Four actual coal mine waters were used in various phases of the research program. All were from the Sewickley Creek area In Westmoreland County, Pennsylvania. The BCR designations, site locations, and nature of the mine water samples are described briefly in the following paragraphs.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. As part of its work for the improvement of safety conditions in mines , the Bureau of Mines has undertaken to establish a list of permissible storage - battery locomotives for use in gaseous mines , and , to this end , has issued Schedule 15 , "Procedure for Establishing a List of Permissible Storage -Battery Locomotives for Use in Gaseous Mines . " Up to the present time , two approvals * have been issued under this Schedule , and considerable testing work done on four other applications which have been made for approval . Prior to the publication of Schedule 15 , the Bureau conducted both field and laboratory investigations to determine the hazard from the batteries used in mine locomotives . ** These investigations indicated that the safety of the locomotive would depend largely on proper care of the battery , also on the use of a battery as mechanically rugged as possible . For this reason the Bureau staff , in testing locomotives submitted for approval , considered it advisable to subject the batteries to a jarring or bumping test to prove their adequacy as regards mechanical endurance and ruggedness . These tests on the batteries of the locomotives are described below.

"The wide publicity that is given to the discover; of new oil fields has led many people to believe that our supply of crude petroleum is practically in- exhaustible and that in order to keep pace with the demand for petroleum products, it is only necessary to drill a few more wells in some of the south-western states. It is not generally realized that, although many famous fields have been developed in Oklahoma, Kansas, Texas and Louisiana during the past few years, the production of crude oil in 1919 was not sufficient to meet the demand and it was necessary to import approximately 53,000,000 barrels from Mexico.Continued efforts are being made to recover a larger percentage of the oil underground by improvements in methods of drilling and in handling producing properties. Improvements are also being made in methods for handling the oil after it has reached the surface which will result in reducing losses through leakage and through evaporation. These methods for cutting down waste in production and storage, if universally adopted, will no doubt result in appreciable increases in our supply of crude oil."

Calcareous rocks, of which the principal varieties are marble and lime¬stone, are used extensively for building and ornamental purposes. Onyx and travertine, subdivisions of these groups, are sufficiently distinctive in origin and use to merit separate classification. The purpose of this paper is to define the terms "onyx" and "travertine" and to describe the occurrences and uses of the materials bearing these names. ORIGIN AND CHARACTER Confusion exists in the use of the word "onyx." True onyx is a banded chalcedony, a form of silicon dioxide related to jasper, agate, and flint. Calcium carbonate is commonly deposited from solution in successive layers of varying color closely resembling onyx, and for this reason such calcareous rock is also called "onyx." Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. Gilsonite, a solidified hydrocarbon, found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), by Ziegler Chemical and Mineral Corp., and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT.

This paper presents data and theorem to calculate the risk of experiencing undesirable lightning related events while blasting or while engaged in other lightning sensitive activities. The paper provides an overview of lightning hazards in blasting operations and a brief history of lightning related blasting accidents. Lightning continues to be the primary cause of premature initiations of explosives in mining, on average, over two such incidents are reported to the Mine Safety and Health Administration (MSHA) each year. The energy contained in lightning discharges and how this energy sets off explosives in mining is presented. Three categories of lightning warning methods: public media, lightning detectors, and atmospheric electrostatic field measurement are discussed. The remainder of the paper presents recently acquired data on the spatial characteristics of lightning development. This data is used to estimate the risk assumed by blasters under certain conditions. Risk estimations are made for electric and nonelectric blasting if persons are evacuated when cloud-to-ground (c-g) lightning approaches within a certain distance. For example, about 0.6% of all c-g lightning strikes have no other c-g lightning strikes within 25 miles in the previous 30 minutes. The paper shows that a typical blaster using nonelectric initiation in a high lightning density area with a 100% accurate lightning detector set to alarm at 25 miles would have a lightning caused unplanned detonation every 14,000 years

The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

1. In 2003, a total of 734 nonmetal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Examples of nonmetal mining operations include, but are not limited to, the mining of clay, shale, barite, potash, trona, phosphate rock, rock salt, gypsum, talc, gemstones, mica, perlite, and pumice. • Nonmetal mines comprised 5.1% of all mining operations. • Nonmetal mining operations are located in all states and territories except Alaska, Delaware, Maine, New Hampshire, Rhode Island, Puerto Rico, and the Virgin Islands. • Mines producing common clay comprised 28.6% (n = 210) of all nonmetal mining operations.

To minimize the equipment operator?s respirable dust exposure in enclosed cabs of mobile equipment by install-ing cab filtration and pressurization systems and by keep-ing doors and windows closed. Background Enclosed cabs are used on mobile equipment to protect operators from health and safety hazards. The primary health concern is overexposure to respirable dust. Examples of such equipment in mining include drills, dozers, haul trucks, and other equipment. When equipment is new, the operator?s dust exposure is normally at acceptable levels. As the equipment ages and gaskets and seals deteriorate, the air quality inside an enclosed cab can reach a point where it is no longer at acceptable levels for the equipment operators. In an effort to improve the air quality in enclosed cabs of older mining equipment, NIOSH has been performing research to retrofit cabs with new filtration and pressurization systems. Over the past few years, this research has shown that retrofit systems can substantially improve the cab?s air quality back to safe and acceptable levels. How-ever, this is only possible when a positive cab pressure is achieved and maintained. Thus, when a cab door or window is opened, the cab pressure drops to zero and the cab filtration and pressurization system is rendered ineffective. During a recent field study, the magnitude of this impact was noted when a drill operator repeatedly opened the cab door throughout the course of the drill cycle. Upon closer examination, it was determined that the cab door was being opened to manually guide the next drill steel into place each time an additional section of steel was needed to drill deeper holes.

"INTRODUCTION AND SUMMARYComplaints have been made regarding dust respirators that may be used in coal-mining operations. Some of these complaints may be due to improper use of the respirator, inadequate knowledge of its purpose and mode of functioning, poor choice, poor fitting, or inadequate maintenance. It is hoped that this circular will answer these complaints by discussing the various factors relating to the proper use of dust respirators in general and in coal mines in particular.It is pointed out that dust respirators are not to be used as a substitute for dust-control measures. The construction, functioning, choice, fitting, and maintenance of dust respirators are discussed.FIELD OF USEThe function of the dust respirator is to prevent the wearer from inhaling harmful quantities of dust by removing dust from the air he inhales.A dust respirator is not to be used as a permanent substitute for dust-control measures. It is to be used as a temporary substitute until dust-control measures can be instituted or as a protective means where dust-control measures are impracticable, as in applying rock dust in bituminous-coal mines.The following sections of the ""Federal Mine Safety Code for Bituminous-Coal and Lignite Mines in the United States"" 2/ emphasize the fact that every effort should be made to keep the amount of dust in the air of the working places as small as possible:"

A novel method of extinguishing a mine fire in a stowed or gob-filled area by employing liquid carbon dioxide under high pressure eras used recently with success at the President (Prasident) coal mine, Bochum, Germany, as reported by P. Cabolet in Gluckauf (Apr. 24, 1937, p. 393) The use of carbon dioxide gas as a fire-fighting agent in surface plants and in ships is now general practice in the United. States, but when it has been tried for extinguishing fires in mines in large areas more or less confined by stoppings it has not been successful. Examples of the latter method of attempting to fight mine fires are given in Bureau of Mines Bulletin 229, Fifty-Nine Coal-Mine Fires; How They Were Fought and That They Teach, by G. S. Rice, J. VT. Paul, and 14. VT. von Bernewitz (1927). The reason for its nonsuccess may be either that the stoppings are not tight or that the roof and pillars are more or less fissured and enough air passes into the area to sustain a slow fire, whether of spontaneous origin or produced by gas explosion or other source of ignition.

For a number of years the Bureau of mines has conducted semi-annual surveys to determine the changes in the characteristics of the motor gasoline being sold in the United States. The Bureau of Mines surveys, from April, 1917, to January, 1943, indicated a progressive decrease in the end point range. The survey for July, 1923 showed an interruption in this progressive decrease. This interruption, as shown in Table 1, in the line marked "Difference," was apparently a definite one, for the data obtained in the surveys of July, 19233, January, 19244, and the present one, apparently substantiate it. The figures in Table 1 were obtained by averaging the end points of the least volatile and most volatile samples of gasoline. For example, of 850 samples analyzed in 1919, the 10 per cent (85 samples) having the highest end points and the 10 per cent having the lowest end points were grouped, and the end points of each group averaged. These averages are represented in the table as the "Maximum 10 per cent" and the ?Maximum 10 per cent," respectively. The same scheme was used on the succeeding surveys.

Systematic sampling, in reconnaissance fashion, of the continental shelves of the United States to define favorable areas of offshore mineral deposits, is one of the long-range marine mineral; programs of the U.S. Department of the Interior. In mid-1966 the Department of the Interior launched its Heavy Metals Program to stimulate domestic output of gold which is in serious short supply. The program is jointly conducted by the Geological Survey and the Bureau of Mines.

In 1947 the Bureau of Mines, as an accident-prevention measure, decided to advocate the adoption of roof bolting (suspension roof supports) in coal mines where it appeared to be applicable. Subsequent experience has disclosed that the applicability of this support is more general than was first suspected; moreover, comparison of the accident records of mines before and after adoption of the roof-bolting method shows results that more than justify the effort and funds expended. The industry has responded enthusiastically, because roof bolting proved to be not only an accident-prevention measure but also one to increase productive efficiency. In some instances this increase in the productivity of men and machines has been almost incredible and has led many mining men to conclude that through some hocus-pocus they can now cast aside many or all of the time-proven rule of good mining practice. If this tendency is not counteracted, it could easily result in an increase of roof-fall accidents, which may outweigh the benefits of roof bolting and discredit an innovation in roof control that shows great promise of materially reducing our mining accidents. From an economic standpoint it may represent the margin between profit and loss in many mining operations. The purpose of this manuscript is not to propose an inflexible code or set of rules but to summarize the experience to date as a guide for those who have the responsibility for the installation and inspection of roof bolts. This experience consists of approximately 250 investigations of roof failure in which roof bolting was involved either directly or indirectly. It should be pointed out that many of these failures were controlled, occurring during experimental periods, and comparatively few of the accidental failures actually resulted in personal injury, yet a significant number represented potential hazards.

"INTRODUCTIONThe information compiled in this volume initially formed the response by the Generic Mineral Technology Center for -Respirable Dust (GTCRD) to a review of its research and technology transfer programs performed in 1990 by the Advisory Committee on Mining and Mineral Resources Research. This review for each mineral technology research center is accomplished, as required of the Bureau of Mines by the House/Senate Joint Conference Committee, through site visitation to the research institutions of the GTCRD and an in-depth questionnaire. The information provided by that questionnaire becomes an important factor in their recommendations concerning future directions of the program.The site visitations took place during January and February 1991 at the Milton S. Hershey Medical Center~ The Pennsylvania State University, West Virginia University, University of Minnesota, and Michigan Technological University, in addition to an in-mine visit conducted at the Loveridge Mine in West Virginia. The questionnaire was prepared and made available to the Advisory Committee and the Research Council for their review at the GTCRD annual project review meeting in Hershey, Pennsylvania, in April 1991.The comprehensive nature of the questionnaire and the scope of the information contained therein make it an excellent retrospective of the Center. Having a clear vision of where the Center has been and knowing where it is now helps to guide it into the future. It is believed that such a detailed view of the Center's facilities and research program will be of value to Center personnel and Advisory Committee members. Each aspect of the questionnaire was examined, answered in detail and documented thoroughly. With the completed questionnaire as a guide, this review of the Center's activities provides an update to Respirable Dust Center Research Program Review 1988, published in 1989 as the seventh of the Generic Mineral Technology Center for Respirable Dust volumes. As does that volume, this review presents the complete General Mineral Technology Center questionnaire, with the GTCRD's expanded responses and supporting documentation appended. An examination of the research program, Center personnel currently active on GMTC projects, the number of graduate degrees granted with GMTC supports GMTC publications, the degree of individual interaction, technology transfer activities, the reference center, GMTC equipment and facilities, and envisioned plans for future research directions provides updated information in these areas. In addition, this year, information has been included to demonstrate the interaction between the Center's goals and its research projects, with thorough consideration of actual research needs as specified by the National Academy of Sciences. This volume serves as a review of the years 1989 through 1990, the sixth and seventh years of the Center's operation."

A significant risk factor in assessing and modeling potential catastrophic slope movement in open-pit mines is the presence of argillic alteration in host rocks. High-resolution hyperspectral imagery operating in the visible to shortwave infrared can be a useful tool for identifying and mapping potentially dangerous argillic zones. We have conducted preliminary experiments with a new type of hyperspectral imager that employs an acousto-optic tunable filter, a variable retardation plate and a standard digital camera. The instrument we tested operates in the .5-1.0 micrometer range. A shortwave infrared instrument is planned, and mid-infrared instruments have been designed. An AOTF consists of an acoustic transducer that generates an acoustic wave that propagates through an attached crystalline substance. The wave sinusoidally modulates the refractive index of the crystal, selectively diffracting incident light according to its wavelength. The instrument also measures polarization signatures of reflecting surfaces as well as their spectral properties, opening up new areas of possible research. Images can be acquired and processed at 30 frames/second. The AOTF camera system offers numerous advantages to geologists. It can be used as an airborne imager or as a portable field device to image pit walls, outcrops, rock specimens or drill core. It can be adapted to image polished sections under a microscope, and it could be used in underground workings. Algorithms can produce processed images in real time (e.g., ratio images), and, because it is a camera system, aerial images can be orthorectified.

Advertisements and articles in technical and trade journals announce the approach of a new age, in which plastics, light metals, laminated wood, and numerous other products or byproducts will be used in the construction of automobiles, airplanes, and furniture and equipment used in our factories, offices, and homes. Undoubtedly, after the war there will be many such developments which will introduce new manufacturing methods and new hazards to challenge the safety engineer. Already we know, from experience in laboratories and pilot plants where these new products are being tested, that there will be many fire and explosion hazards to be overcome. The danger of dust explosions may be one of the principal hazards, because thetic resins and other materials used in the plastics industry, as well as metal powders, wood dust, and other finely divided substances, are capable of forming explosive mixtures in air. Heavy losses of life and property have been caused by dust explosions in flour and feed mills, starch factories, and grain elevators, and it will be well to consider the possibilities that such losses may occur in any new industry and to provide all possible safeguards against hazards. Fortunately, we have learned something about the behavior of dust explosions and know something about the ease of ignition, limits of Explosive concentration, end pressure developed. Our efforts should now be directed toward the application of this knowledge in the development of safe operating practices.

The Blue Metal corundum-andalusite deposit, in the Buckskin Mining district, Douglas County, Nev., was explored by the Bureau of Mines in 1945. The results of that work were presented in Report of Investigations 3895, exploration of the Blue Metal Corundum Property, Douglas County, Nev. published in August 1946. That report also describes the property in detail, giving location, ownership, history, geology, and data on beneficiation tests. Further exploration was carried on in April and Way 1947, the results of which are presented in this report. The work consisted of 175 feet of drift and crosscut, bringing the total to 398 feet of underground working, as shown in figures 1 and 2. The 23-foot drift, which was the last work of the initial project, was extended 99 feet northward along the shear zone, and three crosscuts, spaced at approximately equal intervals along the drift, were driven to country rock on the hanging and foot walls of the zone.
