"IntroductionThe Highland Valley Copper partnership was formed in July 1986 as a logical result of a mine with a large ore reserve but a small mill, and a mine with a large, modern mill but dwindling ore reserves. The original partnership of Cominco and Rio Algom was expanded in January 1988 to include Highmont Mining Company. During 1988/89 the Highmont mill was moved 7.5 km to adjoin the Lornex mill, becoming the Highland mill in the process, with a nominal capacity of 130 000 tonnes per day.The mine is located near the town of Logan Lake, 220 km northeast of Vancouver, British Columbia and 55 km southwest of Kamloops. The map in Figure 1 shows the general area. Kamloops is a major service centre and is served by two railways, two major roads and a regional airport. The mine site is situated between 1200 m and 1600 m above sea level on the Thompson Plateau. Principle activities in the area, in addition to mining, are cattle ranching and forestry. Ore reserves at the beginning of 1996 totaled 533 million tonnes at a grade of 0.42% copper and 0.008% molybdenum. Ore is mined from two pits — Valley, 3 km northwest of the mill; and Lornex, 1 km southwest of the mill. With 78% of the reserves, the Valley pit is the focus of activity.In order for Highland Valley Copper to remain competitive with a very low grade ore reserve, it has been necessary throughout the mine’s life for new technologies to be embraced as they become available. These have included such diverse technologies as in-pit crushing and conveying, large mechanical drive trucks, computerized truck dispatch and oneman survey instruments. During the next few years, it is planned to introduce two further technologies that are relatively new to both the world at large and the mining industry in particular. These are namely Global Positioning Systems (GPS) and Geographical Information Systems (GIS), both of which are expected to have a major impact on the way mining is carried out in the years to come."

While new jobs and taxes are major incentives for support of mining, stakeholders must also be assured that current jobs, resources and environment will be protected. Mining companies can help achieve stakeholder support by frankly addressing Acid Rock Drainage CARD) issues. To prevent ARD, miners must begin early in the mine life-cycle to develop an ARD management plan and integrate it into the mining operation. As this proactive preventative program is initiated, mining companies also need to engage and collaborate with stakeholders to insure that their expectations and needs are met. Stakeholder engagement is enhanced as mining companies emphasizes the value of clean and available water for current and future generations.

This paper reviews this legislation as it relates to coal mining, and how it is being implemented.Although the principles of land reclamation are reason-ably well understood, reclamation of industrial wasteland has never previously been attempted under such rugged conditions as occur in the Canadian Rockies and a new methodology is being developed.The resolution of the technical and organizational problems involved are discussed and the techniques and experiences described."

"IT IS a pleasure for me to appear before yon today and to have this opportunity of reviewing with you recent developments in the world lead and zinc industry. To provide essential background material, I propose reviewing the period from 1950 to the present, a period which has undoubtedly been the most hectic in the long history of the industry.In capsule form, the pattern for this period is one of repeating cycles of boom and recession, of failure through research to develop adequately new markets and new uses for lead and zinc, of surplus production and growing inventories, of price instability, and lastly, of an abdication in some sections of the industry of responsibility for control of its own destiny by turning to governments for support in time of stress. This is not a pretty picture but, as the 1950 decade ends, there are signs of a new maturity and of a growing determination on the part of the industry to put its own house in order.The difficulty suffered by the world's lead and zinc industry in the current decade originated with the support extended to it in 1950 by the U.S. Government at the time of the Korean conflict. ABSTRACT Concentrator plant design has evolved from large numbers of small grinding mills to small numbers of large mills. Consequently, plant performance often hinges on the productivity of a single large semi-autogenous grinding mill. Industry attempts to address the grinding mills’ critical nature frequently result in specifications that can be made simpler, more economical, and better focused on the project’s goals. This paper surveys current specification writing practices and proposes an improved approach recognizing that product design, procurement, manufacturing, and quality are interrelated in a successful project. The lessons learned here can apply to all types of machinery specifications.

"The Dez River flows from the Zagros Mountains into the great Khuzestan plain, Southwest of Iran. The 203 m high Dez Dam is a double curvature thin concrete arch dam, with a Pulvino, founded on thick bedded to massive conglomerate of Bakhtiary Formation, mainly horizontal and very less jointed at the dam site. Construction work was completed in 1963, creating a reservoir with a total storage volume of 3’315 million m3. The dam body, with some 350’000 m3 volume and (W/H=1.1/1.0), is the dominant feature of the project.Geological and geotechnical studies at the dam site started in 1957 and continued during the whole period of dam construction. Simultaneously, two extensive programs of laboratory testing were carried out in New York and Milan.Most of the results were recorded in the project design documents and in two very well-known papers of Talobre et. al. (1964) and Dodds (1966), however, no detail results are available for most of tests.In order to estimate geomechanical parameters of the rock mass foundation for numerical modeling of the dam body and its foundation, reassessment of the in-situ and laboratory test results using the recent rock mechanics methods was required.This paper explains how the outcomes of those tests, performed more than 50 years ago, were reevaluated and how the definitions and parameters presented in the project reports were re-interpreted using the recent rock mechanics concepts and definitions. Also, the results of classification of Bakhtiary conglomerate using GSI system and application of Hoek & Brown failure criterion for estimating rock mass parameters have been described.INTRODUCTIONThe Dez River flows from its headwaters in the Zagros Mountains into the great Khuzestan plain. Just before entering the plane, the river passes through a narrow, steep gorge that is about 17 km long. The Dez Dam is located at the entrance to this gorge, some25-km upstream of the city of Dezful and 150-km upstream from the provincial capital Ahwaz (Figure 1)."

THE Dome ore-bodies are more or less isolated and are mined. by shrinkage stoping. An interwoven system of veins is mined at Hollinger '.1.nd requires close filling. Deep mining is the problem at McIntyre. Dome ore contains a large amount of free gold, which is recovered on blankets. An all-cyanide flow-sheet is \lSed in the Hollinger mill. Flotation concentration is an important feature of McIntyre mill operation. Therefore, these three mines afford an unusual opportunity to compare gold mining and milling methods. The purpose of this paper is to describe the conditions existing at the Dome, Hollinger, and McIntyre mines and to outline the mining and milling practice at each property. Figures 3, 4, 5, and 7 are reproduced from the Canadian Mining ]011rna/, September, 1935 (Young, A. W., Mining at Hollinger), and Figures 8 to 11 from the Engineering and Mining Journal, November, 1933 (Keeley, D. E., Development and Mining at McIntyre). The photographs (Figures 6, 12, and 13) are by The Canadian Government Motion Picture Bureau. IT IS the purpose of this paper to show how the design of the larger slope hoists in use in the mines of the Dominion Steel and Coal Corporation has tended to evolve ta suit the particular conditions of operation. These hoists are all used for hauling coal in trains or trips of pit tubs up the mine slopes, which usually follow the dip of the seam . As the mine is developed to the dip and the slope grows in length, the length of the rope and the size of the hoist required to handle it rends to become extremely cumbersome. It has been found that the best economic conditions of hoisting are obtained when the length of the slope is limited to about seven or eight thousand feet. Beyond this length it is necessary to offset to one side of the line of slope and start a second or auxiliary slope, which will be served by its own hoist installed underground. With this hoisting distance as a basis, we find that we can economically hoist the outputs required, usually about 1,500 tans per eight hours per slope, by hoisting the coal in trips of about twenty boxes. This, on the grades obtaining, will require a rope of about l 1/4in. diameter, running at a speed of 1,200 ta 1,800 feet per minute, and requiring from 1,200 to 1,800 h.p. at the hoist shaft. The tendency is for the rope speeds of the surface hoists to be a little higher than the underground hoists which relay to them, so that the surface hoist has a small margin of time in hand. The oldest surface hoists were steam-driven, but, with few exceptions, these have given place to electric hoists. With the exception of one hoist, which was altered in design, the steam hoists have not had the opportunity of evolving in the same way as the electric hoists, and will not be mentioned any further.

"Abstract- The Merelani graphite-tanzanite deposit is located in northeast Tanzania, 14 kilometers south of Kilirnajaro International Airport and in close proximity to the towns of Moshi and Arusha . The graphite mineralization is hosted by relatively undeformed linear Proterowic metasedimentary gneisses, several of which have been subjected to hydrothermal alteration resulting in tanzanite mineralization. Exploration work comprised detailed geological mapping coupled with pit and trench channel sampling and a subsequent 1500 meters of diamond drilling. In addition, metallurgical tests have shown the graphite to be of unusually coarse flake size, crystallinity and high purity.Feasibility studies have shown the economic viability of a major coarse flake graphite deposit with the measured resource to 50 meters in excess of 9 million tonnes assaying over 8o/o graphitic carbon . Production is due to start by the end of the first quarter of 1994 with the processing plant design capacity initially set at 15 000 tonnes per annum.ln addition to graphite production, tanzanite will be produced through selective mining within the graphite open pit in the upper horizon and from underground workings within the lower horizon.The Merelani graphite-tanzanite deposit will be the first major orebody to be exploited through means of private funding since Tanzania gained independence."

Introduction The increasing importance of the gypsum industry in Canada is evidenced by the fact that the production has increased from 473,129 tons valued at $809,632 in 1909 to 1,205,846 tons valued at $3,622,007 in 1928, an increase of over 155 percent in quantity, and of 347 percent in value, in the 20-year period. Although the export trade in crude gypsum still forms a large proportion of the industry, it is gratifying to see that the home consumption is steadily increasing, and while the percentage of the crude gypsum mined that is manufactured into the calcined products in the country is only 16.8 per cent, its value is practically 50 per cent of the total gypsum production of the whole country. It is to be hoped that each succeeding year will see an increase in the amount manufactured in Canada, and, with the steady growth of the country and a serious endeavour to capture a part at least of the world market in gypsum products, the outlook for the industry is decidedly promising. The value of gypsum as a commercial commodity has been known from the time of the early Egyptians; in fact its value for certain purposes has been known so long chat the date of the discovery of its peculiar properties is unrecorded.

"This paper is a commentary on selected trends within the transportation industry.In general, innovations are taking place within all modes of transport (road, rail and water) serving the industrial minerals industry which will affect future distribution patterns, methods and costs. Significant technical innovations in the transportation of solids by• pipeline will also appear, perhaps in the near future, permitting the transport of specific commodities, including some industrial minerals. However, the timing and magnitude of the commercial exploitation of solids pipelines are heavily dictated by marketing factors and distribution system logistics, as well as by the innovations likely to take place within competitive modes of transport. Competitive technological developments will include increased ship capacities, improved bulk-handling facilities, larger and specialized bulk-handling rail equipment, unit trains, containerization, larger ""off-highway"" vehicles and greater inter-modal integration. Equally significant are some ""soft-ware"" techniques such as the growing interest in total distribution cost concepts. However, the impact of the developments will not be spread uniformly over all Canadian industrial minerals."

"The design of conveyor belting for use in mines poses problems to the manufacturer that are unique. The challenge to be met is that of the production of a conveyor belt which can withstand use and misuse in an environment that may differ vastly from one country to another, and even between one mine and its neighbour.The development of a product to meet such varying requirements necessitates a protracted program of trials, both in the laboratory and in the field; a new successful development, the only criterion, can be said to have been achieved only after very long-term usage under actual, deliberately chosen, arduous mining conditions.New developments in conveyor belt construction can never stop, no more than can developments in new and advanced mining techniques. A new problem is set-an answer must be found. Some of the problems are noted here, and answered where possible, in what must after all be little more than an excursion into a very comprehensive and detailed subject."

Introduction It is only fitting on this occasion of the fiftieth anniversary of the incorporation of the Institute that we should indulge in a bit of retrospection and review the progress that has been made within this period in the various branches of the mining industry- progress that is so closely associated with the members of this Institute. Such a moment of retrospection will enable us better to appreciate the present status of the industry and to perceive more clearly the trends that should guide us in making sound plans for the future. The past half century has been a period of amazing industrial progress in Canada. In this period, the economy of our country has changed from one based chiefly on agriculture and the export of raw materials, to an economy based largely on a well integrated manufacturing industry. In all' o( these major developments, industrial minerals have played an important part and will play an increasingly, important part in the future. By ?industrial minerals? we mean the various non-metallic minerals (exclusive of fuels) as well as the rocks, sands, and clays used for industrial purposes. They are now used so widely and in such large quantities that modern industry could not function without them, and their continued availability at low cost is vital to the industrial future of Canada. The key position occupied by industrial minerals in modern Canadian industry was well illustrated two years ago when a strike occurred in the only Canadian plant producing soda-ash and calcium chloride at a time when those materials were already in short supply and unavailable from other sources. Within a short time of the shutdown of this plant, in which the two principal raw materials are limestone and salt, the great aluminium reduction plants on the Saguenay river were forced to curtail operations because of the lack of soda-ash, essential to the process of extracting aluminium from its ore. Automobile production, already harassed by a shortage of steel, was further hampered when glass for windshields and windows could not be supplied because the glass industry was slowed down almost to a standstill for want of soda-ash. Soap became almost unobtainable both to the housewife and to industrial users, because soda-ash is required in its manufacture. As a consequence of the soap shortage, the production o synthetic rubber at Sarnia was threatened because soap in large quantities is essential to the polymerization process. Motorists on gravelled highways all over Eastern Canada drove through clouds of dust because calcium chloride, used for dust laying, was not to be had. There were other cases of dislocation of industry related to the shutdown of this particular plant, but the above illustrates the wide ramifications of industrial minerals in modern industry. However, it is extremely doubtful if many Canadian citizens realized that these apparently unrelated happenings were connected in any way with limestone and salt.

The Shortage of Mining and Metallurgical Engineers I N many parts of the Western World attention has recently been drawn to the acute shortage of mining and metallurgical engineers produced by the universities. Naturally, the reasons for this shortage have been discussed, and various remedies for it have been proposed. In this paper, I want to examine some of them. It is now fairly generally ac-cepted among mining men that the easy attractions of modern urban life have left the career of mining in the metaphorical as well as in the literal backwoods. The industry finds it increasingly difficult to recruit adventurous and intelligent young men; for such men now seek their intellectual, if not physical, adventure in more glamorous occupations from a safe social base in suburbia. The salaries, opportunities and security offered by the mining industry do not complete effectively with the rewards offered by other industries and by commerce, taking into account the social disadvantages of a mining life. THIS paper is entitled "Some" problems, rather than "The" problems, met in selling coal, since the problems to be met in selling any commodity have to deal with an infinite number of circumstances and conditions. These are believed to be more varied in the case of coal than probably any other commodity. This is due, perhaps, to the fact that coal has been one of the basic materials in the guiding of industrial and national achievement for the past two hundred years. During this time its use has developed from a most haphazard one to uses involving all modern scientific methods, which, rather than simplifying matters as regards the marketing of coal, have added many fresh problems, and these vary according to the particular market served. Since the concern of this paper is primarily the selling of Nova Scotia coal, it is proposed to deal chiefly with some of the specific conditions met in the markets presently served by this coal. For the purpose of discussion, these markets may be considered as divided into three main groups, namely, the Maritime market, the Quebec market, and the Ontario market. THE MARITIME MARKET First of all, let us consider the Maritime market. This is a market which has been regularly served by Nova Scotia coal since coal mining became the first industry in Cape Breton, slightly over one hundred years ago. Conditions as applying to the use of coal have naturally tended to adjust themselves to the characteristics of the coal most readily available, and, therefore, marketing problems are fewer in the Maritimes than in districts where many coals of varied characteristics are offered. Up to recent years, the problems involved were chiefly those of providing satisfactory service insofar as de-liveries were concerned. However, with the speeding-up of manufacturing processes and the necessity of reducing costs to a minimum, users of coal have become interested in obtaining coal that will give the most economical service. It is, therefore, now of importance that the salesman should have full knowledge of the particular conditions applicable to each customer's use in order to deal to the best advantage.

"Tremendous progress has been made in recent years towards developing computational tools that allow ready solution of most common rock engineering problems, with amongst the most advanced of the tools focusing on evaluating engineered openings within Synthetic Rock Masses. These new codes have the potential to allow much more realistic design, but they must not be used without careful calibration – prior to – during and – post completion of any modelling. This paper explores some of the pitfalls of inadequate data collection and suggests more emphasis be given to calibration. Guidelines for minimum levels of parameter data are suggested for improving application of basic to sophisticated modelling codes.INTRODUCTION & BACKGROUNDTremendous progress has been made in recent years towards developing computational tools that allow ready solution of most common rock engineering problems. The degree of sophistication now possible with some of the available codes allows one to tackle extremely complex problems that were not thought tractable even a decade ago. Indeed, generation of synthetic numerical rock masses, based on discrete fracture network representations that closely mimic actual rock mass conditions, such as are shown in Figure 1, is today relatively straightforward, and not as user-challenging as employing state-of-the-art codes of even a few decades ago. This is largely because major improvements in computer graphics and in availability of ready-made user-friendly input-output interfaces have paralleled development of these new codes, now in some cases outpacing actual new analytical/procedure developments. This is something of a reversal from the first few decades of DOS-based rock engineering computational experience, when only rudimentary graphics were available and user-friendly input-output interfaces were virtually non-existent."

In this paper, a number of experimental tests are carried out to study the strength difference on rectangular prismatic marble specimens with different height-to-width (H/W) rations. The specimens have a nominal size of 45×15 mm in the compressive cross-section (W×T) and different heights (H = 22.5 mm, 45 mm, 60 mm and 90 mm). It is to say that the height-to-width ratios are equal to 0.5, 1.0, 1.33 and 2.0, respectively. The quasi-static uniaxial compressive tests are finished by a servo-controlled INSTRON machine (the strain rate at about 10-5/s), and the dynamic compressive tests are finished by a diameter of 50 mm cylindrical SHPB apparatus (the strain rate reaching about 101/s). The rock failure process of marble specimens is captured by a high speed camera in order to distinguish the fracture propagation behaviour. It is found that the compressive strengths increase when the H/W ratio of marble specimen changes from 2.0 to 1.0 due to the end clamping effect both for quasi-static and dynamic loads. However, when the H/W ratio changes from 1.0 to 0.5, the apparent compressive strengths decrease both for the two loading conditions. The strength decrease of short marble specimens may be attributed to the change of failure mode from shear to slabbing, which can be identified by the fracture patterns of the specimens. Based on the uniaxial compressive tests, the slabbing strength of the marble was found to be about 40% of its UCS for the specimens with a nominal height-to-width ratio of 2.0. In addition, it is found that the dynamic increase factors (DIF) are affected by the specimen’s aspect ratios. It implies that the same aspect ratios should be used to compare the dynamic and static compressive strength of rocks. Meanwhile, both the static and dynamic tensile strengths of the marble are obtained by the Brazilian disc tests. The ratio of the dynamic tensile strength to the static tensile strength of the marble is about 2.68.
