Outsourcing of specialist and non-continuous services is common practice in international mining operations. There is an increasing trend towards this practice in South Africa as a result of the major organisational changes that have taken place in the industry, and as lower revenues and production cost pressures have reduced profit margins. Many specialist functions have been outsourced in the industry for a long time, an example being shaft sinking, which is undertaken by specialist shaft sinking contractors. In the professional services area, some activities have been outsourced, for example the design and construction supervision of tailings dams, but mining related activities such as geology, mine planning and scheduling, engineering, ventilation, and rock engineering, have traditionally been carried out by in-house staff. In this paper some of the industry problems which have led to an increase in outsourcing of professional services are considered. Then the pros and cons of outsourcing are dealt with before outlining the factors which should be taken into account in choosing an outsourcing partner.

This paper summarizes indigenous mining methods used to collectmetal ores in pre-colonial southern Africa, south of 15°S. These methods, for the purposes of discussion, are divided into sections inorder of increasing organizational complexity, from scavenging,which only required basic equipment and a relatively minimal division of labour, to underground mines, which necessitated complex planning to overcome obstacles such as the need for illumination and ventilation. Examples concerning the pre-colonial exploitation of iron, copper, tin, and gold have been taken from the archaeological literature. This review paper provides an introduction to the technology that was available to and used by miners in the past, illuminates some of the factors limiting their operations, and supports the claim to the indigenous nature of this activity

OpenRisk, an open cast risk rating system, takes into account relative differences in the importance of hazards, as experienced on each mine as a result of different combinations of geotechnical factors and mining conditions. The system is based on critical geotechnical and operational parameters that have been identified by mining personnel and rock engineers. The primary advantage of this risk rating system is that all the strip mines would use an identical system, which enables the user to compare their risk to the risk at neighbouring mines and/or other open cast mines. The system can be adjusted to meet local, mine specific requirements. This system has been made practical and easy to use. Therefore, this tool can be used by personnel from other disciplines not directly related to rock engineering. OpenRisk system has been in operation at nine Anglo Coal and other open cast mines. It adequately detects areas of high risk and generates adequate remedial solutions to reduce the risks. Awareness of the personnel has been higher at the sites that use OpenRisk. The proactive approach of OpenRisk ensures that all personnel are aware of risks in the pits and how to deal with potential risky areas.

In the present study, the measurement of sulphur distribution ratios between the slag and metal phases encountered in the ferromanganese smelting has been carried out at 0.83 atm of partial pressure of CO at 1773 K by using classical gas-slag-metal equilibrium quenching technique as a function of composition. The distribution results were employed in calculating the sulphide capacities of SiO2-Al2O3-CaO-MgO-MnO slags in equilibrium with the Mn-Fe-Si-Csatd.-S metal phase. It is shown that the sulphur transfer from metal to slag phase increases with increasing the basicity of the slag. As expected, the sulphur distribution ratio decreases by increasing the silica content of the slag system. The effect of metal composition on the sulphide capacities of the slag as well as on the sulphur distribution ratios between the slag and metal phases have been discussed. Emprical relationships were developed to express the sulphur distribution ratios and sulphide capacities of the above slag system.

Confined bed comminution in High Pressure Grinding Rollers (HPGR) and Vertical Roller Mills (VRM) is gaining substantial attention in many applications. Previously used mainly for milling coal or construction materials, HPGR and VRM have started to complement or even replace tumbling mills in ore beneficiation. Materials like coal or clinker are relatively homogenous, however, in comparison to metal ores and wall rocks. This characteristic poses a new challenge to the confined bed comminution but also an opportunity. Fuerstenau and Abouzeid have investigated the selectivity in comminution of a mixture of particles of different strength in a particle bed. The median particle size and particle size distribution (PSD) of the two constituents used were kept constant. Only the proportion of the two constituents was modified. The competence of a material is, however, also a function of particle size. Smaller particles tend to be more competent than larger ones of the same material. If selective comminution is applied on ores, this size influence has to be understood. The paper presents research results on this topic based on experimental investigations with model materials as well as with natural particles, which were stressed in a piston-die press. It appeared that the comminution result depends substantially on the material characteristics and the composition of the mixture. Turkish iron and steel sector, the base of which was established in the 1930?s, plays an important role in the industrialization and development of the country?s economy. In Türkiye this sector is the major consumer of ferroalloys. There had been a great improvement in Turkish Iron and Steel industry, especially after the 1980?sand as a result, 20.9 million tons of yearly crude steel production placed Türkiye 11th in the global steel output and 3rd in Europe. 15 % of steel produced in Türkiye is flat products, while the long products make the rest. The product composition and the general characteristics of steel production process led to an increase in ferroalloy consumption. Domestically consumed ferroalloys are especially ferromanganese, silicomanganese, and ferrosilicon. As of today, ferroalloy production capacity of Türkiye is 173,800 tons/year; 161,500 tons of which is ferrochrome with high and low carbon grades, 7,300 tons of ferrosilicochrome and the rest is ferrosilicon (5,000 tons/year). Türkiye is one of leading ferrochrome producers in the world considering the above mentioned production figures. However, this production is mainly exported since Türkiye?s stainless steel production level is modest requiring low amounts of ferrochrome. The products of iron and steel industry in Türkiye require large quantities of other ferroalloys, which make Türkiye a major importer and exporter of ferroalloys. The aim of this work is to present production, consumption, import and export quantities of: ferrochrome, ferromanganese, ferrosilicon, ferromolybdenum, ferrotungsten, ferrotitanium and ferrovanadium of Türkiye, between 1990 and 2006.

The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

This paper addresses the methodology of introducing risk into the development of mine plans for open pit mines. Recommendations are put forward for achieving a risk balance between mineral resource estimates and slope design. A design process identifying criteria for different stages of planning is presented. Business risk is separated from geological/geotechnical risk and procedures to address these within the development of mine plans are suggested. It is concluded that a formal design process improves communication between key decision makers and adds value to shareholders, investment.

Transient states of the air parameters in mine workings occur as the effects of natural and technological disturbances, and in particular as a result of changes in ventilation conditions, caused by alteration of the mine workings geometry, state of fans performance or emission of gases. Particularly significant are those transient states caused by disturbances resulted from catastrophes, since they are frequently associated with violent phenomena that may be a danger for life and health of the staff working underground. The paper presents a number of examples of transient states of the air parameters in mine workings after a catastrophe, like the bump in the ZABRZE-BIELSZOWICE coal mine. Registration of air disturbances by the monitoring systems of ventilation in mine workings in the area of disaster both at the moment of a catastrophe occurrence and later during the rescue operation, enabled to track out the incident and identify the circumstances and reasons of those tragic events which caused death of 18 miners during last two years. Furthermore, computer simulations of processes occurring in mine ventilation network make effective research tools to be applied in practice, among others for the study of accidents and disasters.

The paper reviews the results to date of an integrated research programme currently being conducted by CSIR Mining Technology, aimed at impacting significantly on concentrated mining with face advance rates of up to 20 times faster than presently achieved. Consideration is given to the interplay between innovative technologies for continuous non-explosive mining or rock comminution underground and lateral hydraulic transportation in cross cuts, haulages and eventually hydro hoisting. Novel technologies for underground comminution of reef and development waste and an innovative pumping system suitable for the hydraulic transportation of coarse comminuted rock are reviewed. Emphasis is placed on South African gold mine reef and waste samples comminuted by electric shock wave comminution technology. The innovative TORE® pump system appears to be well suited for the successful hydraulic transportation of rock, produced by electric shock wave comminution, at solids concentrations between 45 % and 67 % by mass.

The aim of this paper is to demonstrate the implementation of multicriteria analysis in selection of the most suitable underground ore transport system for a chromite mine in Turkey. The related problem includes five possible ore transport systems and six criteria to evaluate them. The adopted evaluation and ranking method for this study is PROMETHEE. PROMETHEE I revealed a partial order of alternatives where incomparability exists. PROMETHEE II gave the absolute ordering of alternatives. Mechanical rock breakers are used in block caving operations to reduce the size of ore fragments which are too large to pass through grizzlys at the load-haul-dumper tipping points. Several layouts of grizzly, rock breaker and ore pass are possible. The authors evaluated three different layouts at the Premier Mine Division of De Beers Consolidated Mines. The first layout consisted of a 15m surge bin before the breaker, which was located 15 m below the production level. The second layout had a 43 m longs urge bin, with the breaker located 43 m below the production level. The third layout did not have a surge bin, the breaker was located on the production level and operated at the tip. The ore throughput, availability and utilisation, delays, costs and operational experience with each system are discussed. It was found that the rock breakers did not represent a bottleneck in the ore transfer system and a surge bin did not significantly improve the production capacity. The mine has decided to make use of rock breakers situated on the production level, breaking rocks at the tip.

This custom has obviously died out, be it that the articles are nowadays of such a high standard that nothing can be added or be it that the receivers of the Journal suffer from an information inflation and do not read the articles anymore. I now have the temerity to offer a discussion to an article that recently appeared in the journal, namely ?The evaluation of rock brittleness concept on rotary blast hole drills? by R. Altindag (J.S. Afr. Inst. Min. Metall., vol, 102(2002), pp. 61?66.

Continuous Mining presents an opportunity to extract reef in the stope ?continuously? by integrating the drill and blast activity using propellants or low energy charges. To date, the majority of effort spent on Continuous Mining systems has focused on developing an effective rock breaking process (micro breaking process), and to some extent, eliminating fumes and dust. The perceived benefits of applying low energy charges have been identified as: ?Concentrated mining yielding face advances of 40 to 60 m per month ?Lower stoping widths through better-controlled breaking ?Increase in the advance per blast ?Increase in labour productivity ?The potential to mine reefs where specific conditions make conventional mining uneconomic e.g. reefs with shales in the immediate hangingwall. However, the ability to successfully use low energy charges to create a ?Continuous or Semi-Continuous? mining method is dependent on overcoming the following challenges. ?Improving reliability of rock breaking. This is dependent upon achieving:? Improved drilling accuracy, and? Successful stemming or gas confinement, particularly in fractured rock ?Reducing gas and dust levels ?Reducing high costs. Through the research carried out in Future Mine, many different low energy rock breaking methods and systems were investigated. Whilst detailed results cannot be published here, the guidelines for overcoming low energy rock breaking challenges are discussed.

The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

The complex heterogeneous equilibria associated with the production of manganese ferroalloys have been simulated by employing recently developed thermochemical databases. The non-ideal Mn-Fe-Si-C alloy and the MnO-SiO2-Al2O3-CaO-MgO-FeO slag system have been modelled separately by the compound energy and cellular model. A large number of experimental thermodynamic and phase-equilibrium data were used to evaluate the model parameters for the liquid and solid Mn-Fe-Si-C phases. In addition to the liquid metal phase, solid mixture phases occurring in the Mn-Fe-Si-C system have also been studied. Over 500 measured equilibrium data have been utilised to verify and calibrate the model calculations. The paper will present typical simulation results, from activities of components to multicomponent heterogeneous equilibria. Good agreements can be obtained for many important technological parameters such as carbon solubility, phase relations and equilibrium diagrams, element distribution as function of temperature and slag composition etc. Application of the present models to the silicomanganese production will be demonstrated in this paper.

In this study, a statistical model is suggested in order to determine the methane emission from a working seam. In the proposed method, methane concentrations which are systematically measured in return airway are the sample values, and the calculated statistical parameter is the upper confidence limit of the average of these values. At any given time, the probability of methane concentration in the return airflow to be lower than the calculated upper confidence limit value is 97.5%. The statistical method has been applied to the panel 206 of Armutcuk Mine, Turkish Hardcoal Enterprises. The calculated methane emission value for the considered shift was 15.18 m3/t.

CIS countries are home to some of the world's largest producers of chrome, manganese and silicon ferro alloys and leading suppliers to world export markets. The region's ferro alloys production is rising faster than demand from its domestic steel industry - unit alloy consumption in domestic steelmaking is in fact falling as process efficiencies improve - and there is significant spare capacity available to increase production. CIS producers enjoy certain strategic advantages in the production of ferro alloys - for example, captive ore sup-plies, low power and labour costs - but must also meet certain challenges - such as lower labour productivity and greater distance to market than some of their competitors. CIS producers are ambitious but new investment is needed to upgrade some aging plants and overhaul outdated process technologies if they are to be more competitive with the world's leading producers and address the environmental issues that are now moving up the agenda. This paper describes the structure of the region's ferro alloys industry and discusses its advantages and disadvantages by alloy and by country. It considers how the ongoing process of restructuring and new investment in the industry might move forwards, based on its strengths and weaknesses, technical and environmental factors and the strategies of the main players. It asks how the industry might maximise its substantial potential - in particular, for the production of chrome and manganese ferro alloys - and examines the implications this holds for all global ferro alloys players.

These financial statements are the responsibility of the Institute?s Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropriateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1999, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.
