THE character of the Wisconsin orebodies must be clearly understood to appreciate the difficulties encountered in sampling and estimating them. Unlike the western vein deposits, they do not lie between regular walls, but form large, often highly irregular bodies, on a single floor in the so-called Galena limestone. The bottom of the ore is nearly always on the clay bed, a flat generally well-defined clay seam a few inches thick, which marks the junction of the base of the Galena lime and the top of the next formation, the Trenton lime. Above the clay bed, the orebodies make the unique pitch and flat formation described by Chamberlin.1 Theoretically, we should find two pitches, one on either side of the top crevice, diverging as they go down, with the final flats a considerable distance apart on the clay bed. The area between, known locally as core ground, should thus constitute a single defined orebody, with the richer portions near the pitches and the leaner portion in the center of the core. Practically, we find few examples of this perfect orebody. Almost invariably one pitch is better defined than the other, and often the opposite pitch is marked only by a faint line of fracture showing stronger mineralization than the wall rock, or it may be totally lacking. But with an orebody of any size or richness, at least one strong pitch usually tends to follow an east-west trend, or a quartering course. Late mining developments in the rich New Diggings field indicate that these pitches often assume a horseshoe or crescent shape, the richer ore being in the heart of the crescent and the pitches showing less mineralization as they extend outwards. In the northern end of the field, on the contrary, the pitches maintain generally a consistent direction, and have been mined for thousands of feet from the shaft. The length of the orebody may be several thousand feet, the height varying from 10 to 60 ft. and the width from 60 to 250 ft. In fact, on the core side, there is no definite end to the ore. The mineralization simply gets thinner and thinner, and the limit of working depends on the cost sheet and the profit from the recovery.

DEPENDENCY on foreign sources for many mineral raw materials is a characteristic of our economy which is becoming painfully evident. Although investment in foreign mining projects has increased, it has not kept up with the growing demand for foreign minerals. The sphere of American investment capital in mining ventures abroad has been severely limited by the rise of nationalism in many underdeveloped countries. Consequently, we can look back over half a century in which mining investment, exclusive of petroleum, has increased by 50 pct whereas other American investments abroad have multiplied by better than 300 pct. Investment in foreign mining or petroleum encounters different problems than capital investment for other industries. It is rarely invested in industrialized nations. Most of it goes to countries with expanding frontiers, like Canada, or to underdeveloped nations like Liberia. It must be used for building communities, recruiting and training labor, and establishing lines of communication and transportation. These complications are an accepted part of the mining game. However, the most complex problem is in those countries which consider mineral exploitation a usurpation of the people's natural heritage. This is a characteristic of the young government existing by a tenuous balance of power in an underdeveloped nation. American mining capital understandably has shunned these nations as being poor investment risks. However, they possess minerals which are needed by industry. Our government has attempted to stimulate mineral supplies beyond those provided from abroad by private capital. ECA, now under DMPA, makes loans to foreign mining companies. Since the ECA program cannot be expected to continue indefinitely, Point IV seems to be the logical next step to encourage foreign countries to fill our shortages. However, only 1 pct of the $35 million budget provided in the first year for Point IV was alloted for mining programs. Considering the need for minerals and the difficulties of procuring them by private investment, a larger share is needed and justifiable. Those who have been engaged in foreign mining can vouch for the fact that it takes many decades to teach the complex technology and economics of mining to the natives of under-developed countries. For this reason Point IV must be considered a long range program. Mineral requirements for the present must be met by more direct measures. Encouragement of private investment in foreign mining by such incentives as tax relief on profits from foreign sources, international bank-borrowing facilities for private capital, and diplomatic assistance in encouraging foreign countries to cooperate are imperative for our future mineral security.

THIS paper considers certain aspects of the acid Bessemer process, particularly in its relations to the duplex process-that combination in which the pig iron is first desiliconized and decarburized in acid Bessemer converters and then dephosphorized in basic open-hearth furnaces. The acid Bessemer process employs an acid-lined converter and produces an acid slag. The blow is usually thought to eliminate the silicon and manganese as oxides and then to burn off the carbon as carbon monoxide. On account, however, of the relatively large amount of metallic iron present in the converter, compared with the relatively small amount of the impurities it is desired to oxidize, the first reaction in the converter probably is the formation of iron oxide, which dissolves in the bath and acts as an oxygen carrier for the silicon and carbon. As soon as iron oxide is dissolved throughout the bath, the oxidation of silicon commences; but in the early stages of the blow the mass law would indicate that iron oxide must form first, and this oxide probably increases up to some saturation point. The molten metal in the converter from the early stages of the blow right through to its completion remains basic, while the slag produced is siliceous. This fact is shown by the corrosion of the acid bottom and the tuyeres, which is greatest at the tuyere orifice where oxidation is most active and where there is the most iron oxide. Why does this acid bottom corrode? Because it is attacked by a base. The thought, therefore, suggests itself, why not make the bottoms of basic or neutral material?1 As the converter slag is acid, those parts of the converter coming in contact with the slag should be acid; but those parts of the converter that are in contact with the molten metal saturated with metallic oxides should be basic or neutral. Bessemer operators have for some time tacitly admitted this condition, for the blast pressures have steadily increased with the object of keeping the metal in suspension, and so preventing bottom corrosion; if the molten metal were not basic, it would not attack an acid bottom. In addition, the tuyeres are bunched together at the middle of the bottom and a clear space is left around the outside of the bottom; if tuyeres are placed too near the side walls the

In Alberta, an oil well with an estimated capacity of 60 to 100 bbl. was "brought in" at Wainwright, the oil being derived from the Colorado group of rocks. In the Norman fields, Mackenzie River area, two new holes completed showed no oil in commercial quantities whereas the "Discovery" well has now an increased flow amounting to about 100 bbl. In Kent Co., Ontario, a well from low down in the Trenton formation gave an initial flow estimated at 200 bbl. This opens up new possibilities for the Ontario fields as this is the first oil from this depth in the Trenton. ACTIVE drilling operations for oil were carried on during the summer of 1923 in various parts of western Canada, particularly in Alberta. During the early part of the summer, interest centered in southern Alberta, in the Coutts area, just north of the producing Kevin-Sunburst field of Montana; but on Nov. 14 a strike of oil by British Petroleums Ltd. at its well near Wainwright, 120 mi. east of Edmonton, diverted public attention to a new field. According to present estimates, this well has a possible production of from 60 to 100 bbl. a day; the oil is 15° Bé. with an asphaltic base and is obtained from a sand at the depth of 2019-2036 ft. The oil stands at 1700 ft. in the casing and there is sufficient gas pressure to cause it to flow when the well is opened. The oil horizon is in a sandstone in rocks of Colorado age. It is known that there is a terrace structure of which the western edge extends in a northwesterly direction from the vicinity of Hardisty to Viking, where it probably swings more to the north. At Viking a small dome-like structure on this terrace gives rise to an important gas field. Wainwright lies directly northeast of Hardisty. The exact structure in the Wainwright field is unknown. At Fabyan, 6 mi. northwest of Wainwright, the Imperial Oil Co.1 last year brought in a large gas well estimated at 14,000,000 cu. ft.; the escaping gas sprayed a small amount of heavy black oil over the derrick. Literally hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be dues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations: grinding capacity usually is the greater consideration. Grinding Capacity Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. SINCE the exposition of the behavior of certain iron alloys by Sykes1 involving the existence of an austenite loop and the discovery of such a loop in the chrome iron system by Bain,2 there has been much conjecture both on his part and on the part of metallurgists in general as to the exact shape and location of this loop. In previous work commercial steel has been used and the microscope has been employed to locate the critical points so that the position of the loop has been quite approximate. Numerous attempts have been made to measure the critical points of the carbon-free alloys but all of these for one reason or another have failed. A satisfactory method for studying these phenomena is presented here. MATERIAL The first difficulty in this study was to obtain pure chromium-iron alloys. This has been overcome by melting in a vacuum electrolytic Eton and chromium analyzing 99.84 Cr, Fe and C. A pure magnesite crucible was used and the melt allowed to solidify in the crucible. A typical analysis is chromium, 10.10 per cent., carbon, 0.006 per cent., silicon and manganese nil. To overcome the problem presented by segregation, ingots were made into wire 0.04 in, in diameter. This was accomplished by hand-forging the ingots into rods, using an oxyhydrogen flame for heating, in order to avoid carbon. Subsequently the rods were swaged to wire, the heating being carried out in hydrogen. Thus local segregation was eliminated although differences in analysis between portions 50 ft. apart were noted. An electric-resistance method was first tried to determine the critical points, but due to the physical defects in the wire this failed. Bain had previously shown the presence or absence of critical points in a qualitative way by observing the sag in a catenary. The author has devised the following method which gives an accurate determination of the critical points from expansion-temperature curves of suspended wire, a special telescopic dilatometer being used for the purpose.

The Institute is at present in sound condition professionally and financially. During the past year 546 new members were elected, the total membership now numbering 5,221. The Treasurer's Report shows that the expenses of the Institute are met by its income. Your Directors have thought it wise to issue a referendum to the members asking for a vote upon the suggestion that the annual dues be raised from $10 to $12. This moderate increase is proposed not because the Institute needs it at present but to insure a continuation and increase in its activities and usefulness, and to provide a reserve fund for future emergencies. In well-conducted organizations, such as clubs, it is a wise and safe course to so adjust the clues of members that the total receipts from this source will about equal the annual expenditures, the initiation fees being used for reserve purposes. Our dues alone do not at present meet the expenses. This, I think, is the whole situation, so far as this question is concerned. Expenses might be reduced in some measure, but they cannot be materially reduced without affecting the integrity and usefulness of your Institute. Nothing of consequence in our internal affairs has occurred during the past year except, perhaps, the establishment of the Arizona Section and the prospect now assured of a Nevada Section. During recent months there has been a marked change in the relations of the Institute to its fellow societies and to the Government of the United States. That change is one of cooperation. The Secretary of the Navy has appointed two of your members to the Naval Consulting Board to cooperate with members of 10 other scientific organizations. This Board is now organized, and through its work your Institute is brought in close touch with the activities of the other societies and with the United States Navy. The President of the United States has requested us to recommend to the Government one of our representatives in each State in the Union to act in collaboration with a member in each State from the. American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers and the American Chemical Society, thus organizing a directorate of engineers for each State, that will conduct, through the members of each of the five societies referred to, living in each State, a campaign of industrial preparedness. The fundamentals of human nature don't change much from generation to generation, or even from century to century. Except for the spur of necessity and the lure of reward and ad venture, few of us would bestir ourselves unduly. The general welfare has little appeal to the average individual. Its promotion comes about mainly as a by-product to individual efforts directed at more personal benefits and satisfactions. In discussing incentives for the mining industry, we really are talking about incentives for people who devote their energies and resources to mining. The vigorous and productive mining industry as we have known it was the product of the varied incentives we have known in the past: the lure of great financial reward if you struck it rich; the thrill of romance and adventure in the search for mineral wealth, usually along the frontiers 'of civilization; the satisfaction of developing a great, productive enterprise by the application of skill, courage, and determination in the face of obstacles. Back of the prospector and engineer were other venturesome persons willing to take a flyer with their savings in a grubstake, or in stock in a promising mining venture, hoping for large returns, but reconciled to take a loss and try again with the next opportunity. It is free enterprise-a chance for high profits, but a chance also of total loss-that created the great mining industry of this country and of the world. Free enterprise has given us, in the United States, the greatest productive system in the world, the highest standard of living, the most abundant life. The lure of gold-whether from the ground or merely incidental to the discovery and development of our mineral resources-pushed our frontiers westward across the country and northward into Canada and Alaska far in advance of the staid course of agriculture and commerce. No one guaranteed success to our forebears as they risked life and fortune in developing a new country. Self-reliance was the backbone of our economic and spiritual Progress and achievements. Our neighbors had little time to spare from their own problems. And though there was a willingness among the pioneers to help one another, they didn't lean too much on one another.

IT is not the object of the present paper to give a description of the minerals found on Mine Hill, in Sussex County, N. J., nor even to touch upon all the forms of the ores named, but to place upon record and call to the attention of the Institute some interesting facts concerning them. In May, 1875, after the Dover meeting, some of the members visited this locality, and, no doubt, it is fresh in their memories, being one of the best known mineralogical points in our country. It will be only necessary to describe it very briefly. Mine Hill and Stirling Hill, in Sussex County, N. J., the former being at the village of Franklin Furnace, and the latter near Ogdensburg,-are the only localities in the State where zinc ores are found in workable quantities.* Mine Hill is the more northerly, and mineralogically differs from its neighbor, chiefly in having no hydrated ores to speak of, while at Stirling this deposit is considerable. At both points Franklinite, red oxide, and silicate of zinc occur in large quantities. Mine Hill lies on the east side of the Wallkill River, above which it rises to an extreme elevation of about 150 feet. On the summit the outcrop of the Franklinite vein appears, while the lowest worked points are perhaps 10 or 15 feet above the level of the stream. Corn¬mencing at the northern end, where the Hamburg Road crosses it, this outcrop runs along the northwestern brow of the hill a distance of about 2000 feet, in a general southwest direction, to a point where is a large, cavern-like opening, called the "Southwest Opening." " Double Rock," about the highest point on the hill, lies near the middle of this 2000 feet of outcrop, and over or near it passes a property line, to which allusion will hereafter be made. At the Southwest Opening the vein bends abruptly towards the east,-the angle between the two parts being perhaps 45°,-and this easterly branch continues some 700 feet. From the northern part of the Stirling Hill deposit to the southern part of the Mine Hill deposit is about two miles, and in this interval the vein carrying Franklinite * See New Jersey State Geology, 1868, p. 669.

THE tailing from the gravity concentration plant of the Hecla Mining Co., Gem, Idaho, was former-ly loaded into railroad cars to be used for ballast, highway surfacing material, or concrete work, or dis-posed of by an aerial tramway, which dumped it into another gulch. The tailing averages about 1.2 per cent lead and 0.8 oz. silver to the ton. Further treatment for the recovery of the valuable metals had been investigat-ed several times with results that did not warrant the construction of a retreatment plant; but early in 1925 experimental work was again started with small tests, and later with a 10 tons per day flotation test plant. This showed that the tailing could be ground and treat-ed by flotation at a profit. It was decided to make the new flotation plant an addition to, rather than incor-porate it in the old concentrator, the original capacity of which had been increased many times, the present arrangement being by no means ideal. The old mill buildings were of timber and board contruction, creat-ing more or less fire hazard, so all new construction was made fireproof. Construction work on the new plant was started in the middle of July, 1925, and the plant was placed in operation early in December. The building is of concrete and steel with hollow tile walls, steel sash and corrugated asbestos roofing. The ball-mill floor has for its foundation a cellular reinforced concrete block about 14 ft. deep, extending to cemented river gravel, and the cells filled with tailing to give weight to the block. Overhead, built into the steel frame, is a 5-ton hand-operated traveling crane. With both ball-mills running fully loaded, there is not the slightest trace of vibra-tion in the foundation or building. The flotation floor is of reinforced concrete beam construction and spans Canyon Creek. Adjustable plunger feeders are arranged under the the tailing-bin, which feed by gravity to a 14-in. eleva-tor, discharging to a short 18-in. conveyor. From the conveyor the tailing is discharged into a dividing hop-per, from which point the plant is arranged in three separate units. Each unit consists of a ball-mill in closed circuit with a classifier, and an 8-cell flotation machine and has an approximate capacity of 300 tons per 24 hours.

Although the use of gaseous fuel in blast-furnaces has been often proposed, I hope the description of a very simple, yet practical and valuable, application of natural gas to the smelting of lead-ores and residues, at the works of the Pennsylvania Lead Company, will prove interesting. In May, 1886, directly after replacing the use of bituminous coal at the above works by that of natural gas, half-inch pipes from a branch gas-main were inserted directly into the tuyeres of a lead blast-furnace, and through these pipes gas was delivered into the furnace, with the air-blast at a pressure a little more than double that in the tuyere-pipes. At the same time the blast-pressure at the tuyeres was increased by an amount estimated to give a sufficient air-delivery when mixed with the gas-supply. The amount of gas delivered to the furnace is easily regulated by stop-cocks at each tuyere, and is under the immediate control of the furnace manager. Upon the introduction of gas into the tuyeres of the furnace the coke charged at the mouth was reduced 30 per cent., this being the amount of coke which I thought could be advantageously replaced by gas. This first estimate has proved to be very close to the working results, though probably the average gas-consumption corresponds to a little less than 30 per cent. of the former coke used. The proportion that we use varies, with the nature of the furnaceburden, between 20 and 40 per cent. of the total fuel. We have used 60 per cent. of gas; but there is difficulty in keeping a cool furnace-mouth when the proportion is so high. With some residues, notably metallic drosses containing some zinc, we have found it best not to use over 20 per cent. gaseous fuel. The percentage used with ore-charges has generally been higher than that used in smelting the higher-lead charges of residues from our refining works. It results from this use of natural gas that the temperature of the hearth is under almost immediate control, and, for this reason chiefly, a cleaner and more uniform slag can be run, and the furnaceworking can be made more nearly independent of the effects of atmospheric conditions or the variable moisture in the furnace-burden.

The production of petroleum in the Mexican fields during 1931 followed the downward trend of the past nine years, with a decline of close to 6,600,000 bbl., or about 17 per cent from the 1930 total. The output was close to 32,964,000 bbl., the Tampico-Tuxpam fields showing the largest actual and proportional decline, while the production of the fields in the Isthmus of Tehuantepec remained practically unchanged. Wildcatting along the international border was carried on more actively than in previous years, the only successful completion being the Alberca No. 1 well located about eight miles from the international boundary, across from Roma, Tex. This well, completed at a depth of 2015 ft. and plugged back to 1550, is rated at about 6,000,000 cu. ft. of gas per day from a horizon between 1330 to 1540 ft., and is now connected to the gas line from the Jennings gas field, Texas, supplying the city of Monterrey. Favorable oil indications have been encountered in other exploratory wells along the border and drilling will probably continue as these lands are largely held under government concessions which require continuous development work in order to retain title. Development in the Isthmus of Tehuantepec has progressed in a systematic manner, the number of successful completions during the year being considerably larger than in the South or Northern fields. The oil pipe line from the south fields to Mexico City has been completed and its operation and that of the Azcapotzalco refinery is expected to begin early in 1932. The construction of this line will Tevolutionize the transportation of petroleum and its products from the fields to the high plateau and seriously affect the revenues of the government-owned railroads. General conditions in the oil industry were reflected in Mexican operations. Low prices and the imminent threat of an American oil tariff discouraged development work necessary to maintain or increase production, and the curtailment of activities resulted in considerable reductions in personnel by all companies. Early in 1932 the Mexican Government announced its intention to create a surface tax or yearly rental on oil lands equivalent to about 31/4 U. S. cents per acre. IN order not to deviate from the proposed order both in speaking of melts and of things necessary for guns, I shall tell you at present the method by which iron balls are made. This is surely a very fine invention and a horrible one because of its very powerful effect. It is a new thing in warfare,* because (as far as I know) iron balls shot from guns were never seen in, Italy before those that King Charles of France brought here for the conquest of the Kingdom of Naples against King Ferrandino in the year 1495. Now, although I spoke to you briefly of these when I told you above of the purification of iron, it seems to me necessary to show you again in more detail here how they are made. Therefore I tell you that in addition to iron, bellows, blast furnace, and charcoal, it is necessary to have the moulds, without which they could not be cast. At first, when this work was begun in Italy, it was customary to make these moulds of bronze so as not to be obliged always to be making them of clay. Now the present masters cast the moulds of the same iron in order to save expense. Although I am aware that you should already know how to make these from the methods of moulding taught you before, still I shall tell you the method that is followed in making these, because in the practice of every particular thing there is some divergence from the general procedure. For these balls, first make a ball of wood or of clay, or have one made of lead or iron, round and of exactly the dimensions that you wish. This is if you wish to make only one in your mould; otherwise take as many as you wish it to contain. Bury half of this, or these, in a board or in clay and, having greased them with oil or lard, make a mould over them of plaster of Paris, or of clay if you have no plaster, exactly as you wish it to be in iron or bronze. Then make the other half opposite this. After having taken out the balls make little openings for the gates and vents and like- wise four holes for pegging the parts together. It is no longer necessary to explain to an audience like this that there are stainless or non-corrosive steels. It is still necessary to repeat, and to keep on repeating, that no one of them is stainless or non-corrosive under any and all conditions. We do not make railroad axles, springs and rails from the same kinds of steel; nor are shafts, steering-arms, gears and cap-screws made from the same type analysis. By analogy with other fields of endeavor, therefore, it is logical to expect that all the myriad conditions of corrosion due to inorganic and organic acids and salts and their mixtures in all degrees of concentration and at a wide variety of temperatures and pressures will require different materials to withstand them. Possibly stainless steel when first introduced a decade ago was expected to do too much, or suffered from overenthusiasm and lack of positive knowledge and experience on the part of its producers. Its name may have been a bit misleading too, for remarkable as this product is, it has its limitations. There are now so many different ferrous products available and calling for recognition, that we may be justified in an attempt at classification. The first division is very simple. 1. Non-corrosive steels that harden by quenching. 2. Non-corrosive steels which do not harden by quenching. We might make the classification still simpler by saying (1) those that harden by quenching, and (2) those that soften by quenching. Of course there is a border line or fringe of compositions which may possess some of both qualities under limited conditions of treatment. I have seen a steel so perfectly balanced on this border line that in its natural condition, as rolled, the outside of a 1-in. bar was soft and the inside hard, and there was quite a sharp line of demarcation in between. The hardness at the center was more than twice as great as at the surface, as measured by the Rockwell test. This border line of products does not include, however, the commercial products now available to solve the problems of industry. D. C. Ralston (U. S. Bureau of Mines, Washington, D. C.)—Flake mica can be beneficiated by a wider variety of methods than almost any known mineral. However, most of these methods are not recorded. It is therefore a pleasure to find a written record of another application of a new method of beneficiation. The fact that the Humphries spiral gives a concentrate containing the mica flake mixed with the slime and small grit has forced a further separation by screening, in which the finest of the flake will pass through. Fine flake has its uses and if mixed with slimes or clay is recoverable reliably only by flotation. This loss must be charged against the spiral. On the other hand, the new muscovite mica paper recently brought out by General Electric Co., can be made only with grit free flake larger than 50 mesh. It is of interest to learn from the authors whether the washing of the flake on a 50 mesh screen can take the grit content below 1 pct, to meet this new demand. Must another degritting process be used on the flake, like electrostatic treatment of the dried material? H. D. Snedden (The Humphreys Investment Co., Denver)—When recovering mica in the spiral, gangue particles coarser than 16 mesh can be rejected more readily when operating at a high pulp density (35 pct solids) or a low volume rate (—15 gpm). A launder screen as used by Lehigh Coal Co. has proved very satisfactory to partially dewater the mica concentrate and to reject any gangue slimes it may contain. Under certain conditions mica cleaning in the spiral can be improved by reagentizing the spiral feed, the object being to insure wetting of the gangue minerals and to agglomerate or prevent wetting of the mica particles. R. B. Adair (authors' reply)—The grit content of the mica recovered on Humphreys Spirals varies with the fineness of the launder screen used to clean the mica product. Normal practice has been the use of 80 mesh screen, which will produce a mica product of acceptable grit content for most purposes. By using a 50 mesh screen, and increasing the screen area per ton of feed, it is felt by the authors that a mica of 99 pct plus purity could be obtained. This statement would hold only in the case of mica feed which was well de-laminated, and free from "clay balls," (semikaclinized feldspar), which tends to follow the mica through the process.

ON JUNE 7 the German Government handed to the French and Belgians a new proposal for reparations, which offered 1,200,000,000 gold marks annually, to be guaranteed as to 500,000,000 by a mortgage on the national railways, as to another 500,000,000 by a mortgage on industry, commerce, land and factories, and as to 200,000,000 by a luxury tax. The number of years for which this payment should run to be left to settlement by an international conference. This offer was taken under consideration by the French and Belgians, who instituted conversa-tions with the British in the hope of arriving, at some joint action with respect to the Germans. Up to the end of June nothing had been determined. In the meanwhile, the continued French and Belgian occupation of the Ruhr seemed to develop a condition of guerilla warfare, considerable bloodshed occurring throughout the region. The second Lausanne Conference dragged on, the Allies being apparently unable to take any firm, joint stand, while the Turks increased their importunities and managed to get concession after concession. Early in June a revolution occurred in Bulgaria, the previous Government under Premier Stambulisky, based on the agrarian party, being forcibly thrown out by a bourgeois and military combination. This pro-duced considerable disorder in Bulgaria, outside of which country the nature and purpose of the revolution does not appear to be well understood. Stambulisky's partisans offered feeble, isolated resistance to the revolu-tion; in connection with which there was some blood-shed and Stambulisky himself was reported killed, although this was later contradicted. Professor Zan-kof, the new Premier, issued a statement, that the change of the Government was the result of discontent, that the foreign policy of the new Government would be peaceful, and that Bulgaria would continue to fulfill her international obligations, particularly the treaty of Neuilly. It was the opinion of London that the immu-nity from taxation enjoyed by the farmers under the agrarian regime is likely to he superseded by more equi-table taxation, and in general that the bourgeoisie will be better administrators of the public affairs In domestic affairs industrial activity continued at a high rate, but there was distinct relaxation in the demand for raw materials, and also in some manufac-tured goods. During June there were reductions of prices by many of the automobile tire manufacturers. There seemed to be also further contraction in the demand for automobiles.

Peru produced approximately 17,466,620 bbl., of oil during 1937, or slightly less than the record high of 17,593,700 bbl. established during 1936. As in 1936, the entire output of the country was derived from the La Brea-Parinas, Lobitos-Restin and Zorritos fields in the northwestern part of the country. Outside of the proven areas, drilling was 'continued by the Peruvian Government in the northern province of Tumbes on the reserved zone at Zorritos. Drilling was carried out on three locations, two of which are understood to have been abandoned during the year. In southern Peru, further attention was given by Government engineers to the Pusi and Saman districts and plans are being worked out for the commencement of drilling operations in the near future in the vicinity of Pirin. Activities in the montaiia region in eastern Peru were continued by the Compafiia Petrolera El Ganso Azul. This company acquired the interest of the Selden Breck Co., and holds some 90,000 acres along the Pachitea River a few miles above its confluence with the Ucayali. During the year, the preparation of a landing place, the cutting of a 12-km. (71/2-mile) road from the river to the drill site, and the construction of a camp were undertaken. Equipment for drilling on this company's concessions has already arrived in South America. La Brea-Parinas Estate.—Production of crude oil on the La Brea-Parinas Estate of the International Petroleum Company Limited amounted to 14,722,754 bbl. during 1937, a decrease of 403,736 bbl. from the all-time high reached during 1936. The total production from 1890 to Dec. 31,1937, was 178,390,767 bbl. During 1937, a total of 141,653 ft. was drilled, 129,516 ft. in new wells and 12,137 in deepening existing wells. In all, 57 wells were completed, 47 of which produced oil, 2 were gas wells and 8 dry. holes. Twenty-nine wells were cleaned out or deepened during the year. The average depth of new wells completed during 1937 was 2367 ft. compared with 1984 ft. for the new wells completed during 1936. There was an increased use of rotary tools during the year and this method is now used to a greater extent than the cable-tool method, which formerly predominated. The efforts towards curtailment in Texas have been successful, despite the great area covered and the wide variety of oils offered. There are, of course, examples of noncooperation, perhaps of absolute indifference, but of such it can at least be said that they have benefited from the restrictions imposed elsewhere. The prevention of waste is the legal background for proration in Texas. The legislature in 1899 passed the first laws to prevent waste of oil and gas. Subsequent legislatures, especially those of 1905, 1913 and 1917, undertook to regulate the development and transportation of oil and gas to the end that waste would not occur. In 1917 a constitutional amendment was submitted to the people, providing that natural resources of the state should be conserved and requiring that the legislature pass appropriate laws. This amendment was adopted, and the Acts of 1919 and 1929 have been passed, and these have had the effect of making a rather elaborate plan for the conservation of oil and gas and their protection against waste. In 1930 the new pipe line act, designed to provide for ratable purchases, was passed. The administration of these laws has been placed under the Oil and Gas Division of the Railroad Commission of Texas. The Commission can only consider actual waste, not economic waste. The various proration plans in use in the state, while differing in efficiency, are based on engineering principles. In the proration of flush fields, the limiting of drilling and the steady production of oil under restriction are the principal points involved, and these methods are entirely different from those which prevailed until recently in the Oklahoma City Pool, where apparently nothing beyond the restriction of production on a time basis was attempted. There is little to say in defense of proration in the older and smaller producing areas in Texas, except that, inasmuch as the market outlet has been reduced, proration distributes the market ratably among the producers. THE production of thin films of beryllium became essential early in the irradiation program at Harwell in order to study the fundamentals of irradiation damage in this metal. In common with other metals, electron-microacope specimens of beryllium can be produced by different techniques. The techniques used to produce thin-film specimens varied according to the starting material. Most of the starting material was -0.060 in. thick. Large-area specimens (1 in. long by 0.5 in. wide) were chemically thinned to -0.005 in. thick in a solution containing 85 pct orthophosphoric acid, 10 pct chromium trioxide, and 5 pct sulfuric acid at 70°C prior to electropolishing. Small-area specimens, Fig. 1, had to be mechanically thinned prior to electropolishing because chemical thinning considerably reduces the area as well as the thickness. Mechanical thinning tends to produce a worked layer about 0.002 in. deep and hence this method cannot be used to thin bulk specimens below about 0.005 in. thick. Mechanical thinning is carried out by mounting the specimen on perspex then carefully polishing on wet grinding papers. Polishing is continued until about half the initial thickness is removed; the reverse side is then polished in a similar manner. After the bulk specimens have been mechanically or chemically thinned to -0.005 in. they are elec-tropolished in the solution shown in able I at 50" to 80°C. This solution should be prepared by adding the chromium trioxide to the orthophosphoric acid and then the glycerol last. The glycerol should be added slowly because a vigorous effervescence can occur. Electropolishing is carried out by holding the specimen in stainless-steel tweezers and gently agitating in the solution. Masking or "window" techniques are not required for beryllium, good microscope specimens being obtained from the edges of elec-tropolished foils. A stainless-steel beaker should be used, acting as the cathode and solution container. A closed circuit voltage of 30 v is used for polishing. Too low a voltage produces a matt surface and pitting occurs when it is too high. The solution temperature is important. If it is too low, the solution is viscous and bad polishing results and, if too high, etching of the specimen occurs. After electropolishing, the foils are thoroughly
