For many years the City of Prescot, about 8 miles northeast of Liverpool, has been the home of British Insulated Cables, Ltd., one of the largest wire mills and manufacturers of electrical equipment in England. Since this location is close to the industrial center of the country and the seaboard, with good railroad transportation facilities, it was a logical site for the new refinery. Early in April, 1932, the writer was called upon to prepare a preliminary layout and estimate of cost of the proposed plant, and shortly afterward, following a discussion of these figures with officials of British Insulated Cables, in England, the decision was reached to proceed immediately with construction of the plant. The refinery was built by British Insulated Cables, Ltd. Designing of the plant was started early in May, 1932, orders for equipment being placed as rapidly as possible. On July 18 the first steel was erected and the first charge was cast on Jan. 5, 1933. No difficulties of any consequence were experienced in starting the plant and the grade of copper produced was quite satisfactory after the first charge. The initial capacity desired was 2500 tons of refined copper per month. Since only one furnace was to be built, it was necessary that it should have sufficient reserve capacity to catch up after unavoidable shutdowns. It was also necessary to lay out the plant so that it would operate efficiently at this tonnage and at the same time permit expansion in the future, if necessary, to several times its original capacity. In order to meet these conditions and also to take full advantage of the space available, the layout shown in Fig. 1 was adopted. The principal plant structures are a blister storage aisle, casting building, wire-bar storage building and a coal-pulverizing building. Additional smaller structures include a brick and charcoal shed, pumphouse, drill room, water-cooling tower, clay-preparation shed, substation and plant office. Description of Operations: Before proceeding with a discussion of our health and safety programs at Pioche, it may be proper to give a brief description of Pioche and of our operations there. Pioche is one of the early Nevada mining camps. It was founded shortly after the discovery of high grade silver ore in 1863 and mining has continued with more or less regularity to the present day. In an era of lawlessness, Pioche was notorious. The story persists that 75 men died with their boots on before one died a natural death, and old payroll records show that nearly as many gunmen were employed to stand off claim jumpers as there were miners working the mine. That was probably as close to a safety program as the times permitted. Pioche is situated in southeastern Nevada on the main highway between Ely and Las Vegas. The camp is on the flank of "Treasure Hill," near the original silver discovery, at an elevation of about 6000 ft. The present day population of about 2000 is primarily dependent upon the mines of the area, although Pioche also serves as the county seat of Lincoln Couqty and as the center of the surrounding livestock industry. The camp is served by a branch of the Union Pacific Railroad and receives power from the generators at Hoover Dam. The Pioche operations of the Combined Metals Reduction Co. were started in 1923 when the first complex lead-zinc ore was shipped to the company's mill at Bauer, Utah. The modern mill at Pioche was completed in 1941. The operations are medium sized in the nonferrous field, employing an average of 350 men in the mine, mill, and related works. The complex lead-zinc ore is mined from replacement deposits in a comparatively flat, extensively faulted, limestone horizon. Mining methods vary from stull-supported open stopes to filled square-set stopes. The thin bedded limestone and shale overlying the ore is allowed to cave as areas are mined out and caving frequently follows closely upon ore extraction. The relatively heavy ground and the numerous faults add to the problems of safe mining. The mine is well mechanized and the mill and surface plant are modern and well equipped. Labor is organized in a C.I.O. union and labor-management relations have been unusually harmonious. During most of the period since 1923 a competent supervisory staff worked to reduce safety hazards but the primary responsibility for safety rested on the individual workman. Accidents happened and all too frequently they were regarded by all concerned as unavoidable. In October 1939, the late Robert L. Dean became superintendent at Pioche. Most of his previous experience had been in the fields of iron and coal mining and from that experience he brought the concept that no accident is unavoidable. Many of the features of our present health and safety programs were initiated by Mr. Dean during his term as superintendent. Health Program: Our health program centers in Dr. Q. E. Fortier and his new, well-equipped, and well-staffed, modern hospital in Pioche. The program starts with a thorough pre-employment physical examination and is followed by yearly re-examinations at the expense of the company. The Pioche Mutual Benefit Association, to which all Pioche mine operators and employees belong, pays benefits covering hospitalization and surgery expense incurred by employee members and their families. The Association is governed by a board of directors elected by its members. The mine operators of the district donated the original capital and pay the monthly dues of the employee members. INDUSTRIAL hygiene has been defined by Patty' as "the science and art of recognizing, evaluating, and controlling potentially harmful factors in the industrial environment." This definition implies thorough study of operations, evaluation of potentially harmful factors through air sampling, micro-analyses and other means and finally, appropriate medical and engineering control wherever indicated. The prevention of industrial health injuries is a vital part of operations of American industry today. Progress and interest in this field has increased steadily for many years, the most rapid progress having been attained, perhaps, during the last three decades. It is significant to note that there are now official agencies in 46 states actively concerned with industrial health problems and that a western field station has been established recently in Salt Lake City by the U. S. Public Health Service to augment its industrial hygiene services directed from headquarters of the National Institute of Health, Bethesda, Md. Many of the larger industries have found it advantageous to establish their own industrial hygiene departments. The American Smelting and Refining Co. is a world-wide organization engaged in the mining, smelting, and refining of lead, copper, zinc, silver, gold, by-product metals, including cadmium, arsenic, and others. In the United States there are 13 smelters and refineries, 11 secondary smelters or foundries, and a number of mines. Approximately 9000 workers are normally employed. It has long been the established company policy to seek out occupational hazards and provide safeguards for employee health. Protective equipment has been supplied to individual workers and exhaust ventilation installations have been in use in some operations for more than 40 years. All of the major units have their own medical departments which provide employees with excellent medical and hospital care. In 1937 full scale industrial hygiene studies were undertaken at the Selby Plant and were extended to most of the other smelters during the next three years. In 1945 the Department of Hygiene was organized with Professor Philip Drinker of Harvard University as Director and with Dr. S. S. Pinto as Medical Director. The department is responsible for coordinating and maintaining a program for the good health of all employees from top management down to the lowest paid day worker. It is essentially a service organization serving all of the United States plants regardless of location or size. Full and part-time physicians employed in all of the company's American plants and working in close cooperation with the Medical Director are responsible for de- termining the state of health of all the employees and giving treatment when necessary. In general, medical care is confined to accidents or illnesses occurring while the men are on the job. Among the duties of the doctors is the making of careful physical examinations of new employees and routine check-ups of old employees. In addition to medical care a primary responsibility of the department is the prevention of occupational illnesses. In this the main concern is with the working environment in relation to its effect on the worker. Environmental factors may be dusts, fumes, gases, toxic materials, heat, humidity, radiation, or noise. The objectives are: (1) Immediate control of these factors through the education of the worker, through providing the wearing of respirators or other protective devices, and through careful medical examinations and regular analysis of urine specimens; (2) a long range control program which may be accomplished by local exhaust ventilation, wetting of materials, changes in metallurgy, changes in methods of handling, or by use of special devices and special equipment. To accomplish these objectives a fine industrial hygiene laboratory was built in Salt Lake City and equipped to do routine and experimental work. Trained and experienced industrial hygienists obtain the facts by making frequent hygiene surveys. These surveys include tests of the air, studies of all processes, and careful investigation of ventilation, lighting, and general working conditions. Except in emergencies, the air contaminants and often the substances handled by the worker are sent to the laboratory for analysis by chemists and technicians specially trained in industrial hygiene methods. The findings are evaluated in terms of limits recommended by various State and Federal agencies, and in light of all available medical data. The methods used for studying the working environment involve all of the usual chemical and physical procedures employed in industrial hygiene. The Impinger, electric precipitator, thermal pre-cipitator, and filter paper sampler have been used to collect atmospheric dust and fume samples. Of special interest here is the filter paper sampler, shown in Fig. 1, which was developed by Dr. Silver-man at Harvard University. The instrument has been improved and is used very extensively in field studies. A water manometer connected behind an orifice is used to determine the rate of air flow. Calibration is effected by use of a standard gas meter or rotameter. The dust or fume is collected on a filter paper clamped between two rings, as shown in Fig. 2. The filter paper, such as Whatman No. 52, collects both dust and fume with a very high efficiency. The instrument is very convenient and easily transported. The solids collected on the filter paper are analyzed in the laboratory usually by use of a polar-ographic procedure. SOMEWHAT biased by pride in twentieth century achievements, most of us mining engineers and diamond-drill operators look upon core drilling as a relatively modern practice. The invention of the diamond drill is generally ascribed to Rudolf Leschot, who made use of diamonds in 1846 in drilling blast holes in the Mont Cenis tunnel in Switzerland. In vain we search Agricola and other early writers on mining for signs of diamond drilling. We have, therefore, concluded that it was unknown until the middle of the last century. The trouble with this conclusion, as most prospectors will tell us, is that we "don't dig deep enough"; for it now appears that the archeologists have been putting one over on us for the last fifty years.

THE problem of making iron-manganese alloys of scientific purity is a rather difficult one. They cannot be prepared in air because of the readiness with which the metals oxidize at the temperature of melting; and they cannot be prepared in vacuum because of the, high vapor pressure-of- manganese. The very property of: manganese which permits it to be purified interferes with the utilization of the best method of making pure alloys. Accordingly, it is necessary to use a gas atmosphere which will not affect the-properties of the alloys. The gases available for the purposes are hydrogen; helium and argon. Nitrogen forms intermetallic compounds with manganese very readily. Hydrogen, while valuable as a deoxidizer and having the advantage of being comparatively cheap, is explosive over a wide range and, has a rather high thermal conductivity. Helium is reported as, costing little but is difficult to secure at a reasonable price and also has a conductivity nearly as high as hydrogen. Since argon has a sufficiently low thermal conductivity, it has been selected for use in one induction furnace for melting, under a controlled, gas atmosphere, in spite of its cost, which is so high (70 cents to $1.50 per cubic foot) that it must be stored and purified.. Such a gas atmosphere-as argon makes necessary the use of the, high-frequency induction method of heating. TO say that Milton Fies has been active in promoting the Southern Research Institute is a masterpiece of understatement. He is a director and trustee who was in on the ground floor when plans were first made for the Institute and since it became an actuality early in 1945 his interest and efforts continue. He talked about it at the last regional meeting of the Birmingham Section of the A.F.A. and has talked all over the South-and when he makes a speech he has really prepared it. He does not try to rival a political spellbinder, but his careful, concise English is always well thought out and to the point. Southern Research might be called his present hobby as it has been for the past two or three years. Another major interest has been his encouragement and training of engineering students. Active in the formation of the Student Chapter of the A.I.M.E. at the University of Alabama, for several years he saw to it that the students had a prominent engineer at each monthly meeting, usually taking them down to Tuscaloosa from Birmingham in his own automobile. He has also been keenly interested in the mining engineering activities at Tuscaloosa, both in the Bureau of Mines and the University.

MONDAY evening a reception, supper and bridge in honor of the guests of the Woman's Auxiliary was given by the New York Section in the Engineering Woman's Club. After supper, tables were made up for bridge. Some tried jig-saw puzzles, while others merely visited. On Tuesday morning the annual business meeting was called to order by President Bassett. Mrs. Bassett read a note from Mrs. Hoover regretting her inability to be present, and then gave her welcome and message: It gives me much pleasure to welcome you in this annual meeting, and I hope you will be able to come next year, and those who are not able to come this year I hope will be here next year.

ONE of the essential functions of any modern community is to provide a fully accredited public school system. The Climax Molybdenum Co. was cognizant of this fact and erected a modern school building in 1937 to meet this need. The building was named after the president of the Company, Max Schott, who was largely instrumental in making it a reality. The building is a two-story brick structure with fourteen rooms, eight of which are regular classrooms. The others consist of a room for industrial arts, two for home economics, one for commercial arts, one for a science laboratory with a dark-loom for photography, and one large room for a combination library, study hall, and assembly room. For this vast program, the explosives industry was well prepared. I use the term "well prepared" to cover all the phases of explosives service, which include formulation, design, manufacture, distribution, and application.

THIS announcement of the topics relating to production control, which the Committee hopes to have discussed at the February meeting, supplements the preliminary announcement published in the November number of MINING AND METALLURGY. In the previous article, the writer indicated the kaleide-scopic nature of the questions involved in obtaining better coordination in industry, and that, as a matter of practical expediency, the discussion in February would be limited to the more obvious difficulties in industry which need attention and to those questions which the Committee thinks would be of greatest interest to members of the Institute. But while practical considerations necessitate limiting the program, free discussion of all phases of the subject is urged by 'the Committee. In a preliminary consideration of the production control problem, there loom up two questions which have to be faced: (1) First, there is the question of the extra industrial capacity necessary to meet demand during the ordinary fluctuations of business, commonly characterized as `the "business cycle." Anyone who tries to formulate a program pertaining to productive capacity must decide whether he wishes to discuss the control of business cycles. While this question may eventually lend itself to treatment, the Committee does not feel that it can be considered at present with much profit. (2) The second question arises from the existence of over-stimulated capacity above and beyond peak demands in boom times. Discussion of this topic, it is felt, would be most fruitful. RECENT developments in the use of the core barrel in rotary drilling have led to its wide application in all types of development. Its use is essential to the wild-catter and a valuable guide and check even in the most closely developed areas. A perfect core would be an unbroken sample of formation whose length is equal to the amount of hole made by the core barrel, whose diameter is great enough to show the lithologic character, texture and attitude of the material encountered, whose formation is so unaltered in character and so free of contamination from outside sources that it represents a true and complete sample of the formation penetrated. From such a core it would be possible to determine the lithologic character and economic importance of the formation, whether it is oil bearing or barren, the nature and attitude of the sands and shale bodies, valuable fossil evidence and other points which would assist in the correlation or in the selection of suitable points for water shut off or production.

AN historical society of particular interest to mining engineers all over the world was born in Cornwall in 1935. A hundred-year-old winding engine then finished its long labors at the Levant mine on the cliffs near Lands End, England. The engine was to be dismantled and scrapped. A few men living near-by, appreciating that this event was one of the final acts in closing a long century of extraordinary mining and engineering evolution. armed a committee to prevent the destruction of the old mine hoist and succeeded in purchasing the engine. They restored the engine house and in time arranged with the Manor of Trewellard, owners of the land, for a 99-year ground lease on a peppercorn rental.

THE last decade of the 19th century was a peculiarly interesting one in. the annals of American metallurgy, especially as concerns the lead and copper- smelting industries; and it may be interesting to review briefly one of the outstanding incidents of that period, the development of the mechanical roasting furnace. I shall not pretend, in these reminiscences, to give with absolute accuracy the sequence of events or dates, nor to present a complete history of the period, but shall seek merely to 'sketch a more or less impressionistic picture with some of the underlying facts and causes as the recollection comes back to me and then point out how the present-day practice grew out of those activities. My acquaintance with the developments in Montana was based on occasional visits and general collateral information, but in Colorado I lived through the episode and was of it.
