These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. As a means of investigating the distribution and variability of gold in ore from the Homestake mine, Lead, S. Dak., the Bureau of Mines performed a designed sampling experiment, and assay results were statistically interpreted. Fifty-six feet of diamond-drill core from five boreholes was sawed into l-inch-long cylinders, which were sampled randomly and were assayed. Analyses of variance of the assay results were used to compare and assess the different types of variation: within drill holes, among paired drill holes, among unpaired drill holes, and among furnace runs. The extreme variability in gold mineralization found is the natural variability on the smallest scale that can be detected by fire assay; most of the variability is associated with among-feet rather than within-feet sample intervals. Because of the extreme variability, one-half of the gold is in 3 percent of the samples.

This compilation presents information obtained through investigation of manganese deposits and a reconnaissance of potential manganese-bearing areas of southwestern Oregon and Del Norte County, Calif., from October 1952 to September 1955. The report includes maps, assays, and preliminary examination data on 39 manganese deposits distributed throughout Curry, Coos, Douglas, Josephine, and Jackson Counties, Oreg., and 1 deposit in Del Norte County, Calif. On the basis of mineral content the deposits can be divided into three groups: 1 Manganese silicate deposits, manganese oxide deposits, and manganiferous iron de-posits. Generally the oxides occur along the coast in the Curry-Coos County area, the manganiferous iron deposits are in the Josephine-Douglas area, and the manganese silicates are found in both the Josephine-Douglas and Jackson County areas. The deposits are characteristically irregular in form and usually small. Most silicate and manganiferous iron deposits are in metasediments of Triassic (?) age; oxide deposits are in sediments varying in age from Jurassic to Eocene.

Continuous-circuit flotation and batch-scale precipitation tests were made by the Bureau of Nines to determine rejection of carbon and recovery of fluorine and aluminum compounds from aluminum reduction plant residues, About 40 to 60 pounds each of aluminum fluoride and cryolite are lost for each ton of aluminum produced. Gasoline and turpentine were satisfactory for floating carbon from both fresh water and saturated solution systems. Soluble fluorine and aluminum compounds were recovered by precipitation with sodium aluminate and carbon dioxide. Over 99 percent of the carbon was removed by flotation. Fluorine and aluminum recoveries up to 77 and 63 percent, respectively, were obtained in a combined precipitate and nonfloat product, In the fresh water system the combined product was mostly cryolite with some gibbsite. In the saturated solution system the product was mostly sodium fluoride, some cryolite, and minor amounts of gibbsite.

These inspection standards have been prepared for use in the Federal inspection of bituminous and lignite mines. They are a revision of "Tentative Coal-Mine Inspection Standards," published as Bureau of Mines Information Circular 7204 in February 1942 and employed a guide for Federal inspections. Numerous changes have been made in the original standards owing in part to recognition of shortages of some types of safety equipment due to the war, in part because of need of additional standards to cover certain mine conditions' arid' practices, and in part to conditions not foreseen when the original standards were prepared. About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however; failure to carry out the suggestions made in such of the other standards as are applicable may also' lead' to the loss of lives.

Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

Correlation of geological studies between individual pegmatites, as well as between major districts, has brought fort come semblance of order to the knowledge of the structure and mineralogical composition of those highly complex and irregular deposits, making it possible to classify certain pegmatites and pegmatitic zones into several grouts of associated minerals, based upon the presence or absence of the minor minerals of beryllium and lithium. It is estimated that 10,000 lives were lost and $285,000,000 worth of property was destroyed by fire in 1937. Of the 103 fatalities in tie petroleum industry in 1938, 36 resulted from fires and explosions.3/ Everyone can help to prevent the tremendous losses, both in life and property, caused annually by fires and explosions, Forest fires occur every year, in which the tremendously intense heat wave ahead of the flame turns beautiful green trees into blazing torches like so much gasoline, vapor, and jumps over the tops of trees to start fires behind the firs fighters; prairie-grass fires occur, and a farmer in the path of the fire must plow a furrow around his home and outbuildings before the flame reaches them; and frequently automobiles are burned up in filling stations. Persons who have witnessed such sights know better than to throw a lighted match, cigarette, cigar, or hot coal from a pipe out of an automobile or to discard a fire or flame of any type in the forest, in the country, or in the city.

The Bureau of Mines conducted a laboratory study of the measurement of the water and rock dust (RD) contents of synthetic mine-type coal dust (CD) mixtures using a commercial unit for measuring water content and several prototype radiometric units for measuring the RD content. The RD content ranged from 50 to 100 wt pct and the added water (AW) ranged from 0 to 15 wt pct. The total water (TW) content (intrinsic (IW) and AW) of a small dust sample could be readily measured automatically by essentially untrained personnel using a commercial unit. The RD content of a sample containing only IW could readily be measured by moderately trained personnel using several radiometric units. With gamma-ray devices, about 300 g of sample is needed. With the improved beta-ray device, about 25 g of sample is needed. With dry mine dust samples, the estimated RD error range for gamma-ray devices is 0.8 to 2.3 pct and 0.5 to 1.0 pct for beta-ray devices. However, the radiometric measurement of RD content was questionable if the dust mixture also contained AW or if it was uncertain whether the dust mixture contained AW.

One of the purposes of the investigation was to determine and report on how coal augers are used to mine bituminous coal that is near outcrops and may not be mined otherwise by any other present-day method. Such increased overall recovery results in the conservation of coal resources. Other reasons for the investigation were to determine and report the production rates of such operations and the types of equipment used. Auger mining of coal as a means of coal recovery supplementary to strip mining has been introduced and developed since World War II. This type of coal mining has grown rapidly, and bituminous-coal production by auger mining has been estimated at 6,000,000 tons in 1955. Mines were selected for study to give reasonably representative information on auger mining in different types and thicknesses of coal beds in different geographic areas and on different types and sizes of equipment operated under various conditions. This report is based on field studies of 8 auger-miming operations in Pennsylvania, West Virginia, and Ohio and in 5 different coal beds. Operations were observed in active strip mines, in strip mines reopened for auger mining, and along benched coal-bed outcrops. At the time of this study, no augers were reported to be operating in underground mines. The diameters of holes drilled ranged from 26 to 52 inches, and the lengths of holes ranged up to 208 feet. At some operations auger holes often penetrated abandoned underground mine workings.

The U.S. Bureau of Mines is conducting investigations to improve design methods for mining volcano-genic massive-sulfide (VMS) type deposits in environmentally sensitive regions. This study was conducted at the Greens Creek Mine, which is typical of many VMS-type deposits throughout southeast Alaska, and served as a case history for computer modeling and structural analysis. Results indicated that the finite-element design method provided reasonable comparisons with both the anticipated regional stress regime and the measured deformational response of the underground accessways. Investigators concluded that reasonable accuracy can be expected for stability analyses of proposed mine design scenarios at this mine using the results of this preliminary study.

This report presents experimental data on the propagation of explosion- generated strain pulses in rock. Tests were performed in 5 different rock types, employing 10 different types of explosives. Charge sizes ranged from 0.5 to 50 pounds, and travel distances ranged from 2.5 to 70 feet. Analysis of the data shows that the experimental peak strain data satisfy an exponential decay propagation law of the form: ?R/W1/3 = Ke ?aR/W1/3. For a particular rock, parameter K is a linear function of the calculated detonation pressure or the calculated energy density of the explosive. For a particular explosive, K is a linear function of the elastic parameter of the rock, p2, a result, which is at variance with elastic theory. The absorption constant, a, is independent of type of explosive but dependent upon rock type. However, no definite relation between a and the physical properties of the rock could be established.

General expressions for evaluating various thermodynamic properties applicable to the van der Waals equation of state have been derived. These formulas were subsequently used to evaluate various thermodynamic functions in the two-phase region. The results indicate that, for a van der Waals fluid, there is a finite discontinuity in the second derivative of the vapor pressure curve, in the second derivative of the chemical potential or Gibbs free energy at the critical point, and in the heat capacity at constant volume measured at the critical density. Numerical values are tabulated and graphs are presented for all functions calculated.

The Bureau of Mines Mineral Industry Location System (MILS) is part of the computerized Minerals Availability System (MAS), a comprehensive data base of known mineral deposits. MILS, the location subsystem of MAS, has become widely used by the minerals industry and organizations with land-use planning and land management responsibilities. Information on more than 135,000 mineral locations and processing plants in the United States is contained in the data base. This information includes the name, location, mineral commodity, type of operation, bibliography, and cross-references for each property or prospect. Computer-drawn map overlays at various scales showing clustered MILS locations and computer printouts keyed to those overlays are available for inspection and reproduction at the Bureau's Field Operations Centers at Juneau, Alaska, Denver, Colo., Pittsburgh, Pa., and Spokane, Wash.

The use of fire as a source of heat was the first step from primitive existence toward modern civilization, and heat has performed functions of inestimable importance throughout the ensuing ages. The first commercial steam engine invented in 1698 demonstrated that heat was an important source of power, and heat has since become the motivating force for railroad trains and steamboats as well as for machines in multitudes of factories. Aside from its function of supplying power, heat is an agent of vast importance in chemical reactions and engineering processes. Because of the high temperature of steam under pressure, losses by radiation from boilers and pipes become excessive unless the radiating surfaces are covered with insulating materials. Cerium metal was electrowon in a fluoride bath from cerous oxide and tapped from the cell during prolonged operation . Electrolyte constituents were CeF , BaF₂ , and LiF. Twenty- seven pounds of metal of 99.8 percent purity were produced at a rate of 3 pounds per hour and tapped from the cell . Principal impurities were molybdenum , aluminum , oxygen , and carbon . The operating parameters , such as electrode geometry , bath compositions , and oxide feed rate , were investigated . Anode reactions were found to be important factors in cell operation . Stable cerous oxide reacted more uniformly at the anode surface than ceric oxide . Electrowinning was conducted in crucible hearths consisting of both frozen electrolyte and molybdenum metal . Both materials proved satisfactory and did not react with the molten cerium . Stable cerous oxide was prepared by carbothermic reduction and used as a feed material . Cell design proved to be an important factor in continuous cell operation . Complementary to the investigations of electrowinning of cerium , the metal was purified by electrorefining in a chloride electrolyte .

This Bureau of Mines study examines the acoustic vibrational spectra of rock slabs in the range of 0 to 5,000 Hz. The power spectra of so-called drummy rocks were found to be diagnostically enhanced in the range of 200 to 1,000 Hz. Comparison of the power in this band with that in a band from 3,000 to 3,500 Hz provides a quantitative measure of rock stability. A prototype field instrument was designed, constructed, and field-tested. This battery-powered instrument computes the power contained in the two frequency bands mentioned, compares the magnitude of these two quantities, and displays a number that is related to the detachment of the block tested. Field tests show that this instrument is capable of giving reliable measurements of block stability under conditions of noise and dust that would seriously degrade the accuracy of normal sounding techniques.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the fifteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by halt townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The Descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion covering that area.
