Project evaluation is completed through individual studies covering technical and financial aspects of the mine to market. These studies are completed at various levels of detail depending on where the project evaluation is in the project's life cycle. The competency of the studies varies in relation to the quality of data, level of the skills employed, control, management and reporting structure. The focus of this paper is managing elements of the study, looking at the cost of opportunity to influence the project, against the value added. Selection of the study manager and study teams is central to getting an integrated project evaluation addressing the correct issues completed on time. Retention of key personnel can reduce rework which, in turn, can reduce time and cost impacts. It is important to have a work breakdown structure at the outset so that the study teams have a common numbering and naming system that will integrate areas, equipment, budgets estimates and accounts. Having set up the evaluation groups and provided training in the study procedures, understanding the scope and schedule are vital elements in producing a project evaluation that addresses the opportunities and the risks of the final project. Arriving at an accurate capital budget requires integration of the research controlled through common systems. Project evaluation process must also address how the project is to be delivered.

The use of pebbles as the medium in the grinding of quartz gravel in a laboratory mil provided experimental data that were used to quantify the relationships between the feed rate of ore to the mil, the fineness of grind of the product, and the wear rate and consumption of the grinding medium. Fineness of grind is expressed as the inverse of the harmonic mean size, a quantity that is calculated from data obtained by sieve analyses. The commonly used criterion for fineness of grind (the percentage of material smaller than 75 µm in the mil product) is shown to corelate approximately linearly with the inverse of the harmonic mean size. An increase in the feed rate was found to cause the harmonic mean size of the product to increase linearly, Le. the relationship previously found for metalic grinding media is applicable to al grinding media, irespective of shape or composition. Simple expressions for the consumption and wear rate of pebbles are derived from the experimental data, and are shown to be functions of the feed rate. The expression for wear rate is a monotonicaly increasing function, while that for consumption is a hyperbolicaly decreasing function of the feed rate. In contrast, a linear relationship was found between the rate of wear of the grinding medium and the rate production of fines. The expressions that were previously developed in relation to the use of metalic grinding media are shown to be equally applicable to pebble milling.

The locations of potential reserves of chromite ores throughout the world are discussed. Reference is made to the marked changes in international trade in chromite ores during the past ten to fifteen years, and to the change in locality of the production of ferochromium aloys, which is curently largely carried out in the country of origin of the ores. The influence of these changes has been very profound in South Africa, which has the largest smelting capacity and the largest production of ferochromium aloys in the world. A proportion of South African ore is stil exported to meet the demands for the production of chromium chemicals and refractories, including a large tonnage of foundry sands. Ferochromium smelters in South Africa have a capacity of virtualy 1 Mt of aloy per annum. Nearly al this development has taken place since the introduction of the argon-oxygen decarburization (A.O.D.) process for the smelting of stainless steels. Formerly, expensive Iow-carbon ferochromium aloys were required as raw materials, but the AO.D. process, which is being used world wide, permits the use of high-carbon ferrochromium, the main product of the smelters in this country. The production in South Africa of chromium-containing corrosion- and heat-resistant steels is stil on a relatively smal scale, but serious atention is being paid to the exploitation of low-carbon weldable feritic chromium steel.

Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail. The strategic mission of the South African mining industry is to extract the mineral assets in an energy efficient, economical and safe manner. Drilling has received particular attention in the last few years. As the operations move away from the power source, conventional and old drilling technology result in poor penetration rates, increased drilling shift lengths, slow face advances and limited stope efficiencies. The need for an alternate mining method, performed by a skilled workforce, to increase productivity, has led to the development of the electric rock drilling system for in-stope mining operations. The focus of this paper is a systematic evaluation of the electric rock drilling system as a function of production and technical parameters, in the platinum orebody. The particular electrical reticulation system is illustrated. Power usage, problems experienced, and solutions are described. The safe use of the recently developed drill is elaborated upon by describing protection devices. The testing and certification process, for approval by the recognized authorities, are documented. Known detrimental factors of high noise exposure, vibrations levels and oil emissions are reviewed. In conclusion, recommendations on future strategies for the implementation of electric drilling technology within the mining and construction industries, is included.

Austenitic manganese-steel castings are very widely used in crushing and grinding in the' gold-mining industry in South Africa, The service life of a casting in a short-head crusher is difficult to predict because there are no clear-cut criteria by which such a judgement can be made, The addition of molybdenum and zirconium to the castings for crushers failed to result in improved performance, The results of extensive tests with through-hardened steel castings were very disappointing, mainly because of a design factor in the bowl liner. The design of the bowl liner is an important determinant of the life and performance of these castings. The extent to which the material in a crusher is reduced in size has profound effects on the consumption of metal and power, and on the effective life of a casting. Tests on manganese-steel castings in an 8 ft by 12 ft rod mill provided data on the total consumption of metal, and on the variations in the pattern and rates of wear of liners over lengthy periods. Progressive changes in the wear profiles of the lifter bars and the other liner components showed unexpected features. There are clear indications that, whereas a set of lifter bars will at first lift the charge strongly with relatively little slippage, there is a later period characterized by more slippage and greater wear on all the liner components.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

An evaluation was made of the wear and performance characteristics of liter bars, and the cost-life effectiveness of backing materials for rotary-mil liners. In a large run-of-mine mil in which the liter bars were mounted on grid liners of austenitic manganese steel (AMS), the liners had an average life that was five to six times that of equivalent unprotected liners. For a single mil, this is equivalent to annual savings in the cost of materials of up to R320 000, and to a downtime of 100 hours. Of the five materials tested in a large pebble mil grinding quartzitic ore, AMS grids and 'white iron' blocks performed best on a cost-life basis, with possibly improved performance from a real white cast iron. (The 'white iron' was shown by microstructural analysis to contain flake raphite and pearlite, being in reality a grey cast iron.) The high-chromium white iron had by far the longest predicted life, with mild steel a surprising second. Rubber was shown to last well in this type of mil. The wear rates of liners change during their lifetimes. The protective effect of liter bars was clearly illustrated by the reduction of over 40 per cent in the wear rates of the liners when the lifter bars were renewed to a height of 80 mm from a fully worn height of 35 mm.

The concepts involved in flotation research are discussed and aims are presented. Three different method. of investigation can be used, all of which are applied at the National Institute for Metallurgy (N.I.M.), and these are the empirical, trial and error method, the chemical engineering method, and the physicochemical approachs This paper is devoted to the last of these. Because of the complexity of the physicochemical interactions involved, the work has, to a large extent, been concentrated on only one aspect, viz. the interaction between the mineral surface and reagents in solution, which was considered of major importance in the understanding of the process. The aspects on which work has been done are the concentration of uranium, the reaction between salt minerals and fatty acids, mixed xanthate-cationic collector systems, and the reaction between sulphide minerals and thiol reagents. Selected problems from the first two of these are discussed in some detail and deal with the agglomeration flotation of uranium and the chemical control of the flotation process for phoscorite. A detailed discussion is also presented of the progress made in the understanding of the interaction between sulphide minerals and thiol reagents, which is of more general application. Finally, an indication is given of the future direction of physicochemical research at the N.I.M.

The paper will attempt to identify the threats, however obscure, that could confront the South African platinum industry. South Africa has the largest reserves of platinum group metals in the world, and is the largest producer of those metals. This situation is no different from that which existed in the gold sector fifty years ago. Since then South Africa?s share of world gold production has dwindled, and the gold mining industry has lost its dominance. Unlike gold, platinum has widespread use as an industrial commodity. Its investment value is a minor portion of its total value. It is therefore subject to different market forces. The sheer magnitude of the industry in South Africa obscures the fact that it is a wasting industry, and that South Africa exports almost all its production as a refined metal in the form of autocatalyst. Since Hotelling published his seminal work The economics of non-renewable resource in 1931,the science of mineral economics has developed exponentially. The paper will present a background of mineral economic theory and compare to this the development of the South African platinum industry. Of particular concern to a mineral exporting country is the question of mineral rent?its definition and employment. This will be the mail theme of the paper.

The optimal design of production phases and ultimate pit limit for an open pit mining operation may be generated using conventional or stochastic approaches. Unlike the conventional approach, the stochastic framework accounts for expected variability and uncertainty in metal content by considering a set of equally probable realizations (models) of the orebody. This paper evaluates the performance of a new stochastic network flow approach for the development of optimal phase design and ultimate pit limit using a gold deposit as the case study. The stochastic and conventional frameworks as considered here utilize the maximum flow and Lerchs-Grossman (LG) algorithms, respectively. The LG algorithm is restricted to considering an estimated (average-type) orebody model, while the stochastic maximum flow algorithm is developed to simultaneously use a set of simulated orebody realizations as an input. The case study demonstrates that, when compared to the conventional LG algorithm as used in the industry, the stochastic approach generates a 30 per cent increase in discounted cash flow, a 21 per cent larger ultimate pit limit, and about 7 per cent more metal, while it maintains a consistency in phase size.

If an orebody has been drilled to achieve some level of regulatory compliance, then a number of associated geological databases will exist, representing 10 000 to 100 000 m plus of core intervals. The databases usually contain data about assays, lithology, mineralisation and geophysical attributes. They will also include location information such as collar positions and downhole surveys. Obviously this data is collected by geologists for, predominantly, geologists and mining engineers. However, from a process design viewpoint process engineers usually ignore the geology where possible and rely on a small number of metallurgical test samples. Typically these test samples are sourced from convenient and available cores or from a small number of specially drilled metallurgical holes. One of the worst instances known to the author was the design of a SAG mill using only two SAG specific test results (one for each of the major ore types) while, geologically, the orebody was defined by more than 30 000 m of drilling. This paper sets out a philosophy to maximise the use of the geological data, both for process design and in preparation for the commissioning phase of projects. Geological data is used in the identification of preferred locations for metallurgical test samples, for checking the metallurgical validity of the geological ore-type definitions, where necessary developing new ore-type definitions (geometallurgical domains) and developing mathematical relationships for the estimation of important metallurgical factors across the geological database. If the estimation of factors (for example ore competence) is considered reliable enough then there is also the possibility of feeding calculated data back into the block modelling process to allow the generation of metallurgically relevant outputs in the mine plans.

The chemistry related to the adsorption of gold, uranium, and transition-metal ions onto algal biomass (activated carbon) is related to the genesis of the Witwatersrand. Detrital gold being washed into the early basin, together with cyanide generated in the atmosphere, would have solubilized as the stable aurocyanide complex, the necessary oxygen being produced from the photosynthesis of carbon dioxide by primitive algae. Pebble-type conglomerates, while providing for the free movement of solutions containing the vital nutrients for prolific algal growth, would have screened of the sunlight, which would otherwise have degraded any free cyanide in solution. With the subsequent decomposition of the algal deposits, it is surmised that carbon-rich layers having adsorptive properties similar to those of activated carbon formed in the conglomerates. Under these conditions, gold (silver) in solution would have been adsorbed selectively as the cyanide complex, together with uranium as the carbonate complex. Any transition-metal ions present would also have been adsorbed onto such a substrate. The subsequent burial and compression of the gold-rich conglomerate with temperatures rising to about 400DC would then have reduced the adsorbed gold to the metal in a single segregated gold-silver metal phase (95 to 99 per cent of the contained gold), while leaving behind a sulphide phase rich in iron, base metals, and arsenic and containing some gold and silver. The recrystalization of this later phase may explain the presence of the rather consistent contents of secondary pyrite in the Witwatersrand conglomerates. Similarly, uranium minerals, some rich in titanium and carbon, may also have formed. An adsorption model would explain the very consistent trends in the gold-to-silver ratios of individual reefs in the Witwatersrand, which suggest an extensive hydrothermal system approaching isothermal equilibrium. Also, as gold grades increase, so silver grades generally decrease, indicating the sequential displacement of silver by gold as classically obtained with activated carbon.

SYNOPSIS The phase equilibria, viscosities and sulphur capacities of titaniferous slags were determined in the composition range of CaO = 30 to 0 per cent, MgO = 0 to 30 per cent, SiO2 = 19.69 per cent, AI.O. = 13.12 per cent and TiO2 = 37.19 per cent. The phase equilibria were determined by high temperature microscopy, the viscosities were measured using a rotating outer cylinder viscometer and the sulphur capacities were evaluated from the results obtained by equilibrating the slag in a gas stream of CO, CO2 and SO2. The behaviour of these titaniferous slags under reducing conditions was examined. Possible use of the slags for aggregate, or slag-cement, and the possibility of extracting the TiO2 are discussed. These titaniferous magnetites occur as segregations in the gabbro body and the TiO2 is mainly present within the structure of other constituent minerals but also occurs in smaller amounts as ilmenite and ulvospinel. The vanadium is thought to be present in the iron oxide phase due to isomorphous replacement of the iron. Until very recently, it was feared that the high titania content of these titaniferous magnetites would militate against their value as useful iron ores. In the quest to reduce overall costs and improve operating efficiency, the application of GPS based technology in open pit mining has evolved significantly in recent times. Venetia Mine has been leading the way in the De Beers group in the implementation of these systems and the realization of significant benefits from them. Following on from the successful results and the notable benefits obtained from the Wenco Truck Dispatching system and the Caterpillar CAES system on the loading and dozing equipment, Venetia has implemented the first fully functional and integrated GPS based drill monitoring system in southern Africa to its drilling operations. This paper elaborates on the concept of drill monitoring and how the vision for the application of the system at Venetia has developed and been implemented. The paper further describes the workflow involved, beginning with the initial test work done with SSI Kaltex and the Australian Drill Advisor system through to the final details of the integration of the Aquila system with the CATERPILLAR Computer Aided Earthmoving System (CAES) and the alliance with SandvikRock Tools. Most importantly, the paper details the benefits that are derived from drill monitoring and the use of the information generated by such a system. Venetia has pioneered the move towards smart partnerships and alliances with strategic suppliers within the De Beers group. The area of drilling, as the important start of the entire mining process, has been no exception and the final part of the paper covers how drill monitoring provides vitally important information that enables a supply partnership, to function cost-effectively and profitably for both parties involved. By having the type of accuracy, detail, validity and timeousness in the information being received as a result of the implementation of such a system, better management decisions can betaken, creating a more focused and efficient mining environment. In these times of increasing costs and reduced commodity prices, the mining industry will be required to continue pushing the boundaries on these technology applications in order to remain competitive.

Trends in PGM demand?The conference paper will cover a concise analysis of demand trends, which will include the major PGM end-use sectors (autocatalysis, jewellery, glass, petroleum, nitric acid, medical/dental) and will touch on the investment sector. Reference will be made to environmental legislation affecting global emission standards, trends in PGM loadings and the substitutability of platinum and palladium in this end-use sector. Observations will also be made on the jewellery sector, and the development of Chinese and Japanese demand. Trends in primary and secondary PGM supply?Similarly the paper will summarize historic and current global mine supply and primary production trends for PGMs, referencing recent expansions, their deliverability, and other projects coming on line. Consideration will be given to the grade and geology of PGMs worldwide and metallurgical developments. PGMs produced as by-products of base metal production and early PGM recycling estimates will also be appraised. In order to gain a wide-ranging appreciation of the industry?s long-term cost trends of producing virgin PGM metals, the paper will look at the cost and profit dynamics of global production on a regional basis (Western Bushveld, Eastern Bushveld, Northern Bushveld, Zimbabwe, USA, Canada and Russia). INTRODUCTION During the past decade a wealth of knowledge has been acquired about the mechanisms and reactions responsible for the physical properties of metals. In the field of steels, in particular, research of a fundamental nature has enabled us to interpret mechanical properties such as hardness, brittleness, creep strength, etc., in terms of atomic interactions. So rapid has been the development of physical metallurgy in some fields that publications are often outdated by the time they appear in print. The development of new steel products has been rather empirical by nature in the past and only during the past few years have new products been "designed" in terms of known physico-metallurgical phenomena. However, although this is a great stride forward it should be added that the development of a commercially successful product is a far more complicated process. In addition to the physico-metallurgical background this requires consideration of factors such as low production cost, market research and probably most valuable of all, an interested end user to co-operate in the development. This paper deals rather briefly with three of the most recent developments in steels in Britain with which the author has had some association. The main purpose of this is to demonstrate how the improved properties of the new product are based upon established physico-metallurgical phenomena. Generally speaking a commercially successful product of the type described here offers similar properties to that of an existing product at lower cost or has improved properties or features such as greater ease of cold forming, at similar cost. ULTRA-FINE GRAIN STRUCTURAL STEELS The development of higher yield strength structural steels dates back over a considerable number of years and has led to a variety of types. The one described below contains niobium as a grain refiner in an otherwise conventional mild steel matrix. By controlled rolling in a strip mill considerably increased yield strengths are obtained. In Fig. 1 are shown somewhat diagrammatically the relative hardening effects of carbon and manganese on ferrite. It will be seen that strength is enhanced by the solid solution hardening effect of manganese and the pearlite content. An obvious limitation of high pearlite content is a lack of cold workability and weldability. Manganese has to be restricted to low levels for the same reasons. The two other mechanisms which are known to impart higher strength are precipitation hardening and grain refinement. Precipitation hardening is impractical in most cases for structural steels and it is therefore clear that only grain refinement remains as a potentially useful strengthening mechanism.

Solid Energy's project evaluation process utilises a standard staged gate approach, with five levels leading ultimately to project execution (level 6). For a project to progress through each level, specific financial criteria need to be satisfied. Solid Energy primarily use value based (discounted cash flow) metrics to support investment decisions. Within this approach Solid Energy utilise a number risk-based techniques to quantify project uncertainty. This includes the use of risk-based probabilistic analysis using Monte Carlo simulation and probability-based scenario analysis. Figure 1 shows the net present value (NPV) cumulative probability. Project risks are identified through comprehensive risk workshops. The output of these workshops (list of key risks, ranges of uncertainty and probability of occurrence), is quantified within the financial models. Incorporating this risk information on a probabilistic basis allows an investment decision to be made with a robust knowledge of the range of possible project outcomes along with the likelihood (probability) of those outcomes occurring, for example 80 per cent confidence that the project value will be greater than NZ$10 M, 50 per cent confident it will be greater than NZ$50 M and ten per cent confident it will be greater than NZ$70 M. Incorporating risk implicitly into the financial analysis allows the business to easily evaluate/measure projects with different risk profiles. The detailed risk analysis does away with the complexity of arbitrary risk-based hurdle (discount) rates, as projects can be evaluated based on their specific risk characteristics. Whether a project will progress to the next level of investment and ultimately into implementation depends firstly on the value assessment in comparison with the associated risk/uncertainty, and secondly matching this with the businesses appetite for risk. At Solid Energy standard criteria are used for specific project evaluations, but in addition projects are considered on a portfolio or strategic basis also. Solid Energy attempts to maintain a mix of low risk (low value) projects with some high risk (high value) opportunities. The mix of projects must remain in line with the shareholders' risk appetite. One of the keys to a successful investment decision is ensuring that the appropriate information is available to decision-makers so that they may proceed with a comprehensive understanding of the risks and impacts associated with the decision.

While the refractory lining contains the process on a steady-state basis, the tap-hole must provide a channel for transport of molten materials at discreet intervals, with thermal cycling as routine. The tap-hole introduces a discontinuity in any lining, and this fact can lead to failure in the region around the tap-hole before general lining failure occurs. Hence there is a need for a rapid and reliable tap-hole repair technique that can be readily implemented in conjunction with all types of linings. The UCAR®V Repair supplied by GrafTech is a durable solution capable of repairing all types of lining designs and has been extensively utilized in the ferroalloy industry. More than 20 UCAR®V Repairs have been successfully performed in South Africa alone. This paper describes the system in general and reviews recent repairs and their unique challenges.

Lack of success in attempts to develop viable large-scale continuous mining techniques (previously reported by MP o?Hare in 2004) led the team at Kopanang to explore alternative solutions to their ongoing need for improved profitability. By calling into question the basic assumptions around the stoping of narrow tabular deposits of gold, fragmentation and more particularly, the range of sizes of blasted rocks eventually became the focus of serious study. This background is briefly covered before the sequence of the investigations is described. So far, some of the ?rules of thumb? derived over the years have been confirmed, albeit for totally different reasons than those from which they arose; some persistent theories on gold loss have been debunked, and some new ones have been developed. Blast optimisation (the means by which desired fragmentation is achieved) has been based on tailoring energy to rock characteristics in an innovative packaging design for explosive charges. Other beneficial consequences arising from the work include increased production volume and gold output, a decrease in milling consumables, and the Mine Call Factor is being maintained at a level previously thought to be unachievable. This is very much a ?work in progress?, and it is empirical in its approach. The authors are the first to recognise that they have yet to determine in absolute measures why some of the innovations have had the effect that has been observed. Also that there other factors which may contribute to the result, but which have not yet been examined. Nevertheless, publication of the work completed so far is felt to be justified; firstly on the basis of the achievements themselves, and secondly for the benefit of others in the industry for whom similar problems exist. Statistical reports of the effects on the business are included at the end of the report. Detailed laboratory test results have been separated into an appendix, leaving salient graph and tabulated data in the main text. For ease of reading, units of measurement for particle sizes below 1mm are described in microns, but millimetres have been retained for those at that size or greater.
