While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

Open cut mining of the Black Rock chalcocite ore started in 1963. A ground movement monitoring programme was commencing in the early stages of mining when signs of instabilityof the western wall became apparent. Eventually 100.000 cu vd, of overburden Were removed beyond the rim of the western wall in an attempt to stabilize the slope. Subsequent decpenlug and mining till the final batter angle of 45 resulted in deterioration and mining was stopped 38 ft short in the ulltimte design deplh of 520 ft.Investigations showed that the geology of the western wall , was a major factor in the instability of this wall. A block jointed model was made 10 illustrate some of the pehomena observed. Following the recent tailings tragedy in Brumadinho, the Investor Mining and Tailings Safety Initiative was formed representing institutional investors in the mining industry. This Initiative, led by The Church of England (CoE), requested data from 726 mining companies on each of their Tailings Storage Facilities (TSFs). What this exercise confirmed was that there was no public database of TSFs, and that there was a clear gap in tailings management systems within the disclosing companies. We present an approach using technology to support best practice TSF management, governance and disclosure which was originally submitted as part of University of Cambridge Post-graduate studies in Sustainability Leadership in January 2020. The aim of the paper is to discuss how technology could be used to deliver a Tailings Management Solution (TMS) that is aligned with the Global Industry Standard on Tailings Management (GISTM), and supports rigorous governance leading to disclosure. Subsequently the goals of the plan are aligned with that of the co-conveners of the GISTM (the International Council on Mining and Metals (ICMM), Principles for Responsible Investment (PRI) and United Nations Environment Program (UNEP)) which is to facilitate operators’ trajectory towards zero harm to people and the environment. Most of the focus to date around tailings management post Brumadinho has been on monitoring technologies, of which there are many. It is obviously important to acknowledge the critical role of monitoring technologies; however, our approach is agnostic to monitoring technologies and assumes that all of them are relevant. Our focus is on the data management, reporting and governance leading to disclosure of the information. Critical components of developing the TMS include adapting existing software products and solutions, recognising a system thinking approach is needed, strategic partnerships to deliver an accessible solution faster and more cost effectively, and, new ways of collaborating. The TMS should also accommodate relevant regional geotechnical codes and standards. The industry need for a TMS is well established and urgent, with significant pressure from regulators and civil society for the industry to address this significant issue.

NZ Steel's flushing slag typically contains 1.2 per cent V203. Extraction of vanadium from powdered slag using a salt (NaCI or Na2CO3) roast/leach process was investigated. With NaCl, optimum extraction conditions were a charge containing 10 per cent NaCI, roasting in air at 875°C for 4 hours, followed by leaching in dilute H2SO4. Extractions were typically 30-50 per cent. NaCI roasting did not chemically attack the slag; the phase transformations that occurred were due to high temperature oxidation. Slag particle size had a significant effect on extraction.Optimum conditions for extracting vanadium by Na2C03 roasting were 20 per cent Na2CO3 in the charge and roasting in air for 3-4 hours at 850-875°C followed by water leaching.Na2CO3 roasting involved chemical attack that resulted in the formation of perovskite (CaTiO3) and carnegieite (NaAISiO4).The extent of vanadium extraction depended on the amount of Na2CO3 added and the original slag SiO2 content.Compared to the separate roasting treatments, simultaneous treatment with NaCI and Na2CO3 gave lower vanadium extraction, while requiring considerably higher roasting times and temperatures.

The problems of using comparatively simple x-ray diffraction equipment for quantitative analysis are examined. Internal standard and direct calibration procedures based upon the measurement of integrated diffraction energy (diffractometer peak area) have been developed for the determination of quartz in Broken Hill dusts. By these methods an accuracy of ± 10 per cent of the true value can be obtained and this can be improved to ±2 1/2 per cent by statistical methods if necessary.Rapid analysis for the components quartz, muscovite, rhodonite, galena, fluorite, sphalerite, calcite, and garnet has been developed by adaptation of direct calibration procedures and use of maximum diffraction energies (diffractometer peak height). A procedure was developed for recovering metal values from copper-smelter fume. The fume is first leached to neutrality with dilute sulphuric acid to obtain a solution of zinc sulphate containing a low level of impurities. The tailings from this leach are treated with hydrochloric acid in two stages, in which tin and zinc are quantitatively leached and recovered as a tin concentrate and a zinc sulphatelzinc chloride solution.About 80 per cent of the lead sulphate is converted into lead chloride, which can be recovered as a pure product.Data on the effect of temperature, acid concentration, aeration, and solid/liquid ratios on the hydrochloric acid leach are presented, and the fate of the most important metals during the recovery process is described. Alternative treatments of the tailings from the neutral sulphuric acid leach were briefly investigated.

Drive stability is critical in block/panel cave mining. The production levels of these mines are required to remain operational for the entire life-of-mine which can be in excess of 30 years. It is therefore necessary to produce high-quality drives to ensure sustainable mine productivity. In order to improve the quality of drives and pillars, this gold mine instigated a project to optimise their development blasting. The initial aim was to reduce the level of overbreak in development mining, which was averaging approximately 18 per cent. The benefits of controlling overbreak not only included an increase in the integrity of the drives but also a decrease in load and haul and ground support costs. Through focusing on the optimal blasting of the perimeter holes, overbreak was reduced to 4.5 per cent. The project’s focus then moved to drill and charge designs for development faces. In optimising these designs, it was anticipated that improvements in the development mining cycle would be achievable.CITATION:Klaric, P, 2015. A numerical modelling back-analysis exercise was carried out at a WA gold mine at which early signs of seismicity (rock noise, scatts from active faces) were becoming apparent as depth of mining increased towards the 500 m mark. Some strain bursting had occurred and it was necessary to discover what the implications of this were for greater depth. The aim of the modelling was to: 1. Establish a correlation between observed ground conditions and model predicted damage, in overstressed areas of the mine. 2. Use this correlation to forecast rock mass damage and ground control requirements for proposed future stoping panels at greater depth. Good correlation has been achieved between observed rock mass damage, and a 3D Finite-Element RS3 model, run in elastic mode. Two candidate stress field orientations were modelled. The model parameter best fitting the observations was the Strength Factor (SF), the ratio of strength/stress. The good match (correlation coefficient of 0.7) between observed and modelled suggests that the elastic approach is justified for the depth range and rock mass properties analysed. The correlation also enabled a link between observed damage and installed ground support performance. Using the linear best-fit between observed and modelled, a forecasting exercise was carried out using the same RS3 model, modified to include future stoping. The resulting damage and ground support categories were obtained from the modelled SF for each proposed stoping level. Also, a series of generic geometries was assessed to investigate the impact of varying stope face lead/lag distance, sill pillar height and stope pillar size, on ground conditions. The key finding of the generic geometries were: • Ground support schemes have been defined for the expected conditions. • All ore drives are expected to have significant damage in the backs and rehabilitation. • Lead/lag distance not to exceed 10 m. • Sill pillar/level intervals of less than 20 m require an increase in ground support scheme. • Pillar sizes for maintaining footwall and hanging wall stability should be at least 10 m × 5 m.

A combined reflection seismic and magnetic survey off the south coast of New South Wales has revealed six distinct reflection horizons within the Lower Triassic-Upper Permian sequence, and has enabled the upper part of the lllawarra Coal Measures to be mapped in considerable detail. Large magnetic anomalies in the eastern half of the survey area appear to originate in the Gerringong Volcanic Sequence which forms the magnetic basement in the survey. Small residual anomalies in the western half of the area can be correlated with small scale faulting and folding in the upper part of the llawarra Coal Measures, as revealed by the seismic reflection survey.A synclinal axis striking at approximately 55° has been mapped near the western margin of the survey area, and areas of faulting and folding have been outlined by combined analysis of seismic and magnetic results.

The monthly tonnage extracted approximates 30,000 tons in normal times.The ore is a mixed sulphide containing galena and marmatite; the gangue minerals are principally calcite, rhodonite, quartz and garnet.A typical assay for a monthly period is 14·40/0 Pb., 5·6 ozs. Ag., and 11· 60/0 Zn. The whole of the ore is concentrated on the property by combined gravity and flotation methods. The lead and 'zinc concentrates produced are railed to other centres for the extraction of the contained metals.MINING METHODSMining practice throughout the field varies only in minor details. The ore-bodies forming the Broken Hill Lode lie within complex folds arranged along a shear and vary in size and mineralogical associations, but all the mines have similar types. Some of the ore-bodies have weak walls, but the chief difficulty in mining is caused by "heads" and "flaws" in the ore.Besides these local weak areas there are ground movements-referred to later-of varying magnitude extending throughout the central portion of the lode where the large ore-bodies, several hundred feet wide, approached the surface.

Kalgoorlie is the main mining centre of the Western Australian Goldfields. Its famous Golden Mile' has been noted for the exceptional width and richness of its goldtelluride lodes. Since the mid-1890s production on the major mines has been maintained practically continuously.Rich ore, though not as plentiful or as rich as formerly, is still (1948) being mined in places. Unexplored areas still remain within the main auriferous belt which offer reasonable chances of success with intensive exploration.Much detailed information has accumulated in recent years through the geological mapping of underground workings by some of the larger mining companies. The purpose of this paper is to correlate observations made in most of the accessible old and recent workings in the mines of the Lake View and Star group and elsewhere.GENERAL GEOLOGYRock TypesThe rock formations are:-1. Fine-grained (older) greenstones, locally referred to as calc schists. There were originally pillow lavas and other flow rocks of basic composition, now extensively chloritised and/or carbonated. Pillows and fragmental flow- tops are recognisable. Intercalated with flows near the top of the series are several beds of sediments.2. The requirement for secondary egress from underground workings has long been regulated in Australia. Escape way systems have evolved from simple airleg rising ladders and timber ladders to steel galvanised ladders and more recently fully enclosed polyethylene ladders.The polyethylene ladder, Safescape Laddertube, was introduced to the underground mining industry in 2010. It is an enclosed cylindrical modular plastic ladder designed for use in underground escape ways and access ways. Since its first installation in May 2010, the Laddertube has been installed in 43 mines across four countries, totalling 8800 m of ladders installed to December 2013.The Cracow Gold mine is one operation using Laddertube, located 500 km north-west of Brisbane, Queensland, Australia. Upon discovering and developing both the Empire and Roses Pride orebodies, a safe and economically viable secondary egress system and surface primary ventilation exhaust shafts were necessary to support development and production activities to these workings. The need arose to merge these two critical requirements together between surface and underground mine workings some 200 m and 400 m respectively for each orebody. Neither egress has intermediate access points within their full service length from top to bottom. Several options were considered, the preferable and most feasible method adopted was Laddertube.The longest egress length requiring Laddertube within the two vertical surface exhaust shafts was 400 m long, within a 3.5 m diameter shaft. Due to the length of the vertical Laddertube system in both egresses, personnel are to be assisted by mechanical means using the Extended Ladder Climb Assist system.The Gossan Hill mine also uses Laddertube for their escape ways. Part of the Golden Grove operation, Gossan Hill is an underground sublevel open stoping mine located in the mid-west of Western Australia.With a considerable mine life remaining and a history of acidic water and stress related deterioration in vertical openings, the mine operators sought an escape way solution that would provide for the long-term needs of Gossan Hill. Laddertube was selected due to its non-corrosive properties and the ability to fill in around the ladder way to provide stability to the raise opening.Laddertube is a recent development in escape way systems, and is effectively being applied in a variety of operations, meeting the specific needs of underground mines.CITATION:Durkin, S, Hawkins, B and Lawrence, V, 2014. FLSmidth-Summit Valley Technologies has been a leader in gold processing equipment for nearly two decades. Over the past several years an extensive research and development effort has led to improvements in Mercury Abatement systems and process efficiency in Adsorption Desorption and Regeneration (ADR) or "Carbon" plant operations. Two technologies will be discussed that are focused on efficiency improvements followed by an explanation of Mercury Abatement systems. Gold and silver can be desorbed from carbon in several ways. FLSmidth has made significant improvements to the Pressure ZADRA process allowing for lower energy consumption and lower capital costs. This patented process is known as the Split-ZADRA Strip method. Split-ZADRA allows a plant to elute loaded carbon in a semi-continuous fashion. This increases the grade of the Pregnant Strip Solution, improves electrowinning efficiency, reduces capital equipment costs, and reduces energy requirements. During desorption and electrowinning for the Pressure ZADRA process, the pressure and temperature of the circulating strip solution is changed multiple times. A self-contained heating and cooling system has been developed which decreases the energy requirements for elution. Mercury Abatement technology has become increasingly important in recent years. Along with FLSmidth Summit Valley Technologies' complete Mercury Retorting Systems, FLS-SVT has developed systems for the capture and removal of mercury from electrowinning cell and strip solution exhaust, Carbon Regeneration exhaust, and the dore furnace exhaust. This paper describes each of the technologies introduced above and their success in operational gold and silver mines. Mining and tunnelling share many commonalities (eg confined working environments, excavation equipment and processes), but of significance is an overarching commitment to provide safe work conditions and environments. This includes reducing exposure to hazardous airborne contaminants such as dust and fumes, in particular Respirable Crystalline Silica (RCS) and Diesel Particulate Matter (DPM), with methods that are environmentally sustainable. In mining, wet methods are common to suppress airborne contaminants, however these methods are reliant on water availability, can be less effective for respirable dust, can have implications for environmental water contamination and can increase maintenance on mining equipment. In contrast, the use of dust scrubbers that provide filtration of airborne contaminants are well established in the tunnelling industry and frequently used to provide spot extraction (dust control at the source) and act often as a complement to the main ventilation system. This paper sought to learn more about the advancements in tunnelling that could be readily applied to mining to improve health outcomes. The paper includes a review of literature and legislation related to health and sustainability and interviews with three respected, and experienced managers from the global tunnel construction industry. It is from these interviews that the focus of the paper turns to Sydney’s WestConnex underground tunnel network and the success of stage 3A M4-M5 construction link. The findings position dust scrubbers as integral to the overall project success as they enabled a Tunnel Production Line (TPL), where multiple stages of construction could take place simultaneously by controlling high volumes of dust at the source. The findings also suggest efficiencies of using mobile scrubbers, both track mounted and hydraulic stepping systems, to accompany road headers and other equipment throughout the excavation process. The findings have transferable applications to underground mining processes in which workers are exposed to high volumes of dust (eg drill and blast) or situations in which dust control at the source, mobility and flexibility offer value (eg room and pillar mining).

Yallourn brown coal and its characteristics have been the subject of innumerable papers and discussions. The Lurgi process adopted for the production of Towns gas by the gasification of brown coal has been described frequently in literature.The application of the Lurgi process for the gasification of Yallourn briquettes has naturally lead to some unexpected problems. Rather than attempt to review the whole field of experience gained in the first two years of operation of the gasification plant at Morwell, this paper attempts to describe two problems encountered, peculiar to the fuel used, and the steps taken in overcoming them.THE PROCESS AND PLANTTo clarify the conditions surrounding the problems, it is necessary to briefly describe the gasification and cooling processes and plant.Brown coal briquettes are gasified in a pressure generator, using a mixture of steam and oxygen as a gasifying medium. Crude gas produced in the generator is washed and cooled in the waste heat boiler and coolers. Figure 1 shows an arrangement of the generator and coolers. The gasifying medium enters the generator through a hollow shaft in the base. The commonly traded base metals concentrates of copper, lead, tin and zinc are sold by miners to custom smelters using contracts whose terms were generally established at the beginning of the 20th century or even earlier. Technical clauses in these concentrates for items such as payable metals and penalty elements do not reflect current realities of extractive metallurgical technologies and hygiene/environmental issues.It is an axiom that the miners and smelters have a symbiotic relationship. While the existing antique and arcane commercial arrangements serve the purpose of transferring money from the buyer to the seller, they are not likely to result in the industry achieving better overall technical and economic outcomes. By examining the cases for copper concentrates and zinc concentrates in particular, it will be shown that the practical application of these antiquated technical clauses does not drive the miners to produce the better quality concentrates that should be desired by the smelters. This is despite development of mineral beneficiation and hydrometallurgical technologies that would allow the miners to make better products.The adage that any extractive metallurgical problem in the smelter is cheaper to solve in the concentrator still generally holds.While nickel concentrates are only touched on lightly in this discussion because sales terms are more opaque than those for the other base metals, it is expected that the same conclusions will apply.CITATION:Munro, P D and Munro, S E, 2015. Difficulties were experienced in the identification of carbonate minerals intimately associated with iron oxides in the so called carbonate ore, which occurs at depth in the Iron Duke Orebody.Determination of refractive indices by examination under the microscope using the immersion method, together with inferred chemical composition indicates that dolomite and parankerite are common constituents. Histograms of the manganese and sulphur contents strongly suggest that manganese is associated with the carbonate minerals, and that the highest sulphur assays occur near the base of the carbonate body.From the present work it is concluded that refractive indices indicate only a very approximate composition for carbonates of the parankerite type.The different carbonate minerals occur in irregular zones.INTRODUCTIONThe Iron Duke deposit is situated in the southern portion of the South Middleback Range on Eyre Peninsula, S.A., 30 miles from Whyalla. (Fig. 1).Drilling at Iron Duke revealed a large body of so called carbonate ore, which was tested in detail at cross section 1000 ft. S by three diamond drill holes, DDH.57, 67 and 78. (Fig. 2)Most specimens of carbonate ore described below were obtained from DDH 67 and 78.GENERAL GEOLOGYThe South Middleback Range is composed of two parallel ridges trending north-south. The Iron Duke orebody is situated on the southern portion of the western ridge. (Fig.1) .The rocks of these ranges belong to the Middleback Group which rests on a gneiss complex. Their age is considered to be Middle Precambrian or late Archaean.

The Bureau de Recherches Geologiques et Minieres (BRGM) (a French Government-sponsored geological and mining agency), through international experience gained over many years, has become very skilled in alluvial prospection, particularly for diamonds. The research laboratories within the BRGM have also been active in creating new mineral processing equipment, some of which is directly applicable to such prospection. One such development, the mobile prospection unit, is described and its application in mineral exploration is demonstrated by a consideration of the diamond search in Australia and the general exploration of the Massif Armoricain (France). Because this latter study was fundamental in the development of the concept of 'mineral-geochemistry', and its application in mineral exploration, it is also briefly described.
