M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. The 112th Annual National Western Mining Conference (NWMC) hosted by the Colorado Mining Association (CMA) drew some political heavyweights, if by voice only, into the fray of two of the hottest topics that the mining industry is currently facing ? climate change and the new energy economy. A changing political landscape in Colorado, as well as in Washington D.C., has given rise to questions about the economic future of the United States and the mining industry?s role in that future. While there has been a recent push away from traditional energy sources to a ?new energy economy? that is rich in renewable energy sources such as wind and solar, the NWMC?s agenda emphasized the role that minerals will play in new energy technologies. The conference was also full of talks about the industry?s role in reducing the United States? reliance on foreign oil and other mineral commodities. To that end, an impressive lineup of speakers were invited to attend the three-day conference Feb. 8-11, in Denver, CO. Unfortunately, Mother Nature had other plans and three of the four headliners, including Denver?s mayor and Democratic candidate for governor of Colorado, John Hickenlooper, were unable to get to the conference because of a massive blizzard on the East Coast locked them in Washington, D.C. However, with modern technology, a full auditorium heard presentations from Hickenlooper, National Mining Association (NMA) president and chief executive officer Hal Quinn and Glenn Kelly, vice president, government affairs for NMA. Republican candidate for governor of Colorado, Scott McInnis, did speak to the crowd in person.

The FAB acts as a contact- and coordination site for international business partners, organizations and governmental authorities. Together with the federal government the FAB organizes bilateral working group meetings in the commodity and mining sector. Project enquiries are being distributed from the FAB among their member companies."

Natural aggregates, primarily stone, sand and gravel, are recovered from widespread, naturally occurring mineral deposits and processed for use primarily in the construction industry. They are mined, crushed, sorted by size, and sold loose or in concrete products to build roads, houses, buildings and other structures. Smaller quantities are used in agriculture, cement manufacture, and chemical and metallurgical processes. The growth of cities, their buildings and the highways that connect them have created demand for enormous quantities of aggregates. Consumption has now reached 9 t (10 st) per person and continues to grow faster than population. The aggregates industry is the largest mining industry in the United States in terms of production by weight, by volume and by number of active operations. About 80 percent of the concrete pavement and more than 90 percent of the asphalt pavement is composed of aggregates.

Top down constructed large diameter (up to 90 m [300 ft]) shaft design and constructability issues present an interesting suite of challenges and opportunities highlighted in this paper. The study covers 2D and 3D finite element models used to: analyze various failure modes, evaluate the shaft liner and internal structures? response to seismic loading, assist in segment design, and assess final structural design tradeoffs. Efforts to achieve economic advantage over conventional heavy civil practices have prompted innovative solutions for ring and segment design, ring build assembly, and annulus backfill grouting. Intended for soft ground conditions, relationships between soil parameters and structure design are also explored.

The LCLS project at SLAC will allow new insights into material properties, chemical reactions and biological processes. The project includes half a mile of new underground construction. Excavation in weathered rock is by NATM, using AM 50 roadheaders. Construction began in 2006 and is expected to be completed in 2008. This paper details the construction of the tunnels and cavern on the project.

MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for Fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% [Gigliotti et al. 1991]. In order to properly determine workers’ exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop guidelines and test procedures for identifying all noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. Once the high noise sources are identified, promising engineering controls can be tested and evaluated to reduce the noise of the sources. The measurement system used to analyze the noise sources included stationary dosimeters in a documented repeatable pattern and a time-motion study of the cutting cycle and operator’s work cycle. Significant results from the underground measurements show that the highest sound levels recorded are at the stageloader discharge segment and tailpiece controls and remained at about the same level throughout the test.

This paper addresses the challenges of designing the underpinning of major sub-way station with 4 operating tracks. No. 7 subway extension crosses under the existing 42nd street subway station on the 8th Avenue line. Understanding the history of the original construction, of the current structures and their condition were instrumental in developing a feasible underpinning design that is integrated with the design of the new tunnels. The existing 8th Avenue subway station has a lower abandoned level. Several alignments and corresponding underpinning schemes were studied. The design allows new tunnel construction under the station without interruption of station operations.

The upgrading project for two hydropower plants in Slovenia, Europe, requires two new pressure tunnels: Plave II (5.9 km Flysch) and Doblar II (3.6 km Limestone). It is the worldwide largest application of the Double-Shield TBM technology combined with an extremely thin-walled monoshell honeycomb lining system. The first drive has been completed by end of June 2000 achieving best performances of 50m/d and almost 1,100m/mth. In September 2000 the TBM started the second tunnel without any required adjustments due to geological or other reasons. Another 52m/d have been bored already within one production day of two 8 h shifts achieving a maximum penetration rate of more than 6m/h. The completion of the Doblar drive can be expected by February 2001.

The support of intersections in coal mines remains an important safety issue, mainly because the large diagonal span compromises the stability of the roof. This structural weakness is further exacerbated if the intersection is developed incorrectly, the pillar corners fail or the crosscuts are angled (not perpendicular). This report details the current support systems used and investigates unplanned falls of ground in intersections in coal mines throughout the United States. A possible failure mechanism is proposed and some suggestions are made to improve the effectiveness of the support in these vital areas.

The main forces acting on minerals in conventional size reduction units are compression, impact, attrition, and/or abrasion. Usually a combination of these forces shares the breakage action of the minerals with one or more of these forces dominating the breaking action, depending on the machine used. The present work concentrates on the behavior of quartz when stressed with compression force in a confined piston die. Several size fractions within the size range minus 10 mm to plus 0.85 mm were compressed in the piston die. The measured parameters are compression load, bed thickness, displacement as a result of compression, rate of displacement, and the size distribution of the products. It was found that the size distributions are, to some extent, different from those produced by the ball mill or the high-pressure roll mill. This is mainly because of the differences in the type of the acting forces in each case. It was also found that the cumulative weight of the distributions is reasonably normalizable with respect to the median particle size of the product. The specific energy expended is inversely proportional to the median size of the products, and the reduction ratios, xf/xp, are directly proportional to the applied compression force, and hence, to the specific energy expended. A simple model is suggested for predicting the particle size distribution as a function of the expended energy. The calculated values of the size distributions match fairly well with the experimental values, except at the very low energy levels, where most of the energy expended is consumed in the rearrangement and packing of the particles in the confined space with little or no breakage.

Effective gas management in coal mines, as well as proper ventilation design, is very important for maintaining the safety of underground coal miners. Advances in numerical modeling techniques have enabled evaluations of the coal mining environment using advanced grid designs and computed gas distributions through detailed mathematical models. These models help engineers to see the unseen areas of the mine through visualization of the data and ultimately help improve worker safety. This paper summarizes the modeling efforts conducted by NIOSH in the U.S. and CSIRO in Australia to address various gas management issues encountered in longwall mines. The modeling studies involved two of the most widely used grid-based techniques, namely computational fluid dynamics (CFD) and numerical reservoir modeling. This paper discusses the application of these techniques for gob inertization and gas control for spontaneous combustion, pre-mining degasification of coalbeds, gob gas venthole design and performance evaluation in longwalls, and gas management during development mining.

The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

Cathodoluminescence microscopy (CLM) is uniquely applicable to the study of carbonatite-related fluorspar ore deposits. The mineralogy of the carbonatites, sodic and potassic fenites, marbles, quartzites, and fluorite ores are readily determined and characterized. Calcite, dolomite, apatite, fluorite were deposited dominantly under high temperature conditions and they exhibit strong cathodoluminescence (CL). Three types of carbonatites have been recognized at the Okorusu, Namibia carbonatite complex and fluorspar mines by field mapping and laboratory CLM. The main carbonatite intrusion is fine grained and consists mainly of calcite. A later phase of pegmatitic carbonatite consists of calcite, magnetite, Fe-rich pyroxene, apatite, and pyrochlore. Pyroxene carbonatites were recognized mainly through their study by CLM.

The Zagros long tunnel is one of the main components of Sirvan water transfer project in western Iran. It is approximately 48 km in length and consisted of two lots. The second 26 km lot of this tunnel is under construction by a 6.73 m diameter double shield (DS) TBM. The tunnel passes through several formations with wide range rock mass qualities. During the tunnel alignment, changes in rock quality were highly frequent from poor to very good. The encountered geological conditions required TBM operation to change frequently from hard rock to soft, dry to flowing, sticky to nonsticky ground (and vice versa), more often than expected. In the course of tunneling, the machine has encountered nearly many adverse geologic conditions. The most important problems have been sudden high volume water inflow into the tunnel, sticky ground, and gas seepage, all of which resulted in reduced TBM advance rates. This study will high-light two difficult ground conditions including large water ingress and sticky ground and also the related problems encountered by the TBM along 8 km of excavated tunnel. In sticky grounds, cleaning of the clogged cutter head caused many delays and contributed to additional downtime. Application of some operational modifications, including decreased TBM thrust showed satisfactory results in such cases. While reduced thrust resulted in reduced penetration rate, but the overall TBM advance was greatly improved by the increase utilization rate and elimination of down time related to cleaning of the head. To cope with high water inflow, application of preventive measures such as pre-grouting has proved to be a more efficientsolution. The sealing of ground water inflow also decreased seepage of dangerous H2S gas and other chemicals such as hydrocarbons accompanying the groundwater.

This paper describes the driving of a 400 m long by 25 m diameter highway tunnel through sensitive, overconsolidated silts and clays. The design concept requires the construction of the permanent support system, consisting of 24 concrete filled perimeter drifts, before excavating the mass core. General construction procedures used during the construction of the perimeter drifts are described.

The Hemlo Gold District, located on the north shore of Lake Superior, was discovered in 1981 and will become one of the largest gold mining camps in Canada. Three major Canadian mining companies are presently developing large orebodies and are scheduled to commence production at various times through 1985 and 1986. This paper describes the types of shaft sinking equipment and technology being used by contractors in constructing the required shafts to depths below 1000 metres. The principal shaft design criteria, types of shaft sinking machinery and relevant manpower allocations are discussed.

A 16 m by 4.7 m by 24.5 m (52 ft by 15.5 ft by 80.5 ft) underground ore bin was constructed at an 810 m (2660 ft) overburden depth in poor quality, faulted and altered intrusive rocks at Molycorp's block caving molybdenum mine. Geological engineering incorporated detailed structural mapping, rock quality classification, in-situ stress field determinations, numerical stress and failure analysis, and convergence monitoring. The ore bin was mined by conventional methods from the top down and utilized a bored raise for mucking. The initial ground support of rock bolts, lightweight steel sets, and reinforced concrete was later supplemented with an array of 6, 12 and 21 m tensioned, grouted rock bolts when wall closure was noted in the upper ore bin area. The supplementary support was optimized by computer analysis and monitoring.
