To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Geological concepts are employed routinely in porphyry copper exploration at the area selection, prospect appraisal and deposit definition stages. Regional, district-scale, deposit-scale and laboratory-based concepts can all play a role, with the resulting porphyry copper models providing templates for the integration of geochemical and geophysical responses and interpretations. Of the 19 concepts and parameters selected for brief discussion, those relating to subdivision of porphyry intrusions, understanding of diverse and commonly complex alteration-mineralisation patterns and lithocap characterisation are undoubtedly the most influential in exploration. Several of them are of particular importance because of their role in promoting grade development. Additional belt-, district- and deposit-scale features are currently little used but hold promise, whereas others have less practical value but help in underpinning the evolving porphyry copper genetic model.CITATION:Sillitoe, R H, 2015. The 1999 edition of the Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves (the æJORC CodeÆ) became effective in September 1999 and is the latest revision of a Code which was originally issued in 1989, but which has an ancestry dating back to the first JORC report released in 1972. The modifications introduced in 1999, which are briefly discussed in this paper, substantially improved the document, but did not materially alter the fundamentals of the Code, these being the Mineral Resource/Ore Reserve classification framework and terminology, and the requirements and guidelines for public reporting of Resources and Reserves. Codes or guides similar to the JORC Code exist or are under development in other countries, including the United States of America, Canada, the United Kingdom and South Africa. It is pleasing to note that the 1999 JORC Code has been used as a model by these countries in developing their latest standards, and has been a major influence in the formulating of international reporting standards. The JORC Code is primarily a document covering the reporting of the results of mining companiesÆ activities to the public. However, mining geologists are interested in practical assistance and guidance in carrying out their duties. The JORC Code provides this in four ways. It establishes a framework within which those preparing and publicly reporting Mineral Resource and Ore Reserve estimates must operate, by setting standards for the classification and reporting of Resources and Reserves and for qualifications of Competent Persons. It establishes the division of responsibility between the companyÆs Board of Directors and Competent Persons with respect to the preparation and reporting of Resources and Reserves, and empowers Competent Persons to materially influence how their Resource/Reserve estimates are reported to the public. It provides an extensive, detailed and practical check list of criteria to be taken into account in the preparation of Mineral Resource and Ore Reserve estimates. Finally, it provides a strong measure of due diligence protection in the event of litigation if it is followed with diligence and honesty.

This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.

Rheological Behaviour of Clay-Rich Gangue Mineral Dispersions During Hydrometallurgical Treatment Alumino-silicate minerals invariable may present an intractable challenge in hydrometallurgical operations employed in low grade nickel, copper and gold ore leaching or high level nuclear waste (HLNW) processing. The interactions and reactivity of alumino-silicate clay gangue minerals such as muscovite/sericite, chlorite, kaolinite and smectite under acidic (eg pH <3) or alkaline (pH >13) conditions can have a striking impact on the particle interactions. These may manifest in undesirable pulp rheology, poor extraction rates and challenges in the subsequent "handleability" and solid-liquid separation processes (eg dewatering). In the present work, a review of investigations involving the interfacial chemistry, interactions and rheological behaviour of aqueous dispersions of mica-group, layered alumino-silicate clay (muscovite / sericite) and chalcocite minerals as a function of pH in the range 2 - 9 and time at 25¦C, is presented. Particle zeta potential, reflecting interfacial chemistry, indicated a strong pH-history and particle volume fraction dependency. Pristine particles' zeta potentials measured from high to low pH indicated mineral-specific isoelectric point (iep) at pH range 2 - 5. Subsequent measurements from low to high pH showed pH-history dependency with iep shift to higher pH values, the extent of which also depended upon particle volume fraction and aging time. Pulp pH-mediated particle interactions revealed by shear yield stress analysis displayed a bifurcation behaviour and good compliance with DLVO theory. The maximum pulp yield values occurred at the iep whilst weak rheology was observed where the magnitude of the particle zeta potential was greatest. The pivotal role played by both pulp chemistry and suspension conditions in regulating the particle interactions and concomitant rheological behaviour is highlighted. The implications of the findings with regards to clay-base pulps' handleability and its control during aqueous processing are discussed.

The Deep Ore Zone (DOZ) is a block cave mining operation exploiting a diluted reserve of 131 million tonnes grading 1.06 per cent copper and 0.81 g/t gold in the lower portion of the Ertsberg East Skarn System (EESS). The EESS is a calcium-magnesium silicate skarn containing in excess of 250 million tonnes of copper-gold ore, located in the Ertsberg Mining District on the crest of the Jawawijaya mountain range in the highlands of Irian Jaya, Indonesia. The EESS was discovered in 1968 where it cropped out at an elevation of 4050 metres above sea level. The Ertsberg Mining District is underlain by siliclastic carbonate and siltstone formations of Jurassic to Tertiary age. The sediments have been folded and are cut by major bedding subparallel and crosscutting structures. Intrusion of a series of igneous bodies post-dates folding and faulting. These I-type intrusions are the source for the copper-gold mineralisation found in the Ertsberg Mining District. The EESS is hosted by carbonates of the Tertiary Waripi and Faumai Formations that have been altered to calcium-magnesium silicate skarn and is situated on the southern limb of a northwest-trending syncline. The EESS is an essentially vertical tabular body with a vertical extent of at least 1200 metres and a lateral extent of up to 1000 metres. The width of the EESS averages 200 metres and locally is in excess of 300 metres. The northeast (hangingwall) contact of the EESS is a skarn reaction front in sudden contact with barren marbles. This contact coincides with a zone of localised faulting and brecciation. The EESS is bounded to the southwest (footwall) by the Ertsberg Diorite, a 3.25 Ma old intrusive. The DOZ block cave operation extends from 3040 metres above sea level to a maximum of 3388 metres above sea level, has a length of 860 metres and a maximum width of 350 metres. The DOZ is a high temperature skarn with a prograde forsterite/diopside mineralogy whose protolith is the dolomitic Tertiary Waripi Formation. The principal retrograde alteration minerals include tremolite, actinolite, serpentine, talc and chlorite. Grade is highest where bornite occurs in large dense complex intergrowths with magnetite and anhydrite. Grade has been locally enhanced in the DOZ by a late-stage pyrite-chalcopyrite hydrothermal alteration event with associated brecciation. Ertsberg Diorite along the footwall of the skarn is also included in the reserve where it is mineralised endoskarn or has been mineralised by porphyrytic or late stage hydrothermal alteration. Formation of the EESS was initiated by contact metamorphism during the intrusion of the Ertsberg Diorite with later metasomatic alteration during both prograde and retrograde phases. The bulk of sulphide mineralisation formed late in the retrograde phase. The EESS is open along strike to the northwest and down-dip with on-going exploration of these areas. Current exploration is targeting both endoskarn and porphyry style alteration and mineralisation of the Ertsberg Diorite.

There are several well-known, extensively researched and tested methods of suppressing a coalmine methane and coal dust explosion. The choice of method used is dependent on the legislative requirements of each country, which in turn are influenced by mining conditions in that jurisdiction. For example, seam gas content and the dustiness of the coal will combine to create the hazard, while the physical and chemical properties of the seam might influence the possibility of ignition sources such as frictional ignitions. The mining method and layout will also influence the choice of preventative or proactive suppression devices. The decision as to which method is approved and adopted should be based on currently tested and available technology and the latest research outcomes, and should be subjected to a rigorous risk assessment, since a methane explosion propagating into a coal dust explosion cannot be countenanced.Every new technology must undergo stringent tests and these tests must be certified by accredited research facilities or laboratories. Upon approval, an explosion suppression system or the critical components of such a system should be tested in a more realistic environment. This environment can ideally be found in an operating underground mining section for evaluation purposes. Based on the insight gathered in such an environment, a realistic evaluation of the effectiveness of a potential system can be carried out. The explosion suppression system described in this paper has been tested on numerous occasions at accredited test facilities. The technology described in this paper has been used in various applications in underground coalmines and has been adapted to fulfil and exceed the requirements set out for methods currently in use. The ConSep ACACIA Reactor is a device, which utilises a high intensity cyanidation process to achieve very high, usually near total, recovery of gold from gravity concentrates. The process utilises a fluidised bed and a chemical oxidant to enhance the gold dissolution kinetics to the point where the bulk of the dissolution occurs in a few hours. For convenience and security, most plants operate a 24-hour turn around. The product from the process is in the form of cathode gold ready for smelting by traditional means. The ConSep ACACIA Reactor performs a two-fold role. Firstly it increases gravity gold production, leading to a decreased CIP feed grade. Secondly, it removes slow leaching components from the plant leaching circuit. This two fold benefit leads to the following efficiencies: enhancement of the dissolution kinetics; enhancement of the adsorption kinetics; reduction of the gold load reporting to the carbon; a significant reduction of the ægold in circuitÆ lockup; and removal of slow leaching entities which can also result in a lowering of the required cyanide concentrations in the leaching circuit and a subsequent reduction in overall cyanide consumption. The above benefits are discussed in this paper, with a particular focus on the ConSep ACACIA ReactorÆs role in removing slow leaching components, with data generated over a 21-month period. Improvement in overall plant recovery via removal of slow leaching gold species is achieved in two ways. Firstly, some of the slow leaching entities, successfully leached under intensive cyanidation, are not always fully leached under plant conditions. This results in a lowering of the solid tailing. Secondly, the faster leaching kinetics achieved in the plant as a result of the removal of slow leaching entities results in faster and more complete adsorption of the dissolved gold onto activated carbon. This results in a lowering of the solution tailings. The construction and operation of the ConSep ACACIA Reactor is simple. Apart from the reactor body, which is a proprietary design, all components of the system are æoff the shelfÆ or specific to the siteÆs requirements. In operation of the fully automated version, a PLC controls a series of valves and pumps but except for a daily changeover process the only operating component for the bulk of the time is a relatively small solution pump. The process can be totally automated giving the security of a æhands freeÆ concentrate handling process up to the point where the product is presented as cathode gold. The ConSep ACACIA Reactor was developed by Anglogold Australia (formerly Acacia Resources) for Union ReefÆs Gold Plant and has been in production since February 1999. It has proven to be a low cost, high recovery, mechanically reliable method for the processing of gold concentrates. Such has been the success of the plant, as of June 2003 there are eighteen full installations of the processing plant installed at mines owned and/or managed by Anglogold, Newmont, Placer Dome, Independence (formerly Lonrho), Sons of Gwalia and Harmony.

Extraction of copper from a chalcopyrite concentrate by means of a cupric chloride leach is described. Initially the concentrate is mixed with sulphur in a 9: 1 ratio, and heated to 350-400°C. This converts the chalcopyrite into more readily soluble sulphides, while the iron rejected from the chalcopyrite is transformed to pyrite, which is insoluble in the leach solution employed. A two-stage countercurrent leach using a leach solution of 1 M cupric chloride, 3.5 M sodium chloride, and 1 M hydrochloric acid extracts 98 per cent of the copper, if conducted at 105°C. Iron extraction is relatively low, the mole ratio of iron to copper extracted being 0.17, compared to 1.0 for unreacted chalcopyrite. After dissolution, copper can be recovered by electrolysis, cupric chloride leach solution being regenerated at the anode.Electrolytic power requirement is low, being approximately 0.5 kWh per kg of copper. The sulphur and, most of the iron entering as feed are rejected from the process in the form of pyrite, which remains in the leach residue.

Wet beneficiation of iron ore fines less than 1 mm typically involves a desliming stage ahead of the fine gravity separation such as spirals. The desliming is achieved using a bank of cyclones. The reject ultra-fines emerge in the overflow stream at relatively low pulp density, contain high proportions of low-value slimes, but also well-liberated iron ore ultra-fines below 0.045 mm in size; however, recovering the valuable iron ore ultra-fines from this overflow stream presents a significant challenge due to the need to remove such a large amount of water and slimes.The REFLUX™ Graviton consists of distinct 3D-printed modular units, based on REFLUX™ Classifiers, which are rotated at high speed in a large centrifuge. This system has previously been investigated under semi-batch conditions, demonstrating the potential for precision separations with significant capacity. It has been shown that the throughput advantage of the inclined channels and G forces multiply. This is the first paper presented showing the performance of this system under continuous steady-state conditions. Ultra-fine silica in the size range of 0 to 0.045 mm was fed to the Graviton at different volumetric rates, fluidisation rates and pulp densities ranging from 2 wt per cent to 30 wt per cent, in order to develop a fundamental understanding of the system’s performance. Land disturbed by alluvial gold mining should be restored to a capability or productivity as good as that which existed prior to disturbance.   Effective rehabilitation requires detailed planning prior to mining and must also be closely integrated with the mining operations.   The main constituents of a rehabilitation plan: description of existing site conditions, choice of final land use, establishment of final landform, water management and erosion control, soil reconstruction, revegetation and management of rehabilitated land are briefly described.

In 2005, El Teniente mine began preconditioning the primary rock mass by hydraulic fracturing (HF). The major perceived benefits of this process are a decrease in the magnitude of the expected maximum seismic event and improved cave propagation. In addition, HF has resulted in new information on the propagation pressures of each fracture. Previous studies have attempted to relate propagation pressure to minor principal stress or confining stress.Considering the spatial continuity of propagation pressure and the significant quantity of collected data since the incorporation of the HF technique, minimum requirements for geostatistical modelling have been reached, permitting robust estimates inside the representative volume with acceptable errors (Cornejo, Muñoz and Rojas, 2012; Cornejo and Landeros, 2013). Although the Pressure Acid Leaching (PAL) of nickel laterites has been conducted at Moa Bay, Cuba, since the early 1960s, the commissioning delays generally encountered by the æsecond generationÆ of PAL lateritic nickel producers in the late 1990s have demonstrated the potential complexity of the PAL process and the importance of technical risk management in maximising the realised project value. This paper describes some of the strategies used by the Ravensthorpe Nickel Project (RNP) to manage the technical aspects of the Ravensthorpe project risk. Central to these strategies is the use of Front End Loading (FEL) to deal with issues early in the development phase, when changes to the project structure can be made most effectively and cheaply. Such an approach requires a management philosophy that recognises risk as a potential cost, which accepts responsibility for dealing with risk, and which is prepared to provide adequate resources for risk management.
