THE Committee on the Elimination of Waste in Industry, of the Federated American Engineering Societies, in its report says that "Waste in -industry is attributable to four causes: 1. Low production, caused by faulty management, of materials, plant, equipment, and men; 2. Interrupted production caused by idle materials, idle plants, and idle equipment; 3. Restricted production intentionally caused by ,owners, managers, or labor; 4. Lost production caused by ill-health, physical defects and industrial accidents. The committee sent out elaborate questionnaires, and in them divided the responsibility into Manage-ment, Labor, and Outside Contracts. These question-naires showed that in the different industries examined the responsibility of Management was from 50 to 80 per cent. and of Labor from 9 to 28 per cent. The percentage of responsibility that Management was held accountable for was much larger than any of us supposed. However, when this question is studied, we realize how necessary it is to select, in the first instance, suitable personnel, in the form of directors, managers, heads of departments, experts, etc. We would like to -believe that the percentage of responsibility of Management for waste in the mining business was less than that quoted above, but there are so many mining properties started up and operated by men of no experience in such lines, and there have been so many improvements in late years in mining and metallurgical methods not taken advantage of, that we can not believe that. the percentage will vary much from that already quoted. Quoting from a report approved by the Committee on Management of the American Society of Mechanical Engineers: Management is the art and science of preparing, organizing, and directing human effort applied to control the forces and util-ize the materials of nature for the benefit of man.

It is eight years since I have been connected actively with metallography, but in this time I have been learning something about colloid chemistry, which may be considered as the chemistry of bubbles, drops, grains, filaments, and films, all things in which at least one dimension is very small or in which the surface is large relatively to the mass. Films, of course, suggest to the metallographist Beilby's amorphous film theory, about which I am going to speak for a while, though probably not in the way you expect. I come to bury Beilby, not to praise him. So far as I can judge from looking over the literature hastily, there are two schools in the United States, those who accept Beilby's theory willingly and those who accept it unwillingly. Hoytl says that: At present there seem to be two schools in metallography, one which has adopted the amorphous-phase theory for the explanation of the effect of cold work, mechanical deformation, etc., and one which is not ready at present to adopt this theory. It seems to me that this theory can at least be used as a convenient means of explaining various facts that are demonstrable in the laboratory but the presence of this amorphous material, through our lack of experimental means, we are unable to prove. That we have failed in this direction should not necessarily hinder us from using a theory as workable as this. Mathewson2 says: I have come reluctantly to believe in the amorphous theory, or some theory admitting a modification of the ordinary crystalline phase so as to permit differential properties with temperature, etc. If Mathewson represents one extreme, with Hoyt perhaps occupying a middle ground, H. M. Howe3 may be cited as one of the enthusiastic supporters of Beilby's amorphous theory. It is, says Howe:

ThE Knudsen effusion technique was used to determine the chemical activities of copper and platinum in binary Cu-Pt alloys in the temperature range 1542" to 1673°K. Wiebke and Matthes1 previously obtained chemical activities of copper and platinum in this system at 673° and 923°K by the electromotive-force measurement method. They reported that the copper activities exhibited negative deviation from Raoult's law at all compositions. The chemical activities of platinum were found to change from a positive to a negative deviation at 923°K. Myles2 recently studied this system in the temperature range 1265° to 1356°K by means of the torsional-effusion technique. His results indicated that both copper and platinum exhibited negative deviation from ideality at all compositions. The use of the Knudsen effusion technique to obtain the vapor pressure of metals and alloys is well-known.3 In this work, Knudsen cells were fabricated from seamless tantalum tubing of 1-in. OD and 0.020-in. wall thickness; cell bases and covers were cut from 0.010-in.-thick tantalum sheet and welded to the cells in an argon atmosphere. Orifices were drilled and reamed to approximate a knife-edge of 30-deg included angle. Calculation based on Balson's4 derivation showed the orifice to be nearly ideal. All temperature measurements were made with a Leeds and Northrup disappearing-filament-type optical pyrometer at the orifice of the cell, which closely approximated black-body conditions and eliminated the need for emissivity corrections. Details of the experimental techniques used, and the necessary correction factors required during this investigation are essentially those previously described.5,6 Before investigating the Cu-Pt alloys, vapor-pressure measurements were obtained over specimens of pure (OFHC) copper. The pure-copper data5 served to assure the accuracy of the experimental apparatus and technique.

Experiments performed in this laboratory on the flow of gas-liquid mixtures through unconsolidated sands have been described and discussed in an earlier paper.4 In these earlier experiments a definite relationship was found between the liquid saturation of a sand and its permeability to the liquid or gas phase. Furthermore, the nature of the sand, the permeabilities of the sands over a range between 17 and 260 darcies, appeared to have a negligible effect upon the saturation-permeability relation. Likewise experiments indicated that the viscosity of the liquid, or the substitution of an immiscible liquid for the gas phase, had only a very slight effect on the permeability-saturation relation. This conclusion has since been definitely confirmed by the experiments of M. C. Leverett3 on the flow of oil and water through unconsolidated sands. The sands used by Leverett were of very low permeability (between 6.8 and 1.04 darcies), while the oil-water viscosity ratio varied between 90 and 0.057. Since the sands that constitute petroleum reservoirs are largely consolidated, although of widely varying degrees of consolidation, it was desirable to extend the experiments on gas-liquid mixtures to consolidated sand. In the study of consolidated sands additional variables are involved, but for the initial experiments the only new variable to be introduced was the cementing material. Experimental Procedure A comparatively limited assortment of sandstones was available for the selection of the experimental material. Of these, the Nichols buff sandstone appeared to be most suitable. It gives no visual evidence of any bedding planes, it has a firm structure, permitting easy handling, and its permeability is about 0.5 darcy. Its only disadvantage is the fact that it contains an appreciable amount of ferric oxide which, for experiments involving water, will hydrate and reduce the permeability. This

MUCH insight has been gained into the nature of the cold-worked state of metals in recent years through the use of modern X-ray techniques. These methods have revealed the existence of stacking faults together with regions of high internal strain and have provided means of measuring the atomic perturbations in plastically deformed metals. In view of the recent increased interest in the solid state, it is desirable to extend these techniques to the study of lattice imperfections introduced into semiconductors during plastic deformation. It is of particular interest to compare the state of imperfection sustained by metallic bonding with that sustained by the covalent bonding found in semiconductors. A knowledge of the imperfections which can exist in semiconductors is important from both a theoretical and a practical point of view since they can greatly influence many of the physical properties. In order to determine the possible existence of stacking faults in covalently bonded structures, precise measurements were made of the diffracted peak positions of plastically deformed germanium, gallium antimonide, and indium antimonide. These measurements were based on the theoretical treatment of Paterson1 and are similar to those employed by Warren and warekois2 in their studies of deformed a brass. In addition, diffraction peak profiles were measured on the annealed and plastically deformed materials in order to obtain information concerning the distribution of internal strains through the use of the Fourier methods developed by Warren and Averbach.3 EXPERIMENTAL PROCEDURES AND TECHNIQUES Because of the room-temperature brittleness of the semiconductors studied, it was necessary to plastically deform the materials at elevated temperatures. The brittle-ductile transition temperature ranges of GaSb and InSb are sufficiently low to permit hot-filing operations. The process of recrystallization has not as yet been explained satisfactorily. Some definite conclusions could be drawn from recent investigations, such as, for example, that recrystallization is a process of nucleus formation and crystal growth1 and that the orientations of the nuclei correspond to some fragments of the original crystals, which have been considerably distorted during deformation.2 There are, however, a number of metals and alloys crystallizing in the face-centered cubic system, which form a particularly simple orientation if recrystallized as a sheet.3 Such a shect is almost a single crystal with the cubic axes parallel to the rolling, transverse, and normal directions of the sheet. This preferred cubic or (100) orientation of the recrystallized sheet has been considered to be very different from the rolling structure of the same metals,4 but there are two reasons why this last supposition remains open to controversial discussion. The first reason is academic: In practically all cases except the one mentioned above, close correlations and similarities between rolling and annealing orientations have been observed; for instance, in iron and steel sheet.6 Secondly, no deformed metal actually forms a simple orientation. In any thoroughly investigated case a number of different orientations and considerable scattering or deviations from the ideal orientations have been found.6 It is generally true that investigations on single crystals have shown that a definite orientation is approached in stretching or in compression of an originally undisturbed crystal.7 In the special cases, however, where the initial orientation was close to an important crystallographic direction that differed from the final "ideal" orientation, the resulting orientation changed very little by deformation, staying somewhere in the vicinity of the initial orientation.8 Such deviations

The hydro-electric plant of the Peninsular Power Co. is located at what is commonly known as Lower Twin Falls on the Menominee River. This location is about 3I/2 miles north of the city of Iron Mountain, Mich. The principal points of delivery of electric energy from this plant are in the mining regions adjacent to Florence, Wis., and Iron River, Mich., and in the cities of Iron River and Iron Mountain. The hydro-electric plant at Twin Falls and the substation of the Iron Mountain Electric Light & Power Co, are connected by a 6,600-volt transmission line carried on steel towers and steel poles, the latter being used within the city limits. The plant at Twin Falls and the substation at Iron River, about 36 miles distant, are connected by a 66,000-volt, duplicate, three-phase transmission line, supported on steel towers. At Iron River, are located a 1,500-kw. auxiliary steam plant, and the substation, from which the current is distributed to the mines in this vicinity. A description of the auxiliary plant, main and customers' substations, and of the main and secondary transmission lines, follows later in this paper. General Layout The relative location of the dam, forebay, and power house will be understood by referring to Fig. 1. The dam is constructed on a ledge of solid rock which forms Lower Twin Falls. This rock ledge offers an excellent location in that the height of the dam, and therefore the amount of concrete, are thereby reduced, and also in that practically no pumping was required in unwatering the dam site. The maximum head provided by the dam is 44 ft., with an average working head of from 40 to 42 ft. The other structures, including the substructure of the power house,

Experiments of previous investigations have indicated that calcium-copper alloy, when used as a deoxidizer for molten copper, results in a sound copper casting of good physical and electrical properties. Braden-berg and Wiensl have obtained successful results in casting sound copper using calcium for deoxidizing. Masing2 has obtained deoxidized copper of high density and high conductivity by use of calcium. Pratt,3 in 1907, patented the use of calcium for the deoxidation and degasification of copper. Schumacher, Ellis and Eckel,l in 1929, conducted a series of experiments on deoxidizing copper with calcium. They concluded that so long as there is only a small percentage of residual calcium the mechanical and electrical properties of the copper deoxidized are not impaired, and the deoxidation is thorough. For this investigation, a copper-calcium alloy high in calcium and 10 variously deoxidized copper ingots were prepared. The investigation concerns itself with the casting properties and structure of these variously deoxidized ingots, their working and annealing characteristics, and the resulting physical and electrical properties of the worked materials. Preparation of Special Copper-calcium Alloy and Experimental Ingots For use as a deoxidizing agent, an alloy of copper and calcium with fairly high calcium content was prepared, by melting pure electrolytic copper in a graphite crucible in an ordinary gas-fired pot furnace. The molten copper was kept well covered with calcium chloride slag. Small chunks of calcium were wrapped in thin copper sheet, placed on the end of a graphite rod and plunged down into the molten copper and thoroughly stirred. Upon completion of the calcium additions the crucible content was poured out into a cake about one inch thick. Analysis of this alloy gave 4.4 per cent calcium. The rate of motion of the boundary between a single-phase a-iron region and a two phase a-iron plus ?-iron, or a-iron plus cementite region has been measured on decarburization at several temperatures between 500" and 865°C. These data, together with data for the carbon content of a-iron at the boundary, yield the diffusivity of carbon in a-iron. The activation energy for carbon diffusion is 19.8 kcal per mole for the temperature range —50° to 150°C and increases to an average value of 23.0 kcaL per mole for the temperature range 727" to 865°C. AS part of an investigation of the diffusivity of carbon in iron using a steady-state method,' the diffusivity of carbon in a-iron was determined at the temperatures 802" and 851°C. The diffusion constant thus obtained was larger, by nearly a factor of two, than that predicted from the combined results of stanley2 and of Wert.3 It seemed desirable, therefore, to continue the investigation. Since the temperature range in which the steady-state method can be conveniently used is limited, we have chosen a decarburization method, based on the laws of diffusion in metal accompanied by a phase change.4,5 If the initial carbon content of the Fe-C alloy is such that two phases coexist at the decar-burizing temperature* and decarburization is car- ried out such that the surface is maintained at substantially zero wt pct. C, the carbon distribution after a time, t, will be as shown in Fig. 1. The fundamental problem in rock mechanics is accounting for the discontinuous and anisotropic nature of the jointed rock mass. It is this problem that makes rock mechanics distinct from the mechanics of steel, glass, or concrete. Existing mathematical models explain much of the behavior of rock cores in the laboratory but, in civil engineering at least, the rocks that matter are the ones that are already broken. On the other hand, the basically descriptive methods now used in engineering geology do not lend themselves easily to mathematical analysis. A set of indices of geological properties related to the strength and deformation characteristics of jointed rock is needed. Like the index properties used in soil mechanics these will probably not have precise mathematical meaning, but once correlations are established with large scale tests they can form a basis for the transfer of test results, obtained in one area under one set of conditions, to the prediction of rock behavior in another area under another set of conditions. Indices of rock properties are even more important in rock mechanics than in soil mechanics as the cost of testing is much higher. To be useful, these indices must be easily and quickly measured and give reproducible results when measurements are made by different people. In this paper the word "joint" means all naturally occurring rock fractures with less than 3 in. of clay or other soft coating material. The two mining districts of Pachuca and Real del Monte, well known for their antiquity and the extraordinary richness of their veins, are situated, 3 miles apart, only 62 miles north of the City of Mexico—the first being on the western, and the second on the eastern slope of the Pachuca range of mountains which bounds the great valley of Mexico. Close to the celebrated mining region of Pachuca is located the city of the same name, capital of the State of Hidalgo, at 2460 meters above sea-level and 20° 07' 35" North latitude, with 35,000 inhabitants, the majority of whom work in the mines; the remainder being Government employees, merchants, and a small number engaged in less important industries. The city extends along both sides of the canada which carries the waters of the river called "Avenidas de Pachuca," the banks of which are united by four bridges at regular intervals. The attention of the traveler approaching the city is first attracted by the appearance of the mountains, barren of vegetation, bounding the city with rocky cliffs and steep declivities, the grades of which serve as foundations to the irregular and varied groups of houses. Above these are the dumps, and, close by them, the mouths of the shafts, covered with conical tile roofs. The smoke of the chimneys, the noise of the mills and the appearance of some of the constructions reveal at first glance the industrial character of the place. At the left of the entrance to the canada, the mountain of San Cristobal, celebrated for the famous vein of Xacal, one of the richest and earliest exploited in the district, rises 450 meters above the city.

It is my purpose to give some of the results obtained by an experience of nearly seven years in working ores by the method frequently called the Washoe Process, and in several mills of which I have had charge, but principally in the Owyhee Mill, at Silver City, Idaho, which had twenty 650-pound stamps, and sixteen pans. I shall discuss here merely the mechanical details for working ores generally, subdividing the subject as follows : 1. Preparation of the ore for the stamps; 2. The crushing in the battery; 3. The settling of sand or pulp in vats or tanks; 4. The treatment in the pans; 5. The results obtained in settlers, agitators, and concentrators; 6. The straining of quicksilver, cleaning of amalgam, and retorting; 7. The saving of slimes and their subsequent treatment; 8. The loss of quicksilver. For descriptions of the various kinds of orebreakers, stamps, tanks, pans, settlers, etc., I must refer to the various works on these subjects, prominent among which are the reports of the United States Commissioner of Mining Statistics,and the volume on "Mining Industry," the third volume of the United States Geological Survey on the Line of the Fortieth Parallel through the gold and silver bearing regions of the great West, undertaken under the able guidance of Clarence King, assisted by Mr. James D. Hague and others. In this discussion it will be assumed that the general arrangement of the quartz mill is understood; and the question will be treated how to secure, from such a mill, the greatest economy in working, combined with the largest results. This place seems fittest for a single preliminary suggestion—namely, that there should be double "floors" throughout the mill, so that nothing can sift through and be lost.

A concentration of manganese nodule varies areally from 0 to 30 kg/m2 in the central-eastern deep sea bottom of Central Pacific Basin with depth of 5,600-5,900m, but generally it is low, mostly of the abundance order from 0 to less than some kilograms per square metres through the bottom. A high concentration over about l0kg/m is localized to the northwestern basin, besides "St. 414 Deep Sea Hill" and “GH 76-1 Trought”, and also it is likely related with the substratum of deep sea clay. Nodules are tentatively classified into nine types of Sr, SPr, SEr, Db, Ss/SPs, ISs, IDPs and V, in terms of morphology and surface feature. The types may be related with internal structure, nuculeus, mineral composition, chemical composition, occurrence and areal distribution, and might have resulted from various environmental factors of nodule genesis. The abundance of nodule at each station shows the interesting relation with acoustic records by 3.5KHz and seismic reflection profilings. In both the records, thick transparent layer over about 45m thick yield neither any nor significant amount of nodule. The layer less than 45m relates with abundant nodules up to 30kg/m2, though it yield also very little nodule in some cases. The relation suggests that the formation of nodule most likely could be related with the accumulation rate of the post-middle Eocene sedimentary sequence to some extent and also with other controlling factors. The relation can lead us to the tentative delineation of distribution of nodule deposits in the area. The comparative-consideration with the deposits in GH 74-5 area, just east- ward of the present area, shows the areal peculiarity of nodule genesis in deep sea bottom. The results of chemical analyses will be discussed elsewhere.

CONSIDERATION of the past work on the subject of the diffusion of chromium into iron suggested that additional information might be given by the use of X-ray spectroscopy in following the concentration changes through the diffusion zone. Grübe and Fleischbein1 packed rods of electrolytic iron in a mixture of alumina and chromium. These specimens were heated in an atmos-phere of purified hydrogen for varying lengths of time. After treatment the specimens were examined metallographically and showed the usual structure, consisting of a border of radially oriented columnar grains ending in a sharp boundary line. Reference is made to the fact that etching with certain reagents will attack only the material inside the border of columnar growth and also to the fact that polishing seems to develop a ridge at the position of the boundary between the etched and unetched areas. By chemical analysis of thin layers turned off on a precision lathe, the authors were able to obtain depth-concentration curves. These curves, reproduced in Fig. 1, show that 'in most cases a pronounced change of slope occurs, corresponding to the position of the boundary of the columnar grains. In a later paper Grübe extends his work to other systems which show the same characteristics.2 He concludes that the reason for the break in the curve is that a hindrance of diffusion occurs at the place where the regularly oriented grains of the diffusion zone meet the random grains of the interior portion, on the assumption that the diffusion velocity in one direction in a grain may be greater than in another direction, and that the grains in the diffusion zone orient themselves so as to give the maximum diffusion rate. Kelley3 points out that Grübe has failed to note that the boundary line does not consistently cross all grains and

IT is not my purpose to write a lengthy article or to attempt the solotion of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably bee treated, at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see acid estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that, the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. Very often important discoveries are made in one industry that may be used to advantage in another, but, owing to the rarity that men step out of one industry into another, these discoveries remain unknown outside of the trade or profession in which they are made. The present paper is written solely with the object of bringing to the notice of mining and metallurgical engineers a centrifugal ore-concentrator which eventually may have a great application. Ore- Grading. Fig. 1 represents the action which takes place when solids of different dimensions are stirred up in a box and allowed to settle as minerals of the same size but of different specific gravity. This principle is applied practically in grading china-clay and in enriching tin-slimes. In the latter case the slimes are stirred around in a tub with water and allowed to settle while at the same time the side of the tub is struck with a hammer. The colloidal slimes are then poured off and various slices taken off horizontally. The great drawback of this process is that the particles are deposited horizontally and all the colloids are lost. Fig. 2 represents the action in which the particles are deposited side by side. Here the drawback is the great length of the box needed in order to prevent excessive loss. The alternative to lengthening the box is to increase the force of gravity. Centrifugal force may be regarded practically as the force of gravity augmented. Ventilation of the Butte mines has long been a rather difficult problem because of the natural high temperature of the rock. With increase* in mining depth, higher rock temperatures have been encountered, and this has caused a constantly growing demand for more effective ventilation measures. During recent years the hazards of dust in mine air have been more clearly recognized, and have necessitated the adoption of dust-prevention methods. To meet these ventilation problems in the mines of the Anaconda Copper Mining Co., a mines ventilation department was organized in 1918, to act under the direction of the general superintendent of mines. At the present time, under normal operating conditions, the force employed includes the ventilation engineer, two chief assistant ventilation engineers and eight assistant ventilation engineers. The activities of the department are, briefly: (1) planning and supervising operation of the general ventilation system; (2) planning and supervising the operation of dust-prevention measures, together with dust sampling and related microscopic work for the quantitation of the dust samples and determination of particle-size distribution; (3) the design and development of air-conditioning methods to meet present exceptionally severe temperature conditions and in anticipation of future requirements. To a large extent the technical features of the ventilation methods have been described in earlier papers by the author. This paper is written mainly to summarize past accomplishments bearing most closely on health and safety, with a somewhat more detailed account of the dust-prevention measures that have been developed comparatively recently.
