IN speaking, on the subject, "Engineer-Citizens," at the Lehigh Valley Mineral Industries Conference dinner, on April 26, at Easton, Pa., George Otis Smith, Director of the United States Geological Survey and President of the American Institute of Mining and Metallurgical Engineers, said in part: "It would be carrying coke to Connellsville to bring to the Lehigh Valley the idea that mineral resources are the foundation of national prosperity. Unfortu-nately, however, this obvious, fact is not everywhere recognized. Too many of our economists, journalists, statesmen and other dopesters of present business con-ditions stress the human factor so strongly that they overlook the material with which men work out their destiny. To them the financial psychology of Wall Street and the political logic of Capitol Hill and the business commonplaces of Main Street all loom far larger than the geology of the Lehigh Valley or the engineering triumphs of Bethlehem, or, the creative thinking at Lehigh and Lafayette. "The present situation in the industrial and .business world is a complex of interacting causes and reacting effects not easily itemized and entered on our trial balance sheet. But, chief among the liabilities of today is the excess of production capacity in most branches of industry. The farmer has no. monopoly in his desire for relief. Whether your professional connections are with steel or cement, coal or oil, copper, or zinc, you; know too well that for, the moment America is over-engined, and you keenly realize the ever-present hazard of industry speeding up regardless of the curves or grades just around the corner.

The Lucky Friday mine east of Mullan, Idaho, is an outstanding example of a property in the Coeur d’Alene district where a small and insignificant- appearing silver-lead-zinc vein at the surface has changed at depth into a large vein of great importance. The Lucky Friday vein has little if any surface expression and above the 1200 level the ore shoots are small and discontinuous. Between the 1200 level and 2450 level, the lowest developed level, the main ore shoot has shown remarkable improvement on each succeeding lower level, and today the mine is one of the major lead-silver producers in the Coeur d'Alene district. History: The Lucky Friday property is on the north side of the South Fork of the Coeur d'Alene River in sections 25, 26 and 35, T. 48 N., R. 5 E., Hunter mining district, Shoshone County, Idaho. This is about one mile east of the town of Mullan, which serves the eastern portion of the Coeur d'Alene district. The southern part of the property is crossed by a branch line of the Northern Pacific Ry. and by U. S. Highway 10. This highway is the principal road crossing the panhandle of Idaho and connects the district with Spokane, Wash., on the west and Missoula, Mont., on the east. The main portal and surface plant of the Lucky Friday mine is at an elevation of 3365 ft, only a short distance above the valley floor and a few hundred feet from U. S. Highway 10, so the mine is readily accessible for year-round operation.

Professor Ruff's most illuminating paper' describing his extremely valuable investigation of the carbon-iron equilibrium diagram assigns definite temperatures to certain very important lines in the diagram, viz.: the eutectic temperature EB (Fig. 1) and the " near-eutectic " temperature E'B', but without indicating clearly enough the reasoning which warrants these assignments. These temperatures are of such primary importance that it is well to indicate the apparent gaps in the reasoning, in the hope that they may be filled in. In his diagram, Fig. 1, the point X and the liues B'D'lII represent the experimental results reached by Ruff and Goecke;a AB, AEB, and SE represent the liquidus, the solidus, and the solubility of the carbon in solid austenite in the absence of graphite according to Gutowsky,3 AB being also in accordance with Spiecker's data; S'E' the solubility of carbon in solid austenite in the presence of graphite according to Ruer and Iljin;5 GS the line A3 after Ooerens and Meyer; 6 and EBC the true eutectic line as inferred by Prof. Ruff from Gutowsky's data. B'D' is the carbon content found in cast-iron which had apparently saturated itself with carbon in the presence of the graphite of the enclosing graphite crucibles in which the determinations were made. The term " Anthracite Coal-Field " is generally used to refer to a comparatively small territory lying in the eastern-central part of Pennsylvania. This territory includes about 3,300 sq. miles of area, located chiefly in five counties in which anthracite-mining is the dominant industry. Although an area of 3,300 sq. miles is embraced in the region, less than one-fifth of this area, or only 484 sq. miles, is underlain by workable coal-seams. Moreover, this prorluctive portion is not a continuous area, but consists of a number of detached basins. These are known as the Northern, containing 176 sq. miles; Eastern-Middle, containing 133 sq. miles; Southern, containing 181 sq. miles; and western-Middle,containing 194 sq. miles. From the standpoint of business and trade, the region is divided into three districts, known as (1) the Wyoming, which includes the Northern field and the small Bernice basin; (2) the Lehigh region, which includes all of the Eastern Middle field and that part of the Southern field east of Tamaqua; and (3) the Schuylkill region, which includes the WesL ern-Middle field and that part of the Southern field west of Tamaqua. The relative commercial importance of these districts at the present time is shown by the coal-shipments as given in the following table :

The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. Flotation data indicate that sulfonate and amine adsorb physically on manganese oxide; oleate also adsorbs physically if the zero point of charge is sufficiently high. Chemisorption of oleate occurs on pyrolusite between pH 8 and 9, and possible mechan- isms of collector adsorption involving metal ion hydrolysis are discussed. The flotation characteristics of most metal oxides1-15 have been examined with standard collectors such as fatty acids and sulfonates. From these studies it would appear as though electrical phenomena are important when shorte r-chained collectors are involved. For example, Iwasaki, Cooke, and Choi9 have shown that dodecyl amine and dodecyl sulfate float iron oxide above and below the zero point of charge, respectively. In another system, D.W. Its geographical position would be about: latitude, 20° 10' N., longi¬tude, 4° 35' W. of Mexico City. The surrounding country is a roll¬ing plateau, 6000 feet above the sea, enjoying the most magnificent climate in the world, the average temperature being about 70°. Freyberger (Director, Institute of Mineral Research, Michigan Technological University, Houghton, Mich.)-The authors are to be complimented on their theoretical analysis of a column flotation process, and the comment I wish to make is not related to that analysis, but to the use of the word "countercurrent" to describe that process. Strictly speaking, the process the authors have described is countercurrent only in the sense of particle-bubble contact. That is, as solid particles and air bubbles pass through the column, the leanest flotation feed (the tailing) comes in contact with the greatest concentration of mineral-free bubbles. The Department (formerly called State) of Tolima, which is beginning to attract considerable attention in this country on account of its mineral wealth, comprises an area of 18,415 square miles, lying between latitude 1" 34' 25" and 5" 44' 12/" N. and between longitude 74" 25' 45" and 76" 34, 25" W. from Greenwich. It is bounded on the north by the Department of Antioquia, on the east by the Departments of Cundinnmarca and Cauca, and on the south and west by the Department of Cauca. It is the most recently created of the States of Colombia, having been established by decree of April 12th, 1861, and being composed of the old provinces of Mariquita and Neiva, and of the districts Melgar, Carmen, Cunday and Santa Rosa, of Tequendama.

In October 1939, a drilling program was commenced on the Atlantic seaboard of Brazil, with three steam rotary rigs of medium capacity. One of these was assigned to the State of Alagbas and the other two to the State of Bahia. During the remaining few months of 1939 and during the year 1940, some eight wells were drilled, two in Alagbas and six in Bahia. Two small producers were found in the latter state. In early 1941 three medium-weight Diesel rigs were added to the equipment, thus permitting the drilling of some 15 wells during the year 1941. The two small producers found in 1940 in the State of Rahia were near the city of Silo Salvador. In 1941 three additional small wells were brought in, in the same area, and a further producer on an isolated structure some 75 km. to the northwest of this production. No commercial production has been found in the State of Alagbas. Approximately 26 wells have been drilled or are drilling, six of which are producers— five in one area and one in another. The program for 1942 calls for the development of the two areas in which wells have been found and also the drilling of several wildcat structures located either by geophysics or surface geology. All production in the area of the several producing wells is somewhat less than 2000 ft. and in the other area about 3800 ft. The area of the several wells is known as the Lobato field, and is practically within the city limits of Sao Salvador. The area 75 km. northwest of the city will be known as the Candeias field.

ASIDE from the Tuesday symposium on gases in metals, the Iron and Steel Division swung into action for the first time on the third day of the meeting with a discussion of iron and steel alloys. Dr. E. S. Davenport opened the discussion on Wednesday morning by presenting the paper written by himself in association with E. C. Bain and W. S. N. wiring on the equilibrium diagram of iron-manganese-carbon alloys. A written discussion by Mr. Scott showed qualitative agree- ment, but some quantitative disagreement. Messrs. Marsh and Sisco discussed the paper at length, pointing out non- agreement of certain conclusions with the phase rule. Dr. Krivobok, although differing with the authors on some points, stated that in his opinion the information collected would be valuable in the practical use of these alloys.

At the Atlanta Meeting in October, 1895, a short paper was presented by Mr. R. W. Leonard on the " Assay of Auriferous Ores and Gravels by Amalgamation and the Blow-pipe" (Trans., xxv., 645), embodying the results of some very conclusive tests as to the value of the process. His arguments regarding the desirability of the process appear to be indisputable, but the practicability of the field-outfit used by him is open to question. The Province of Ontario, in which Kingston is situated, is still largely unexplored; and at the Kingstoil School of Mining we give much attention to the instruction of prospectors and the testing of ores. To this end, not only is there a small mill (to which Mr. Leonard alludes) attached to the school, but prospectors' classes

Kaolin deposits in Georgia lie in a belt that stretches across the central part of the state from Alabama to South Carolina. In 1977 the state's kaolin production was an estimated 4.58 million tons (5.05 million st) or 77% of US production. While mining methods vary, stripping contractor W. F. (Billy) Jackson of Wrightsville, Ga., depends on a fleet of 18 twin-engine elevating scrapers to move the hulk of overburden and clay. Owner Billy Jackson explains that the soil in this part of the state is perfect for scraper operation; overburden ranges from Georgia red clay to a sandy gumbo material. Apart from some shale, very little rock is encountered, thus eliminating any blasting re¬quirement. Most of the material can be removed with cutting edge teeth or with drop center blades.
