This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

The discrete Gaussian model is a very popular change-of-support model for estimating block grade distributions. It is designed for a stationary random function Z(x) that is regarded as the transform of a stationary random function Y(x) with Gaussian marginal. It is based on an assumption that is not fully true and thus constitutes an approximation to the exact solution. We examine the effect of this approximation on the modelling of the marginal distribution of block values of a lognormal random function. The initial discrete Gaussian model and a variant of that model are considered.

Knowledge of the physical and chemical properties as well as the behaviour of the mould fluxes during melting, important in order to improve continuous casting operations. Lubrication and control of heat transfer in the mould are the more relevant functions of these materials. Values of physical properties like viscosity and surface tension at melting range temperatures are required, as much as the thermal behaviour under process conditions. The heat extraction from the liquid steel has an important effect in the final quality of products. Mould fluxes are constituted by different oxides, and may form glasses and crystal phases during cooling. The solidification rate and the chemical composition determine the proportion, type and crystalline morphology, which are responsible of the thermal transfer processes. In this paper, viscosity values are reported in the melting range temperatures calculated by means of the Riboud model and compared with fluidity results obtained by the inclined plane technique. Also the linear expansion of the mould fluxes at high temperatures was determined by dilatometry. The crystallization in two different fluxes was determined by DTA tests and correlated with the basicity index. Crystal phases were evaluated by scanning electronic microscopy on quenched samples at 1300°C. This information is relevant to increase the knowledge on the peritectic steel grades casting process in order to improve its quality. This article deals with an investigation into the specification and use of appropriate seating systems to reduce whole-body vibration (WBV) exposure in typical vehicles used in the SA mining industry. The EU Directive EU/44/2002 to be legislated in 2005 in European countries, provides legal and economic motivation for this project. The criteria for seat selection can be condensed to the requirements in the directive, which mandates an action level of 0.5 m/s2and a vibration exposure limit of 1.15 m/s2 for an equivalent 8-hour daily exposure period. As part of this study six suspension seats, which the manufacturers claim satisfy the requirements in ISO 70966, were tested to determine the most suitable seat for an articulated dump truck. Six test subjects, three ?light? and three ?heavy? as specified in ISO 70966, were used to estimate the seat transmissibility functions in the vertical direction of the six different suspension seats. Transmissibility functions were measured in the laboratory with two excitation levels of 1 m/s2 and 2 m/s2 r.m.s. in the 0.5?30 Hz frequency range, as well as one spectrum approximating the EM5 spectral class. SEAT values were calculated for road vibration data measured on a typical articulated dump truck. A set of seat selection guidelines that can be followed by vehicle manufacturers and suppliers, procurement officers and and the technical staff on a mine is proposed in this article. It is recommended that additional studies of the use and operating conditions of seating systems in the SA industry, as well as an epidemiological survey be commissioned to gather additional information on this subject. "Kell is a hydrometallurgical treatment option for the recovery of platinum group metals (PGMs), gold, silver, and base metals from flotation concentrates to refined products on site. The process is cyanidefree, while eliminating emissions of sulphur dioxide, arsenic trioxide, and other toxic species often emitted by smelters and roasters. Kell has been tested on a range of concentrates, including PGMs (UG2, Merensky, Platreef, Great Dyke, Great Lakes, Lake Superior and others), refractory gold-silver, coppergold, and polymetallic concentrates. High extraction efficiencies (>95%) are achieved for value metals (Pt, Pd, Rh, Au, Ag, Ni, Cu, Co) and secondary metals (Sb, Zn, Pb, and others). Studies comparing Kell with smelter-refining show economic benefits: capex 18–33% of smelting; opex 51–66%; electricity consumption 13–46%; and environmental benefits: greenhouse gas emissions 57–61% of smelting, acidification 5–27%, human toxicity 37–62%, and freshwater ecotoxicity 43–55% of smelting. Synergies for Kell plants alongside smelter-refineries include utilization of recovered acid from sulphur abatement systems and excess capacity in precious metal refineries. Kell is unconstrained by concentrate grade and impurities, allowing the co-location of Kell plants for treatment of non-smeltable concentrates alongside existing smelters.Kell has been demonstrated in a nine-week integrated pilot campaign at 1:1000 scale, supporting a bankable feasibility study for a 110 000 t/a plant treating a UG2-Merensky concentrate at Pilanesberg Platinum Mine (PPM), owned by Sedibelo Platinum Ltd, which has along with South African Industrial Development Corporation (IDC), invested in Kell. Zimbabwean Mining Development Corporation (ZMDC) has signed a Memorandum of Agreement (MOA) with KellTech for a centralized PGM concentrate processing plant."

The use of water-cooled copper components as sidewall elements of submerged arc furnaces and other pyrometallurgical applications has become increasingly common. The high cooling efficiency of copper has made it possible to increase the service life of furnace refractories when compared to conventional refractory linings. However, even the self-healing effect of ?freezing? worn areas of the lining does not necessarily protect the copper coolers against wear or corrosion completely. In order to avoid furnace explosions, various methods have been used to monitor the wear of coolers. Unfortunately, these have not been able consistently to identify localized wear. Thos Begbie (South African) and SAVEWAY (German) jointly developed technology to embed a line sensor into the copper cooler during the casting process. This system allows an exhaustive monitoring of the copper cooler. A SAVELINE sensor is placed inside the copper-cooling panel between the water-cooling passage and the hot face of the panel. The sensor follows the meandering shape of the cooling water channels. In the first instance, the sensor provides analogue information as the thickness of the copper reduces. Secondly, this wear signal will be confirmed by a signal of interruption if the sensor is washed away. Because of the structure of the sensor, a self-diagnosis is possible and indications can be confirmed (double proofed).Subsequent to the manufacture of some test pieces, coolers for a large submerged arc furnace were manufactured. The sensorized coolers have been installed at the intermittent surface (slag line) where the largest amount of corrosion has been encountered. The system has been operating since December 2005 in what is considered one of the largest submerged arc furnaces in South Africa. "An ideal procedure to determine the limits of flotation-based separation, as is the case with washability analysis for density separation, does not exist. Therefore, a procedure called release analysis, considered to be the counterpart of the washability process in density separation, was developed to evaluate the flotation characteristics of coal fines. Since flotation is a complex process it is necessary to know the maximum recoverable yield that could be achieved at a target ash level and what could be obtained by release analysis. Due to a number of limitations in the initial procedures, modifications were recommended by various researchers to generate an optimum separation curve. This paper presents a review of, and a discussion on, the chronological evolution of release analysis methodology over the decades. Notwithstanding the availability of a standardized release analysis procedure, such as BS 7530, the paper highlights the critical parameters involved in the procedures, such as coal type, feed characteristics, choice of reagents and dosage, operator bias, and design features of the flotation cell IntroductionCoal is a heterogeneous substance consisting of various combustible constituents (macerals) and associated mineral matter. The kind and abundance of the various macerals present in the coal, such as vitrinite, semivitrinite, exinite, and inertinite, determine the type of coal. As macerals are formed by biological degradation of different parts of the plant material, they have different properties based on their original composition. Coal cleaning processes are dependent on the differences in physical properties between the coal components (the macerals) and also between the macerals and the mineral matter. Thus the cleaning characteristics of the coal might vary from one type to the next. The cleaning processes influence the distribution and the concentration of macerals in the various size and density fractions of the cleaned product."

High temperature creep resistant alloys are used in power plants as steam pipes and headers where they have to withstand super heated steam temperatures of up to 600ºC for the lifetime of the plant. Frequently certain portions of pipes may be subjected to excessive temperatures and consequently suffer from creep damage. Damaged portions then have to be replaced by welding new steel to the service exposed steel. Such welds will have to be subjected to a post weld heat treatment (PWHT) to relieve residual stress. During such a PWHT it is then possible for the steel to crack in the heat affected zone (HAZ) by what is known as Reheat Cracking (RHC), also known as stress relief cracking. For the present purpose the RHC susceptibility of service exposed steel was compared with that of new steel by reproducing the temperature cycle to which the HAZ will be subjected during welding in a weld simulator. This was followed by PWHT where the influence of residual stress was studied by applying a constant stress to such a weld-simulated specimen in a creep testing machine. A sharp spiral was machined along the length of the cylindrical specimen to simulate the presence of a possible weld defect. In this way it is possible to subject all portions of the simulated HAZ to the same stress intensity. For the purpose of the investigation 1/2Cr-1/2Mo-1/4V steel known to be susceptible to RHC was chosen. During testing a constant tensile stress was maintained while the temperature was increased to follow the thermal cycle prescribed for PWHT. It was found that the new steel in all instances failed by RHC along the grain boundaries in the high temperature heat affected zone. In the case of the service exposed steel the creep strength of parent metal was lower than that of new steel as a result of exposure to a steam temperature of 540°C for about 15 years. Consequently, all of the failures during testing occurred in a ductile manner by necking outside the HAZ rather than by RHC. When service exposed steel is welded to new material, it is expected that the creep strain associated with stress relaxation will mostly be concentrated in the parent steel outside the HAZ. Accordingly, it should probably not be necessary to make any extra allowance for reheat cracking during repair of steam pipes manufactured from 1/2Cr-1/2Mo-1/4V steel other than that applicable for welding new steel.

Alloys used at high temperature must resist both creep and corrosion. Design for corrosion resistance is based on the formation of a slow-growing, protective oxide scale by selective oxidation of an appropriate alloy component, usually chromium or aluminium. A successful scale will exclude other corrodents, notably carbon, which can otherwise cause extremely rapid corrosion at high temperatures. Selective oxidation of an alloy component necessarily lowers the concentration of that metal in the alloy subsurface region. Under thermal cycling conditions, mechanical damage to the scale leads to renewed oxide growth and accelerated alloy depletion. Eventually, a point is reached where diffusion of a corrodent into the alloy becomes competitive with the outward diffusion of alloy metal to repair the protective scale. Two examples of alloy failure by carbon attack are considered. In the steam cracking (pyrolysis) process, centrifugally cast tubes of heat-resisting alloy are exposed to a gas stream of hydrocarbon and steam, at a carbon activity of unity. Formation and repair of the surface chromia scale causes alloy depletion, Kirkendall void formation, and subsequent internal precipitation of chromium-rich carbides. Their formation makes chromia scale formation much more difficult, and generates internal stress. Eventually, the tubes fail by creep rupture. In other processes (e.g. steam reforming, heat treatment), synthesis gases are supersaturated with carbon at intermediate temperatures. Once the alloy's protective scale is breached, carbon attacks the depleted substrate. In the case of ferritic alloys, it forms a surface scale of Fe3C. As this scale thickens, the supersaturated carbon precipitates as graphite within its outer regions. The resulting volume expansion causes disintegration of the cementite in a process known as metal dusting. In the case of austenitic alloys, no metal carbide is formed. Instead, carbon dissolves in the depleted metal to diffuse inward and precipitate as graphite within the metal matrix. Again, volume expansion causes disintegration of the alloy, and metal dusting results. Dusting occurs at an extraordinarily rapid rate, and leads to failure by section loss or even penetration.

In open pit mine planning and design, push back mine sequencing is widely used for long-term production planning. In push back design, a series of nested pits is generated and then considered as possible push backs with regard to the minimum push back width requirements. These nested pits are produced by parameterizing on one economic parameter like commodity price, mining or processing cost, stripping ratio, etc. The most important characterization of these push backs is that the innermost push back has the highest value per ton, the second innermost push back has the second highest value per ton, and so on. These nested pits are generated based on the best estimates of grade within a representation of the orebody in a three-dimensional matrix form. Therefore, the inherent uncertainty associated with reserve estimation (for our discussion, grade uncertainty) is not taken into account when push backs are designed. These methods do not attempt to establish which part of the deposit is likely to be worth most. This paper introduces a new algorithm that incorporates ore grade uncertainty during the pushback design process. The suggested strategy tries to seek to schedule risky blocks later in the extraction sequence. Keywords: open pit mine, push back, ore grade uncertainty.

Navachab Mine experiences difficulties with pit wall stability in certain areas of the mine. The main reason for the instability is the fact that the geology comprises many joints and faults. Blasting, without impacting negatively on the stability of the pit walls, poses a major challenge. The mine has installed a technologically advanced seismic monitoring system with monitoring sensors positioned at various locations and depths throughout the pit. The electronic data recording system records all relevant information on a continuous basis with early warning signals in cases of potential danger. From the information recorded by this micro-seismic system it was established that the energy release into the high-wall is predominantly influenced by the mining rate, water content and mining tempo and to a lesser extent by the blasting operations. To limit the negative effects of blast vibrations, the use of Electronic Delay Detonators (EDDs) was introduced. The optimal delays were determined through signature trace analysis. The vibrations obtained during blasts initiated by means of electronic delay detonators were monitored and compared to those traditionally obtained when standard pyrotechnic delay detonators had been used. The measured vibration data indicated an improvement of 25% to 100% drop in vibration amplitude compared. The accuracy and programmability of EDDs presented huge potential for blast optimization in terms of limiting the vibrations without compromising fragmentation. The whole project was conducted over a twelve week period with some 4000 EDDs. The average size of a blast was in the order of 350 holes using about 40kg explosives per hole, which equates to 14,000 kg explosives over 12 different blasts. The paper deals in detail with the blast optimization process with regard to: - determining the rock response time; - establishing the signature traces; - analyzing the wave interference patterns; - predicting the direction of constructive and destructive wave interferences; - optimizing of the inter-hole and inter-row delay periods; - measuring the ground vibrations. The results obtained during electronic blasting are compared to those obtained during pyrotechnic blasting. Comparisons are being made with regard to the following: - ground vibration measurements; - pit wall stability measurements; - blast safety.

TEMCO has been producing manganese ferroalloys in submerged arc electric furnaces for over 40 years. The furnace linings all along have been of conventional insulation type until 2001 when a freeze lining of UCAR concept was installed for a 20 MW Furnace. Continuous improvement of furnace lining performance has been a key component in improving the business competitiveness of TEMCO. The expected minimum campaign life of the freeze lining is fifteen years as compared to the ten years of the conventional linings. The success of the freeze lining is very critical to the quanta and direction of heat flow through the lining that control the freeze protection. Under freeze protection can lead to reduced lining life and over freeze protection, on the other hand, can lead to operating difficulties and loss of smelting efficiency. It was, therefore, necessary to develop a computer based system to monitor and control the freeze protection. The computer based monitoring and control system uses the basic principles of heat transfer, activeX object and heat flux from dual thermocouples and that is reviewed.

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand. This report compares the compressed air driven rocker shovel to the newly developed Warthog Non-throw development end loader. The two machines were compared on aspects such as safety, loading potential, energy efficiency and costs. The objectives of the comparison were to determine whether or not the replacement of the rocker shovel with the Warthog will be operationally and financially justifiable. The results from this study were obtained from underground observations and time studies on the machines, as well as consultations and data collection at the shaft and suppliers. This paper compares only the Warthog loader to the Trident 215 rocker shovel used at Anglo Platinum?s Brakspruit shaft and does not compare the other models of rocker shovels, which are fundamentally the same but will have different loading potentials and specifications. Cleaning times for the rocker shovel are based on underground observations at Brakspruit shaft. These times can be influenced by factors such as blasting practices, compressed air pressure and operator experience and skill. For this reason the times will most likely vary at different shafts. The Warthog cleaning times are based on manufacturer specifications and results from trial stages and therefore further work is required to confirm cleaning times achieved.

Zincite and spinel phases are present in the complex slag systems encountered in zinc/lead sintering and zinc smelting processes. These phases form extensive solid solutions and are stable over a wide range of compositions, temperatures and oxygen partial pressures. Accurate information on the stability of these phases is required in order to develop thermodynamic models of these slag systems. Phase equilibria in the Fe-Zn-O system have been experimentally studied for a range of conditions, between 900 and 1580°C and oxygen partial pressures (pO2) between air and metallic iron saturation, using equilibration and quenching techniques. The compositions of the phases were measured using Electron Probe X-ray Microanalysis (EPMA). The ferrous and ferric bulk iron concentrations were determined using a specially developed wet-chemical analysis procedure based on the use of ammonium metavanadate. XRD was used to confirm phase identification. A procedure was developed to overcome the problems associated with evaporation of zinc at lowpO2s and to ensure the achievement of equilibria. An isothermal section of the system FeO-Fe2O3-ZnO at high ZnO concentrations at 1200°C was constructed. The maximum solubilities of iron and zinc in zincite and spinel phases in equilibrium were determined at pO2=1*10-6atm at 1200and 1300°C. The morphology of the zincite crystals sharply changes in air between 1200 and 1300°C from rounded to plate-like. This is shown to be associated with significant increase in total iron concentration, the additional iron being principally in the form of ferric iron. Calculations performed by Fact Sage with a thermodynamically optimized database have been compared with the experimental results. The leaching behaviour of nickel?copper matte in an acidic?copper sulphate solution during the repulping stage at Impala Platinum Refineries has been studied. The base metal recovery process consists of a matte repulping stage prior to a series of pressure leach stages. Therefore, the repulping stage is basically an atmospheric leach stage in which the matte containing mostly Niand Cu is leached in copper-spent electrolyte from the tank house, resulting in dissolution of nickel and precipitation of almost all the copper. To understand the nature of the leaching process during this stage of the operation, the effects of temperature stirring rate and matte particle size on the rate and extent of base metal dissolution and copper rejection from the solution have been investigated. The leaching mechanism of the matte in the investigated system is alsoproposed.

The choice of which mining method to use at many large surface coal mines is often dicated by what machinery is available or what experience the mine management can offer. One of the most significant surface coal mines in Turkey is owned and operated by the Turkish National Coal Board, located to the west of the city of Kütahya. The Seyitömer Lignite Enterprise (SLE) extracts low quality coal, the majority of which is supplied to an adjacent power station. The coal seems at SLE contain bands of ash which under normal mining conditions are extracted with the coal. This increases the ash content of the run of mine coal and results in lower efficiency at the power station and financial penalties for SLE. In this paper, therefore, selection of the best possible equipment and production method was identified to achieve high selective mining at SLE. The research found that two different high selective mining methods were suitable for selective excavation of the B3 seam, which were hydraulic excavator and truck and surface miner and truck combinations. It was also found that high selective excavation could provide the desired coal quality at 52% lower costs when the whole process (excavation, transportation, processing, etc.) was considered.
