A meeting of Engineering Council was held on Thursday, Jan. 22, 1918, at the Engineering Societies Building, New York. Present: Chairman Ira N. Hollis (A. S. M. E.); Dr. Charles Warren Hunt, Alex. C. Chairman-Baker-presented a resolution on the conduct of the war, to which objections were made. It was referred to a special-committee; Charles Whiting Baker, Charles Warren Hunt, and Calvert Townley, for re-drafting and presentation later in the meeting. The revised resolution submitted by this committee led to further discussion and as no agreement could he reached, the matter was laid on the table.

Hunt established a fund, which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes, first of a gold medal, second of a sum of money, a certificate to accompany each prize The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal

A method to determine in situ stress directions and magnitudes from anelastic strain recovery measurements of oriented core has been used to determine the principal horizontal in situ stresses in the Rollins Sandstone in a deep well near Rifle, Colorado. The principal horizontal stress directions were determined directly from the principal horizontal strain recovery directions. The principal horizontal stress magnitudes were calculated from the principal strain recovery magnitudes, overburden stress, and Poison's ratio of the rock using a viscoelastic model. The accuracy of the in situ stress directions and magnitudes determined from anelastic strain recovery measurements was substantiated by a direct comparison with open-hole hydraulic fracture stress measurements. The anelastic strain recovery method predicted the magnitudes of the maximum and minimum horizontal principal stresses to be 54.5 MPa and 51.9 MPa, respectively; with an azimuth of N63ºW ± 8º for the maximum horizontal stress. The hydraulic fracture stress measurements yielded maximum and minimum horizontal principal stress magnitudes of 49.6 MPa and 46.8 MPa, respectively. The azimuth of the maximum horizontal stress ranged from N50ºW to N70°W.

A high-temperature electromagnetic stirrer is described in which heating and stirring are accomplished by independently controlled power sources. The appavatus is suitable lor use at temperatures up to 1700°C in a variety of ambient atmospheres. Some typical examples of the homogenizatimz capabilities of the system are given. THERE are few processes in solidification that are not markedly affected by motion in the melt during freezing. In many instances, the mechanisms are diffusion-controlled, and the transport in the melt may be greatly accelerated by deliberately stirring the melt. In zone-refining, stirring1 assists the removal of rejected impurities from the interface, so the process proceeds at a faster rate. The transition from a planar to a cellular interface is caused by constitutional undercooling in the melt ahead of the interface: and stirring delays its onset. Stirring is valuable for homogenization of melts: and chemical reaction with sluggish kinetics may be accelerated. Finally, it has been observed that grain refinement is related to motion in the melt. Fine grain castings are usually produced by the addition of catalysts to the -melt,' catalysts which are thought to act simply as hetereogeneous nucleation centers. Even here motion is important. Richards and Rostoker 5 applied ultrasonic vibration to a solidifying A1-Cu alloy which had been innoculated with a catalyst and found that the grain diameter fell linearly with the amplitude, the peak acceleration and the power input to the melt from the transducer. Finally, mechanical and electrical stirring alone have been used to generate a fine-grained structure.6,7 Johnston ef a1.' have carried out a series of systematic investigations of grain refinement by electromagnetic stirring in a number of low melting point alloys. They found, for example, that the number of grains per unit volume in Pb-Sn alloys could be increased several orders of magnitude by stirring an undercooled melt at the moment of recalescence. In general, a relation AT .H = constant prevailed for a given grain size, where AT was the undercooling of the melt and H the field strength. In more recent work, deliberate homogeneous nucleation of slightly undercooled melts established that the mechanism of refinement must be one involving crystal fragmentation and subsequent multiplication, rather than a "shower" of nuclei effect.9 It is the purpose of this note to describe a stirring device suitable for use up to 1700°C. At low temperatures mechanical stirring and direct-current methods are feasible, but at high temperatures the problem of a protective atmosphere and of electrode corrosion rules out such procedures. The most convenient method for high temperatures is to use externally generated ac fields for both stirring and heating. With rf induction heating alone, considerable stirring and agitation can be achieved, but in general the penetration of field into the melt is small, and the stirring cannot be controlled independently of the heating. In the present experiments, separate power sources of different frequencies for heating and for stirring were used. A susceptor design was chosen so that the 450 kc rf heating field was completely absorbed in the susceptor. The stirring frequency, 400 cps, hereafter called the af field, was chosen so that a high penetration of the melt proper was achieved. EXPERIMENTAL APPARATUS The apparatus, Fig. 1, consists of a quartz tube and end plates, surrounded by an rf induction coil and six equally spaced af stirring coils, four of which are shown in full and a fifth in section. Each af stirring coil is a transformer of which the secondary is a single-turn water-cooled copper loop and the primary is composed of two 10 amp-117 v Variac cores as shown. These cores are cooled by forced air, as each of the six pairs will carry maximum currents of 15 amp for short periods. Each set of Variac windings are connected in series, but opposite sets are connected in parallel with a three-phase 400 cps 400-v source. By properly phasing the coils in this way, a rotating field is produced. Capacitors C1, C2, and C3 in Fig. 2 are used to match this inductive load to the generator. Recent studies of creep have made it apparent that plastic deformation may occur in metals under stresses less than the elastic limit as determined from short-time tests. In summarizing conclusions drawn from creep tests by various investigators, Tapselll said: "It is evident that if a material has a true elastic range, the elastic limit must represent the maximum stress for no creep." The presence of a definite elastic limit, represented in single crystals by a critical or threshold shearing stress, is claimed by Schmid2, Elam3 and others who have investigated the plastic deformation of single crystals. However, this "law of critical shearing stress" was determined2 from short-time tests, and the measurement of the deformation was made with apparatus primarily designed to observe large amounts of plastic deformation, not to detect elastic changes. Experimental data recently obtained with highly sensitive instruments by A. W. Hanson4 on zinc and by Podaschewsky5 on rock salt indicate that the elastic range in single crystals is considerably narrower than formerly was supposed. Moreover, a theoretical possibility of permanent deformation, under the influence of even the smallest shear stress in single crystals above a certain temperature (Td), has been developed by G. I. Taylor6. This evidence seemed to warrant an examination of the elastic limit in large single crystals by means of creep tests. The first metal chosen for examination was zinc. AppaRatus The creep-testing apparatus developed for this work is shown in Figs. 1 and 2. MINERAL industry activities have not been seriously hampered by a lack of men with higher training. The balance between opportunities for employment and advancement and available personnel has been a happy one, with enough competition to stimulate effort but not the unfortunate conditions arising from an overabundance. of employment seekers. Nearly all mineral industry educational institutions have been concerned about the falling enrollment in mining and metallurgical courses of study during the past decade. But industry has drawn upon a supply of many types of technically trained men apart from those who prepared their careers specifically in the mineral industry. Some schools have made this possible by uniting geologists, mineralogists, and others with students in mining and engineering. On the other hand, some schools have combined their department of mining engineering with an over-all engineering department and continue to send their graduates into the mineral industry by another route. On the whole, this seems to be a good trend and is likely to result in men better trained for current problems than would have been possible under the older rigid curricula.

SO much has been written about African, and particularly about Northern Rhodesian, copper during the past two years that I feel safe in assuming that you are familiar with the general background of the Rhodesian picture. Therefore, I will confine myself to certain of the high lights in connection with the history, geology, development, ore reserves, and contemplated mining methods in this relatively new and highly important copper field., Unlike most of the other great orebodies of the world, the Roan Antelope mine was not discovered by the hoof of a starving prospector's faithful burro; nor even, as its name might suggest, by a well-placed kick of protest from an antelope stumbling over a malachite outcrop. Late in 1905 an English prospector named Collier, traveling in the N'Dola district, came upon some natives using a green powder for medicinal purposes. Closer examination of the powder revealed that it ' was ground-up malachite. Collier endeavored to persuade the natives to tell him where they obtained this medicine, but' for a long time without success, because of the general feeling among the natives that they did not wish to reveal the resources of their land to the white. Finally however, - he persuaded- brie 'of-the elders to at" least take 'him part way toward, the- place where the malachite was supposed to occur. The bid took him, to a point on the lower regions of the Luanshya river and there left him with the instructions that if he followed the stream up toward its.

THE Bayard property of the united States Smelting Refining and Mining Company is in south central Grant County in southwestern New Mexico about fifteen miles east of Silver City and one mile west of Santa Rita. The present holdings cover a belt roughly one mile wide by ten miles long, lying west of, and adjacent to, the holdings of the American Smelting and Refining Co., Kennecott Copper Corp., Empire Zinc Co., and Peru Mining Co. The area extends from the village of Bayard on the south to a point three miles northeast of Fierro. The property is a part of the well-known Central mining district which has been New Mexico's leading copper-zinc producer for many years. The property is segregated into three sections, the Bullfrog, Hanover Bessemer, and the Shingle Canyon sections. Of these, the Bullfrog section covers the area between the towns of Bayard and Hanover and includes the Bullfrog No. 1, Bullfrog No. 2, Slate, Hobo,

Since the U. S. Metals Refining Co. works was established, around the turn of the century, near the town which is now called Carteret, N. J., it has grown to be a major producer of refined copper and the main source of that special brand known as "oxygen-free high-conductivity copper." Owing to the complex metallurgical problems arising from handling a variety of raw materials such as copper concentrate from Matahambre, Cuba, copper and brass scrap from the New York area, and domestic blister copper, the organization is geared from top management down through its 2000 employes to maintain a high degree of flexibility in plant operation. The Company is a subsidiary of The American Metal Co. Charges for the smelter furnaces, one reverberatory furnace and one blast furnace, are made up in. bedding bins so that they may be tailored to the production of a constant grade of blister copper. The reverberatory furnace smelts the .sulphide charge, which may be a blend of ten different materials but principally the Cuban concentrate, and the matte from the process is poured into a converter. This reverberatory is 80 by 20 ft, silica lined with a slag bottom, fired by pulverized coal, and continuously side-charged from the top by bottom-dump cars which keep the side walls covered. It produces a 40 to 50 per cent copper matte. The fuel-charge ratio is 4.35 tons of solid charge per ton of coal. The furnace has a capacity of 10,000 tons of charge per month and produces from 5000 to 6000 tons of slag per month which must be disposed of. About 5000 tons of converter slag is produced monthly and returned molten to the reverberatory furnace. A DEMAND for specialized knowledge has directed engineering curricula towards competency in some particular field or occupation. Preparation for life in a broad sense of completeness has received little consideration. Ways and means are needed for weaving some of the threads of liberal education into the fabric of engineering education. Any effort to develop a humanistic-social stem of engineering education will depend largely upon the content of the courses and the type of instruction offered. Many of the courses in college curricula are intended to lay a foundation for more advanced courses to be taken later by those. who specialize in some particular field. Students in other fields lack the background necessary to take the advanced courses and have too much detailed information, soon forgotten, forced upon them if they pursue the foundation courses. To develop a humanistic-social stem for engineering education existing catalogue courses selected should follow some general plan aimed towards broad educational objectives. Courses packed with detailed factual information are necessary for the stu-

ALTHOUGH bad grammar, the above query is probably, at the present moment, good sense. Why was the Institute started and why does it continue to exist? The small group of men who worked out the original idea felt keenly the necessity of mining engineers and metallurgists getting together in order to discuss their professional problems. That necessity still exists but it does not strike the present generation of engineers so keenly because they have always had the Institute: they do not know what it is to be without it. The Institute is a great graduate school of mining and metallurgy. All of its members who have something to say worth saying are the teachers; all the rest may be learners or critics. No university or technical school can match the experience and information which the authors of its papers possess, no institution of learning has a body of potential listeners so extensive and so vitally interested.

IN the brown rock phosphate fields of Tennessee there are large deposits of phosphate matrix in which quartz is a major constituent of the gangue, and which cannot be beneficiated by the conventional washing process to yield a concentrate of suitable grade for use in the electric furnace. A huge tonnage of high-grade phosphate concentrate is produced in the Florida pebble district from low-grade siliceous feed. However, the characteristics of the low-grade siliceous Tennessee ore are such that flotation under the conditions employed in treating the Florida ore1-2 results in inadequate beneficiation. INVESTIGATION OF FLOTATION METHODS Flotation has been used in Tennessee primarily to produce a concentrate of premium grade by moderate enrichment of a marketable grade of phosphate.3,4 A secondary use was to increase the recovery of phosphate from the fines (down to approximately 200 mesh) from medium-grade ores with a concomitant moderate increase in over-all grade.3,5 It was considered desirable to investigate methods of improving the grade of washed products from low-grade siliceous Tennessee ore when these products were substantially below the requirements for use in the electric furnace. The present paper describes the results of a laboratory-scale study of factors that affect the beneficiation of such siliceous phosphate ore by flotation. The primary objective of the investigation was to ascertain the conditions under which the ore could be made to yield a concentrate suitable for reduction in the electric furnace. It was assumed that a phosphate concentrate for electrothermal reduction should contain at least 26 pct P205 and should have a weight ratio of silica to lime of not more than 0.80. Since a concentrate of moderate grade can be used in the electric furnace, and since, as Grissom4 has shown in detail, the ore will not bear the cost of expensive treatment, the study of collectors was limited to the relatively inexpensive fatty acids. A secondary objective was to determine whether a portion of the phosphate could be recovered in a grade suitable for treatment with phosphoric acid to produce 45 pct superphosphate. The ore consisted of variably cemented sand interlayered with clay. The sand layers were composed of grains of quartz, phosphate, and clay embedded in a matrix of clay and phosphate. Some clay was finely disseminated in the phosphate grains. Little massive high-grade phosphate was present. The material used in the flotation tests was a washed sand that had been separated from the ore in a bowl classifier at the TVA phosphate-washing plant. Successful mine exploration requires sound planning and modern exploration techniques, but it also requires perseverance and the right timing. The La Caridad mineral area has been known for over 70 years, but as with many mines, it was not "discovered" until viewed under new economic conditions and exploration philosophies. Present exploration of the La Caridad area began in 1964 and was carried out under a joint Mexican Government-United Nations Project. Detailed exploration was begun by Asarco Mexicana S.A. in late 1968. The geology of the La Caridad deposits conforms, generally, to the "porphyry copper" deposits of Arizona. However, breccias and pegmatites play a very important part in the emplacement of mineralization.

During 1916 and 1917, the E. J. Longyear Co. of Minneapolis, Minn., carried out a campaign of exploration for nickel-copper ore in the Sudbury District of Ontario. The work was initiated by W. E. Smith, a resident of Sudbury, who called the attention of W. J. Mead, Chief geologist. The E. J. Longyear Co., to the fact that explorable lands in the Sudbury District were still available. Five diamond drills were employed, and holes were drilled in the townships of Levack, Trill, Denison, Blezard; Garson, Falconbridge and MacLennan. The general map of the District, Fig. 1, shows the distribution of the lands chosen. As a result of this exploration, a large body of nickel and copper ore has been found in the western part of the Township of Falconbridge. This property lies in the eastern part of the Sudbury District, east of the Garson mine.
