Comprehensive occupational health and safety legislation in Australia is comparatively recent. It follows the examples set in U.S.A. and U.K. a decade or more ago. In Western Australia the Occupational Health, Safety and Welfare Act was proclaimed in April 1985. It still has a long way to go before it achieves all its objectives. The mining industry has developed a substantial body of health and safety regulations under the Mines Regulation Act. Considerable practical expertise in such matters already exists, much of it developed from hard won experience. As a result it would prefer not to become engulfed in the new legislation. It would prefer to build upon the cooperatively developed policies and workable practices in the field of occupational health and safety with which it is familiar. Associated Minerals Consolidated Ltd. is a leading mineral sands producer in Western Australia and has continuously developed its occupational health and safety policy and practices. Under the banner of "Resource Control", AMC seeks to provide a safe and healthy working environment at all times. This is being achieved through a strategy of a policy, a defined organisational structure and a detailed programme, which together comprise the "Resource Control System". Some of the activities and achievements of AMC in the field of occupational health and safety are compared with the objectives of contemporary legislation, and details of some of the specialised areas of the Resource Control Programme are discussed. The paper will also highlight and discuss impractical areas of potential legislation.

There has been little change in the lead smelting practice at Mount Isa since 1939 when the metallurgy and general practice were outline by Raney and Blott.The purpose of this paper is to descriqe some of the operational details that have influenced the overall production. The slag fall hns been increased by the lowering of the lead content of the concentrate. Further, as it is the practice to include iron on the furnace charge and carry a higher lime content in the slag, both factors have produced notable results in furnace operations.All blast furnace gases are filtered in a baghouse and this unit is. being further extended to take all smelter gases, thus eliminating the existing Cottrell plant handling Dwight-Lloyd gases.The lead smelter was closed down from April 1943, to May 1946, during which time blister copper was produced.The report is subdivided as follows:-1. To compare open circuit lead primary rougher results at Mount Isa Mines Ltd., eleven surveys were made over five weeks of plant operation with varying ore sources, including a specially hauled sample of 100% Black Star ore. Three of the surveys which represented extremes in performance were selected for sizing, cyclosizing and assaying for lead, zinc and iron. A comparison of the flotation kinetics has revealed the similarities (including common problems) and differences for the surveyed ores. The concepts of entrainment and collectorless flotability are used to aid interpretation of the kinetic data.

Beach sand minerals from the volcanic rock structures of the Drakensberg, Kwazulu-Natal, (South Africa) have been processed. Screening, flotation, spiral concentration and magnetic separation methods were used either separately or successively in an attempt to concentrate monazite minerals. Products thereof and those from a long time (up to 72 hours) microwaves treatment of the finally produced ilmenite-bearing minerals have been studied using the M÷ssbauer effect spectroscopy. The 57Fe M÷ssbauer effect spectroscopy has demonstrated its versatility and power in monitoring the ilmenite internal reduction mechanism and products and, in characterising the iron-bearing phases contained in different products from the beach sand minerals processing. Microwaves heating of ilmenite for up to 38 hours reduced internally the Fe3+ from the ilmeniteÆs structure. A more prolonged microwaves heating (up to 72 hours) re-oxidised the mineral. 61 per cent natural ilmenite recovery was obtained in the floating products of a spiral concentrated -212+106 ¦m screened and beach sand minerals fraction. A preferential concentration of hematite with a 62 per cent recovery was found in the sinking products while the combination of screening-spiral separation-magnetic separation and flotation yielded a floating product with the highest ilmenite and the highest hematite abundanceÆs (71 per cent, 19 per cent respectively). A natural ilmenite containing 87 per cent ilmenite and 13 per cent hematite could be produced and extracted from the sinking products of the flotation process collected subsequently to the spiral concentration and the initial screening.

Geological maps of the Pacific Rim recently published by the Circum-Pacific Council for Energy and Mineral Resources have provided a useful perspective from which to view modern plate interaction and the evolution of modern fold belts. An important lesson from any study of modern plate interaction is that of the normality of change. The chaotic is more usual than the simple. Present day convergent margins with mixed characteristics are measures of this chaos. Indeed, the character of less than one third of the present length of the Pacific Rim can be ascribed to conventional models of plate interaction. Another lesson is that of the great mobility of oceanic crust. Enormous areas of the Pacific may not be represented in future fold belts developed at convergent boundaries unless normal consumption processes are disrupted, and even then only by linear zones a few kilometres wide. The axes of divergent boundaries creating Pacific Ocean crust have been equally mobile, with new spreading sites taking over from older sites through time. Divergent boundaries, whether active or inactive, consist of oceanic crust, and may be wholly consumed at collision sites with convergent boundaries. Their only potential contributions to fold belt evolution are transforms and magmatic activity. It is this transform component that can provide us with a mechanism to explain the apparent contradiction of both compressional and extensional features occurring together in a developing fold belt. Reconstructions for the SW Pacific are used to demonstrate that the fold belts under construction during the last 4% (Jurassic- Recent) of geologic time have involved interaction between convergent, divergent, and transform boundaries. The concept of the Melbourne Underground Rail Loop and the organ- isation to achieve its construction are covered in the companion papers (Reference 1, 2) and will not be repeated here. The Victorian Railways, as well as being the eventual operator of the Loop when it is completed by MURLA, have also been responsible as "Contractors" to MURLA for the construction of the "cut and cover" or "box" tunnels and related approach works located on existing Railway property. These tunnel connections link the existing suburban system to the new underground works. The following tabulation indicates the significant work volume involved in this cut and cover tunnelling exercise and which is covered in some detail by this paper.

The San Vicente stratabound zinc-lead rhythmite deposit, Peru, is hosted in carbonates of the Late Triassic - Early Jurassic Pucara Group. These strata were deposited in a large, shallow water, carbonate platform which extended nearly continuously for 150 kilometers (north-south) in the eastern part of the Pucara basin.The distinctive sulfide-bearing rhythmites occur in three dolomite units which, from bottom to top, include the San Judas horizon with one sulfide-bearing manto; the San Vicente horizon with seven sulfide-bearing mantos including the main ore horizon; and the Alfonso horizon with three sulfide-bearing mantos. The dark gray sulfide-bearing dolostone layers range in thickness from a few millimeters to a few centimeters and contain variable amounts of carbonaceous material, pyrite, quartz, fine-grained sphalerite and galena. They are bordered on each side by selvages of yellow to red-brown coarse-grained sphalerite containing minor amounts of galena. Coarsely crystalline white or gray sparry dolomite is found between the coarse-grained sphalerite layers. Although commonly stratiform and uniform in thickness, the dark layers curve, "pinch out," coalesce, and form "islands" and "peninsulas."Mineral replacement textures, the paragenetic sequence, and presence of sparry dolomite, bitumen, intraformational breccias and isotope data support a hydrothermal replacement origin by metal-bearing solutions that deposited the ore and related minerals in space previously occupied by dolomite and evaporite minerals. The alignment of the Zn -Pb deposits, and at San Vicente the orientation of the mantos, the spatially and temporally associated igneous sills and the tourmaline-bearing sandstone support hydrothermal mineralization driven by a magmatic heat source in a tensional regime.

In presenting size analysis data, one has the choice of various graphical techniques; each no doubt has been developed to highlight a particular aspect of the data. A frequency size distribution plot is used quite extensively to illustrate the importance of the finer size particles in iron ore granulation. However, the basis for such a plot is often not appreciated. As a result, cases of incorrect use can be cited. The aim of this paper is to extend the work of Alien (1981) and to provide, using examples and figures, a basic understanding of the implications of the various size distributions. A simplified method of presenting sizing data on a linear scale graph paper is presented and recommended. This involves a simple construction of a histogram of mass fraction versus particle size (in geometric progression).

The three systems of mining in use in the Southern Coalfield of New South Wales are bord and pillar with or without subsequent extrac- tion, longwall and shortwall. Bord and pillar with extraction is regarded as the conventional system. The application of continuous miners and powered roof supports (Shortwall) to coal min- ing has, grown in recent years from something of an oddity among extraction systems to an acceptable and viable approach in certain min- ing environments. The method can be applied in a high proportion of situations where normal pillar extraction is practised with advantages over the conventional approach. These advantages extend to both safety and efficiency aspects and also include better utilization of coal reserves. It holds hope for further gain in efficiency because its simplicity of layout lends itself to achieving the goal of contin- uous haulage towards which operators are always striving.

Sintering of lead and zinc concentrates is practised by Sulphide Corporation Pty. Limited to provide both desuiphurised lump sinter feed, for simultaneous reduction to zinc and lead in the Imperial Smelting Process blast furnace, and sulphur dioxide gas for sulphuric acid manufacture. From November, 1969 a 20 percent increase in production rate has been obtained through improvements in operating technique. A gradual increase in bed permeability was achieved by modifications to the feed mix conditioning equipment and by improving moisture control. However advantage could not be taken of the higher permeability to increase sulphur elimination because the hardness of the lump sinter decreased. Higher throughput, better quality sinter and more stable sintering conditions were however made possible by simultaneously: 1. reducing segregation and compaction in the sinter bed, by narrowing the discharge opening of the main layer feed hopper, 2. reducing the sizing of sinter returns to give a closer size spectrum of particles in the feed mix, and 3. increasing the sulphide sulphur content of the feed mix to give higher bed Temperatures.

The Maggie Hays nickel sulphide deposit is located at latitude 32¦ 15 'S, longitude 120¦ 30' E on the Lake Johnston (SI 51-1) 1:250 000 map sheet. The deposit occurs in the Lake Johnston greenstone belt, in the Southern Cross Province of the Archaean Yilgarn Block, 500 kilometres east of Perth, Western Australia (Figure 1). The remoteness of the Lake Johnston greenstone belt and its poor access, restricted previous exploration activities and the full appreciation of the geology and its Ni-sulphide potential. It was not until 1991, when Forrestania Gold NL commenced exploration activities, that the geology of the ultramafic units and their potential to host significant concentrations of Ni sulphides were clearly established. This paper, which describes the geology and the characteristics of the Maggie Hays deposit, is based on the results of exploration by Forrestania Gold NL and a collaborative research agreement between CSIRO Division of Exploration and Mining and Forrestania Gold as reported by Perring, Barnes and Hill (1994), Perring and Hill (1995), Perring (1995 a and b) and Barnes, Perring and Reilly (1995). A comprehensive description of the geology, petrology and geochemistry of the deposit is being prepared for publication by CSIRO (Pemng, Hill and Barnes, in press).

Coal/gas outbursts were one of the rather difficult safety problems faced in the coal mines of this Country, with coal fields characterized by frequent disturbances of folds, faults and pinch-offs. With average mining depth about 500m below surface, several such accidents occurred with up to 500 tonnes of coal outburst. In recent years, after a series of improving countermeasures had been undertaken, gas outburst accidents had been greatly decreased. The characteristics of gas outbursts in Taiwan coal mines include relating to coal petrography, mining depth and the other deformation forces. All these have been investigated, trying to determine the parameter of outbursts under natural conditions. The preventive countermeasures include predicting tests, de-stressing boring in coal seams, the emergency procedures during outbursts and certain improving options.

A simple production technique has been initiated and implemented at Oaky Creek open cut coal mine to optimise recovery of coal from the relatively thin geological seams. The production technique is based upon minimising coal dilution through careful dragline operation and the selective use of mine mobile equipment to clean the top of coal. In addition, recovery of coal from the pits has been increased by refining blasting and dragline methods.The implementation of the recovery optimisation programme at Oaky Creek has provided significant economic benefits from increased yield through the preparation plant by the reduction in dilution, and from increased raw coal tonnage through improved pit recovery methods.

The smelting, refining and hydrometallurgical operations practised in the winning of non-ferrous metals are associated with severe aqueous and high temperature corrosion problems.With the increasing costs of maintenenace and the utilization of computerization to control the processes, the trend in recent years has been to spend more capital on improved and proprietory grades of engineering materials, which offer greater reliability and more cost effective plant performance.The problems which have plagued stainless steel users for many years are the alloys' poor performance in chloride or other halide media where pitting, crevice or chloride induced stress corrosion cracking may occur, have been essentially solved by the new proprietory grades. The controlled additions of minor alloying elements including rare earth metals have led to the development of stainless steels with high mechanical strengths, improved corrosion resistance, and high temperature corrosion resistance and structural stability.

Smelting is a process in which heat is applied to ores to produce metals. Impurities are removed by segregation in the slag, or converted to gases or sublimates and discharged up the flues. Mate- rials delivered into the smelter have generally been previously concentrated or processed at the mine, and the size of their particles, and also their chem- ical composition, greatly affect the smelting proc- ess. Some impurities are more difficult to remove than others, and are more objectionable in the finished product. The first metal mine in Australia was opened near Glen Osmond in South Australia in 1841, for silver-lead ore. It was followed by the Kapunda Mine for copper in 1844 and by the very signifi- cant Burra Mine, also for copper, in 1845 (Figure 1). A major part of their ores could not be exported profitably for smelting in England and Wales where the large smelters were then located. In addition to treating ores from Cornwall these also smelted ores from recently opened mines in Cuba, Chile, and Mexico. The Welsh smelting process (Figure 2) was developed over a period of years to utilise Welsh coal to treat copper ores particularly from Corn- wall. The first step consisted of a calcination to remove sufficient sulphur from sulphide ores so that subsequent melting operations would produce copper matte, a copper-iron-sulphide which melted at about 1050¦C. Subsequently refined to white metal with the addition of carbonate and oxide ores when these were available, and often through an intermediate step of blue metal, this matte was finally oxidised to pure copper, or as pure as it could be made in those days. The movement of metal towards greater purity was matched by a reverse flow of slag, carrying reducing quantities of copper, so that the slag rejected from the first melting process carried the minimum quantity of copper. Chemical analysis was virtually unknown. Materials were assayed in the laboratory by a small scale smelting process, and the purity of the final refined copper was judged b} the ease with Mhich it could be hammered into thin sheets.

Willemite mineralization was discovered in 1966 in the North Flinders Ranges of South Australia, in the course of a stream sediment sampling programme. Further work outlined a total of nine separate willemite occurrences in the Copley/Beltana area, and ten small deposits in the Toondana area south of Parachilna. Mineable reserves of 1 000 000 tonnes grading 36.8% zinc were outlined in three deposits in the Copley/Beltana area and campaign mining of the Main Orebody commenced early in 1974. The main group of deposits all occurred within red, dolomitized Cambrian Ajax Limestone, and most are associated with significant thrust faulting. The area of the Main Orebody group of deposits has been intensely fractured, and the surrounding dolomites are often brecciated and contain up to 5% zinc. Lead and arsenic mineralization are minor components of the main group of deposits. Masses of Middle Proterozoic Willouran Formation crop out adjacent to or close to most of the deposits in the Copley/Beltana area. The Willouran is frequently highly sheared, brecciated, and often contains large inclusions of younger formations. It is believed that most of the Willouran outcrops represent piercement structures.

A four monthly period was analysed for each retreating longwall face which indicated that output increased from 1140 tonnes/day for Longwall 1, to 1620 tonnes/day for Longwall 2 and to 2090 tonnes/day for Longwall 3. An output of 2500 tonnes/day should be achieved from the new Longwall 4, largely due to the improved tailgate corner design and despite a continuing lump coal problem. The evolutionary trend is a feature of longwall mining; the evolution occurring both with mining and mechanical design at the colliery itself and with the longwall equipment offered by manufacturers. The trend is towards simplicity, increased strength and capacity, simplified maintenance and increase relia- bility.

Multotec Process Equipment and Dominique Frantois-Bongarton have a patent for a mineral sampling device, which they call a æTrue-Belt SamplerÆ. This uses a plough, which is rotated about an axis parallel to a conveyor belt to throw material off the belt. A fixed sample cutter takes a sample from the material thrown off the belt.Discrete element modelling has been used to consider a range of plough designs, plough speeds, positions for the cutter relative to the plough, cutter apertures, cutter designs and frictional properties, prior to the building of a physical prototype. Rheology is the science which deals with the deformation and flow of matter. Thus rheology is concerned with the flow of any material. The mining industry is concerned with digging things out of the ground, extracting the good stuff and throwing away the bad stuff. In the upgrading processes associated with mining, ie mineral processing, wet techniques are used where the primary material being handled is a particulate fluid, ie a suspension. After the processing operation, with the concentrates extracted, what is left behind generally is a wet material in suspension form, which may or may not contain reagents harmful to the environment. The amount of waste generated in any of the mining processes is large, in fact, the mining industry is the largest generator of solid waste in Australia. In order to minimise the waste generated within the industry it has become of interest to handle the particulate fluid wastes, or suspensions, at high concentrations, thus removing water and some of the reagents which may be harmful to the environment. The resultant highly concentrated suspension is a non-Newtonian fluid. Rheology deals with the flow of non-Newtonian fluids; therefore a combination of rheological understanding of high density suspensions, in conjunction with an understanding of the environmental problems being faced by the mining industry, can and has led to improved methods of waste disposal in the industry, ie waste minimisation. This paper describes the progress that has been made in the development of dry disposal technology in the mining and minerals industry in Australia.

Fine grinding in an air-swept ball mill working in closed circuit with a forced vortex air classifier has been investigated first in continuous laboratory and then in industrial scale. Results from the laboratory circuit have shown significant influence of mill load (powder filling) on the capacity of the circuit. In laboratory scale the mill load was measured and controlled by a weighing platform placed under the complete mill set-up. The mill load of the industrial air-swept ball mill has till now been controlled by measuring the power consumption of the mill motor. Thus, it was necessary to operate far from the range of optimal mill filling. To improve the circuit performance, alternative ways of mill load measurement were investigated. An important factor was investment cost, as many fine grinding mills operate in relatively small circuits that do not wan-ant large investment. In this case the task was accomplished by using a piezoelectric strain transducer, which detected strain changes in the mill shell. It was installed in the midpoint of the shell, where the highest deformation was obtained. As the transducer was on the top position, it indicated compression, and on the bottom position it measured tension. By taking the difference between the readings, it was possible to calculate total strain variations, directly proportional to the mill load. The signal from the transducer was sent to a control room via a cordless infrared communication system, employing a microprocessor control card, which could further regulate other operating parameters of the circuit according to the software model. The installation required very low investment cost and provided simplicity of application as well as stability and reliability of characteristics under severe industrial condition. The measurement system made it possible to optimise the mill load and thus increase the production from 3.2 to 3.7 dh (15 per cent), and stabilise the circuit operation.
