If the reader finds that the basic information in a commodity chapter is insufficient, he can consult the appropriate sources in this chapter to find more detailed or more up-to-date information. In these days, technology develops so rapidly that this 4th edition will be somewhat out of date even by the time it is distributed. A comparison of this edition with the 3rd edition (1960) of Industrial Minerals and Rocks will clearly demonstrate how rapidly the scene changes. One of the best sources of new information, of course, is attendance at technical meetings. For example, the papers presented at the national and sectional meetings of AIME usually discuss new developments in the respective divisions of the society. Frequently this information is available in Preprints. In addition some are printed in Mining Engineering and/or the Transactions of the Society of Mining Engineers of AIME. Furthermore, other professional and trade journals contain articles pertinent to the field. A journal introduced in 1967, Industrial Minerals, published by the Metal Bulletin, Ltd., London, is an excellent source of information. The Mining Journal, Ltd., also in London, publishes a weekly journal, a Mining Magazine (monthly), and a Mining Annual Re- view. The latter covers the field from three aspects: (1) by commodities, (2) through technical developments, and (3) geographically. Other useful magazines and periodicals include Engineering and Mining Journal, Pit and Quarry, Rock Products, and World Mining, all published in the United States. In addition many new books related to industrial minerals have been published since the 3rd edition of Industrial Minerals and Rocks. Most of these, of course, are included in the bibliography of each chapter in this volume. Another excellent information source is the proceedings of the Forum on Geology of Industrial Minerals. This group, which held its 11th annual meeting in 1975, is sponsored by a state geological survey or another mineral agency on a rotational basis. The proceedings have been published by the various sponsors and are available as indicated in Table 1. Two major sources of basic industrial mineral and rock data in the United States, and also a good source for many foreign countries, are the U.S. Geological Survey and the U.S. Bureau of Mines. The two agencies publish many reports and maps on a variety of geo- logical and mining subjects. In addition, each agency has an indexed list of all their publications with a free service announcing new publications. (New Publications of the Geological Survey, U.S. Geological Survey, Washington, D.C. 20242) and New Publications-Bureau of Mines, Publications Distribution Branch, U.S. Bureau of Mines, 4800 Forbes Ave., Pittsburgh, Pa. 15213). The U.S. Bureau of Mines (USBM) publishes annually Minerals Yearbooks which provide statistical data on mineral products including production, consumption, imports and exports, as well as information on new developments. Another very useful USBM series is called Mineral Facts and Problems. Editions were published in 1960, 1965, and 1970. Three other major series of publications by the Bureau are Information Circulars, Reports of Investigations, and Mineral Trade Notes. The latter is particularly good for news of foreign developments. A new Professional Paper No. 820 of the U.S. Geological Survey, 1973, summarizes data on the mineral resources of the entire country. The USGS, in cooperation with USBM, other Federal and various state agencies, has also prepared summary reports on mineral and water resources of given areas which include

Early in 1917, it became evident, owing to existing and pending market conditions, that a substitute for crude petroleum must be found for firing the smelter furnaces. After a review of the plants then existing, it was deemed advisable to depart from their practice and to adopt the following described system of distributing pulverized coal to the furnaces. The principal advantages of the proposed system, which influenced this decision, were: (I) Equal safety; no pulverized coal is stored at the furnaces; (2) greater ease of operation, furnace fires being controlled by regulating valves in burner branches, as in gas firing; (3) better organization; all machinery, including pulverized coal feed, is under one roof, and the organization is separate from the furnace department; (4) greater cleanliness; all machinery is under vacuum; (5) greater flexibility of application, the coal and air mixture can be piped where needcd. The design of the plant is the result of the combined efforts of the local engineering staff and of the machinery manufacturers. Many new features were embodied in this design to insure greater safety, cleanliness, and efficiency of handling. After 14 months of continuous operation, the plant has proved entirely satisfactory. The building is of structural steel, covered with corrugated steel, with many windows and is painted light gray inside and out. The building floor is of concrete with ample drains to the sewer, and the building is equipped with fire and service water piping. Fig. 1 shows the east side of the building and the incline conveyor from the raw-coal bins. The plant is operated entirely by electric power. All alternating current is 550 volts, 3-phase, 60 cycles. Although the Siemens regenerator principle was introduced into byproduct coke-oven design about 40 years ago, many problems of construction, and particularly of heat distribution and pressure conditions, have not been fully solved. Heat should be applied to the walls of a coke oven in such a way that the coking of the charge of coal will be completed everywhere at the same time, and at approximately the same temperature. This means that the application of heat should be uniform from the top to the bottom of the coal mass (except for the thin layer at the top that is purposely kept at a somewhat lower temperature to reduce cracking of the byproducts); also that a little more heat must be applied to the coke end than to the pusher end, because the coal mass is a little thicker at that end. As a modern coke oven is about 40 ft. long and 12 ft. high, a real problem is involved in the proper application of heat to the oven walls so as to secure quick coking time (without endangering the walls through local overheating) and produce coke made at a uniform temperature. Design of Ovens In all regenerative ovens, the points of combustion are arranged in duplicate sets, one set operating in one-half the area of the heating wall and the other set alternately operating in the other half. Because of the reversal of the flow of gases, the points of maximum and minimum temperatures are alternately located at the same places, thus preventing dangerous local overheating. The practicability of the principle of reversal of flow seems to have been recognized at an early date, and has been applied with every conceivable flue arrangement, combustion chamber, and means of air and gas supply. To summarize the various principles that have proved useful for the control of oven-wall temperature, the best practice seems to have resulted from the acceptance of the use of vertical flues; the separate supply of air and gas to the base of these flues, with the resulting flame

THE origin of gold both in placer deposits and in veins, and especially the origin of nuggets, has been the subject of repeated discussions and investigations, which have been recently brought to my attention by several extremely interesting specimens sent to me for examination, and more especially by the one exhibited at the meeting of the Institute in February, 1880.* In the year 1874 I made some examinations of the hydraulic mines of Califor¬nia, and was very much struck with the distribution of the gold throughout these deep placers, which were almost invariably poor on' the surface, while gradually growing richer towards" the bed¬rock. The constant presence of fossil wood, and the large quantity of organic matter contained even low down in these beds, was also remarkable. Not being satisfied with the various theories advanced to account for the formation of these deposits, I began an investiga¬tion early in the year 1879 on the conditions of solubility of gold and the causes of the loss in working gold ore in a large way: The researches which I have undertaken show that gold must be considered a soluble rather than an insoluble metal, and that the conditions of solution are such as will be found anywhere where gold is likely to occur, and the solution may take place even under the ordinary cir¬cumstances of surface drainage, and may be going on freely even where the presence of gold has never been suspected, and that there are causes enough in nature to produce the solution of the gold in sufficient quantities to account for all the phenomena of both the vein and placer formations. The general theory with regard to the formation of these placer deposits and nuggets has been that they were the result of the de¬struction of pre-existing- vein-matter, which does not accord with the facts as shown in the deep placer deposits. On Tuesday evening, February 21st, a reception of visiting societies was held in the Windsor Hall. Hon. George Irvine, Q. C., President of the General Mining Association of the Province of Quebec, occupied the chair, and, after welcoming the guests of the occasion in the name of that Association, introduced Mayor Desjardins, who expressed a cordial greeting for the city of Montreal. After appropriate acknowledgements from the President and the Secretary of the Institute, President Birkinbine delivered his presidential address. The first regular session of the Institute was held on Wednesday morning, February 22d, in the Physics Building of McGill University, where all succeeding sessions were also held. Airborne geochemistry became a reality with the advent of a high-sensitivity air¬borne gamma ray spectrometer with large volume NAI(Tl) crystal detectors. The high-sensitivity spectrometer measures small variations in the concentration of potassium (as Ks°), thorium (as Tl308) and uranium (as Bi.214) along the flight lines in the area surveyed. Hydrothermal dispersion patterns are indicated by anomalous measured values of the concentrations of potassium, thorium, uranium, or their ratios. In two recent Australian survey areas, copper mineralization was located along favorable structures within hydrothermal dispersion patterns delineated by airborne geochemical surveys. In metamorphic terrane where there had been po¬tassium metasomatism, the hydrothermal dispersion patterns were indicated by high potassium/uranium ratios (K40/Bi). In a sedimentary environment that had been intruded by a stock, the path of hydrothermal fluids was indicated by uranium (Bi214), thorium (TV'), and uranium/ thorium (Bi214/Tl208) ratios.

THE application of aviation to mining and petroleum operations, on the basis of economy and attainment, has become a demonstrated fact. According to Dominion Government records, 30. Canadian companies engaged in air transportation with northland mining camps, carried 13,000 tons of freight in 1935, and in 1936 carried 16,000 tons. In addition, many mining companies used planes to transport prospectors with canoes, outboard motors, gasoline drums and supplies to remote locations, and one company maintained a plane to take radium-bearing ore from its mine on Great Bear Lake nearly 1000 miles south to the rail-way at Waterways, Alberta. Heavy pieces of mining machinery weighing 2 tons are being carried by Ford trimotor planes over the Andes, at an altitude of not less than 15,000 feet. At Bulolo, New Guinea, 17,500 tons of disassembled gold-dredging equipment has been flown over inaccessible terrain, while supplies and building materials for a, community of 1000 whites have been transported by airplane. A 3 1/2-ton shaft was carried on one notable trip, while at another time an automobile, 2 tons of rice and a large safe went over the mountains in one plane. Fig. 1 shows an electric generator that was carried by plane to Bulolo.

Magnesium is the lightest metal used for structural purposes, for which reason perhaps more than usual interest is attached to measurements of its density. Although the density of solid magnesium has been det,ermined frequently, no measurements of the density of the liquid metal are available. Because of unusual experimental difficulties in measuring the density of the liquid, only a limited number of measurements of good precision were secured. The results, especially the value for the crystallization shrinkage, are of great interest in connection with the casting of the metal. A number of samples for these measurements were made available through the courtesy of the American Magnesium Corp. They were in the form of extruded bars 3/8 in- in diameter and several were of exceptional purity, as indicated by careful analyses. Table 1 gives the density values (at 20" C.) for magnesium of varying degrees of purity. The density was measured at room temperature by comparison of the weight in air, and when immersed in distilled water. The necessary buoyancy corrections were applied, so that the density could be expressed in absolute measure—grams per milliliter. The effect of the buoyancy of the immersed suspension and the surface-tension pull of the water upon the suspension were eliminated from the results by a preliminary weighing of the suspension immersed to the working depth. Great care was necessary to prevent the introduction of a significant error by the formation of gas bubbles upon the clean magnesium surfaces; these are sometimes very minute and easily escape observation. They may be detached by raising the specimen from the water and again immersing; this should be done just prior to completing the weighing. Their formation may be almost entirely prevented during a measurement by previously immersing the specimen in a solution of paraffin in petroleum ether. The thin film of paraffin remaining after the evaporation of the solvent prevents wetting of the magnesium surface by the water. In one such determination, the paraffin coating on a 22-gm. Specimen

THE earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in "Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. * * * * * The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would he thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the' origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.1 In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114,, Township 5, contains 79.08 grains of free sulphuric acid per gallon. This locality is about 13 miles (21 km.) south of Delaware Creek and about 35-miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos Texas is in the First. Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. In the

The metallurgical polarization microscope has been utilized in several researches in the last few years, thus attaining a fair degree of prominence, but little has been written in a manner suitable to a metallurgist concerning the theory of this instrument. In this investigation the theory was carefully studied, and the results are presented here in a detailed manner, yet as simply as possible. The theory is discussed with particular reference to the three chief functions of the instrument: (1) determination of anisotropy; (2) effect of strain; and (3) identification of inclusions. Each of these is investigated experimentally, with especial attention to the mechanism of producing any effect. Where possible, the discussion is supplemented by photomicrographs. The instrument used had numerous defects as a polarization microscope; these and their remedies are discussed. In the microscopic study of transparent mineral sections (chalcography) the use of polarized light has aided tremendously in the identification of a mineral. The determination of strain in transparent substances (photoelasticity) by the use of polarized light has lately become a commercial process, used in testing finished glass articles. The success of the use of polarized light with opaque materials has not been so great. The magnitude of the effects obtained is much less than that of the corresponding effects with transparent materials, and the mechanical difficulties are much greater. Königsberger,"' i in 1909, was the first to apply polarized light to the microscopic study of opaque substances; Endell and Hanemann(2) were the next, in 1913. In 1919 and 1920, Wright(3,4) prepared two papers on the subject. In the first he developed the detailed mathematical theory from the viewpoint of the electromagnetic theory of light, and in the second described the various methods in use, giving improvements of his own. In tests on polycrystalline copper and aluminum, the ratio of the yield stress to modulus of elasticity was found to be strongly dependent on tempemture. Also, it was shown that the change of the yield stress with temperature of a material at a given temperature and deformed to a given yield stress, but not necessarily to the same strain, does not depend on previous mechanical thermal history. Likewise, for a material at a given temperature and deformed to a given yield stress, the rate of work hardening is independent of the temperature of prior stressing. It has been shown by Los and Orowan1 and by Dorn, Goldberg, and Tietz2 that the temperature dependence of the yield stress-strain curves of crystalline materials reflects two effects: not only does the yield stress of a material in a given structural state depend on the temperature, but the structural state (and the corresponding strain hardening) after a given amount of plastic straining also depends on the temperature at which the pre-straining has been carried out. Thus, for instance, if a specimen of a ductile metal has been strained along the stress-strain curve 1 at room temperature to point A, Fig. 1, and then the straining continued in liquid nitrogen along curve NR, the yield stress A' immediately after lowering the temperature is lower than the yield stress A" of a specimen that has been strained by the same amount in liquid nitrogen (along curve 3). AA' represents the effect of the temperature change upon the yield stress of the specimen pre-strained at room temperature; A' A" is the excess strain hardening acquired if the pre-straining has been carried out in liquid nitrogen instead of at room temperature. The dependence of the yield stress (i.e., of the structural state acquired during preceding straining) upon the conditions (speed, temperature) of a pre-straining is the reason for the nonexistence of a so-called "mechanical equation of state" for plastic deformation. A 'mechanical equation of state" is a relationship of the form F(s,E, e, T) = 0, or s = f(E, E, T) [1] It was first suggested by Ludwik3 that plastic deformation might obey such an equation; this, however, was conclusively disproved by experiments of Kochendorfer.4 Additional disproofs were given in

When cylindrical powder compacts of nickelous oxide (NiO) are heated in an equilibrated stream of SO3, SO,, and 02, in the temperature range 500°to 800°c, tlickelous suljate (NiSO4) is formed as an adherent layer on the oxide. The reaction is diffusion-controlled, with an activation energy of 13 ± 3 kcal per mole. When cylindrical powder compacts of NiSO4 are heated in a stream of dry nitrogen in the temperature range 1000 0to 11500C, NiO is formed at a well-defined interface between the sulfate and oxide. The interjhce migrates into the sulfate at a constant rate at a constant temperature and gas flow. The reaction rate increases with increasing gas flow and decreases with increasing partial pressure of SO3 in the gas stream. Resolution of the partial-pressure data with a Lang-itzliir Adsorption Isothern suggests that about 80 pct of the NiO interface is covered with SO3. The heat of adsovption is about 68 kcal per mole. The activation energy of the decomposition process is 61 ± 3 kcal per mole. MOST of the work reported on the formation and decomposition of nickel sulfate is related to thermodynamics.1-3 No quantitative work has been reported on the decomposition process. The only kinetic work reported on the formation is that by Fletcher and shelef.4-6 whose main purpose was to study the effects of alkali metal sulfate additions on increasing the rate of nickel sulfate formation. They found that, in the absence of an additive, only small amounts of sulfate were formed and the kinetic data were difficult to interpret. However, they suggested that the sulfa-tion of nickel oxide is a diffusion-controlled process for which the activation energy is approximately 17 kcal per mole.6 In this paper, both the formation and decomposition reactions will be examined; and based on the effects of temperature, flow rate, interfacial area, and partial-pressure of sulfur trioxide, mechanisms and activation energies will be suggested for both processes. EXPERIMENTAL Material. The nickel source material used in all experiments was Baker and Adamson Reagent Grade NiSO4. 6H2O, for which the following analysis was supplied by the manufacturer: C1, 0.001 pct; NO3, 0.005 pct; Co, 0.02 pct; Cu, 0.005 pct; Pb, 0.002 pct; Fe, 0.001 pct: insol, 0.005 pct. The anhydrous sulfate was prepared by heating the hydrate at 420°C in a muffle furnace for 5 hr. Nickel oxide was prepared by decomposing the sulfate at 950°C over a period of 10 hr. Method. The technique used for measuring the rates of formation and decomposition was developed earlier in these laboratories.7-8 The method is based on the observation that the kinetic parameters of a reaction can be established in a flow system, with specimens prepared by compacting powder to a uniform pellet shape. Plain carbon steels with 0.48 and 0.95 pct C were quenched and tempered at 705°C to produce carbide dispersions with spacings on the order of 1 p. The morphology of the structure consisted of a carbide-dislocation network. The strengthening due to the dispersion was found to vary linearly with M-½ where M is the mean free-ferrite path determined by the entire network. No preyield microstrain preceded the upper yield point. After prestraining, the lowest stress at which dislocation movement could be detected was 104 psi; this frictional stress was independent of the dispersion and prestrains up to 6.5 pct. The Cottrell-Petch equation for grain-size strengthening was used to discuss the dispersion strengthening in this investigation. The results support an impurity mechanism for the upper yield point rather than one based on the Johns ton- Gilman theory. IT was pointed out by Gensamerl that the mean free path in the matrix is the important variable which controls the degree of dispersion strengthening. Gensamer's data on steels showed a linear relationship between the yield point and the logarithm of the mean free-ferrite path. The first theory was by Orowan,2 who suggested the mechanism of dislocations bowing between particles, with the resulting relationship that where a is the yield point, P is the distance between particles, and G is the shear modulus. The Orowan equation applies to that range of dispersion where P is large compared to the particle size and the particles are not coherent, so that the matrix is essentially free of internal stresses. As was pointed out by Orowan, there are different degrees of dispersion which, in turn, will influence the strength-controlling mechanism. However, in this investigation, we wish to confine ourselves to the region of coarse dispersion, where the Orowan mechanism should, intuitively, be applicable. It was soon evident that the data, which existed at about the time that the Orowan theory was proposed, did not agree with the Orowan equation in that the actual strengthening was always greater than the theoretical predictions. Thus, Fisher, Hart, and pry3 modified the Orowan theory by suggesting that the Orowan process took place in the microstrain region preceding macroscopic yielding and the subsequent, rapid work hardening in the form of residual dislocation loops around the particles largely determined the observed macroscopic yield point. The F-H-P theory stated that the increment of strengthening due to the work-hardening mechanism was proportional to f3/2 where f is the volume fraction of the precipitate. F-H-P used data by Shaw, Shepard, Starr, and Dorn4 on A1 3-5 pct Cu to support their theory. Roberts, Carruthers, and Averbach5 were the first to make a microstrain study of dispersion strengthening, and they found that for steel the Gensamer relationship was obeyed. Hayman and Nutting6 suggested that in the case of tempered steel 1) the ferrite grain boundary was the primary obstacle and 2) the carbide particles simply formed part of the grain boundary obstacles. They found that the strength varied as G"" where G is the ferrite grain size. Turkalo and LOW' determined the structure of quenched and tempered plain carbon steel using a replica technique; they concluded that the carbide particles did not necessarily lie in the ferrite grain boundaries. When they defined the mean free-ferrite path as being determined by both particles and the ferrite path boundaries, their data obeyed the Gensamer relationship. Meiklejohn and skoda8 showed that the strengthening from iron particles in mercury was a function of the particle size and the distance between particles. Dew-Hughes9 explained the Meiklejohn and Skoda results by the following theory: 1) grown-in dislocations which surrounded the particles were produced by the thermal stresses during the time the material was cooled to the testing temperature, and 2) the observed strengthening was associated with the cutting of the grown-in dislocations by the glide dislocations. Ansell and Lenel10 proposed a theory in which the glide dislocations pile-up or surround the particle until the number of dislocations in the pile-up is sufficient to yield or fracture the particle. THE Verde mining district is in Yavapai County, in north-central Arizona. Jerome, the principal town, has a population of 6000 and the two important mines of the district-the United Verde and the United Verde Extension-lie almost within its limits. Perched high on the southwest side of the Verde valley, at elevations of 4800 and 5500 ft. (1463 and 1676 m.) respectively, both mines have long tunnels from their lower levels through which the ore is hauled to the smelters. Clarkdale, the smelter town for the United Verde mines, lies in the Verde valley 4.1 miles (6.5 km.) distant in an air line from Jerome and at an elevation of 3560 ft. The two towns are connected by the standard-gage railroad of the Verde Tunnel and Smelter R. R., a subsidiary of the United Verde Copper Co. This road is 11 miles long and has a compensated grade of 4 per cent. At Clarkdale it connects with the Verde valley branch of the Santa Fe railroad. Clemenceau, the smelter town for the United Verde Extension mine, lies 3.5 miles (5.8 km.) in a southeasterly direction from Clarkdale, at an elevation of 3420 ft. It is connected to the Verde Valley branch of the Santa Fe railroad at Clarkdale by the Arizona Extension R. R., . a subsidiary of the United Verde Extension Mining Co. The portal of the haulage tunnel, at an elevation of 3757.5 ft., is also connected with the smelter town by 4 miles of standard-gage track belonging to? the same company. In the vicinity of Jerome, the great southern escarpment of the Arizona plateau forms the northeast side of the Verde valley. The general level of this escarpment, or "rim" as it is called, is about 4000 ft. above the Verde River. A corresponding elevation is reached only by the highest peaks of the Black Hills, which bound the valley to the southwest. Two lava-capped mesas, known as "Mingus" and "Wood chute mountains," form the culmination of the Black Hills. That part of the Old Black Hills mining district which lies between their crests and the Verde River is now known as the Jerome, or Verde, mining district. If the . smelter towns are not included, a strip about 7 miles long by 3 miles (11 by 5 km.) wide, embraces practically all of the properties belonging to the Jerome district. This strip lies parallel to and along the side of the Verde valley from First View, 2 miles northwest from Jerome, to the vicinity of Allen Springs, at the south end of Mingus mountain and all within the boundaries of the Prescott national forest reserve.

Stretching from New York southwestwardly to Georgia is a great range of hills and mountains consisting of pre-Palæozoic schists, slates, .and gneissic and granitoid rocks, known locally by many different names; in Pennsylvania as the South mountains, the Berkshire or Durham and Reading hills, and in Virginia and farther south as the Blue ridge. To the northwest of this range lies the " Great Valley," underlain by Lower Silurian limestones, and known as the Lehigh valley, Cumberland valley, Shenandoah valley, valley of Eastern Tennessee and Georgia and by other local names, but all these are parts of one valley, geologically and geographically continuous from New Jersey to Georgia. Lying upon and along the northern flank of this range of mountains, and dipping northwestwardly under the limestone of the valley, is the Potsdam formation (Primal or No. 1 of the Pennsylvania Geological Survey), which consists of sandstone or conglomerate overlain by slates. The latter are sometimes arenaceous and occasionally are replaced in part by sandstone. This formation varies from a few feet to several hundred feet in thickness. At the outcrop the slates are completely decomposed, oxidized or disintegrated, forming a belt of clay several hundred feet wide occupying the interval between the outcroppings of the sandstone and limestone. This clay-belt includes a more or less continuous series of iron-ore (brown hematite) deposite, which have been, and still are, extensively worked. The belt is more or less continuously milleralized with iron throughout its length, and hundreds of large deposits of ore have been developed and worked, producing many millions of tons of ore.

U.S. environmentalists have tended to oppose all new energy developments. Their efforts may be counterproductive because opposition to, say, offshore oil directly leads to the continued use of other energy sources that may have a higher social cost. Rather than attempting to eliminate all pollution from energy production, which would be prohibitively expensive, one should minimize the social cost of energy production for the given demand. Linear programming is used to rank various oils (California State and O.C.S., Gulf of Alaska, Prudhoe Bay, Athabasca tar sands, oil shale and certain foreign crudes) in terms of their social desirability. The objective is to minimize the cost of supplying the California market, subject to resource, sulphur and oil spill constraints. Social desirability is indicated by the inclusion of the oil in the optimal solution and the size of the associated shadow price. the larger the shadow price, the greater the benefits of increased production. The more negative, the greater the cost associated with forcing consumption of that fuel. The environmental shadow prices indicate the size of the trade-off between a particular environmental standard and minimum cost. The trade-offs can be surprisingly large. any reasonable spill standard can be achieved by changing the development pattern. Generally, the further offshore, the smaller is the environmental degradation, but the more expensive is the oil. Foreign oils can be economically and environmentally inferior to domestic oils. Crude from the California O.C.S., San Joaquin Valley end Prudhoe Bay appears a valuable resource, while the Gulf of Alaska, synthetic and foreign crudes appear marginal to submarginal.
