"In all likelihood, Canada's mining industry would be adversely affected by corporate tax reform proposals actively being considered by the Department of Finance in Ottawa. When the next set of proposals for lax reform is released later this year as promised by Finance, the mining industry had better be prepared 10 take a hard look.IntroductionTwo federal budgets ago, in May 1985, Finance Minister Wilson tabled budget papers that were more massive in terms of volume than most federal budgets. Buried in this mass of documentation is a discussion paper entitled ""The Corporate Income Tax System-A Direction For Change"". When the discussion paper was tabled over one year ago, reaction from the business sector was almost nonexistent. By and large, the paper was regarded as nothing more than one more federal publication of mild academic interest.But, recent events suggest that this discussion paper for corporate tax reform could be the cornerstone for a series of changes to the tax laws which would have more profound and widespread effects for all sectors of the economy than any reform since 1971 . No industry in Canada can afford to ignore the movement afoot in Ottawa for corporate tax reform."

"This paper describes a highly versatile variable speed unit with a torque multiplication feature as a direct replacement for a fluid coupling .The unit is comprised of a modulating clutch with torque converter and lock-up options.The UCD does not start or stop the motor. This is carried out in the normal manner.The UCD continually monitors and rapidly regulates the output speed to the requirement of a set point demand from input signals or a pre-set program with full manual override.The pre-set program can include start and stop ramps, top speed and minimum speed regulation and also mid-speed set point with security for man-riding, etc. Speed variation is from zero to 100% on a constant duty basis.The input signals can be from any source, e.g. belt weigher. load profile bunker probes, mine monitoring system, etc.The UCD when fitted with a torque converter has a torque multiplication feature which automatically provides a starting torque up to two and a half times greater than the full load torque without exceeding the normal motor power levels.IntroductionIt is common practice in the mining industry to drive conveyors, whether they be belt or chain, through a transmission system incorporating a fluid coupling between the driving motor and gear-box .However, there are drawbacks and in an effort to attain a better degree of drive and control, two-speed motors - inverters cycle- converters - hydrostatic drives, etc ., have been introduced."

"INTRODUCTIONOperations research (OR) applications have experienced a substantial growth within the mining industry during the last three decades. The purpose of this paper is to present a summary of the results of a comprehensive survey of the application of various OR techniques to the major mining activities. It is hoped. through this sur vey , that the most widely used OR approaches, the important areas of application, and future trends have been identified.This survey included more than 500 articles published in this field in English since the late 1950s. Most of the relevant literature was found in mining publications, but, in terms of quality and originality, important applications were also found in literature not related to the mining industry. The sources constituted periodicals, proceedings research reports, and a few books. A listing of selected publications from which three or more articles reviewed in this survey appear is given at the end. Operations Research MethodologiesOperations research is concerned with optimal decision making in, and modeling of, deterministic and probabilistic systems that originate in real-life situation s. One basic feature of the OR methodologies is the attempt to optimize certain design parameters, subject to a set of constraints. This distinction has been employed in the survey as a guideline for selection of the techniques covered under the title "" OR methodologies"". The methodologies thus encountered in the literature are listed below. In a few cases, simulation has not been considered because it is not an optimization method per se."

"An information system has been developed for the use of companies considering developing a new mine which may be liable to secondary sulphide ignitions or by existing operations. The system uses the Comdale X expert system to analyze information about a particular mine. The system will indicate whether the mine is likely to experience ignitions and what precautions can be taken to reduce or prevent their occurrence. The advantage of an information system using expert system and artificial intelligence principles is that it can recommend action when there is an incomplete knowledge of all the system parameters. By interrogation of the user it can determine the state of knowledge and react accordingly. It is considered that such systems could be of significant use in mine planning for new and existing properties, especially where operators have limited expertise regarding secondary sulphide ignitions. IntroductionSulphide ignitions occur in the underground mines of several countries, including Australia, Canada, Finland, South Africa and the United States of America (1·3) and there has been a significant increase in their number and severity over the last decade(2.4). The basic causes of such ignitions are not well understood and man incidents are not reported or documented.Sulphide ignitions can pose a serious threat to the health and safety of mine workers and to the cost and efficiency of the mining operation (1-5). Byberg(6) described the three major problems associated with sulphide ignitions as:1. the force of the initial explosion can endanger workers and equipment;2. the intense heat of the ignition's flame front can endanger workers and equipment and may also ignite combustible material resulting in mine fires; and3. the sulphur dioxide produced by the ignition may be of such quantity and concentration to endanger workers, as was tragically demonstrated at Geco. In this incident in October 1985, a worker was killed at a position 2400 metres from the ignition point of a sulphide ignition at Manitouwadge, Ontario."

"The comminution process is estimated to be only 1% efficient, resulting in waste energy dissipated as heat, noise, and vibration. Energy recovery from grinding circuits has not been implemented mainly because recovering heat from the surface of the grinding mill or from mill slurry can impede operation, increase maintenance requirements, and prolong plant shutdown time (and production). However, currently very little information is available in the public domain regarding the amount of waste energy and that potentially recoverable in the grinding circuit of a mineral processing plant. Availability of such information could drive innovation and improve decision-making regarding opportunities for waste energy recovery. The Canadian Mining Innovation Council (CMIC) has initiated a study with CanmetMINING and mining industry partners to develop a model to map the energy flows in grinding circuits and to quantify the potential for energy recovery. The paper outlines the underlying fundamentals and data requirements for use in the model and then focuses on quantifying the energy recovery potential of the semi-autogenous grinding and ball mill circuits at the Agnico Eagle Goldex Division. Results show that most of the electrical energy (over 75%) is used to heat the slurry, leaving only a relatively small amount of it to achieve mechanical work (~9%). INTRODUCTIONCanmetMINING commissioned a study in 2013 to better understand the barriers for adoption of new technologies in the mining industry (MNP, 2013). The conclusions highlighted the importance of enhancing industry/regulator engagement and communication to raise awareness and improve the industry’s comfort level with new technologies.In November 2014, the Green Mining Innovation Advisory Committee (GMIAC) held a workshop to explore the possibility of accelerating the uptake of green mining technologies by bringing together key stakeholders among the mining value chain to address industry priorities. Participants included representatives from mining companies and associations, academia, provincial governments and federal departments and organizations. Two key priority areas emerged at the workshop: i) energy saving, and ii) water management."

Chalcopyrite (CuFeS2) is the earth’s most abundant copper ore mineral, but is refractory to leaching with sulfates, chlorides, and other common lixiviants and oxidants. This has led to increasing research into alternative lixiviants for recovering Cu from chalcopyrite. Here, we review the leach kinetics of chalcopyrite in glycine, ionic liquids, and methanesulfonic acid, compared to baseline ferric sulfate and ferric chloride. Glycine (CH2NH2COOH) has long been used in applications such as biocatalysis and electroplating, and has recently been examined as a lixiviant for whole ores and concentrates of both copper and gold. It is nontoxic, biodegradable, and capable of strongly complexing Cu2+. Compatible oxidants are peroxide, dissolved oxygen, and ferric sulfate. Chalcopyrite leaching rate in glycine is chemical reaction-controlled, but the effects of grain size and the reaction orders with respect to lixiviant and oxidant concentrations and mass transfer vary. The use of ionic liquids as a leaching agent for chalcopyrite has been extensively investigated in recent years. This system is based primarily on the use of the imidazolium molecule (C3H5N2), which is a planar 5-member ring structure. This lixiviant has been applied to the leaching of chalcopyrite in the form of pure mineral, concentrates, and ores. Kinetics of ionic liquid leaching of chalcopyrite vary substantially depending on the type and concentration of ionic liquid. Methanesulfonic acid (HCH3SO3) is one of the newest lixiviants available in leaching, having only been examined in the last decade. It has been examined as a substitute for sulfuric acid, since it is less corrosive, is biodegradable, and breaks down to carbon dioxide and sulfate over time. The rate of copper leaching from chalcopyrite by methanesulfonic acid is controlled by diffusion and exhibits a strong dependence on oxidant type and concentration. Despite promising reaction rates and total extraction by some of these novel lixiviants, comparison with baseline ferric sulfate and ferric chloride systems makes it doubtful that any will be commercially viable in the near term. Only at very high reagent concentrations and temperatures, and/or very fine grain size, did any of the systems perform comparably to the much cheaper ferric chloride at extracting Cu from chalcopyrite. Most had similar overall reaction rates and total extraction to ferric sulfate, which is relatively common and cheap. However, the leaching kinetics of these novel lixiviants offer valuable insight into the dissolution behavior of chalcopyrite in various systems.

"The paper identifies two of the main problems encountered in recent hydrometallurgical plants for the recovery of gold and silver: firstly, the plant recovery is lower than anticipated from the testwork; secondly, the metallurgical accounting figures cannot be reconciled.The principal reasons for the plant recovery being lower than the testwork are discussed, together with solutions that can minimize these problems both during the design stage and during the plant operation after the problems have manifest themselves.The reasons for the difficulties in metallurgical accounting are analyzed by reviewing the various components of the plant figures. Recommended solutions are given for minimizing this problem and the realities of obtaining accurate figures are discussed.IntroductionThe start-up over the last few years of new hydrometallurgical plants for the recovery of gold and silver has brought to the surface again a number of problems. Most of the problems have existed for some time and they manifest themselves mainly in two ways. "Three varieties of till are recognized in the Beardmore-Geraldton area: local lodgement till, nonlocal carbonate till, and local supraglacial till. The local lodgement till unit is examined in detail for the first time in this paper. It is the best potential overburden exploration medium for gold and other metals because its particles were locally-derived and deposited subglacially, probably within a few kilometres downglacier (southwestward) from their sources, and have not been diluted by distantly-derived glacialdebris. Both local tills are richer in gold and other metals, relative to nonlocal carbonate till. Local lodgement till rests on bedrock and was encountered frequently at or near the surface in thin drift/bedrock terrain (a widespread terrain type within the west half of the study area), and commonly at the base of boreholes in thick till terrain.INTRODUCTIONDrift prospecting in areas of glaciated terrain has been well documented (in a variety of journal publications and symposium volumes; e.g . Strobel and Faure 1987; MacDonald and Mills 1988) and has proven valuable especially where overburden thicknesses hinder traditional exploration techniques. Drift prospecting techniques may well prove valuable in the Beardmore Geraldton area. This applies especially to the Wildgoose Lake Turkey Lake area where a thick and laterally extensive sheet of nonlocal carbonate till has impeded conventional mineral exploration programs (Fig. I; note the lack of gold occurrences around Wildgoose Lake).Till in .particular has been cited as the best prospecting medium among the various types of glacial sediment (e.g. Shilts 1984). Three end member till varieties are recognized in the study area: (I) local lodgement till which rests directly on bedrock; (2) non local carbonate till; and (3) local supraglacial till which occurs predominatly within, or just downglacier of, upland areas where it commonly mantles the other till varieties. Previous authors have documented how the non local carbonate till hinders gold exploration (Geddes and Kristjansson 1986; Karrow and Geddes 1987; Kristjansson 1986; Hicock 1986, 1987a, b, 1988; Kristjansson and Thorieifson 1987; Thorleifson and Kristjansson 1987, 1988a, b) and why the local supraglacial till may be a good unit for prospecting (Hicock 1986). One detailed surficial geology map sheet of the area has been published (Kristjansson et al., 1988) and others are in preparation. Closs and Sado (1981) reported on the geochemistry of soils and glacial sediments in the west half of the study area. This paper documents the local lodgement till unit and demonstrates why it is the best overburden unit to use for drift prospecting."

Early experience in refining thin regular Hazelett anodes, and submersible pump recovery of raw slimes are relayed, together with automatic stripping from titanium blanks.Refinery tonnages and operating parameters are given showing the relatively trouble-free attainment of refinery design performance.IntroductionPrevious papers and articles ( 1), (2) ,(3 ) have described the metallurgical facilities serving the copper-zinc-silver Kidd Creek orebody located near Timmins, Ontario. For convenience a brief review of their mid-1983 operating status is presented.The concentrator, originally designed for 9,000 short tons, was commissioned in late 1966. Cemented Paste Backfill has proven to be of critical importance to the operation of a number of Canadian mines, primarily due to the rapid backfilling rate this method permits. In order to improve the efficiency of this backfill system (i.e. optimize binder contents, fill fence design, and the employment of two stage filling strategies) there is a requirement to better understand its geomechanical behaviour. In response, in-situ experiments have been conducted in long-hole stopes to quantify the evolution of total earth pressures and pore pressures at a series of instrumented points within both the core of the backfill and close to fill fences. The deflection of fill fences as a result of paste loading has been measured and additional instrumentation has also been employed to measure cement hydration, negative pore pressures, and blasting induced vibrations within fresh and cured paste backfill. Installing geotechnical instrumentation within an open long-hole stope can be an extremely complex procedure and this paper details the methods that have been successfully employed. Preliminary results are presented, and the pressures induced by backfill with differing binder contents, at a number of different in-stope locations are considered.

"Abstract -Vanadium mineralization occurs in oxide-rich horizons within the layered gabbro zones of the upper parts of the Bell River Complex, Matagami, Québec and the Lac Doré Complex, Chibougamau, Québec. The vanadium-rich horizons are well defined on the ground and in aeromagnetic surveys by their high magnetic susceptibility; consequently, magnetic susceptibility can be an indicator of vanadium mineralization. The main oxide minerals are ilmenite and titanian magnetite, containing 20% to 70% of volume and the ratio of titanian magnetite to ilmenite is relatively constant, ranging from about 1:1 to 2:1. Their sizes are less than 5 µm to greater than 1 mm to 2 mm, occurring as coarse- to medium-grained subhedral crystals intergrown with cumulate silicate minerals (plagioclase, pyroxene, etc.). Electron microprobe analyses indicate that the ilmenite grains are mineralogically and compositionally homogeneous and have low V contents (average 0.18% equivalent V2O5). In contrast, the titanian magnetite grains are inhomogeneous, consisting of trellisworks of ilmenite lamellae in Ti-poor, V-rich magnetite [less than 2 wt% TiO2, and 1.41% equiv. V2O5 (1.16% V2O3) for 20 analyses]. Thus, the magnetite is the principal ore mineral of vanadium; it hosts vanadium in the form of V3+, not V5+, as is commonly and erroneously reported. We have also devised a flowchart for the beneficiation of vanadium-titanium ores. Des horizons riches en vanadium ont été bien définis sur le terrain et dans les levés aéromagnétiques par leur susceptibilité magnétique élevée; conséquemment, la susceptibilité magnétique est l’indicateur directe du contenu en vanadium. Les principaux minéraux oxydés sont l’ilménite et la magnétite titanifère, contenant 20% à 70% du volume et le rapport de magnétite titanifère à ilménite est relativement constant, allant d’environ 1:1 à 2:1. "The Suncor Oil Sands Mine located north of Fort McMurray, Alberta, produces about 80000 m' per day of tailings waste which must be disposed of economically in an environmentally acceptable manner. To date, this has been accomplished by impounding the high water content tailings wastes behind large dykes, many of which approach 100 m in height .The dykes are constructed using suitable overburden material stripped prior to the mining of the oil sands feed and/ or the coarse sandy fraction of the tailings waste itself. Although the above is common practice at many mining operations, the large volumes handled and the resultant costs require designs to be meticulously fine-tuned toward the optimum. As a result, considerable effort is expended on planning, designing and construction, and performance monitoring. The lack of precedent experience (Suncor pioneered oil sands mining), coupled with the realities of long, harsh winters and a variety of troublesome site conditions and construction materials, has led to some very unique dyke construction.This paper overviews current tailings disposal plans as welt as some of the key issues related to the design, construction and performance of these large dykes."

Scorodite is considered as a secondary mineral formed from the product of weathering of primary minerals by chemical or biological reactions. In the case of biological scorodite formation, microorganisms mimic and accelerate what in nature takes a very long time, i.e. biocrystallisation. The goal of the biological scorodite formation is to form very stable arsenic crystals suitable for long-term and safe disposal. The biological formation of scorodite is a novel combination of biological oxidation, biocrystallisation, and proper bioreactor design to achieve the biological formation of scorodite crystals in one step. We have explored simultaneous biological arsenic and iron oxidation at 30ºC and at 70ºC leading to arsenic-jarosite phases and scorodite, respectively. As biologically formed scorodite crystals are very stable (TCLP < 1 mg/L As (V)), the risk of arsenic toxicity is minimized when leaching takes place. This process is suitable for arsenic concentrations above 0.5 g/l As achieving up to 20 mg/l As in the effluent. This biological scorodite formation system is a selfsufficient bio-oxidation system and therefore many new applications can be explored such as reprocessing of arsenic trioxide, orpiment or calcium arsenate to scorodite crystals for a stable and safe disposal.

"The Western Research Centre (WRC) of CANMET located in Devon, Alberta, is a modern research facility offering services ranging from fundamental research to pilot plant investigations. Recently, a 0. 76 metre diameter by 7.9 metre high Flotaire column flotation cell was installed as a demonstration unit for Canadian coal producers. Because the column cell is intended to be used for research, development and demonstration, WRC recognized that additional sensing equipment and improved process control would be required to generate good data for subsequent column scale-up and engineering design.A low cost, personal computer based control system was, therefore, designed and installed. This paper describes the stepwise procedure in developing the control strategies, selection of system software and hardware, and installation and configuration of the system.Preliminary performance data on a western Canadian coal sample are also presented. Future testwork is planned on additional coal samples to expand upon existing database."

"This paper provides a description of the Highmont copper-molybdenum concentrator from primary crushing through grinding, flotation, tailings disposal and water reclamation. The unique features of the operation will be emphasized.IntroductionThe Highmont property is located in the southern portion of the Highland Valley adjacent to and east of Lornex and about 4 miles south of Bethlehem Copper. The plantsite is at an elevation of 5100 ft.Highmont acquired the property in 1966 and in 1969 Teck Corporation entered into an exploration agreement which contained the option to finance the property to production . A detailed feasibility study of the project was completed in 1971. A positive production decision was deferred at that time because of the prevailing soft copper market and relatively low molybdenum price. The development of a strong molybdenum market in late 1978 and early 1979 led to a re-examination of project economics, and a decision to proceed to production was made in April 1979.The Highmont ore zones occur adjacent to and on either side of an east-west-trending quartz porphyry dyke. The two major zones , the east and west pits, contain 122 million tons of ore assaying 0.27070 Cu and 0.029% Mo. Chalcopyrite, bornite and molybdenite are the minerals of economic interest. Chalcopyrite is the predominant copper mineral. Mineralization occurs primarily along fractures and is zoned according to fracture density. Some pyrite is present, but for the most part it is outside the ore zone. Surface oxidation is shallow throughout the orebody.Wright Engineers Limited were responsible for the major part of the engineering design. Site construction, which began in the spring of 1979, is under the direction of Commonwealth Construction. The first concentrator line is scheduled for completion late in 1980, the other for early in 1981."
