By using alloys with subzero Ms temperatures, this investigation demonstrates that the amount of decomposition of martensite during the quench from austenite may be considerable and especially so in specimens of large cross -sections and high Ms temperatures. The activation energy for decomposition as measured dilutometrically is PREVTOUS investigations of the initial decomposition of Fe-C system martensite have invariably been limited to alloys having M, temperatures above a function of the amount of transformation which has taken place. The amount of transformation is a linear finction of log time. A correction term to the activation energy is derived for dilatometric measurements in which no end-point of the transformation is detected. room temperature. In such alloys the martensite is tempered during the quench to an extent dictated by the quench rate and temperature of formation. This tempering, called quench-tempering, Q-tempering, self-tempering, or auto-tempering, although frequently acknowledged, has not been studied or treated quantitatively. To do so one should obtain absolutely untempered martensite and study its decomposition. This as-formed martensite could be obtained either by extremely rapid quenching, requiring very thin specimens, or by lowering the martensite formation temperature range. This paper is intended to provide an improved understanding of natural draft (natural ventilating pressure) and the effect of natural draft on underground mine ventilation circuits. Attention is focused on measurement of natural draft pressures during ventilation surveys in mechanically ventilated mines and on different methods for modeling natural draft using the measured data. A number of examples are presented which utilize data collected during absolute air pressure surveys made by personnel of the Ventilation Division of the Mine Safety and Health Administration's Safety and Health Technology Center, Denver, Colorado. Examples are used to illustrate how the data from absolute air pressure surveys may be interpreted to determine whether natural draft pressure is present and what its magnitude is. In addition, two different methods are described for mathematically estimating the magnitude of the natural draft pressure. Comparisons are made of results obtained using the different methods. Different procedures are described for modeling natural draft using the MSHA-modified Penn State computer program. Use of the routines is described and illustrated relative to drafts that aid or oppose the mechanical ventilation system. Tabulations of results facilitate comparison of outcomes obtained using the different modeling procedures.

The authors investigated the comminution of quartz and limestone mixtures in a ball mill, showing that the distribution modulus of a comminuted material is the same whether it is ground separately or as part of a mixture. Analysis of the ground products indicates that quartz and limestone consume energy during ball milling in proportion to their mass fraction in the mixtures. Recently Schuhmann' made a significant contribution to comminution theory by proposing that complex comminution operations comprise the summation of many individual comminution events. By means of the single comminution event hypothesis, Schuhmann derived the Charles energy-size reduction relationship by considering that fragments of every particle crushed during a single impact have a size distribution characterized by the Schuhmann size distribution. In this paper, the size reduction of mixtures of solids in ball mills is analyzed by considering that size reduction occurs as many single comminution events. If a mixture of two materials is being ground in a ball mill, each successful impact of a ball with a particle of one material should yield an assembly of particles whose size distribution is characteristic of that material. I have heard it said that the late Mr. Holley made use of this remark: " There is an inherent, cussedness about rolls which, so far, no man has been able to find out." I think this can be safely claimed in reference to steel, as there are certain peculiarities about it that are pretty hard to account for. Previous to the introduction of the Bessemer process there was, as it were, a great chasm between iron and crucible steel; and, outside of what futile attempts had been made in puddling steel, nothing had been done to fill this gap. The Bessemer steel struck a medium between the two, the softest of it not being able to take the place of good iron, while the hardest was not suitable to encroach very far upon the crucible-steel trade. The open-hearth process made quite an inroad into the latter, but only for the lower and cheaper grades; and, beyond a doubt, for the finest grades of tool-steel, the cruciblesteel business has a long life before it. On the other side of the line comes the " basic " process, which brings us a step nearer iron ; but to fill up the gap completely, comes the Clapp-Griffiths process, which makes a grade of material—call it what you will—that is as soft as iron, welds as readily, and is in a fair way to supersede iron altogether. I have repeatedly said that the mechanical treatment of the metal forming a steel rail, during its manufacture, was comparatively of much greater importance than its chemical composition; and years of observation have confirmed and emphasized this fact. ' The comparison of the wear of the earlier steel rails with that of later ones, and to the great disadvantage of the latter, ia still being constantly made by railway oficials. And while some of us, with experience covering the whole history of the manufacture of steel rails, are aware of the great differences in the conditions governing their production at various periods, I do not think the engineering world generally appreciates the direct and imperative influence which these variations have had, and are having, upon the wearing-quality of the rails. In the earlier days, the steel was poured into ingots which would make but two 30-ft. rails not exceeding a weight of 60 lb. per yard—giving a mass weighing, say about 1,400 lb., and of a section of about 12 in. square. To-day the ingots are about 22 in. square, and weigh more than 4,000 lb. Of course, the interior of the larger ingots must remain hot and liquid longer than that of the smaller ones, and from this condition arises the steel-rail makers béte noire—segregation of the metalloids and piping of the steel. Ingots of the smallest section will pipe, but with the increase of the size, so will follow that of the interior cavity. This well-known tendency demands that special care should be exercised to avoid the evils arising from it.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-clays, except holidays, from Sept. 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their tine in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention.. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral natter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can he of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

An industry/government team sponsored by the Dept. of the Interior completed a study tour of the underground coal mining industries in Great Britain and Germany to review new and emerging coal mining technology. The group found that differences in tradition, mining conditions, and industry capabilities have led to different approaches in technological developments, many of which have the potential for application in U. S. mining. Both countries are working to improve materials and procedures for roadside pack wall. The British are developing a pump-packing system in which bentonite, water, stone, and a special cement are pipelined to the pack area to form a low strength compressible pack wall. The German industry is using anhydrite or blotzdammer to form a high strength pack wall. Both countries are using full-face tunnel-boring machines. The German industry has had considerable success with shield-type longwall supports.

INTRODUCTION Interest in multicommodity stabilization schemes has increased recently for several reasons, a most important one being the experienced wide swings in primary commodity prices. These prices rose sharply between mid - 1972 and end - 1974 giving commodity exporting countries an opportunity to gain sizeable increases in export earnings. But since then, prices have tumbled and these countries are searching for a means to stabilize if not to increase their earnings. While this problem is particularly serious for developing countries, the developed countries are concerned about the impending upward price swing, which would increase inflation before recovery from the world recession is assured. As a direct consequence of the emergency meeting of the U.N. General Assembly devoted to commodity problems in April of 1974, interest has been renewed in the Keynesian (4) plan for an international multicommodity buffer stock program. In particular, UNCTAD (8) is designing an integrated commodity scheme to be discussed within that body. In terms of approaches that have appeared in designing such a program, none exist which relate to the interpretation of the independence and interdependence of prices of the commodities of interest. Typical criteria for selecting commodities for the scheme have included their importance in world trade, their particular origin from developing countries, and their feasibility for storage. But the financial management of a multicommodity buffer stock requires a consideration of commodity prices, yields, and risks as does as any portfolio of assets. Introduction. WALTER RENTON INGALLS recently gave a very interesting talk before the student mining society of the Massachusetts Institute of Technology. In it he showed the present status of mining as he sees it. In the talk he explained that, while discoveries of great mining districts are still possible, they are being made less and less often; that the great mining companies, although there are large numbers of mines offered for sale, are finding it less and less possible to find new mines that are up to the standard of richness that they wish for purchase. The natural conclusion is that better, cheaper, and more efficient methods of mining, concentrating, and smelting are needed if the lower-grade mines are to be worked at a profit. This is true also if the high-grade mines are to yield their greatest profit. This paper deals only with the concentrating or ore-dressing problem, and gives some thoughts which point towards greater profit. In a paper on The Development of Hindered-Settling Apparatus the writer showed that there were two main lines of work that would lead to greater saving, lower tailing assay, and, therefore, greater profit. The first is the recrushing of middling or tailing products for the saving of the contained values. This is well understood and largely carried out in existing mills. The second is the saving of fine free mineral at the first opportunity. This is a matter less well understood in the mills, and to dwell upon this the present paper is written.

As in organic nature certain animal and vegetable forms have undergone modifications, and thus, as it were, fitted themselves to live in a new environment, so it has been found possible in certain instances to form new metallic combinations which are practically immune to the natural conditions that exist on the earth at the present time. A few of the metals, such as gold, silver, and the metals of the platinum group, are found native, but the commoner heavy metals are nearly always found in the form of oxides or sulphides. For a number of years I have made experiments with a view to finding certain metallic combinations or alloys which would not only resist oxidation and other harmful influences, but would also possess valuable physical properties, which would render them fit for special service. The first decisive step made in this direction was the discovery of an alloy of nickel and chromium in 1898. The properties of this alloy have already been described in a previous paper.' Immediately following the discovery of the nickel-chromium alloy, I produced an alloy of cobalt and chromium, which has likewise been described in the reference given, but the range of proportion between the cobalt and chromium is so great, and the combination is modified to such a marked degree by the introduction of other substances, that I have felt justified in reading another paper on this subject, describing more fully my researches in this particular direction. A number of granitic rock specimens have been studied from the Stripa mine site in connection with a large-scale geomechanics research program. The purpose of the program was to evaluate and develop field and laboratory techniques for rock mass characterization and to determine design parameters for storage of nuclear waste. In this paper a minicomputer-based technique for studying dynamic rock properties in the laboratory is described, together with results from the tests. The specimens were tested under different uniaxial and saturation conditions. Specimens from a field-heated rock mass were also tested to determine if temperatures typical of those encountered with nuclear waste would introduce additional fracturing. Both Vp and Vs increased with stress for both saturated and dry specimens. Both Vp and Vs were higher for saturated specimens at all stress levels compared with the dry. The velocities increased linearly or near linearly with saturation. The test results on the previously heated samples indicate that attenuation is more sensitive to thermally-induced microfracturing than velocities. Analysis of the attenuation values with stress show that rock heated to 200°C is damaged, and that the damage is in form of low-aspect ratio fractures.

This paper presents an investigation of the accuracy of population balance model predictions for ball mill scale-up. Experiments performed in 25.4 x 29.2 cm (10 x 11.5) batch mill are used to estimate linear grinding rate parameters that, in turn are scaled according to specific power draft to predict performance in 381 x 292 mm (15 x 11.5 in.) and 762 x 457 mm (30 x 18 in.) batch and continuous ball mills, respectively. Results are presented for wet and dry grinding of two homogeneous solids, limestone (soft) and quartz (hard), and one heterogeneous solid, a complex molybdenite ore. In all cases good agreement between predicted and experimental product size distributions was obtained.

CONSIDERABLE difference of opinion seems to exist as to whether the rate of air flow when a fan is placed on a given duct should be determined by the use of static pressure or total pressure characteristics. A little study will show that both methods are correct. Assume that a fan is connected to a duct by an expansion piece as shown in Fig. 1, and that steady flow is established. Considering the atmospheric pressure as zero pressure, let the static head at the outlet of the fan be h and the velocity at this point be v1. The total head at the outlet is then h + v1/2g? The total head at this point must be equal to the total head at the end of the duct plus the losses that have occurred between the two points. Let f be the friction loss in the straight duct, s the shock loss in the dif- fuser, and V2 the velocity at the end of the duct. Then h+ v12/2g=v22/2g + f + s FIG. 1.-FAN ON DUCT. Although 1931 witnessed no new discoveries of oil or gas in Oklahoma, the year is especially outstanding because of price demoralization, political intervention, abandonment of marginal properties, a strict curbing of oil flow from wells in flush fields and an extension of proration into settled fields. In spite of a strict, adherence to proration agreements, the price per barrel of oil sank from 65c to $1.07 to a low level of 10c to 22c. Table 1 gives the price range for crude oil in Oklahoma during the year. Under a martial law order by the governor, a period intervened from Aug. 4 to Oct. 10, of complete shutting in of the flush fields. This condition created an abrupt decline in the production curve during the two months' period. Oklahoma, as elsewhere, is passing through a "transition period" of relieving expensive above-ground storage by maintaining the more copious supplies of crude oil in the natural reservoirs. For many years the thousands of small, nearly depleted wells have been considered as being the "backbone of the industry." A large number of wells of this type are now idle or completely abandoned. More than 1100 abandonments were recorded by the state Corporation Commission during the year. The industry is becoming less interested in these small wells, replacing the former attitude by the curbed potentialities of flush pools. The recent and rapid development of the physics of engineering materials at temperatures as low as that of liquid air and as high as that of the electric are, has drawn renewed attention to the absence of tables, properly printed and spaced, for the convenient and accurate translation of temperature from centigrade to Fahrenheit scales and vice versa. It is to be noted that the Fahrenheit scale is the almost universal usage in foundries and shops in the United States, though the laboratories of the same works employ the centigrade notation. The growing use of the electric furnace in Germany and France calls for much American citation all in centigrade high temperatures, and while the arithmetical calculation is simple, it becomes burdensome when often repeated. I have been surprised at the numerous reprints of Table I. from centigrade to Fahrenheit degrees, first privately printed for personal use, which have been made by works, blue-prints, text-books, and technical journals, and I hope that Table II., from Fahrenheit to centigrade degrees, will be equally useful. For mental calculation the easiest rule to convert centigrade into Fahrenheit is to add 32° to twice the centigrade reading less one-tenth of this product: Thus 1000' C. = 2000" — 200" + 32" = 1832" F., and to convert Fahrenheit to centigrade, subtract 32" from the Fahrenheit reading, multiply by 10 and divide by 2 and 9 successively : Thus 1000° F. = 1000° — 32° = 968° X 10 = 9680° - 2 = 4840° - 9 = 537.77° C. Consumption in the United States also reached an all-time high during 1941, totaling 1,492,000,000 bbl., or 158,230,000 bbl. more than the previous peak year of 1940. On the other hand, it is estimated that civil consumption in countries outside of the United States decreased 109,541,ooo bbl. as compared with the previous year. Demand for military purposes and/or additions to stocks in countries outside of the United States is estimated at 304,507,000 bbl. during 1941, compared with 209,635,000 bbl. in 1940. This increase was due largely to blitzkrieg warfare on several fronts. especially Russia; entailing large expenditures of petroleum by both sides because of the immense area covered by the fighting forces, the long supply lines necessary and the intensity of the fighting. It is interesting to note in this connection that Axis-controlled countries, excluding Japan, had an estimated production of approximately 89,000,000 bbl. of petroleum and its substitutes in 1941. The peacetime consumption of these countries in 1938, for example, was about 183,000,000 bbl. It is believed that the minimum to which civil consumption could possibly be re-duced in wartime is 20 per cent of that of peacetime, which would call for a minimum consumption of 37,000,000 bbl. in these countries in 1941 for civil purposes. Recently Hiller1 reported results on the impairment of the strength of quartz glass rods through wetting, indicating that there was general agreement with the prediction of the Griffith formula in that for the liquids used the rods were weakest in water i.e. the liquid which probably had the greatest free energy of immersion. The Griffith equation predicts that the tensile stress necessary to propagate a crack of length c is where ? is the interfacial free energy, E Young's modulus. Since for a solid immersed in a liquid of surface tension ?L and contact angle 8 at the solid-liquid-gas contact, ?s - ?SL = ?L cos ? where ?s is the surface free energy of the solid. Hence comparison between ?L cos 0 and strength impairment should be possible. In a study of the usefulness of the Kuznetsov pendulum2 as a means of studying rock drillability we have determined the effects of various liquids on the pendulum hardness of Bavarian limestone. The pendulum used had diamond points (Burgess Vibro-graver), a period of 1.14 sec and a total on sample weight of 1191 g. The decline of the pendulum oscillations was recorded by a light beam on light sensitive paper carried on a kymograph. Rehbinder's expression relating hardness to amplitude attenuation as a function of time can be written In A = - (1/H) t + In Ao where A, A, = amplitude at time t and initial amplitude respectively, H = hardness parameter, and t = time. The line of best fit to the experimental points was determined using the IBM 7090 electronic computer, the computer also gave A, by extrapolation to zero time. The results for the various liquids tested are given in Table I and Fig. 1. FROM the viewpoint of practical economic engineering the main value in studies of demand and supply lies in the information they give concerning the next movement of price. The title of this discussion is too comprehensive for detailed analysis and it will, therefore, be narrowed to the question of price measurement. The oil operator is interested primarily in net profits. Prices, costs and production determine them. Production is here used in its broadest sense. It includes refining and marketing. It is an operating problem. Prices and costs are economic considerations. Though costs are an important element of prices and profits, the subject is too large to be treated in a brief paper of this sort. In the long run, costs govern prices, but for the purpose of gaging prices in the immediate future the relationship of current demand and supply are more significant. Operating, expansion, retrenchment, sales and storage policies of oil companies are largely influenced by the feeling of executives concerning this relationship. The stockholders of companies whose executives are wrong may suffer. Investors who err in their judgment may likewise lose. On the other hand, oil companies and investors who appraise these factors correctly and move accordingly will profit. It is an important subject worthy of careful consideration.

It is not my purpose in this paper to describe all the different contrivances which have been devised, during the last quarter of a century, for the purpose of Iessening the expense of mining and tunnelling operations; I wish merely to call your attention to the crying want of the Western miners for some cheap and effective machine, capable of economizing on the heavy item of hand-drilling, and to enumerate a few of the latest improvements which have been made in machines of this class. This necessity for the introduction of some kind of labor-saving machinery in mining, especially in the West, begins to make itself felt more imperatively every day. No branch of industry has remained so conservative to the old customs and systems of working, as has mining; and yet no branch is so entirely dependent on economical working for a successful issue; and in very few is the proportion of cost of hand-labor to profits obtained so preponderantly heavy. Perhaps the chief reason for this seeming apathy towards progress in this direction arises from the fact that nearly all mining operations, especially in this country, are carried on in regions more or less remote from the great centres of civilization, thereby rendering the carriage and erection of machinery extremely difficult and expensive. Another reason, however, exists in the fact that a large number of men in charge of mining operations are greatly prejudiced against the introduction of machinery underground, from the idea that it cannot be made to adapt itself to the various positions and
