INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. FirstMiss Gold Inc., formerly FRM Minerals, Inc., is heap leaching gold from difficult, low grade ores at the Getchell Gold Mine in Humboldt County, Nevada. A two-thousand ton per day facility is leaching material from waste dumps from old operations and from small, satellite deposits around the main orebody. A three-thousand ton per day pressure oxidation mill is under construction to treat sulphide gold ores in the main deposit. The Getchell gold deposit occurs in a wide fault zone in carbonaceous, calcareous sediments and intrusive rocks. Intense clay alteration is typical within the mineralized zones. Silicification is a less dominant alteration phase within the ore. Gold in the upper oxide portion of the deposit occurs both in a free state which is leachable and complexed in fine disseminated pyrite which is not leachable. Gold in the lower sulphide portion of the deposit is almost entirely complexed in pyrite. Abundant arsenic sulphides and variable amounts of remobilized carbon are associated with the gold mineralization throughout the deposit. The waste dump material being heap leached was derived from the upper portions of the gold deposit. The dumps contain high quantitites of fines, clays and sulphides of iron, arsenic and other trace elements. No stockpiling of low grade materials was attempted during the old mining operations, therefore, the dump material is highly variable and unpredictable. Coal extraction by continuous miners (CM) is currently the most common underground method in the US industry and accounts for slightly more than two-thirds of the nation's deep mining production (National Coal Association, 1987). Even if longwall mining should become more commonplace, it can proceed only after ventilation and access entries have been driven by CMs. Since an area of concern continues to be the effects of the dust generated on the health of mineworkers, this paper discusses the relationship between the elemental compositon of mining-generated airborne dust sampled from the immediate ventilation return of a CM and laboratory-generated dust derived from channel samples taken from the mines. There are several potential contributions of this type of study to the coal mining industry. First, after more fundamental knowledge of the causes of Coal Worker's Pneumoconiosis (CWP) is learned, the laboratory-generated respirable dust could be used to identify a potentially hazardous coal seam. Also, this study could possibly aid in understanding the fundamental causes of CWP by producing mining-simulated samples of coal dust that could be used in epidemiological studies. Further. assuming that there is no difference in the elemental composition of a drill-core sample and a channel sample from the same location, a mining company could predict anew mine's respirable dust elemental composition in the immediate ventilation return by using exploratory drill core samples of the roof, coal, and floor rock to prepare the laboratory dust. Ventilation engineers could then use engineering design and control measures during premine planning to reduce the incidence and severity of CWP by better ventilating the potentially hazardous coal seam. If this proper planning prevented any future changes to the ventilation equipment and mine design. much time and money could be saved. Scope of work To investigate the variability of the chemical characteris tics of respirable dust, airborne dust samples from eight underground coal mines located in the eastern and midwestern United States were collected with eight-stage Sierra Model 298 Marple cascade impactors, as well as 25 channel samples of mined material. Each channel sample was removed from the middle of the coal face before mining occurred. Sampling of the mining-generated dust was conducted by Lee (1986) by sampling the entire working sections, primarily for characterization purposes, to obtain information on the locational variability of dust characteristics. Research performed for this study used the elemental analyses of the mining-generated dusts he sampled in the immediate ventilation returns of CMs. The procedure that was used to produce the laboratory generated respirable dust was based on the Hardgrove grindability test since it reflects the pulverizing characteristics of coal. This test was chosen for several additional reasons. First, it is repeatable and reproducible. A consistent amount of input energy is used as well as a specified size range of feed material to be crushed (the channel samples). Second, it is thought to generate secondary dust in a way similar to that of the crushing and grinding of the coal and rock as they pass through the arc-shaped cutting path of the CM's cutter head. The potential effect on dust generation by this secondary grinding mechanism may be at least as much as that produced by primary fragmentation, which is dust produced by the cutting action of the bit against the coal or rock (Roepke. 1984). Finally, the Hardgrove grindability test is well known and is used in the coal industry to guide mineral processing engineers in estimating the capacity of mills used to grind coal. One hypothesis of dust researchers in the Generic Technology Center for Respirable Dust is that the elemental as well as the physical characteristics of coal mine dust will make a difference in the incidence and severity of CWP. Coal mine dust is generated not only from coal, but also from any rock partings contained within the seam or any roof or floor material mined with the coal. Thus, coal mine dust may not have the same elemental characteristics as the coal being mined. Given that hypothesis, mixtures proportional to each thick¬ness mined of roof, coal, and floor rock derived from the channel samples of the face areas from which the respirable dusts were generated by the CMs were used to produce the feed material that was pulverized in the Hardgrove machine.

The Cyanide Regeneration Process (CRP) was developed by Golconda Engineering and Mining Services and installed at Golconda's Beaconsfield Gold Tailings Retreatment Project situated in Tasmania, Australia. The Tailings Project is a 1000 ton per day carbon-in-pulp treatment plant, feed for which consists of tailings material which is dredged from the Tamar River. The pulp is screened to remove debris, then cycloned to form two products. Underflow pulp is stored in a 350 ton bin and cyclone overflow passes to a thickener. The coarse pulp material is fed to the grinding circuit then rejoins the thickened slimes in the cyanide leach circuit. Gold is extracted by carbon-in-pulp techniques. The plant is sited in rolling, hilly country approximately 200 meters from the Tamar River. The residue disposal area is quite small consisting of four dams, totalling 42 acres. The regional climate is cool and wet with little evaporation; therefore, we anticipated a net increase in contained liquor, and subsequent storage problems. Our plan was to remove cyanide from the liquor prior to returning the detoxified solution to the river system. Such treatment was not required until midway through the second year of the project. Initial testwork on sample material indicated that destruction of cyanide by chlorine was the simple solution. Subsequent follow-up on actual plant liquor indicated a huge chlorine requirement due, we believe, to the substantial degradation of vegetable matter plus organic content from the marine environment. The cost of cyanide destruction could not be justified.

INTRODUCTION Approximately six years ago the U.S. Bureau of Mines (USBM) developed a data acquisition system (DAS) specifically designed for measuring radon levels and other environmental parameters during studies of means to control radiation hazards in underground uranium mines. The DAS system records data in machine readable form using a paper tape punch, which represented the state-of-the-art at that time for a moderate cost output device. However, the use of paper tape as a recording medium for field studies is somewhat unwieldy. Reducing the raw data required either that the tape be shipped to a computer center equipped with a high-speed paper tape reader or that the tape be transmitted at low speed over the telephone lines to a remote computer. Transmitting, at ten characters per second, the data from a 10-channel DAS taking Four readings per hour would require about 30 minutes For each 24-hour day's data. Telephone lines from remote mine sites are often of marginal quality and data errors can be introduced during transmission. Paper tape punches are also prone to occasional punching errors. Both problems make it necessary to carefully check for and correct data errors, a process which is possible because each DAS produces an independent printed data record, but the error checking and correction process can be quite laborious. Aware of recent advances in microcomputer technology which have brought the price of a personal computer down to about the cost of a paper tape punch 5-10 years ago, the Bureau decided to explore the feasibility of using a low-cost personal computer in the field to process DAS data in real time. On behalf of the Bureau, Arthur D. Little, Inc., developed a simple interface circuit which permits an Apple II computer to accept data from one or two DAS units as it is being transmitted to the paper tape punches. Computer software converts each measurement to appropriate engineering units, e.g., radon concentration, Working Levels, air velocity, temperature, or barometric pressure. The computer also calculates 1-hour and 8-hour running averages of all converted data and prints those results as soon as they are obtained on a line printer located at the test site for immediate inspection. After development, the system was used continuously and successfully for a 5-month period at a Utah uranium mine. DAS DESIGN AND MODIFICATION Each of the two USBM data acquisition systems used in this work consists of two separate modules. A multiplexer module located below ground near the measurement transducers acquires signals from each of nine tranducers. Six input channels were devoted to measurements of radon or Working Level. The outputs of those transducers, photomultiplier tubes or G-M tubes, respectively, are digital pulse trains which are accepted directly by the mutliplexer. Three channels were used for environmental parameters--air velocity, temperature, and/or barometric pressure. Each of the environmental tranducers is fitted with dedicated linearizing and voltage-to-frequency conversion circuitry so that the outputs to the multiplexer are also pulse trains having frequencies of one tenth of the value of the measured parameter expressed in the appropriate engineering units. A 100-Hz reference signal was input into the tenth channel for use in monitoring system integrity and performance. All ten pulse trains are then timeseries multiplexed into a signal line for transmission to the above-ground data acquisition module. Above ground, the composite signal is de-multiplexed into ten separate lines, each of which is connected to a digital counter which converts the pulse train to a numerical value. The acquisition of each set of readings is initiated by an adjustable "scan cycle comparator" timer. The acquisition process proceeds in three phases. First, radon and Working Level channels are counted for an extended period of time, typically 5-10 minutes depending on activity, because of the low pulse rates involved. Then the other four channels are counted for ten seconds, and finally, all ten readings, along with the Julian day and time of day are output serially onto paper tape and printed on a strip printer. When the scan cycle comparator reaches its preset time (15-minute cycle times were used in this work), it resets itself, initiates another readout cycle, and begins timing again. The only modification made to the data acquisition systems used in this work was to disconnect the scan cycle comparator in one unit, which became the "slave" and bring in the scan cycle comparator signal from the other unit, the "master", to initiate data acquisition cycles in the slave. Synchronizing the two data acquisitions in this fashion and using two slightly different radon counting times insured that the two systems never attempted to output data to the Apple II at the same time. THE APPLE II COMPUTER The Apple II computer used in this work was equipped with 48 KBytes of semiconductor random access memory (RAM), two floppy diskette drives, a Centronics Model 730 impact matrix printer and a modulator for driving an ordinary color television as a video display device. Following the conceptual idea of a Continuous Elution Process early in 1982, the system was successfully pilot plant tested at Western Mining's Kambalda gold plant in December 1982. As a consequence of these tests the Ok Tedi elution ciruit design was changed from batch operation to continuous operation resulting in a reduction in the number of similarly sized elution columns from five operating with one standby to one operating with one standby and halving the process steam requirements. In addition to providing significant capital and operating cost savings the continuous process was simpler to operate than the batch process.

The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

Bureau of Mines research has addressed improved operator protection for thin-seam shuttle cars. Because of working height restrictions in thin-seam mines (1.22 m or 48 in), MSHA regulations require that-canopy protection on shuttle cars be provided only in mines 1.07 m (42 in) and greater; however, variances are given to mines 1.22 m (48 in) and below. This paper reviews past Bureau efforts to develop protective structures for thin-seam shuttle car operators. The paper also discusses recent research leading to a novel method of protecting shuttle car operators, in mines as low as 1.02 m (40 in), through the use of a cross-car, end-mounted operator compartment.

Precious metal mineralization at Mt. Hamilton" Nevada is associated with a poly-metallic, garnet-pyroxene skarn system developed in middle to upper Cambrian calcareous shales, limestones and dolomites. The skarn is developed around the Cretaceous Seligman and Monte cristo calc-alkaline stocks. Gold is associated with intense retrograde alteration. Later epithermal quartz veins containing gold, silver, base-metal sulfides, and sulfosalts cross-cut skarn alteration. Westmont Mining Inc. is currently developing two mineralized zones containing a geologic resource of approximately 7.7 M.T., which averages 0.05 OPT gold and 0.5 OPT silver. The project will have an estimated mine life of seven years, with a planned annual production rate of 35,000 ounces of gold and 300,000 ounces of silver.

Formally, a mathematical model could be defined as: A set of equations whose solution will approximate the response of a physical process or system to a set of stimuli which appear as parameters in the equations. The purpose of a mathematical model is to permit the rationalization of experience to proceed by simulation rather than by physical experimentation. In the application of digital computer control to an industrial process, the mathematical model of the process (subsequently called the process model) is needed to calculate the present process performance from the measured variables and to predict the response of the process to a control change. Functionally, the cardinal element in process model development is a concise set of control objectives. These, besides implicitly defining the boundaries of the system to be modeled, will determine the accuracy demanded of the model its nature: dynamic or steady-state, and so forth, The objectives should explicitly define what process efficiencies, production rates, qualities are to lie within the scope of the computer control project, thereby providing a basis for simplifying assumptions in the development of the model. This requirement, a limited set of control objectives, is so often disregarded in formulating industrial control problems that its repetition can scarcely be avoided.

The paper industry is an $80 billion/year business that is the largest consumer of industrial minerals. Paper industry generally refers to paper and paperboard products, including pulp mills. Grades and uses of paper and paperboard are very diverse, including such things as napkins, paper plates, corrugated boxes, magazines, newsprint, currency, and copier paper. Only about 40% of paper utilizes industrial minerals as fillers or coating materials. Minerals are used for both functional and economic reasons. Most often, minerals such as kaolin clay and calcium carbonate are used to improve print quality, brightness and opacity of paper. The minerals can be added as fillers into the paper in the wet end of the papermaking system, or can be applied as part of a coating to the paper. Coated papers are the highest quality paper, being used for magazines, advertising brochures and annual reports. Common uses for filled uncoated paper are books, copier paper, envelopes and many of the Sunday newspaper advertising inserts.

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

Research over a period of ten years resulted in the development of an efficient automatic ore feed regulator for mill grinding circuits. The facilities that a large mining company gave the inventor made it possible to develop the control apparatus under actual mill operating conditions. The Littlewood Regulator automatically determines the optimum power input at which a mill should operate, and controls the rate of ore feed to maintain this optimum power for any predetermined operating conditions. It is to be noted that the optimum power varies with many factors such as ball, rod, and mill liner wear, therefore the regulator is designed to automaticall keep itself properly calibrated. To efficiently control the rate of ore feed of a mill grinding circuit the regulator analyzes and interprets all power changes of the mill motor. The critical electrical measurements for this type of control are made possible by a patented device that has the ability to detect and integrate minute changes in power. In ball mill operation the small but significant changes in power serve to select the rate of ore feed in accordance with the rate at which ore accumulation takes place within the mill, and in rod mill operation they serve to select the rate of ore feed in accordance with the degree of rod spread.

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

Consolidation Coal Company, through the mining research division of Continental Oil Company, is now undertaking the installation of a full-scale hydraulic transportation system to carry coarse coal from the mine face to the preparation plant. The facility will include all elements of a fully integrated haulage system including face haulage for both longwall and continuous miner sections, multiple slurry feeds, hydraulic hoisting and 2.4 miles of overland slurry transport. This undertaking is a result of more than six years of extensive research and testing, some of which has been previously releasted to the literature. To provide a reference framework for system description, a brief history of recent coal mining technological developments will be discussed. Following World War II, mechanization resulted in mining machines that were bigger, faster, more powerful, and more reliable. These changes were essentially refinements in an established mining system. They made mining more efficient than before, but they did not change the system itself. By about the mid-1960's, it was apparent that further improvements in the extraction machinery would have a declining payoff, simply because .the worst bottlenecks were in other components of the mining system. A modern continuous miner cannot be run continuously because other operations underground cannot keep pace. In fact, most continuous miners today run at less than 20% of capacity. Consequently, in 1969 Consol and its parent company, Continental Oil, undertook a long-range R&D program to try to change the basic haulage system for the better. Most coal at present is removed from the mine by a hand-off system in which the coal is transferred from the continuous miner to a shuttle car, often with the aid of a separate loader; then from the shuttle car to a system of conveyor belts; and finally from the conveyors to rail cars. The system involves a large amount of moving equipment underground, many transfer points, and the everpresent chance of operational delays and safety hazards. By removing the haulage bottleneck, we believe we can speed up underground operations substantially; and perhaps more important, we could make it feasible to develop a whole new generation of mining equipment that is inherently safer. What we wanted was a truly flexible, continuous haulage system with inherent safety advantages. Ideally the system had to meet three major requirements: First, the coal had to enter the transport system at the face, and remain in that same system all the way to the preparation plant. Second, the system had to be flexible and extensible so that it could- follow the mining machine as it advances and retracts. And, third, the system must be inherently safer than current haulage technology.

The Office of Coal Research Program has been outlined in our Annual Report for a number of years and reported on by various members of the OCR staff as well as by our contractors. The program is national in scope and is intended to develop new and improved uses for our Nation's coal resources and to maintain coal in a favorable economic position, vis-a-vis, the other energy forms. A program has been developed that includes conversion of coal to gas, gasoline and other petroleum-type products, and to electricity. These projects are only one facet of the OCR program albeit an important one. In many of the conversion projects we have underway, original development work has been done with bituminous and sub-bituminous coal. It is the intention of this paper to present a general outline as to how lignite might fit into one or more of these projects as a raw material. Our national lignite reserves are vast in scope and this has been recognized in the OCR program by development of a project specifically for lignite and by including lignite as a test raw material in many other projects. Project Lignite is intended to develop the Cop Acceptor Process for conversion of lignite to a high B.t.u. gas. In this effort we have included the design, construction, and operation of a lignite gasification plant at Rapid City, South Dakota. The work is being conducted by the Consolidation Coal Company and is an outgrowth of their laboratory development of this process. The first portion of our effort included a detailed economic study of a somewhat arbitrary grouping of States designated Market Area A that could be expected to use gas manufactured in a lignite gasification plant. The area included the Dakotas, Minnesota, Nebraska, and Iowa. This geographical area could readily be served if a process could be developed for converting North Dakota's lignite reserves, estimated at 351 billion tons, to high B.t.u. gas. Our study showed that Market Area A had a potential commercial- industrial market of one trillion cubic feet of gas a year. To meet this demand, we believe that part of the load can be obtained from commercial lignite-to-gas plants. At the time of our original study, we concluded that gas could be delivered to the city gate in Market Area A at about 45¢. As a result of price escalation in the interim, our estimate today might be slightly higher, but not significantly so, since some parts of the process appear better today than they did at the time of the original projection.
