As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

A short term, simple roof bolt load cell which uses a birefringent (photoelastic) coating as its sensing element has been developed. The load cell is installed between the bearing plate and the nut/washer and measures the initial force after installation by the bolting machine. The load cell can be removed from the bolt and used again to measure initial force in another bolt if desired. Because temperature and humidity changes in the mine cause creep/relaxation of the coating and/or adhesive, the load cell is useful for accurately measuring force for a period of only two weeks after installation. Force in the bolt is determined by referring to a calibration curve for the load cell.

There has been a significant progress in the use of mathematical modeling and simulation in the minerals industry in the last decade. Process models have moved from academic world to important industrial tools. This paper reviews the status of mineral processing simulators and recent progress in simulator development and applications is discussed. The simulation for process design and optimisation is now an established technique, as evidenced by its increasing use of practising engineers through commercially available simulator software. The paper presents a systematic approach to the process study procedure for the control system development, clarified by practical case examples calculated by SimCon - a novel steady-state simulator for mineral processes. Examples of the application of SimCon in drawing flowsheets, calculating mass balances and making simulations for grinding and flotation processes are presented. At the end of the paper, the state-of-the-art and the future of computer-aided pro- cess study at mineral processing plants is discussed. In recent years a great number of papers have been presented at symposiums and have appeared in the literature relative to geologic prediction for rapid excavation and tunneling. Many of these papers describe research projects now underway to investigate tunnel site selection by remote sensing techniques, seismic holography, electro¬magnetic pulse sounding, optical scanning for structural features, and many other exotic geophysical techniques. While it is possible that this research will produce techniques that may prove to be very useful, it appears for the present at least, and perhaps for another decade, that there still will be no substitute for conventional exploration methods such as coring boring, geologic mapping, studies of existing wells, and proven geophysical techniques. Nevertheless, there is still room for tremendous improvement in the conventional techniques for geologic prediction in tunneling. These include: more rapid and accurately aligned coring borings drilled parallel to the tunnel alignment; improved geophysical surveys both prior and during construction; improved methods for predicting ground¬water inflows and water pressures, both of which can greatly influence the cost of driving tunnels. Geophysical techniques can also be ap¬plied to locate deeply incised glacial troughs or ancient buried stream channels that might cross the tunnel alignment. In the meantime, while some researchers continue their efforts to¬ward a breakthrough in new techniques for geologic prediction, it is recommended that other researchers direct their efforts toward sol¬ving specific problems such as accurately predicting ground-water conditions, determining locations of high geostatic stresses, and locations of major fault and shear zones.

Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. Coal jigs have played a predominant role in U. S. coal preparation for fifty years. Recently, an improved fine coal jig has been used to prepare the middle size range coal. These efficient machines are changing the historical thinking about jigs and is consistent with trends in coal preparation throughout the world. The performance achieved and operating cost savings are causing a change in fine coal cleaning strategy. With the exception of a handful of operators, fine coal jigs are generally not well understood by the industry. The objective of this paper is to provide some insight into the past use of fine coal jigs and their potential in the future. Improved Fine Coal Jig Since the mid 701s, an improved fine coal jig has been employed to an important niche in preparation, the 19 mm x 100 M range of cleaning. Several factors due to mining and liberation considerations have caused an expansion of this middle range of coal resulting in a host of challenges for coal preparation engineers. Fine coal jigs have been commissioned in several installations in North America to handle these important applications as shown in Table No. 1.

Because of the "energy crisis" emphasis has been placed on bringing coal mines into full production faster. To accomplish this, more is involved than a rapid excavation system. Mine design should have the freedom within the law to customize as mining conditions dictate as long as the maximum safety of the miner is insured. A year ago, safety was the most prominent "social-human factor"--now, safety and energy self-sufficiency are primary to our national policy. The Single Entry research program as designed satisfies both. It investigates the hypothesis that a single-entry system, for longwall development, supported in the center by open cribs and divided by a fire-resistant partition, can be regarded as being equivalent to or better than a multi-entry system. This paper provides an explanation for the use and advantages of a single entry system in development for longwall mining, explains the problems anticipated with single entries and presents the research approach needed to evaluate and solve the problems. Under study are ground control, ventilation, fire and explosions, emergency procedures, and industrial hazards. Described are measurements data on crib and roof bolt loads as entry heading advances and longwall abutment load is superimposed, stress field determinations and preliminary structural analysis of the double and single entry, and methane liberation and ventilation records as entry advances. Some of the mine operation problems and waivers of mining laws will be discussed. This project is a complete system study having progressed approximately two years in a five-year program.

Applications of nuclear magnetic resonance (NMR) offer possibilities for on-line sensing of the concentrations of several elements in flowing sample streams. In addition to hydrogen, these elements, generally of low-order atomic number, include aluminum, phosphorus, fluorine, sodium, boron, and lithium contained in minerals having commercial importance. Many such elements have been difficult or impossible to successfully measure on-line using the more familiar X-ray fluorescence and neutron activation analysis techniques. The availability of practical on-stream analysis methods is essential to applying advanced controls to processes incorporating these elements. On-stream NMR instrumentation has been demonstrated in the past for several process applications including, as an example, coal flow and analysis; and the technology has recently been extended to the measurement of phosphorous BPL in Florida beneficiation plants. The technique involves simultaneous sensing of proton (hydrogen) and 31P intensities to provide data for continuous calculation of BPL in the phosphate through calibration to volume fractions of water and solids. Initial operating results are described using the PhospholyzerTM on-stream phosphorous analyzer designed for plant application.

Acid rain legislation included in the Clean Air Act Amendments of 1990 caused a great deal of uncertainty regarding the price, source and production quantities of coal supplied to the eastern coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward. South American coals move into the northern markets. States are proposing legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries. Some utilities question the long-term availability of eastern compliance coal. Major coal producers must make decisions now to assure their continuing presence in the market place. Several companies have adopted a strategy to acquire eastern compliance reserves, while others have invested in technology to compete as a low-cost producer. Legislation "Acid rain." This is a topic that was debated within the scientific, environmental and industrial communities for years. Those discussions resulted in a large outlay for the federal National Acid Precipitation Assessment Project (NAPAP), which was then ignored. Acid rain then became the subject of a "60 Minutes" broadcast that debunked the acid rain theory, supporting the NAPAP study conclusions. In the final outcome, however, acid rain was the driver for the Clean Air Act Amendments of 1990.

The engineering geology of the Rio Tinto Borax Boron Mine creates challenges in providing practical slope design recommendations to mine planning engineers. Low strength sedimentary units interbedded with very low strength lakebed clays surround the orebody. Faulting has offset and juxtaposed these units into variably adverse orientations, while groundwater is compartmentalized both vertically and horizontally within fault blocks. A collective program of geologic data collection, geomechanical strength testing, geologic modeling, slope depressurization, confirmation of underground stope locations, and documentation of slope behavior provides vital information for design investigations and sensitivities. Analysis results lead to risk assessments and operational procedures that add value to the business by optimizing slope configurations and minimizing risk.

Water sprays are a common method used to reduce particulate matter (PM) emissions. Various factors such as wettability, surface area coverage, fine particle engulfment rates, interparticle adhesion forces, suppressant penetration, and suppressant longevity have all been suggested as critical factors in achieving effective PM control. However, it has not been established which of these factors are the most important. Experimental work indicated that suppressant penetration is the most critical of these factors. Suppressant effectiveness was also improved using hygroscopic reagents which retained moisture, improving longevity. Maximizing suppressant penetration and improving suppressant longevity led to an average 86% reduction in PM10 concentrations in laboratory dust tower tests.

The feasibility of chalcopyrite-pyrite separation in the flotation of a chalcopyritic copper ore, at reduced surface tensions regulated by methanol, was investigated. It was found that with methanol dosages from 0.5% to 1.5% v/ v, the chalcopyrite might be effectively separated from the pyrite, without use of other flotation reagents and pH regulators. However, under this simple condition, the chalcopyrite recovery was only around 50%, recommending the use of other reagents to reinforce the collector action. Low dosages of different collectors were tested, including SF-323 (Shell Float), S-6588 and S-7251 (Cytec), and S-701 (Molycop). Very promising results were obtained with low dosages of the collector S-701 and 1% v/v of methanol in the pulp, which evaluated against a reference test, gave similar copper recovery, higher Mo recovery and higher depression of pyrite. Consequently, this is an alternative process which does not require the use of lime to depress pyrite.

This paper presents the results of grinding tests performed on magnetite from Kiruna (Sweden) and on chromite from Skoumtza (Macedonia. Greece). Stresses were measured by XRD, which determined the variations in the characteristic structural spacings of the minerals both before and after, grinding in a HSM/250 Herzog laboratory ring mill. Anal Isis of the magnetite and c hromite crystallinstallin was performed hi measuring the broadening of the strongest diffraction peak (311). .Also, structural analysis on chromite was carried out using the Mikheev model. Ultrafine-grinding tests on the magnetite and chomite demonstrated that this type of treatment can induce profound variations m the surface-stress state. These included plastic variations of the cell followed by "chemical" stress with oxidation front the stricture to form hydroxide or carbonate, films. This can have a great influence on the mineral reactivity to flotation reagents

Appreciation and awareness of the unique nature of mineral investment and ultimate development of a mine are crucial in promoting sustainable development. Special characteristics of mineral development include high capital intensive, long pre-production period, high risk, and the unavoidable ?economic? depletion. This paper examines ways to integrate these unique attributes of the mineral industry into the educational process, so that a properly advised and knowledgeable culture in terms of a sustainable mineral industry can be developed. Specific approaches are investigated in order to achieve this objective. These include a stochastic evaluation of a mineral investment proposal, adding a premium to the cost of capital that is used for valuation process, and internalizing incidental costs to the private cost function, thereby realizing the true (vs. apparent) marginal social cost of the proposed development. Undoubtedly, a total evaluation of any mineral project that accounts for both tangible and intangible parameters will contribute to sustainable development objectives. By incorporating the practical application of apparent theoretical topics such as risk, probability, and externality, and their relevance and impact on mineral lifecycle (prospecting, exploration, development, exploitation, use, and ultimate disposal) into the educational process, it is hoped that a generation of technocrats and decision makers that are familiar with and concerned about sustainable development will emerge.

The countries of Eastern Europe are former members of the Council for Mutual Economic Assistance (CMEA). Geographically, they are located in Central Europe (Poland, Hungary, Czechoslovakia) and Southeastern Europe, largely in the Balkans (Yugoslavia*, Bulgaria, Romania and Albania*). It is important to remember that all of the countries of Eastern Europe had central planning imposed on them by the Soviet Union during the years following World War II. "Stalinist" policy for industrial development had three important tenets: • central economic planning, or a nonmarket-based command economy with administratively set prices; • economic priorities that stressed the development of heavy industries such as mining, metallurgy (steel) and heavy machine building; and • self-sufficiency at all costs, which was aimed at abolishing reliance on the world capitalist market, or reducing it to a minimum. Essentially, the system of industrialization that was used in the Soviet Union in the 1930s and 1940s was imposed on Eastern Europe. Organic market economic development in Eastern Europe ceased during this period. The flaws of this experiment became apparent when mineral processing facilities were set up in many areas of Eastern Europe that did not have reliable resources. Poland, Hungary and Romania are good examples of this situation. The Soviet Union became the principal supplier of iron ore and other minerals and mineral fuels, not only to these countries but to the Bloc as a whole.

In view of the increasing use of heap leach operations in the mining industry and the critically important performance of the leach pad liner in both the economic and environmental aspects of the design, it has become essential that the designer fully understand the factors affecting the performance of the liner. Minimizing the loss of pregnant solution through the leach pad liner is obviously of paramount importance to the economic efficiency and environmental compliance of the heap leach operation. Losses through the liner are a function of the hydraulic conductivity of the liner material and the hydraulic gradient across the liner. This applies to both natural and synthetic materials. The hydraulic gradient across the liner is a function of the build-up of solution above the liner, which in turn is determined by the permeability of the heap material, the slope of the liner, the drainage path length and the leachate infiltration rate. A relationship incorporating each of these parameters and their effect on the hydraulic head acting on the liner has been developed in terms of the Dupuit criterion, assuming one- dimensional flow with vertical accretion.

One of the most important decisions in mine development is the selection of the mining method. Open pit or underground methods are selected depending on the shape of the deposit, and its position with respect to the surface. When the decision is not clear or evident, then the common rule is to compare underground and open pit projects to choose the one which yields the maximum return. However, in some circumstances' the best alternative is to start-up the operation with an open pit until a point where mine operating costs make more convenient to employ an underground method. In this case, the final pit limit is not directly related with commodity prices and its position is a funtion of capital and operating costs associated with both methods. The goal of this paper is a mans of establishing the proper ultimate pit considering a potential underground mine. The methodology is quite simple and can be implemented to work with a variety of available routines for pit optimization, such as Lerchs-Grossmann, floating cone, network flow and the Lemieux moving cone optimizing algorithm, which is the tool used by the author.

The Florida phosphate industry is a leader in environmental control, both in terms of dollars spent and significant achievements. For instance, since 1960 the phosphate industry has spent over $71 million for air pollution and control devices, including installation, research and development and maintenance. Water pollution control expenditures also total in the millions, with over $69 million spent in the same 10 year period. The industry also is a leader in water conservation measures, having spent nearly $ 18 million since 1966 for conservation devices. Since phosphate is mined by strip mining, land reclamation plays an important part in the environmental control picture. Here again, the phosphate industry has met the challenge with a voluntary program of reclamation which accounts for over 20,000 acres of land useable after mining has taken place. In terms of progress in environmental control, the industry has been able over the years to solve within the limits of technology the fluoride emission problems it once had, and is currently at work solving sulfur dioxide and particulate problems. In just the past year the industry also has been extremely successful in limiting phosphorus and nitrogen discharges into area streams. The industry continues to cooperate with state and local pollution control officials on matters of environmental control, and future plans include even closer cooperation and assistance, as well as increased expenditures.

At Sifto Canada's Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

The Carlin Trend is North America's premier gold producing district. It is located in northeastern Nevada's Elko and Eureka Counties along a northwest trending belt about 65 km (40 miles) long and 8 km (5 miles) wide (Thorstad, 1989; Jones, 1989). This trend is the worldwide reference site for epithermal, sedimentary rock-hosted microscopic gold deposits. At least 19 deposits have been discovered to date, varying in size from 933 kg to 1.08 kt (30,000 to 35 million contained oz) of gold (Fig. 1). Newmont Gold Co. and its parent, Newmont Mining Corp., jointly constitute the largest mineral right holders in the district. They own or control more than 1000 km'- (386 sq miles) in and around the Carlin Trend and own all or part of 16 out of the 19 mines and prospects identified to date. Since the initiation of Newmont's exploration activities in the Carlin Trend in 1961, 2.24 kt (72 million oz) of cumulative gold resources have been identified. Cumulative production from all mines since the start-up of Newmont's Carlin mine in 1965 to the end of 1989 was about 202 t (6.5 million oz) (Jones, 1989). The incentive of sustained high gold prices and innovation in processing technology resulted in a significant acceleration of gold output over the last few years. Newmont Gold alone produced more than 43.5 t (1.4 million oz) in 1989. That is equal to 22% of the cumulative 1965 to 1988 output, and an almost 200% increase over its 1986 output.
