A central part of mine planning is to ensure the protection of the beneficial uses of water. Integrated mining software does not generally provide tools to help the mining engineer to achieve this objective. This paper identifies some of the requirements which are desirable for such a tool and discusses how object oriented modelling can help achieve an effective design.

The kinetics of reduction of PbO-silicate melts in CO-N gas mixtures at 900¦C have been studied. Rea~tion rates were measured by moni- toring the CO2 content of the product gas. A wide range of gas and melt compositions and gas flowrates have been investigated. The overall reaction rates in heterogen- eous systems are typically characterised by a steady increase as the gas flowrate is in- creased. At low flowrates the processes are limited by gas film mass transfer. At high flowrates it is expected that the rates will tend to maximum values determined by either the rate limiting chemical reaction or diffusion in the condensed phase. In the present series of experiments it has been found that for any given gas composition the overall reduction rate goes through a maximum with increasing gas flow. The maxima, which occur at relatively low gas flows, are more than an order of magni- tude greater than those observed at high gas flowrates. The results of these and other experiments are presented and analysed. Possible rate limiting mechanisms in the reaction system and their implications regarding commercial reactors are discussed.

The search for an efficient and economic machine to excavate hard rock continues. Development of the Robbins Mobile Miner commenced in 1983 with the formation of a joint venture between Mount Isa Mines Limited and The Robbins Company. Construction of the machine ensued and preliminary trials to verify the cutting action were undertaken in the USA prior to transportation to and assembly at Mount I-sa where mining commenced in September 1984. Initially, the machine was used to develop the S60 Decline which serves as a combined access and conveyor drive for the Southern 1100 Orebody Ore Handling System.

Optimisation techniques, based on the block model, for solving the optimum pit limit problem were discussed in an earlier paper. Of the available techniques the one based on graph theory proved to be the most attractive. In the graph theory model the vertices represent blocks and the arcs represent the mining restrictions. For large ore-bodies direct application of the graph theory method poses considerable computational and storage problems. Techniques for easing the computational effort by reducingthe problem size were introduced in an earlier paper. Further, significant computational savings can be made by exploiting the structure of the graph. This is done by building the graph up level by level and successively applying the graph theory algorithm to reduce the number of blocks. In building up the graph in this way one needs what is called a "search pattern" to indicate which arcs are to be added as new vertices are introduced. Moreover, as it is essential to keep the number of arcs to a minimum it is necessary to establish a "minimum search pattern".The problem of determining minimum search patterns for any block model and for any wall slope restrictions has not been considered in the literature.The objective of this paper is to present a complete solution to this problem and to discuss, through typical case studies, the application of the associated software developed.

Timestudy analysis of mining operations at North Broken Hill Limited has been carried out by dissecting operations into small elemental components, and accurately timing these elements. Over a wide range of observations, this has enabled standard time values to be calculated for all underground work.The application of the standard values is in calculating performances as a measure of work output and Performance Controls are kept on approximately two-thirds of underground employees. Through the Controls it has been possible to stimulate supervisory action to improve low performance, and to reduce delays and lost time.The values are used to calculate contract" prices, and anomalies in previous prices have been adjusted on work values and not on arbitrary standards. In out-of-the-ordinary circumstances, the request for a timestudy investigation has been made by both operatives and foremen, and the contract set following the timestudy analysis has been to the satisfaction of both parties.The range of values enables contracts to be applied to work which was previously performed on a day basis, resulting in improved performance.A natural corollary of timestudy is the analysis of methods, and in some cases method improvements have been introduced.It is anticipated that further investigations will be made on methods.INTRODUCTIONIn 1953, a Timestudy analysis of mining operations at North Broken Hill Limited was commenced under the guidance of management consultants. Its aim was, to determine standard time values for specific operations, which would provide management with a measure of productivity beyond the existing measures of tons or feet of advance, and also to determine whether increased output was available under existing operating conditions.

High pressure abrasive water jets have been shown capable of cutting a wide range of materials including steel, stone, rock and concrete. Acceptable performance can be achieved using relatively low pressures and expendable abrasives. The cutting head can be made small and abrasive feed systems have been developed that allow reliable pumping of slurries over long distances to supply such cutting heads. These features make abrasive water jets ideally suited to automated control in remote areas.Another major advantage of abrasive entraining water jet cutting heads is that they may be operated safely in potentially explosive environments due to their cold cutting ability. Therefore there are many possible applications for such equipment in mining.This paper gives an introduction to the abrasive water jet process and includes results of trials carried out at BHRA on a range of hard materials. Work is also described which investigated the operational safety of abrasive water jets in explosive environ-ments. In a special environmental chamber, cuts were made on steel and sandstone with atmospheres of methane/air and hydrogen/air, without caypsing ignition.

The Maddingley brown coal seam at Bacchus Marsh, where mined and bored, tends on the whole to a higher content of volatile matter than the Latrobe Valley brown coals, and this masks the presence of lignitic or earthy coal bands in the bore core analyses. Visits to the Lucifer Open Cut, at Bacchus Marsh, during 1948, revealed, however, a banded condition in the coal seam, as shown in Fig. 1. This banding showed in a face that had been exposed for a considerable period of time, permitting partial drying out and oxidation of the surface coal. The bands consist of different coal types, ,comparable with those found in the Yallournand Latrobe brown coal seams(l).The' light coloured bands in Fig. 1 consist of a buff to light-brown earthy coal of low specific gravity, that closely resembles the pollen coal, that occurs, as similar thin bands in the Yallourn and Latrobe seams. The 40 ft. of coal above the uppermost of these light coloured bands dries out on exposure to a black, closely cracked surface, composed of small dice-like fragments of a lustrous vitrain-like substance, and in every respect resembles the lignitic coal bands of the Yallourn and Latrobe seams.The coal between and below the light-coloured bands develops fewer and more widely spaced shrinkage cracks on drying out, and remains brown in colour and earthy in appearance, resembling the earthy coal of the Yallourn and Latrobe seams.Representative samples were cut of these coals, taking care to exclude surface coal, and analyses were made of them by the Metropolitan Gas Company, through the kindness of Dr. R. British Coal has always been a big mining company and its management has been beset with many of the problems one would associate with such an undertaking. These include its accountability to Government, its market vulnerability to competing fuels and to imported coal and its relationship with its workforce but also with its own history and size. As a fragmented private industry up to and including the Second World War, it was starved of capital and its management developed an historic relationship with its workforce which was often counter productive to success. Once nationalised, it contributed greatly to post-war industrial regeneration, investment was forthcoming to reconstruct existing mines, sink new ones and to mechanise production operations. British manufacturing companies contributed to this mechanisation drive, the very success of which drove up production and productivity and against a declining market, contributed to the reduction in size of the industry. Production machinery design evolved in the 1960s with close collaboration between manufacturers and users such that an inevitable proliferation of machinery types and specifications developed to meet local needs. Longwall mining internationally outside Western Europe only became significant in the 1970s. It became apparent that international operators demanded higher levels of plant performance from British manufacturers than British Coal did. This was the birth of the "heavy duty" plant concept. As international performances outstripped our own then British Coal moved in to invest in itself, in this heavy duty. This re-investment commenced in the mid 1970s but only gained real momentum in the 1980s when it became a virtual re-equipping exercise for the whole industry.

ALTHOUGH discovered as long ago as 1817, by Strohmeyer, the use of cadmium did not become in anyway general for nearly a century. Its properties, although well known, did not recommend it to users of metals generally, and it was, on the whole, regarded more in the light of a nuisance to zinc producers than anything else. Its real value was not appreciated until both the United States of America and Germany, who are entirely dependent on outside sources for their supplies of tin, were faced with the unpleasant fact that their tin stocks were being rapidly depleted, with practically no prospect of having them replenished. This resulted in serious efforts being made in the UnIted States of America to conserve what tin was available, and, as a consequence, several metals were tried in the hope that they would prove satisfactory substitutes for tin. Among these was cadmium, and it was found that cadmium could replace tin in a manner sufficiently satisfactory to permit of its use in many directions where tin had been used before.It is on this ability of cadmium to replace tin that its use became in any way general at first; but since then new avenues of development have been opened up in which its physical and chemical properties are proving their value. It is highly probable that its use will extend very considerably as time goes on. OCCURRENCE OF CADMIUM.There are several cadmium minerals known, but none of them occur in profitable quantities as ores. The cadmium of commerce is derived almost entirely from zinc minerals and ores in which it is almost invariably present in proportions which are usually very small. Cadmium behaves metallurgically almost the same as zinc, and hence constitutes a fraction of 1% of almost all spelter.

Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

Highwall mining is a specialised and largely automated mining method developed in the United States for the extraction of coal left under a shallow overburden cover after cessation of economical open cut mining operations. As the name indicates, coal is extracted from the seam exposed along a highwall by a remotely controlled continuous miner operating in a single unsupported opening and brought to the surface by a string of conveyor segments. The single entries are separated by coal .pillars and driven normal to the highwall, over areas where the thickness of cover and volume of recoverable coal is insufficient to allow or justify conventional underground mining. An additional highwall mining method is augering. The success of high wall mining operations depends significantly on geological features, notably the stability of the working roof, determined by the type and mechanical properties of the immediate roof strata. Stability of the ribs, absence of floor heave, faults and dykes are further important prerequisites for profitable highwall mining. The geometric relationship between the spatial attitudes of existing joint systems, the direction (azimuth) of the single entry opening and its vertical profile determine the unimpeded depth of penetration into the coal and thus its economic success. The mechanical implications of the lithological transition zone from a coal seam to either primary or original roof strata, compared to an interface between the coal seam and overlying strata, characterised by a sharp erosional boundary between coal and a secondary immediate roof stratum, are very significant. The compatibility between the response to mining by the geological system (floor-seam-roof) and the capability of the mining equipment to prevent the development of instability are essential requirements from a mechanical viewpoint. The minimisation of vibrations, very good horizon control, an ability to vary the profile of the opening, and the maintenance of consistently high advance and retreat rates, are also important aspects of profitable highwall mining.

Statistical frequency distributions may be used to characterize the overall variation of grade in orebodies. Special types of distribution (e.g. lognormal, log-type A) are necessary to describe skewness inthe case of rare metals. Also needed (but for the most part hitherto neglected) is the serial correlation function which describes the tendency for grades near together in an orebody to be closer together than grades at points relatively far apart.The sampling problem for orebodies is interpreted in statistical terms. Different methods are reviewed, and the effect of serial correlation discussed.A discussion is given, based on experiments and observations made by the author, of biases arising in the minei:l material by such methods as chip sampling and grab sampling due to such causes as nonrepresentative selection by the sampler.INTRODUCTIONMiners have always recognized the large element of chance in their operations. Chance is the raw material of statistical theory and, provided there is some recognizable pattern or underlying regularity in a set of data arising from the operation of chance events, statisticians are able to formulate mathematical models to study them. Mining engineers, geologists, and statisticians have gone a long way between them towards finding general statistical rules which describe the distribution of minerals and metals in orebodies, and even the distribution of orebodies over the earth's surface.These rules do not have the force of physical laws, though they obviously derive from them and have been used to throw light on them. Mining of copper ore at Mount Lyell has been continuous since 1893. The operation has always been marginal and the depressed copper Market over the last decade has seen mining continue on the basis of a series of short term plans. In 1985 it was determined that the mine would close in 1989 on completion of the 40 Series mining block. Significant changes in the value of the Australian dollar in 1986 and the subsequent effect on profitability dictated a review of the Company's operations. Lower level ore reserves, mining methods and ore handling systems were re-examined and a plan proposed for mining of the 50 and 60 Series mining blocks. The improved economics of this plan, together with workforce and State Government initiatives resulted in an extension of mine life to 1994.

At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

THE MORWELL BROWN COAL DEPOSITSTHIS deposits of brown coal in the neighbourhood of Morwell, are of tertiary age, and are represented on several horizons, but, owing to lack of evidence, the exact age cannot be fixed definitely. It is chiefly by reference to the basalt flows of the Older Volcanic series that the brown coal beds have been classified as of Pre-Volcanic and of Post-Volcanic age. The Pre-Volcanic brown coals are less widely distributed, and the seams generally are thin, though near Thorpdale a thickness of 40 tt. has been recorded, and from 10 ft. to 12 ft. in the vicinity of Narracan. Both of these localities lie to the south-west of Yallourn, and it has not been proven as yet whether these older coals and accompanying basaltic flows pass under the Morwell beds.The brown coal deposits have accumulated in an area where extensive faulting in early tertiary times has taken place with oscillations of elevation and depression of the land surface. In the vicinity of Yallourn, Paheozoic strata (probably Silurian) are exposed on either bank of the Latrobe River about a mile above the powerhouse weir, where the river flows through steep banks rising a couple of hundred feet on either side. The Silurian strata are highly inclined, and consist mostly of slates and Illudstones. Resting unconformably on the upturned edges of the Silurian is a conglomerate bed of Mesozoic age, above which occur beds clipping to the south-east of felspathic sandstones, with alternating mudstones at times carbonaceous, and containing thin seams of black coal.The brown coal seams and associated lignitic Clays, sands, gravels, etc, rest on the Mesozoic strata (as proved in the vicinity of the power-house and by boring north of the Latrobe River, near the old open cut), but do not appear on the surface of the Mesozoic, where these beds attain an altitude of more than 50 ft. above the present level of the Latrobe River.Half a mile upstream from the power-house a layer of basalt of the Older Volcanic series, almost resting upon the Silurian strata, is...

Metallic sulfide minerals present in most gold ores, Morila gold ore included, often decompose under typical gold leaching conditions. The reactions and their products consume oxygen and sodium cyanide, consequently competing for oxygen and cyanide used in gold dissolution. The resultant effect is to reduce both the kinetics of gold dissolution and overall extraction efficiencies. The present paper discusses results obtained from plant data analysis and laboratory work investigating the problem of higher than expected consumption of sodium cyanide at Morila Mine Gold Plant. Cyanide consumption at the Morila Mine Gold Plant had been consistently running at 46 per cent higher than the expected value without any corresponding increase in gold recovery. In fact, plant data analysis showed an inverse relationship between cyanide consumption and grind, as well as cyanide consumption and gold recovery. Experimental and plant data analysis indicated that better control of the [CN-]/[O2] ratio is necessary for the efficient use of reagents and achievement of higher gold recoveries. Careful control of this ratio at a minimum of eight enabled the reduction of sodium cyanide consumption by 200 g/t, that is, from 650 g/t to 450 g/t. Coupling these experimental conditions with the addition of lead nitrate at 100 g/t improved the overall gold recovery to 93 per cent compared to the average plant recovery of 90.2 per cent over a six-month period. This improvement was also reflected in the leaching kinetics where 70 per cent gold extraction was achieved after four hours, as compared to 59 per cent in the absence of lead nitrate addition. Also of great importance is the fact that the combination of hydrogen peroxide and oxygen gave inferior performance relative to either of the two reagents used separately. This scenario presents an opportunity for excluding hydrogen peroxide, an expensive reagent, and focusing on improving the oxygen addition system to boost dissolved oxygen concentration in the plant.

In recent years the use of directional drilling has become increasingly popular in several applications. These include shaft pilot holes, exploration drilling, mine service holes and drilling beneath surface structures and obstacles. The prime objectives are to increase accuracy and reduce time, cost and environmental disturbance.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

In Japan there exists a strong demand for mechanical excavation for tunnelling bacause the blasting method which produces much vibra- tions and noises is restricted in its applica- tion due to the fact that there can be many cases where tunnelling sites are located ad- jacent to residencial areas as a result of Japan's being a thickly inhabited country. Pressing demands for and deep interest in the mechanical excavation method have been shown by the circles concerned with reasons that it produces smooth cutting surface and causes less overcutting of profile as a result of the diffusion of NATM (New Austrian Tunnel- ling Method) in the recent years. This has caused a strong desire of the users to apply the conventional mechanical excavation method that has been used mainly for soft rock cutting also to the field of hard rock cutting. In order to meet such needs of the tunnel- ling industry, further research and development have been continued to have successfully real- ized the Boomtype Tunnelling Machine for Hard Rock.
