This paper describes the application of foam to control respirable dust in a double-drum longwall mining section. The feasibility of injecting an adequate quantity of foam through the shearer drum was initially established in the laboratory. Thereafter, underground testing of the foam system to determine its effectiveness on an active operating longwall was conducted in a mine in West Virginia. The foam system proved superior to the water spray system. The details of the laboratory and field investigations, the results obtained, and the degree of acceptance of this system by the mining company are discussed in this paper.

Observations of environmental parameters in mines have traditionally been made by means of hand-held instruments, these being employed as a basis to ensure that atmospheric conditions in the mine remain within limits commensurate with safety, to safeguard the health of personnel, and to ensure that statutory requirements are met. Thus, starting from the first flame safety lamps of the early nineteenth century, numerous portable instruments have been devised over the years to indicate levels of dust, temperature, humidity, and concentrations of gases including oxygen, methane, and carbon monoxide. Similarly, portable instruments have been used to measure air velocity and pressure. For routine monitoring purposes, hand-held equipment suffers from many disadvantages. Readings are intermittent, often with long delays between successive observations, making short-term trend analysis impossible. Portable instruments are more liable to damage; they are labor intensive and provide a very limited amount of information either for control or planning purposes. The 1960's and 1970's have seen an accelerated development of mine environmental monitoring equipment. Alarm methanometers to give localized audiovisual signals became more common. These were followed by a variety of instruments which gave local, then local/remote continuous records, particularly of methane concentration and airflow. More sophisticated transducers and transmission systems were developed allowing further parameters to be monitored. This led to a proliferation of paper strip and chart recorders which had to be maintained and inspected regularly for trends and abnormalities.

Mining operations of Freeport Indonesia (FI) are located approximately 4 degrees -6' south latitude, 137 -7' east longitude in Irian Jaya the eastern most state of Indonesia (Figure I). The mines are located approximately 96 km (60 miles) from coast in the Carstenz Mountain range. The ore bodies are between 2900 and 4000 meters (9500 and 13 000 ft) elevation.

The coming years should see moderate growth in the US coal industry. That growth may come at the expense of the oil and natural gas industries. Conoco pegs coal growth at 2% a year, until the year 2000. During that same period, Conoco projects only 0.5% annual oil growth and "a flat or negative trendline" for natural gas. This is compounded by the fact that coal has a delivered cost per Btu that is only half as much as it is for natural gas and only a third as much as it is for oil. So said Ralph Bailey to many of the 2600 attending the opening session of the American Mining Congress Coal Convention, May 12-15, in Pittsburgh, PA. Bailey is chairman of the AMC. He is also chairman of Conoco. While coal's projected growth is not spectacular, "it is in fact almost an assured growth," Bailey said. Weak oil and gas prices will likely prevent faster growth for US coal. Most of coal's increased demand will come from the electric utility industry and expanded steam coal exports. Conoco's study projects that domestic coal demand will be strengthened in the 1990s. By then, the present surge of nuclear power plant constuction will be over. And there will be a lack of acceptably priced, large-scale generation alternatives for utilities. "It is not likely that any electric utility is going to be ordering new nuclear reactors," Bailey said. "And as oil and gas supplies become scarcer and more costly, it is only logical that coal is going to fill the gap." At the same time, Bailey believes the US coal industry must find ways to lower its costs. He said cost excesses can be found in "regulatory overkill, labor, and simply bad habits" hidden by years of high inflation. "Those costs have now been laid bare, because we are going through a pe¬riod of disinflation. We have to put our house in order, particularly if we are going to compete in world markets." Bailey also touched on coal research. "The industry certainly accepts the fact that we must find a way to burn coal as cleanly as possible. A lot of work in that regard is going on. I expect there will be some significant break-throughs." Bailey said the coal industry is being squeezed this year. Last year, coal customers accumulated inventories in anticipation of a major coal strike that never materialized. Now, many utility customers are working down these inventories. So they are not taking deliveries on their coal contracts. But coal use is up in 1985, compared with 1984, Bailey said. So increased coal use, along with supply drawdown, should strengthen the coal market before the year is out, he said. After Bailey's presentation, some 100 speakers addressed policy and technical topics at 15 sessions during the four-day meeting. It was the first time since 1977 that the AMC Coal Convention has been held in Pittsburgh. And this year's attendance was up 40% from the last AMC Coal Convention held two years ago in St. Louis, MO. This year's registrants included 228 companies, 225 manufacturers, and 106 associated members. The only negative was the David Lawrence Convention Center. It was less than ideal. By turns, meeting rooms were too small, too cramped, or too far from one another. The session on longwall mining was so crowded that the doors were propped open so conference delegates could peer in. A concurrent manufacturers' forum session needed 50 more chairs to accommodate those wanting to attend. However, on to summaries of some of the presentations. Coal transportation and export Since Congress approved the 1980 Staggers Rail Act, railroad rates for hauling coal have not been excessive. In fact, rail rates for coal have increased less than 0.5% a year, in real terms, since 1980. Moreover, the market oriented principles written into Staggers are contributing to the improved financial and operational health of the nation's railroads. But no railroad is earning excessive profits. That is the gist of a coal transportation study being completed by the US Department of Energy. William Vaughan is DOE's assistant secretary for fossil energy. He affirmed the thrust of the upcoming report. Vaughan did allow that Interstate Commerce Commission (ICC) regulations on rate reasonableness could permit the railroads to exploit their monopoly power on captive shippers. The possibilities of the use of ultrasonics in the extraction of gold and silver is the subject of a study initiated in our laboratory since the beginning of 1986. The study consisted of various aspects of extraction, the results of which are in· different stages of advancement. Reduction in leach time combined with higher recovery are the most striking effects so far. The ultrasonics machine, originally part of a small pilot plant, forms now part of a much larger unit. This has the remarkable effect of even higher recoveries and shorter leach times. These data suggested a study on the possibilities of reduction of thiourea consumption. Although promising, the results of these studies require check testing and will be published as soon as our findings have been confirmed. During the study, which consisted of the application in thiourea and cyanide leaching, some interesting side effects were observed. In the first place, a reduction in penetration time which might make coarse grinding feasible. Secondly, an increase in compaction of the filter cake which reduces pregnant liquor losses, especially with clayey ores and industrial waste products. These will be studied under contract in the near future.

Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.

"Public engagement is increasingly important in ensuring the success of projects related to energy development, particularly with regard to issues of environmental protection, public health, and socio-economic impacts. This is due to concurrent trends in public behavior, including a rise in public interest in these projects that is not matched by a rise in science literacy, and increasing organization and participation of the public through social media, citizen science, and grassroots initiatives. In recent years, several high-profile incidents have demonstrated that when public concern is ignored or met with a passive response from industry, it can rapidly grow into organized opposition that negatively impacts or wholly derails a project. Engaging, listening to, and educating stakeholders during early planning and development phases are therefore essential to earning credibility and trust. Moreover, maintaining two-way lines of communication throughout the lifespan of a project demonstrates social responsibility and facilitates cooperation, acceptance, and even support from communities and others. Positive experiences with specific projects at a local, community level can influence the larger public opinion of an entire industry sector. This paper presents cases studies of public engagement related to shale gas development (including hydraulic fracturing and pipeline construction), mountaintop removal mining, and management of mixed-use watersheds near surface mining operations. The experiences highlighted in these case studies are used to draw best practices of public engagement for sustainable energy development.Introduction Within the scientific research community, the importance of public engagement has gained increasing recognition. In a 2007 article in Nature, medical researcher, Patrick Taylor, stated that public engagement has both “gone viral” and “gone global” and has the ability to make real impacts to research (Taylor 2007). Nancy Baron, the science outreach director for COMPASS, an organization providing communications training for scientists, provides further evidence for the increasing focus on engagement, including shifting attitudes observed during her own experience as a communications coach and documented in surveys, the recent inclusion of communication and engagement activities in academic tenure review, and the surge of workshops, materials, and other resources available on the subject (Baron 2016). In addition to COMPASS, a number of organizations and institutes have been developed to train scientists for communication and engagement with the public, perhaps most notably the Alan Alda Center for Communicating Science at Stony Brook University, and academic fellowship programs, such as the Leopold Leadership Program at Stanford University and the Wilburforce Fellowship Program, have been established for the same purpose."

The Mining Foundation of the Southwest (MFSW), located in Tucson, AZ, will hold its 16th annual American Mining Hall of Fame Awards Banquet Saturday, Dec. 5,1998. The Hall of Fame recognizes outstanding contributions to the mining industry by selected individuals and industry partners. Each year, one living award recipient and up to two mining history honorees are chosen by the , Hall of Fame Committee and the Board of Governors of the Mining Foundation. In 1989, the Mining Foundation initiated a Medal of Merit to recognize outstanding individual, technical and professional contributions to the mineral industry. In 1995, an award was created to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee, guest of honor and featured speaker will be Charles G. Preble, president and chief executive officer of Southern Peru Copper Corp. He is being recognized for outstanding performance as an executive of an American company operating under difficult circumstances in a foreign country. The Hall of Fame will induct H. Myles Jacob, former chairman and CEO of Inspiration Copper Co., for innovation and farsightedness in matters pivotal to the cop- per industry of his time. In addition, John Cromwell Lincoln, former president and chairman of Bagdad Mining Co., will be inducted for his outstanding contributions to the American mining industry. These contributions include metallurgical research and development of the Bagdad Mine as well as pioneering innovation in the electrical industry. Medals of Merit will be awarded to David N. Skillings, editor and publisher of Skillings Mining Re- view, for his dedication and support of mining interests. J. Ruben Velasco Rodriguez will also receive a Medal of Merit. He is economic geologist, professor and former secretary of the board of directors and secretary general of Compania Minera de Cananea. His medal is for fostering excellent relations between Mexico and the , United States in mining geology and management and for advancing the professional development of others in the field of earth science. An Industry Partnership Award will be presented to Stephen Bechtel and the Bechtel Corp. in recognition of Bechtel's 100th anniversary and the company's outstanding service to the mining industry. INTRODUCTION Certain activities, such as emergency work and rescue operations, often have to be undertaken in environments where heat loads often exceed limits prescribed for routine work. This is particularly relevant to the South African mining industry where heat stress-induced fatalities are not uncommon during rescue operations. In this regard an excessively hot environment is defined as one where either the dry-bulb temperature exceeds 37,0°C or the wet-bulb temperature exceeds 32,5"C, and it is therefore not surprising that heat stroke mortality escalates rapidly when these limits are exceeded. A review of both local and international standards indicated that the available information on safe exposure times under abnormal heat stress conditions is very limited. Where available, such standards are aimed at the general population, including both sexes, irrespective of age and also the least heat tolerant worker, and not at a medically-screened, all-male population free of grossly heat intolerant individuals, as is the case in the South African mining industry. It is suggested that available norms and limits are too conservative for local application and, therefore, unrealistic. In view of the definite need to protect workers when exposed to abnormally high environmental temperatures, the present study was undertaken to establish a scientifically derived data base. applicable to local conditions, to determine safe exposure times: Any exposure limit, especially in an emergency situation, should be easy to administer, valid and reliable. These aspects, there- fore, form an integral part of this paper. FORMULATION OF HEAT STRESS LIMITS The formulation of heat stress limits was based on the criterion that a heat exposed individual should experience a negligible risk of developing dangerously elevated body temperatures. In order to provide a database for risk assessment, certain physiological responses of heat tolerant men were determined at various combinations of thermal conditions and work rate in a climatic chamber. These physiological responses were analysed statistically in order to predict safe survival and tolerance times as a function of thermal conditions and work rate. EXPERIMENTAL DESIGN A total of 202 randomly selected, medically fit mine workers volunteered for the study on the basis of informed consent. These men were considered to be inherently heat tolerant in as far as they had successfully completed a heat tolerance test (Anon., 1991) or the standard climatic room acclimatisation procedure used on many South African gold mines (Anon., 1989). I met Austin Taylor in Vancouver on my way home from my first Pioneer examination. He asked me to examine the unsuccessful old Lorne mine, adjoining and west of the Pioneer. I had no idea that this meeting would lead to one of the outstanding successes and pleasant associations of my career. I knew nothing of Taylor, except that Gen. McRae and associates said that he had been engaged in lumbering and was interested in an oil and gasoline marketing company called Home Oil. But even if the Lorne examination would be only a small one, in the depths of the Depression in 1931, I was glad to have a chance to look at another gold property, so I agreed to visit the Lorne early in August. The start of the trip was not auspicious. I had been working hard on an unproductive study, and was greatly worried by my father's hopeless illness with tuberculosis. To get a little rest on my way north I had arranged to go from Seattle to Vancouver on the night boat that connected with my train. To my surprise, Bill Boultbee, an associate of Taylor, met me at the train in Seattle at 9:30. He said he would drive me to Vancouver, arriving at one In the morning. I was so tired that I begged off and let him take the drive alone Boultbee was most understanding and friendly, but I knew how I would have felt if I had been kind enough to take the long drive to help a stranger and then had been forced to make the return midnight drive alone. I was lucky they did not call off the examination at once. I got a good sleep on the Vancouver boat and Austin Taylor met me at the Hotel Vancouver for breakfast. After a brief talk he took me to the small steamer that made the 4-hr sail up Howe Sound to the village of Squamish. This was the end of the Province-owned Pacific Great Eastern Railway that was eventually to be a shortcut from Vancouver to the Canadian National main line at Prince George. Because

A froth flotation plant to recover by-product molybdenite must be designed specifically for the selected separation process and the type of ore being treated. However, some general rules concerning by-product molybdenite plant design can be suggested that would be valid for most processes. The term by-product molybdenite in this paper is limited to the recovery of molybdenite from copper porphyry ores, which essentially amounts to selectively separating molybdenite from copper and iron sulfide concentrates. In addition, most of the discussions would apply only to the almost universally used approach of floating the molybdenite and depressing the copper and iron sulfide minerals.

INTRODUCTION At present, the capability of production planning software based on Linear Programming (LP) is still limited to the optimization of the single LP-run. This is due to the LP-model itself which cannot consider the interdependencies between individual LP- runs. With regard to planning of selective mining this limited way of optimization frequently leads to situations, where the remaining and accessible ore blocks do no longer allow to produce ROM-ore in the qualitative composition required by the ore processing plant. However, many of the aspects taken into consideration when setting up production plans built from mutually dependent LP-runs cannot be modelled in a system of linear equations. They are thus unsuited for treatment with LP and have to be taken care of by the planning engineer without any assistance by the system. The KBS currently under development is intended to assist the planning engineer in designing a production plan under special consideration of the combination of consecutive LP-runs and blending beds. It is not necessarily intended to find the optimum solution within a given planning situation which is, anyway, hard to determine due to the multitude of influences. The objective is rather to work out a good and - from the practical point of view - feasible production plan. The new aspect with respect to mine planning is the integration of expert knowledge and experiences via the KBS into the planning process in order to support the planning engineer. The planning system is being developed in close cooperation with an iron-ore open pit mine. COMPONENTS OF THE PLANNING SYSTEM The software is being developed on a workstation under UNIX and comprises the components LP, CAD-module and the KBS. The applied multi-goal LP-algorithm is an in-house development of the Department of Mining Engineering at Technical University Berlin. It was already successfully implemented within other mine planning programmes and was only slightly adapted to the specific needs of the present system. Within individual LP- runs it finds the optimum qualitative composition of ore production in the sense of the selected optimizing criterion and under the given restrictions: i.e. it determines tonnages to be mined from blocks in order to optimally meet the requirements of the ore pro- cessing plant. A CAD-module based on the commercial SURPAC package in combination with a simulation device is used to graphically depict the block model and progress of mining. Both LP-algorithm and CAD-package are integrated in the KBS. It has been decided to use the shell NEXPERT OBJECT as it is a hybrid system which supports both rule-based and object-oriented knowledge representation. MINE-MODEL AND LP-MODEL KBS have to be tailor-made for specific planning problems. Therefore, it had to be decided which specifications of the iron-ore mine should be represented in the model. As the limited possibilities of a university institute do not allow to develop a KBS for mine planning which is ready to use in industry, it was decided to concentrate on those characteristics that can be regarded as typical for iron-ore surface mines and that seemed to be suited for treatment with knowledge-based techniques. The following chapter summarizes the most important features of the mine model. The description of the requirements to the mine's sales products is followed by an outline of the applied LP-model. Mine model • The model of the mine as it is used for planning consists of • the block model of the deposit, • the mobile equipment, • stockpiles and blending bed and • the requirements to the sales products. The deposit is described by a block model which contains data on the chemical composition, LOI, grain size and tonnages. Grain size was included as it is important for the two sales products of the mine. Furthermore, it is known whichs blocks require and which don't require blasting; this is relevant to the assignment of loading equipment to individual blocks. The blocks are devided in three categories: • ore, which will directly be taken to the blending bed; • waste, which will be put on the waste dump; and • blocks which will be either transported to the blending bed, to stockpiles or to the waste dump depending on the specific planning situation. This decision is made during planning. Neighboring blocks are combined in mining areas to which the loading equipment is individually assigned. Mobile equipment comprises shovels and wheel-loaders as well as trucks. The characteristics of the loading equipment are important for their ability to load different blocks and for the permissible degree of their re-positioning etc. The mine disposes of a blending bed for homogenization of the production, of a waste dump, and of several stockpiles with different ore qualities. The requirement to make only limited use of the stockpiles for economic reasons is included in the KBS. According to long term planning two commercial products have to be produced, which differ both in grain size and qualitative composition (TABLE 1). Their mass-proportions in the blending bed have to be within a fixed range. Not considered in long term planning is the occasional need for lump ore, which occurs at very short notice and has to be produced in a "campaign-like" manner. This requires the total re-arrangement of all plans for on- coming blending beds and would therefore be ideally suited for

INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. This study showed increases up to 40 percent in radon for slushing in the exhaust drift. The radon remained high and very eratic during slushing, as can

Fluxes are used to promote pyrometallurgical processes that rely on adhesion (soldering or brazing) or fusion (gas and arc welding) to join metallic surfaces. In the adhesive processes, the metal surfaces to be joined are not melted; the join is formed using a filler metal with lower melting point than the base metal. Fusion welding involves use of heat in excess of the melting point of the base metal. The fused joint may be achieved either by simply fusing together metal surfaces brought in contact with each other or by introducing additional molten metal of similar composition to form a fused joint. ADHESIVE PROCESSES--SOLDERING AND BRAZING In order for molten filler metal, solder or braze, to spread in a manner that creates a successful join; the work surfaces on the base metal must be thoroughly cleansed. Fluxes remove stubborn oxide films and other surface contaminants, promote wetting of the work surfaces, add fluidity to the solder or braze, and enhance workability and ease of spreading. Brazing processes involve higher temperatures than those reached in soldering. Brazing fluxes, which must remain active and effective at the higher temperatures, differ from those employed in soldering. Some common fluxes used in adhesive processes are rosin for soldering tin and electrical connections, hydrochloric acid for use in soldering galvanized iron and other zinc surfaces, and borax for brazing. Soldering and brazing are similar processes, the primary difference being the temperature at which the joining operation is carried out. Soldered joints, produced with low-melting-point fillers (solders) that melt and flow at temperature less that 450°C (Althouse et al., 1988) can sustain loads of 1 to 1.7 MPa for extended periods of time (Anon., 1966). Brazing involves the use of filler materials with melting points commonly above 500°C and generally provides stronger joints than those obtained with solder. Both processes require local application of heat to melt and spread the filler so that the molten filler can wet (adhere to) the base metals by alloying and diffusion. Soldering Soldering is a means of joining metals by adhesion using a metallic bonding alloy as the filler, commonly a mixture of lead and tin. However, the adhesion of solder depends more on its ability to be keyed into minute surface irregularities than on alloying. The most familiar application is to provide and secure electrical connections. Soft solders can range from 1 to 70% tin with the remainder mostly lead. However, for general-purpose, soft-solder work, the alloy is commonly 50% lead-50% tin. Higher lead contents provide a wider range in the melting temperature and, for this reason, a 60% lead-40% tin alloy, which yields a mushy mixture, is used for wiped joints in lead sheet and pipe work. Conversely, 40% lead-60% tin alloys are used in soldering tin and other low- melting-point materials for which a narrower range of melting temperature is required. There are numerous other solder compositions such as tin-silver, 95% tin-5% silver and antimony-tin, 95% tin and 5% antimony (Carlin, Jr., 1992). Heat needed to melt and spread the solders is commonly provided by electrically heated, copper-tipped soldering irons or by means of torches; the solder is applied by hand, usually face-fed by means of wire. For wiped joints in plumbing and lead-cable splicing, the solder is manipulated with cloth pads. The molten solder wets the joint surfaces and is drawn, by surface tension, into minute fissures and capillary openings. Other applications involve use of induction heaters and furnaces with pre-shaped solder appropriately placed prior to fluxing and heating. In some processes, the joints are immersed in molten solder. Constituents and Role of Soldering Fluxes: Soldering fluxes generally fall into one of three categories: highly corrosive fluxes, intermediate fluxes, and noncorrosive fluxes. These same categories are sometimes designated inorganic, organic and rosin-based respectively (Althouse et al., 1988). Common constituents of each group are discussed briefly below. Corrosive Fluxes (Inorganic). Work with aluminum, magnesium, stainless steel, high alloy steel, aluminum bronzes, and silicon bronzes is carried out at temperatures in the upper portion of the range for solder operations. Soldering these materials requires use of highly active, corrosive fluxes to remove and prevent the formation of the especially stubborn, hard, oxide films that form on these materials upon exposure to the atmosphere. The corrosive fluxes consist of inorganic acids and salts that are applied either as pastes or dry. They are active at elevated temperatures and, since they remain active after the soldering is completed, must be completely removed. The main constituent of most corrosive fluxes is zinc chloride with a melting temperature well above the solidus temperature of most commercial tin-lead solders. It is made by the action of hydrochloric acid on zinc. When zinc chloride is used alone, un- melted particles of this corrosive salt get caught up in the joint and weaken it. For this reason, other inorganic salts such as ammonium chloride (NH4Cl) or sodium chloride (NaCl) may be added to lower the melting temperature. A mixture of zinc chloride and ammonium chloride is very effective because the excellent oxide reducing properties of ammonium chloride and the protective action of the molten zinc chloride combine to produce a fluxing action superior to that achieved when either is used alone. INTRODUCTION According to a recent analysis by Schiager et al.(1981), inhalation of radon daughters continues to contribute the largest risk from exposure to radioactive materials in underground uranium mines. The American National Standards Institute (1973) has published a concensus standard for radiation protection in uranium mines. According to this standard, a monitoring system for radon daughters must be capable of measuring the annual accumulated exposure in working level months within an uncertainty interval of 50% at the 95% confidence level. To satisfy this criterion, uranium mining companies in the USA have adopted a procedure consisting of single or periodic measurements of the air concentration of radon daughters. All of the measurement methods sample a known volume of air through a filter. After a specified delay interval, the filter is analyzed for radioactivity. The exposure rate from total airborne potential alpha energy in units of working level (WL) is estimated from the measured activity on the filter. For control purposes, this measurement establishes whether or not a work area is safe for occupancy by miners. For routine dosimetry, the concentration estimated from the grab sample is assigned to the appropriate work area. It is then assumed that the concentration of radon progeny is equal to the average of the two measurements at the beginning and end of the specified interval. Meanwhile, the work locations and exposure times of each miner are recorded on the daily time card and verified by the shift supervisor. Most cards provide space for 15-minute time intervals. The exposure in working-level hours (WL-hr) for each shift is obtained by summing the time spent in a given location multiplied by the exposure rate (WL) assigned to that location.The exposure of an individual miner to radon progeny is summarized on a weekly basis and commonly reviewed each month. These values are then accumulated in units of working level- months (WLM) during the calendar year. EVALUATION TECHNIQUE AND RESULTS The evaluation of grab sampling methods for monitoring exposure to radon progeny is presented in two sections. The first section examines each method individually according to accuracy, precision, and uncertainties attributed to human errors. The second section includes an analysis of procedures which are common to all measurement methods. The ultimate goal is to determine whether a specific measurement method, or grab sampling in general, can fulfill the criterion that the annual accumulated exposure of each miner be known to within ± 50% at the 95% confidence level. In addition it is essential that the above criterion be satisfied at an acceptable cost to the mining company. The results of each testing procedure are presented in terms of the contribution of the relative uncertainty in the estimates of cumulative WLM. Each of these are then combined to form a figure of merit for the complete monitoring system. The method of combining statistical uncertainties and interpretation of the results is subject to some debate. However, since all of the tested parameters enter into the final computation of WLM multiplicatively, we have used the commonly accepted procedure of combining the squares of the relative uncertainties. We have also assumed that each of the uncertainties is derived from independent random variables and the covariance of any two variables is zero. A description of each grab sampling measuring method is given in Table 1. Also included is the equation used to compute WL from the measured quantities. Accuracy (U A) Our definition of accuracy is based on the uncertainty inherent in any method which attempts to estimate potential alpha energy without unambiguously determining the concentration of the three unknown radioisotopes, RaA, RaB and RaC. (For simplicity, the RaC and RaC' nuclides are referred to in combination as RaC.) The inherent uncertainty strongly depends on the mixture of these three components at the time of measurement.

Metal production has traditionally been a cyclical industry. 1977 in the base metals industry has highlighted that fact with a steady decline in the market place for base metals. Corporate aggregate planning is based on good forecasting and when changing conditions make that forecasting inaccurate, alternate analysis of schedules must be accomplished quickly. The computer is the only medium powerful enough to answer management's questions within an acceptable time frame. Worldwide communications networks now make it possible for the many multinational mining companies to arrive at coordinated corporate production plans based on similar basic data from several producing divisions. The Ontario Div. of Inco Metals Co., a unit of Inco Ltd., encompassed during 1977 14 producing mines, 2 nonproducing mines, 1 nonproducing open pit, 5 flotation mills, I smelter, 2 nickel refineries, 1 copper refinery, and an iron ore recovery plant. Several new mines are under development. Mine production approximates 63 500 tpd (70,000 stpd) from some 1000 workplaces. The need for longrange mine planning and scheduling is obvious and until recently has been satisfied by manual methods. However, while manual methods are often quite practical for a small number of mines, or for mines with relatively short lives, or for mines with only one mining method, the situation in the Ontario Div. is too complex and long-term to allow effective, timely planning by such methods. In 1967, a year after the first computer was installed in the division, work was begun on the computerization of the more than 30,000 borehole logs kept in the mines exploration files with a view to speeding up the assessment of mineral resources. Also in 1967 one of the first substantial systems developed on the main business systems computer was the monthly scheduling of development and production for all mines. This system encompassed tons productions per workplace, feet development per workplace, auxiliary and service activities and the requisite labor for each of these. These two dates are mentioned to show that concurrently with the acquisition of computers in the division there was an early understanding of the importance of automating mine scheduling and planning and of the potential for effective and useful computerization of such activities. In 1970, a pilot program was developed in one of the mines containing a large number of workplaces (350) to schedule the production on a network basis. Varying degrees of interest were shown by the individual mine engineers based on the complexity of the production planning problem at each mine. In an evolutionary process, mines were added to the system as its value became obvious in terms of time saving, flexibility, and accuracy. In 1975, the central mine engineering department decided that the system should be extended to all mines so that a complete division-wide long-range scheduling system would be available upon which to base development and production planning. This system would use basic ore data, allow the addition of scheduling commands, and calculate a schedule for the life of the mine. Many reports could be produced for each mine and all-mine summaries would also be available. The significance of the system can be stated in one phrase-speed, accuracy, and flexibility. Whereas in the past a long-range all mines schedule might have been done once a year, taking from two to three months, now it can be done in a day. The chief mines engineer can incorporate changes in input data and external constraints and call for a "new look" at the long-range schedule to assist him and mines production management in their decision-making processes. Using previous manual methods this could not be done quickly enough to be useful.

Even with the most conservative mine plan, rib instability can occur unexpectedly, and if not adequately dealt with, can progress from a nuisance to a major safety hazard. This Bureau of Mines paper examines the mechanisms of progressive rib failure in high mine openings and discusses techniques to control rib slabbing. A field test site in a longwall mine was instrumented to investigate rib behavior during mining. While data analysis showed minor pillar dilation, sporadic zones of progressive rib instability were detected which culminated in eventual rib failure. The failure occurred despite conservative pillar dimensions and shallow depth. Physical and computer models were used to demonstrate the mechanisms of rib failure and then evaluate the influence of support and other mine-related parameters on rib behavior.

Introduction It has long been known that there are extensive deposits of phosphate-bearing deposits in the Coastal Plain of Georgia in many locations that are similar to those being mined commercially in central Florida. A major drilling program was conducted in 1966-67 by the Georgia Geological Survey (GGS). The economic potential of some of the material uncovered was evaluated at that time by a team at Georgia Institute of Technology led by Dr. J.E. Husted. There were some promising results. Since then, there has been little commercial interest in pursuing this matter, though the potential for development remains. In the long term, Georgia's phosphorite deposits could be a major source of income to the state if they were commercially processed. Phosphorite deposits contain significant levels of uranium and thorium. Uranium concentrations in Florida phosphate aggregates have been found to be 120 to 140 ppm. The presence of high concentrations of uranium means that there is a small but finite concentration of radium, which subsequently leads to radon gas emanation. It is the radon emanation and its progeny that may pose the largest health problem in many types of mining. Surface mining operations can possibly elevate the radon and radon daughter concentration in the vicinity. There is always some public concern whether any increase in the radon concentration in the atmosphere by mining (surface mining in the phosphorite case) could elevate the risk of cancer in the nearby population. At the present time, a great deal of attention has been devoted to the possible health effects of radon and its decay products in the inhaled air in mines and inside buildings built on mill tailings or uranium-bearing rock (Gesell and Lowder, 1980). Several evaluations have been published on the potential health effects of the Florida phosphate operations (Guimond and Windham, 1975; Roessler et al., 1980; Travis et al., 1979) and for buildings incorporating phosphate slag aggregates (Kahn, Eichholz, and Clarke, 1983; Roessler, Roessler, and Bolch, 1983). They all indicate that such potential effects are small, but tangible, compared with other radiation effects, for instance in the nuclear industry (Cohen, 1981). In view of the current concern, especially by the US Environmental Protection Agency (EPA), with the radiological consequences of large-scale mining of uranium-bearing phosphate rock (Guimond and Windham, 1975), it was decided to assess the potential radiological consequences if the Georgia deposits were developed. This paper presents an attempt to estimate the magnitude of any radon-based health effects that might arise from future mining operations in selected areas of the Georgia coastal region. To do this, a calculational model was developed that took into account the mining operations themselves, the atmospheric dispersion of the radon released, and the radon daughter concentrations in nearby towns. The model was applied to both extremes. The first application was a hypothetical mining operation in Echols County. Echols County is very sparsely populated and, unless living very close to the site, a person would probably experience little radiation exposure, if any. The model tries to prove this point. The second application was at a site near Savannah, Georgia. Both sites contain economically feasible phosphorite deposits and were not entirely hypothetical in that sense. Site selection In the course of the South Georgia Minerals Program (Furcron, 1967), an extensive series of drill core samples had been collected from various mineral occurrences in the coastal plain. It was found that the cores from the previous drilling program (Furcron, 1967), though carefully preserved, were not readily accessible. But the GGS reports did contain gamma logs of all the holes surveyed. With the cooperation of Dr. Neal Shapiro of the Survey, some core samples were selected and assayed, and used to calibrate the gamma log data. Samples from locations known to have detectable radioactivity were screened and counted. Their measured uranium content was used to calibrate the gamma log profiles for those same holes as obtained by the GGS. On this basis, two of the higher-level sites were selected and the calibration was used to obtain integrated uranium concentrations over the length of the borehole. It is customary to describe radon and radon-daughter concentrations in "working levels" (WL), where one WL represents a concentration of radon daughters capable of releasing 130 000 MeV of alpha particles, equivalent to 100 pCi of radon in equilibrium with its daughters per liter of air. A representative concentration is 0.15 WL, below which radon levels are widely considered to be negligible. For the mine sites selected, the surface area and rock volume were determined to estimate their radon content. Working-level values were then estimated for the assumed radon release from the crushed ore and the exposed surfaces of the mine pit. According to Kisielewski (1980), 93.4% of all radon released from open-pit operations is released from the ore zone; thus, the calculations assumed that those surface areas were the main sources.
