Whildin, Mining Superintendent, Lehigh Coal & Navigation Co., Lansford, Pa., presented a. paper on Steep Pitch Mining of Thick Coal Seams, illustrated by numerous drawings. This paper will be printed in the November number of the Bulletin. A lively discussion followed the reading of the paper.

THERE was an, extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom " times, to sell stock; and that thorough investigations were not made. In 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface-and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made by Arthur L. Pearse, a member of this Institute, in 1899. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. In numerous books and articles on the Urals and Siberia, however, localities are described in which somewhat similar conditions prevail. Recent papers by

The oil man, like the miner, is an American business man in which this special characteristic is even more pronounced. It may be because he has been an explorer and is more nearly like those pioneering Americans who explored, developed, and built these United States.

Quebec Cartier Mining Co. operates a low-grade iron ore deposit at Lac Jeannine, Que., which is located at the extreme southwestern end of the Quebec-Labrador Trough (Fig. 1). The facilities there include one of the world's largest concentrators, a hydroelectric plant of 60,000 hp, and the modern town of Gagnon. A 191-mile railway connects the mine to the seaport situated at Port Cartier on the St. Lawrence River. The harbor in Port Cartier can accommodate both lake and large ocean- going vessels and is also the site of a major grain terminal. The concentrator in Lac Jeannine is designed to produce some 8 million tpy (tons per year) of specular hematite concentrate, containing 66% Fe, from approximately 20 million tons of crude ore. An annual stripping program of 5 to 8 million cu yd of waste rock uncovers the required ore. Approximately 100,000 tons of ore and waste are removed daily on a year-round, 24-hr-per-day basis. The open pit covers an area with maximum dimensions of 8,000 x 2,600 ft (Fig. 2). Present mining plans call for an ultimate depth of approximately 1,000 ft below original ground level. The rocks in the pit area are typical of this portion of the Grenville geological province. They consist largely of marble, quartz rock, pegmatite, iron formation, and stratigraphically older gneisses. The iron-ore formation consists of medium to coarse-grained specular hematite in a quartz host rock. The formation occurs locally in a plunging, anticlinal form. The topography in the vicinity of the mine is rolling, with maximum variations in elevation of about 400 ft. The hills are thickly wooded with birch, black spruce, and some tamarack. Lakes and muskeg areas are plentiful. Precipitation and temperature records have been kept since 1959. The annual rainfall has ranged between a low of 23 in. and a high of 42 in.

The effects of variations of carbon content on the constitution and properties of sintered WC-Co alloys were studied. The grain growth of tungsten carbide during sintering was measured and it was shown that it takes place mainly by solution and reprecipitation of the carbide in and from the binder at the sintering temperature. It was found that the decomposition of W3C03C by carburization during sintering is responsible for the formation of very large grains. THE properties of sintered WC-Co alloys are critically dependent upon their final composition and structure. Slight changes of cobalt and carbon contents and small variations of grain size result in marked changes of mechanical properties and performance of products. Previous investigators have studied the microstructure as a function of composition' and have dealt with the influence of cobalt upon properties.' The present work is concerned with the effect of carbon content upon constitution, microstructure, and grain growth during sintering, as well as upon the physical properties of sintered compacts. Phase Boundaries at the Sintering Temperature The WC-Co section through the ternary diagram W-Co-C has been studied by Wyman and Kelley,' Takeda,V andford and Trent," and Rautala and Norton." Two phases, namely WC and a cobalt-rich solid solution (P), appear in the sintered structure if the carbon composition corresponds very nearly to the theoretical carbon content of WC (6.12 pct C). But small deviations from the ideal carbon content will bring about the occurrence of either graphite or the double carbide W,Co3C (7) . The 7 phase was long believed to be metastable, this conclusion being based mainly on the work of Takeda. More recent studies have shown that it is a stable phase of the ternary system,"5 but the actual phase boundaries have not been established and there has been some discussion as to whether or not the 7 phase occurs at some stage of sintering in the fully carburized alloys." In view of this uncertainty it was thought advisable to undertake an investigation of the phases present during the sintering of WC-Co alloys. Commercially available tungsten, cobalt, and carbon powders were used in the present study. A typical analysis of impurities in a sintered compact is reported in Table I. The desired carbon compositions were attained by varying the amount of carbon added to the tungsten during carburization and controlling the composition during sintering by packing the compacts into beds of mixed alundum-carbon powders of suitably selected ratios. The alloys were sintered in a hydrogen tube furnace at 1400°C, then brought to equilibrium at the temperature under investigation and quenched in water. The high temperature phases were identified by metallographic and X-ray diffraction techniques. The samples were etched with a 10 pct solution of alkaline potassium ferricyanide. The phase boundaries, established by metallo-graphic examination, are shown in Fig. 1, which is a vertical section through the ternary diagram at 16 pct Co. The temperatures of the invariant planes, at 1298" and 1357°C were established by Rautala and Norton. The vertical section shows that the three-phase field, WC + 7 + L, extends into the two-phase field, WC + L, but does not include the stoichiometric composition of WC. CONSIDERABLE experimental data has been published in recent years on a few directionally solidified aluminum base eutectic alloys. The mechanical properties of A1-Al3Ni eutectic have been studied by Lemkey, Hertzberg, and Ford1',2 and Salkind et a1.3 where the alloy has been demonstrated to behave as a whisker reinforced composite with superior properties over many aluminum alloys. IMD__________________ possesses excellent microstructural stability to 508°C. The effect of lamellar structure in A1-CuA12 eutectic was compared3 to the rod-like structure in the A1-Al3Ni eutectic, and was found to be better in low cycle fatigue. This was rationalized3 by postulating that a lamellar reinforcement was more efficient at blocking lateral plastic flow than a rod-like rein-forcement. The purpose of this study is to explore eutectic strengthening in other aluminum base alloys. The Al-Pd system5 forms a eutectic with aluminum and the intermetallic compound A13Pd at 25 wt pct Pd, and has a melting point of 615°C. A13Pd has an orthorhom-bic structure and transforms to hexagonal Pd2A13 at 785°C. Growth characteristics, compression yield strength, creep rupture, and microstructural stability of directionally solidified and as-cast alloys are investigated. Eutectic ingots having a nominal composition of 25 wt pct Pd were prepared by first compacting 1/2 in. diam by a in. high pellets from 99.99+ pct A1 and 99.99 pct Pd powders. The pellets were then levitation cast into 1/4 in. diam by 2 in. long copper molds. SINCE the sixties, Utah has been one of the leading metal mining states of the Union. During the last fifteen years its mines have supported the largest smelting center in the world. Its rank as a metal producing state is reflected by its 1924 production which had a value in excess of $65,000,000 making it the leading silver producing state, third in both copper and lead and sixth in gold production. During the past year, metallurgical developments for the recovery of zinc contained in lead ores has made rapid progress so that the future zinc output will be of substantial importance. The largest silver mines of the nation and the world's largest open cut copper mine are within its borders. Settlement of Utah started in 1847, with the advent of the "Mormons," and originally the area of the state was much greater than now. The first metal mining

THE hall of the Western Iron and Nail Associations having kindly been placed at the service of the Institute, the opening session was held at 3 o'clock, Tuesday afternoon, May 13th, with an attendance of about one hundred and twenty-five members. Mr. William Metcalf, of Pittsburgh, read an address of welcome on behalf of the Local Committee of Arrangements, to which President E. B. Coxe responded. The following papers were then read and discussed : Regenerative Stoves; a Sketch of their History and Notes on their Use, by John M. Hartman, of Philadelphia. Some Curious Phenomena Observed on Making a Test of a Piece of Bessemer Steel, by William Kent, of Pittsburgh. On the Use of Determining Slag Densities in Smelting, by Thomas Macfarlane, of Wyandotte, Michigan. After the reading of these papers each member was presented by the Local Committee with a schedule of excursions, a specially prepared map of Pittsburgh and surroundings, and a directory of industrial works, all tastefully bound, and also with a metal badge bearing the seal of the Institute, to be worn on the excursions. THE Huitzuco mercury deposits have been described by C. W. Vaupell,1 therefore the general information such as location, history, production, etc. will not be repeated here. The present owners acquired the property when the deep levels of the Cruz mine were flooded, and it was believed that a relatively large tonnage of low-grade ore and fills would be encountered in the flooded section, because f the early mining methods used in the Cruz mine. The mine was partly unwatered and about 187,000 tons of fills was pit-sampled in the San Cayetano stope. These fills average 2.4 kg. Hg per. ton. During the period of maximum production at Huitzuco, the ores were sorted in the mine and cobbed into 3-in. pieces, which were treated in Scott furnaces. Large pieces of raw ore are found in the sinter, and it is indicated that both recovery and, costs were not very satisfactory. Recent practice has been to treat the ores in closed retorts made of 10-in. pipes. Because f the presence of combined antimony in the mineral livingstonite (HgS.2Sb2S3) and considerable native sulphur, little or no metallic mercury is recovered in the condensers and a second retorting of the condenser muds is-necessary. This makes the treatment of the ores expensive and tends to low recoveries of mercury. The prin-cipal costs of retorting are, in their relative order: (1) fuel, (2) low recov-ery of mercury, (3) replacement of retort pipes, (4) labor.

The structure of steel, when rendered coarse by over-heating, is made fine by re-heating to a certain temperature, the determination of which has received much attention from eminent metallurgical authorities. Among these, I may particularly mention Prof. D. Tschernoff' [Chernoff], who, about thirty years ago, studied this question in connection with his investigations on the structure of steel in genera1. † Some years later, Mr. J. A. Brinell took up the inquiry, and arrived at many important conclusions, stated in his well-known rules on the treatment of steel. ‡ These two gentlemen, however, based their reasoning chiefly upon the aspect of fractures—a method which, though it affords valuable information, does not readily reveal the different steps by which a change in structure takes place. For further light on the subject, we owe much to more recent microscopic investigations, which have made us better acquainted with the internal structure of metals. Such an investigation, closely connected with the present subject, and made by Mr. John E. Stead a few years ago, was first published in 1898.6

The behavior of particulate non-metallic materials in moving contact with smooth surfaces is of interest and concern to manufacturers and users of abrasives, of fillers, and of pigments alike. The theoretical aspects of the subject have been treated to considerable extent in the literature, and correlatic,ns are available that attempt to relate various methods of hardness determination." 2 The particle size and friability are characteristics of the abrasive that are not related to the smooth surface. The hardness, on the other hand, may be visualized as relative to that of the smooth surface. In a study of abrasive action, the role that hardness, per se, plays is a complicated one. For it is necessary to compare the "hardness" of the abrasive, usually a non-metallic, with that of the smooth surface, generally a metal. Hardness of non-metallics is defined as resistance to scratch and is almost universally described with respect to the Mohs scale.3 Minerals have been rated by Mohs numerically from the softest (talc = 1) to the hardest (diamond = 10). By definition, a mineral has a designated hardness when it is scratched by the standard that is numerically just above it on the scale; and conversely, when it scratches the standard that is just below it. Hardness of metals. however.. implies resistance to indentation, a property that has been measured by a number of methods. In fact, the indentation hardnesses of the standard minerals on the hlohs scale have been determined by the Rockwell tester. Reproduced below are two versions of this correlation. 'A conversion chart, prepared by Wilson Mechanical Instruments Division of American Chain and Cable Co., merely gives the conversion from Rockwell to Knoop hardness. The relation between Knoop indentation hardness and Mohs scale has been reported by G. S. Smith — A New Scale of Hardness, The Engineer, Aug. 26. 1949. G. F. Kinney in Engineerin Properties and Aplications of Plastics reports the Rockwell hardness of the minerals directly in the Mohs scale. The question immediately arises as to whether this relation is valid when applied in reverse; namely,

STRIP coal mining in the United States has-become noted for its massive equipment, especially its power shovels. Notable among the latest examples of this trend is the Bobolink mine of the Binkley Mining Co., at Seeleyville, Ind.,. eight miles from Terre Haute. This is only one of the Binkley company's operating properties; in all, the company owns or controls 26 mines, in fourteen seams. COMMENCEMENT exercises this year have a peculiar significance because the graduating students are entering upon their life's work at the most critical time in the history of the United States. We are engaged in a great struggle the outcome of which is none too clear even to the best informed students of international affairs. We are starting late in a vicious world conflict where it is generally recognized that our adversaries have distinct superiority over us in armament on the land, on the sea, and in the air. We have the gigantic task of building up our armed forces and armament and at the same time supplying our allies with equipment which they must have. We can do this job if we are given sufficient time, but there is a possibility that the war will be over before we are ready. Few realize the seriousness of this situation. If this fight is to be won-and we dare not try to visualize the future of this country if it is lost-all dissension and bickering between Congress, capital, labor, and agriculture must cease. When and where voluntary co-operation proves inadequate for the successful conduct of the war effort, laws must be enacted or strengthened to achieve our purpose.
