"More than 25 years of uninterrupted research on ground support technology for underground mines has been undertaken at the University of Wollongong. This research has resulted in significant findings on tendon characteristics and strength properties. The paper focuses on the development of the fourth generation of cylindrically shaped shear test apparatus for assessing tendon performance in shear. This shear apparatus is known as the MK-IV Double Shear Box or Naj Aziz Double Shear Box (NADSB), and is based on the experience gained from the development of previous versions of rectangular double shear boxes. The new NADSB is circular in shape and is fitted with a truss system, which permits friction free shear testing of tendons across joint planes. A series of double shear tests were carried out on a number of cable bolts commonly used in Australian mines, both plain and indented wires, under varied pretension loads. The results were compared with similar test results using rectangular shaped double shear apparatus, with and without friction across joint faces. The significance of wire surface roughness and increased initial pretension loads are discussed and conclusions made, suggesting that indented wires are inferior in shear compared with plain cable bolts. The general test procedure of the NADSB is described and different concrete reinforcement techniques are reported. The influence of external and internal confinement of the concrete medium blocks in a circular double shear box contributed to consistent test results with a minimum of lateral and axial cracks occurring in the host medium.INTRODUCTIONThe use of long tendon ground support elements (cable bolts) is now a common practice in modern underground coal mines, hard rock mines, tunnels and other underground structures. Due to their material properties cable bolts contribute significantly to the overall ground reinforcement provided by a support system. Cable properties in tension and shear are in many cases vital to maintaining a safe and productive underground environment. Accordingly, tension and shear properties must be assessed accurately using both valid and reliable methods.Load transfer property testing of tendons has been studied over several decades with much of the early research focused on the pull and shear testing of solid rock bolts and hollow bolts (like Swellex and split set tube bolts), as these elements were used extensively at this time. It was not until the 1970’s that the use of cables for ground reinforcement developed, and as such highlighted the need to extend load transfer property testing to include shear strength of cable bolts. Initially, the discarded hoisting ropes were used for ground support in metal mines, particularly in stopping wall support and then late in 1980’s cable tendons began to use in coal mines."

In order to protect coal mine owners, operators, and lending institutions from potential environmental liabilities, responsible parties must maintain a thorough understanding of the environmental disposition of the property they control, and the ramifications of impending laws and regulations. The best way to accomplish this is to periodically conduct a Phase I Environmental Audit. The systematic approach of an audit will reveal areas of DOD compliance with SMCRA and EPA regulations which the coal owner and/or operator will be able to use to correct deficiencies and prevent the occurrence of conditions which could lead to permit block, fines, and ultimately reduced productivity.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research, Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

Separation of particles on a table deck* results from differences in specific gravity, plus a number of other interrelated phenomena: size of particles; shape of particles; stratification (consolidation trickling); and hindered settling. The effective use of these factors may be controlled and aided by the following table adjustments: differential action of the drive or head motion; speed of motion; length of stroke; side tilt; end elevation; size of deck area; shape of deck; character of deck surface; riffle design; amount and distribution of wash water; feed water-to-solids ratio; feed rate; and feed uniformity. The typical concentrating table used in the US coal industry is essentially a rhombohedral-shaped deck supported by a suitable subframe. It generally slopes in the direction of the short axis, tilts upward at the refuse end of the long axis, and is differentially reciprocated in the direction of the long axis. This head motion tends to move the particles longitudinally toward the end of the table. At right angles to this movement, wash water (distributed along the high side of the table) tends to move particles down the slope parallel to the short axis of the table. Hence, the natural path of a particle on a concentrating table is from the feed box corner to the diagonally opposite corner of the deck (Fig. 1). There is a natural tendency for heavier particles to sink to the deck of the table and for lighter particles to stay nearer the surface. As a consequence, the heavier particles are carried further along the longitudinal axis since, being on or near the surface of the deck, they are more affected by the table's reciprocating action. The lighter particles, being at or near the top of the moving bed, travel slower in a longitudinal direction and thus separate from the heavy particles. Wash water and the diluting water in the feed cause lighter gravity particles to move down the short axis of the table. The feed material then fans out from the feed box, where it enters onto the table with heavy gravity particles moving in one direction and lighter particles moving in another. By properly adjusting all of the previously mentioned factors, a clear-cut separation is possible between high- and low-gravity particles, or between refuse and coal. Riffles are of great importance to tabling. They create considerably more capacity than is possible with smooth decks, and they are responsible for better separation accuracy. Particles in their downward movement along the deck's slope are delayed behind the riffles. Hindered settling, consolidation trickling, and other phenomena occur as the particles tumble over the riffles and stratification ensues. The heavier particles settle to the deck of the table and are trapped behind the riffles, thus insuring their positive movement toward the end of the table. Since stratification and separation of particles are not complete as a result of any one riffle, a series of riffles are used. The cycle of stratification and hindered settling is repeated from riffle to riffle. The result is purer products as particles fan out and progress forward and downward over the table. The smallest, heaviest particles stratify downward to the surface of the deck more quickly and are carried out by table movement toward the refuse end at a faster rate than coarse, heavy particles. Introduction The cost of grinding may be divided into a fixed equipment cost portion and an operating cost portion. The fixed equipment cost is the amount of money required to purchase the grinding mill itself. This amount may be kept separate from the installation cost which, often, is taken as a percentage of the fixed equipment cost. A good average is 43%; therefore a $100,000 ball mill would cost approxi¬mately $143,000 installed. Operating costs are variable and paid per unit time for power, liner replacement, grinding charge replenishment, labor, and mainte¬nance including major parts replacement. Such costs depend on the geographical location and will vary with the cost of labor. Operating costs are difficult to estimate. Most mining companies consider such information proprietary. This section provides a means to obtain an estimate of the equip¬ment cost of a grinding mill with a rated accuracy of±l0%. Compara¬ble methods to determine operating costs are not available. Such costs are presented in table form with suggestions for updating them. Esti¬mating the cost of liners and steel replacement is possible as described in a later section. Capital Costs of Grinding Mills Grinding mill costs have been related,124 by means of equations and corresponding graphs, to the nominal horsepower requirements of mills. All graphs are based on a Marshall and Stevens cost index for Mining and Milling of 300, where a cost index is a ratio used to estimate current prices of equipment from obsolete prices. Where (Cost Index Now) Cost Now = (Cost Then) (Cost Index Then) (I) For example, the cost of an autogenous mill that requires a 3000¬hp motor is estimated as $500,000 (Fig. 95). This was the estimated price when the M&S (Marshall and Stevens, Mining and Milling) cost index had a value of 300. If the index is currently at 400, then the estimated current price of the autogenous mill is: Cost Now = ($500,000) (400) (300) = $667,000 Most professional journals will publish current values of cost indices at least once a month. In subsequent pages, each graph of grinding mill cost vs. mill horsepower has an associated graph of capacity vs. horsepower along with a table that relates mill size to horsepower. The associated graph and the table must be used with caution, since both apply to an average ore under average conditions. Example calculations showing how graphs should be used are shown in the following. It should be stressed that the cost data incorporated herein ex¬cludes the cost of pumps, motors, lines, and classifiers, unless other¬wise stated. Costs are not direct quotes; they are the averages of quotes supplied by manufacturers and analyzed by means of regression analysis. Example 1. "Dust pollution is very serious in coal mining process, which is a great threat to the underground staff health and equipment and facilities safety. Coal seam water injection in mining process is an effective way to reduce coal mine dust concentration at the source. However, the effectiveness of water injection is limited in high-pressure and low-porosity coal seam. To improve the moisture content of coal seam, expand the wetting range and enhance the effect of dust reduction by water injection, the injectability and influencing factors of coal water injection are analyzed by numerical simulation method, and the sealing technology under high-pressure condition is studied. Then, according to the practical conditions of Tangkou coal mine, the parameters and process system of process system are designed, the effect of high-pressure water injection in coal seam was determined by testing water injection quantity, water increment and dust concentration. It is showed that the dust-removal rate of the high dust concentration operation such as falling coal and moving frame is 63.49% and 59.72%, the maximum dust-removal rate of multi-processes is 53%, which achieve a high level of application. The research results in this paper is of important theoretical and practical value to improve the water injection effect of high-pressure and low-porosity coal seam and improve the efficiency of dust removal in coal mining process.Introduction With the increasing of the depth and mechanization of coal mining, coal dust, the impact of ground pressure, ground temperature and other natural disasters continue to upgrade the harm degree (Wang 2011, Wu et al 2012), disaster incidents occur frequently, which seriouslythreaten the safe and efficient mining and the physical and mental health of underground staff. Coal seam water injection can effectively reduce the coal dust when coal crushing, prevent the impact of mine pressure, coal and gas outburst disasters, by increasing the thermal conductivity of coal, reduce coal temperature, and prevent spontaneous combustion of coal. In addition, coal seam water can soften the hard coal, so that speed up the recovery rate, improve coal production and efficiency (Wu et al 2008, Nie et al 2007). However, the coal seam in many mining area is with high-pressure and low-porosity feature, Coal joint cracks are not developed and relatively hard, water injection is difficult in these coal seams, then the desired disaster prevention effect cannot be achieved (Jin et al 2001, Zhao et al 2000). In this paper, the numerical simulation and field test methods are used to design the high-pressure and low-porosity coal seam water injection technology, so as to solve the difficult problem of coal dust control in high-pressure and low-porosity in deep well mining process."

The chemistry and structure-activity relationships for four new classes of sulfide mineral and precious metals collectors developed recently are discussed in this paper. These collector classes are alkoxycarbonyl alkyl thionocarbamates and thioureas, dialkyl (or diaryl) monothiophosphates and dialkyl monothiophosphinates. The main emphasis will be to highlight the differences between collectors and their affinities for various minerals on the basis of data on kinetics of adsorption on pure minerals, natural ore flotation and microscopy of flotation concentrates. The mechanism of interaction of these collectors with sulfide minerals is also discussed with the available data on the FTIR and solution chemistry studies.

Technological change is continually affecting the mining industry and the many papers being presented at this meeting reflect this fact. I fully agree that miners must remain fully cognizant of technology that can change mining costs and therefore your competitive marketplace. Despite the embrace of new technology and effective mine management techniques, the mining enterprise may not realize increased net income if the structure of the minerals marketplace is not understood. An important segment of the marketing structure for minerals is transportation. Transportation costs per ton can be much greater than the mining costs per ton and may accordingly overshadow hard earned gains in productivity. Change is greatly affecting the transportation industry but the change is driven more by governmental policy than technology. Although some technological advances are occurring in the bulk transportation business, the changes I want to address arise from policy. Policy changes have come from legislation in the 1970's culminating with the Staggers Act of 1980 and ensuing Interstate Commerce Commission decisions.

I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. Invented by Pierre Boutin in the early 1960s the column was a complete break from the conventional flotation cell. 1. When used as a rougher-scavenger, the column is excellent. 2. When used as a cleaner, the results can be spectacular. The very first column tests were carried out using it as a rougher-scavenger in a reverse float where silica was floated from iron. It produced a concentrate underflow as good or better than that produced from roughing and scavenging stages in cells, The froth tailing overflow was better than that produced by several stages of cell cleaning. Column scaleup progressed rapidly from the two inch diameter unit to a semi automated 12 inch diameter column on material from the Iron Ore Company of Canada. A change in operating philosophy within IOCC brought all flotation development, column or conventional, to a halt. At that time, IOCC had an exclusive right to the use of the column in Canada in the field of iron ore. We moved into the field of sulphides. A Canadian copper producer sent ore for testing and the results led to their purchase of the first commercial size of column - a 36 inch diameter machine. It was a mechanical disaster. It took several years to raise sufficient funds to return to that mill with our basic 18 inch square unit. It was to be tested and modified in order to learn how to properly design a large column. Originally used as a rougher- scavenger, it had to produce tails equal to the final tailings from this well run plant. It did, and did so while producing a rougher-scavenger concentrate almost equal to the plant final concentrate. It was finally used as a cleaner and produced concentrate 5% higher in copper than the plant final concentrate with equal cleaner tails. This phase of the column development was carried out under very difficult circumstances. The mill superintendent had realized that if he took the froth removal system from our original mechanical disaster and applied it to a conditioner while injecting air, he would have a flotation cell. He had personally applied for patents on this Maxwell Cell. Our development work was done in his mill and as our results became better and better, our difficulties became worse and worse. We finally had to terminate this work. The 18 inch column installed at Mines Gaspé 14 years later was identical to the one removed from Opemiska. The 18 inch column was tried on various ores over the following years and always produced excellent results. However, it was not really a production size unit. We had always aimed for the 72 inch column (72" x 72" x 44' 9"). Prior to this huge machine, we needed the intermediate 36 inch column. The failure of the original 36 inch diameter unit at Opemiska had raised the possibility of short circuiting inside the column as the cross section increased. The first 36 inch square unit was tested in parallel with the proven 18 inch column. If the underflow of the 36 incher was not as good as that of the 18 incher, short circuiting was a possibility in the larger unit. It had been designed for insertion of drop in partitions, four feed points had been provided and the 36 inch column would have become a modular unit of four 18 inch columns. Testing showed the underflows of both columns to be identical. There was no short circuiting in the 36 inch column. Once we had the 36 incher, we had no fear of the 72 inch column. It is permanently partitioned into four 36 inch columns but uses only one set of instrumentation. All the component parts of the 72 inch column come from the 36 inch unit. In spite of our results, the mining community did not believe the column could work. Finally, in 1980, Mines Gasp6 ordered an 18 and 36 inch column for their byproduct molybdenum

INTRODUCTION The air flow in the mine ventilation network can be categorized in three ways: natural splitting, controlled splitting, and semi-controlled splitting. In natural splitting, the air flow in branches of a ventilation network apportions itself according to the aerodynamic resistance of the branches. In controlled splitting, a prescribed quantity of air is circulated through each branch. In semi-controlled splitting, flow in some branches is fixed to a desired quantity while in other branches it is split naturally. In practice, the mine ventilation networks present the latter two situations. Usually, the resistance of each branch in the network is known and the quantity of air in the working place is predetermined by safety considerations. If the number of branches whose airflow quantities are known is equal to or larger than the number of the fundamental meshes in the network, then the network becomes a controlled splitting network (Wang, 1982 a). Otherwise, it is a semi-controlled splitting network. If no booster fans are used in the network, the problem can be solved as either controlled or semi-controlled splitting networks in order to determine the main fan pressure and regulator size and location. All techniques are based on Kirchoff's flow and energy conservation laws and Atkinson's Equation. Booster fans can be used in controlled and semi-controlled splitting networks. It has been proven both theoretically and practically that using booster fans in these ventilation systems can improve flow distribution and reduce consumption of power (McPherson et al., 1985). The current techniques used in determination of booster fan location and size include simulation, linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. These techniques can be classified into two groups. The first group, including linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing techniques, deals with controlled flow networks. The second, simulation, can be applied to the handling of semi-controlled flow networks. Mathematically, the problem of controlled splitting networks can be solved more easily than that of semi-controlled splitting networks. This is because the controlled flow network can be formulated as a linear programming problem, for the solution of which there are several sophisticated algorithms. Moreover, the semi-controlled flow network is usually modeled through nonlinear programming, for which there are no universally applicable solutions. The procedure described by Wu and Topuz, 1986, can be used to convert a semi-controlled network to a controlled flow network, and the problem can then be easily solved by the techniques used for solution of a controlled flow network problem. In practice, a mine ventilation network may change from controlled splitting to semicontrolled splitting with advancement of mining. This dynamic nature of mine ventilation makes the problem more complicated and necessitates development of new solution procedures which will consider the overall economics of the system. CONTROLLED SPLITTING NETWORK The problem in controlled splitting networks with booster fans is to determine the operational characteristic of the main fans, and the location and size of booster fans and regulators. The objective is to satisfy the air flow rate requirement for each branch while minimizing consumption of energy. The techniques used for the controlled splitting network problem include linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. INTRODUCTION Thermal dryers have been utilized for reducing moisture of bituminous coal since the late 1930's. Since that time, numerous changes in the coal industry have motivated advances in thermal drying technology. The purpose of this paper is to discuss the changes that occurred to dryer design and focus on current practices of fine coal drying. The major topics discussed in this paper are: - Early Thermal Dryer Design and Evolution - Current Drying System Design and Associated Components - Current Economics of Fine Coal Thermal Drying - Future Markets and Design Considerations EARLY THERMAL DRYER DESIGN AND EVOLUTION Background The practice of drying fine coal with heated air has been performed for more than one half century. Throughout that period, both Metallurgical and Steam coal producers have used this method for reducing the surf ace moisture content of their fine plant products. During the late 1930's and early 19401s, vibrating bed and flash dryers were used to per- form the drying duties. Closed water circuits and vacuum filtration had not yet been integrated into process circuitry and centrifugal dryers were in their early stages of development. During that same period, changes in mining practices were reshaping the distribution of coal to our processing facilities. Plants originally designed for the purpose of processing coarser fractions of coal were being burdened with additional quantities of fine coal. Those plants, unable to recover fine coal, would reject these solids to plant bleed. The higher incidences of stream pollution that resulted from these events prompted clean stream legislation and the need for new, more efficient fine coal recovery circuits. The coal processing industry responded to these needs by integrating closed water circuits and filtration into circuits. The fine coal filter cakes recovered exhibited poor handling characteristics by themselves and often required further dewatering to improve their characteristics. Flash dryers at that time were being used to dry the coarser products. For those facilities operating flash dryers, the solution to this new problem appeared to be simple. The filter cake was combined with the coarser (-1/4") coal and then introduced to the flash drying column for drying. The filter cakes, however, presented significant problems for the flash drying systems. Heavy lumps of filter cake could not be dispersed and conveyed by the rising hot air and as a result would settle out in the bottom of the column. This material, known as "drop-out", would then accumulate and require further handling. The solution to this problem was not an easy one. Sophisticated mixing equipment was employed to condition the feed to the dryers. As attempts to minimize drop-out with this approach failed, the only recourse was to collect the material with conveying systems and recycle it back to the plant or dispose of it. The additional costs of handling this material reduced the attractiveness of the flash systems and opened the door for the development of a new, more cost effective coal drying system. Due to the nature of the problems experienced by the flash systems, fluid bed systems were considered. Fluid bed dryers were being used in other industries at that time but had no operating history in the coal industry. Dorr-Oliver transferred technology from other industries and built the first fluid bed drying system for fine coal.

Introduction Fracture mechanics is the study of the behavior of cracks and their modes of propagation. During cracking, energy is consumed in creating new surface area. The more energy a material absorbs, the higher is its fracture resistance. This fracture energy is provided either by work done externally, by the release of elastic strain energy within the cracked body, or by a combination of these two effects. Fracture resistance is measured in terms of either the stress intensity factor, K, or the energy release rate (also referred to as crack driving force), G. For linearly elastic materials, these two quantities are related by the following equation: [ ] where [u] is Poisson's ratio and E is the modulus of elasticity. Both K and G are direct functions of the applied force and the crack length. The process of rock cutting with full-face tunnel boring machines (TBMs) involves the indentation of a rock surface by rolling disc tools. Excavation occurs as fractures, extending from the locus of chip indentation, propagate between concentric disc grooves and liberate rock chips from the intact rock face. Since disc cutting is achieved by a fracture process, it is logical to anticipate that differences in cuttability of a variety of rocks should be related to the variation of fracture material properties among the rocks. Such a relation has been demonstrated between the performance of full-face TBMs and the critical crack driving force for excavation in relatively high strength, brittle, low porosity, isotropic rock (Nelson et al., 1985). The objective of this paper is to report on the results of a continued investigation of the relationship between fracture material properties and the effectiveness of disc cutting. Additional reliable data on full-face TBM performance is difficult to obtain, so that the results of disc linear cutter tests performed by the Transport and Road Research Laboratory (TRRL) (U.K.) are utilized in this study. Fracture Material Property Evaluation If a crack tip is subjected to a perfectly plain strain condition, many materials will behave in a brittle manner, and the material resistance to fracture is constant during crack growth. This resistance is referred to as the plain strain fracture toughness, believed to be a material property. The standard testing procedure for this parameter is given in the American Society for Testing and Materials (ASTM) test designation E399. To ensure plain strain conditions, acceptable specimen geometries are specified. Unless these geometric specifications are adhered to, the measured fracture resistance is regarded as the apparent fracture toughness, and a subscript Q is used, as [ ]. The methodology adopted by ASTM E399 is within the framework of Linear Elastic Fracture Mechanics (LEFM). This approach assumes that material resistance against cracking is developed instantaneously, without initial stable or subcritical crack extension. Prior to crack advancement in rock, however, much of the crack driving energy is absorbed in a localized volume in front of the crack tip, referred to as the plasticity or microcracking zone. This capability for energy absorption substantially increases material resistance, and a crack may be arrested unless an increased crack driving force is applied. The LEFM or plain strain assumptions would underestimate the actual fracture resistance of such a material. Such a conservative approximation may be desirable in the design of structures against fatigue or brittle failure. In mining or tunneling, however, an underestimation of crack resistance can lead to the selection of underrated excavation equipment and a decrease in production efficiency. The development of fracture resistance in rock is best described by the material resistance curve, or R-curve, which is a plot of fracture resistance as a function of crack extension. Typically, peak resistance is only reached after a finite amount of subcritical crack growth. The

There are a great number of asbestos deposits in the USSR, and some are quite large. The main deposits of chrysotile asbestos are shown in Fig. 1. The Bazhenovo deposit, which is located in the Sverdlovsk region, is the largest and has been mined since 1889. Systematic studies of asbestos deposits were begun from the very be- ginning of Soviet government and are most often connected with the names K.E. Tarasov, P.M. Tatarinov, B.J. Merenkov, N.D. Sobolev, F.V. Syromjatnikov, V.N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V.R. Artemov, and V.F. Dybkov. Investigations by these people and others helped the USSR be one of the most important producers of asbestos in the world. In this chapter, the main asbestos deposits of the USSR are explained in a general outline from the point of view of their genesis, common features, and differences that must be taken into account for forecasting, exploration, and the mining of asbestos. All chrysotile asbestos deposits of the USSR were formed from magnesium rock as a result of comparatively low grade temperature, hydrothermal alteration, and free crystallization of fibrous chrysotile in open cavities that served as catalysts. Chrysotile, a widely distributed rock-forming mineral, is not in general an important mineral for industry as it is a long fibrous and main vein variety. However, it must serve for geologists as an important prospecting criteria. And, the geologist should search for the mineral not only in places of possible chrysotile generation, but in places where asbestos may be crystallized in its long fibers. The Soviet geologists distinguish chrysotile asbestos deposits in two groups: (1) ultrabasic rocks and (2) sedimentary dolomite terranes, taking into account how the maternal rock was affected by hydrothermal solutions. The largest deposits are related to ultrabasite. In dolomite, the largest deposits are small and their asbestos contains almost no iron, which makes it a better filler for insulating plastics. There are a few types of asbestos deposits within the limits of the ultrabasic group, the largest being a Bazhenovo type to which the deposits of the Urals are attributed. This Bazhenovo asbestos is characterized by the most complete zonality of disposition for various kinds of asbestization. These types of deposits are, for the most part, the only ones presently working in the USSR. The Bazhenovo deposit is connected to the gabbro-peridotite intrusive belt that is about 180 km long and is broken into a number of fault blocks as shown in Fig. 2. Granitoid veins of intruded rocks are found along the deepest faults, and were sources of hydrothermal solutions that affected the maternal rock. The nearest granitoid vein, ultrabasite, is substituted by listwanite that consists of quartz, talc, carbonate, and some other essentially talcous rock. The next zone of hydrothermal alteration is composed of serpentine. The boundry between serpentinite and unaltered ultrabasite is as irregular, diffuse, and rough as the boundaries between all other zones. Nearer the vein of granitic rock, ultrabasite is entirely serpentinized into massif serpentinization that penetrates through cracks and fissures. There is an unaltered ultrabasite space between fissures, and the biggest block is preserved unaltered in the central part of the massif. The Soviet geologists call this ultrabasic sopka. Preservation of the unchanged blocks is of great importance for deposit formation as volume changes are impossible during the process of asbestization and serpentinization. It may be confidently said that asbestization in Bazhenovo type deposits is possible only when alteration of ultrabasite has not completely occurred. Introduction The recent development of rare earth permanent magnets has revolutionized the field of magnetic separation. The advent of rare earth permanent magnets in the 1980s provided a magnetic product that was an order of magnitude stronger than that conventional ferrite magnets. This allowed for the design of high-intensity magnetic circuits that operated energy free and that surpassed electromagnets in the strength and effectiveness. New applications and design concepts that focused on the mineral and metal processing industries have evolved. This technology led to the development of various magnetic separators specifically designed for mineral processing applications. Applications that were not previously considered are now being used in primary mineral upgrading, recycling and secondary recovery. Historical perspective Lodestone was the first naturally occurring permanent magnetic material known. Lodstone was most likely used to upgrade iron ore by early civilizations. By the 1600s, the early magnet technology had advanced to quench-hardened iron-carbon alloys. The practical significance of magnetic separation was formally recognized in 1792 when an English patent was issued for separating iron ore by magnetic attraction. By today's standards, carbon steel is a very poor magnet material. It is easily demagnetized and has a very low energy product of much less than I MGOe (Million-Gauss-Oerstads). This was state-of-the-art technology for almost 300 years until chromium was added to magnet feedstock, which resulted in a three-fold increase in the energy product. The well documented addition of cobalt to permanent magnets in 1917 initiated the 30-year era of "Alnico" magnets that at the time provided a superior magnetic energy product. Since then, the science of magnetism has advanced rapidly and is now considered a highly developed branch of physics and material science. Permanent magnets have had an extremely long history. Figure 1 presents a chronology of permanent magnets that illustrates the increase in energy product. Amazing developments in material science have taken place in the last two decades. The gradual advancement of permanent magnet technology was shattered in 1967 with the initial development of samarium-cobalt (rare earth) magnets. Since that time, the advent of neodymium-boron-iron magnets provided such an increase in energy product that new design concepts were considered. New avenues of study were introduced by the complexities in the material science and physics involved in describing these new permanent magnets. Furthermore, applications for permanent magnets that were previously not considered were now viable. Rare earth elements Rare earth elements have claimed the attention of scientists for the past century. These elements were originally termed "rare" because they were thought to be quite scarce. Since then, however, geological studies have shown them to be relatively abundant. The discovery and identification of rare earth elements is complicated by the inherent difficulties in separating them from each other. The rare earth elements comprise the fifteen transition elements of Group IIIB, Period 6, of the periodic table. These elements extend from lanthanum to lutetium and are commonly called the lanthanide series. Samarium and neodymium are the two most common elements used in the commercial manufacture of rare earth permanent magnets. Commercial grade rare earth magnets There are only a few common types of rare earth magnets that are considered in the circuit design for magnetic separators. Early rare earth magnets of commercial significance (introduced in 1970) consisted of the first generation of sintered SmCo5. The energy product of these magnets ranged up to 23 MGOe, which provided the initial impetus to the field of high-energy permanent magnets. Although these magnets did not produce the extremely high magnetic field strengths of current rare earth magnets, they were relatively temperature stable. Containing 66% Co, they are the most expensive of the basic commercial rare earth permanent magnets. Their use is limited today because they are being replaced by second and third generation rare earth permanent magnets.

Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached. One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators.
