Mining companies, as developers of natural resources, are being forced to deal with the potential long-term liabilities of past, present, and future mining operations. As discussed in a previous paper (Cobb, et al., 1987), these liabilities can include solid waste disposal corrective action programs (state or federal actions), Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), (Superfund) (state or federal actions), or natural resource damage claims (typically filed by state agencies and provisions specified in CERCLA). These potential liabilities are very real, and should dramatically impact the way a company views its exploration and development programs, and operating mines.

Introduction The purpose of this paper is to present a procedure used by the authors for evaluating and designing soil liner systems. This method is particularly valuable in evaluating various treatment schemes for chemically amended soil liners. A tabulation of laboratory test results on various soil types are presented to quantify the effectiveness of certain treatments. A typical liner design program includes developing and proving soil borrow sources, designing the cross-section of the liner system, developing construction specifications, and providing construction services to ensure the intended product is achieved. Material Source Development The first step in designing a soil liner is to identify and evaluate suitable borrow sources within an economical haulage range. This is best done in a two step approach: a reconnaissance level investigation to identify target areas and a detailed evaluation of those targets. Reconnaissance: The goal of the preliminary investigation is to locate potential borrow sources for liner quality soils. This includes all natural materials which can be compacted, chemically treated, or otherwise amended to yield an installed permeability at or below some target value. This requires utilization of all available data sources: Soil Conservation Service, BLM, aerial photos, USGS geologic maps, and project geologist records. The goal at this stage is to locate shallow deposits of favorable soil types. The Unified Soil Classification System provides an excellent first pass grouping. Clays, clayey sands and silts are the most favorable soil types, although silty sands and occasionally clayey gravels can make excellent liners, and are often amenable to chemical modification. The lowest permeabilities are generally achieved with CH, CL and MH soils. Once preliminary targets have been identified using visual examination, laboratory classification tests should be performed to further refine the selection. Testing at this stage should include gradation, plasticity and hydrometer analyses. Additionally, "preg-rob" testing should be done as early as practical. Preg-rob is a phenomenon where gold or silver ions in solution associate with the clay, or other, minerals. When this occurs, a portion of the gold or silver leached from the ore is actually tied-up by the clay and thus a reduces recovery. Testing for this consists of agitating a small sample of the soil in a solution containing dissolved gold or silver, preferably of similar chemical make-up as the solution which will contact the actual liner. The solution and soil are assayed before and after agitation to determine loss to the clay. A reliable estimate of the hydraulic conductivity, commonly referred to as permeability, can be developed from the D10 value by the use of Hezen's formula: K = 100 (D1012 This relationship is limited to soils where the finer particles do not move due to the force of flowing water (i.e.: "hydrodynamic stabilitym)(1). Additionally, the effect of platty particles on permeability is not as predictable as the effect of equidimensional particles. D10 is the sieve opening size at which 10% of the material is finer. Plasticity is also important from several standpoints. Constructability is directly related to plasticity. Very plastic clays and non-plastic silts both tend to be difficult soils, while medium plastic clays and clayey sands are generally very desirable. Post construction performance is also related to plasticity (e.g. swelling, shrinkage cracking, frost heave, etc.). Additionally, low plasticity silts and silty sands generally do not respond well to chemical amendment. Source Development: The result of the reconnaissance evaluation should be an estimate of the relative probability of developing a suitable borrow source within an economical haul distance. Of course, "economical distance" depends on the degree of handling and treatment the borrow material requires, as well as the cost of synthetic alternatives. The purpose of the detailed investigation is to prove out quantity and quality of material sources, and determine design parameters such as degree of compaction, mixing, treatment and thickness of liner. The emphasis of the testing program should be permeability and strength. Strength becomes increasingly important as the slope of the liner and the height of the heap increase. The Eldorado Epidemiology Project formally began in late 1978. It consists of a retrospective cohort study, to be followed by and to leave in place the mechanism for a prospective cohort monitoring program. These present and future activities are intended to merge into one another. The current study includes all Eldorado employees past and present for whom records are available. The objectives of the undertaking are - 1) to obtain cause-and-effect, dose-response data with which to evaluate the risks to workers in radon and radon daughter containing atmospheres, and to provide additional quantitative information on which to base possible improvements in working conditions; 2) to identify any dead employees of E.N.L. whose cause of death suggests that a potential compensation claim right exists for their survivors, and to similarly identify living ex-employees of E.N.L. whose work histories and states of health suggest potential compensation claim rights. The nature of the study has been determined by the history of Eldorado, which will be described briefly. Eldorado began (as Eldorado Gold Mines) in the late 1920's, operating relatively unsuccessfully in Manitoba. In 1930-31 the emphasis shifted from gold to uranium, and what became the Port Radium mine was first staked. From the very early 1930's until 1942 the company's purpose was almost entirely devoted to the mining of pitchblende - uranium ore - from the Port Radium site, and the extraction of radium from this ore at the Port Hope refinery in Ontario, a process from which the uranium was a largely stockpiled byproduct. In 1942 the company was requested by the Canadian government to accelerate the production of ore, and of uranium. At the same time, all its stockpile of uranium (then being stored in silos as a "waste" product which might later "come in") was acquired for the Manhattan Project. In 1944 the company shares were bought by the Canadian government and the company itself became Eldorado Mining and Refining (1944) Limited; it has operated as a Crown corporation ever since. The name was changed to Eldorado Nuclear Limited in 1968. The Port Radium mine was closed in 1960, and since 1953 the Beaverlodge uranium mine complex has operated on the northern shores of Lake Athabasca. Radium production was discontinued in 1954 when the radium circuit was taken out of the refinery, and since that time the refinery's products have been various types of refined uranium (uranium dioxide, uranium trioxide and uranium hexafluoride) plus metallic uranium. The refinery, of course, processes the company's own yellowcake but as it is one of only five refineries in the western world, most of its work consists of custom refining for a large variety of customers. In addition to the mining and the refining operations, there have been three other divisions involved, and these are, respectively, Aviation, R. & D., and Exploration, in addition to the financial, corporate, administrative and support activities. MATERIAL AND METHODS The human study population (Abbatt, J.D. et al., 1980) consists of all Eldorado employees who have ever worked for E.N.L. and for whom records are available. The total nominal roll to December 31, 1980 is approximately 21,000 and consists of employees of the Mining, Refining, R. & D., Aviation and Exploration Divisions, as well as a relatively small number of other employees (Head Office, etc.). The basic epidemiologic design, as has been mentioned, is for a retrospective cohort study merging into a prospective cohort study, and depending very heavily upon automated record linkage and file matching. The original design called for an initial assembly of the bulk of the nominal roll, prior to the first of two matches with the National Mortality File. The first of these two matches is now complete and the second is to be separated from it in time by 18 months to two years. The second match will be the definitive match prior to the analysis, the interpretation of the data, and the publication of the results. The period between the two matches was designed to permit completion of the nominal roll, including: - addition of previously missing individuals and groups, elimination of duplicates, and amplification of identifying information, - assembly of work histories and exposure information for each individual, - digestion and application of lessons and modifications resulting from the first match with the National Mortality File at Statistics Canada, - preparation of files for the definitive second match. The analysis of data will be carried out by the National Cancer Institute of Canada Epidemiology Unit based at the University of Toronto. This group, with whom Eldorado Nuclear has a memorandum of understanding, have for a variety of reasons, including their familiarity with record linkage and their expertise, been members of the Project Team since

Within the mineral processing Industry. a range of grinding conditions exists which include semi-autogenous grinding (SAG), rod milling. and conventional ball milling. Each of these mill environments presents a unique environment for grinding media, requiring the application of specific physical and chemical properties for optimum grinding media performance. The environments are characterized by varying degrees and combinations of abrasive, corrosive, and impact wear. An extensive test program has been conducted to determine the extent wear rates vary between these different applications. Test results are related to production results, ball size, and mill operating conditions.

Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick's Law, which was clearly not correct in the light of modern fracture theory; • Rittinger's Law, which was also clearly not correct; • Bond's Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. Mesozoic and Tertiary mineral deposits in west-central Arizona are commonly associated with Mesozoic thrust faults and Tertiary detachment faults, respectively. Quartz-kyanite rocks and pyritic quartz-sericite schists with local anomalous gold are the product of probable Jurassic argillic alteration of Jurassic volcanic, sedimentary, and plutonic rocks followed by Cretaceous thrust burial and associated metamorphism. Slivers and sheets of Paleozoic carbonates along Mesozoic thrust faults were locally sites of syn-and post-thrust mineralization. Widespread brecciation along Tertiary detachment faults resulted in increased permeability along fault zones. Elevated thermal gradients also resulted from detachment faulting and apparently caused convective aqueous-fluid circulation along detachment faults and associated Fe+Cu±Au mineralization.

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

A ground penetrating synthetic pulse radar system has been used by the Bureau of Mines to probe into a coal pillar to locate hidden structures or anomalies. Two types of velocity tomographic reconstruction methods, direct matrix inversion and iterative, were used to obtain a velocity image of the interior of the pillar. The reconstructed image showed the existence and location of a relatively low velocity material within the pillar. Core samples were taken from the pillar in a region surrounding the low velocity material. Analysis of the cores showed the presence of a clay vein coinciding with the low velocity material imaged in the tomogram.

Over 95 percent of the world's refined copper is now produced by electrolytic processes. The bulk of this electrolytic copper comes via the conventional route for sulfide ores of concentration, smelting and electro-refining. A rapidly increasing percentage of world production is now achieved using hydrometallurgical routes involving dissolution of the copper values from minerals, purification of the resultant leach solution by solvent extraction and finally deposition as cathodes by electrowinning. The technology can now be considered mature and this paper endeavors to summarize recent developments which, from the authors' perspectives, are important.

The investigation, selection, and implementation of remedial activities for large, complex mining and milling sites is dependent on the cost-effective management of tailing and waste materials. Site investigations evaluate the contaminant source areas, assess the potential release rate of contaminants, and determine the acceptable contaminant release rate for the site. Selection of appropriate remedial activities is based on evaluation of constructability, reliability, performance, effectiveness, permanence and cost. Remedial technologies available for tailing and waste material include removal, consolidation, capping and drainage control. Proper implementation and documentation of the selected remedial activities are critical to the overall success or failure of the remedial program. A step-by-step process, established at the initiation of a project, should accurately document all construction activities, monitor environmental conditions at the site, assess the performance of the remedial activities, and, ultimately certify that the remedial activities have met relevant and appropriate standards. Case histories are presented for a uranium mill at Uravan, Colorado and a lead, zinc mine at Gilman, Colorado. These case histories provide examples as to the combination of remedial technologies that have been applied at these specific sites.

An engineering endeavor involves the creation of an expansive, environmentally conscious reinforced sloped MSE wall system. The objective is to enlarge a flat mining work area. Situated in southern Arizona, this mine is dedicated to extracting essential resources such as Manganese, zinc, silver, and lead, crucial for advancing clean and renewable energy initiatives. The project necessitates the implementation of a Mechanically Stabilized Earth retention system. This system aims to both expand the mine’s working area and facilitate access to underground tunnels. The expansion pad must be robust enough to endure the substantial loads exerted by heavy mining machinery. The wall’s reinforcement components are strategically designed to counteract the challenges posed by aggressive soil conditions with low resistivity. Furthermore, they must be resilient against potential damage during installation. The system’s ease of transportation is crucial due to challenging access conditions, and its design must allow for efficient drainage. A significant consideration is the integration of a face system that fosters vegetation growth and seamlessly merges with the existing flora of the area. In addition, plans include the construction of an access road downslope from the wall. The chosen solution involves a reinforced sloped system with a 70-degree incline. The wall’s surface is adorned with an erosion control mat, intended to promote the proliferation of vegetation. For added durability, the wire basket units are equipped with galvanized wire featuring a polymer coating. High tensile strip bonded geogrids, featuring a robust polyester core, provide essential reinforcement. The completed wall is an impressive feat, spanning 1500 feet in length and soaring to a height of 45 feet. It stands as a testament to innovative engineering in harmony with environmental and functional considerations.

Throughout recorded history, underground fires have plagued mining operations. Compared with other hazardous situations in underground mining, a fire can become a global problem by swiftly spreading deadly carbon monoxide and other products of combustion (POC's) throughout the whole mine, often without warning. Experience has shown that when fires are detected and located in their early stages, they are much easier to control and proper escape routes can be more intelligently selected. Recent advances in sensor and data communication technology have made reliable mine fire .detection system installations possible. Unlike building construction. in a mine, it is impractical to install detectors at every desired location. Abandoned workings and unsafe locations preclude sensor installations from both safety and economic standpoints. The net effect is that some fires are detected and located early while the location of others, even if detected early, remains unknown too long for effective evacuation and fire fighting.

A common belief among Itlnl.ng operators today is that computer based truck m:mitoring and dispatching systems are only applicable to, or affordable by, very large scale open pit mines. Before the advent of microcomputer technology this belief was generally a valid one. Microcomputer technology as it currently exists has reached a high level of sophistication and capability, rapidly approaching that of the minicomputer standard. When coupled with reliable software and data communications packages, it now provides the means to make truck monitoring and dispatching a viable and attractive management aid to mines of all sizes. This paper briefly addresses the evolution and current state of computer truck dispatching and examines a microcomputer based system in this context. To demonstrate the effectiveness of this approach to truck dispatching a recent installation in a medium sized mine is presented. Preliminary field data from the case mine are presented to illustrate the methodology.

The introduction of recent advances in molecular biology into the field of microbial ecology has made available a powerful set of analytical tools for dissecting the structure of microbial communities in natural environments. The use of these approaches, many of them based on DNA-DNA hybridization enables the researcher to assess the occurrence of specific DNA sequences among the natural bacterial flora (Ford and Olson 1987). These techniques promise to have wide application as tools for monitoring the spread of introduced microorganisms (Trevors, 198'): Ford and Olson. 1987) and have been used to examine the response of bacterial communities to environmental contaminants and stressors (Barkay and Olson. 1986. Olson and Ford. 1986. Olson. Ford and Lester 1987) The occurrence of heavy metal resistance among microorganisms has been discussed as a possible tool for the detection of pathfinder elements employed in mineral exploration (Olson and Barkay 1986). In addition, the occurrence of heavy metal resistant bacteria may be utilized in protocols for assessing the occurrence and biological impact of contamination occurring as a consequence of mining operations. In this context the use of DNA hybridization technology enables the investigator to directly quantify the number of heavy metal resistant bacteria by the use of genetic probes specific for those resistance genes. The implementation of a strategy for detection of heavy metal resistance genes by hybridization technology is dependent on the availability of data on the genetic systems which encode resistance The availability of extensive DNA sequence data on mercury resistance genes (Brown et a11986. Barrineau et al 1984) has lead us to use gene probes specific for mercury resistance within natural bacterial populations as a model system for investigating the response of these bacterial populations to the occurrence of mercury In the environment.

The meeting is scheduled for June 24-27 at the JW Marriott Los Angeles Live in Los Angeles, CA. In an age where customer service and quality drive today's industry and business, no service or product is exempt from these demands. Industry and business are streamlining everything from people to equipment and today have a heavier reliance on the performance and quality of their assets and equipment, (one of the keys to staying competitive). In the mining process industry, the centrifugal slurry pump is a key piece of equipment that keeps product moving and aids in generating revenue for its owner. The continued improvement and customer success lies in a team effort between the mining industry and the pump manufacturers. We, the pump manufacturers, need to keep improving our designs to further extend the life of our pump with fewer failures and promote to our customers proper maintenance of the pumps to continually keep unexpected failures to a minimum. Strict equipment maintenance, as thoroughly demonstrated by the military, is key to the long life and success of any piece of equipment. In the often harsh duty of the centrifugal slurry pump, maintenance is something that requires "attention to detail". No area of the pump is exempt from attentive maintenance. Here, discussions will focus on the areas of the mechanical drive end, wet end, seals, and extended pump shut down and start up. There has not been a slurry pump designed to maintain or repair itself. So in effect, each pump warrants able bodied maintenance persons to maintain them who continually observe all the rules of safety. Prior to any maintenance discussion or action, the issue of safety should always be addressed. Here, as with everywhere, the same rules apply. Work at a safe pace, note all safety precautions, use associated safety equipment and personal protective attire, observe all tagout and lockout procedures, and most importantly, be aware.

"Why bother with computer control?" This question and others like it have been heard over and over again by those who have tried to convince operating men that there are sound merits to installing a process control computer. At IMC we have done a great deal of thinking and talking about computer control. In the course of these discussions the operating people have asked a number of questions about computer control. These questions and our answers to them make up the main part of this article. Obviously, the answer as to whether or not to go into computer control will be an individual problem conditioned by your company's circumstances. What I hope to do here is raise some questions, give you an idea of our thinking on the subject, and lay out some general guidelines for you to consider.
