An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

The value of mineral production in-creased 13% in 1977. Nearly all commodities registered an increase in production and value, continuing a trend that started in 1976. In addition, practically all commodities registered an increase in unit value. Alabama led the Nation in the production of crushed marble, was second in bauxite and scrap mica third in kaolin and oyster shell, and fourth in bentonite, dimension marble, and fire clay.

Real-world levels of attenuation from hearing protection devices are usually much lower than the rated values obtained under near-ideal circumstances. The shortfall is even more extreme for earplugs than it is for earmuffs, primarily because of the complicated process of fitting the plugs within the ear canal. This study examines the use of a commercially-available lubricant for hearing aids to determine whether it would facilitate improved fit and attenuation for earplugs. In this experiment, ten participants inserted earplugs with and without using the lubricant. Average attenuation was assessed with the Real-Ear-Attenuation-at-Threshold (REAT) technique, and showed over 5 dB improvement when the lubricant was used. Participants obtained an 85% mastery rate using the lubricant versus a 50% mastery rate without. These results indicate several possible applications for improved earplug performance in real-world settings where hazardous noise is unavoidable and effective hearing protection is necessary.

This U. S. Bureau of Mines (USBM) report evaluates three stress-transfer-modification concepts for their potential in reducing longwall gate road stresses and closures. In each of the three concepts - packwalling, gob infilling, and entry filling -support structures are constructed on the headgate side of the panel parallel with or inby the face line. When the headgate becomes the tailgate of the adjacent panel, these structures are in place to accept stresses transferred from the mined-out panel. Using the USBM nonlinear boundary-element program MULSIM/NL, baseline models of typical longwall stress transfer behavior were developed for both intermediate depth and deep mining conditions. These models were verified by comparing model results with field measurements and observations. The stress-transfer-modification concepts were then incorporated into the deep baseline model to quantify the effects of each concept on tailgate closure. Modeling results indicated that entry filling is the most effective concept in reducing tailgate escapeway closure. Using only 18 m3 of a weak fill per meter of face advance (7.3 yd3 per ft of face advance), tailgate escapeway closure was reduced by 33%. By improving the quality of the fill, similar results were achieved using 50% less volume.

The techniques are discussed briefly in the following sections. However, detailed information on the techniques is provided in the cited references. INTRODUCTION Coalbed methane, if not properly controlled in the underground mine environment, is a safety concern due to the potential risk for an explosion. This is a particular problem during longwall mining, where the high rate and volume of coal extraction can result in the release of large amounts of methane from the mined coalbed and other adjacent gas-bearing strata. The variability and potential hazards of these sometimes unexpectedly high gas flows provide the impetus to develop methods to predict methane emissions into the underground workplace. A forecast of the volume of gas that might be released during coal mining is helpful for designing ventilation systems and for implementing optimum methane drainage strategies to help mitigate expected gas emission problems. A complete assessment of the need for methane drainage prior to mine development generally requires both an empirical and a theoretical approach. If there are active mines in the general area with similar geologic conditions and coal characteristics, a review of gas problems in those mines provides an initial insight into the level of gas emissions to be expected at a new location. In addition, relatively simple methods exist to determine the in situ gas content (volume of gas per unit weight of coal) of the coalbeds in a particular mining area, as well as the gas-in-place (volume of gas in the coalbed(s) within a defined geographic area).

The placing of much, sometimes practically all, of the burden of the expense of mine accidents on the shoulders of the mine operator by compensation laws, and the fact that the problem of protecting the life end limb of workers is now by public opinion largely if not wholly passed to each industry to solve (and present-day thought strongly supports the justice of both of these propositions), are forcing industrial organizations into accident-prevention. Work. This policy is being adopted not alone to protect the companies; in addition, executives alert to their opportunities and obligations are taking part in this work personally to protect themselves. The functions of industrial executives in accident-prevention work are becoming numerous and complex. Executives who are logical in their reasoning, quickly see that before a company can constantly ask or expect the workers to heed safety suggestions, the company and its officials must "put their house in order" by laying down a concrete, definite safety program. For mines this includes primarily adoption of a to a logical mining method, the installation of safe miming equipment and practice the netting forth in definite form (preferably do a printed pamphlet) of the company's minimum safety requirements, and the organization of its operating officials into an accident-prevention body. After the company has its own affairs so arranged that it can go to its workers with "clear, hands" in promoting a safety program, the real work begins; and this is especially applicable in mining.

"INTRODUCTION Toxic gases in the products from the detonation of explosives are one of the hazards in blasting underground. Investigations by the Bureau of Mines 4/5/ have shown that the oxygen balance of the explosive is an important factor in the control of toxic gases. This balance is considered in determining the composition of modern metal-mining explosives for blasting underground, and application of the concept has reduced the volume of toxic gases generated.The chemical nature of the material being blasted also influences the composition of the toxic gases produced. Under some conditions of blasting in massive pryrite, unsafe concentrations of sulfur dioxide and hydrogen sulfide have been found.Experiments with the O-J apparatus 8/ have shown that there is an increase in the volume of carbon monoxide in the gaseous products when permissible explosives are detonated in contact with coal dust. Thus, reactive materials of a reducing nature adjacent to explosives loaded in drill holes may decrease the effective oxygen balance of the explosive and cause the volume of toxic gases to increase.Several blasting accessories of reducing nature have been introduced recently for use in coal or metal mines or tunnels. In practice these are loaded adjacent to the explosive where conditions favor reaction with the products of detonation. The effects of this loading on the gaseous products obtained from the shot are indicated in this report. Broad consideration was not given the efficiency, usefulness, or over-all safety of these devices, but the practical significance of the hazard resulting from increased volume of carbon monoxide is discussed."

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. [A proposes process for recovering manganese from open-hearth steel-plant slogs is indicated by the flow diagram shown in figure 1. Investigation of the process, the laboratory development of which was reported previously,4/ was expanded to a larger scale. Mixtures of flush slags and limestone were proportioned to have molar [SiO2] ratios of 1.5 to 2.2 and were fired at temperatures up to 2,400° F. In an oxidizing atmosphere. This produced clinker consisting principally me various combinations of the oxides of manganese, iron, aluminum, and magnesium aloe with a dicalcium silicate phase containing the phosphorus. Some tests were made with a continuous sintering machine of the traveling-grate type, but a rotary kiln was the most satisfactory apparatus for this operation. Material was fed at 150 to 200 pounds per hour after first being agglomerated either on the sintering or else binder extruding and drying finely ground mixture of the sing, limestone, binder, and water. Tests with slag; from tree different source indicated overkill manganese recoveries of 65 to 80 percent by ammoniacal-ammonium-carbonate leaching.]

The value of Alabama's nonfuel mineral production in 1982 was $299.4 million, a decrease of $14.4 million from that of 1981; the decrease continued a downward trend that started in 1980. Output of most nonfuel minerals declined; cement, crushed stone, lime, sand and gravel, and clays were the major commodities produced in the State. Despite the decrease in mineral output, Alabama led the Nation in the production of crushed marble; was second in bauxite; third in ferroalloys and oyster shell; fourth in bentonite and dimension marble; fifth in common clay. fire clay, and kaolin; and sixth in masonry cement and lime.

In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

In sampling dust laden air by drawing the medium into an inlet, some larger particles fail to follow the air and a true sample is not obtained. Inertia prevents particles from accelerating with the air as well as from turning sharp bends; also the particles' weight causes them to fall relative to the air. An analytic solution to the sampling efficiency calculation by Levin gives particle paths and sampling efficiencies for various particle sizes when the inlet can be treated as a point sink. However, the flow field in the neighborhood of an aspirating tube is quite different from a point sink flow. Employing Levin's solution in the outer field, trajectories in actual flow fields have been calculated by computer to locate the critical trajectories separating the entering particles I paths from those paths where the particles hit the tube wall or escape. Sampling efficiencies are presented in terms of 3 variables--a dimensionless particle size coefficient, a dimensionless orifice size coefficient and the tube orientation--for the no-wind case. Over most of the range of sampling conditions, the Stokes drag law can be used and dependence on the variable--particle Reynolds number--can be ignored. A procedure for achieving maximum efficiency in design of a sampler is proposed. Whether these results apply when typical room-sized eddies constitute the ?calm air? environment is not known.

The results of the first experimental study by the Bureau of Mines on the explosive properties of metal powders were published in 1945. Since that time the explosibility of numerous other industrial dusts and powders has been investigated. Part of this information has been published, but most of the data has not been released to date. This paper summarizes the results of experiments on 22 samples of titanium, zirconium, thorium, uranium, and hydrides of these metals. The major part of the investigation was made under cooperative agreement with the Atomic Energy Commission.

This supplement to the final report is a collection of interim and monthly reports and working memoranda prepared during the course of this program to document the progress, methods and results of the work. The supplement is divided into the self-contained sections briefly described below. I. SELECTED MONTHLY TECHNICAL LETTER REPORTS - This section is a collection of selected monthly technical letter reports that briefly summarizes the chronological development of the analyses and results, including the different concepts, theoretical approaches, and methods of data reduction and analysis explored, and the discoveries, insights and findings made along the way. More detailed treatments of the key developments and results are presented in the interim reports and working memoranda reproduced in subsequent sections of this supplementary report, and in the separately published final report. II. BACKGROUND THEORY FOR MEASUREMENT PROGRAM ON MEDIUM AND HIGH FREQUENCY RADIO TRANSMISSION IN COAL SEAMS - Working Memorandum - This working memorandum gives the initial background theory needed to guide the planned measurements and data analyses of this program to describe the propagation of radio waves-in coal seams for the frequency range of 50 to 5000 kHz. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION - Interim Report - This interim report presents detailed treatments of the data analysis and modelling techniques used, and the associated results obtained from conductor-free area propagation data measured by T. Cory in the first set of six coal mines. The mines were located in three highcoal seams; the Pittsburgh seam in northern West Virginia, the Pocahontas No. 3 seam in Virginia, and the Herrin No. 6 seam in Illinois. IV. ANALYSIS OF MF PROPAGATION DATA FROM MARGARET NO. 11, NANTY GLO, EHRENFELD, AND ADRIAN COAL MINES - Interim Report - This interim report presents detailed treatments of several improved data analysis and Modelling methods applied to, and results obtained from, conductor-free area propagation data measured by T. Cory in the second set of four coal mines. These mines were located in three low-coal seams; the Upper Freeport seam in Pennsylvania and West Virginia and the Lower Freeport and Lower Kittaning seams in Pennsylvania. In addition, this report contains a reprint of two papers presented at a Bureau of Mines sponsored EM Guided Waves in Mine Environments Workshop held in Boulder Colorado. One paper describes the three-layer theoretical model and its application to the conductor-free data from the first six mines, while the second paper describes the theory developed for the coupling of loop antennas to a cable in a mine tunnel in a coal seam, and the model's application to data in the vicinity of cables taken at the Margaret No. 11 mine. V. A METHOD FOR NONINTRUSIVE, IN-SITU MEASUREMENT OF COAL AND ROCK CONDUCTIVITIES IN A COAL MINE TUNNEL - Working Memorandum - This working memorandum briefly describes a possible direct method, and its potential advantages and shortcomings, for performing in-situ measurements of coal and rock conductivities. VI. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION FROM 50 to 5000 kHz - Interim Report - This interim report presents a summary comparison of theoretical and experimental results for conductor- free areas in eleven coal mines located in seven coal seams. It also summarizes the findings and their implications for intrinsically-safe, portable radio communications between roving miners.

To initiate this project a critical evaluation of the pre-sent phosphate mining industry in the Western phosphate field was conducted. Mines were visited, mine operators were interviewed and pertinent literature studied. Three phosphate mining enterprises were reviewed and mining cost estimates prepared. The report discusses the present state of phosphate processing, rock alteration and location. New ideas and concepts are proposed to improve the recovery of phosphate rock from the Phosphoria formation. The report evaluates two variations to the present phosphate open pit mining methods, which were developed to improve the economics of mining phosphate and to better accomplish necessary reclamation and accelerate the time for environmental recovery. A material handling system using conveyor haulage will eliminate the need for trucks. Terrace haulback utilizes safety benches to haul and dispose of waste in the mined out pit. Ore will be removed from the pit via an inclined, cable-supported mobile conveyor.

"INTRODUCTION Clay beds of southwestern North Dakota were investigated to determine (1) the average alumina content of the clays in four principal areas of occurrence, (2.) which, if any, would be the most feasible method of extracting alumina from the clays, and (3) whether the clays had any other commercial uses.During the investigation exposed sedimentary beds were examined for clay and the thickness and areal extent of outcropping clay beds in the more promising areas were measured. Four-principal areas of bentonitic clays, comprising 6,967 acres in Stark, Slope; and Billings Counties, N. Dak., were mapped and sampled.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our natural resources to the end that they make the greatest possible contribution to national security and economy. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the fourteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned & name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled except the deep holes drilled to test geophysical anomalies. The locations of those holes are shown on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion covering that area.

This report describes the commercial application of the launder screen in anthracite-industry fine-coal cleaning operations. No new device, the launder screen has been used since the early part of the present century to size, screen, classify, and deslime the fine-anthracite sizes (Buckwheat Nos. 1 through 5) recovered by "river-coal" men dredging along streams draining the anthracite fields. The launder screen is stationary, has no moving parts, requires ample water for operation, and can be constructed economically on the job. Essentially, it consists of a wooden trough with baffles placed through its width to form a well system. The wells are covered by fine-mesh woven-wire screening. Each well is tapped with a number of orifices, and the hydraulic suction head developed in this manner removes high-gravity fines and slimes through the screening as underflow to waste. Material retained on the screen surface discharges as overflow product.
