The design of underground nuclear waste disposal facilities poses new problems related to the requirement of long term safety against radionuclide migration. The degree and effects of rock disturbance caused by construction and by the long term thermal effects from the hot waste must be predicted with confidence. Computer modeling can, to an extent, be verified by accelerated near-surface tests. Credible extrapolation to deep, long-term conditions requires successful near-surface modeling verification, proper characterization of near-surface and deep rocks, and successful determination of in-situ stresses. Excavation induced disturbance may be assessed primarily by empirical evidence.

In the United States there are approximately 155 established operating plants located in 37 states, extending from coast to coast. Silica, in varying degrees of chemical purity, enjoys a very diversified market. Silica is the basic ingredient of glass, bothcontainer and flat glass, and is used for grinding and polishing of flat glass up to the final polishing stages where rouge is generally used. Silica is used for foundry molds and cores, sandblasting, stone cutting, refractories, placing sand in furances, glass coatings and linings, laboratory glassware, construction, oil well fracturing for increased oil flow, filtering purposes, silicate of soda, silicon carbide, and others.

The degree of economic, progress of a nation is measured by its possession and use of energy, sources. The future of coal in the West hinges on its ability to participate and grow in the energy market. A source of energy is, in the long run, only as good as the ability of the industry to develop its reserves economically. The economic development of the tremendous coal reserves, literally hundreds of billions of tons of coal in the States of Colorado, Utah, Wyoming, Montana, New Mexico, and Arizona, poses a very real question in the light of the known mining technology of our day. Basically in America today, coal is mined from the earth either by the strip mine or underground mine method; in the West, the large long-term, contracts now in force with utilities are mostly from coal mines utilizing the strip mine method. However, the preponderance of the known coal reserves of the West are located deep underground and will have to be mined by the various; underground mining processes. The problems encountered in the West with regard to underground mining vary from state to state but, on the whole, do not present what might be considered a miner's bonanza. I do not mean to' infer that the underground coal of the West is unmineable, but I do want to emphasize that the tremendous reserve figures do not present a true picture in the light of present day technology.

This paper reports on some recent work in which several schemes were developed to model jointed rock under high stress, with particular reference to the phenomenon of "block motion" observed during dynamic loading of underground structures. Three approaches were made, corresponding to an increasing relative importance of internal block deformations as compared to rigid block movements. The first one uses distinct element method and assumes internally rigid blocks, which can break, repeatedly, whenever an empirical crack criterion is met. In the second approach each block is allowed three degrees of freedom to deform internally. The third approach, still in the development stage, permits arbitrary deformation of all blocks, which are internally decomposed into finite-difference zones and automatically rezoned during slip to preserve the calculation accuracy on joints. The last two schemes allow arbitrary constitutive relations for the intact rock, and all three schemes permit the geometrical arrangement of joints to be arbitrarily complex, in contrast to normal Lagrange, finite-difference programs, which are unsuited to model discontinua.

Weak demand for metals and consequent low metal prices resulted in continuation of the depressed state of US mineral exploration activity through 1983. Data collected by Resources for the Future Inc. and The Pennsylvania State University for a cooperative study on mineral exploration activity indicate that US exploration in 1983 fell by as much as 25% from 1982 levels. Precious metals remained the focus of most exploration efforts, as gold and silver prices remained attractive compared to base metals. Reports of 1983 domestic exploration and development activities in several industry journals indicates that about 85% to 90% of those projects were directed primarily at gold and silver. Gold exploration included work by several companies on Carlin- type disseminated gold deposits in Nevada, geological prospecting and drilling in the Wenatchee Gold Belt in Washington, and interest in lode and placer gold properties in California, especially by several small Canadian firms. Precious metals exploration projects were also reported in Alaska, Arizona, Colorado, Montana, New Mexico, Oregon, South Dakota, and Utah. There was also tome precious metal exploration activity in the eastern US. Development continued at the Ropes gold mine near Ishpeming, MI, and companies explored historic gold-producing areas in the Southeast. Some exploration for nonprecious metals took place last year. Stratabound copper-silver deposits were examined in western Montana, and US Borax continued exploring molybdenum resources in the Misty Fjords area in Alaska. Work on these projects during 1983 may have been stimulated by time limits on the availability of certain federal lands for exploration more than by projected improvements in metal markets. During 1983, several papers were published on mineral exploration strategies and the future of US exploration. David Watson of Raymond Kaiser Engineers, in a paper presented at the 1983 AMC Mining Convention, forecast increased exploration activity for gold and silver because of world economic conditions. He added that antimony, manganese, chromium, graphite, mercury, tantalum, tin, and barite are also likely targets based on their limited domestic reserve availability. He cited concern over reported subsidized mineral production by foreign producers and US regulatory and land-planning policies as retarding mineral exploration activity. Douglas Cook of Freeport Exploration Co., at the same meeting, presented a paper that showed that a 1950-75 period of vigorous exploration has been followed by a period where acquisition has replaced exploration as the predominant means of acquiring new mineral properties. At a December IIASA conference on "The Economics of Mineral Exploration," in Vienna, Austria, A. Rose and R. Eggert of The Pennsylvania State University pointed out that recent exploration decisions tend to rely more on evaluating production costs and comparing them with existing deposits, rather than on return of

Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

The Alcan Smelter project at Lynemouth on the Northumbrian coast draws cooling water for the power station through shafts and tunnels from the North Sea. The sea at this part of the coast is frequently very rough and even in calm weather the coastal currents are strong. The adjacent coal mine makes use of these currents to disperse colliery waste and discharges into the sea some thirty thousand tons each week. In consequence the sea bed is continuously shifting and the sea is black and turbid. Construction of sea shafts under these conditions presents difficulties as drilling from a floating vessel is hazardous and sea bed activity of divers is greatly hindered by the entire absence of visibility. After considering several alternatives a method of construction was agreed with the Consultants in which the drilling and also the lining of the shaft would be completed in sequence from an eight legged work barge (GEM 126). Each shaft would be drilled to full depth and a steel cylinder, with its ends closed temporarily, would be lowered into the hole and grouted into the formation to form a full-length permanent lining. The bell mouth for each shaft would be constructed in advance to form part of the cylindrical casing. On interception of the shaft by its appropriate tunnel the lower end of the cylindrical casing would be cut away and the internal walling of the shaft installed from below. After completion of construction the shafts and tunnels would be flooded and the bell mouth sealing covers removed by divers.

INTRODUCTION Controlled ground freezing for mining and construction applications has been in use for over a century. Despite the great technological evolution which has occurred during this period, ground freezing is still used on projects today with much the same basic technology as that used originally over 100 years ago. Major developments have occurred in the separate fields of frozen soil mechanics, refrigeration, and heat transfer analysis. However, except for a few projects in Europe and Asia, these developments have not been combined to upgrade ground freezing techniques to their potential level. In view of this situation, it is believed desirable to examine the art of ground freezing in light of recent technical developments, together with highlights on some of the apparent advantages, disadvantages and economics of the various alternative approaches. The purpose of this paper is to attempt such an examination, with particular emphasis on the practical application of presently available technology. GENERAL ADVANTAGES AND DISADVANTAGES Ground freezing may be used in any soil or rock formation, regardless of structure, grain size or permeability; however, it is best suited to soft ground rather than rock conditions. Freezing may be used for any size, shape or depth of excavation and the same physical plant can be used from job to job despite wide variation in these factors.

About 1.41 kt (45.2 million oz) of gold have been ! produced in South Dakota since 1875. South Dakota's mining laws attempt to strike a balance between economic development and environmental protection. Mining is promoted as an industry while prevention of pollution is required along with reclamation of affected lands to a beneficial use. The South Dakota Department of Environment and Natural Resources' (DENR) system of "one-stop shop- ping" for environmental permits streamlines the permit process. It fosters quick resolutions to compliance problems and helps keep enforcement actions out of the courts. Paha Sapa means "Hills that are Black" in Dakota Sioux. Appearing dark from a distance due to a thick forest of Ponderosa pine, the Black Hills were gold to many people. The exact date that gold was discovered in the Black Hills remains debatable. An inscribed stone tablet found in 1887 near Spearfish recorded these words:

The building of sanitary and storm drainage sewers in urban or environmentally sensitive areas often requires the use of tunnel construction procedures. While hydraulic considerations may require only small diameters, traditional tunneling techniques make small sizes the least economical. Current state-of-the-art techniques using highly mechanized systems of pipe jacking can provide cost effective solutions to the problems of construction of small size tunnels. The characteristics of mechanized pipe jacking allow rapid advances under difficult ground conditions. The basic pipe jacking cycle is used with a variety of excavation systems to permit the contractor to satisfy engineering as well as economic parameters. These characteristics and several of the systems available are outlined.

Industrial-mineral mining started early in the history of the State when salt was extensively mined for use in processing gold and silver ores, and borates were produced to meet most of the world's needs. After this start, industrial-mineral production grew slowly until World War II, mostly because of the remoteness of the State and the small population. Nevada now has a large and varied industrial-mineral industry. In 1983, 14 principal commodities were produced from 48 deposits; the total value of these materials was 168 million dollars. Nevada ranks first in domestic production of barite and magnesite; second in diatomite, gem stones, and lithium; third in fluorspar; and sixth in gypsum. Other materials produced are carbonate rocks, cement, clays, decorative and crushed stone, light- weight aggregate, perlite, pyritic soil additive, salt, sand and gravel, and silica. From 1978 through 1982 barite was the most important commodity; in 1983 diatomite surpassed barite in value of production. Most of the Nevada production consists of high-value commodities that are consumed out of the State. Approximately 430 significant deposits with 20 principal commodities are present in Nevada. This abundance can be attributed to the numerous and diverse geologic processes that have been operative. Seven major modes of origin have been identified: hydrothermal activity, sedimentation, combined hydrothermal activity-sedimentation, evaporative precipitation, brine formation, extrusion of igneous rocks, and alteration by ground water. The hydrothermal type accounted for 39 percent of the deposits, the combined hydrothermal-sedimentary type for 28 percent, and the sedimentary type for 13 percent. Nevada diatomite production is about 200,000 short tons/year valued at 30 million dollars. In 1984 three companies operated in Nevada producing diatomite from six open pits and processing it at four plants - one plant producing filter-grade materials and the others adsorbents and fillers. The diatomite occurs in about 60 areas, almost all in the western one-third of the State. The diatomites were deposited in long-lasting, fresh-water lakes in topographically closed valleys formed by basin-and-range faulting. About 85 percent of the barite mined in the United States is produced in Nevada. In 1981 the high point of production,-2.5 million short tons of bedded barite was produced from about 30 open-pit mines. About 120 significant bedded-barite deposits are known in Nevada; 38 of these have had past production of more than 25,000 short tons. The deposits are associated with marine siliceous rocks of Cambrian through Devonian age and occur in a zone about 300 miles long and 60 miles wide. Abundant evidence supports the theory that the bedded barite is of exhalative sedimentary origin.

Research by various workers has shown compressive comminution to be significantly more efficient than impact comminution. Based on the work being done at Nordberg, wet compressive crushing in cone crushers producing finer and finer products, shows the feasibility for partial substitution of conventional tumbling mills. For further substitution, major challenges are processing of fine feed slurries in cone crushers to realize a significant size reduction of the particles, and understanding the limitation of the gyratory type units in terms of finest product achievable. The paper addresses the challenges involved, efforts at Nordberg, and the implications to conventional comminution flowsheets.

The following is a progress report on a continuing study being made by the Sanitary District for purposes of developing reliable data for predicting costs and progress on future tunnel contracts. All data available to date on five separate tunnel contracts has been analyzed. All were machine-mined in soft ground, all used steel ribs and wood lagging and finished inside diameters varying from 5'6" to 6'6". Basic data regarding progress per shift, hours mined per shift, hours of downtime per shift, cause of downtime and type of soil mined were reported by the District's resident engineer at the job site. Figure 1, Weekly Mining Report is an example of the form used. Data regarding manpower and equipment used during tunnelling operations was also supplied by the resident engineer during the course of construction. Soil type being mined was verified by the resident engineer during construction, by visual observation, and compared with data listed on a previously prepared soil profile. It has already been said and written many times that the construction of tunnels in urban areas has proved more and more indispensable, if not vital. The subsequent development of tunnelling for 15 or 20 years has brought large and sometimes spectacular improvements in the fiel of execution methods. But, particularly in urban areas, the difficulties to be overcome have been and still remain very important. As a matter of fact, most of big cities, have been settled near rivers or lakes; therefore the geological nature of the subsoil is soft ground and the level of ground water is high. As a consequence, tunnelling is often faced with many well-known difficulties and dangers issued from decompression or loosening of the ground, sometimes accompanied by a lowering of the water table. This may compromise the safety of the excavation itself and of the workers, and also cause settlements which many severely damage nearby buildings or structures. This is the reason why it is always necessary to work out specially adapted methods and even to develop new ones. Preconcentration of Porgera ore results in high recoveries of gold into gravity and flotation concentrates. The bulk of the gold is contained in auriferous pyrite flotation concentrate and is not readily recoverable by direct cyanidation. Oxidation in autoclaves at high pressure and temperature produces a residue that contains the gold in recoverable form. Pilot plant treatment of the autoclave residue is described, through washing and jarosite decomposition stages, to cyanide leaching and recovery of gold and silver by carbon-in-pulp techniques. The concern associated with disposal of plant effluents are also addressed.

Tg Soda Ash has operated a shortwall mining system in the Green River, Wyoming trona district since August. 1982. The system has proven to be highly productive. In an effort to reduce the relatively expensive development mining and Improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning In April, 1987. As of June. 1988 four shortwall panels had been completed utilizing the advancing tailgate, producing over 815,000 tons.

During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

INTRODUCTION In exploration for rock tunnels, the geology should not only be described, but its effect on excavation and support assessed. It is not an easy task to correlate exploration results with support and excavation requirements, even when the exploration program is detailed and geologic conditions are relatively well known. Many of the significant geologic features are subtle and their effect is difficult to interpret from exploration results. However, in similar geologic settings, there are specific geologic features which will cause recurring support problems. Such features should be actively sought out when exploring in a given geologic setting. In blocky and seamy rock, the primary features controlling performance are the joints, shears, and shear zones. This paper describes the effect of such features on the formation and movement of rock wedges in tunnels driven in foliated metamorphic rocks in Washington, D. C. and New York City. In both areas the foliation commonly forms a N-S striking plane of weakness along which major shear zones, shears, and joints have formed. In addition, the structural history of the two areas has been similar, so that there are similarities in the orientation and character of the other major joint sets and shear zones in the rock mass. The observations were made in tunnels ranging from 10 to 70 ft in width and excavated at depths ranging from 80 to 800 ft. Most of the tunnels described were deep enough to be located in unweathered rock, or in rock only slightly weathered along joints and shears. Tunnel Boring Machine Instrumentation A 9.17 m. diameter tunnel boring machine presently in operation in Chicago, Illinois, has been instrumented to continuously monitor and record machine thrust, torque and penetration rate during boring. A micro-processor-based data logger capable of monitoring up to 60 channels of data digitizes and converts into appropriate engineering units the signals from various transducers mounted on the machine. The output from the data logger is sent to a teleprinter, providing a permanent record of measured data. The program control enables the data logger to scan all data channels at desired time intervals. Data obtained to date have been analyzed to determine the interrelationships of the parameters measured. Penetration rate was found to increase linearly with machine thrust with a unit increase in thrust causing more than a unit increase in penetration rate. For low thrust levels corresponding to the initial stages of a boring cycle, the penetration rate was observed to behave erratically until the thrust pressure was sufficiently high for the cutters to establish full contact with the tunnel face. Torque showed a curvilinear increase with machine thrust, reaching the design rating at about 70% of maximum available thrust. No-load torque was approximately 20% of the machine's rated torque capacity. Overall, the trends observed in measured machine parameters correlated closely with those predicted from experimental and theoretical boreability studies. In summary, the instrumentation system has mett two basic goals. First, it provided extensive and accurate boring data and secondly, it has proven that an automatic data acquisition system can be installed on a TBM and can function under adverse environment.
