ESTABLISHMENT of an effective inspection system has been held essen¬tial to any international agreement that may be designed primarily to curb the testing of nuclear weapons. A number of reports and papers already have described basic inspection concepts and appraised various pro¬cedures, techniques, and methods as to their probable effectiveness in detecting and identifying violations under such agreement. This report results from a study of only one part of the contemplated inspection system, specifically the final phases embracing onsite investigations and mine examination techniques. The results and reports of earlier work were reviewed in detail, and subjects that were found to have been exhaus¬tively evaluated are recognized by reference and not redescribed here. In other instances, previously described techniques, methods, and clues were revaluated to define more clearly their practical value to the final objective of an onsite inspection. Previous documentation does not refer to a number of subjects, techniques, tools, clues, and methods considered by the study; this report treats these in detail, even though when applied singly or collectively their practical value may be questionable.

The Bureau of Mines has devised a procedure to selectively extract and recover chromic oxide (Cr203) from waste high-temperature shift catalysts that contain approximately 6 pct Cr and 62 pct Fe, both in oxide form. The Bureau's procedure consists of roasting the waste catalyst with sodium hydroxide (NaOH) or sodium carbonate (Na2C03) followed by water leaching. The chromium from the leach liquor was recovered utilizing an oxidation-reduction reaction with pH adjustment to form a hydrous chromic oxide (Crp3oXHp) precipitate. The roast-leach procedure produced chromium extractions greater than 89.7 pct, with product recovery in excess of 99 pct from the leach liquor. The costs of the NaOH and Na2C03 roast processes, including sizing and equipment-related recommendations, were determined by the Bureau's Office of Process Evaluation. The economic evaluation indicates that producing a Crp3 product, at the present time, is not competitive with the present-day cost of imported chromites. The estimated average operating cost for both processes was $5.44/1b of recovered Cr203 concentrate. However, this procedure offers a potential alternative to the disposal of this waste through landfiIl.

Reports received by the Bureau of Mines, Department of Commerce, from State mine inspectors, for November, 1930, showed that 219 men were killed in the coal mines of the United States during the month, an increase of 25 over the previous month and 33 over November, 1929. On the other hand the production of coal decreased, the output of 43,329,000 tons in November being 8,397,000 tons less than in October and 9,005,000 tone less than in November a year ago. The larger number of fatalities accompanied by a smaller output of coal resulted in a higher death rate4 per million tons in November than in the same month last year or in October, 1930. The November rate was 5.05, as compared with 3.55 for November, 1929 and 3.75 for October, 1930. The increase in the rate for the industry as a whole was chargeable entirely to bituminous mines, as the anthracite mines had fewer fatalities in November than in either of the previous months to which reference has been made. Reports for bituminous mines alone showed that accidents at this class of mines resulted in a death rate of 5.12, based on 195 fatalities and a production of 38,122,000 tons. This rate indicated an increase of 55 per cent over the rate for October, of the same year, and 72 per cent over the rate for November, 1929. The October record was 146 fatalities and 44,150,000 tons, and that for November a year ago was 138 deaths and a production of 46,514,000 tons.

Gypsum plaster is calcium sulfate hemihydrate (CaS04-1/2H2O). There are two varieties, commonly designated as a and ß. The hydration setting) of this plaster involves the chemical reaction: CaS04?1/2H20(c) + 3/2H20(l) = CaSO4?2H20(c); that is, the hemihydrate combines with water to form the dihydrate. Many substances, when present as impurities, either in the hemihydrate or the water have influenced the rate of the hydration reaction. The objective of the Bureau of Mines work described in this report was to investigate the accelerating or retarding effects of small amounts of dissolved substances and to attempt to classify these effects upon a chemical basis. To eliminate competing effects, the work was conducted separately on the two varieties of hemihydrate; both were in highly pure form. (Commercial plasters usually are a mixture of the hemihydrates, with other substances present as impurities.) As the hydration reaction of each variety of hemihydrate evolves heat in amounts known from previous work, 5,6/ the authors decided to use calorimetric methods to follow the extent of the hydration reaction as a function of time. Two calorimetric methods were employed. One was designed to study the hydration reaction with a large water to plaster ratio and the other with a small water to plaster ratio (to simulate commercial practice in utilizing plaster).

The purpose of this investigation was to develop a procedure for removing excess iron from representative samples of bauxite ore from the Quapaw deposit of American Cyanamid Co., Saline County, Ark., in order to produce a beneficiated ore suitable for use in the alum industry, At the request of the sponsoring company, the samples were reduction-roasted at 800° C. and then magnetically separated. Although some rejection of iron was effected under these conditions, the general results were not satisfactory, A much more successful procedure, from the standpoints of both rejection of iron and recovery of alumina, consisted of a short (l5-minute), low-temperature (400° C.) oxidizing roast, followed by a 2-minute interval in a hydrogen atmosphere, then cooling to room temperature, and, finally, high-intensity magnetic separation to remove the iron.

As part of the Bureau of Mines, U.S. Department of the Interior, effort to provide thermodynamic data for the advancement of minerals technology, the Gibbs energy of formation of sphalerite (zinc sulfide) was investigated with a high-temperature galvanic cell employing stabilized zirconia as the electrolyte. In the temperature range 948 to 1,210 K, potential measurements were obtained for the cell Pt, ZnS + ZnO, S02 = 1 atm // Zr02 // Cu20 + Cu, Pt, with the overall cell reaction ZnS(c) + 3 Cu20(c) = ZnO(c) + 6 Cu(c) + S02(g). (1) These results, combined with the best available values of ?Gf° for ZnO, S02, and Cu20 from the literature, give the Gibbs energy of formation of zinc sulfide for the reaction Zn(l,v) + 1/2 S2(g) = ZnS© (2) ?Gf° = -64.223 + 24.02 X 10-3T ± 0.650 kcal/mole (3) (948-1,180 K; standard states - pure liquid zinc and S2 gas at 1 atm), and ?Gf° = -92.720 + 48.17 X 10-3 ± 0.650 kcal/mole (1,180-1,210 K; standard states - pure zinc vapor and S2 gas at 1 atm). A third law analysis yields for the formation reaction Zn(1) + 1/2 S2(g) = ZnS(c), (5) a standard enthalpy of formation as follows: ?Hf298.15 = -63.64 ± 0.700 kcal/mole.

This report describes sampling and analytical procedures used for measurement of sulfates in diesel tailpipes and in the diluted exhaust within dilution tunnels. A variety of methods exist for sulfate analysis for such systems, including ion exchange. Two chemical methods used by the Bureau of Mines are described in detail. These are based upon spectrophotometric measurement of chloranilic acid using barium chloranilate. The procedures are rapid and relatively inexpensive. In general, ion exchange is preferred by many analysts for sulfate analysis. However, it is more complex and expensive than chloranilic acid procedures, which are adequate for exhaust analysis.

Several methods of calculating ore grades by diamond-drill sampling in the Homestake mine, Lead, S. Dak., have been evaluated by statistical analyses of assay data. The natural distribution of gold particles, partly masked through sampling and assaying procedures, is probably lognormal. As a consequence of the gold particles being clustered rather than randomly distributed within the ore bodies, (1) more mine samples are needed to obtain a specified precision of mean grade than the number predicted by the standard-error-of-the-mean law; (2) the variance of gold values is not inversely proportional to sample volume, and, therefore, small-diameter drill core yields samples nearly as good as larger diameter core; and (3) sampling at 5-foot intervals provides nearly as good results as sampling at shorter intervals.

Geological differences among various coalfields restrain the applicability of subsidence prediction using empirical approaches previously developed. The Bureau of Mines assessed data collected from 16 longwall panels in the Northern Appalachian basin. Attention was focused on the effects of rock lithology, excavation width, and panel depth on the subsidence factor. The results show that the subsidence factor can be expressed in terms of the width-to-depth ratio by a simple exponential equation, which has a coefficient tentatively considered as the subsidence index. This index varies with the lithology of a particular site, and can be expressed in terms of percent distribution of weak and strong rocks in the overburden.

Exploratory research was conducted to ascertain the feasibility of recovering beryllium from Spor Mountain, Utah, ore by the sodium fluosilicate (Na2SiF6) method used industrially for processing beryl. Na2SiF6 requirements to form water-soluble salts of beryllium were determined for three different samples--two clayey ores containing 0.6 and 1.3 pct BeO, respectively, and a calcareous ore containing 0.6 pct BeO. The ores were sintered with Na2SiF6 at 750° C for 3 hours. About 80 pct of the beryllium was rendered water soluble by sintering the 0.6-pct BeO ores with 30 and 40 lb Na2SiF6 per lb BeO contained in clayey and calcareous ores, respectively. The higher grade 1.3-pct BeO clayey ore required only 20 lb Na2SiF6 per lb BeO to solubilize over 80 pet of the beryllium. As the 0.6-pct BeO clayey ore was possibly the most representative of the deposit as presently delineated, leach liquor prepared from this sample was treated to recover beryllium salts. About 60 pet of the beryllium contained in the ore was recovered as beryllium hydroxide, which then was calcined to yield a 99-pct BeO final product by means of the following operations: (1) Sintering with Na2SiF2, (2) leaching with water, (3) precipitating crude Be(OH)2 by adding NaOH, (4) filtering to separate the hydroxide from the NaF solution, (5) redissolving the crude Be(OH)2 in excess NaOH, (6) filtering to reject caustic-insoluble impurities, and finally (7) boiling the Na2BeO2 filtrate from (8) to precipitate pure Be(OH)2. Reagent consumption was 49 lb Na2SiF6 per lb BeO recovered and 17 lb NaOH per lb BeO.

The gas -flow oil-shale retort is a continuous, crass flow, gas -to -broken solid heat-exchange system in which heat is transferred by convection from the gas to the solide.2/ This type of heat transfer presents a problem of analysis that cannot be solved by methods in common use. Solution of this problem is necessary for design, operation analysis, and predict ion wherever that type of heat exchanger is used. This report embodies a method for calculation of heat transfer coefficient and temperature histories of gas and solid in the gas- flow retort operating at equilibrium conditions. Detailed calculations are presented to show the application of the method explained in this report to conditions of an actual run made in the gas-flow retort. Although used here for a specific case, the method is applicable to all heat exchangers that are characterized by continuous, crossflow, gas -to-broken solid heat transfer. INTRODUCTION In any direct, gas -to -broken solid heat -transfer system, it is difficult to measure the temperatures of the gas and solid inside the heat exchanger. The driving force for heat transfer between the two media in the bed there- fore usually is unknown. The major resistance to heat transfer is in the gas film surrounding the solid particles, and the thickness of this gas film is neither uniform nor can it be determined readily. It is well to point out also that determination of the surface area of the particles is of poor accuracy. Since the driving force, the major resistance, and the surface area in the heat-transfer system are such uncertain quantities, It is not feasible to calculate the heat transfer by usual methods. All of the fore- going statements are true of the gas-flow retort; as a result, efforts were made to determine apparent heat-transfer coefficients and temperature histories of gas and solid in the heat -exchange bed by calculation using those data that were available. The heat -transfer coefficient calculated has the following dimensions: B .t .u. per second, °F., cubic foot of bed volume, where heat - transfer coefficients normally have the units; B .t .u . per hour, square foot, °F. Only the Schumann-Furnas formulas may be used to determine the heat- transfer coefficient and temperature histories in this type of heat exchanger.

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. Because of the extreme interest in materials with high melting temperatures and the advantages offered over the powder route for making high-density material, arc-melting and centrifugal-casting methods were investigated for preparing shapes of hafnium carbide with and without excess carbon. Highly satisfactory equipment was constructed and efficient operating procedures were established. Also, methods for preparing consumable electrodes and shrink-tolerant graphite molds were developed. Although crack-free hafnium carbide (6.3 weight-percent carbon) shapes were not made, coherent castings containing 9 to 13.5 weight-percent carbon were produced; the same compositions were shown to be resistant to thermal shock. Selected physical and chemical tests were performed on castings chosen for investigation by chemical and nondestructive inspection techniques. Electrical conductivity and thermal expansion measurements were made. Measurable oxidation of all the compositions studied was observed to start between 500° and 600° C. Attack by nitrogen, however, did not occur until temperatures exceeded 2,000° C. A linear relationship of the logarithm of the diamond pyramid hardness to the temperature was noted. Considerable scatter of the bend-rupture strengths at room temperature and of the tensile strengths up to 2,000° C was found. However, at the latter temperature and above, a definite relationship of strength to temperature was observed and some ductility was noted.

"INTRODUCTION Scheelite occurring in tactite at the Black Rock tungsten mine, near Benton in Mono County, Calif., was investigated by the Bureau of Mines in cooperation with the Geological Survey as part of their search for additional sources of supply of strategic minerals authorized under the Strategic Materials Act. 3/4/The work accomplished by the Bureau, and the assays of samples taken are described in this manuscript. The ore found aided materially in prolonging the operating life of the mine during the recent national emergency, supplying much-needed tungsten for war use. ACKNOWLEDGMENTSIn its program of investigations of mineral deposits, the Bureau of Mines has as its primary objective the more efficient utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Time-domain reflectometry has long been an accepted and used method for locating electrical faults in electrical cables. The process has, however, required the use of equipment that is somewhat complex and difficult to use. The skill level needed to operate such equipment is high. Therefore, the use of the time-domain reflectometry process has been limited to selected locations and controlled environments. The process, however, has great potential for mine system applications. The ability to locate and repair trailing power cable without removing it from the mine would result in great savings in cost and employee-hours. Therefore, an automatic microprocessor-controlled time- domain reflectometry system was developed to reduce process complexity and skill level needed to operate the unit. The theory of operations is discussed along with the computer analogies used in the unit. The present unit capabilities are presented and future areas of application and research are discussed.

"INTRODUCTION Oxygen, because of its vital relationship to man's physical well being, is the most important chemical_ element. It may be breathed, however, only in a rather limited range of concentrations and pressures without producing ill effects. An excess of oxygen may be equally as harmful as too little of it. Because of the importance of these effects, the study of the physiological action of oxygen has received attention for many years and by many investigators. Much of the investigative work has been directed toward determining the limits within which oxygen in abnormal concentrations and at abnormal pressures may be breathed with safety in such applica¬tions as deep-sea diving, work in comprossod-air, aviation, the wearing of apparatus designed to permit entrance into irrespirable atmospheres, and in the therapeutic applications of the medical profession.The Bureau of Mines frequently receives requests for information on the effects of breathing essentially pure oxygen, because of the Bureau's association with the use of self-contained oxygen breathing apparatus for entering irrespirable mine atmospheres, and the use of oxygen in conjunction with artificial respiration as a moans of resuscitation. The purpose of this paper is to summarize briefly the effects upon the human body of the inhalation of oxygen in various concentrations and at various pressures and to give reference to other published information that deals in greater detail with the diverse phases of the subject. The literature in this field is voluminous; therefore, a complete bibliography has not boon presented in this paper. No paper on this subject would be complete without reference to the classic pioneering work of Paul Bert (1) 3/ in this field. Articles such as those of Stadia, Riggs, and Haugaard (2), Bean (3), Specht (4), and others cited contain extensive lists of references that will leadthe reader to information in a degree of detail that is not within the scope of this publication."

Digestion studies were undertaken to develop a method for the rapid dissolution of high-temperature ferroalloy scrap. Laboratory tests showed: (1) dissolution of alloy scrap with ferric ion as the leaching agent was a moderately rapid method of digestion; (2) the dissolution process can be considered as a typical reaction of a metal with chlorine gas, although evidence was obtained to show dissolution as a two-step process, one step as the reduction of ferric ion by the soluble alloy constituents and the other as the oxidation of ferrous ion with chlorine gas; and (3) the attack of ferric ion on the alloy was a function of alloy composition, ferric to ferrous ion ratio, and area of contact between leach solution and alloy. The exceedingly complex nature of alloy compositions and dissolution products generally precluded satisfactory analytical determinations. Results of moderate accuracy were obtained using complex modifications of standard analytical and spectrographic techniques.

[Thermodynamic properties of two amphibole asbestos minerals were determined by the Bureau of Mines. The enthalpies of formation were determined by the hydrofluoric acid solution calorimetry method. Heat capacity measurements were made with an adiabatic calorimeter over the range of 5 to 315 K. High-temperature enthalpies above 298 K were determined with a copper-block drop calorimeter to 852 K for amosite and to 902 K for crocidolite. Thermodynamic data determined for amosite of the composition Fe5+2.2766Mg1.5209 Fe+03.12Mn0.0825) Si7.9163Al0.0837022.0363)(OH)1.9637 are: S°298 = 168.8 ± 5 cal/deg-mole; ?Hf°298-15 (elements) = -2419.24 ± 2.95 kcal/mole; ?Hf298.15 (oxides) = -30.92 ± 2.47 kcal/mole; and ?Gf° -2260.1 kcal. Corresponding data found for s3 ,1s = crocidolite of the composition (Na1.9Ca0.1)(Fe2+.024Fe2.5 01Mg0.475) (Si7.9713024Fe+2 2.501Mg0.475) (Si7.971 Al0.029022.095) (OH)1.905 are: S2.98-15 - 161.1 ± 4 cal/deg-mole; ?Rf° 2 298.15 (elements) = -2433.56 ± 2.99 kcal/mole, 10298.1s (oxides) = -87.69 1.70 kcal/mole, and ?Gf°298.15 = -2269.8 kcal.] Calorimetric values from this investigation were combined with other data from the literature to calculate the Gibbs energies of formation and equilibrium constants of formation over the temperature range of the measurements. Tables of enthalpies of formation and Gibbs energies of formation are given as a function of temperature both from the elements and the constituent oxides.

Surface mining drastically alters the ecological characteristics of the area disturbed and in some cases has a decided effect on surrounding areas. Vegetation is removed, topographic features and characteristics are changed, and the original geologic overburden profiles are destroyed. Spoil banks generally are a heterogeneous mixture of rock fragments, rock particles, and soil-sized material derived from the overburden strata. With proper mining techniques, the various strata can be partially or completely segregated. Segregation of over- burden material offers the opportunity to bury the toxic, acid, or salt-pro producing strata under growth supporting material. In some situations, lower strata may have more desirable characteristics than surface material and can be placed near or on the surface. For example, limestone strata appear in some lower overburden profiles that have shale and/or sandstone near the surface. Also, some lower strata have higher nutrient levels that have been leached from the surface. Experience has shown that natural revegetation is a very slow process on strip mined areas. Native vegetation may not be compatible with the environment on the mined areas, for example : 1. Low nutrients in the spoil. 2. Toxic spoils (very acid or highly alkaline ). 3. Surrounding vegetation may be of the climax type and may not have pioneer- or primary-invader-type species present. 4. The seed source may be to far away from the adjacent mined areas. Early attempts to revegetate strip-mined lands with trees also proved to be unsatisfactory as they did not provide the initial ground cover required to stabilize the spoil. Erosion control with trees only may take up to 10 years before the canopies close and an effective cover is established. They are slow to form soil profiles and do not provide effective chemical pollution control until long after planting. A quick growing cover of herbaceous species is necessary to obtain quick stabilization and initial protection against erosion by reducing runoff and rain-drop splash. Measurements of surface magnetic field noise were made at various locations over the Geneva Coal Mine near Price, Utah, on June 12, 1973. The locations selected were on the surface over emergency locator beacons underground at depths between 3S0 meters (1150 ft.) and 488 meters (1600 ft.). The surface terrain where these measurements were made was mountainous, and access was difficult. There were no power lines within several miles, and the weather was clear; therefore, the magnetic noise levels were about as low as will normally occur. Results of measurements of distant sferics indicate rather sharp cutoff frequencies below which broadband, impulsive noise is attenuated. The mechanism of propagation for this noise above the daytime cutoff frequency of 3500 Hz and the nighttime cutoff frequency of 1700 Hz is deduced to be a waveguide formed by the D or F layers of ionosphere as an upper plane and the earth as a lower plane.
