Emphasis is placed on assessing the hazard potential, on ventilation principles, and on monitoring for gas. The chapter also emphasizes the importance of human factors in reducing explosion risk. Ensuring safe conditions is much more than just good engineering design. It also involves the every-day vigilance of those working underground. This does not imply that the engineering design can be ignored, only that the job of providing safe conditions has just begun with design. EARLY INDICATORS OF A GAS PROBLEM For the engineer planning a tunnel project, reliable early indicators of methane are scarce. How-ever, the local geology can often provide some information.2 Carbonaceous rocks and tar sands are a likely methane source. Gas is also a distinct possibility if it is known to be present else-where in the same sequence of geologic formations. Swampy areas, sewerage systems, and landfills are also candidates because the decomposition of organic materials produces methane. The gas in a tunnel can originate in the strata being excavated, or it can migrate a considerable distance from adjacent strata. Test borings at the project site can also serve as initial indicators of gas. Methane has no odor, but may be emitted along with gases that do. If gas is emitted from the borehole, a sample may be collected by inserting a tube into the hole as far as possible and pumping the gas out. The gas sample should be collected in a sampling bag or canister for later analysis by a chemical laboratory.3

The mucus secreted in the respiratory tract provides the first barrier against inhaled particulate and gaseous toxicants. The major component of mucus which is responsible for the physical properties and protective functions of the respiratory mucus is mucin. We have initiated investigations to determine the effects of coal mine dust on the synthesis of respiratory mucin by rat trachea under in vitro and in vivo conditions. In this study we have established optimum conditions-:ro-r~ the asceptic growth and mucin secretion of rat tracheal explants in culture. The best outgrowth of ciliated epithelial cells and maximum mucin production was obtained in CMRL 1066 medium containing 10% fetal calf serum. The explants continued to secrete mucin even after three weeks in culture. For the estimation and characterization of mucins the tracheae were cultured in the presence of [3H] glucosamine and [35S] sulfate or [14C]leucine. The mucins were isolated from the medium by gel filtration, treatment with hyaluronidase, ion exchange chromatography and CsBr density gradient centrifugation. Precipitation of polyanionic material in the culture media with cetyl pyridinium chloride and fractional extraction with NaCl also yielded mucin free of glycosaminoglycans, but in low yields. The tritium label in the purified mucin was distributed in sialic acid (50%) galactosamine (37%) and glucosamaine (13%). The density of purified mucin as determined by CsBr gradient centrifugation was about l.43g per ml in comparison to l.46g per ml for human respiratory mucin with a carbohydrate content of about 80% by weight. Alkaline borohydride treatment released saccharides which contained about 80% of the radioactivity. The effect of adding varying amounts of coal dust to the culture medium is under investigation. The estimated value of world crude mineral production in 1989 was nearly $1,420 billion in terms of current dollars or more than $1,168 billion in terms of constant 1983 dollars. This latter figure was almost 4.7% above the 1988 level but did not attain the historic high of $1,207.1 billion 1983 dollars set in 1980. The accompanying tabulation provides the latest available revised time series for the value of world crude mineral production in terms of both constant 1983 dollars and current dollars. It also provides one of the two statistical bases for the estimation, this being the data on the value of production of a group of key commodities that was compiled for and published in the authoritative French language mineral industry periodical Annales des Mines for years up to 1983.l It should be stressed that the values just discussed and those presented in the tabulation are for crude minerals only and by no means reflect adequately the role of the entire mineral industry in the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of [ ] the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,400 billion in terms of 1989 dollars.

"Explosive gas mixtures are characterized by their ability to undergo a self-accelerating reaction that may culminate in ignition. In the case of methane and air there are two interdependent causes of this acceleration. First, if a sufficiently fast reaction is induced, heat may be evolved faster than it is lost to the surroundings; consequently, the temperature rises and the reaction rate increases. Second, the reaction rate is determined not only by temperature but by the concentration of reactive intermediate products if the latter increases during the course of the reaction the rate will increase. To understand the role of these active intermediates, it should be realized that molecules of methane and oxygen, per se, show little tendency to react with each other even at high temperatures.(1) If, however, free radicals like OH and CH3, are present in the mixture, the methane and oxygen are attacked in the reactions(2):In these reactions the radicals are regenerated, and thus a chain of reactions is set up by an individual radical or chain carrier which is broken only if the latter is destroyed in some process. Not all collisions of a chain carrier with CH4 or 02 result in reaction, since one requirement for a successful collision is that the colliding particles have a certain minimum energy. The percentage of collisions in which this energy condition is fulfilled increases with temperature, so that for equal chain-breaking probabilities the length of the reaction chain increases with increasing temperature. Thus, there exists an interplay of temperature and concentration of chain carriers that determines the reaction rate. To carry the rate to the stage of self-acceleration, higher temperatures are required for lower than for higher chain-carrier concentrations, other conditions being equal."

The mine ventilation system consists of the fan, the roadways, and the regulatory devices. Sufficient fresh air must reach each working face in the mines to render harmless noxious, toxic, and respirable pollutants and to provide for the breathing of men. This is achieved by the proper selection of fan and regulatory devices. Because a mining system is dynamic, the mine ventilation system must also be dynamic. In short, mine ventilation engineers are frequently called upon to provide answers to the following questions: 1. Given a mine or the projected plan of a mine, what fan must be selected for the quantities specified in the section? At what point in its characteristic must it be operated? Are any speed changes or changes in blade settings warranted? 2. What should be the regulation in a section to insure cer¬tain desired quantity in that section? How does it affect the overall ventilation system? 3. What are the effects of driving a new shaft? Where should it be located? What size fan should be installed in the shaft? How does this affect the overall ventilation sys¬tem? 4. How much quantity increases can be obtained by cleaning up falls and streamlining roadways and by driving addi¬tional parallel airways? These questions are in no way exhaustive, nor are answers easy. Most of the operational and planning problems discussed above are to a cer¬tain extent solved by ventilation engineers using rules of thumb from experience. Both natural conditions and regulatory requirements have changed so drastically recently that use of scientific methods in ventilation planning and of faster methods in evaluating the plans is a must. "Because of its interest in accident prevention, the U.S. Bureau of Mines cooperates with city officials and utilities in investigating the causes of explosions in sewers, manholes, and other underground openings and in developing means for preventing such explosions. For several years this Bureau has been cooperating with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co. in detecting and eliminating combustibles and physiologically harmful gases in manholes in the city of Boston and adjacent territory.These Bureau of Mines investigations° have shown that combustible gases from the usual sources — leakage from gas—distributing systems and from underground tanks and gasoline wastes — can be located and the dangerous conditions remedied by a well—planned, adequately supervised, systematic, and continuous manhole survey. However, other types of gas, which are termed here ""soil"" gases, also occur in manholes and are more difficult to eliminate because they have no fixed origin and because seasonal and barometric changes affect their production and passage into the manhole space. These gases appear to be produced by bacterial and fermentation or through reactions of entrapped air in the soil. Soil usually abnormally high in carbon dioxide and low in oxygen, and contain varying amounts of methane. They are especially clangorous to men entering manholes because they lack sufficient oxygen to support life. Owing to the difficulty of constructing gastight manholes the most feasible method for eliminating soil gases from manholes is by ventilation. Consequently the Bureau of Mines initiate 4 study of natural ventilation methods for the removal of these gases from manholes and also for taking care of unforeseen accumulations of combustible gases and vapors.The following factors were considered by the Bureau to be important to the natural ventilation of manholes: (1) Relation of area of ventilation opening* to the capacity of the manholes, (2) size and shape of the manhole, (3) design of the ventilation opening (4) and velocity, and (5) weather conditions."

"INTRODUCTION The rock-bit interaction during the cutting process in underground mines has been a matter of great concern to mining operators, researchers and manufacturers, particularly after the passage of strict environmental laws. Coal cutting bears directly on airborne coal dust generation and rock cutting generates frictional sparks which may cause face ignitions, jeopardizing the productivity, safety and economy of the industry. It is imperative to investigate into the factors which have influence on bit we.ar. Hurt and Evans (1981) concluded that the point attack bits have greater ignition potential than the conventional wedge shaped bits, and also worn bits were more responsible for ignition than the new bits. The results of a study (Khair et al., 1992) suggested that after 7% weight loss, the bit should be replaced. The polycrystalline compact diamond (PDC) tipped bits are reported to be cost effective in a study done by USBM (Twin Cities Research Center), and it was stated that the PDC tipped drill bits had 80 to 100 times longer life than the ordinary tungsten carbide (WC) tipped bits.This paper presents the results of the experiments which were conducted utilizing a coal cutting simulator at the laboratory of the Department of Mining Engineering, West Virginia University, USA. The description of the machine and the experimental set-up have been described elsewhere (Khair et al., 1989; Gehi & Khair, 1994), and therefore, will not be discussed here. The rock types which were used in experimen~ are Tennessee sandstone, Berea sandstone and Indiana limestone. The operating parameters include (1) drum speed, (2) water spray pressure and (3) bit type. Besides studying the wear characteristics influenced by the above mentioned variables, the effect of these parameters on the required cutting force, specific energy consumption, acoustic emissions rate and rise in temperature of the bit were also studied. A preliminary study was also done to compare we.ar characteristics of the WC bits with those of the poly-crystalline compact diamond tipped bits."

Beasley, the smelter superintendent, and his staff members.THE BLAST FURNACE AND PLANTThe general lay-out of the recently built (1917) Bunker Hill plant has been given in the technical press in articles that were cited in Report of Investigations 3088. In addition it may be noted that the description of an ideal smelter given by Riddell 5 a year later fits the Bunker Hill smelter very well, with some changes, such as the location of the stack, made necessary by topography. For purposes of this article on the blast furnace it may suffice to state that the plant is one of the ""side hill location"" type. The various successively lower benches may roughly be considered as made for (1) the stack, (2) Cottrells and bag houses, (3) Dwight and Lloyd sintering machines with the equipment or bins for handling or mixing the feed and storing the finished product, sinter, and (4) the blast furnace feed floor with a slightly rising gradient to the bottom of the bins for sinter, feed, and take. The lowest bench (5) might be considered that of the blast furnace tapping floor at which or at appropriately slightly lower elevations are located the units for softening, refining, and treating precious metals, and for casting and loading lead. A very careful study of grades was made in order to be able to handle the products easily. All units were left with at least one end open to permit expansion of the plant, it desired, and each unit was separated from the other, evidently so that the operators on one level would be annoyed as little as posssible with the products made on another."

Reduce the hazards to which mine personnel are exposed by providing safer procedures for removing dragline wire rope terminations. Background The termination points of wire ropes used on draglines consist of a wedge and socket that lock the rope in place through friction. These components must be separated when the wire rope is changed. At present, the cannon method is the most common procedure used to accomplish this. However this method, using a small cannon and primer (detonator) cord to propel a steel projectile that will knock the wedge out of the socket, has the potential of causing injuries to mine personnel and damage to equipment. The Bureau of Mines, has devised safer, and equally efficient methods of removing wire rope terminations. The Bureau began by studying the cannon method, its merits and draw-backs. Safety guidelines were then developed for the cannon method, and two alternative methods-the pendulum ram and hydraulic pusher-were devised and tested. The Cannon Method The steel projectile used to separate the wedge and socket in the cannon method was found to be very effective. However, the method poses the inherent hazards of any explosive de-vice-hazards that could be increased by lax work procedures. There is no strict uniformity in the manufacture of the cannon or in the work procedures used in the mines employing it. Hazards could be reduced, or even eliminated, with adaption of certain manufacturing and work-procedure guidelines, such as 1) making the cannon and projectile de-signs, as well the work procedures used, uniform, 2) ensuring separate loading of the charge and detonator with insertion of the detonator through a separate port, 3) connecting electrical firing circuits only after the charge and projectile are loaded and the cannon is placed in its final firing position, 4) using approved detonating devices, 5) anchoring the cannon before firing and, 6) placing armor netting over the cannon before detonation.

Elementary concepts of seismic wave properties are reviewed to establish a framework for discussing seismic noise and its suppression. A liberal number of references is included for those who wish to pursue the topic in detail. A base motion noise level is established for a single surface seismometer. It is argued that simple array processing and seismometer burial should regularly permit us to approach this base noise level which is found in areas free of conspicuous man-made seismic noise sources. The sensitivity of the base seismic level to a number of common disturbances is presented. Solutions that promise to hold the "effective" seismic noise at a site near the base level are given for acoustic, meteorological and fixed local surface sources. Guidelines are suggested for controlling other local man-made sources, e.g. vehicular traffic, by keeping them at sufficiently large distances away from the seismometers to keep noise at permissible levels. These guidelines are speculative and conservative. They should be the subject of future study. The ability to process against general local activity, drilling, and intra- mine sources is limited. Certainly no dramatic gain is to be expected. When strong man-made and/or intramine noise sources are not controllable, detection may well be impossible to achieve, unless the seismometer can be moved close enough to the suspected miner position, i.e. via very deep holes, to compensate for the likely vast differences in strength of the miner signal and the uncontrollable man-made noise sources. However, many intramine sources, e.g., falling water, rock bursts, explosions, etc., may well preclude the existence of a hale miner in their vicinity, and therefore any need to attempt detection of a miner at such locations. The following recommendations are made to enhance the detection and location of a miner signaling seismically. They are: 1. Seismometer burial in slim holes. 2. Narrow band detection, using multiple narrow band filters to cover the likely signal band. 3. Broadband recording and analysis for time-of-arrival estimation.

This report describes the results of a Bureau of Mines investigation in which an elastic inclusion, orebody, or mining system is replaced for purposes of analysis with an imaginary effective inclusion of rectangular shape that encloses the region. This effective inclusion has averaged physical properties that are directly related to the average inclusion stresses. The results were in excellent agreement with those predicted by Donnell's theory (2)2 for an isotropic elliptical inclusion in a state of plane strain for all height-to-width ratios and for all degrees of inclusion hardness from very soft to very hard. The results are exact for an isotropic circular inclusion and provide an easy method of evaluating the stresses obtained by cylindrical inclusions in boreholes when the Poisson's ratio for both host and inclusion equals 0.25 for plane strain or 0.333 for plane stress. The theory was also used to predict the average stresses in 48 finite-element models of single transversely isotropic inclusions of ovaloid and rectangular shape. An interesting and useful observation from this work was that the forces on elliptical inclusions in the x and y directions, produced by applied uniaxial stresses in the y and x directions, respectively, were equal in magnitude but opposite in sign when the applied stresses were equal. This occurred when the plane strain condition was used with a Poisson's ratio of 0.25. The practical usefulness of the method is given by treating a variety of mining problems: (1) The average stresses in an orebody of irregular shape; (2) the average stresses in single-level room-and-pillar mining systems; (3) the average stresses in multiple-level room-and-pillar mining systems; (4) the effect of mining sequence on the average stresses produced during mining; (5) the stresses in cylindrical borehole plug related to host rock stresses as a function of plug hardness; and (6) methods for simplifying finite-element analysis of complex structures.

Bulk carriers, freighters, and tankers are the three classes of seagoing vessels engaged in transporting mineral commodities. However, vessels in these classes are not wholly devoted to mineral commodity transport, as seen in tables 16 through 22. Bulk carriers move considerable tonnages of agricultural products as well as crude minerals, their concentrates, mineral fertilizers, and the like. Freighters, owing to their great variety, can be devoted wholly to hauling mineral products or wholly to non mineral goods, as well as carrying mixed mineral commodities and non mineral commodities. They include general cargo ships, full container ships, partial container ships, roll-on/roll-off ships, and barge carriers. Tankers, although largely engaged in moving crude oil and refinery products, also transport liquid chemicals, molasses, wine, liquefied natural gas, and other fluids. Table 16 shows the distribution of the world's merchant fleet by vessel type in terms of the number of vessels, their gross tonnage, and their deadweight tonnage. The increase of nearly 1.5 % in the number of vessels between 1990 and 1991 compared with a 2.7% growth in gross tonnage and a nearly 2.3 % increase in deadweight tonnage points to an increase in the average size of vessels. Of the four categories of vessels reported, all showed increases in number and in deadweight tonnage between 1990 and 1991 except for "other," and on the gross tonnage basis, all groups registered increases. Although physical characteristics of vessels such as size, draft, crew requirements, type of propulsion system, ratio of gross tonnage to cargo tonnage, and fuel costs have undeniable influences on shipping industry performance, problems of and changes in the quantity and types of materials moved also significantly affect the shipping sector of the world economy, and thus have a bearing on the minerals sector of that aggregate. Unfortunately, comprehensive global data reflecting changes in these critical variables are not published.

"INTRODUCTION Aluminum and manganese bronzes as a group, may be separated readily from other copper-base alloys by experienced sorters. However, separation of aluminum bronze from manganese bronze is generally a matter of guesswork, so that accurate separation presents a difficult salvage problem.Attempts at separation by the thermoelectric tester. 3/ which had proved successful in solving other sorting problems, showed in this instance that the desired separation was uncertain because of the wide range of composition allowable in each kind of bronze. If only one composition of each kind of bronze were used in industry, separation by the thermoelectric method probably would be simple. However; the variability in composition observed in commercial alloys is so great that the thermoelectric power of the one type frequently overlaps the range of values found for the other. As a result, specimens frequently are classified in the' wrong group.Separation of the two types of bronzes on the basis of measurements of magnetic properties on filings from the various samples also proved unsuccessful because the test results overlapped to such an extent that no clear-cut division could be obtained.Electrode potential measurements were made also on the aluminum and manganese bronzes in the hope of distinguishing between them. A drop of saturated potassium chloride solution was placed on the fresh surface of the metal and the tip of a calomel electrode introduced therein. The voltage generated was measured by connecting the electrode and the bronze part to a research-type potentiometer. Although the voltages generated by the manganese bronze parts were greater than those generated by the aluminum parts, the difference in the closest two sets of readings was not sufficient to warrant a good separation. When a concentrated potassium alum solution was used instead of the potassium chloride solution, a wider divergence of voltage was produced by the various bronzes, but unfortunately readings overlapped in several instances."

Briefly, a permissible schedule of the Bureau of Mines establishes certain minimum standards for safety; it gives details of test methods adopted to determine whether these standards have been met, and a list of charges for such tests. Any manufacturer has the privilege of submitting his product for test in accordance with the conditions outlined in the schedules. His action is wholly voluntary, for the Federal Government has no jurisdiction as to what equipment shall be used in mines, this authority being left to the various States. When the product of a manufacturer has met the schedule requirements, he is permit¬ted to advertise this fact and to attach an approval plate with the bureau's seal to each machine he makes that is identical in every way with the equipment tested, inspected, and approved by the bureau. This work of approval has grown by the addition of new schedules until at present a great many mines are using one or more classes of permissible equipment, and there is still a demand for other approved apparatus in the ever-widening field of electrically operated machinery. The safety of electrical equipment of this type depends on four fundamentals, namely, (1) correct principles of design; (2) proper assembly of parts at the factory; (3) proper assembly and installation of equipment at the mine; (4) and proper operation and maintenance after installation. The first two factors are within the province of the manufacturer. The bureau either inspects and tests several models of one product, such as electric cap lamps, or one model, such as an electric motor. If this series of tests proves satisfactory, the manufacturer is given the privilege of making other appliances, and assembling them in the same way; the approval plate he attaches is his guaranty that the equipment is identical with the one tested and inspected by the bureau. The process of ?gasfreeing? has been defined3/ as "* * * the removal of oil and vapors from tanks, pipelines, and compartments to render such spaces safe for the intended work," Generally, part or all of a vessel is gasfreed for one of several reasons: Periodic cleaning; tank inspection or repairs; shipyard overhaul or major repairs; or change of cargo, Curing the gas- freeing, flammable or explosive4/ mixtures (mixtures through which a flame can propagate after ignition by an open flame, heated object, electrical charge, or other means) may be produced. These mixtures create an explosion hazard, as the pressures produced after their ignition are often great enough to completely demolish the vessel and kill all those aboard, This paper outlines a study by the Federal Bureau of Mines of the gas explosion hazards likely to be encountered while gasfreeing a vessel compartment. To better understand these hazards it will first be necessary to review the language used in gas- explosions work. This language is considered in the following sections. Inert gases such as carbon dioxide, nitrogen, water vapor, and others can be used to decrease the range of combustible-vapor concentrations in which flammable mixtures are formed. Sufficient quantities of such gases can often be added to cause a mixture that originally was flamable to become nonflammable. Unfortunately, the use of water vapor in this application is complicated by the fact that elevated temperatures are required to keep the water in the vapor state. In practice, it may be difficult to maintain these elevated temperatures throughout the space (such as a cargo tank) to be inerted for any length of time. Accordingly, where other inert gases are not available, it may be desirable to gasfree a Lank by using heated air. To do this, the combustible vapors should be flushed as quickly as possible from the space to be gasfreed. In a properly designed system, large tanks were gasfreed with a littlee as 6 volumes of air per volume of tank capacity.

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

New and innovative computer models are therefore necessary to more accurately assess the potential impact of mining activities on groundwater resources and the environment. Applications for unsaturated flow modeling include (1) assessment of the impact of surface or underground extraction mining on flow conditions; (2) assessment of various hydrologic designs for resource recovery, such as in heap leaching or in situ leach mining; (3) assessment of the transport of conservative nonrcactive constituents in response to migration from spoil piles, or acid mine drainage; and (4) assessment of any combination of the above to facilitate expeditious permitting for mining operations. Since the mid 1970's there has been a proliferation of mathematical models and procedures for solving unsaturated now problems; however, few of these approaches have been integrated into software for public use. Commercially available unsaturated flow software models typically are limited to a single application and have restricted approaches. For example, computer codes that solve the unsaturated flow problem based on an analytic expression arc restricted to a simple geometric shape, homogeneous and isotropic materials, and provide only information regarding pressure and flow conditions in specified wells. The variably saturated computer codes that take advantage of the finite difference or finite element approach arc often restricted to either steady state or transient solutions; utilize one specific moisture-retention relationship and moisture-dependent permeability function; do not account for hysteresis; and are used with specific hardware such as a mainframe or work station. This restricts their use because they arc hard to interface, and arc often poorly documented, support dependent, and expensive. The mining community needs a flexible, more broadly based, variably saturated fluid flow simulator for the PC-platform to more accurately predict fluid movement in the mining environment.

"INTRODCICTIONSilicosis is the chronic fibrosing disease of the lungs caused by the inhalation of crystalline silica. However, inhalation of crystalline silica, may induce three distinctly different disease patterns; i.e., chrome silicosis, accelerated silicosis, and acute silicosis. These three disease patterns differ in their pathologic characteristics, clinical symptoms, onset of disease, and mortality. Many studies in the past have focused on the elucidation of mechanisms involved in the development of chrome silicosis. We recently reported that freshly fractured silica has surface properties that could make it more reactive with lung tissue than aged silica, and that this unique reactivity of freshly fractured silica may be involved in the pathogenesis of acute silicosis (Dalal et al., 1986; Vallyathan et al., 1988; Shi et II., 1988). Because freshly fractured silica could contain some moieties in an ""excited state,"" due to the breakage of silicon oxygen bonds, we postulated that the de-excitation of these moieties could produce light which could be monitored by a luminescence measurement technique. In addition, if this ""excited state'' of silica could trigger a greater biologic response by phagocytic cells, this activation could be monitored by a chemiluminescence technique in the presence of appropriate enhancers.This investigation describes for the first time the use of luminescence in the study of freshly fractured silica and its properties. Enhanced biologic reactivity of the freshly fractured silica with alveolar macrophages was monitored by the chemiluminescence technique.MATERIALS AND METHODSNative silica was obtained from the dust bank of the GenericRespirable Dust Technology Center, Pennsylvania State University, State College, PA, and ground for 3~ min in an agate ball mill. It was then sieved through a 20 micron mesh filter and used within 1 O min as fresh silica or stored in glass bottles for aging. X-ray energy spectrometry and X-ray powder diffraction studies on representative samples were made to confirm the mineralogic purity. All the silica samples were found to be 99 % pure with minimal detectable conlamination by metal ions."

Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion or roof fall. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety. The exercises were conducted at NIOSH’s Lake Lynn Laboratory during 1995 to 1998 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included chemical light sticks to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escape ways, and a helmet mounted thermal imaging system to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. A new high-visibility team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 305-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” mapped the passageways, built temporary stoppings and ventilated the smoke-filled entries. The teams indicated that the simulations were challenging and very informative.

1.In 1972 over 595 million tons (51+0 million metric tons) of bituminous coal were mined; 49% of this tonnage was obtained by surface mining methods. Authorities have predicted that the tonnage of surface mined coal will increase in the future, especially since oil and gas resources are becoming limited. 2. Demands for clean air have increased mining activities in the low-sulfur coal deposits in the West. Pollution problems arising from these operations will be considerably different than those found in the East. The deposits are located in arid to semi-arid regions. Coal seams are generally aquifers and are a principle source of fresh water. Therefore mining may result in alteration of groundwater distribution patterns by aquifer disruption. In general, pollution problems associated with western mining are not well characterized. 3.Since any disturbance of the surface will alter the environment in the vicinity of the disturbance, pre-mining planning is a prerequisite to any environmentally successful surface mining operation. If properly carried out, the adverse social, economic, and environmental effects of coal surface mining will be minimized. Certain land areas will be unsuitable for surface mining where: a.Reclamation is not physically or economically possible. b.Mining is incompatible with existing land use plans. c.The proposed mining area is of critical environmental concern. Core drilling is the most satisfactory method of obtaining accurate information for pre-mining planning. 4. Unaccountable strip mining in the past has created problems that are still present today. Contour mining methods that involve the indiscriminate dumping of overburden on the downslope is one of the largest single sources of sediment from strip mining. However, land disturbed by strip mining can be reclaimed. Techniques have been and are being developed by which mining and reclamation are integrated into a single operation. Mountain top removal, head-of-hollow fill, and block cutting are examples in contour surface mining. These methods drastically reduce pollution problems associated with contour stripping.
