Recent publications indicate that there is a rising interest in the field of mining method selection, and increasing efforts are being undertaken to develop satisfying solutions. Yet, computer assistance for mining method selection (MMS), or in other, terms assistance in the (pre-)feasibility state of a project, still lags behind the computer application in other mining activities. This is true for research as well as for application. This paper is intended as a contribution to the development in computer-assisted mining method selection, and focuses especially on underground hard-rock mining. It is structured in four main parts. The first deals with general aspects of mining method. selection within the process of mine planning, and with problems and requirements which derive from this specific situation. In the second part some numerical MMS-approaches hitherto published are briefly introduced, and investigations on these approaches are discussed. Based on .these experiences, in the third part an analysis of the complex system MMS is presented. It focuses on heuristics, influencing factors, objectives, assessment-routines and mining methods, and emphasizes the essential necessity of a profound mining method description (MMD) specially developed for the requirements of MMS and numerical processing. Accordingly the fourth part of this paper presents a mining method description model developed at the Department of Mining Engineering, Montan-University Leoben (MUL), Austria. It describes the consequences of the investigation, in particular the new mining method description model, on 'the design of a MMS-system. The paper closes with a outlook on the possibilities of an successful MMS-system being realised.

For the environmentally safe management of the sulphidic waste rock produced from the Stratoni mining facilities, TVX Hellas has examined, within the frame of the funded European research program ROLCOSMOS, the effectiveness of an alternative rehabilitation scheme involving the segregation of the sulphide rich components of waste rock and the engineered application of alkaline additives. The examined waste rock management scheme was evaluated with laboratory test work followed by pilot-scale field applications. In this paper, the results from the two-year monitoring period of the pilot scale application are presented.

Utah's abundant industrial rock-and-mineral resources support a relatively small but important sector of the State's economy. In 1983, six of the top 10 nonfuel mineral commodities (by value) were industrial commodities. Portland cement was ranked fourth, potash fifth, halite sixth, phosphate seventh, construction sand and gravel eighth, and lime tenth. Portland cement was produced by three operators, principally from the Jurassic Twin Creek Limestone. Potash was produced by three companies from Pennsylvanian beds in the Paradox Basin, surface brine of the Great Salt Lake, and subsurface brines of the Great Salt Lake Desert. Halite was produced by eight operators, primarily from surface brine of the Great Salt Lake. Additional production came from salt beds in the Jurassic Arapien Shale, solution mining of the Pennsylvanian Paradox Formation of the Hermosa Group, and subsurface brines of the Paradox Basin. Phosphate was mined by one company from the Permian Meade Peak Phosphatic Shale Member of the Park City Formation. Construction sand and gravel were produced by dozens of operators, primarily from Quaternary Lake Bonneville beach and nearshore deposits. Lime was produced by four operators from Paleozoic formations in the Basin and Range physiographic province of Utah. The future production of these and other industrial commodities, though individually uncertain, is expected to increase gradually as a group. Factors favorable for the future of the industrial commodities industry in Utah include large to almost unlimited resources for the major commodities, a healthy projected population growth, an abundant local supply of relatively inexpensive energy from coal and natural gas, and a favorable corporate tax structure and business climate.

Optimal sizing of a ventilation shaft is a classical subject in mine ventilation economics.. The shaft size is optimized by minimizing the sum of shaft-construction and ventilation-power costs, or owning and operating costs. The length and air quantity of the shaft are held constant, and the location of the shaft, affecting its depth, and construction and ventilation power costs, is not considered (Hartman, 1961; Lambrechts, 1974; Wang et al., 1978). This paper proposes an approach by which the location and size for a new pair of shafts (intake and return shafts) are optimized for a coal-mine ventilation network. Specifically, the problem is to determine the location and size for a new pair of shafts, and the distribution of air between the new and old shafts so that the combined cost of shaft construction and ventilation power is minimized. The shaft length or depth corresponds to the height of overburden at any shaft location. To simplify the problem, the shaft locations will be limited to the line along the main or submain entries, and the connection entries at the shaft bottom neglected. In order to calculate the ventilation-power cost, the air power of the system should be determined. This in turn requires the calculations of the air quantity and pressure of each fan in the network, satisfying Kirchhoff's laws and Atkinson equation. After obtaining the air power, the cost calculation is straightforward. In the following, we shall assume that the resistances of all airways, and the quantity for each mining section, which is controlled by adjusting the air regulator, are all known. The resistances for the shafts are determined from the estimated friction factors, and shaft dimensions and lengths. Furthermore, it will be assumed that the fans can be selected to meet the duties called for by any network solutions.

Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). Cost-effective underground mine configurations have been designed in highly fractured rock masses where the stone possesses a high material strength. A limestone mine in the eastern United States is used to demonstrate procedures for the geotechnical design of one such operation. The mine discussed is located in both limbs and the axis of a recumbent fold that fractured the rock mass. In a highly fractured rock mass, where the host rock has high strength, a design can be developed to alleviate intact rock failure. This is possible because in most cases as the stress levels needed for intact failures are approached, the stresses are quickly dissipated due to movement along discontinuities, which represent planes of weakness. As a result most underground failures in highly fractured rock are due to sliding or toppling. Even when intact rock fails in a highly fractured rock mass, it is the movement along an existing joint or other weakness plane that often initiates or causes this failure. It is therefore important to obtain the characteristics of weakness planes that are the discontinuities within the mass. The required information on weakness planes, geology, and strength of materials is discussed and recommendations for obtaining this information are presented. A discussion is provided on failure modes and the use of developed information for their evaluation. The impact on geotechnical design is demonstrated through pillar sizing procedures; however, this approach can also be applied to mine roof and pillar foundations.

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

In 1991, LTV Steel Mining decided to close an open-pit taconite mine in northeastern Minnesota using a passive-treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. More than 50 Aft (55 million st) of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages. Before the closure, the annual median concentrations ranged from 1.5 to 50 mg/L. Copper, cobalt and zinc are also present but they are generally less than 5% of the nickel values. Median pH levels range from 5 to 7.5, but most of the stockpile drainages have pH levels greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential that a stockpile had to produce acid drainage, the lower the permeability of the capping material required Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to more than 90% for the plastic liner. Five constructed wetlands have been installed since 1992. They have removed 60% to 90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Because mine-drainage problems can continue for more than 100 years, the lower annual operating costs should pay for the construction of the wetland-treatment systems within seven years.

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. The Extent of Government Involvement In 1982 national governments in the Non-Socialist world owned at least some equity share in an estimated 49 percent of the bauxite mining capacity located in their own countries.* By comparison, as Figure 1 shows, in the same year governments owned at least part of an estimated 33 per cent of primary aluminium smelting capacity. In other industries, national, or state governments in 1982 held at least part ownership of mining capacity in 42 per cent in the copper industry, 34 per cent in the tin industry, 23 per cent of the zinc industry, 15 per cent of the lead industry and 11 per cent in the nickel industry. Thus while within the aluminium industry attention has focussed on the share of government ownership in the primary aluminium sector, national government involvement through ownership is larger in the bauxite sector. Moreover, ownership by government is more widespread in the mining of bauxite than in the mining of all other principal non-ferrous base metals. Yet while the equity participation of governments in the bauxite sector is widespread, it is but one of many forms of government involvement. In addition to direct ownership or equity participation domestic government involvement has taken the form of legislation to protect the environment, controls on the level of production, insistence on the export of ore, pressure to maintain levels of employment, controls on the type of fuel used, foreign exchange *Capacity which is owned in whole or in part is included within the state sector, but capacity in one country which is owned by a wholly or partly owned government company in another company is not included in the state sector; e.g. the capacity of the Trombetas mine is included in the state sector but the capacity of Delphi bauxite would not be included.

CANMET has developed a simple yet very effective tracer gas method to test the efficiency of stench gas emergency warning systems which can easily be performed by mine personnel. This test method uses sulphur hexafluoride (SF,) as a surrogate for such stench gases as ethyl mercaptan. The test has many advantages: it is non-disruptive to production because SF, is odourless, colourless; it is safe to use as it is inert and only a small volume, insufficient to reduce oxygen levels, is necessary to dope the air with a measurable concentration; and most importantly it provides definitive results to assess the adequacy of the warning system. Specific findings of these tests have included, over doping sections of the mine and subsequent production loss due to sickness, the warning being ignored, the injection period being too short, excessive dispersion, and inadequate notification times. The simple test protocol involves releasing a known volume of the SF, under similar circumstances to those of the stench gas, and then sampling for its presence downstream. These samples are collected in air-tight syringes which are then analyzed in a laboratory with a gas chromatograph. By direct proportion, between the size of the stench and tracer gas releases, it is possible to convert the SF, concentration into equivalent stench gas concentrations profiles. From these, it is possible to define, the initial arrival time of the gas, the time it takes to reach a "target" notification concentration, whether the gas peak will exceed TWAEV, STEV and CEV exposure limits, and the duration of the peak above these levels. Since 1993, this test protocol has been employed a total of eight times on four different Canadian mine properties and the results are being used to optimize the stench gas release system with respect to volume of gas used, duration of injection, and number of injection locations.

SCOTT COULTER: Our second speaker today is Brian Flintoff. Brian graduated from the University of Alberta in 1973 with a master's of science degree and worked as a project metallurgist at Brenda Mines until 1977. He returned to the University of Alberta in late 1977 to work on his Ph.D. and later joined the faculty of engineering in 1980, leaving in 1988 to rejoin Brenda in the newly formed process technology division. In 1998 he left Svedala-Brenda to take a position with Simons International's newly formed enterprise development services group. His topic today is "People: Reduce, Reuse, and Recycle." INTRODUCTION BRIAN FLINTOFF: Historically, the mining industry has relied on the people within a corporation to get things done. The culture of most companies was one of a slow but sure development of people, processes, equipment, and technology. Many of the larger companies supported in-house engineering and research organizations. However, the metal market pressures of the 1980s and the emergence of the global economy in the late '80s and early '90s put enormous financial pressures on the industry. As the old adage says, "necessity is the mother of invention," and the mining industry, like many others, has undergone a transformation. A cornerstone element of the transformation was the downsizing (or right-sizing) that was calculated to "trim the fat" from the capital and operating budgets. The goal was and is to find the highest sustainable operating profit.' While I'm sure one can find examples of losers (e.g., those who can be classified as suffering from corporate anorexia or institutional Alzheimer's) in such business reengineering efforts, there is little doubt that, on the whole, the transformation has been successful. The reality that now faces mill management is "How to do more with less?" At the risk of oversimplifying, one can look at this on two levels:

When ore bodies are faulted or mill feed turns refractory, mining managers and engineers act vigorously to convert imminent failure into eventual success. The recent proliferation of onerous "environmental" regulations and restraints is likewise a threat to successful mining enterprise, in some ways more insidious and dangerous than the problems presented by natural obstacles. The regulatory burden has become so heavy that a pall of pessimism covers much of the mining enterprise. In this paper we frankly recommend a Pollyanna approach, making not just "the best of it" but directing the whole environmental process: first, to improve our planning, engineering, and operating procedures; and, second, to demonstrate the need for modification of laws and regulations which are intolerably burden-some to both the mining industry and the public. It is customary for government officials and environmentalists to point out how great are the new environmental regulations and how successfully these have improved the natural environment in particular and the quality of life in general.

1984 saw the 30th anniversary of a momentous event in Soviet geology-the discovery of kimberlites in Siberia, an event that vaulted the Soviet Union to second rank among the world's producers of both gem and industrial diamonds. There are many legends associated with this story, legends about those who predicted the discovery and those who achieved it in the field. The story told here unfolded during the field campaigns of the 1940s through 1960s, as witnessed by the authors and their companies of an earlier generation. This story illustrates science, chance, and human emotions at work, resulting in a blend of conviction, courage, bureaucratic sniping, and competition for glory. At the same time, it is an illustration of the workings of the Soviet exploration system. In a broader sense, it is the realization of the Russian image-boundless natural wealth, indomitable ingenuity, and the rigid political economic system that permeates the Russian landscape as well as the people. Most accounts of the Siberian diamond saga begin with statements such as, "This discovery confirmed the predictions of...", or "It was a result of predictions of one of the greatest Soviet geologists, Academician V.S. Sobelov...". These are only part of the truth. It had become apparent even in the 1930s that the Siberian Platform contained one of the Earth's greatest Basaltic provinces, described in a monograph by Sobolev...; and at the end of the thirties, G.G. Moor of the Institute of Arctic Geology found alnoites, similar in many ways to kimberlites. At the same time, the famous polar geologist, N.N. Urvantsev found other kimberlite like rocks in the southern Taymir Peninsula, adjacent to the Siberian Platform. In publications describing these rocks, Moor and Urvantsev mentioned for the first time the possibility of finding diamondiferous kimberlites similar to those in South Africa. Unfortunately, Urvantsev spent little time in the field between terms in concentration camps. Moor was considered by his superiors to be no more than a good descriptive petrographer; they suggested to him that his conclusions should be backed up by more highly regarded specialists. Thereupon, Moor asked Sobolev to coauthor a paper with him and this became the widely quoted prediction about diamonds in Siberia. Another early paper should also be mentioned, an unpublished paper found by M.I. Rabkin in the geological archives of the Norilsk Metallurgical Plant, written by Yu. M. Sheinmann when he worked in the concentration camp there in the late forties. This report placed the probable location of yet-to-be-discovered kimberlites within less than 100 km of their correct location.

On-line analyzers have made possible the use of fuzzy logic control (FLC) for local control applications in coal preparation plants. This includes FLC of heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be developed using statistical process control (SPC) techniques that are first applied offline in manual mode through the use of control charts. This process is then brought on line using FLC in conjunction with an on-line analyzer to automate the circuit. The advent of programmable logic controllers into preparation plants has enabled the implementation of regulatory control. As shown in Fig. 1, regulatory control is the first level of process control as applied in a processing facility. This involves: ? The logic sequences for start-up and shutdown procedures and all the necessary interlocks for safety purposes. ? The systems to control individual parameters and individual units. Various sensors provide information that is useful to plant operators, while some can be used as signals to simple control loops (Couch, 1996). This is the foundation of process control. It must be performed well if there is to be any success in supervisory control (level 2). Supervisory control involves overseeing and directing the operation of unit operations, or of the whole plant. This includes more complex loops with cascade control. And it may involve feed forward and feedback systems. There have been some applications of this kind of control to thickeners and flotation circuits in coal preparation plants. In addition, there are supervisory controls on some dense medium circuits and, in a few cases, on jigs. These are implemented with proportional integral- derivative (PID) controllers that are available in the PLC or distributed control system (DCS) operating soft ware. In a coal preparation plant, there might exist 200 to 400 PID loops. In a coal-pro¬cessing plant, this number is increased to 2,000 loops or more. It is important to use the correct algorithm or function to control a process variable to the point where automatic control shows a markedly decreased variability over manual mode. This is where fuzzy logic and neural networks have an advantage over traditional model-based expert systems. Because dynamic models of coal preparation unit operations do not exist, model-based expert systems that are prevalent in minerals processing cannot work. Not enough is known about the dynamics of the gravity separation processes employed in coal preparation. Therefore, an artificial intelligence (AI) system consisting of a subset of fuzzy logic, genetic algorithms and neural networks must be applied in coal preparation plants if a supervisory control system is to be successful across a range of feed characteristics and variable set points.

Introduction Project scheduling . . . . • What is it? • Why is it done? • Who does it? • How is it done? • When is it done? These are some of the questions that will be addressed in this paper. It is intended that by exploring these questions, an understanding of project scheduling, its purpose and benefits can be achieved. The purpose of this article is not to describe in detail "how to schedule", but rather to give an overview of the scheduling function on a project. A successful scheduling effort is dependent upon the people responsible for developing, implementing, and monitoring the schedule, and the tools and procedures that are used. These three elements are integral components of project scheduling. What is it? A schedule is the integration of network relationships, resource constraints and the calendar. The schedule identifies when the activities "will" be done, while the network states when they "must" be done. Networking techniques are the most widely accepted scheduling tool for complex projects. The benefit of the network is the simplicity in illustrating, presenting and analyzing the dependency relationships of a project. The logic network is the foundation of the schedule. When calendar dates are applied to the logic network, it becomes a schedule which provides the basis for evaluation of project status, forecasting the occurrence of events and controlling the project. The sequence of activities that requires the longest time to complete determines the overall duration of the schedule. This longest sequence of activities is called the "critical path". The "critical path method" (CPM) is used to describe this particular schedule network methodology. The two common conventions of CPM networks are the "arrow diagram met hod" (ADM) and the "precedence diagram method" (PIM). There are arguments in favor of each of these two methods, and usually the one that is used is a matter of personal preference, project directive or corporate procedure.

This paper presents an analysis of the effects of topography on static and dynamic ground movements and severity of damage inflicted on surface structures. A typical site containing varying topographical features (i.e., mountains, hillsides, valleys, and flat bottom land) representing the northern Appalachin region was chosen for the study. Typical subsidence monitoring techniques were employed. Frequent measurements were made as the face advanced.

Microcomputers have rapidly evolved to the level at which they can perform almost all of the computational tasks required for exploration, evaluation and exploitation of mineral deposits. The present capabilities of microcomputers are reviewed by examining their use on typical projects from the initial capture of exploration data to the subsequent technical and financial evaluation by microcomputer. Emphasis is placed on the need for compatible software and on the importance of a consistent hardware acquisition policy.

London Underground Limited are currently constructing an extension of the Jubilee Line. The approximately 16-km long Jubilee Line Extension Project connects the existing Green Park Underground Station with the Canary Wharf area and Greenwich. Being a part of the project, the London Bridge Station (Contract 104) was built using a combination of the New Austrian Tunneling Method (NATM) with Compensation Grouting. NATM was successfully applied in softground and urban areas under restrictive requirements regarding settlement limitation. Information on the flexibility of the method and the influence of Compensation Grouting on ground and tunnels are given.
