It is usually the case that the short-term plannerÆs role is occupied by the younger site mining engineer. ThatÆs because mine scheduling is generally seen as a mundane and thankless task. But, short-term planners play an extremely important role in maximising the value of the mining resource, generally the companyÆs biggest asset. A look at any mining operation today will expose the competing drivers behind the operational and strategic plans. Operations are too often faced with pushing short-term constraints. It is the responsibility of the short-term engineer to answer the question of æWhere to next?Æ. In answering this question the young mining engineer is in an environment overflowing with urgency and constraints. Hasty decisions made at this time may have significant adverse consequences to the long-term value of the resource. Long-term strategy must address a broad and expanding number of issues that are generally overlooked by the short-term planner. It takes a holistic, rather than the prescriptive approach of short-term planning to determine the best strategic direction for the operation. To better understand the consequences of decisions made at the operational level short-term planners need better vision of the whole business. The key to improving the mining business is a planning process that integrates the short-term planners role with the overall mining strategy. Future developments in the mine planning process will focus on bridging this ædisconnectÆ between the operational objectives and the long-term goals. Improvements will come from the tools which planning engineerÆs use, and the planning methodology surrounding them. There will be significant hardware improvements to improve the speed with which a short-term planner can evaluate plausible options. Software that maximises the use of the improved hardware will be developed. Complimenting these technological improvements, conceptual methodologies of mine planning will improve to allow strategic planning to be brought within the focus of the short-term planning engineer. In todayÆs mining industry the young mining engineer is embarking on a career where business processes are paramount. This paper discusses the ædisconnectÆ that occurs today between the operational planning and long-term strategy and how this is driving developments in mine planning today.

The Hodgkinson and Broken River Provinces form the northern part of the Tasman Orogen. They are separated by a broad belt of Late Palaeozoic igneous rocks, but were probably originally continuous. They are bounded to the west by a system of major faults (Fig. 1) which separate them from the Georgetown Province. Although largely Precambrian, the Georgetown Province includes probable Siluro- Devonian granitoids, and in the south adjacent to the Broken River Province, metamorphosed Early Palaeozoic(?) volcanics and sediments of the Greenvale Subprovince. South of the Broken River Province, the Lolworth-Ravenswood Province includes probable Precambrian rocks, Cambro-Ordovician volcanics and sediments, and voluminous Ordovician to Early Devonian granitoids. The first systematic studies of the provinces were the 1:250 000 scale mapping programs by the Bureau of Mineral Resources and Geological Survey of Queensland (White, 1965; de Keyser and Lucas, 1968). These and subsequent regional studies were reviewed by Arnold and Fawckner (1980). Remapping by the Geological Survey of Queensland since 1982, and a concurrent regional study of the deformation by Hammond (1986) have provided much new data. The development and operation of three large open cut brown coal mines in the Latrobe Valley, Victoria, Australia, requires a wide range of drilling techniques for coal resource evaluation and stratigraphic defi- nition, material property identification, open cut dewatering, and instal- lation of groundwater monitoring bores. This paper describes in detail the range of drilling techniques, equip- ment used and associated problems with drilling, in a deep sedimentary basin containing several major brown coal seams, multiple aquifer sys- tems of varying pressures and thin layers of hard materials including pyrite, siderite and basalt. Methods of rotary drilling include wireline core drilling, conventional core drilling, conventional flush drilling, diamond core drilling, reverse circulation air lift drilling and bucket auger drilling. Cable tool drilling is also used for strata definition and aquifer sampling.

The Banda arc, a U-shaped orogenic belt which separates oceanic crust of the Banda Sea from continental crust underlying the Australian- New Guinea shelf, has been interpreted to mark the convergent boundary between the northward-moving Indian Ocean- Australian plate and the Southeast Asian plate (Hamilton, 1979; von der Borch, 1979; Bowin et al., 1980). East of the island of Sumba (Fig. 1), the oceanic crust of the Indian Ocean has been completely subducted and Australian crust is now thrust under the Banda arc. Controversy has centered over the interpretation of the Timor trough as the surface location of subduction and the significance of the Savu Sea between Timor and Flores as either a forearc basin or the continuation of the Java trench (Karig et al., 1987). Two concentric island ridges, called the inner and outer Banda arcs (Hamilton, 1979), separate Australian continental crust from the oceanic crust of the Banda Sea (von der Borch, 1979) (Fig. 1). The inner arc is a typical volcanic island arc composed of calc-alkalic volcanic rocks of Neogene age, while older (Permian and younger) complexly deformed sedimentary and metamorphic rocks make up the outer arc. Timor is the largest and most extensively studied island of the outer arc and is separated from the inner arc by the Savu Sea. The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. The chemistry of acidic mine drainage discharging from flooded coal mines is commonly reported to improve with time after flooding. This investigation describes a 18-year dataset of post-flooding water chemistry for a below-drainage underground coal mine within the northern Pittsburgh coal basin (Pennsylvania, USA). The Montour mine is a 5650-hectare below-drainage coal mine of maximum 260 metres depth. Montour was closed in 1980 and flooded to within 38 metres of land surface within 4.8 years. Pumping averaging 210 L/s was then employed to maintain water levels at this elevation. The flooded proportion of the mine (by volume) at full flooding was 56 per cent. The shaft where water was pumped from Montour for water control is located about 70 per cent of the distance between the mine water table and the back of the mine ù that is, it is close to the back of the mine. The residence time (total water volume at flooding divided by pumping rate for control) is estimated at 5.6 years. Time series of chemical analyses show three phases of chemical behavior in post-flooding discharge. In Phase I (zero to two years after flooding), iron concentrations were high and reached their maximum (1100 mg/L). In Phase II (two to four years after flooding), a transition was begun to alkaline conditions, with decline in iron and other solutes. In Phase III (>4 years), net alkaline conditions began, with iron concentrations declining exponentially to 50 per cent of mined volume. This attainment of net alkalinity in this case may have also depended on abundant calcite in overburden extended up to 30 m above the mine floor.

This Is not a highly technical paper, but rather an attempt to give a general outline of coal mining for the benefit of those present who may have little or no experience in the industry, and is intended to give some general knowledge which may help to a better understanding of the problems of the industry. A knowledge of the disposition of workable material is necessary to give a comparison with other mining practices. Coal Is usually found in comparatively fiat seams of varying thickness, whereas other minerals are generally found in highly inclined lodes of variable width. However, even in comparatively flat seams unaffected by faulting, grades can, and do, vary greatly over short distances.This variation causes many local problems in working the small area affected. Even very steep seams, and some are much steeper than 1 in 1, vary considerably not only in grade, but also in direction of grade and level course. This is probably caused by folding during alteration of the shape and form of the basins after deposition.These swellies are common to most coal seams and vary only in extent. This type of variation in grade and direction of grade, while common to most ore bodies, is a matter of great importance in coal mining when it is considered that roadways are driven in the seam itself and have to be graded and made suitable for haulage purposes.The area of ground involved in an individual coal mining operation is often very large; many times larger than most metal mining propositions, and often comprises many thousands of acres.When it is considered that the specific gravity of coal may be only one-fifth of that of some ores mined, and the coal seam may be five or six feet in thickness, the vastness of the area necessary for continuous mining operations over many years will be realised.To achieve comparable outputs, with about five times the bulk of material to handle, much more ground and working places must...

Ore-bearing minerals that are located along microfractures are always susceptible to loss during the breakage and sampling of the material. Further losses occur with on-site sample preparation and splitting prior to laboratory analysis. In these cases solid whole rock channel or core samples should be handled with due care to ensure all fines and loose particles are collected and included in the sample for total chemical analysis.Similarly open hole and reverse circulation drill methods are not usable in areas containing old mine workings, heavily fractured ground or highly degraded/oxidised mineral assemblages. Nor are these methods usable to assess a bulk mineable target where the enriched zones were peripheral to or between old mine cavities.

Vatukoula, the Fijian equivalent of gold rock, is the name of the community embracing the gold mines owned and operated by Emperor Gold Mining Company Ltd., Loloma (Fiji) Gold Mines, N.L., and' Dolphin Mines Ltd. It is situated in the Tavua Goldfields approximately five miles from the northern coast of Viti Levu, the largest island of the Colony of Fiji.The climate is sub-tropical, there being a definite wet and dry season. The wet season is somewhat variable in length but usually extends from December to March, during which time most of the rainfall for the year is recorded.Although the average annual rainfall is 71 in., more than twice this amount has been recorded. Precipitation at the rate of 5 in. per hour is not uncommon and 15 in. of rain has been registered in 24 hours. The mining methods adopted, therefore, had to suit these wet conditions.The occurrence of gold in the Tavua area has been known since 1872, but it was not until 1932 that discoveries were made which led to the formation of the present operating companies. In 1934 the Emperor Gold Mining Company Ltd. commenced operations, followed in 1935 by the Loloma (Fiji) Gold Mines, N.L., and later by the Fiji Mines Development Ltd., now known as the Dolphin Mines Ltd. Rock mass classification systems have emerged as a powerful tool which can be used for assessing ground conditions and determining support requirements in underground mines. They should not be used as a substitute for complete engineering design, but rather as a supplement to observational methods and analytical study. In general, the use of rock mass classification is attractive, but each classification system has various deficiencies. Use of any particular system should be made only with knowledge of that systems limitations. It is desirable to employ a number of systems and design methods which will allow for comparison and lead to a better understanding of the rock mass condition.The Rock Mass Quality system (Q-System), developed by the Norwegian Geotechnical Institute, and the Rock Mass Rating (RMR) System, Bieniawski, were designed primarily for civil engineering structures. Laubscher et al (1978) further developed the RMR-system specifically for rock mechanics engineering in the mining industry. A method of stope design, which introduces a stability factor for the rock mass and compares this with hydraulic radius, was developed by Mathews et al (1981). This paper reviews the above systems by applying them to stability assessment of crown pillars in two Australian metal mines and provides a critical analysis of the various approaches. In particular each system will be analysed to determine its suitability for use in crown pillar design. The most suitable system(s) will form the basis for future development in crown pillar stability analysis.

Pasminco is actively addressing the optimal utilisation of the known orebody at the Broken Hill mine, in addition to actively exploring for economic mineralisation in the region. As part of the policy of better utilising the known mineralisation a major upgrade of geological systems at the mine was initiated. The software chosen for this change was Maptek's Vulcan, mainly because of the ease of use of this package. Rather than having numerous data sources in varying software packages the mine aimed to limit interfaces and packages. The decision to upgrade the mine's software was not taken lightly, especially in view of the inature stage of Broken Hill mining operations. However, the current mine life of Pasminco Broken Hill mine is I I years, which is longer than many new mines setting up in Australia today. Also, a more sophisticated system brings with it a better understanding of the economic mineralisation, possibly extending the mine life further. The process of moving the Broken Hill databases into Vulcan was a huge task which included, database transfer, digitising, wire framing, modelling and eventually ore resource calculation. To ensure the validity of the new ore resource accounting system, the existing system was run as a duplicate for the introductory year, providing a comparison and if necessary a safety net. The benefits of such a change, however, became apparent almost immediately. Area geologists realised the opportunity to revise geological interpretations in their areas of responsibility, enabling them to obtain a better understanding of orebody morphology. Three- diniensional analysis provides an excellent method by which review of ore targets both in the underground and mine lease exploration areas can he made. As each new find of mineralisation enters the system and hopefully extends the mine life, the opportunities for further mineral exploration in Broken Hill area by Pasminco are enhanced.

In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

Iron ore mineralisation in the Paraburdoo environs is known to extend almost continuously over a strike length of 55 kilometres. Six formations of the Mount Bruce Supergroup con- tain high grade mineralisation in varying degrees of importance. Ore is currently being mined from the Joffre and Dales Gorge Members of the Brockman Iron Formation, with smaller, less significant amounts, occasionally taken from the lowermost units of the Weeli Wolli Formation and the upper parts of the Mount McRae Shale. Regional mapping has demonstrated the existance locally of a major unconformity at the base of the Wyloo Group sediments out- cropping south of the minesite. The basal con- glomerates at the unconformity are sometimes mineralised at Paraburdoo. A supergene enrich- ment process controlled by structure, strati- graphy and topography is the only one which can satisfactorily explain the disposition and chemistry of the Paraburdoo iron orebodies.

The adsorption of gold cyanide by the weak base ion exchange resins, PAZ-4¦ and Duolite A-7C, the neutral polymeric adsorbent, Amberlite XAD7¦, and the strong base resins, PAZ-8~a and IRA-400 have been studied in both low and high salinity waters, and their performance compared with activated carbon. A systematic study has also been made of the effect of different ions (Na+, Cat+, Mgt+, Cl', SO4) ) on the gold adsorption capacity and kinetics of these resins. The results indicate that, contrary to popular belief, the ion exchange resin, can perform effectively in highly saline environments. The performance of the neutral polymeric adsorbent im- proves with increasing salinity but cannot match the performance of the ion-exchange resins.

Phu Bia Mining Ltd, a subsidiary of Pan Australian Resources Ltd owns and operates the Phu Kham copper concentrator located in the Xaysomboun District, Lao PeopleÆs Democratic Republic. Construction and commissioning of the 12 Mt/a copper concentrator and associated facilities was undertaken by Ausenco Ltd and handed over to Phu Bia Mining Ltd in April, 2008. The first copper concentrate was produced in April 2008 and the ship carrying the first shipment of copper concentrate set sail 27 July 2008. Nameplate mill throughput was reached in August, 2008 when 1 020 000 dmt of ore was treated in the milling and flotation circuit. The Cu-Au mineralisation is contained in skarn and stockwork mineralisation and is interpreted as a distal expression of a conventional porphyry copper-gold system. Copper mineralisation is principally in the form of chalcopyrite with lesser bornite. Gold occurs as small grains, typically associated with copper minerals. In the upper portions of the orebody, oxidation and water table movements have resulted in near surface leaching of the copper and below the leached zone, supergene enrichment resulted in chalcocite mineralisation. The circuit operates with a semi-autogenous grinding (SAG) û ball mill circuit, feeding a bank of OK200 rougher cells. Rougher concentrate is reground in an IsaMill prior to entering a cleaner circuit consisting of three stages of cleaning and one stage of cleaner scavenging. The concentrate typically assaying 24 per cent Cu and 6 - 7 g/t Au is hauled for over 1000 km across the border to the Port of Sriracha in Thailand, and stocked in sheds at the wharf from which it is shipped to various Asian smelters. This paper discusses the successful commissioning and ramp up to design tonnage and metallurgical performance. In addition, a program to optimise both the comminution and flotation circuit is detailed with reference to grinding efficiency, flotation residence time and size by size mineral recovery.

This paper discusses why Argyle Diamonds adopted thickened tailings disposal in 1985 and how the system was developed over the next seven years. A wide ranging review of the thickened tailings disposal system and the tailings deposit it was producing was carried out during 1992 and 1993. The results of that review led to the abandonment of thickened tailings disposal at Argyle because of serious concerns about the stability of the resultant tailings deposit. The exposure to the risk of liquefaction and an assessment of the consequences if this happened to the thickened tailings deposit are shown. The criteria for selecting the new tailings disposal strategy are then described. The final section of the paper discusses the management strategies that have been put in place. These are designed to: ò reduce the risk posed by the thickened tailings deposit to an acceptable level; ò safely store tailings to the end of mine life; ò produce a land form that can be decommissioned to the satisfaction of Government regulatory bodies.

Traditionally X-ray diffraction (XRD) has not been significantly used by the cultural heritage sector, as the most commonly used technique, X-ray powder diffraction (XRPD), requires sample removal from the artwork or artefact, followed by grinding of the sample to a fine powder. With the development of micro-X-ray diffraction (micro-XRD) and other associated advances, non-destructive, in situ analysis of crystalline pigments on micro-areas of paintings and artefacts has become possible. This is illustrated with the application of this technique to the in situ analysis of propriety paints, paint cross-sections and small paintings. However, workers have noted that XRD can be insufficiently sensitive with pigment mixtures, due to matrix effects. This study obtained X-ray diffractograms of 17 single pigment preparations and determined relative amounts of crystalline content. The purity of single pigments was compared with Joint Committee on Powder Diffraction Standards (JCPDS) database diffractograms. The impact of pigments with high X-ray absorption coefficients on the detection limits of pigments with low X-ray absorption coefficients was further investigated by building on work done with the chromium oxide-zinc oxide series with the preparation of a second series of binary mixtures of zinc oxide (which has a high absorption coefficient and is almost fully crystalline) and ultramarine blue, which has a lower absorption coefficient but which is more crystalline. Semi-quantitative analysis, where baseline and absorption factor corrections are made, confirm detection limits as low as five per cent for chromium oxide and ultramarine blue when in a binary matrix with zinc oxide. However, this type of analysis is very time consuming. So in order to theoretically simulate issues that will be encountered with binary pigment mixtures, the single phase diffractograms were used to theoretically investigate the matrix effects of the three white pigments with the various coloured pigments. This illustrated that detection limits can be as low as five per cent or in non-ideal conditions, such as with partial peak clashes or where there are large differences in relative peak intensity, as high as 50 per cent. These results have significant implications for the analysis of painted surfaces on artworks or artefacts. It has been demonstrated that ideally this method is more suited to the investigation of surfaces where there is minimal mixing of pigments or where there is not a significant difference between the absorption coefficients of the mixed pigments.

Within the Mt Whaleback open cut mine the integrity of the final pit wall is achieved through careful rock slope design, use of rock reinforecement technology where marginal stability exists and use of controlled blasting techniques and excavation practices. By reducing the effective density of ANFO explosive within blastholes to around 0.2 glcm', and developing standard blast pattern designs for various rock types, blast damage to pit walls has been minimised. Accurate geological prediction is necessary for optimum blast design. Controlled blasting is undertaken where blasting occurs within 90 m of the designed final batter crest and hole by hole assessment of final limit blast patterns is undertaken before pattern charging. Shovels and trucks remove the bulk of blasted and dozed rock material, but due to the mine's variable pit wall slope configuration, bulldozer excavation of some critical design batters has been successfully Implemented.
