel liners are required the A-leg derrick with a simple hoist and rotary system is used. The largest user of this type equipment in the world is the former USSR where blind drilling for mine ventilation is the norm. On applications where trip time and cutter changeout are a priority, top drive hydraulic rigs have been developed which are highly automated, efficient and mobile. These rigs are particularly well suited for tunneling applications where shafts are shallow and sites are usually tight.

Introduction Mining and minerals transportation spans the distance from the pit face and mine wall to the consumer. This transportation can be as simple as coal transfer from the mine and preparation plant by conveyor to a mine mouth electric generating plant. Or it can be as complex as copper ore transportation: concentrated, smelted, refined; drawn into wire and insulated; and cut into reels and transported to local industrial supply houses. The route of aluminum from the bauxite pits to the supermarket shelf in the form of household food wrap is another example of the potential complexity of minerals transportation. For perspective, however, mine to market minerals transportation can be split into three components: materials handling, transportation, and distribution. It should also be recognized that each mineral, market, producer, and consumer has unique transportation characteristics regarding costs, transportation mode, and alternatives in the transportation scheme. Some obvious considerations are the number of producers and consumers, the number of markets and customers the mineral serves. Concerning the latter, are you selling a million tons to one customer or a ton each to a million customers? Transportation volume About the only generalization that can be made about minerals transportation concerns the large volume of materials involved. No other industry compares to the mining and minerals industry in its huge movement of product in the crude, semi-processed, processed, fabricated, and converted states, as shown by the accompanying table of US mineral production. Whether it is crushed stone or sand and gravel moving by truck to a local market from local producers, or coal moving by 9.07 kt (10,000 st) unit trains from a mine to a power plant, or iron ore moving by lake vessel from the upper lake ports to the lower lake steel mills, mineral transportation volumes are huge. The nature of production and consumption affects the transportation mode. More than 60% of the coal moves by rail. The majority of iron ore moves by lake vessel. Ninety per cent of the sand and gravel and more than 80% of crushed stone moves by truck. Factors Affecting Minerals Transportation Some would define minerals transportation as the cost and route to move a mineral product from the first point of sale to the first point of consumption. According to relatively recent estimates by the US Geological Survey and the US Bureau of Mines, there are more than 0.9 Tt (one trillion tons) of remaining identified coal resources in the seven major western US coal-producing states and about 200 Gt (220 billion tons) in the demonstrated reserve base. Considering coal's current national production level of 0.7 Gt/a (0.8 billion tpy), these US reserve and resource figures are reassuring. Given here is a preliminary analysis of geologic constraints and an estimate of their effects on mining and recoverability of western coal. Mining Constraints USGS and USBM coal figures incorporate only thickness and depth, and are "blind" to many other major geologic constraints on mining and recoverability. The most important of these geologic constraints include: • coal seams too thin or too thick for conventional mining methods; • coal seams that cannot be mined due to insufficient separation from underlying or overlying previously-mined beds; • unstable or otherwise unfavorable roof strata; • soft or heaving floor strata; • coal seams that are too lenticular or discontinuous for conventional mining methods; • coal seams in intensely faulted areas; • coal seams having high angles of dip precluding the use of conventional coal mining methods; • coal seams that cannot be mined due to proximity of water-bearing strata; and • coal quality problems such as excessive ash, sulfur, chlorine, or sodium. Coal Thickness Present USGS-USBM classification for reserve base includes bituminous coal beds more than 0.7 m (28 in.) thick and subbituminous beds more than 5 m (60 in.) thick to depths of 305 m (1,000 ft). Both of these thicknesses are less than the thicknesses now considered mineable in the western US. The lower limit for bituminous steam coal in deep mines is about 1.5 m (5 ft). For subbituminous coal, a thickness of at least 2.4 m (8 ft) is generally required. Accordingly, the Bureau of Mines reserve base includes many thinner coal seams that will not be mined in the foreseeable future. Within the Powder River Basin of Wyoming and Montana many seams-Wall, Upper Pawnee, Lower Pawnee, Cache, Manning-range in thickness from 7.6 m (25 ft) to more than 30 m (100 ft) and occur at depths to 305 m (1,000 ft). These have been included in the Bureau of Mines reserve base. However, the mining technology required to mine these thick seams does not now exist. It will require many years for development. The ultimate recoverability from these thick seams is unknown, but could be as low as 25%.

The mechanisms leading to the impact of airborne dust particles onto bluff flow obstacles have been extensively reported [1] and widely applied in dust measuring instruments (e.g., impactors) and in dust collecting devices (e.g., filters and scrubbers). If the human head is regarded as a bluff body, particles from dusty flowing air can impact onto the face by virtue of those mechanisms. While a great deal has been researched and written on the nuisance caused to human beings by the entry of dust particles into the body by inhalation through the nose and mouth, there appears to be nothing reported in the scientific literature about the irritation which can be caused by the impact of dust onto the face. And yet there is sufficient evidence to suggest that in certain working environments and under certain conditions, the problem is indeed a real (albeit subjective) one. In the coal mining industry, underground workers are exposed to conditions, involving dust-creating production and handling processes on the one hand and high ventilation rates demanded by the gassy nature of the environment on the other, in which the problem can exist. At the coal face, for example, the movement of powered roof supports ("chocks") can release bursts of dust formed by the crushing action of the supports, which in turn is entrained into the moving air and impacts onto the faces of miners working just downstream. The dust in question contains a large proportion of coarse particles which, while still fine enough to remain airborne for appreciable distances downstream of the point of release, are coarse enough to produce sen¬sation on impact with the skin. Adverse subjective response of workers to such irritation could damage morale and productivity. We have performed laboratory and field experiments to investigate the psychophysical and physiological responses of human subjects to dust impacting onto the face and into the eyes. Since this appears to be the first systematic investigation into these questions, the aim has been to construct a useful scientific framework from which to allow characterisation of the problem of such "fly-dust", and, ultimately, the development of methods for monitoring and controlling it. The main results of our research are given here; the theoretical and experimental details will be presented at greater length elsewhere.
