The Mine Safety and Health Administration, Pittsburgh Safety and Health Technology Center, Roof Control Division, is routinely involved in the evaluation of ground conditions in underground coal mines. Assessing the stability of mined areas and the compatibility of mining plans with existing conditions is essential to ensuring a safe working environment for mine workers at a given site. Since 1985, the Roof Control Division has successfully used the boundary-element method of numerical modeling to aid in the resolution of complex ground control problems. This paper presents an overview of the modeling methodology and details of techniques currently used to generate coal seam, rock mass, and gob backfill input data. A summary of coal and rock properties used in numerous successful evaluations throughout the United States is included, and a set of deterioration indices that can aid in the quantification of in-mine ground conditions and verification of model accuracy is introduced. Finally, a case study is detailed that typifies the complexity of mining situations analyzed and illustrates various techniques that can be used to evaluate prospective design alternatives.

Since it was first introduced, the Coal Mine Roof Rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground control problem. Extended cuts (cuts greater than 6 m (20 ft) in length) are commonly used with remote control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof fall accidents. When extended cuts are attempted in weak roof, the roof may collapse before it can be bolted, causing hazardous conditions. Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended cut experience were collected at 36 mines in 7 states. It was found that when the CMRR was greater than 55, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken. Between 38 and 55, extended cuts were feasible sometimes but not others. The data also shows that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

Workers who perform routine welding tasks are potentially exposed to fume that may contain manganese. Manganese may cause respiratory problems and is implicated in causing the occurrence of Parkinson-like symptoms. In this study, a field colorimetric method for extracting and measuring manganese in welding fume was developed. The method uses ultrasonic extraction with an acidic hydrogen peroxide solution to extract welding fume collected on polyvinyl chloride filters. Commercially available pre-packaged reagents are used to produce a colored solution, created by a reaction of manganese(II) with 1-(2-pyridylazo)-2-naphthol. Absorbance measurements are then made using a portable spectrophotometer. The method detection limit and limit of quantification (LOQ) were 5.2 mg filter-1 and 17 mg filter-1, respectively, with a dynamic range up to 400 mg filter-1. When the results are above the LOQ for the colorimetric method, the manganese masses are equivalent to those measured by the International Organization for Standardization Method 15202-2, which employs a strong acid digestion and analysis using inductively coupled plasma-optical emission spectrometry.

An experimental program was conducted to evaluate the accuracy of some current methods for predicting the flammability of gas mixtures containing hydrogen and flammable or nonflammable volatile organic compounds (VOCs) in air The specific VOCs tested were toluene, 1,2-dichloroethane, 2-butanone, and carbon tetrachloride. The lower flammability limits (LFLs) of gas mixtures containing equal molar quantities of the components were determined in a 19.4-1 laboratory flammability chamber using a strong spark ignition source and a pressure criterion for flammability. All but one of the LFL values for the individual components were in agreement with earlier literature values. However, the LFL of l,2-dichlorocthane was found to be significantly lower than the range of values reported for previous determinations in smaller chambers. Two methods for calculating the LFL of mixtures were considered. The Group Factor (atomic) Contribution Method was determined to he generally more accurate than the LeChatelier Method for estimating the LFL of the gas mixtures reported here, although the LeChatelier Method was usually more conservative. The Group Factor Method predicted higher values (nonconservative) for the LFLs of several mixtures than were experimentally measured. For the case of a mixture of hydrogen and carbon tetrachloride, the Group Method estimation of the LFL was seriously in error.

Sixty years of rockbursting in the Coeur d’Alene district has taught painful lessons and led to a number of practical advances in controlling rockburst hazards. This paper summarizes those lessons, concentrating on practical measures that have been successfully adopted to reduce hazards. These lessons are explained in the context of district mining history and current understanding of rockburst phenomena. Overall, the paper provides the practicing mine engineer with an appreciation of rockburst hazards and an overview of practical measures that can be used to control these hazards in the context of Coeur d’Alene district experience.

The success of longwall mining can largely be traced to the development of powered roof support systems. The most significant improvement in powered support design has been the shield support, which improved kinematic stability and promoted the application of longwall mining in difficult-to- control caving conditions where chock and frame supports were inadequate. The most obvious trend in shield design has been an increase in shield size and capacity. This U.S. Bureau of Mines report examines shield design and operation practices and their consequences for the utilization of high-capacity shield support systems. An optimization goal is to minimize support loading by selecting an active shield setting force that is compatible with strata behavior and shield loading characteristics. Shield stiffness is an important design parameter that is often overlooked. A consequence of increasing shield capacity by incorporating larger diameter leg cylinders is a proportional increase in shield stiffness. Setting forces have also increased in direct proportion to the increase in shield capacity. The increased stiffness and higher setting force cause the available capacity to be consumed more quickly, severely limiting the ability of high-capacity supports to last longer and provide reserve capacity for difficult mining conditions.

Growing concern from labor unions, regulatory agencies, and industry about the safety of a prevalent underground coal mining method which utilizes remote control has prompted human factors field evaluation of mining activities. Remote control operations were implemented with little consideration given to human-system interactions. Ideally, collecting and analyzing information prior to implementing new technology would have helped to address potential problems. One such problem that operators and other mine personnel are faced with is the question of where they should safely position themselves to avoid injury while remotely operating machinery. To determine work methods employed by machine operators before and after implementation of the new method, work sampling techniques have been used to provide data about positioning of face crew members at different points in the mining cycle. This data provides information for optimal positioning, leading to safer operating procedures and identifying training shortfalls.

Mine fires can be especially perilous because toxic products can quickly spread well beyond the fire zone thereby exposing all underground miners to dangerous and deadly conditions. Since November 1998, there have been six major underground coal mine fires or explosions in the United States (Willow Creek (twice), Sanborn Creek, Loveridge No. 22, West Elk and the Jim Walter Resources No. 5 Mine). In each case, the entire mine or specific areas of the mine had to be sealed due to the build-up of dangerous gases and the fear of uncontrolled spread of the fire. Effective placement of mine seals can deprive a mine fire of oxygen and is often followed by water flooding or injection of inert gas into the affected area. When access to the fire zone is impossible because of safety reasons, airtight mine seals can be constructed, in the area of the fire, remotely from the surface through vertical boreholes. Remotely constructed mine seals are commonly made from cementitious material. Since these mine seals are typically erected blindly, it is difficult to determine if mine roof-to-floor and rib-to-rib closure has been obtained. This paper provides a review of the available materials and technology used to remotely construct mine seals through vertical boreholes.

The Bureau of Mines has developed test procedures and criteria for evaluating explosive reactivity of explosive-contaminated solid waste substances generated by U.S. Army ammunition plants. These substances are produced as explosive-contaminated sludge from wastewater treatment plants, residues from the burning of munitions and explosives on open ground, and residues from deactivation furnaces. The characterization of explosive reactivity is a prerequisite for disposal of such waste materials, which may be contaminated with primary explosives, propellants, or pyrotechnic materials. The Bureau has proposed two tests for this purpose. These tests were developed to evaluate the explosive reactivity as defined in Title 40, Code of Federal Regulations (CFR), part 261.23(a)(6) and (7). These are the Bureau's gap and internal ignition tests, which determine the sensitivity to shock and thermal stimuli, respectively. This report also includes gap and internal ignition reference data for typical blasting agents, high explosives, propellants, and marginally reactive substances. These reference data were used to establish test criteria. The Bureau has evaluated over 400 samples of contaminated soil, sludge, and burning residues using these two test methods.

Public interest in atmospheric pollution by automobile exhaust gas and in the ventilation of vehicular tunnels makes it desirable to ascertain whether the use of modern automobile fuels is tending to change the amount and composition of the products of combustion. The Bureau of Mines, in cooperation with the Ethyl Gasoline corporation4, has completed a series of testis to determine whether any significant difference exists in the carbon monoxide content of the exhaust gas produced by an internal-combustion engine when its fuel is changed from straight gasoline to the same gasoline containing Ethyl fluid whose active ingredient is tetraethyl lead. In the tests data was sought relative to the composition and mount of the gas produced by ordinary comparatively low-compression motors as well as by higher-compression motors in which distinct detonation occurred with straight gasoline, but which operated without detonation when using the same gasoline containing tetraethyl lead.

The most time-consuming research segment was assembling the ref¬erences. These are provided immediately after the conclusions but are divided into two categories. The first is directly applicable publi¬cations, correspondence and personnel communications. The second listing contains those publications that are not directly tied to the research but where a probable application exists. In both listings, all important USBM publications are provided. The reference numbers used in the report apply only to the first reference portion. Further¬more, it should be noted that all entries are not used but are retained to help anyone who wishes to look further into different or allied areas of this research topic. Explosion-proof enclosures have been researched since approxi¬mately 1906. Even so, little is understood about the mechanism by which they are effective. Due to the voluminous literature published, there is a good probability that the assembled list is still incomplete. The literature search took the following directions. Work was first directed to reviewing the several references assembled by the Department of Mineral Engineering - Mining Section prior to the present project year. As a result, some duplications and inapplicabilities were found and eliminated. The primary sources of the previous search were the commonly available and usually superb library listings, such as Engineering Abstracts. Because these sources have enormous content on all subjects, they were cross-checked in the first semiannual period several times by different individuals to make sure all normally avail¬able literature were uncovered.

The optimum situation in sealing the soil with latex would be to locate the sealant at the depth where natural permeability is lowest, and to narrow distribution of the latex to a film. To ascertain how closely we were achieving these objectives it was necessary to devise a method to measure the concentration of latex in soil. A number of methods were explored and two were used in actual field tests. SBR latex tagged with c14 was prepared and used to determine the distribution of polymer in the soil. The latex was made by copolymerizing a mixture of radioactive and normal styrene with butadiene in bottles by conventional methods. Average particle size was 600 Å. Diluted aliquots had 1.40 microcuries radioactivity per gram of latex. Tagged latex was mixed with soil in a range of proportions from 0.01 to 0.25% by weight to develop a calibration curve. Analyses of soil in the laboratory and from the field were determined by comparison with this master curve. Styrene-containing polymers have a characteristic peak at 700 cm-1 but crosslinked SBR is not soluble in solvents normally used in infra-red spectroscopy, e.g., carbon disulfide. We developed a method for solubilizing the crosslinked polymer by stirring overnight at room temperature a soil sample in chloroform with t-butyl hydroperoxide and osmium tetroxide. The filtered chloroform residue was dried to constant weight, thoroughly mixed and pressed into a KBr pellet, and concentration was determined by measuring the absorption at 700 cm-1. Properties of catalysts prepared from intermetallic compound precursors were investigated by the Bureau of Mines as part of its mission to decrease U.S. dependence on foreign sources for scarce catalytic materials, such as nickel, cobalt, and chromium. Methods were developed whereby catalysts with surface areas of 30 to 40 m2/g were prepared from intermetallic compounds. Activity of these catalysts for the methanation reaction and methanol synthesis was deter-mined using a fixed-bed, single-pass, flow-through reactor. Catalysts prepared from rare-earth-nickel intermetallics had specific activity for methanation that was five times greater than that of commercial catalysts and were equal to or better than commercial catalysts with regard to sulfur tolerance. Under identical reaction conditions, catalysts prepared from thorium-copper intermetallics produced more than 10 times as much methanol as a commercial low-pressure catalyst and exhibited a high degree of catalytic stability.

This report was limited to a search of available literature on under- ground methods to combat acid water pollution. From this review it is evident that very little work has been done in this specific area. It is also evident that there are specific areas of mining engineering and mining related hydrology and geology that need further research efforts to solve the many water problems. They are: (A) Composition, variation and availability for oxidation of sulfur in strata. (B) Rate of oxidation of sulfuritic materials. (C) In situ limestone and its influence on underground acid drainage. (D) Structural, stratigraphic and hydrologic character of old mining areas as a basis to make decisions about adjacent new mining areas. (E) Operational changes in mining methods to prevent pollution. (F) Sealants for underground coating to exclude water from contact with pyrite to inhibit formation of the contaminants. Such a program has been initiated on refuse piles. The prime purpose of this report is to investigate those practices which have been used to regulate or control water accumulation and prevent harmful mine drainage. A supplemental purpose is to indicate those areas which need further research to prevent underground mine water pollution.

As part of an experiment in the restoration of lands strip-mined for coal, revegetation studies were conducted at three backfilled strip-mine sites in north-central Pennsylvania. The sites were subdivided into plots that were given varying amounts of lime and fertilizer. In tests conducted cooperatively with State and Federal agronomy experts, the plots were then planted with a variety of trees, shrubs, and grass-legume mixtures. Initial tree and shrub survival was not appreciably affected by lime and fertilizer applications where the spoil pH was above 4.5. Of 14 species of trees and shrubs tested, Norway spruce, black locust, Japanese larch, pitch pine, and white pine were the hardiest. The ground-cover percentage of grass-legume mixtures in the second growing season was substantially increased by using lime and fertilizer. Mixtures comprised partly of fescue were the most satisfactory.

Data input is divided into three divisions for discussion purposes below. These divisions are: a) Information Retrieval and Control Options; b) Gaming Options; and c) Descriptive Parameters. The data input for model application, which is listed in Appendix B, is segmented to show the location of these divisions. In actuality, however, these divisions form a continuous data file. Each 80 character record of data input is edited by an alpha¬numeric editing routine which permits the format free numerical speci¬fication in most data divisions. The editing routine searches each record for numeric types and when found, converts these numbers into computational forms. The Fortran convention of decimal and integer numbers is not used by the editor so that a number may appear on the data record in either form desired by the user. Since the editor seeks only numeric types, the input records may be freely commented and identified with alphabetic letters (A - Z). One or more input records may contain only commentary information or be entirely blank. On the other extreme, any data record may contain up to 40 numeric elements, each separated by a blank space. The application of this capability can be seen by reference to the data. Benin's industrial sector experienced severe economic and financial problems in 1986, including disappointing performances of the Onigbolo cement plant and the Semé Oilfield, plus a shortage of technically trained personnel and experienced management. Oil production remained about 1,000 barrels per day. Import and export trade between Benin and the United States remained minimal. Because much of Benin's outstanding external debt was in U.S. dollars, the stronger dollar greatly increased the debt burden. The 1985 budget of $304 million' was composed of an investment budget of $194 million and a current budget of $110 million. Of the investment budget, 84% was expected to be externally financed. About $45 million was given to three priority projects: the joint Benin-Togo Nangbeto hydroelectric project scheduled for completion in 1986; drilling of new exploratory wells of the Semé petroleum project, and the Dassa-Parakou highway. The budget deficit was projected to exceed $43 million despite a decrease in projected revenue owing to an anticipated decline of 25% in import tax revenue, normally the largest source of Government revenue.

The series summarizing the prices of the major nonferrous metals on the stock exchanges of the United States and the United Kingdom has been continued this year in tables 23 and 24. Time constraints have prohibited preparation of other price information that has appeared in this study in previous years. Users are urged to consult the 1993 USBM publication Metal Prices in the United States through 1991, which gives an analysis of historical price series and trends, or the 1993 edition of Mineral Commodity Summaries for current U.S. prices on non fuel commodities, and to utilize U.S. Department of Energy sources for information on fuel material costs.

Provide an improved, rugged, reliable, cost-effective automatic fire protection for mine haulage trucks. Approach Systems that automatically sense and extinguish fires on haulage trucks were designed, built, and in-mine tested. How It Works Temperature sensors mounted above the engine of the truck detect the heat from a fire while it is still small and controllable. A cab-mounted control panel warns the operator of the fire emergency and then automatically triggers the discharge of 60 pounds of multipurpose dry chemical extinguishing agent (from storage tanks through hoses and nozzles) into the engine compartment. If desired, the control panel can be field-adjusted by changing one resistor to delay the discharge for up to 60 seconds to allow time for the operator to stop the truck and shut down the engine. The system can be assembled with either pressurized storage tanks, or a combination of non-pressurized storage tanks plus separate pressure cartridges. This pressure source option is one of the improvements of this system over the earlier systems described in Technology News No. 11. Other improvements are a simplified control circuit and an improved sensor.
