The opening session was held at 8.30 p.m., Wednesday, February 21, 1906, in Gymnasium Hall of Lehigh University, which had been tastefully decorated with flags and bunting. Dr. Henry S. Drinker, President of Lehigh University, and Secretary of the General Local Committee, called the meeting to order, and welcomed the Institute to the Bethlehems, where its first meeting, after its organization in May, 1871, at Wilkes-Barre, was held in August, 1871.*

WASHINGTON CAMP, in Santa Cruz county, Arizona, is a small and little known mining district situated on the lower, eastern slope of the Patagonia mountains, about 20 miles east of Nogales and a like distance south of Patagonia Station on the Sonora railroad, which connects it Benson, 83 miles from Nogales, with the main line of the Southern Pacific. This district is also about 4 miles north of the international boundary, 35 miles west of Bisbee and 40 miles north of Cananea, in Sonora. The topography of the district, which lies at a general elevation of 5,500 ft. above the sea, is only very moderately rugged, and presents no obstacles to mining operations. Although some of the claims of the camp, including the Pride of the West, Belmont and Holland, were extensively worked for silver 25 years ago, they passed, at moderate depths, as in so many other districts, out of the argentiferous lead carbonate and sulphide into zinc, copper and iron sulphides; and for two decades the camp was abandoned and almost forgotten. In recent years, however, its apparent possi¬bilities as a copper producer have led to a revival of mining activity; but not, as yet, with conspicuous success. Although economically relatively unimportant, the deposits of Washington Camp are, mineralogically and structurally, nevertheless, typical examples of ore-bodies developed in connection with the garnet ledge now recognized as a normal feature of granite-limestone contacts; and, in the opinion of the writer, this is an instance where a minor example is yet essentially normal and capable of throwing important light upon the origin and genetic relations of the type.

H. H. Kellogg—There is one point that the author has failed to emphasize sufficiently in his paper. What is commonly called the equilibrium contact-angle (the author's "maximum contact-angle") can have only one value on a smooth, flat, homogeneous surface under a given set of conditions. The equilibrium contact-angle is defined, for such a system, as the angle between the solid-liquid and liquid-gas interfaces, measured through the liquid. The value of the equilibrium contact-angle is uniquely determined by the value of the interfacial energies of the three intersecting interfaces and is independent of other forces in the system. When the liquid-gas interface intersects the solid at an edge—as was the case for all the experiments reported in this paper—the orientation of the solid-liquid interface is indeterminate or varies through 90" for a right-angle edge. Mr. Morris has called the angle between the horizontal and the liquid-gas interface for this edge condition a "static contact-angle." I feel that this term is unnecessarily misleading. In the first place, "static contact-angle" sounds too much like "equilibrium contact-angle." In the second place, the magnitude of the "static contact-angle," which I would prefer to call the "supporting angle," is determined by the forces in the system other than those derived from the interfacial energies, hence "contact angle" is misleading. If Mr. Morris had said that the "supporting-angle" is variable and depends on the weight of the particle and size of the bubble and that it has a maximum possible value equal to the equilibrium contact-angle, his discussion would have been more accurate. T. M. Morris (author's reply)—Mr. Kellogg puts forth a reasonable criticism of some of the terminology used in the paper. I agree that the term "static contact angle" may be misleading. Substitution of the term "supporting angle" or "vector angle" may be more suitable. F. X. Tartaron—In this paper the author presents a very interesting mathematical development of the forces present when a mineral particle adheres to an air bubble. Excellent concordance is obtained between mathematical formulation and experimental results. It is the writer's understanding that when the mineral surface presented to an air bubble is greater than the area of contact, the maximum contact angle is obtained. However, this contact angle represents distortion of the bubble, the normal shape of which is spherical or in cross-section, circular. This distortion produces a force that acts in opposition to the force of adhesion between the bubble and particle. Hence, at maximum contact angle, the force of adhesion between bubble and particle is at a minimum for static conditions. However, when the size of bubble is increased, the size of particle remaining the same (and all other conditions remaining the same), the contact angle decreases, the distortion of the bubble decreases and the force in opposition to adherence of bubble and particle also decreases. Thus, there is stronger attachment between bubble and particle. When this situation is applied to actual flotation conditions, it is doubtful that it has any significance. The reason is that the bubbles are normally so much larger than the particles, that in substantially all cases, it is probable that negligible distortion of the bubble takes place. In table IV, the author makes computations for bubbles from 0.50 to 2 mm diam. This is from 0.02 in. to 0.08 in. Certainly the bubbles generated in a flotation machine are far larger than this. The surfaces of the author's bubbles range from 0.79 to 12.6 sq mm. The area of contact of the glass rod (0.15 mm diam) is 0.017 sq mm. Thus, ratio of bubble surface to mineral area of contact ranges from 47 to 741 in round numbers. If we take a %-in. diam bubble and a 65-mesh (0.208 mm) particle of cubical shape, the ratio of bubble surface to mineral area of contact is 2931. Mineral particles do not readily become attached to air bubbles. Taggart has shown that in pneumatic flotation machines collector-coated particles are only temporarily attached to bubbles. They keep falling off and down in the froth but at a delayed rate as compared with gangue. Spedden and Hannan's motion pictures confirm the difficulty of attaching particles to air bubbles. LEAD ore smelting plants have been operating in general at reduced capacities and secondary lead has assumed relatively more importance during the last year. Present smelting practice results in a large amount of dross, often over 25 per -cent, from blast-furnace lead. This is usually treated at a fairly high temperature in a reverberatory furnace to remove part of the lead and produce a matte-speiss product which is shipped to a copper plant. Few smelters are satisfied with this 'treatment. The fume losses are high and the matte-speiss contains considerable lead. It would seem that a fruitful field for research was open here.

Kiessling of the paper on copper by Mr. Vogelstein that appeared in the same-issue, but lack of space made it necessary to hold the remainder for this number. Mr. Kiessling now asks to have the last " sentence of the part already published revised to the form given in the first sentence which follows, and also asks that the two parts, though necessarily published separately, be read together, as a mistaken impression may be derived from the first Dart unless it is read in connection with the statement of the Bureau of Mines policy respecting secondary metals which is here published. .

A REVIEW of process metallurgy of iron and steel during 1944 in many ways reflects the political and military developments of the year. Early in 1944 the tremendous wartime emergency expansion program was virtually completed and the industry directed its efforts to maintaining maximum production wherever needed. The vigorous production programs inaugurated to support the Normandy invasions did not persist as Allied armies approached Germany. General public apathy which developed with the prospect of an early ending of the European fighting was reflected in a general relaxation in armament programs. Toward the end of the year, as the prospect of a prolonged war became real, the entire program revived considerably and the need for steel became acute. Between January 1940 and October 1944 more than 12,400,000 tons had been added to the nation's steelmaking capacities, and over 12,700,000 tons added to the blast-furnace facilities. The total cost of this enormous program was more than two billion dollars. By July 1, 1944, total steelmaking capacity had exceeded 94,000,000 tons, with blast-furnace capacity rated at 68,400,000. Annual steel production, which was 88,900,000 tons in 1943, increased slightly during the past year and was estimated at 89,500,000. Production of pig iron also increased somewhat from 61,800,000 tons in 1943 to an estimated output of 62,500,000 in 1944. This review deals with a few of the numerous factors involved in maintaining the wartime iron and steel program at the level necessary to accomplish this enormous output.

Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

THE Wednesday morning session was devoted entirely to the consideration of the tentative code for coal mine ventilation. A. W. Hesse is chairman of this subcommittee. E. A. Holbrook presided at the session and assisted by A. W. Hesse and George S. Rice, gave the historical background of the movement for a ventilation code. They stressed the point that this was to be an engineer's code, and that it was hoped that it might serve as a valuable guide to operating companies in securing greater efficiency as well as safety in ventilation. The discussion was continued into the afternoon session, and by adjournment the entire' code had been covered.' Many sections were referred back to the Committee for further study and several new sections were suggested. The various opinions and new ideas brought out during the discussion proved very valuable and. contributed much to the progress being made in the preparation of this code.

What are future prospects for U.S. mining? In many quarters the assumption is made that this country has passed its zenith as a mineral producer -- that it is in a period of decline and that it is becoming a have-not nation like Japan and much of Western Europe. These industrial rivals of ours must depend almost entirely on others for their mineral supplies. In trying to answer this question one must of course distinguish between resources and productive capacity. In today's volatile and competitive markets, the definition of what are reserves and what are merely identified resources becomes ever more difficult. Many large deposits have been found that are unlikely to be viable in the marketplace under normal conditions but that can be of significance to the nation's military and industrial security in times of emergency. I should like to draw on personal experience from World War I1 for illustration. 4fter Pearl Harbor great concern developed over the availability of a long 1ist of strategic materials for which this country was largely dependent on imports. Included were a number of minerals of which domestic deposits had been identified. Among these were chromite, manganese ore, mercury, mica and tungsten.

THE progress in lead smelting practice in the United States during 1930 has been along previously defined lines. Since most of the material treated is high-grade concentrate relatively high in zinc, practically all the plants have been forced to adopt double sintering. This generally results in there being' no matte fall, and most of the copper in the charge is recovered in the furnace dross. The furnace dross is . smelted with. scrap iron and flux .in small reverberatories, giving a shipping matte or speiss high in copper and low in lead. Details of this reverberatory. furnace practice vary at the different plants. There is a decided tendency toward moreintensive filtration of blast- furnace and sinter fume. Bag capacity has been in- creased by using higher pressures and more frequent shaking.

The low -temperature tensile and creep behaviors of single crystals of copper were evaluated and analyzed in such a manner as to provide an estimate of the separate contributions of short-and long-range stress fields to strain-hardening. Furthermore, the average force-displacement diagram for thermally activated intep-section of two dislocations was estublished. This diagram plus a knowledge of the variation of dislocation spacing and the long-range back stresses with strain permits on accurate prediction of creep rates. The calculated activation energy for intersection under conditions of a constant strain rate increases linearly with the absolute tempevatus-e as required by theory. AN understanding of the detailed mechanisms for strain hardening constitutes one of the principal unsolved problems in dislocation theory. Two major models for strain hardening have been advanced in the past. The one that has received greatest attention assumes that strain hardening arises exclusively from long range interaction stresses between moving dislocations and piled-up arrays of blocked dislocations on the slip planes. This type of interaction was first announced by Taylor' who revealed that the back stress fields due to a simple uniform array of positive and negative dislocations entrapped in the deformed crystal would result in parabolic hardening. Shortly thereafter Andrade and Henderson" demonstrated that the strain hardening of fcc single crystals was not parabolic, as previously thought, and finally it was recognized that a typical stress-strain curve consisted of three successive stages of deformation, niz., the easy glide, Stage I, linear hardening, Stage 11, and the parabolic hardening, Stage 111, ranges. The objections to Taylor's somewhat na'ive model, which were presented so forcefully by cottrell; were largely removed by the more realistic details incorporated in Mott's analysis.5 But because Mott's theory for hardening via long range stress fields gave somewhat analogous results to that of Taylor's (inasmuch as it also predicted a parabolic rate of strain hardening whereas the observed rate of strain hardening in Stages I and I1 were linear), it was not widely accepted. Major consideration was therefore given to models, such as those which were advanced by Friedel and seegere that were formulated for the ad hoc purpose of yielding linear rates of strain hardening. The second major thought regarding strain hardening is based on the concept that it arises principally from short-range stress fields due to the interactions between intersecting dislocations. Cottrell and stokes7 showed, several years ago, that the constancy of the flow stress ratio at two temperatures regardless of the strain was inconsistent with the concept that strain hardening arose exclusively from long-range back stresses. The argument that strain hardening was primarily due to local interactions of intersecting dislocations was presented in considerable detail by asinski.' Extending Basinski's method of analysis of the intersection process, Mitra, Os-borne, and dorn recently demonstrated that indeed the strain hardening in aluminum single crystals arises principally from local effects coincident with intersection; however, these conclusions, too, must be modified, as will be shown later in this report. The present investigation, devoted principally to the low-temperature deformation of copper single crystals, was initiated in an attempt to ascertain whether or not the same conclusions arrived at for aluminum also apply to metals, such as copper, which have much wider stacking faults. It was soon observed that the strain hardening in copper could not be attributed exclusively to local effects between intersecting dislocations. Previously no analytical method for arriving at the possible simultaneous contributions of long-range stress fields and localized forces on intersecting dislocations was available; consequently, the separation of these two factors could not be readily accomplished. In the present report a method of estimating the separate contributions of each of these two factors to strain-hardening will be presented. The authors will show that both long-range stress fields of the type contemplated by Seeger and Friedel as well as short-range forces of the type considered by Basinski are responsible for strain hardening in fcc metals at low temperatures. This method of analysis also accounts for, in a satisfactory way, the effect of stress, temperature, and strain on the creep rate under constant stress. Furthermore, in the course of presenting their methods of analysis the authors will also reveal the rather complete agreement of their experimental data with the concepts of the theory for thermally activated intersection of dislocations. MANY members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American. mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. IT is now well known that the structure of aluminum-silicon alloys can be refined in a rather remarkable manner, with consequent improvement of physical properties, by certain treatments applied to the molten metal shortly before casting. The differences between the treated and the untreated alloys are so marked that special terms are used to distinguish them, the untreated alloys being referred to as "normal" and the treated alloys as "modified." The first practical method of accomplishing this result was that of A. Pacz,1 which consists in treating the molten metal with a, salt flux of which the, active ingredient is sodium fluoride. The result can also be brought about, and in a more economical manner, by the addition of small quantities of metallic sodium (or potassium) to the molten alloy shortly before casting.2 The action of the Pacz flux evidently consists essentially in the production of free sodium by the reaction of sodium fluoride with aluminum. The changing of a normal alloy to a modified alloy is referred to as "modification' and any process for accomplishing this result is a "modifying" process. Modified aluminum-silicon alloys were introduced several years ago, and it has been demonstrated both in the laboratory and in commercial practice that it is no simple matter to produce castings having the maximum or nearly the maximum properties which under favorable circumstances can be obtained. The alloys are rather sensitive to small changes in chemical composition, and the modifying process must be carried out in a very particular manner to obtain the best results. Extensive experimental work has been carried out in the laboratories of the Aluminum Company of America with the object of determining the conditions that must be observed to make these alloys of the greatest possible

The opening session of the A. I. M. E. was held at the King Edward Hotel, Toronto, on Tuesday, July 25th. Dr. W. G. Miller, on behalf of the Local Committee, opened the proceedings. [ ] President John Hays Hammond, who occupied the chair, introduced Alderman Graham, Chairman of the Reception Committee, and representative of the city, in the absence of His Worship the Mayor. A brief address of welcome was delivered by the Alderman and responded to by President Hammond. The President then requested Dr. James Douglas to present to the honoured Secretary of the Institute, Dr. Rossiter W. Raymond, an oil portrait.

COLORADO SCHOOL OF MINES On February 21, 1918, the students of the Colorado School of Mines who are members or have applied for membership in the Institute re-organized the "Scientific Society of The Colorado School of Mines,? which has for its .purpose the study and discussion of mining problems. Its meetings will be held on the first and third Wednesdays of each month, in Guggenheim Hall. Following are the officers R. W. GIBSON, President, W. A. CONLEY, Vice-president, F. L.
