THE INVESTIGATION was carried out in three stages, depending on the objectives of the work and the kind of equipment used. The first stage involved testing of 11 representative Alabama coals, the source of which is given in table 1. The objective was to find whether these coals could be gasified raw by the Lurgi method, and the equipment used was a 4-inch batch generator (to be described later). This generator proved too small and difficult to control to provide adequate amounts of products under continuous operating conditions for testing. For the second stage, a 6-inch batch generator was used, which was provided with facilities for superheating the steam-oxygen mixture and for synthesizing additional methane from the residual carbon monoxide and hydrogen in the primary Lurgi gas. Selected Alabama coals, Pittsburgh-bed coal from West Virginia, "Disco," and anthracite were used. For the third stage of the work, a continuous generator of 1 square foot grate area, following closely the design of the industrial generators operated in Germany, was provided. This generator was designed by 0. Hubmann, engineer for the Lurgi company, and was expected to give results closely simulating industrial-scale apparatus. The purpose of this equipment was to test prepared materials shown to operate smoothly in the 6-inch generator under conditions approximating as nearly as possible those prevailing in industrial practice. Work of the first stage showed that Alabama coals could not be used in the Lurgi process without first destroying the coking power.

THE RAPID GROWTH of the small Albanian mineral industry in the 1950's began to taper off by 1961 and slackened sharply in 1963. The abandonment of Soviet and East European technical assistance programs in mid-1961 greatly affected Albania's mineral development, since four-fifths of all technical aid personnel were engaged in mineral activities. Chinese assistance apparently has not been able to fill the void. Overall mineral production increases during 1961-63 averaged 1 percent per year in value, as compared with 3 percent in 1959 and 5 percent in 1960. Although by world standards Albanian mineral output, except for chromite, is insignificant, it is vital to the country's domestic economy. The mineral industry generated about 14 percent of the gross industrial product in 1962 and employed a notable share of the industrial labor force. In recent years, mineral products have provided about three-fifths of the country's exports by value. Chromite and iron-nickel ores together constituted from one-fourth to one-third of the total export value. In 1963, total trade turnover increased 12 percent over 1962.

A table of factors for rapid, accurate calculation of the volume of pure helium in cylindrical steel containers, at base conditions of 14.7 psia and 70° F, is presented. The table covers a pressure range from 10 to 10,000 psin in 10-psi increments and a temperature range of 0° to 120° F in 2° increments. The volume of helium is calculated from the observed pressure and temperature of the helium, expressed as a factor from the table, and the known internal volume of the container. The calculation requires a single multiplication. A discussion and evaluation of the accuracy obtainable and a derivation of the formula used (which takes into account compressibility of helium, thermal expansion of steel containers, and the stretch of steel due to internal pressure) are presented. An example showing how the table can be used is given also.

A preliminary program dated April 25, 1974 was prepared for Development Engineering, Inc. (D.E.I.) on research and development, laboratory; field and other engineering studies for the disposal of retorted oil shale. This program was revised and published as a final document dated December 17, 1974. The document included a discussion on the peculiarity of retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The proposed research and development program was divided into eight work phases as follows: I - Program Development II - Exploratory Laboratory tests on old U.S.B.M., retored shale III - Laboratory tests on Pilot Plant retorted shale IV - Laboratory tests on retorted shale from Semi-Works Plant, and field and test plots and ponds. V - Field compaction tests

Combining contract and in-house research, the Bureau of Mines has developed and inmine-tested a novel device to improve the field-of-view of operators of off-highway mining equipment. This device utilizes a downward-looking, flat fresnel lens. The lens, plus louvers to reduce glare, is housed in a protective steel structure. The complete unit is called a blind area viewer. The viewer, when mounted on the right- front corner of the deck of most large haulage trucks, will increase a driver's direct field-of-view from about 35 pct (of where he/she has to drive) to about 80 pct. The improved visibility allows the driver to see possible collision hazards and roadway obstacles better, thus improving mine safety and increasing productivity. Economic analysis shows that the blind area viewers, which are now commercially available, pay for themselves in about a month on a 170-ton-capacity truck. The viewers are also applicable to other large mining equipment, such as front-end loaders, draglines, and downhole drills, or any place where seeing around a corner would be advantageous, such as along conveyor flights in processing plants during startups.

This circular, which is a revision and combination of two previous publications,3 4/ presents information on the different types of equipment that may be used to analyze mine atmospheres, with particular reference to the application and limitations of each type. Such information is frequently requested by mining companies, State mining departments, and other agencies concerned with safety in mining who wish advice regarding methods of analysis of mine atmospheres and the equipment necessary for establishing laboratories for that purpose. Since the Haldane-type apparatus is particularly applicable to the accurate determination of carbon dioxide, oxygen, and combustible gases such as methane in mine atmospheres, that apparatus and the method of operation are described in detail. The circular presents results of a critical study of the accuracy attainable with the Haldane-type apparatus in the determination of methane in concentrations of the order of 0.25 percent, by volume. Analytical procedures involved in the other methods discussed are presented in publications referenced in this circular. Information is given also on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres, and suggestions on laboratory design are included. The objective of the project descibed in this report was to design and field test a model health and safety program at a coal mining company and a gold mining company. The model program was implemented primarily by providing training on loss control, accident investigation, and the operation of mobile equipment; and by providing technical assistance to help solve health and safety problems. Data were obtained from company records on occupational injuries, illnesses, accidents, and "near misses"; and through direct observation of employees performing a large number of randomly selected jobs. At the coal mine, employees were observed five times over a 15-month period. At the gold mine, employees were observed six times over a 16-month period. During the study, the percentage of sampled jobs containing one or more safety deficiencies decreased from 74.3 pct to 36.6 pct at the coal mine and from 86.4 pct to 19.1 pct at the gold mine. Work on this project was performed by Woodward Associates, Inc., under a Bureau of Mines contract.

In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

A prototype end-cab shuttle car (SC) design has been developed to improve protection and address ergonomic concerns of the SC operator in low coal mines. The new design features an end cab transversely mounted to the SC and equipped with a closed-circuit video system. The end cab was retrofitted to a low-coal SC and evaluated in surface trials at the U.S. Bureau of Mines. During surface trials, test operators evaluated the end-cab SC relative to visibility; cab features-space, seating, controls, and operator position; tramming-inby, outby, and turning corners; and dumping. Trials were conducted using 12 test subjects; 6 were experienced SC operators. Results of the trials were promising. Of the experienced operators, the only operator with low-coal experience gave the new design the highest rating. Four experienced operators rated the end-cab design "better" to "much better" than a standard center-driven, side-cab SC for visibility when tramming, protection from roof and rib hazards, and no change in seat position with direction of travel. This report discusses research to modify a used 21SC JOY SC, retrofit the SC with the Bureau-developed end-cab, and evaluate the retrofitted end-cab SC in surface trials.

Workshops were held in eight states during the period from December 12. 1975. through June 25, 1976, under U. S. Bureau of Mines Contract to the University of Missouri-Rolla. The workshops were designed to help define the Bureau's research and development priorities. At each workshop a summary of the current Bureau mine reclamation research was presented which was followed by identification of problems associated with mine land reclamation in the state where the meeting was being held. Discussions included the seriousness of problems locally and how the Bureau could best undertake research to assist the state in solving the problems identified. Participants included representatives of state agencies, educational institutions, and companies involved in surface mining. Attendance at these workshops totaled 201 persons who displayed a wide variety of opinions and ideas as to what should be done In government research and development efforts. A breakdown of these attendees is as follows: 91 state and Federal employees; 69 mine operators, equipment manufacturers and consultants; 33 educators and researchers; and 8 others representing such varied interests as environmental and conservation groups, news media and students .

This publication contains routine analyses and related source data for 419 natural gas samples from 22 States collected during calendar year 1964 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863/ and 576.4/ Six previous publications have been made to present the results of 6,293 gas analyses made by the Bureau of Mines, Helium Activity, prior to 1964. A recent report evaluating silica exposure levels in the metal/nonmetal mining industry noted that bag packaging and loading are some of the occupations at the greatest risk. In addition to dust problems, the bag-stacking process is labor intensive, making lost-time injuries common due to back fatigue and strains. During the bag-stacking process, a significant amount of dust can be generated, mainly from product on the outside of the bags and from dust escaping the bag valve upon impact of the bag on the pallet. In an effort to address dust-exposure and back-fatigue issues, Malvern Minerals Co., Hot Springs, Ark., made two major improvements to its ground silica stacking facility. First, the company purchased a semi-automated bag palletizing system (Figure 1). With this system, the bag stacker does not lift the bags, but slides them across a metal table. Small jets of air exit through perforations in the table top (similar to an air hockey game), allowing workers to more easily slide each bag into the proper position. After each layer of bags is completed, the table slides open, and the entire layer of bags is loaded onto an underlying pallet. The table then closes, readying it for another layer of bags. After the entire pallet is loaded, the unit delivers the pallet to a shrink wrap and forklift pick-up area. In addition to this semi-automated palletizing unit, Malvern Minerals purchased an Overhead Air Supply Island System (OASIS) to lower the bag stacker's dust exposure. The OASIS takes outside air, directs it through MEASURING RESPIRABLE DUST The bag stacker's respirable dust exposure was monitored using a RAM-1 instantaneous dust monitor to evaluate the impact of the various changes on the palletizing process and dust-control equipment. The bag stacker wore a vest that held the 10-mm Dorr-Oliver cyclone, which classifies the respirable portion of dust. Flexible tygon tubing was used to connect the cyclone to the RAM-1 dust unit, allowing the bag stacker to perform the palletizing process with minimal interference. The RAM-1 measures respirable dust concentrations by light scattering with a sensing chamber. This device closely simulates gravimetric measurements when calibrated for a specific dust. This instrument is ideal for comparative evaluations, as was the case in this study. Since the RAM-1 is not an MSHA-approved instru¬ment for dust compliance sampling, the dust concen¬trations listed in this article should be used as a com¬parative value of respirable dust concentration and not to determine actual dust concentrations from a com¬pliance standpoint.

The Bureau of Mines investigated the resources, costs, capacities, market relationships, and short- and long-run supply of phosphate rock and phosphoric acid. The 206 mines and deposits evaluated in 30 market economy countries contain an estimated 35.1 billion mt of recoverable phosphate rock (demonstrated resource level). U.S. resources are sufficient to satisfy the domestic and export markets for phosphate products well beyond the year 2000. Because of resource depletion at current producers, however, new properties (with higher cost levels) need to be developed if U.S. production levels are to be maintained. Existing worldwide capacity can satisfy expected demand through the early 1990's. Expansion at existing mines or low demand growth could mean that no new property development will be needed before the late 1990's. Worldwide, almost $8 billion could be required for development of new phosphate rock properties between now and the year 2000, given 3-pct annual growth in demand. Most properties that could develop in the 1990's would require price increases of 20 to 50 pct to break even. To earn a 15-pct rate of return on investment, prices must rise to nearly double the present level of $24 to $29 per metric ton.

ASBESTOS is a name applied to a group of naturally fibrous minerals. As indicated in a later section devoted to a detailed discussion of the early history of asbestos, the tern may be defined as a. fibrous form of serpentine or amphibole. It does not include fibrous forms of other minerals, such as wollastonite, nemalite (fibrous brucite), or the fibrous forms of calcite or gypsum. A material that has the characteristics of silk or cotton and at the same time will not burn is unique. Because it combines these qualities with other advantageous properties, asbestos has specialized uses for which no substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products and their manufacture constitutes a vast industry. The United States leads all countries in the manufacture of asbestos products. The value of such commodities manufactured in 1952 exceeded $332 million. They are not only of vast importance to budding construction and industry but axe absolutely, essential to certain important fields of use, for example, steam packings and friction materials, such as brake-band linings on automobiles.

In its efforts to reduce waste, and increase efficiencyin oil production, the Bureau of Mines is investigating methods of increasing the recovery from the underground sources of supply, which are the foundation of the petroleum industry and the many allied industries wholly or partly dependent on it. In the face of a demand that is increasing faster than the production and that, in the consensus of opinions of well-informed authorities, is soon likely to outstrip the productive capacity, it is well to consider whether it is not possible to extract more oil from the known sources of supply. It is universally acknowledged that by the usual production methods much oil is left underground, the general opinion being that at least 50 per cent of the oil in a field remains unrecovered when the field is abandoned as exhausted. From the writer's own investigations he believes the average recovery is even less, and if any considerable portion of this oil being left underground could he made available it would have a tremendously favorable influence on the petroleum industry and all the industries dependent on it. In this publication are considered the principles involved in increasing recovery and methods of extracting more oil from the oilbearing formations than by the usual ways of producing. These methods are: The use of gas or vacuum pumps, forcing compressed air or gas through the oil-bearing formations, displacing the oil by water, and better utilization of the natural pressures in the oilhearing formations. Especial attention is being given to a processcommonly known as the Smith-Dunn-for forcing compressed air through oil-bearing formations because it is believed to hold most promise for the future.

The exchange of oxygen between carbon dioxide and carbon monoxide that occurs reversibly on carbon surfaces was studied at temperatures of 750° to 850°C and a pressure of 1 atmosphere. Carbon-14 was used to detect and measure the exchange reaction. The extent of oxygen exchange was a linear function of com- position of the gas mixture, and this relationship was used to evaluate the forward and backward rate constants of the reaction. Equilibrium constants, directly determined for oxygen exchange in this study, agreed well with values in the literature that were derived only by indirect procedures. This result establishes the validity of oxygen exchange in the mechanism of carbon gasification by CO2. Rates of carbon gasification were less than an order of magnitude slower than rates of oxygen exchange. Activation energies for these two processes were 58 and 53 kcal/mole, respectively. The closeness in the activation energies argues against any change in the rate-controlling step over a wide temperature span at atmospheric pressure. The role of CO as a retardant on the CO2-C reaction, and the nature of the carbon-oxygen complex are also discussed in view of the data obtained.

Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. Bureau program activities are classified into two major functions, minerals research and minerals information and analysis. A senior advisory staff, consisting of the Chief Staff Officer and Chief Scientist, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaison with other government agencies, both foreign and domestic, mineral industries, and professional societies. The Minerals Research Directorate Technological research and development in minerals have long been cornerstones of the Bureau of Mines. The Minerals Research Directorate performs this work. Re-search functions cover the extraction, processing, use, reuse, and disposal of mineral materials; the reduction of health and safety hazards in mining and processing; and minimizing undesirable environmental effects. The production, conservation, sale, and distribution of helium is also conducted under the Research Directorate.
