A variation of the longwall retreat system using friction props developed in coal mining is used extract a sedimentary manganese deposit at the San Francisco mine, Autlan, Jalisco, Mex. The Compania Minera Autlan, operating the mine, is partially owned by Bethlehem Steel Co. Roof control problems under a number of mining and strata conditions that defied uniform theoretical approaches led to a variety of experimental approaches that subsequently resulted in practical mining systems. Geologically, the area is one of considerable volcanic activity. The rocks are nearly flat-lying to moderately dipping conglomerate, tuff beds, inter-bedded porphyritic sills and felsitic lava flows. The formations overlying the manganese horizon are badly fractured and vary in thickness from 50 ft at the collar to 1400 ft in the deeper parts of the mine.

Corneille S. Ek (Assistant Professor in Ore Dressing, University of Liege, Liege, Belgium) — This is a very valuable paper, in that it shows how it is possible to take care of a multitude of laboratory routine tests, and derive from them successful modifications of flowsheets or of operating methods. The author and the Company appear to be test-minded and this is best seen through the case histories described. There are however some corrections to be made, and questions arise when one studies the paper. If all the equations are to be homogenous, one obviously has to write Eq. 4 On the other hand, it is difficult to accept the definition put on Eq. 7, for that equation, which represents the factor of transformation from tpd of solids to cu ft per min of pulp in Eq. 6, has nothing to do with conditioning. It is evidently assumed here that conditioning means, as Gaudin calls it,' modulation of collection. One would prefer, for Eq. 7, the appel-ation "pulp conversion factor". A PERUSAL of the most recent literature on the subject of hydrocarbons reveals that one point seems, to have been neglected by the various theories; that is, the influence of the bed-rock on the accumulation and distribution of oil and gas. This can be seen from the following statement of the principles of the most accepted theories. ANTICLINAL THEORY The anticlinal theory claims that the accumulation of the hydro-carbons in deposits of commercial importance was brought about by the gravity of the hydrocarbons, the oil and gas being forced to the top of the porous stratum by the difference of the specific gravity of the hydro-carbons and the water. The principal factors toward the accumulation were the general stratigraphic condition of the rocks, their texture and porosity, and their water content. This theory advocated the preexistence of structural deformation as the basis of the motion of gravity, thus implying the principle that the forces that have caused the deformation have had no influence on the movement of the hydrocarbons. STRUCTURAL THEORY According to the structural theory, the accumulation is due, chiefly, to the structure of the subsurface rocks and differs from the anticlinal theory, mainly, in not considering that the motion of the liquids have been caused by the force of gravity.

One hundred and twenty miles of hard travel over steep ridges almost due east from Fayetteville, on the St. Louis and San Francisco Railroad, about 100 miles from Eureka Hot Springs, or 75 miles northwest from Batesville, will bring the traveller to the waters of the Buffalo Fork of the White river, in a wild, thinlysettled, heavily-timbered country, now being prospected quite actively for zinc, and known as the Buffalo or Rush Creek district. Excepting here and there a piece of bottom land, patented before the discovery of zinc, the land is unoccupied Government land, and subject to entry under the United States mineral laws. Claims are now being taken, 600 by 1500 feet, but a movement made this summer, if successful, will largely modify the position of claim-holders. A few claims are now being filed under the Placer Act on the ground that as the zinc occurs as a horizontal, sedimentary deposit, etc., it can only be properly so classified. Wildcat drilling operations in Utah in 1937 added nothing of importance to the commercial oil and gas possibilities of the state, and such operations consisted largely of efforts to reach objectives in wells started in former years. The Standard Oil Company of California, jointly with the Continental Oil Co., completed a wildcat well in sec. 22, 23 S., 11 E., on the San Rafael swell in Emery County, which was abandoned in metamorphic rocks at 4900 ft.; it tested the Pennsylvanian and Mississippian sections and probably ended in Devonian or older rocks. The Utah Southern Oil Company's test of the Cisco structure in sec. 33, 22 S., 22 E., was abandoned at 6715 ft.; it may have been through the Pennsylvanian section at this depth. The Mountain Fuel Supply Co. continued the development of its Clay Basin gas field, and with the completion of two wells in 1937 added 35,571,000 cu. ft. initial daily gas capacity to its reserves. This company constructed 21 miles of 10-in. gas pipe line from the Clay Basin field to its South Baxter Basin terminal in Wyoming, and during the closing months of 1937 delivered 2,225,000,000 cu. ft. of gas through the Salt Lake trunk line.

This paper discusses the primary computer programs used by the Mine Safety and Health Administration's Bruceton Safety Technology Center to evaluate coal refuse disposal plans. These programs are currently being used by private consultants, government, and the coal industry for today's coal refuse disposal problems. This paper outlines five programs, their special features, and their importance in the design and construction of coal refuse disposal facilities. The purpose of the paper is to present the general steps necessary in the computer-modeling of each program. The programs that are discussed include BISHOP, STABL, RWE, DAMS2, and HEC-2, which cover the subject areas of slope stability, hydrographs, flood routing, and water surface profiles.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution: "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Mining and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the expressed policy of the Institute to refrain from official participation or action, in political and semi-political matters." AND WHEREAS, appeals for additional advice have been received: NOW, THEREFORE, IT IS RE¬SOLVED: (1) That the policy of the Institute is to refrain from official participation or action in controversial non-technical economic subjects; further (2) That if any Local Section is in doubt as to the application of this policy to any particular subject, it should communicate with the Secretary of the Institute for advice.

Accident cost data bases for all mining sectors covering the period 1975 through 1980 have been created on the PDP-11/70 and VAX-11/780 computers at the Bureau of Mines Pittsburgh Research Center. The total expected costs of the following tangible elements are computed: (a) loss in personal income; (b) compensation of wages from State, Federal, and union funds for disabling injuries; (c) benefits for injuries resulting in death or permanent disability; (d) medical treatment and hospital care; (e) investigation of a fatal accident; and (f) production loss due to accidents involving fatalities or amputation injuries. Each cost record computed contains a reference to the original record in the Health and Safety Analysis Center (HSAC) accident files to permit concurrent analysis. The intended applications include examinations of annual trends in mine accident statistics on the basis of economic loss. This provides an additional perspective on mine accidents. Various examples of the use of these data bases are presented.

The flow of gases, particularly radon and methane, into the mine atmosphere is a problem traditionally controlled by ventilation-dilution techniques. More recently, a preventative approach has been to seal underground surfaces with a polymeric coating to act as a barrier against the influx of dangerous gases. H However, a study by the Israel Government Research Station indicates that unless the rock surface is perfectly sealed, much of the labor to reduce interstitial gas flow is lost to the effects of barometric "breathing" from the rock pores. Previous research has reported the increased frequency of coal mine explosions during periods of barometric pressure minima,1 and the phenomena has been explained through correlation of the observed increase in mine gas concentrations during periods of low barometric pressure with the connective flow of interstitial gases from rock pores into the arsine atmosphere when pressure was actually falling.234 While changes ill barometric pressure arc rapidly transmitted to the mine atmosphere, response in the rock interstices is sluggish, momentarily creating a pressure differential between the mine atmosphere and the interstitial gases. Responding to the pressure gradient, this interstitial gas flows until pressures are equalized.

Accurately predicting the minor element content of an anode product is an important part of an evaluation of copper smelting processes. A general review of the minor element behavior in copper smelting is presented with the techniques to predict anode quality as a function of important process variables. Among variables considered are concentrate composition; recycle of dust, sludges and other intermediate byproducts from smelters and refineries; and other important smelting variables, including matte grade and the slag cleaning process. To evaluate the complex nature of minor element behavior relative to these variables, special techniques have been developed and are described.

The following petition for amendment of the constitutional provisions relating to qualifications for membership in the Institute, signed by 75 members, of whom 27 are members of the Committee on Increase of Membership, was received by the Board of Directors, was printed on the program of the New York Meeting sent to all members early in January, and is now being voted upon by the membership: In accordance with the terms f Article X, we hereby propose the following amendment to the Constitution, Article II, Section 2: Members shall comprise all those persons who on the third Monday of February, 1918, were members of the Institute, and in addition thereto, all those thereafter, elected or transferred into the, class of Members. A person to he eligible for election or transfer into the class of Members must he at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. Graduation from the scientific course of a college, approved by the Committee on Membership, shall be considered equivalent to two years' employment, as required in the previous sentence.

At the Bingham Canyon pit operated by Kennecott's Utah Copper Division, the demand for geology has recently grown and diversified so rapidly that it has necessitated a revolution in geologic mapping techniques. The most significant changes in method have been in the preparation of the base map and in the computer application of collected data. Formerly maps were prepared by surveying with a transit or plane table. Now, however, a photogrammetric map with a scale of l in. to 200 ft is prepared semiannually and updated continuously to keep pace with the removal of more than 350,000 tons of material a day. Larger-scale bases of areas with specific problems such as un- stable slopes are prepared with aerial and terrestrial photography and photo-mosaics. Note sheets designed for computer application speed the processing of data. The multiplying applications of geology at the Bingham mine now include studies of the effect of structure, rock type, and alteration on slope stability, the relationship of sulfide mineral distribution to concentrating results, the effect of rock and mineral types on waste dump leaching, and the requirements of a reliable internal source of silica flux for smelting, as well as many others.

There was a time in the early history of man's use of metals when ore could be directly reduced to usable form by the use of fire. In those days the term "milling," or its many synonyms signifying the concentration of an ore's metallic con- tents before smelting, was little known. Centuries later, even before Agricola, or even before the Greek and Roman civilizations, simple means were found to concentrate metallic minerals that possessed special characteristics such as high specific gravity, hardness, magnetic response, or simple appearance. In this way, the art of milling became valuable to civilization because it eliminated most of the cost and labor of transporting and melting the worthless nonmetallic part of an ore. As civilization became more dependent upon metals and solid fuels, the art of ore dressing (one of our synonyms) increased in importance and complexity, until today it has become a gigantic industry firmly based upon a mature but rapidly advancing technology. Technically trained people are needed in growing numbers to serve this industry.

A Definition: An ore feeder is a mechanical device that, by virtue of its motion, causes ore to be supplied or carried forward at a desired metered rate to other milling equipment. From the viewpoint of economics there can be little question, even for small tonnage operations, as to the advisability of using mechanical feeders in the place of manual labor. Only a few short years ago, it was common practice to employ crusher men for the feeding of crushers, thus eliminating the capital expenditures required for mechanical feeding equipment. Having been a crusher man in several instances, the author does not favor such practice. The high cost of labor today eliminates the crusher man, and feeders become an economical capital expenditure when considered against the importance of obtaining maximum production efficiency from all the machines in a process flowsheet.

Resource based companies have been inundated with changes in government tax legislation during the past few years. To cope, capital investment planning analysts have turned almost completely to computer simulation modeling to react quickly enough to determine the effect on their companies' major investment projects and on the projected financial picture of the companies. This paper will examine various royalty and tax structures as applied to coal, oil and gas, and minerals in the U.S. and Canada with particular emphasis on recent changes in the Canadian tax scene and their implications to capital project economic evaluation in other parts of the world.

INTRODUCTION TO STATISTICS It is necessary now to digress from the direct study of appraisal techniques to consider an important tool for the mineral appraiser. Whenever a great deal of data have been accumulated, such as might be gained through the sampling process discussed in the preceding chapter, the application of statistical methods should be considered. Statistical methods are used for descriptive purposes and for the organization and summarization of quantitative or numerical data. Descriptive statistics covers the tabulation of data, its presentation in graphical or pictorial form, and the calculation of its several descriptive measures. It is not the intent of the brief summary of statistics that will be outlined hereafter to cover the total breadth and scope of mathematical statistics. It is the intent of this and the following chapters to review a few of the statistical concepts that have the most direct bearing upon the problems involved in mineral evaluation. Should the reader desire to go more fully into statistical theory and mathematics, numerous texts and publications are available.

The paper relates to the laboratory and pilot plant studies that have been carried out by Sherritt Gordon Mines Ltd., Metallurgical Research Div., in developing the ammonia pressure leach process for extracting Cu, Ni, Co, and S from high grade Ni concentrate produced from Lynn Lake ores and describes in some detail the chemistry of the process. In the leaching stage air, ammonia, and sulphide minerals react in a sequence of inter-related steps to produce soluble amines of Ni, Cu, and Co in a solution containing sulphate, thiosulphate, polythionate, and sulphamate ions and a controlled amount of free ammonia, the iron and other components of the concentrate remaining as an insoluble residue which is separated from the leach solution by filtration. The pregnant solution produced in leaching is further treated by boiling to precipitate and remove Cu as cuprous sulphide, leaving a copper-free solution with a composition suitable fir subsequent precipitation of Ni and Cu by H,. The progress of individual reactions in leaching and copper removal is discussed. The effect of variables such as temperature, pressure, ammonia concentration, particle size, and agitation is outlined and the technique of thionate control in leach solutions is described. Data is given for the physical and chemical reactions involved in precipitating copper from leach solutions as Cu sulphide by boiling.

Epitomized, there have been no innovations recently in crushing, but in grinding the trend has been towards larger units under more automatic control with an increased use of autogenous grinding. Crushing Portability of primary crushers to "follow the face" reduces material handling costs. The top size of crusher feed still establishes the size of the crusher; the feed opening should be 1 1/2 times the size of the largest feed. The maximum size of crusher product is 1 ½ times the open scale setting of a jaw or gyratory crusher. Practice dictates use of scalping screens ahead of any type of crusher when the feed contains 25% or more of product size. If required capacity is under 600-700 tph economics favor a double toggle crusher or an impactor. For larger capacities the gyratory crusher is favored.
