The individual or company director who ignores his or her obligations under the Resource Management Act 1991 and under the proposed hazardous substances legislation, ignores them at their peril. Two recent cases in Canada and the United Kingdom concerning environmental offences under similar legislation illustrate the risks well.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Paradoxically, the increased emphasis on water treatment in mining has generated a new problem û hypersaline brines. Currently brines are either disposed of into ash systems, lined evaporation ponds or hazardous waste sites. Evaporative crystallisation (EC) is an alternative, but the energy requirements can be prohibitive and the salt product is still a waste that must be disposed of. Eutectic freeze crystallisation (EFC) is an alternative technology that is capable of separating aqueous solutions into pure water (as ice) and pure, solidified solutes. It is highly energy efficient and does not depend on the introduction of any solvents. In addition, the simultaneous production of pure ice and potentially saleable pure salt(s) is a major advantage. Although EFC has been shown to be effective in separating a single salt and water, it is still in the early stages of being applied to the multi-component hypersaline brines that are typical of reverse osmosis retentates generated by mining and extractive metallurgy.This paper presents an EFC brine treatment protocol developed by the Crystallisation and Precipitation Unit at the University of Cape Town. The protocol incorporates brine analysis, thermodynamic modelling to establish which salts will freeze out and at which temperatures, followed by experimental studies to determine the kinetic parameters, such as nucleation temperatures, salt yields and crystal purity.Case studies showing the application of EFC for the purification of typical brines containing high levels of sodium, chlorine, sulfate and ammonia (Brine 1) and a mixture of sodium and magnesium sulfate (Brine 2) are covered. Modelling tools were applied to describe the phase behaviour of the multi-component saline systems under different process conditions. Experimental validation was carried out using synthetic brines of different (and increasingly complex) compositions. The results showed that EFC could be used to selectively recover the sodium as a sodium sulfate salt from both different brines. The simulation tools were useful in the analysis and understanding of the process.A preliminary economic analysis showed that the operating costs for EC were approximately nine times those for EFC, but the capital costs were much less- equipment for EC cost about half that of EFC. However, it is important to note that the capital cost calculations for EC are based on a technology that is already well established and with only relatively marginal future equipment cost savings expected. In contrast, EFC is a new technology, with significant future technology improvements expected.

The Kulumadau deposit represents an intermediate-sulfidation epithermal gold deposit (3.8 Mt at 2.3 g/t, Ag:Au = 1). Mineralisation is primarily confined to hydrothermal breccias within pre-existing fault zones, where it is disseminated throughout a hydrothermal matrix comprising chlorite-quartz-adularia-illite-I/S clays-calcite-pyrite. The host sequence represents numerous mid-Miocene pyroclastic flow eruptions within a tectonically active emergent shallow marine to subaerial depositional setting. Subsequent growth faulting was responsible for debris avalanches, which were subsequently cut by reverse faults. Faults were exploited by hydrothermal fluids, with the heightened porosity at the juncture between faults and debris material facilitating boiling of the ore constituents. Fluid inclusion studies suggest that fluid mixing between meteoric fluids and magmatic fluids, accompanied by boiling, were the primary mechanisms for gold deposition. Solid Energy is the largest coal producing company in New Zealand, employing 500 people and more than 250 mining contract personnel. The coal produced by Solid Energy plays a significant part in the energy mix for New Zealand being supplied to the coal-fired power station at Huntly. It is also supplied to a wide range of industrial users, NZ Steel, and primary processing. It is fair to say however that the positive economic and social benefits of coal have to some extent been overshadowed by the negative environmental consequences of coal mining.   Over the past two years Solid Energy have been actively researching and addressing the impacts that they currently have on the environment and making a significant investment in environmental improvements, rehabilitation projects and environmental research to address historical and ongoing environmental issues. These investments have been driven by the companyÆs commitment to its environmental policy, which states:   æSolid EnergyÆs overall environmental objective is for the cumulative result of all the activities we undertake to have a positive net effect on the New Zealand environmentÆ.   With such significant investment it is essential that the company is able to target expenditure wisely, ie invest where there is greatest environmental gain to be had, and are also able to actively demonstrate to stakeholders the improvements that are achieved. In order to be able to demonstrate the commitment and the steps that the company is making towards this goal a number of systems have been developed. Firstly an environmental management system along the lines of ISO14001 formalising the environmental processes, responsibilities, auditing and management review. Secondly as part of the planning element of the EMS an environmental management matrix, which allows the scoring of sites against environmental management goals, has been developed. Thirdly the monitoring and measuring tools have been upgraded with GIS driven relational databases installed for management of consent related information and monitoring results.   The development of the environmental management matrix has drawn on a number of existing systems such as the Australian Institute of Mining and Minerals Code 2000. In addition to adapting the scoring regimes from these methods the Solid Energy Environmental Matrix has been further developed to ensure that it reflects the actual environmental impacts on site, as well as the management and audit systems that are in place to control them at a strategic level. The development of this matrix has included a number of steps: +        reviewing the information that stakeholders would be interested in, +        reviewing what was already available, +        development of systems to collect data and benchmark the current         operations, and +        setting up support systems to ensure that the correct information would be provided for scoring.

As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.

The petrology and age of mid Cretaceous to Palaeogene marine volcanics may provide important clues to the palaeogeography of the period, particularly for tectonic elements and events outboard of the Papuan Basin. This initial survey of known marine volcanics of this age reveals a paucity of reliable data on isotopic ages, geochemistry and syngenetic mineralisation on virtually all units. Existing data allows a tentative subdivision of known marine volcanics into either MORB-like early Palaeogene rifts/ marginal basins, early Palaeogene ensimatic arc rocks overlying ?Late Cretaceous and Palaeogene fore-arc/marginal basin crust, late Palaeogene ensimatic arc rocks, and mid to Late Cretaceous ensialic rift rocks. Due to lack of data, some units are difficult to classify into these categories.

In a predrained gassy coalmine, ventilation control plays a secondary role to the longwall (LW) goaf drainage systems to safely manage panel return gas levels. Typically, the LW specific gas emission (SGE) estimation models provide anticipated goaf gas emissions and arriving at required gas drainage capacity for various coal production scenarios. A study comparing the various LW goaf gas hole spacing patterns with weekly production rates of up to 270 kt/w of an operating mine with high SGE rates (~20 m3/t) was carried out. The goaf capture efficiency of LW panels ranged from 64 per cent to 85 per cent. For the first time, gas content of upper seam data post LW retreat were used to verify the current SGE prediction models. This study has shown that an average of 50 m goaf spacing is optimal for management of high production retreat gassy LW panels in presence of multiple upper and lower seams with gas emission zone influence reaching up to 200 m above workings. Due to the horizontal stress direction related geotechnical issues, goaf hole failures just behind the LW face is a recurring challenge resulting in significant and immediate increase in LW panel return gas levels. This paper highlights the shortcomings of current SGE prediction models for goaf gas estimation, and evolution of 50 m goaf hole spacing embedded in design process in managing the LW tailgate gas levels.CITATION:Belle, B, 2017. During the last two decades, China has expanded its iron and steel industry very quickly, from less than 100 Mt/a steel production to over 700 Mt/a. It caused big increases in both domestic iron ore production and imported iron ore quantities year by year. The mode of iron ore supply has changed from almost all domestic supply to major tonnes of imported ore plus domestic ore supply. Over 200 blast furnaces with volumes larger than 1000 m3 each have been built and put into operation. Sinter machines have been enlarged quickly. There are now 135 sinter machines with =200 m2 sintering area each. Pellet production increased from 11.94 Mt in 1999 to 210 Mt in 2011, resulting from rapidly increasing domestic concentrate supply and rapid development of the grate-kiln process. The typical ferrous burden constitution is high basicity sinter plus pellets plus lump. The pellet proportion increased and the sinter proportion decreased gradually. A lot of technical improvements, like deep bed sintering, sintering with a high ratio of limonite, composite sintering, pellet process optimisation, a high ratio of hematite in pelletisation, blast furnace operation with low-grade ferrous burdens and hazardous element control, etc have been made to enhance iron burden quality and to reduce hot metal cost. Chinese iron and steel production is expected to increase slightly in the next few years. Its overcapacity should be controlled effectively. Given the variations of iron ore supply, pellet production will keep progressing in terms of production scale and pellet quality, the sintering process will be improved further by various measures to utilise different ores efficiently, and ferrous burden constitution will be optimised continuously to realise the lowest cost of hot metal production.CITATION:Sha, Y and Wang, Z, 2013. The expansion of hydrometallurgical operations, declining ore grades and upwardly spiralling production increases the demand for fresh and recycled water with low levels of contaminants. The minerals industry is also increasingly being forced both by regulatory and cost pressures to reduce the amount of liquid waste they produce. This requires a strong focus on waste reduction by recycling, regeneration and reuse. However, these measures are often not enough in arid countries for a forward progress and expansion of their mining activities.   It is often the case that in the arid and semi-arid countries the only available water is either sea water or underground (brackish to hypersaline) saline waters. Brackish waters can be desalted at a reasonable cost but the desalination of highly saline waters is challenging and expensive.   There are emerging reports that sea water and in some cases hypersaline underground waters are now used by various mining industries as process water. This study explores the possibility of the use of sea water in various mineral processing and hydrometallurgical processes and briefly discusses the benefits and problems related to the use of saline waters at the mine and mill site. Several cases studies and preliminary laboratory test results are presented.

This paper explores the structural/physical and policy based issues that have lead to the apparent resource conflict between Forestry and Mining on the West Coast. Both industries are important to the West Coast and bear many similarities, particularly at the corporate end of the mining scale. However there are very distinct structural differences which set the scene for friction at the boundaries. Examples of how mining impacts upon forestry illustrate where some of the friction arises and provides some insight as to where some solutions are or may be found.

Interpreting the behaviour of granular material and simulating the gravity flow are complex processes in cave mining methods. In this paper, a new Cellular Automata based code – FlowSim – is used as a flexible tool to simulate the gravity flow and subsidence zone in block caving mines. The simulation results of the gravity flow model in a real scaled mine as well as a scaled physical model are presented in this study. In this research, FlowSim was first calibrated at a mine, based on the information obtained from smart markers. These markers were located in five points of the second block of the Esmeralda sector, at the El Teniente copper mine, Codelco, Chile. The calibration was performed with the objective of reducing the discrepancy between the extraction zone defined by markers in the mine and FlowSim outputs. Regarding the mine data, FlowSim was calibrated with the minimum error of ten per cent between real and simulated results. Then, the calibrated FlowSim model was used to simulate the flow behaviour of a scaled physical model. This model was constructed in the Block Caving Laboratory of the University of Chile to scale down the same block of the Esmeralda sector with the scale of 1:200. The FlowSim outputs show that this software enables the simulation of the gravity flow of the scaled model with less than five per cent discrepancy in grade and dilution entry to the drawpoints. According to the obtained results, this paper recommends FlowSim as an appropriate tool which can improve the design of production level in block caving and can enhance the prediction of the subsidence zone and dilution entry.CITATION:Castro, R, Hekmat, A, Fuentes, M, Armijo, F and Rodriguez, F, 2016. Waitemata Tectonic Event(25 Ma ago) created a subduction system from the northeast of Northland, causing: (1) the emplacement of the Northland Allochthon (24-23 Ma) which provided argillaceous limestone and serpentine to Northland, and minor copper to both there and East Cape (located off Northland then); and (2) Northland volcanism (from 22 Ma), which lacked economic mineralisation. The Kiwitahi Tectonic Event (1714 Ma) caused: (1) a realignment of volcanism - from coastal western Northland, to west of the Hauraki Plains (Kiwitahi); (2) a start to the migration southwards from Northland of (a) the Alpine Fault System towards Marlborough today, (b) subduction towards Cook Strait, and (c) volcanism towards Taranaki-to-Bay of Plenty (initially through Coromandel, Kiwitahi, and offshore west coast); and (3) a start to rhyolitic volcanism & associated hydrothermal activity. The latter caused epithermal mineralisation, providing in Coromandel the best known North Island metalliferous deposits. Andesitic volcanism has been active in both of these two contrasting, subequal belts since 22 Ma. Rhyolitic volcanism and hydrothermal activity was wholly restricted to the eastern Marshall Belt, with an abrupt limit to economic mineralisation at the Volcanic Divide (within Hauraki Plains) and a major change there to basaltic volcanism of the western Searle Belt. The Kaimai Tectonic Event (5-1.5 Ma) caused: (1) a temporary reversal in volcanic migration in the Searle Belt, and a duplication of rhyolitic & hydrothermal activity at Waihi (Marshall Belt); (2) the rotational rifting of both the Central Volcanic Region (by 30¦) and the Hauraki Rift (10¦), causing major curvature of the North Island and New Zealand, and the transfer of the offshore subduction system from Coromandel to East Coast; and (3) an effective end to Coromandel mineralisation. Post-Kaimai Volcanism (1.5-0 Ma) included: (1) andesitic volcanism in the Searle Belt, yielding the western coastal titanomagnetite deposits; and (2) andesitic, and rhyolitic & hydrothermal activity in the Marshall Belt - the latter providing geothermal energy, sulphur, and pumice/perlite deposits. Post-Subduction (Intraplate) Volcanism (10-0 Ma) developed in a steadily expanding northwest region of relative tectonic quiescence, as subduction and its volcanism migrated southwards. Intraplate volcanism was predominantly basaltic, providing excellent aggregate; but less common rhyolitic & hydrothermal activity provided geothermal potential and mercury at Ngawha and at Puhipuhi, and halloysitic clays of extreme brightness elsewhere in Northland. This volcanism has reached as far SE as Mayor Island, providing an early New Zealand mineral resource - obsidian.

Geological modelling has historically been done using sectional interpretation of paper sections or on a computer screen. Boundaries of geological units or grade shells are interpreted by a geologist section by section and the shapes are drawn onto paper to be digitised later or they are directly digitised into a computer. This approach is referred to as explicit modelling. Such methods are time consuming if there are many section lines or boundaries to be interpreted. The number of metres drilled and resource models made is increasing each year and it will be difficult to keep up using explicit modelling methods. Alternatively, it is possible to use information carried in the drill holes, known geological relationships and point estimation methods in two or three dimensions, to create similar geology boundaries, while eliminating or at least greatly reducing the need to manually interpret and digitise detailed sectional interpretations. Such methods are referred to as implicit modelling and are available in a number of software packages. Implicit modelling approaches have been used in iron ore and found to significantly reduce the time needed for modelling while producing results that are comparable or better than standard explicit modelling approaches. A number of case studies have been undertaken of implicit modelling in iron ore deposits. Stratigraphic surfaces of bedded, folded and faulted iron ore deposits have been modelled in various deposits by Leapfrog Geo, GOCAD (with SKUA) and Vulcan Integrated Stratigraphic Modelling. Leapfrog Mining was used to model iron grade shells at particular cut-off grades. The modelled surfaces are of a high standard equivalent to those that could be produced by traditional explicit modelling but the time required by the implicit methods is far less. Enhancing the understanding of gravity flow in caving operations is a key factor in the design, operation and success of caving methods. Consequently, much research has been performed to increase knowledge about gravity flow. Many valuable theories have been gained from different research approaches, which include physical modelling, numerical modelling and a limited number of full-scale tests. Recent advances in technology have allowed Codelco Chile to carry out trials using Smart Markers technology. This technology was used in Esmeralda mine’s Block-2 at El Teniente mine from August 2012 to January 2015. This paper aims to determine the characteristics of the extraction zone and obtain the data that will allow greater understanding of gravity flow for design and draw control purposes.The collected data from recovered markers were analysed using a linear interpolation of both the initial position of the markers and drawbell accumulated drawn tonnage. For each drawpoint in the trial, the regularity or irregularity of flow was analysed based on the recovered markers and the drawn tonnage. Correspondingly, the relationship between flow characteristics and observed fragmentation in drawpoints was analysed. The gravity flow of the Smart Markers revealed that current drawpoint spacing provides the interaction conditions of adjacent flow zones. However, it is possible to increase the drawpoint spacing while allowing caved rock to be extracted from the major and minor apexes.The results of this research also verified that full-scale test data are the predominant factor in the production level design and production control at El Teniente mine.CITATION:Garcés, D, Viera, E, Castro, R and Meléndez, M, 2016.
