Main geochemical problems concerning the environment and mining industry interrelation are connected with the transformation of natural water chemistry by mining wastes. The investigation of many mines in Primorye, the southern part of the Russian Far East, showed that their mining waters have high concentrations of heavy metals and aluminium. Water acidity is primarily connected with the amount of acid-forming sulphide minerals in ores and also depends on the neutralising capacity of rocks. Considerable quantity of metals occur in the waters in dissolved form. Metal concentrations in mining waters exceeds the natural levels by 2-5 orders of magnitude and can't be reduced to the background levels even after multiple dilution. It is necessary to develop and put into practice new technologies so that to reduce the geochemical impact upon the environment.

The energy crisis and the general increase in fuel prices have changed the position of coal in the world. Countries need to review their policies on coal, depending on available reserves and their accessibility. On the demand side, a distinction should be made between the steel industry's specific demand for coking coal and the needs of power stations where coal is used in competition with other sources of energy. Coal consumption in these two sectors is expected to increase considerably over the foreseable future. Some countries have sufficient coal of their own to meet this increased demand but others will have to rely on imports. As a result, the tonnage of coal transported by sea may double by 1985. The coal industry lacks flexibility. The opening of new mines and the construction of a transport system to ship the coal takes time. This time-lag, coupled with the enormous expenditure involved, makes long-term contracts between producers and consumers essential.

Following a summary of the development of a BF model using aerodynamic relationship and bulk fines index a blast furnace policy model is presented complete with the development of nomograms and featuring production rate, oil rate and total fuel rate. Application of the blast furnace model is then illustrated using No. 5 Port Talbot as an example. It is also shown how the policy model assists in ore allocation in the British Steel Corporation. Further developments which have recently occurred in the correlation between the bulk fines index and the permeability coefficient are detailed and a comparison made with a number of furnaces operated elsewhere. The implications of the comparisons made are that high driving rates are possible with burden containing a high proportion of sinter only if the burden behaviour in the lower parts of the furnace permits high driving rates with a steady gas distribution and low pressure drop. It is concluded that the value of a simple set of equations resulting from the model assisted furnace operators to pin-point likely causes of failure to reach or sustain target production rates.

By the 1990's Australia could be the largest coal exporter in the world and one of the few industrialised countries potentially able to supply the shortfall in its domestic oil requirements by utilizing its oil shale and coal resources to manufacture synthetic oil. The major challenge to both industry and government in implementing the new role for Australia will be to ensure that their actions and policies enable the timely mobilization of resources needed to meet the potential demand for energy, both domestic and overseas. Australia's potential for coal production and exports and for the production of oil from shale and coal are discussed and the potential constraints to development Examined.

The correct assessment and understanding of geotechnical conditions is fundamental to mine design and, hence, successful (safe and efficient) mine planning, design and operations. However, this assessment and understanding is simply not possible unless there is a sound appreciation of the geology of the project. This paper addresses geological uncertainty in mine engineering and its communication, and shows that a mining project that does not take geology properly into account in the engineering phase is fraught. Uncertainty levels become excessive, which leads to hazards and consequential risks in design and operations in terms of both safety and efficiency. Several examples, both positive and negative, are provided to make the point. The paper concludes that mining geologists must become more overtly cognisant of the influence of geology on mine engineering. Equally importantly, mining (and geotechnical) engineers must communicate better with their geological colleagues to ensure that they (the engineers) have a clear understating of the geological issues affecting their operations. The engineers must know how to ask the right questions of the geologists. Engineers who do not understand and take account of geology in their designs and operations are failing the expectations of stakeholders.

Companies involved in the mining industry are exposed to risks, referred to as corporate risks, as part of the business process. Directors and management should be aware of these risks and make appropriate business decisions to address each risk. If business risks are not addressed on a timely basis the consequences are likely to be serious and will adversely impact the ultimate success of the business.The key corporate risks are:Poor cash flow and treasury management. ò Incompetent or unmotivated staff.ò Poor product quality.ò Accounting systems that do not provide meaningful and timely information.ò Computer system deficiencies. ò Ineffective credit screening.ò Assets not adequately protected.ò New ventures undertaken that are either inappropriate or not adequately researched.Exposures to corporate risk should be dealt with by Directors and management by systematically identifying major risk areas and implementing appropriate internal and management controls to deal with such risk areas. Proper management controls and procedures include the setting of overall corporate objectives and policy, monitoring adherence to such policy, establishing early warning systems to highlight problem areas and maintaining security over assets.

Spiral separators have been used to treat heavy mineralsands in Australia for some 35 years. During the last five years the logical extension of this technology has been torecover cassiterite from alluvial deposits. Plants incorporating spirals are already operating in Indonesian andAustralian tin mines. A more fundamental understanding of the design of spiral separators has recently led to their use in other mineral treatment plants.In particular, the treatment of alluvial gold and fine coal has been most successful. The new generation of spirals that has been developed to treat these minerals is more easily operated than other competing processes and is therefore ideal for new mine situations.

There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

The Chairman of this afternoon's session is Dick Carter. This afternoon is the culmination of this conference. We've looked in the first session at regulation; in the second session at valuation techniques and this session we look at valuation in practice. Dick's involvement in the mineral industry has been wide ranging and distinguished. Dick has worked with BHP since 1960, when he joined BHP Steel as a commercial trainee. Dick holds a B.Comm. from the Newcastle University College of the University of New South Wales and was educated at the Australian Administrative Staff College and Harvard Business School Advanced Management Programme. During the past decade, he has headed the minerals group's Aluminium Divison, Resource Planning and Development, Non-Ferrous Metals and Business Development Organisations. Dick currently serves as Executive Director of BHP Gold Mines Limited and Managing Director of Ok Tedi Mining Limited. His experience covers Australian Manganese Company, Mineral Deposits Limited, Northern Rivers Rutile, Tasmanian Electrometallurgical Company Limited, Mount Newman Joint Venture, Worsley Aluminium and Carnilya Hill Joint Venture Operating Committee. His industry associations include the Executive Board of the Gold Producers Association, the Federal Executive of the Australian Goldmining Industry Council as well as the World Gold Council. The current boom in the mining sector has required mining operations to ramp up production to meet the international demand for minerals. This increase in production is putting enormous pressure on on-site professionals, and in particular the role of the on-site geotechnical engineer is ballooning. Mining engineers are focused on machinery and schedules; geologists concentrate on grade control and resources; everything else becomes the responsibility of the geotechnical engineer. Day to day geotechnical engineering is very different from geotechnical design work, and a practical understanding of both is required to successfully carry out either role. In addition, a successful geotechnical engineer has to have a good understanding of almost all technical aspects of mining. Even more important are good communications skills and the ability to problem solve on the fly. None of these skills are taught at tertiary institutions and therefore need to be learnt in the workplace. However, the shortage of geotechnical professionals means that young engineers do not always receive the mentorship and training they need to develop confidence and technical effectiveness. This paper outlines the changing role of on-site geotechnical engineers and presents some thoughts on how industry and young engineers can adjust to the changes.

The concept of "profit" is implicit in the definition of an ore reserve. It is suggested that the flexible concept "economic" is more appropriate. This allows different economic considerations to be taken to account when determining what is ore at the feasibility study stage; during actual mining production; before mine closure; and from the viewpoint of the national economy. Economic factors which are highly variable, and largely beyond a mining enterprise's control, affect the economic exploitation of a mineral resource. Major economic factors include: metal prices; operating costs; the cost of original and replacement capital equipment; the cost of capital; taxation and royalties; inflation; exchange rates and the state of the world economy. The paper suggests why a careful quantification of the average value, trend, and variation from the trend of major economic factors should be made and how this will lead to a better definition of ore reserves. The paper also discusses the necessity of reappraising economic factors during the life of a mine in order to maximise the economic surplus and to minimise the wastage of natural, economic and human resources employed in mining.

Australia is a leading producer of mineral sands and according to U.S. Bureau of Mines, produced 24, 53 and 64% of world's production of ilmenite, rutile and zircon respectively in 1983. The industry which is mainly export oriented earned in export income about $210 million in 1985. The dominant position which Australia occupies in world produc- tion of mineral sands is also maintained in many areas of research and development work on the processing and application of these minerals. Some of this research which is leading the world has been responsible for setting up industries to produce value-added and high-tech products such as synthetic rutile and partially stabilized zirconia (PSZ). The production of high purity zirconia is due to commence shortly while research in rare earths offers an exciting prospect for future Developments.

Due primarily to the publication of the Fitzgerald Report the impact of taxation on the mining industry and the amount of taxes actual- ly paid by the industry have become items of intense debate. However, the discussion has been governed more by impassioned rhetoric than considered logic. It is equally as wasteful to the economy for the mining industry as a low cost efficient export earner to be punitively taxed, as it is for the industry to be given excessive taxation assistance. A comparison of the effect of five tax- ation policies on the cash flow of a capital intensive mining project is presented. The policies considered are Liberal 1969, Liberal 1976 with and without the coal levy, Labor 1975 and Labor 1976. The mining project used in the analysis is modelled on published estimates for the proposed Nebo coal project. The analysis is equally applicable to any large mining or petroleum development.

The evaluation of a new mineral resource and its economic viability is critically dependant on the quality of the assay data as it is this data that defines the grade of the resource. However, all too often the procedures of sampling and chemical analyses used to generate such data are neglected or given little consideration until final modelling and evaluation are under way. This approach frequently requires large reassay and/or re-sampling programs to be undertaken to validate or to improve the integrity of the data base. This paper outlines a step by step approach to ensure quality data is achieved and then maintained throughout the entire exploration and resource development program. This involves the use of correct field sampling methods, assay methods designed to give the required levels of accuracy and precision and quality procedures in place to monitor the effectiveness of the overall process. Thorough documentation is an overriding and necessary part of the entire process. Practical examples are given to demonstrate the use and value of these methods.

The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

Uniaxial compressive strength and Young's modulus values measured in the laboratory on NX diamond drill cores were examined statistically to bring out any significant differences between different locations in the mine which might require special treatment in subsequent photoelastic analyses of the mine layout. Correlations were sought between the strength and modulus and various other features of the rock. The estimated mineral content of the core correlated with the modulus of the core, but the range of modulus values was too limited to show any strong correlation with compressive strength.Strength in the vertical direction was found to be significantly higher than in the horizontal direction and the same pattern was followed by the moduli, but was less pronounced. It was concluded that, whilst the modulus variations were significant, they would not invalidate any photoelastic studies.

In order to achieve optimum results for money spent in construction of new projects there is a need for mining developers to pay greater attention to cost control. Control is achieved by establishing a frame of reference, a method of checking and a means of remedial action. The frame of reference is a well coded set of budget estimates which graduate into definitive estimates as design is completed, backed up by drawings, specifications and bills of quantities. The method of checking is provided by cost engineering and quantity surveying input, at both feasibility study and design and documentation stages. Remedial action follows if the checking process reveals a need. In large complex projects where construction completion time is often of prime importance, control of costs can sometimes be relegated to second place. To avoid this it may be necessary to include specialists in cost control in project management teams. Quantity surveyors are trained specifically in construction economics and can provide develop- ers and project engineers with valuable support at all stages of construction.

This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. In contrast, my presentation paper is a fast-food service, extracts from the printed paper only-you have no choice-you "get what you get" and in small quantity. This paper describes some experiences in the design of flotation reagent schemes for the efficient flotation of complex gold ores containing free gold and/or gold associated with easily flotable sulphide minerals such as chalcopyrite and bornite. Historically, the design of gold flotation reagent schemes has been based primarily on experiences using high dosage levels of water soluble charged collectors such as xanthates and dithiophosphates and carefully controlled regions of pH. This approach has been effective with gold associated with complex sulphide minerals, in particular gold associated with iron sulphides such as pyrite. An alternative two-stage reagent approach is presented that is applicable to certain types of gold ores. This approach involves using very small dosages of uncharged water insoluble collectors at natural ore pH followed by a modified bulk flotation reagent approach for the second stage. The reasons for utilising this approach, when applicable, are discussed and illustrated with examples.

The sudden. explosion of relatively inexpensive digital process control computers has accelerated interest in the possibilities of economic savings by their use. In particular the metalliferous industries have shown that they are willing and capable 6f grasping this new technology and putting it to good use. These industries have a number of problems which need special attention. In many cases the process is difficult to measure and a reaction is often controlled by measuring a secondary effect, computing its relationship to the reaction and then applying the necessary corrective action. This creates problems in building the process model, designing the computer to process interface and in the subsequent system development. Environmentally the metalliferous industries create conditions which severely test sophisticated electronic equipment. Care taken in locating and housing this equipment is a major factor in ensuring reliability in Operation.
